Living Well with Buchanan County Health Center Sleep now may help protect your brain in the future

Double whammy

Friends, you know I try to keep things light, but I can find no way to be clever about two concerns that are facing the Food Pantry, a very large increase in people who need our help and a significant decrease in donations.

Last year our client numbers increased by 26%. We provided fiveday emergency food supplies to Buchanan County residents 8,517 times or an average of 709 people each month. We have been seeing increases each year but 26% is staggering. It makes you wonder why there are so many more who need help. Isn’t the economy stronger?

When they say the economy is improved, whose economy are they talking about? Certainly not the workers laid off at Deere. Not the worker, injured on the job, who is struggling to make ends meet on Workman’s Comp. Not the people whose Food Stamps were cut because the economy somewhere is stronger. Somehow there is an expectation that all Food Stamp recipients can go out and “get a job� or somehow improve their economic condition even though they are disabled, elderly, or simply children who happen to be born into a lowincome family.

Who provides a safety net in hard times? Who ensures a parent does not have to say, “There is no supper tonight, kids.

Let’s play a board game instead?� You do.

The Food Pantry is funded by local donations from folks, organizations, and businesses like you. We are not government funded. We get foods donated by the USDA but not without cost. The money to pay the service fees to get those government foods, to keep the doors open, and keep the lights on comes from local donations.

Last year, your donations were 8% less than what we hoped for. We provided food to more people – 1,761 more – with $8,000 less. That’s the Double Whammy. At the current level of funding, we have hard choices to make; cut the amount of food we give or cut how often a family can receive help. So that’s why I’m asking for your help.

Keep hope alive for those who have no other help to turn to.

If it is within your means to do so, please include the Food Pantry in your charitable giving.

State fair award to recognize Iowa’s farm families

The Iowa State Fair is searching for six farm families to recognize with the Way We Live Award at the 2015 Fair, August 13-23. These families must exemplify farm values derived from hard work and a love for the occupation of farming.

To enter, submit an entry form along with a 500-1500 word essay describing how living on a farm and choosing the occupation of farming has shaped the family’s life. All entries must include a family picture that illustrates the family’s commitment to their farming operation. Entry forms can be downloaded from the Iowa State Fair website: www.iowastatefair.org/competition/the-way-we-live-award/. All entries must be postmarked or e-mailed to ewynn@iowastatefair.org by May 1.

Nominated families should show dedication to animal agriculture in their daily lives and in the lives of their family members. Winners will receive a prize package including $250 cash, fair admission tickets, parking, fair food vouchers and recognition during the fair.Eligible families must be residents of Iowa whose farming operation is centered on animal agriculture and may nominate themselves or be nominated by others.

We all know sleep is important, and yet life gets in the way, and suddenly you find yourself sleep deprived, bleary eyed, caffeine dependent, and promising that you will catch up on “shut-eye� this weekend. But, according to a new study conducted by the scientists at Baylor University, getting quality sleep can improve your life right now and in the future. Scientists conducting the study found a link between sleep and cognition, particularly when it comes to memory. Researchers also discovered that older adults wake up more throughout the night and, thus, have fewer stretches of deep sleep, which affects how well one’s brain can function.

Getting plenty of sleep in your young adult and middle age years can actually boost mental health and lessen the chance of disease down the road. Plus, research suggests that improving sleep immediately makes a big difference in mental functioning 30 years later. Making time for sleep is essential, so start tonight!

Here are five ways to get more sleep:

1. Set a regular bedtime. Go to bed at the same time every night. Choose a time when you normally feel tired, so that you don’t toss and turn.

2. Wake up at the same time every day. If you’re getting enough sleep, you should wake up naturally without an alarm. If you need an alarm clock to wake up on time, you may need to set an earlier bedtime.

3. Nap to make up for lost sleep. If you need to make up for a few lost hours, opt for a daytime nap rather than sleeping late.

This strategy allows you to pay off your sleep debt without disturbing your natural sleep-wake rhythm, which often backfires in insomnia and throws you off for days.

