Courthouse to celebrate 75 years There will be a celebration of the Buchanan County Courthouse 75th Anniversary from 3-7 PM on May 22. The event will be held on the courthouse front lawn with light refreshments. In 1857, the construction of the first courthouse was started by Oliver Harrison Pierce Roszell, then the County Judge. The task of completing the building fell to Judge Stephen Tabor. The cost of $9,758.51 comprised all that had been done for the courthouse. By 1938, there was a need for a new and larger courthouse. The voters agreed, 2,665 to 1,756, on the condition that the county be permitted to issue bonds and apply for a federal grant. Bonds were sold to the county for $110,000 at 1¾ percent interest, and $114,264.45 was received from the federal government. Total cost of the new courthouse was $253,921. The cornerstone was laid Sept. 20, 1938, with 1,500 people present. The new Buchanan County Courthouse was officially dedicated May 22, 1940. The event featured Independence native Admiral Harry E. nell, an American naval officer whose career spanned 51 years and three wars. Nearly 4,000 people attended the dedication which included a parade. In 1990, the Buchanan County Courthouse 50th anniversary celebration was held. Now, to commemorate the 75th anniversary of the courthouse, an open house will be held on the lawn from 3-7 PM (bring lawn chairs). There will be a flag ceremony at 5:30 PM and a dedication of a tree following. May is Beef Month

in Iowa and Governor Terry E. Branstad has signed the May Beef Month proclamation in recognition of the importance of Iowa’s beef industry to the state’s economy. The Iowa Beef Industry Council is pleased to present the following proclamation. Whereas Iowa is a major beef producing state with nearly 3.90 million head of cattle on January 1, 2015; and Whereas the beef industry contributes greatly to our economy by generating in excess of $6.0 billion annually, and creating jobs for nearly 40,000 Iowans; and Whereas today’s beef is a naturally nutrient-rich food providing protein, iron, zinc and B-vitamins with more than 30 beef cuts that meet the government’s definition for “lean’; and Whereas beef producers are the original environmentalists working to conserve the soil and making optimum use of natural resources; and Whereas Iowa is a leader in the export of value-added agriculture products, shipping high-quality Iowa beef to other countries around the world; and Whereas there is an ever-increasing need for better understanding of the benefits that the beef industry provides to all Iowans; Now therefore, I, Terry E. Branstad, Governor of the State of Iowa, do hereby proclaim the month of May 2015 as Beef Month in Iowa, and urge all citizens to appreciate the contributions the beef industry continues to provide to our state.

ICA will hold Summer Policy Conference June 11

Iowa State Agriculture and Veterinary programs ranked among top in the world For the third straight year, Iowa State was ranked in the top 10 for programs in agriculture and forestry by Quacquarelli Symonds (QS), which recently released its annual ranking by subject. This year Iowa State ranked eighth worldwide and sixth nationally. Last year the worldwide ranking was fifth and two years ago, it was tenth. This year QS included veterinary science in its rankings for the first time. ISU’s veterinary science program ranked 35th in the world and 16th nationally. “Iowa State’s agriculture and veterinary programs have long been magnets for top students and faculty from around the world, and this honor is a direct reflection of their achievements,” said President Steven Leath. “The rankings also showcase the impact of our teaching and research in addressing the global challenges of food security and animal health.” Iowa State University College of Agriculture and Life Sciences set its third consecutive annual enrollment record last fall, with 4,475 undergraduate students, making it the third largest in the country.

