No one wants to think about a disaster, but floods and tornadoes are two of Iowa’s most common hazards. Heavy rains, flooding, tornadoes, ice storms, blizzards and heavy snow – hazardous storms have caused most of Iowa’s 38 Presidential Disaster Declarations since 1990. “Taking some simple precautions before the flood and tornado season starts is the best way to protect yourself and your loved ones,� says Adam Broughton, DNR’s disaster response coordinator. “March 20 to 26 is Severe Weather Awareness Week – a good opportunity to check your supply kit and review your communications plan.� Broughton suggests putting together a supply kit with three days of food and water, enough to provide for you until emergency responders can reach you. Other essentials include batteries, a solar-powered or hand-cranked charger for batteries and cell phones, a light source, medicine, doctors’ numbers, prescription lists, insurance cards and supplies for pets. It’s good to have supply kits for home, work and on the road. A good communication plan ensures friends and family stay in touch. Review where to meet during an emergency and who to notify. Update emergency contacts on cell phones, including listing someone out-of-town as a central contact. If there is an emergency, use texts and short calls to avoid tying up phone lines needed by emergency responders.
Get organized by storing important documents on “the Cloud� or on a secure flash drive. Include insurance, identification and banking information. Place important print documents in a fire and waterproof safe. “Find more tips on the DNR disaster web page, www.iowadnr.gov/disaster,� Broughton says. “Both the Federal Emergency Management Agency and Iowa’s Department of Homeland Security have great checklists for communication plans and supply kits, too.�

Athletes of all ages train with the hopes of gaining the competitive advantage over an opponent or a teammate competing for playing time. Although these are valid reasons and justification for training, they are not the primary goal. Injury prevention is always the primary goal when it comes to strength training and conditioning. The ability to outscore an opponent or play better defense than a teammate is irrelevant if the athlete is consistently getting injured. When an athlete trains properly, their body learns to operate in a safe and efficient manner, which reduces the likelihood of injury and ultimately increases athletic performance. We have all witnessed an athlete that just makes everything look easy and effortless. This effortless appearance could be the result of some very fortunate genetics or it could
athletic success. A simple internet search can produce hundreds of exercise programs designed for athletes in any sport, all promising to make that athlete better. We should not rely on the internet to diagnose our ailments, similarly we should not use it to train our athletes. There may be quality exercise programs available on the internet but an educated, trained professional, should determine the quality of the exercise program before ever being utilized by an athlete. This ensures the safety and wellbeing of the athlete and also ensures that the athlete will benefit from the exercise program. The correct strength training and conditioning program, under the guidance of a professional, can lead to a healthy and successful career for an athlete.

Ambassadors visit Beauty Buzz and Ohl Iowa Realty
Independence Ambassadors made a call to two businesses in Independence recently. They stopped by Beauty Buzz (pictured below) at 1208 1st St. W, Suite 1, which opened in January. Stylist and Manager Morgan Lyness moved her salon from Rowley and has done hair for over six years. She currently works with Ashlee Parker. Iowa livestock producers can learn about the new FDA mandated antibiotic guidelines at a meeting hosted by Iowa State University Extension and Outreach (ISUEO) 1-2:30 PM March 29 at Buchanan County Extension, 2600 Swan Lake Blvd. in Independence. Swine specialist Mark Storlie said, “New FDA antibiotic rules begin Jan. 1, 2017. Before that time, we are informing producers, veterinarians and allied industry about the new procedures and how it will aect their operations.