4. Be smart about napping. While taking a nap can be a great way to recharge, it can make insomnia worse.

5. Fight post-meal drowsiness. If you find yourself getting sleepy way before your bedtime, get off the couch and do something mildly stimulating to avoid falling asleep. Wash the dishes, call a friend, or do a load of laundry.

The Buchanan County Health Center (BCHC) will hold an American Red Cross lifeguard certification course on March 13-15 at the Therapy & Wellness Center. The course runs 7-10 PM Friday, 8 AM-6 PM Saturday, 8 AM-1 PM Sunday. The cost for the course is $155 for new lifeguards, and $75 for recertification. Those enrolled for re-certification are to attend the Sunday session only. New lifeguards must be at least 15 years of age to receive certification.

Do you know where the food you are eating came from? Were you aware there are several ways to “buy fresh/buy local?� Buchanan County Extension and Outreach along with other partners have come together and created the Buchanan County Food Work Team. Some of the team members are Independence Farmers Market, Buchanan County Health Center, Buchanan County Conservation, Independence Community Schools (FFA and Food Service), Buchanan County Health Department and TD ‘n Guy Community Supported Agriculture.

Last spring we developed a strategic plan. The four strategies the team will strive to fulfill are: 1. Create infrastructure for cooperation, processing, distribution, and business startup.

2. Expand knowledge of producers and consumers about local foods through education and outreach.

3. Increase public/private support and policies to implement and sustain priority areas.

4. Ensure school district policies and practices support healthy living of children, families and community members.

In an effort to learn all we can about our chosen charge, a few of us attended the Regional Food Systems Working Group meeting in Ames on Jan. 21. Boy, did we make a showing! From Independence we had Extension, Independence Community School District (food service and FFA) and Buchanan County Health Center. The other 60 attendees were impressed with the support we have on our team. And quite frankly, so am I. We are working on a local directory to connect consumers with local producers. So watch for it later this spring. Other projects we will facilitate in 2015 is a Farm to Fork dinner, possibly a Farm Crawl, hospital garden and educational programs. In fact, coming up in February and March are two webinars on how to become involved in teaching in the community and school gardens. Call our office for more details.

February is National Children’s Dental Health month. The Iowa Department of Public Health (IDPH) reminds Iowans beginning good habits early and scheduling regular dental visits by age one helps children get a good start on a lifetime of healthy teeth and gums. While a bright smile is an attractive feature, research shows dental health has an impact far deeper than outward appearance.

“A child with cavities and a painful mouth can lose focus while learning new skills at school and at home. They may also have difficulty eating food, which helps their bodies to grow,” said IDPH Dental Director Dr. Bob Russell. “A child with a healthy mouth will have more confidence when speaking, eating, and smiling.”

The IDPH I-Smile™ Dental Home Initiative is a program that helps Iowa’s children connect with dental services. Using a team approach, dentists provide definitive evaluation and treatment when it is needed. Other health professionals such as dental hygienists, physicians, and nurses are a part of a larger network and can provide oral screenings, education, anticipatory guidance, and preventive services as needed.

According to Iowa Medicaid paid claims data, 59% more Medicaid-enrolled children received care from a dentist in 2014 than in 2005 and 149 more dentists billed Medicaid for care provided to a Medicaid-enrolled child than in 2005. In addition, the average cost per Medicaid-enrolled child is decreasing. For children ages 10-12, the average cost per child in 2014 was 27% less than in 2005, although more children were seen by dentists. Early prevention may be resulting in less need for restorative treatment.

Buchanan County Board of Supervisors January 26, 2015 The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, January 26, 2015 with Gary Gissel, Chairman in the Chair, Ellen Gaffney and Don Shonka present. Absent, none.

The Pledge of Allegiance was recited.

Motion by Gaffney second by Shonka to approve the minutes of the January 19th, 20th, 21st and 22nd meetings. All in favor, motion carried.

