Blood drive collects over 40 units An American Red Cross Blood Drive was held May 19 at First Presbyterian Church in Independence, collecting 43 units of productive blood. Craig Bussan of Independence was a first-time donor, while Denis Weber earned a 12-gallon pin and Bob Beier earned a 3-gallon pin. Bussan had not given blood since college so was considered a “first timer.” Cookies were donated by St. John Catholic Church Rosary Society. The next Red Cross Blood Drive will be in August. “We look forward to seeing you then,” said American Red Cross Coordinator Vicki Kegeler. “We appreciate your time and effort.”

Buchanan County Board of Supervisors May 19, 2014 The Buchanan County Board of Supervisors met at 9:00 a.m. on Monday, May 19, 2014 with Ellen Gaffney, Chairman in the Chair, Gary Gissel and Ralph Kremer present. Absent, none. The Pledge of Allegiance was recited. Motion by Gissel second by Kremer to approve the minutes of the May 12th meeting. All in favor, motion carried. Motion by Kremer second by Gissel to approve the claims filed with the County Auditor for payment in the amount of $312,067.18. All in favor, motion carried. Motion by Kremer second by Gissel to approve the following monthly officer’s reports: Clerk of Court $3,231.31; Recorder $9,630.10; and Jail $12,370.84. All in favor, motion carried. Motion by Kremer second by Gissel to approve the appointment of Cindy Horn, Washington Township Clerk effective July 1, 2014. All in favor, motion carried. Roadside Manager, Sherlyn Hazen presented the monthly report of the Roadside Management De-

partment. Seasonal staff are cutting trees and have hydro-seeded at eight locations. The Jesup bridge location has been planted. The long range plan is complete and approved by the Department of Transportation. Hazen presented a grant application for a hydro seeder in the amount of $24,000. A quote has been received from Midwest Underground Supply in the amount of $40,000 less trade-in of $9,240. The county will match the grant in the amount of $7,000. Motion by Gissel second by Kremer to approve the grant application and authorize the Chairman to sign. All in favor, motion carried. After further discussion, motion by Gissel second by Kremer to accept the monthly report. All in favor, motion carried. GIS/E911 Coordinator, James Quinn presented additional information on the software for dispatch proposals. Software demonstrations were held with dispatchers and the IT Director last Friday to allow for input on the decision. Quinn recommends that Buchanan County apply for the FY13 Wireless Carryover Funds Grant specifying GeoComm as the vendor that will perform the GIS map data update services at a cost of $25,823. Approval of the contract for GeoComm to perform the work will be contingent on the grant approval. The grant requires a 50% local match in the amount of $12,911.50.

Wulfekuhle attended a meeting with the Iowa Disaster Human Resources Council regarding unmet needs for individual assistance. He continues to meet with the RAGBRAI committee planning for the July event. The gator updates for emergency response are almost complete. The electrical repairs at the annex are complete. The Duane Arnold Energy Center Federal evaluation was held April 15th. The joint table-top exercise was held with Public Health on May 14th. Director Wulfekuhle is receiving the Governor’s volunteer award on July 17th in Cedar Falls. Motion by Kremer second by Gissel to accept the monthly report. All in favor, motion carried. IT Director, Ray McDonald presented his monthly report. Director McDonald is continuing to work on the Microsoft updates and the installation of the remainder of the new computers. The wireless is complete at the Public Health Department. Installed software upgrades in the Attorney’s office. After discussion, motion by Gissel second by Kremer to accept the report. All in favor, motion carried. County Engineer, Brian Keierleber presented information regarding a

