Hunters use popular program to donate deer meat to Food Bank of Iowa
It’s beginning to look a lot like Christmas in Winthrop, as crews installed the lighted holiday decorations last week. (Mary Beth Smith Photo)

Have an extra deer at the end of the hunt? Maybe you bought an extra tag to hunt longer? Consider donating to Iowa’s HUSH program. HUSH (Help Us Stop Hunger) works with 82 participating lockers to provide high quality meat to needy Iowans, through the Food Bank of Iowa. Field dressed deer are skinned, de-boned and ground into two-pound packages … then distributed to needy families. The program is funded by hunters, who pay a dollar surcharge with each deer tag purchase. In its second decade now, HUSH has provided meat from 60,000 deer to those who need it – 3,900 last year. Processors receive $75 for their end of the work. The Food Bank of Iowa picks up $5, as it oversees distribution. Each locker will accept whole deer, asking the hunter to fill out a Hunter HUSH card. There is no fee paid at the locker. A list of participating lockers is available in the Iowa Hunting Regulations and online at www.iowahush.com.

Expanding economy, growing middle class are focus for 2015
Senate Democrats are preparing for the 2015 legislative session, which runs Jan. 12 through early May. After the 2014 election, Iowa will continue to have a divided state government. I will be part of the Democrat-controlled Iowa Senate, which will work with the Republican-controlled House of Representatives and Republican Governor Terry Branstad. As we have done in years past, we will continue to work in a bipartisan way to make Iowa a better place to live, work and raise a family. Our state is seeing growth, but there is much more we can do to create lasting economic recovery that will benefit all Iowans. I will continue to fight for Iowa families and small businesses, particularly through my work on bipartisan Senate committees. Legislative committees are where much of the important work gets done in the Senate. For the 86th General Assembly in 2015 and 2016, I’ve been assigned to continue as the chair of the Education Budget and vice-chair of the Education Committee. I will also serve on the Appropriations, Commerce, State Government, Government Oversight, and Natural Resources & Environment committees. Every day during the session, I’ll search for ways to strengthen Iowa’s economy and help more families reach a better future. Regardless of party, I am always ready to work with everyone interested in creating jobs and growing Iowa’s middle class. Some of the ways we can do that include: • Giving Iowa companies the first crack at state contracts. • Keeping college affordable by freezing tuition at our state universities for a third year. • Ensuring Iowans are paid for the work they’ve done by cracking down on wage theft. • Giving workers the skills needed for 21st century jobs by expanding training. Every election marks a new beginning. I’ll do my best to get Iowa off to a good start. Over the next several weeks I will be attending area meetings with many constituent groups. Independence Area Chamber of Commerce Director Michelle McBride declares, “You and yours are cordially invited to the Annual Jingle on Main Celebration, Friday, Dec. 5 through Sunday, Dec. 7!” On Friday, at 5:30 PM in the downtown square of Independence, the community Christmas tree will be lit for the season with a ceremony of carols, hot chocolate, and treats to celebrate the kick-off of Jingle on Main. Immediately following from 5:45-7 PM, the community is invited to stroll the sidewalks of Main Street to view and vote on their favorite decorated windows while enjoying the company of Santa, carolers, and complimentary s’mores.