Motion by Shonka second by Gaffney to approve the claims filed with the County Auditor for payment in the amount of $276,234.48. All in favor, motion carried.

Motion by Gaffney second by Shonka to approve the following resolution. On roll call all voted aye thereon. Motion carried.

RESOLUTION 15-07 BE IT RESOLVED the Board of Supervisors approve the hiring of Jessica Isaacs, dispatcher in the Sheriff’s office effective January 26, 2015 at an hourly rate of $16.22.

Passed this 26th day of January, 2015.

Motion by Gaffney second by Gissel to accept the resignation of Conservation Board member Don Shonka effective January 26, 2015.

Gaffney and Gissel voting aye; Shonka abstaining. Motion carried.

Leanne Harrison from the Certified Local Government Committee presented their annual report. After discussion, motion by Gaffney second by Shonka to approve the Iowa Certified Local Government Annual Report for Buchanan County and authorize the Chairman to sign. All in favor, motion carried.

Roadside Manager, Sherlyn Hazen presented the annual report of the Weed Commissioner and the monthly report of the Roadside Management Department. Hazen reviewed the noxious weeds in Buchanan County. After discussion, motion by Shonka second by Gaffney to approve the annual Weed Commissioners report and authorize the Chairman to sign. All in favor, motion carried. During the month of December the department cut trees and burned brush piles. After discussion, motion by Gaffney second

by Shonka to accept the monthly report. All in favor, motion carried.

Community Services Director, Julie Davison presented a request to reduce hours for Case Manager Abby Lukas. After discussion, motion by Gaffney second by Shonka to approve the request to allow Abby Lukas to go to part-time effective February 2, 2015. All in favor, motion carried.

County Engineer, Brian Keierleber presented information on the sale of the Brandon shop and the construction of a new shop. No action was taken until additional information can be obtained.

Engineer Keierleber presented information for the closure of three bridges. After discussion, motion by Shonka second by Gaffney to approve the following resolution. On roll call all vote aye thereon. Motion carried.

RESOLUTION 15-08 BE IT RESOLVED the Board of Supervisors approve the closing of the following bridges: 1.Bridge #FHWA83930 on 130th St. West of Henley Ave. in Hazleton Township, Section 19.

2.Bridge #FHWA83220 on 200th St. East of Deacon Ave. in Perry Township, Section 27.

3.Bridge #FHWA83330 on Victor Ave. South of 115th St. in Madison Township, Section 10.

Applications for Conservation Stewardship program due Feb. 27

USDA Natural Resources Conservation Service (NRCS) is accepting applications at local field offices for the 2015 Conservation Stewardship Program (CSP) signup. Iowa farmers who apply

by Feb. 27, 2015, will receive first consideration for funding selections.

CSP is offered through a continuous signup, but NRCS periodically makes funding selections. Last year, Iowa NRCS obligated more than $4.5 million through 436 contracts covering 201,000 acres.

The program emphasizes conservation performance – producers earn higher payments for higher performance. Through CSP, producers install conservation enhancements to make positive changes in soil health, soil erosion, water quality, water quantity, air quality, plant resources, animal resources and energy. “CSP is a way of incentivizing farmers who maintain a high level of conservation on their land and agree to adopt higher levels of stewardship,� said Jay Mar, state conservationist for Iowa NRCS. “By focusing on multiple resource concerns, landowners are able to achieve a sustainable landscape and maintain or increase the productivity of their operations.�

CSP also supports the Iowa Nutrient Reduction Strategy through various enhancement options. The Iowa strategy includes practices designed to reduce nutrient loads from nonpoint sources such as farm fields. Some popular CSP nutrient reduction enhancements used by Iowa farmers include: • Cover crops to scavenge residual nitrogen; • Precision application technology to apply nutrients; • Split nitrogen application (50% after crop emergence or pasture green-up); • Plant tissue tests and analysis to improve nitrogen management.

A CSP self-screening checklist is available to help producers determine if the program is suitable for their operation. The checklist highlights basic information about CSP eligibility requirements, stewardship threshold requirements and payment types.