After discussion, motion by Kremer second by Gissel to proceed with the project and propose a cost share of the project with the City of Quasqueton and adjoining property owners. All in favor, motion carried. Engineer Keierleber presented the information he has to date regarding the cost of the Quasqueton bridge. The final cost has not been compiled. RESOLUTION 14-39 WHEREAS, the Board of Supervisors has the power to abate taxes on property that has been destroyed or removed from the county per Iowa Code Section 435.25. NOW THEREFORE BE IT RESOLVED that the Board of Supervisors authorizes the County Treasurer to abate taxes, penalty and costs as follows: 1. Florence Wutzke, parcel #13.27.358.901 in the amount of $1,357 for the years 2001 payable 2002-03 through 2012 payable 2013-14. 2. Donna Johnson, parcel #06.19.100.911 in the amount of $163 for the year 2012 payable 2012 payable 2013-2014. 3. Heather & Amber Buchholz, parcel #05.09.401.901 in the amount of $120 for the year 2012 payable 2013-2014. Passed this 19th day of May 2014. RESOLUTION 14-40 WHEREAS, the Board of Supervisors has the power to abate taxes on property that is owned by a political subdivision of the State of Iowa per Iowa Code Section 445.63. Case Management has served 147 clients. Transitioning individuals living in Buchanan County to the Integrated Health Home has begun. With the decrease in the number of clients served by the county Director Davison is proposing one staff member going to part-time. After discussion, motion by Kremer second by Gissel to approve the request for Amy Holle to transfer from full-time to part-time effective July 1, 2014at 22.5 hours per week. All in in favor, motion carried. Eight residents received rental assistance and four residents received utility assistance. Twenty-two veterans were served. Buchanan County Board of Supervisors May 12, 2014 The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, May 12, 2014 with Ellen Gaffney, Chairman in the Chair, Gary Gissel and Ralph Kremer present. Absent, none. The Pledge of Allegiance was recited. Motion by Gissel second by Kremer to approve the minutes of the May 5th meeting. All in favor, motion carried. Motion by Kremer second by Gissel to approve the employee reimbursement claims filed with the County Auditor for payment in the amount of $566.55. All in favor, motion carried. Motion by Kremer second by Gaffney to accept the resignation of Rob Robinson, Washington Township Clerk, effective June 30, 2014. All in favor, motion carried. Note: Currently the Washington Township Trustees are male and the Board will be looking for a female to replace Mr. Robinson to gain gender balance as required by Iowa Code. Public Health Director, Amy Marlow presented her monthly report. The emergency planning and the grant are nearing completion. The upcoming B-Well activity includes a mini-health fair during break time. An Emergency Planning tabletop exercise will be May 14th. Allen College nursing students will be volunteering in first aid stations for RAGBRAI. The department will be working on quality assurance/strategic planning over the next couple of months. Motion by Gissel second by Kremer to accept the report. All in favor, motion carried. Environmental Health/Zoning Administrator, Chad Beatty presented his monthly report. New septic system document folders have been developed. A flyer has been compiled for Time of Transfer Exemptions and will be given to financial institutions, attorneys, realtors and the recorder’s office. There are 13 well test kits left to complete until Grant to County funds are exhausted. The FY15 Grants to County application is due May 16th. Administrator Beatty updated the Board on the progress of E911 sign installations. Additional information on the proposed Wind Turbine Ordinance was provided. Approximately twelve applications were received for the part-time position; the goal is to have someone hired by May 27th. The proposed Communications Tower Ordinance has been given to the County Attorney for review. Motion by Gissel second by Kremer to accept the report. All in favor, motion carried.

Quinn updated the Board on the tower site monitoring project and the installation of additional equipment. Quinn is working on the GIS zoning layer for the planning and zoning department. All in favor, motion carried. E911 Coordinator, Quinn presented additional information regarding the dispatch software proposals. A webinar will be held on Friday, May 16th to allow dispatchers and deputies to view the software. The grant application is due May 21st. No action was taken until additional information can be obtained. Laura Friest, representative from RC & D presented information on the formation of a Wapsipinicon River Watershed Management Authority and the development of a plan for the improvements to the Wapsipinicon river watershed. Motion by Kremer second by Gissel to proceed with the organization of a Wapsipinicon River Watershed Management Authority. All in favor, motion carried.

Two young women chosen for trip to nation’s capital Two seniors-to-be will represent ECI REC June 14 to June 20 in Washington DC. They will join approximately 1,500 other youth sponsored by RECs to visit historical sites, explore the Smithsonian Museum, meet congressional leaders, spend a day on Capitol Hill, cruise down the Potomac River, and learn about American history and government. Olivia Oltrogge is a Vinton-Shellsburg junior and daughter of Pam and Al Oltrogge of Shellsburg. She has participated in soccer, cross country, and debate. A National Honor Society (NHS) member and wrestling team manager, Olivia has received an academic letter every year. She participates in her church’s youth group and volunteers as a member of the cookand-cleaning crew for summer camp and at her local food pantry. She is currently working to raise funds for a medical mission trip to Haiti that will take place this summer. Caitlin Kruckenberg is another Vinton-Shellsburg junior. Her parents are Aaron and Becky Kruckenberg of Garrison. Caitlin has participated in volleyball, club volleyball, basketball, soccer, Voyagers dance team, choir, chamber choir, student council, and jazz choir. She has academic letters, carries a 4.0 GPA, and is an NHS member. Caitlin is a member of First Assembly of God and serves as a ministry team assistant in children’s church. She attended the Hugh O’Brian Youth (HOBY) Leadership Conference and volunteers for Project Linus, the Vinton Parks and Rec Department, and the Vinton Palace Theatre.

Surrender the Salt Shaker Sodium often gets a bad rapport in the health world, but some sodium in your diet is essential. Your body requires it to function properly. You need sodium for maintaining proper fluid balances in the body, regulating blood pressure, and for the functioning of muscles and nerves. However, most Americans intake far more sodium than needed which can lead to high blood pressure, heart disease, and many other dangerous health risks. The American Heart Association recommends aiming to eat less than 1,500 mg of sodium per day, but the average American consumes hundreds of milligrams more than recommended each day! Know where the sodium in your diet comes from and do your best to limit or avoid the problem foods in your day. Read food labels carefully to determine how much you are consuming. Look for products that are low in sodium or have no added salt. According to the Food and Drug Administration (FDA), a

product must contain 140 mg of sodium or less per serving to claim to be “low sodium.â€? Beware of the main sources of sodium in your diet: •Processed/ prepared foods This includes many soups, cheeses, and fast foods. One can of soup may contain nearly 1,000 mg. •Natural sources There is approximately 100 mg of sodium naturally occurring in one cup of milk. •Salt as an added condiment Keep in mind that just one teaspoon of table salt has approximately 2,300 mg of sodium!

