Buchanan Co. Sheriff’s Department observes National Correctional Officers Week

Each year, the first full week in May has been marked by celebrations to recognize the vital public service of correctional personnel. In 1984, President Ronald Reagan signed Proclamation 5187 creating “National Correctional Officers Week,� and the first full week in May has since been recognized as National Correctional Officers and Employees Week to honor the work of correctional officers and personnel nationwide. This year, National Correctional Officers and Employees Week is May 3-9. It is an opportunity to honor the men and women who

serve as Correctional Officers, who have the difficult and oftentimes dangerous assignment of ensuring the custody, safety and well-being of the over 600,000 inmates in the nation’s jails and prisons. Their position is essential to the day-to-day operations of these institutions. The Buchanan County Sheriff’s Department salutes the men and women in this honored profession who serve faithfully every day. Tromping in the woods, garlic mustard and morels

Spring morel hunters would be doing their favorite woodland a favor by packing along a big garbage bag, too … to load up with garlic mustard plants before they set their seeds. Morels are being found now; and should really be popping with the string of 60+ degree days ahead. In an ideal spring – and who has those anymore – a string of days in the 70s is sufficient to warm soil temperatures, to spur morel development. The recent cool down probably slowed things a little; but warm air hitting afternoon sun-facing slopes – especially near dead elms and other trees – should prod the fabulous fungi to pop from the soil. It’s also good for garlic mustard. Which isn’t good for Iowa’s woods and the critters that live there. “It is a really noxious, invasive species. It overtakes the native

flora; so it really out competes everything else on the forest floor, for sunlight,” explains Lake Macbride State Park Manger Ron Puettmann. “We’ve been battling garlic mustard here for the better part of 15 years.” Puettmann went through a short introduction to garlic mustard with a group of Solon ninth graders a few days ago. The primary lesson, though; how to remove it. “Wiggle it a little. A lot of times the root will go off at an angle. If you just pull it off, it will break off. Kind of wiggle them out of the ground.” Rain over the past couple weeks had loosened the soil in the park, so that the dark green plants came out rather easily, as the students slowly moved along the wooded slope. And the seeds had not developed yet. The window of time to “de-mustard” an area is narrow. Once the seeds are set – thousands per plant – you would just be planting the next generation, as you pulled the parent stem out of the ground. “It’s an invasive species. None of the wildlife wants to eat it, so it just spreads through the park and then nothing else can grow,” observed freshman Brianna Smith, as she shoved some more mustard into the big garbage bag. neighbors. It is important to get to the plants before those seeds are mature. An animal walking through a patch, a bird flitting through, will knock seeds to the ground … or carry a few along on its fur or feathers. As it eventually falls out – a few feet or a couple hundred yards away – it has just planted another patch. “You want to avoid the plant, once the plant goes to seed; which is usually in June,” cautions Puettmann. Experts are still trying to sort out its impact. Some entomologists worry that it is displacing toothworts, a native woodland flower. That could affect, for instance, the West Virginia white butterfly. It deposits eggs on the plant, but they do not hatch, even though garlic mustard is in the same family as toothwort. The impact on other species is up in the air, too.

The Iowa Senate recently celebrated the 50th anniversary of legislation establishing Iowa’s community colleges. Retired State Senator Jack Kibbie of Emmetsburg, who sponsored the bill in 1965, was on hand when we commemorated the event with Senate Resolution 35. Sen. Kibbie said that at the time Iowa faced funding challenges for its existing junior colleges, southwest Iowans wanted a fourth state university in their part of the state, and then-Governor Harold Hughes was interested in vocational-technical colleges. They ultimately came together and created a community-college network that has become the model of the nation. Our community colleges have provided training for high-demand, high-paying, high-skilled occupations and career enhancement opportunities for Iowa workers for 50 years. Iowa’s workforce today represents nearly 25 million credit hours of past and present community college training. In 2014 alone, the Iowa Skilled Worker & Job Creation Fund helped train more than 75,000 people at Iowa’s community colleges. In addition, our community colleges are the reason Iowa is a national leader in providing opportunities for high school students to enroll in college coursework. Iowa leads the nation in the percentage of students under 18 enrolled in community colleges. This “concurrent enrollment� allows students to get a jump-start on their college education, saving them money and reducing student debt. During the 2013-14 school year, high school students who also enrolled at a community college took an average of two to three courses. About 58% of the courses were in arts and sciences, while 42% were in career and technical education. Community colleges are good for students and for the state. More than 86% of the students stay in Iowa after graduation, and more than 80% of students from an Iowa community college found a job within one year of graduating.

Animals return to the barn yard at Heartland Acres Submitted by Heartland Acres

A farm is not complete without animals and this year will be no exception for the barn yard at Heartland Acres. Beginning in May, the farm animals return to delight and enlighten guests. The animals represent a sampling of the creatures often found on farms throughout the United States. Heartland Acres Executive Director Craig Johnson stated, “We like to give our guests as much of the farm experience as possible and our animals are always a joy for our guests to see.� This year, animals will grace the campus from May through mid-October as part of the outside exhibits found on the Heartland Acres campus. The animals are always an eye catcher for the

young and the young at heart. Heartland Acres is open daily 9 AM to 4:30 PM Monday to Friday throughout the year. Starting Memorial Day weekend and going through Labor Day weekend, the campus expands hours to include 9 AM to 4:30 PM Saturday, and noon to 4:30 PM Sunday. Mustang Foundation, Inc., receives estate gift from local philanthropists Submitted by Fusion Forward