Robert D. Blue scholarship application available

State Treasurer Michael L. Fitzgerald recently announced the application for the 2015 Robert D. Blue Scholarship is available online at rdblue.org. Any graduate of an Iowa high school who plans to attend college in Iowa for the 2015-16 school year is eligible to apply.

Awards are based on financial need, an original essay, academic achievement and written recommendations. “These scholarships not only help Iowa students financially, but also honor the achievements and potential of the young people of our state,� Fitzgerald stated.

The Iowa Centennial Memorial Foundation awards the Robert D. Blue Scholarship to Iowa students attending college in Iowa. Governor Blue created the Foundation in 1949 to commemorate the one hundredth anniversary of Iowa’s acceptance into the union. At that time, a scholarship fund was established to encourage the youth of the state to attend Iowa’s fine colleges and universities. In 1990, the Foundation officially named the scholarship to honor the late Governor Blue.

2014 Grant Story: Buchanan County Animal Shelter Roof and Walls to Shelter Paws Project

The Buchanan County Animal Shelter received a $5,850 grant in 2014 from the Buchanan County Community Foundation to help with its “Roof and Walls to Shelter Paws” project. The grant was put toward the cement work of the new main shelter building.

Buchanan County currently does not have an animal shelter. The new shelter will give residents a place to take animals they are unable or unwilling to care for anymore.

The ultimate outcome of creating the new facility is to decrease the number of deaths of unwanted or uncared for animals in Buchanan County, and to find forever homes to improve the quality of life for animals in need and the families that generously open their homes to these new four legged family members.

“This has truly been a community driven project, and we appreciate the support of the Buchanan County Community Foundation,” said Dr. Rachelle Reid, Buchanan County Animal Shelter board member.

Are you looking for a fun and rewarding volunteer opportunity?

In the state of Iowa almost 10,000 volunteers guide 4-H members in becoming productive citizens, outstanding communicators, effective leaders, and successful learners. But just as important is what volunteers give is what they get back!

Volunteers serve as leaders, mentors, superintendents, livestock committee members ‌ the list goes on. Buchanan County ISU Extension and Outreach values all the volunteers and is always seeking more! If you are curious to learn about volunteering opportunities, check out the State 4-H website for more information, www.extension.iastate.edu/4h/volunteer.

At this time the Buchanan County Extension office is looking for: • Office volunteers who would help with completing simple office tasks, prepare items for programs and other additional things that may come up. This is an ongoing volunteer opportunity and asking for as little as four hours a week.

• Volunteer positions for livestock committees, club leader assistants, mentors, etc. • A summer program assistant who is to complete the day-to-day tasks necessary for a successful 4-H Buchanan County Fair. Other youth programming will also be among the duties assigned. It is a temporary, part-time position (20-40 hours) per week. High school diploma required. Applicants should have previous experience working with youth, be computer literate, have a valid driver’s license and access to a motor vehicle with proof of vehicle liability coverage. Commercial pesticide applicator reshow policy changes

We have entered 2015 and that means continuing instruction courses for pesticide applicators.

In 2015 the reshow policy for commercial applicator courses is a little different. Buchanan County ISU Extension and Outreach will offer commercial instruction courses on scheduled dates and times as assigned by the Pesticide Safety Education Program, but will only host one reshow per month per each course/category.

For example, the Commercial Ag Weed, Insect, and Plant Disease Management course will only be shown once a month after the initial showing in the spring or fall. If the program is shown twice a year, as with Commercial Ag Weed, Insect, and Plant Disease Management and Ornamental and Turfgrass Applicators, follow the early registration deadline to receive the $35 rate. Any other reshows will be offered at the $45 rate as dictated by the Pesticide Safety Education Program through ISU Extension and Outreach.

Letters will be sent to all commercial agriculture businesses that may have employees affected by this new policy.

Dates for the reshows have been set with Buchanan County Agricultural Extension District staff and you must call and be registered to attend.
