The Legislature has worked hard to bolster efforts to position Iowa’s young people and the state’s economy for growth in high-skill jobs and industries. This includes efforts to support what is known as STEM – science, technology, engineering and math. With the seventh week of session, there are many important issues arising. I need the help of my constituents through reaching out and letting me know which issues are most important to them and if they would like to see the legislature take action. The rural caucus, of which I am the co-chair, has been discussing many very important bills, including sharing school principals, incentivizing production of chemical by-products, rural school transportation, and rural mental health issues. It is important to discuss these issues, which are very different for rural districts like House District 64. I hope to have many discussions with the people of District 64 and help find the best possible course for these issues. An important issue this week was Senate File 257, also known as the gas tax. Although I am thoroughly convinced we must address Iowa’s crumbling transportation infrastructure, I do not feel the bill passed this week in the Iowa House and Senate is fair to the citizens of House District 64. We need a long-term funding model that reflects a movement away from fossil fuels and toward electricity, hydrogen, and other fuel sources currently being developed. I could not support a bill that may be effective for less than a decade. We need a 50-year solution rather than a five-year Band-Aid. In my conversations with constituents both individually and at forums, I have always said that I am in favor of a solution that includes an incremental gas tax increase and has elements that provide a long term solution. This bill does neither. I have heard from more HD 64 citizens on this issue than I have on all other issues combined. My emails and phone calls have been in the hundreds and have run 25-1 against raising the fuel tax. As your legislator, I am duty-bound to represent the mind and will of the citizens of Iowa’s 64th House District. That is why I voted “no” on SF 257, a bill that unfairly burdens the citizens of Fayette and Buchanan Counties. I will do my due diligence to insure the impact on working families is minimal and the funds are spent properly, and continue to look for a long-term solution. A big dream comes true in the Heartland Submitted by Building a Dream in the Country
It took a committed group of friends and neighbors just over three years to make a dream come true for the Sue Spece family. Just 37 months after showing the Speces the floor plans of a safe, new, handicap-accessible home, â&#x20AC;&#x153;Building a Dream in the Countryâ&#x20AC;? has raised enough money to add a garage and front porch to the new home Sue and her children moved into on May 8, 2014. The Speces are home! Sue Speceâ&#x20AC;&#x2122;s three adult children were all born with a devastating form of muscular dystrophy. They all rely on motorized wheelchairs, which were too large for their small, dilapidated, home. Narrow hallways and tiny rooms were difficult to navigate. Sixty feet of rickety ramp

had to be shoveled after every snowfall, and there was no safe place to shelter during storms. Through it all the Speces have persevered: all three children have earned college degrees and each runs their own business. And they are active in the community, helping wherever they can and supporting a variety of charitable causes. When the family was passed over by ABCâ&#x20AC;&#x2122;s Extreme Home Makeover in 2011, the Speceâ&#x20AC;&#x2122;s friends and neighbors committed to getting the job done themselves. Building a Dream was able to raise $226,000 in just 37 months. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really been an amazing journey,â&#x20AC;? said Kathy Finholt, one of the founding members of Building a Dream. â&#x20AC;&#x153;Thousands of people participating in countless events like the Gibbâ&#x20AC;&#x2122;s family open house, fish fries, snowman sales, hosta auctions, cake ball and pie sales, and pond tours have made this happen. The Spece family would not be living in their new home without the incredible amount of support weâ&#x20AC;&#x2122;ve received.â&#x20AC;? Along with Building a Dream events there have been 42 fundraising events hosted by others. Most of the donations to the project have been well under $500, with a handful over $1000. Donations came from all over the United States and even four foreign countries. The donation that took the fundraising over the top came from Arlene Powers shortly before her death. At the time of her donation, Building a Dream was $12,000 short of their goal. Arlene generously donated $13,000 to make sure the Spece familyâ&#x20AC;&#x2122;s dream came true. Arlene was a member of the Stockton Willow Angels, an Illinois group of friends who have raised over $14,000 for Building a Dream. In addition to wide hallways and spacious rooms, the Speceâ&#x20AC;&#x2122;s home features a state-of-theart lift system, which gives Sueâ&#x20AC;&#x2122;s back and knees a vacation. Local contractors and retailers supplied much of the onsite labor and furnishings for free or deeply discounted, so that every dollar could go as far as possible. â&#x20AC;&#x153;There are so many people to thank for this,â&#x20AC;? said Finholt. â&#x20AC;&#x153;I wish that every person who helped make this dream come true could see what an enormous difference they have made in the lives of this wonderful family!â&#x20AC;? Sue Spece said, â&#x20AC;&#x153;The space everyone has is wonderful. The lift system has been a life saver for me. I donâ&#x20AC;&#x2122;t have to be worried about dropping the kids when transferring, or hurting myself and not being able to care for them. The garage is going to allow the kids out of the elements when getting in and out of van.â&#x20AC;? CDC warns 58 million still exposed to secondhand smoke
Although secondhand smoke (SHS) exposure in the United States dropped by half between 1999-2000 and 2011-2012, one in four nonsmokers â&#x20AC;&#x201C; 58 million people â&#x20AC;&#x201C; are still exposed to SHS, according to the Centers for Disease Control and Prevention. Data from the National Health and Nutrition Examination Survey (NHANES) show that declines in exposure to SHS have been slower and exposure remains higher among children, blacks, those who live in poverty, and those who live in rental housing. The report finds two in every five children aged three to 11 years are still exposed to SHS. The study assessed exposure using cotinine, a marker of SHS found in the blood. Additional key findings in the Vital Signs report include that: â&#x20AC;˘ More than two in five nonsmokers who live below the poverty level are exposed to SHS. â&#x20AC;˘ More than one in three nonsmokers who live in rental housing are exposed to SHS.