Iowa KidsNet to hold information session on foster care and adoption in Waterloo

Iowa KidsNet, the statewide organization that recruits, trains, licenses and supports Iowa’s foster and adoptive families, will hold an information session in Waterloo on Dec. 19 for individuals interested in becoming foster or adoptive parents. Foster care is the temporary placement of children with families outside of their own home due to abuse, neglect or other family crisis situations. The goal is for loving families to provide children with a safe, stable and nurturing environment. There is no typical foster family – foster families can be single, married, homeowners or renters and can come from all racial, ethnic and religious backgrounds. This information session gives attendees a basic overview of the process involved in foster care and adoption and an understanding of the characteristics of children in the child welfare system. There is no obligation to continue in the process by attending. There is a large need for more families to foster teens, children with special needs or behaviors and sibling groups. Iowa also has a need for more African American, Latino and Native American foster and adoptive parents. To inquire online and see future session dates, visit www.iowakidsnet.com. Fruitcake sales support Camp Courageous This is the 26th year Camp Courageous, which began serving campers with special needs in 1972, has been making and selling fruitcakes at over 75 locations. Posters are generally displayed in the windows of participating businesses or one can go online to get the latest location updates at www.campcourageous.org. The one-pound cakes sell for $1 and do not contain citron or alcohol. They need to be stored, sliced and served frozen. Fruitcakes will be sold at various outlets through December. The cakes are also available at Camp Courageous or can be ordered online at the camp website. Camp will ship anywhere in the United States. Camp Courageous is a year-round recreational and respite care facility for individuals of all ages with disabilities. The camp was built and continues to run on donations, without government support, without formal sponsorship, and without paid fundraisers. The camp will serve nearly 7,000 individuals with special needs this year.

New Year’s resolution to quit smoking? Help is available
Quitline Iowa offers support, nicotine replacement to eligible Buchanan Co. residents
New Year resolutions are common this time of year. Some are easily broken; others are sincerely made, but hard to keep. The decision to eliminate tobacco is a commitment that takes self-control and support. Buchanan County reminds residents who have made the healthy choice to quit smoking that help and support is available through Quitline Iowa. The no-cost program is offering eight weeks of nicotine replacement therapy – patches, gum or lozenges – to eligible participants. In Iowa, 18.1% of adults smoke. Tobacco is the leading cause of death for Iowans, taking the lives of more than 4,400 adults each year. The estimated annual Iowa health care costs directly associated with tobacco use now total $1 billion. Globally, 6 million people die each year due to tobacco-related causes. The benefits of stopping the use of tobacco are almost immediate, said Buchanan County Tobacco Prevention Coordinator Nora Kurtovic. “According to the American Cancer Society, within 20 minutes, your heart rate and blood pressure drop. Within 12 hours, the carbon monoxide level in your blood drops to normal. Within two to three months, your circulation improves and your lung function increases. After one year of living tobacco free, the excess risk of coronary heart disease is half that of a continuing smoker.” Even so, nicotine is an addiction and breaking that addiction can be challenging. Quitline Iowa can provide help. Quitline Iowa pairs tobacco users with a Quit Coach® to help them develop an individualized quitting plan and determine which NRT offering is best to help them stay tobacco-free. A Quit Coach® also helps by: • Preparing participants for their quit date; • Providing tips and support to live in a smoke-free environment; and • Offering advice and information on medications that may help with withdrawal symptoms. Buchanan County Board of Supervisors November 17, 2014 The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, November 17, 2014 with Ellen Gaffney, Chairman in the Chair, Gary Gissel and Ralph Kremer present. Absent, none. The Pledge of Allegiance was recited. Motion by Kremer second by Gissel to approve the minutes of the November 10th meeting. All in favor, motion carried. Motion by Gissel second by Kremer to approve the claims ďŹ led with the County Auditor for payment in the amount of $284,653.07. All in favor, motion carried. Roadside Manager, Sherlyn Hazen presented the monthly report of the Roadside Management De-
partment. The department will be starting to burn brush piles and cutting smaller trees. Manager Hazen spoke about the Buchanan County program to the Sierra club. After discussion, motion by Gissel second by Kremer to accept the monthly report. All in favor, motion carried. EMA Director, Rick Wulfekuhle presented his monthly reports for September and October. Hearing tests are completed and options for eyewash stations are being researched. Wulfekuhle will be working on winterizing and getting the trailers in. The department is working with the Public Health Department and the hospital for plan updates before yearend. Director Wulfekuhle attended the emergency management continuing education conference October 20th. The next commission meeting will be held December 3rd. Register the harvest
Consider an Iowa grown Christmas tree this Christmas
Your deer is down, tagged and on its way to the truck. Harvest is not complete, though, until it is registered, either online, over the phone or at a licensed vendor. For hunters who have registered deer for years, there is no change. Online, it takes just a couple minutes. Go to www.iowadnr.gov and click (left margin) â&#x20AC;&#x153;deer hunting.â&#x20AC;? From there, click â&#x20AC;&#x153;Report Your Harvestâ&#x20AC;? and follow instructions. Be ready to enter the tagâ&#x20AC;&#x2122;s ninedigit harvest report number. By phone? Call 800-771-4692. The deer should be reported by the hunter whose name is on the tag â&#x20AC;Ś and it must come before midnight the day after the deer is tagged. The harvest reporting system provides information much faster, and with more detail, than the previous, cumbersome postcard survey. This leads to more responsive management of deer populations, such as adjusting county by county tags or special zone hunt allotments.