Steven and Mary Beth Smith were amazed to see these brilliant red birds while walking at Backbone State Park a few weeks ago. The scarlet tanagers were quite tame and the Smiths were able to get within a few feet and even click some photos! It is rare to see scarlet tanagers in the Midwest, as they are much more common in the Eastern U.S. Though Steve and Mary Beth have walked in the same area several times since, they have not spotted the birds again. Perhaps they were just passing through! Male scarlet tanagers’ bright red bodies are set off by jetblack wings and tail. According to research, they are also one of the most frustratingly hard to find as they stay high in the forest canopy singing rich, burry songs. The yellowish-green, dark-winged females can be even harder to spot until you key in on this bird’s chick-burr call note. In fall, males trade red feathers for yellow-green and the birds take off for northern South America. Scarlet tanagers breed in deciduous and mixed deciduous-evergreen forests in eastern North America. Do YOU have bird photos to share with our readers? East Buchanan FFA Chapter held its 2nd Annual FFA Feeds Farmers program on May 20. Farmers from Buchanan County signed up for a drawing to have the chapter deliver snack bags and drinks to them while they were hard at work in the field. Three farmers were drawn this year: Tom Ford of Masonville, Rick Johnson of Independence, and Craig Wilgenbush of Masonville. Students who participated in delivering the snacks were Kyra Ford, Jaci Francois, Markia Griffin, Jordan Lentz, and Phillip Dudley. The East Buchanan FFA Chapter was established October 2012.

Peak camping season begins

Iowa state parks will host more than 700,000 campers and 14 million visitor days this year. Following are important tips for campers. Check equipment Go through equipment to make sure it’s in working order. Check tents for holes, make sure tent poles are not cracked, the lantern still works and new batteries are packed. RV owners should check breakers, make sure tires are properly inflated, roof seams sealed and propane tanks are filled. Campground etiquette • Be a good neighbor. Observe quiet hours and pick up after yourself. • Don’t burn trash – only firewood. • Keep pets on a leash and don’t leave them unattended. • Get firewood locally to avoid transporting pests. • Don’t bring fireworks. Other tips • Keep track of the weather and have a plan in case of severe weather. • Plan to arrive as early in the day to set up the site, look for potential problems and avoid those areas. • Prepare ingredients for meals before leaving home for less time cooking and more time playing. • Bug spray, sun screen and a basic first-aid kit are must haves. • Check the registration kiosk for activities in the area. Firewood The Iowa Department of Agriculture and Land Stewardship requires all firewood sold or acquired in Iowa to have the county and state of harvest location on the label of packages and the delivery ticket for bulk firewood. The rules were added to prevent the spread of invasive species. The rules only apply to firewood sold and acquired in Iowa. The rule also requires the Iowa DNR to collect firewood from campers that does not have a label.

Iowa Learning Farms, along with the Union Grove Lake Watershed Group and the Tama Soil and Water Conservation District, will host a “Cover Crops for Forage and Grazing� field day 10:30 AM-12:30 PM Thursday, June 5, at the farm of Randy Seinknecht in Gladbrook. The event will focus on providing information on using cover crops as material for grazing and forage. The event is free of charge and open to the public, and lunch will be provided. Attendees will hear host farmer Randy Seinknecht and Marshall County farmer Wade Dooley, who will discuss the use of a winter cereal rye as a cover crop for grazing. Both farmers are also baling the crop to use as forage. ISU Extension beef specialist Denise Schwab will also speak, providing information on the potential of this conservation method. In addition, the Conservation Station will be present with a rainfall simulator that shows the effects different surfaces have on displacement of rainwater. In the probability that Brandon will need to apply for some sort of funding to assist with sewer plant updates, the council wishes to conduct a survey of residents of Brandon to possibly qualify as a disadvantaged community. Joseph Elsinger and Matt Saur, engineers with MSA Professional Services were in attendance to continue conversation as to moving forward with sewer system updates. They advised the cost to update the current facility plan would be about $5,000.00. The biggest concerns at this time are ammonia and ecoli levels. It was agreed to wait for one month and this will be discussed

Winter burn showing up on conifers in Iowa Conifer trees across Iowa are showing signs of stress from winter, with brown or bleaching needles, needle loss and tree death. This condition is known as winter desiccation, or winter burn. “This past winter may have been one of the colder winters on

record, but we still had several days where the air temperature was above freezing and the soil remained frozen. When this happens, trees use water reserves in their needles but are unable to absorb new water from the frozen soil,� said Tivon Feeley, with the Iowa Department of Natural Resources. “The tree literally runs out of water.� Reports indicate arborvitae, white pine and white fir have moderate to severe damage from winter burn. Feeley said if the needles on the tree are dead, but buds are

alive, new plant foliage will replace foliage lost from winter burn. “However, if both the buds and needles are dead the tree will not recover and will need to be removed,� he said. There is no way to prevent winter burn; however, tree owners can reduce the risk by properly mulching and watering in the fall prior to the tree going dormant. Watering is especially important in drought years.