Those interested in pursuing or continuing their education in the healthcare field may apply for the RMC Auxiliary Human Medical Field Scholarships. Completed applications must be postmarked by March 31. Recipients will be announced in May.
Applications are open to anyone whose permanent address is within Regional Medical Center (RMC)â&#x20AC;&#x2122;s service area. This includes Delaware and portions of Clayton, Buchanan, Dubuque, Fayette, Jones, and Linn counties. The Auxiliaryâ&#x20AC;&#x2122;s scholarship was founded to support those who want to dedicate themselves to a lifetime of caring for others. Selection is based on academic record, financial need, a sincere interest in the human medical field, and participation in extracurricular and community activities. Community Services Director, Julie Davison presented the monthly report of her department. Case Management has served 113 clients. An update of the services provided by the MHDS regions statewide was reviewed. Fourteen residents received rental and utility assistance. Twenty-five veterans were served. After discussion, motion by Shonka second by Gaffney to accept the monthly report. All in favor, motion carried. The Board met with Joe Borntrager and 23 residents of Hazleton Township to discuss the closing of the bridge on 130th St. in Sec. 18 of Hazleton Township. Graduate Engineer Alex Davis explained the following options: construct a low water crossing; replace the bridge or change the road to a class “C” road which would be gated. Residents expressed the concerns of closing the bridge. No action was taken until additional information can be obtained from the Engineer.

George Lake updated Council on what BCEDC is doing and what plans are for the future. BCEDC is sponsoring a Leadership Development Program for 2015. It is an eight week program that will teach the skills needed to encourage and support community involvement by individuals who want to make a difference in their communities. Public Hearing for approval of Budget FY16 No written or oral comments in regards to the Budget FY16 as published January 29, 2015 in The News. M/S/C: Platte/Janaszak all ayes to approve Resolution 15-01 to accept Budget FY16 as published and presented to Council Clerk presented the Buchanan County Law Enforcement Contract FY16 to Council. The per capita will be $40 a total of $10560. M/S/C: Hemsath/Fangman all ayes to approve Resolution 15-02 to accept the Contract for Buch. Co. Law Enforcement FY16. M/S/C: Fangman/Janaszak all ayes to approve Resolution 15-03 for renewal of Bottom’s Up Liquor License. After discussion the Council has
decided on a 2% raise for all paid employees of the City of Rowley. M/S/C: Platte/Janaszak ally ayes to approve Resolution 15-04 to the 2% increase in paid employees wages for City of Rowley. Clerk brought to Council that Christmas lights need all bulbs replaced to start out for next year. They have been replaced as needed but we need to start out with all new. Clerk has checked into the price difference of LED to regular bulbs. The cost difference is over $400 for the LED so at this time the Council feels that regular bulbs work for the length of time they are on. Clerk will order what is needed and replace next summer before needed. Mayor Knutson has hired Andrew Coleman for the snow plow job. M/S/C: Platte/Hemsath all ayes to adjourn at 8:05 pm. March is Red Cross Month, a time to recognize everyday heroes “Everyday heroes help those in need in Iowa,” said Leslie Schaffer, regional executive for the Iowa Region. “They are our volunteers, our blood donors, people who take our classes or those who make a financial contribution to help us help others. During Red Cross Month we thank them for their support.” March has been recognized as Red Cross Month for more than 70 years. The Red Cross responds to nearly 70,000 disasters big and small in this country every year. It provides 24-hour support to members of the military, veterans and their families at home and around the world; collects and distributes about 40% of the nation’s blood supply and trains millions of people in first aid, water safety and other life-saving skills. Here in the Iowa Region, the Red Cross has responded to 137 local emergencies, mostly single and multi-family fires since Jan. 1, assisting 363 individuals. In fiscal year 2014, Iowa Region Red Cross volunteers responded to 527 disasters, assisted 383 military families and trained 48,345 people in lifesaving skills. And, people from this area donated 43,789 units of blood. The Iowa Region has also partnered with various organizations across the state, including the Iowa State Marshal’s office, to install 564 smoke alarms as part of the Red Cross Home Fire Preparedness Campaign. “This month is a great time for people to become part of the Red Cross.” Schaffer said. “They can become a Red Cross volunteer, work on a preparedness plan for their household, give blood or take a Red Cross class.” The Red Cross is not a government agency and relies on donations of time, money and blood to

do its work. An average of 91 cents of every dollar the Red Cross spends is invested in humanitarian services and programs.