Members of the Iowa Cattlemen’s Association will come together on Thursday, June 11, to begin discussions about policy issues their association needs to develop or change as they look forward to 2016. Members are the vital element needed to put long-term policy in place for key issues impacting their daily cattle operations. The Summer Policy Conference will be held from 10:30 AM-3:30 PM at the Hansen Ag Learning Center in Ames, beginning at 10:30 AM. The meeting opens with a brief explanation of the policy process, and then moves into a presentation by keynoter, Kim Stackhouse. Stackhouse is director of sustainability research at the National Cattlemen’s Beef Association, and will talk to conference attendees about their role in sustainability issues. This topic constantly grows in importance as cattle producers look at the current attempt to include it in the dietary guidelines for Americans, and as major restaurant chains look at requiring sustainability in their supply chain providers. Following lunch and awards, members can select participation in either policy discussions or educational issues. Policy discussions will be held throughout the afternoon in ICA’s three policy areas: cattle production, beef products, and business issues. An education session is scheduled about Iowa water quality projects-what’s underway and what is coming up. Matt Lechtenberg, Iowa Department of Agriculture and Land Stewardship, will be joined by Paul Goldsmith, EQIP coordinator, and Marty Adkins, assistant state conservationist, both of USDA’s Natural Resources Conservation Service.

There is no wrong way to cook a burger…OK, there is. Although delicious toppings like avocado, grilled onions or mango salsa can all add variety and taste to a burger, trimmings are only half the story. With a few simple tips, you can master both the prep work and grilling as well. The best burgers start with great ground beef! Try 80/20 ground beef if you are going for a traditional burger. For a leaner—but equally juicy and flavorful—burger use 93% lean ground beef, plus an egg white and a ¼ cup of bread crumbs. Prep work is key to a tasty burger. Instead of sprinkling your favorite spice rubs on top of the burger, try mixing them in with the ground beef. When forming the patties, make sure to be gentle since over mixing the patties can actually result in dry burgers. Grill time? Fire up to medium heat; at this heat level, the patties will brown nicely, adding deeper flavor to the patty. While grilling, only flip each burger once. When you are looking for the best deals on beef, there are a few very simple tips to keep in mind. The Iowa Beef Industry Council shares some easy ways to save. First, consider the price per serving and the value of nutrients. One pound of beef is about $5, which works out to be about $1.25 per serving for a family of four. Each serving provides great taste and is a natural source of ten essential nutrients needed by your body each day. Next, look for family-size packs and bundles which are offered for a lower price per pound. For example, you can buy a larger package of ground beef, portion it out for tonight’s meal and freeze the rest. You can DIY and play butcher at home to save money as well. For instance, you can pay a little more for the convenience of pre-formed burgers or you can buy your own package of ground beef and make your own patties to save a few dollars. You can also buy one top sirloin steak and cut it into items for multiple meals like stir-fry, kabobs and steak. Consider buying larger cuts of beef (such as a loin or a rib eye primal) and cutting them on your own which will save you at least $1 to $2 per pound. Buchanan County Board of Supervisors April 27, 2015 The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, April 27, 2015 with Gary Gissel, Chairman in the Chair and Don Shonka present. Absent, Ellen Gaffney. The Pledge of Allegiance was recited. Motion by Shonka second by Gissel to approve the minutes of the April 20th meeting. All in favor, motion carried. Motion by Shonka second by Gissel to approve the employee reimbursement claims ďŹ led with the County Auditor for payment in the amount of $653.46. All in favor, motion carried. Motion by Shonka second by Gissel to approve the liquor license renewal for the Littleton Lounge LLC, Jesup. All in favor, motion carried. The Board proceeded to open the bid received for the sale of the 1953 military personnel carrier as follows: Max Betenbender $1,000. After discussion, motion by Shonka second by Gissel to accept the bid from Max Betenbender in then amount of $1,000. All in favor, motion carried. The Board opened the bids received for the FY15 annual audit as follows: Gardiner Thomsen, P.C., Des Moines $30,750 and Auditor of State $30,300. After discussion, motion by Shonka second by Gissel to accept the bid from Gardiner Thomsen, P.C. and authorize the Auditor to sign the acceptance. All in favor, motion carried. Motion by Shonka second by Gissel to approve the three year contract with the Sheriff’s union and authorize the Chairman and Sheriff to sign. All in favor, motion carried. Auditor Cindy Gosse presented information received from Bob Lindsay regarding the county’s transplant policy. After discussion, motion by Shonka second by Gissel to approve the unlimited lifetime maximum for the county’s transplant coverage and authorize the County Auditor to sign the necessary papers. All in favor, motion carried. Motion by Shonka second by Gissel to approve the following resolution. On roll call all voted aye thereon. Motion carried. RESOLUTION 15-29 BE IT RESOLVED the Buchanan County Board of Supervisors approve the transfer from the Recorder’s State Electronic Fee Fund to the Recorder’s Records Management Fund in the amount of $285.38. Passed this 27th day of April 2015. The Board discussed the proceeds from the sale of minor equipment at the courthouse garage sale. After discussion, motion by Gissel second by Shonka to approve the following resolution. All in favor, motion carried. RESOLUTION 15-30 WHEREAS, the county held a garage sale for the disbursement of unused chairs, tables and minor equipment; and WHEREAS, the county will be celebrating the 75th anniversary of the opening of the courthouse; and WHEREAS, the residents of Bu-