Iowa Secretary of Agriculture Bill Northey again encourages Iowans to consider choosing a fresh, Iowa grown Christmas tree to decorate their home this holiday season. â&#x20AC;&#x153;Selecting a fresh Christmas tree can be part of a great family tradition and is an opportunity to connect with an Iowa farmer and support the local economy,â&#x20AC;? Northey said. â&#x20AC;&#x153;Iowa is fortunate to have more than 100 Christmas tree farms in all parts of the state, so everyone has the opportunity to get their own fresh tree to help celebrate.â&#x20AC;? A directory of tree farms across Iowa is available on the Iowa Christmas Tree Growerâ&#x20AC;&#x2122;s website at www.IowaChristmasTrees. com. On the site there is a â&#x20AC;&#x153;Find a Farmâ&#x20AC;? link on the top left-hand corner of the page. Besides the location of the farms, the directory also includes a phone number and hours of operation for each farm to assist in planning. These farms devote over 1,500 acres to Christmas tree production in Iowa and as a result harvest approximately 39,500 Christmas trees each year. The result is a $1 million dollar industry contributing to Iowaâ&#x20AC;&#x2122;s economy. Following are tips to keep in mind to make a trip to a Christmas tree farm more enjoyable: â&#x20AC;˘ Know what size tree fits in your home, both height and width. Trees always look smaller in the field and there is nothing worse than bringing a tree indoors only to find itâ&#x20AC;&#x2122;s too big. â&#x20AC;˘ Wear comfortable clothes, sturdy shoes, and gloves that can get get dirty â&#x20AC;&#x201C; you are going to a farm! â&#x20AC;˘ Pick a tree with a straight trunk that will fit properly in the tree stand. â&#x20AC;˘ Fresh trees need water. Once the tree is home remember to check the water daily as trees can use up to a gallon of water a day. â&#x20AC;˘ Unplug any tree lights before leaving home or going to bed. â&#x20AC;˘ Remember â&#x20AC;&#x201C; fresh cut Christmas trees are biodegradable! Recycle the tree after Christmas. If not putting the tree up right away, store it in an unheated garage or some other area out of the wind and cold (freezing) temperatures. When bringing the tree into the house, cut off one inch at the base end and place the tree in a bucket of warm water. â&#x20AC;&#x153;Follow these tips and your will be able to enjoy a beautiful, fresh and locally grown Christmas tree throughout the holiday season,â&#x20AC;? Changes to deer hunting seasons
Iowa deer hunters will likely notice fewer seasons and changes in certain seasons this year when purchasing their licenses. The January antlerless deer season has been eliminated, the number of antlerless deer tags has been reduced and hunters in 27 northwest counties are allowed only antlered deer during the first shotgun and early muzzleloader seasons. Crossbows were allowed as a legal method of take for resident Iowa hunters during the late muzzleloader season.