â€? Iowa’s abundance of biomass feedstock offers opportunities for economic growth beyond food and fuel. Senate File 2300, which passed the Iowa Senate on a bipartisan vote on March 16, would further spur our state’s success in the biosciences by providing up to $10 million in tax credits per year to industries that turn by-products from biomass feedstock into higher-value chemicals. A recent report by Iowa State University shows that the U.S. market for chemicals is more than $250 billion a year. Quasqueton City Council Meeting City Council Meeting was called to order on March 14th, 2016 at 7pm by Mayor Chad Staton. Pledge of Allegiance was recited and roll call was done. Council members in attendance were; Ben Stanford, Bill and Terry Kress and Shelia Payne. Councilman Jeff Werling arrived late. Citizens present at meeting were; Dorance Kirby, Bill Crow, Scott Colton, Deb Crawford, George and Marian Carr, Brian Vanous, Scott Cooksley, Dick and Alice Franck, Gary Wunder, Jerry and Carol Franz, Rick Johnson, David Pohren, Butch, Carolyn and Matt Chesmore, Tom and Barb Webb, Ginger Kress, Nicole Vanous, Lee Bossom, John Evers, Attorney Jim Peters, PW Jay Sandberg, City Clerk Anita Arnold and EB Students. Unless otherwise stated all motions were unanimous. During citizen’s forum, Matt Chesmore inquired about having agenda placed on Quasky Questions website, Mayor informed him this is being worked on. A motion was made by Payne to approve previous minutes, second by Bill. Additional bills for Hoefer Construction, ProBuild and ICAP were presented to council. A motion was made by Stanford, and second by Payne. A motion was made by Payne and second by Stanford for approval of Law Enforcement Report. John Evers was present at meeting to answer any questions about ICAP bill, there was increase due to new shop building being added. Car Club members were present to ask permission from council for partial closure of Dubuque and Water Streets during their annual Car

A motion was made by Stanford and second by Payne to approve Resolution 16-04 (Salary Increase for PW and CC). Deb Crawford with Historical Society was present at meeting to thank the community and city for all they have done to support them. Historical Society would like to purchase old shop building and have it restored to its original structure. A motion was made by Bill and second by Terry to have public hearing set for next meeting. Public Hearing for FY17 Budget was opened at 7:15pm and closed at 7:16pm. A motion was made by Payne and second by Bill to approve Resolution 16-03. Attorney Peters explained that sale of school property was listed incorrectly in posting of public hearing, so no action would be taken on this. Public Hearing to vacate alley at school property was opened at 7:20pm. The public asked questions about where alley was located. Citizens viewed maps of where alleys are located on school property. Public hearing was closed at 7:27pm. A motion was made by Werling to approve Ordinance #242 to vacate said alley, motion failed due to the actual number of alleys that had not been previously vacated (alleys run both north and south and east and west on grounds). This Renewable Chemical Production Tax Credit, administered by the Iowa Economic Development Authority, would provide up to $1 million for start-ups and up to $500,000 for established businesses each year. If SF 2300 becomes law, tax credits will be available on a first-come, first-served basis for chemicals produced between Jan. 1, 2017, and Dec. 31, 2026. This is the type of promising growth opportunities we should pursue, according to a 2014 study that laid out an economic road map for Iowa. SF 2300 now goes to the House for further consideration.

Zach Kress was not present at meeting, but had asked council to consider purchasing alley next to his property, at this time council is not interested. Nicole Vanous explained the state is changing EMT level status that needs to be done by end of March. First responders that are qualified now as nurses would not be able to administer certain type of drugs if not at AEMT status. She further explained that only startup cost would affect the department, cost would be approximately $1000. A motion was made by Ben and second by Bill to advance their status. Trustees in attendance also agreed that if no other cost that should advance. Vanous also asked council and trustees if they would pay for IEMSA membership. Council and Trustees talked about how this would benefit them or the community. Council and Trustees both feel that there is no advantage to the community. Council and Trustees also agreed to have their 28E Agreement reviewed.