chanan County will beneďŹ t enjoyment of the celebration of the 75th anniversary. NOW THEREFORE BE IT RESOLVED the Board of Supervisors appropriate the proceeds from the garage sale to the 75th anniversary celebration. Passed this 27th day of April 2015. County Treasurer, Amy Wright presented an ACH with BankIowa to the Board. On roll call all voted aye thereon. Motion carried. RESOLUTION 15-31 WHEREAS, the Board of Supervisors has the power to abate taxes on property per Iowa Code 435.25. NOW THEREFORE BE IT RESOLVED that the Board of Supervisors authorizes the County Treasurer to abate taxes, interest and costs under the name of Larry Megonigle on the following mobile homes: VIN #38390 in the amount of $1,444.00 for the years 2006-2015 VIN #22CGS2908 in the amount of $2,140.00 for the years 2006-2015 VIN #GS55PTDR2609 in the amount of $1,657.00 for the years 2006-2015 Passed this 27th day of April 2015. RESOLUTION 15-32 BE IT RESOLVED that the Board of Supervisors approve the posting of the following bridges: MiddleďŹ eld Twp. Sec. 30, located on 260th St., 1,550 feet east of Stewart Ave. at a weight restriction of three (3) tons. Cono Twp. Sec. 27, located on Quonset Ave., 2,450 feet north of 325th St. at a weight restriction of three (3) tons. Passed this 27th day of April 2015. After discussion on the sale of the structures, motion by Shonka second by Gissel to accept sealed bids at the Buchanan County Auditor’s ofďŹ ce until 9:30 a.m., June 1, 2015 for the sale of the following properties: A timber structure on 260th St. in Sec. 30 of MiddleďŹ eld Twp. A timber structure on Quonset Ave. in Sec. 27 of Cono Twp. For the structure, the successful bidder shall be given a one week notice to begin and shall be allowed two weeks to remove the bridge structure. Dan Balm, Regional Field Director for America’s Renewable Future presented information regarding the organization. They are a bipartisan coalition of business, groups and individuals committed to educating the presidential candidates about the beneďŹ ts of the federal Renewable Fuel Standard. He asked for the support of the board members. Supervisor Gissel and Supervisor Shonka stated they will support the Renewable Fuel Standard and visit with presidential candidates if the opportunity arises. No action was taken by the Board. Senior Farmers Market Nutrition Program provides qualified seniors aged 60 and over with coupons (checks) that can be exchanged at farmer’s markets, roadside stands, and community supported agriculture programs for fresh, nutritious, unprepared, locally grown fruits, vegetables, herbs, and honey. Buchanan County Historical Society announces the season opening of Wapsipinicon Mill Museum in Independence on May 16. The date coincides with the opening of the Farmers Market (located at the mill), which runs through mid-October. Historical Society President Leanne Harrison stated, “The Wapsipinicon Mill is the foremost cornerstone of our community. View original 1870 millstones, belt and bucket elevators, grain storage bins, shafts and gearing, milling machines and various milling equipment. The Wapsipinicon Mill links the pioneer farmer to agricultural modernization and tells the miller’s story of how the mill served to provide the early settler with processed flour and then feed for livestock.� The Mill is listed on the National Register of Historic Places and is a Partner Site of Silos and Smokestacks National Parks System. Through the years the Buchanan County Historical Society has received several grants for exhibits. The historical society will host several fundraisers in 2015.