DNR to continue surveillance for chronic wasting disease
Iowa DNR wildlife staff will collect tissue samples during shotgun deer seasons to test for the presence of Chronic Wasting Disease (CWD). Most of the 4,500 samples the DNR hopes to collect will be taken during the first half of December, as more than 120,000 hunters take part in shotgun deer seasons. Sampling involves removing and testing the brain stem and lymph nodes. Many hunters voluntarily contribute samples of harvested deer for testing efforts. Most samples are obtained by wildlife staff, checking with hunters in the field or at home processing points. Hunters willing to provide samples may contact the DNR regionally to arrange collection; in Buchanan County, call 319213-2815 and in Delaware County, call 563-357-2035 Since 2002, more than 50,000 wild deer in Iowa have been tested, with only one positive CWD result in the wild herd in Allamakee County

Tom and Jessica Arnold have raised natural beef, pork, chicken, turkey and lamb on their farm in Elizabeth IL for almost 30 years, and have delivered to the Chicago area since 2001. Tom will share his experiences on marketing beef locally at the Driftless Region Beef Conference, Jan. 22-23 in Dubuque. When asked about the details of his operation, Tom states, “We raise grass and grain finished beef, pork, sheep, pastured chicken and turkey. We are the fourth and fifth generation of Arnolds to farm this land and take great pride in caring for it. We strive to farm in harmony with the natural environment and use systems that need few commercial inputs, such as rotational grazing for the livestock and crop rotations for the fields.” All meat produced on Arnold’s Farm is chemical and antibiotic free. There are no growth hormones or animal byproducts used, and the corn is GMO (genetically modified organism) free. The beef, pork, lamb, and poultry are processed locally at USDA-inspected plants with excellent reputations and packaged in easy to use portions. Irradiation is not used nor is water added. According to the Arnolds, some advantages to buying meat locally is: • Dealing directly with the producer and processor. • Less time from producer to processing plant resulting in less stress to the animal for more tender meat, more flavor! • Fresher product as there is less time from processor to buyer. • Sides are custom cut to specifications. • Supporting a family farm committed to sustainable and environmentally friendly methods of production. The 2015 Driftless Region Beef Conference begins at 1 PM Thursday, Jan. 22 and continue through 11:45 AM Friday, Jan. 23. The Thursday program will focus on improving the efficiency and profitability of beef production in the upper Midwest, with an evening discussion focused on opportunities to capitalize on the diversity in the beef industry. Friday there will be four breakout sessions for feedlot operations and four for cow-calf producers. Registration will open for the conference on Dec. 1, and participants may register on-line or by mail. Early registration for the conference is $85 and must be received by midnight, Jan. 14. Iowa 2014 shotgun deer season preview By Joe Wilkinson Iowa Department of Natural Resources
“I expect we’ll see a harvest similar to last year,” said Dale Garner, chief of Wildlife for the Iowa Department of Natural Resources. “The extreme cold weather during mid-November kept many bow hunters out of their tree stands leaving some really nice bucks for the shotgun seasons.” Expect about 75,000 hunters across Iowa in the first shotgun season, Dec. 6-10, and then another 50,000 head out Dec. 13-21, during the second gun season. Each contingent will also pack along thousands of antlerless tags, to extend their prospects. If you are a fan of cold weather … and have a muzzleloader, that Dec. 22-Jan. 10 late season attracts hunters holding about 30,000 tags. That number likely will drop, though, with fewer snapping up county antlerless tags. Iowa’s shotgun seasons allow for group drives; drivers pushing deer toward blockers. Anyone in the group may tag a downed deer – with their own tag. That stands in contrast to other states – and even Iowa’s more solitary muzzleloader and bow seasons. However, it has proven to be an efficient method for taking deer, since modern deer hunting was introduced here in the early 1950s. Whatever the season, any deer must be tagged before it is moved or within 15 minutes – whichever comes first. It also holds the potential for danger, as drivers move closer to, or across, their friends on a drive. “That’s why wearing solid blaze orange is mandatory. At least the minimum (torso covered). More is better,” stressed DNR recreation safety officer Pat Jorgensen. “Our number one cause of deer hunting incidents involves a hunter shooting at a running deer
… with someone in the area. Recognize what stands in front of and behind the target!” For several years now, deer hunters have noticed fewer whitetails than in the early 2000s. That is by design. A decade ago, state lawmakers instructed the DNR to reduce the deer population, after steady growth through the previous few decades. With addition of county and season specific antlerless tags, generous quotas, and a couple extra seasons, near Thanksgiving and during January, hunters responded. The deer herd is now at mid-1990s target levels, in all but a handful of counties. With a 33% drop in harvest numbers since 2006, Iowa’s Natural Resource Commission this summer approved a reduction in antlerless tag quotas in 72 counties. The remaining 27 north central and northwest counties have no county antlerless tags … and hunters may take only antlered deer during the first shotgun season. Expect fewer tags, than the 359,956 that went over the counter in 2013-14 – and that was down 11% from the 2008 peak. Iowa’s overall deer harvest across all seasons last year was 99,400 … down 34% from the peak. “Now is a good time for the DNR to work with hunters and landowners to help develop a better understanding of proper deer management; including the benefits of harvesting does and keeping deer numbers at ecologically acceptable levels,” said DNR wildlife management biologist Terry Haindfield. “Hunters working with landowners at the local level are the best and most efficient way to keep deer numbers acceptable and provide a high quality deer herd.”