Mayor advised council that Winthrop has a dump truck for sale. Mayor is going to check on price or sealed bids. Mayor advised council that had asked David Pohren to help out this summer for $10 an hour with their permission, council agreed. Mayor also advised council that Tom King had applied for a building permit to replace old mobile home with a new one. The old tractor has an oil and hydraulic leak, public works will take to Bodensteiner to have quotes. Mayor advised council that lights on north end of town keep coming loose, that is why they keep blinking. Mayor also advised council that Christmas decorations are almost completely finished; just need some more LED lights. A motion was made by Stanford and second by Werling to complete project at City expense; since Community Club had given towards project. Mayor further advised council that during volunteer cleanup this weekend that would be moving the fence at Carr property. Mayor advised council that West 3rd Street needed to be bladed down and fence removed. Council members discussed issues on 10th Street, and removing trees from dam. Members also discussed setting city wide clean-up day, clerk will check with Waste Management. Also discussion on what to do if WM does not pick-up garbage; Mayor advised everyone to contact him since clerk is not in office on that day. NE Iowa trout stream stocking schedule now available The popular annual stream trout stocking season begins April 4. This yearâ&#x20AC;&#x2122;s trout stocking calendar, available on the DNR website at www.iowadnr.gov/Fishing/Trout-Fishing, has a new look along with a few schedule changes from previous years. Stocked streams will receive a combination of announced and unannounced stockings of catchable trout throughout the 2016 stocking season. Previously, most stream stockings were either always announced or unannounced the entire season. This year, more streams will have approximately half of their stockings announced and half unannounced.
The DNR Trout Program strives to provide a diversity of trout ďŹ shing opportunities for Iowans, including announced catchable stockings, unannounced catchable stockings, ďŹ ngerling stockings, wild populations, streams with restrictive regulations, easy universal access areas and remote streams with diďŹ&#x192;cult access. Iowaâ&#x20AC;&#x2122;s three trout hatcheries produce and stock approximately 310,000 catchable-sized rainbow or brook trout and 110,000 ďŹ ngerling brown trout into hundreds of miles of northeast Iowa streams April through October. A list of stocked streams is available on the DNR trout map or trout stream webpage at iowadnr.gov/Fishing/Trout-Fishing. Anglers need to have a valid ďŹ shing license and pay the trout fee to ďŹ sh for or possess trout. The daily limit is ďŹ ve trout per licensed angler with a possession limit of 10. The time for improving Iowaâ&#x20AC;&#x2122;s water quality is now. Over the last few months the subject of water quality continued to arise. Some major topics revolve around strategies to improve ďŹ&#x201A;ood mitigation, erosion prevention, and nutrient reduction. BeneďŹ ts of implementing a comprehensive water quality strategy are many. We can implement conservation projects that will protect precious topsoil to ensure productive agriculture and a strong economic foundation for generations to come. Democrats in the House of Representatives want to work with colleagues across the aisle and in the Senate in a bipartisan manner. To that end, we support a plan that meets the following criteria: First, while we applaud the Governor for proposing a plan, there is no need to use funds intended for schools. No Democrat in Iowa is interested in the Governorâ&#x20AC;&#x2122;s plan to use education dollars to fund water quality. Rather, we will seek to utilize the existing $25 million in revenue from water utility bills to fund water quality projects. This revenue will be dedicated to a revolving loan fund that will award loans to worthy cost-share projects in the state. This will provide the ability to pull down Federal dollars. Using this existing revenue source prevents new taxes, in addition to distributing the ďŹ nancial burden. Second, we support a water quality plan that empowers local jurisdictions. By allowing local leaders to design and propose their own projects, we know the projects will be supported by local communities, and focused on addressing the needs of the key stakeholders most aďŹ&#x20AC;ected. Third, we need a comprehensive approach that considers not political boundaries of district, but geographical realty of Iowaâ&#x20AC;&#x2122;s watersheds. While Iowa county boundaries resemble a grid with straight lines and right angles, the stateâ&#x20AC;&#x2122;s waterways meander on courses determined by nature, not man. Our focus must be based on