The Mustang Foundation, Inc., received a $300,000 gift earlier this month from the estate of Edna Mae and Don Adams. The gift from the Adams was part of an overall estate gift of $1.5 million used to create new and support existing funds with the Community Foundation of Northeast Iowa and its affiliate the Buchanan County Community Foundation (BCCF) that benefit both local and regional nonprofits. The $300,000 gift significantly increases the existing Mustang Foundation, Inc. Fund with BCCF. The endowed fund assists in furthering the mission of the Mustang Foundation, Inc. The Foundation is organized exclusively for the charitable, educational, and scientific purposes which benefit or support extra-curricular activities of the Independence Community School District. The Mustang Foundation, Inc., currently has a total of over $1.5 million in restricted and endowed funds. “The Mustang Foundation, Inc., is very pleased to be the recipient of this generous gift from Don and Edna Adams,” said Rob Robinson, Mustang Foundation, Inc., treasurer. “The gift will truly enhance the mission of the Mustang Foundation, Inc.” Edna Mae and Don were both born and raised in Quasqueton, and married in Waterloo in 1944 before spending most of their lives in Salt Lake City UT after Don’s service in WWII. After Edna Mae’s passing in February 2007, Don moved back home to Buchanan County. Don passed away in November 2014. “This gift, along with gifts to other Buchanan County student focused endowed funds, reflect the Adams’ love of children and their local community,” said Terry Gaumer, BCCF committee chair. “It is an incredible example of generosity that will live on to benefit generations of Independence Community School District students.”

Public Notice for Destroying Noxious Weeds Pursuant to the Iowa Weed Law, Iowa Code Chapter 317, and by resolution of the Buchanan County Board of Supervisors and Buchanan County Weed Commissioner, July 24, 2015 is hereby declared to be the deadline for destroying noxious weeds in Buchanan County. Particular emphasis shall be put on the destruction and eradication of the Musk Thistle, Canada Thistle, and Bull Thistle. Landowners on whose property such noxious weeds are found and who fail to eradicate them by the deadline shall receive an additional notice. The additional notice shall provide the Weed Commissioner or the Commissioner’s employees with legal authority to enter the land for the purpose of eradicating the weeds. Iowa law provides that all costs of eradication by the county plus an administrative surcharge of 25% of such costs shall be recovered by special tax assessment against the affected property. Landowners may destroy noxious weeds in any manner appropriate to prevent seed production and shall include mowing, pulling, cutting, or spraying. Being an Iowa Master Gardener means you have done a lot of work to earn your title, and you wear your name badge with pride. I would say none more so than our very own Buchanan County Master Gardeners. Our devoted members put in 1,984 hours of volunteerism in 2014 alone! One of the fantastic projects that has been put together by a committee of Buchanan County Master Gardeners (in partnership with Buchanan County Historical Society) is the Wapsipinicon Mill Prairie garden. The garden is located along the west side of the Wapsipinicon Mill in Independence. The Search for Excellence (SFE) is the recognition program of the Iowa Master Gardener program. SFE has seven categories: youth programs, demonstration gardens, workshops or presentations, community service, innovative projects, special needs audiences, and research. adults and students who visit and tour the mill about the plants that were native and present in Iowa before the land was cultivated and changed into modern day conventional farm ground. The garden beds were created using bricks and block that came out of the Wapsipinicon Mill in its restoration. There are wooden shingle signs that identify the different plants in the beds so those who come to peruse the garden are able to gain knowledge about the prairie plants without needing a guided tour. Within the mill is an informational sign that has the history of the mill as well as the plants outdoors. The location for the mill is also perfect for gaining a passive audience as patrons of the Independence Farmers Market are seen weekly enjoying and examining the gardens before, after, or while they shop for their produce. The Independence Farmers Market is held in the parking lot of the Wapsipinicon Mill every Saturday from mid-May through mid-October. Buchanan County residents should be proud of the hard work that has gone into and continues to be devoted to this demonstration garden. Out of the 10 SFE applications from around the state, the Wapsipinicon Mill Prairie garden was picked as one of the five winners. I sit on the State Iowa Master Gardener Advisory Committee and at our meeting on April 10, winners were picked from the applications. I did not have a vote nor could I make comments about the Buchanan County application, but I was more than thrilled when I learned that they were to be awarded. So next time you are shopping at the Independence Farmers Market or walking downtown, be sure to stop over at the garden to gain some information about the tallgrass prairie that once covered Iowa! You’ll walk away with a new knowledge and appreciation of our state. Congratulations to our committee! Buchanan County ISU Extension and Outreach will be hosting Iowa Master Gardener training again this fall. Avian influenza

A high pathogenic strain of avian influenza (H5N2) has been identified in commercial poultry flocks in Iowa and other Midwestern states, and is being spread by waterfowl, gulls, and shorebirds as they migrate. For more information, visit www.iowaagriculture.gov/avianinfluenza.asp. This strain has not caused human illness and is not transmitted via food; thus, the risk to the public health is very low. However, IDPH, in collaboration with local public health partners, is monitoring the workers who had direct contact with the infected birds in accordance with CDC’s guidance. Avian influenza should be considered by health care professionals as a possible diagnosis in patients with influenza-like illness who have had recent contact with sick or dead birds, especially in areas where the virus has been identified.