Smart tax moves to consider before New Year’s Eve
The flurry of activity during the last weeks of December can make it difficult to pay attention to finances. If you want to save on your tax bill come April, now’s the time to make some critical moves. If you have a tax advisor or financial planner, it’s wise to run these ideas by them first. Here are some suggestions to investigate by year-end with follow-up next year: 1. Accelerate your deductions and defer your income. It makes the list every year because it works. To keep your 2014 tax bill low, try to defer bonuses, consulting income or selfemployment income until 2015 while taking as many deductions as you legally can in 2014. Deductions may include paying your January federal and state income taxes before Dec. 31, real estate taxes and interest payments. 2. Bunch non-urgent medical expenses this year or move them to 2015. If you have nonemergency medical procedures coming up, it’s a good idea to pack them into the same year so people under age 65 can exceed the 10% adjusted gross income (AGI) minimum for medical expenses. For those over age 65, the AGI minimum is 7.5%. 3. Make last-minute withholding adjustments. If you’ve started making more money later in the year, make sure withholding or estimated tax payments are adjusted before Dec. 31 so you don’t face underpayment penalties later. 4. Evaluate your traditional and Roth IRA holdings. Many people who expect their tax rate to go up in retirement convert traditional IRAs to Roth accounts in advance. Those who don’t keep their traditional accounts as-is. No matter how close you’re getting to retirement, it’s a good idea to take inventory of IRA investments to make sure they’re accessible and to contact a tax advisor with questions about strategy. 5. Contribute as much to retirement accounts as possible. Putting money away for retirement is always a good idea – for your tax bill and for your future. For tax year 2014, individual 401(k) contribution limits are $17,500 and $5,500 for an IRA (not including catch-up contributions for taxpayers 50 or over). In 2015, those contribution limits will go up to $18,000 and $6,000 respectively. 6. Consider HSAs and FSAs. High-deductible insurance plans may offer a health savings account (HSA) option that allows you to deposit pretax dollars to pay for medical expenses high-deductible plans don’t cover. Flexible spending accounts (FSA) also allow pre-tax dollars to pay for dental care, vision checkups and glasses and over-the-counter drugs. 7. Gather state and local sales tax receipts. If you itemize your deductions, consider whether to deduct state and local sales taxes instead of state and local income taxes. 8. Consider a gift. Individuals can give up to $14,000 a year per beneficiary to as many people as they’d like during 2014 free of gift or estate tax. That amount goes up to $28,000 per beneficiary per year for spouses (both individual and spousal numbers will stay the same in 2015). 9. Make a last-minute charitable deduction. If itemizing, deduct for charitable contributions – but do some homework first. GuideStar.org lists every IRS-registered nonprofit organization, so do full research on the organization’s work and legitimacy as well as its tax status. 10. Take that home office deduction. If using part of your home for business or if your office is an unattached structure, you may qualify for a home office deduction up to $1,500 a year. 11. Watch the news and keep your tax preparer’s number handy. Congress may spend its final days arguing over a variety of expired tax breaks still pending. It’s important to keep an eye on tax news between now and New Year’s Day. Bottom line: Use the end of the year to gather records and advice and make smart choices, tax-wise and otherwise.