science and actual realities of the landscape. Accordingly, a viable plan must empower aďŹ&#x20AC;ected jurisdictions to form watershedbased partnerships that encourage project synergy, and integration throughout a particular watershed. The time to lead on water is now. Iowans have never shied away from a challenge, and we need to act now to ensure the long-term health of our stateâ&#x20AC;&#x2122;s waterways. The storm spotter training was held on February 22nd with 117 attending. Chris Hare reported on the voluntary hours (205) he has assisted Director Wulfekuhle in January and February. After discussion, motion by Gissel second by Gaffney to accept the report. All in favor, motion carried. GIS/E911 Coordinator, James Quinn presented the monthly report of his department. Coordinator Quinn reported on the progress of the Alert Iowa Emergency Notification System transition. The Zetron Max Dispatch Console upgrade project was completed in mid-February. Quinn attended the Iowa NG9-1-1 GIS training in Des Moines. The work continues on the NG9-1-1 GIS data remediation. After discussion, motion by Gaffney second by Gissel to accept the report. The department hosted a radon workshop with Iowa State Extension on February 22nd. Statics were reported on permits issued in February. With an anticipated completion date of Spring 2018. Later this spring they would like to have a Community gathering to show the citizens of Rowley the project and all the services that will be in the new building. When time and dates are set Clerk will post. Clerk presented a delinquent sewer/garbage bill to the Council that needs to have it put a lien against the property taxes. They have not responded to letter sent. M/S/C: Platte/Janaszak all ayes to approve Resolution 16-04 to have lien put against the property tax of resident that is delinquent with sewer/garbage bill. City Clerk had received a request to see if the City of Rowley would look into having the town sprayed for mosquitos in the summer. The Council feels due to the
cost that is not effective enough to have the town sprayed due to the health problems that it can cause to citizens and that when spraying the spray actually has to land on a mosquito while ďŹ&#x201A;ying to do any good. Also Council feels we have too many wetland areas and ponds around us that spraying would only be effective for a day or two then new crops of mosquitos would be here anyway. There are foggers for individual yards for any citizen that wants to spray their own yard. The City had been asked about having internet service at the Community Center. The Council feels that it is not necessary for what it would cost for the handful of meetings that might use the internet at the Community Center. Approximately 22,000 new Iowa consumers have enrolled in Health Insurance Marketplace
Health Insurance Marketplaces nationwide signed up nearly 4.9 million new customers for 2016 coverage during the third open enrollment period. In total, about 12.7 million people signed up or automatically renewed their plans for 2016 coverage, of which about 40% were new customers. In Iowa, approximately 22,000 were new customers to the Marketplace. People in Iowa who switched issuers, as well as plans, saved $62 per month, or nearly $745 annually for the same level of coverage. Nationally, about 66% of people who changed plans also changed issuers, and 31% of people who changed plans also changed their level. As with past years, the vast majority of Marketplace customers signed up for coverage and received tax credits. More than 80% of individuals (10.5 million) who selected or were automatically enrolled in a 2016 plan nationwide qualify for a tax credit. In Iowa, the average tax credit is $303 per month, or 71% of the gross premium, and the average premium after tax credits is $122 per month. In Iowa 63% of customers had the option of selecting a 2016 Marketplace plan with a premium of $75 or less per month after tax credits.

Leslie Sivesind, Iowa State Alternate Dairy Princess, was a featured speaker at the Buchanan County Dairy Banquet March 12 at the senior center in Independence. A high school senior from Waukon, Sivesind shared her thoughts on working on her grandparents’ dairy farm, with more than 140 registered Guernseys. “Growing up in the dairy industry has taught me many things in life,” said Sivesind. “It taught me the values of hard work, dedication and passion.” She spoke about how farming develops a strong work ethic, stating, “One of my teachers told me this past year that he could tell I was a farm girl because I didn’t have to be told to do something in order for it to get done. This is the same case with many of you out there. You probably see something on the farm that needs fixing or cleaning and I know that you don’t just hope that someone else does it.
