amed “Third Best Small Town 4th of July Celebration in America” by Yahoo Travel and Fox News in 2014, The Independence Day Celebration Committee has of�icially released the 2016 Independence Day Celebration schedule of events. Kicking off the celebration, on Sunday, July 3rd, the Independence Area Chamber of Commerce will hold a 4th of July breakfast at the Wapsipinicon Mill from 8:00am-12:00pm with the Ecumenical Church Services held in Veteran’s Park at 9:30am, with a rain location in the First Presbyterian Church. Later that afternoon in Riverwalk Parks, festivities begin with the opening of the kid zone and in�latables at 4:00pm, with entertainment by 3:15 – a local group of talented high school students. Beginning at 4:30pm, pork burgers will be made available by the Buchanan County Pork Producers in exchange for two non-perishable food items. All food donated will be taken to the Independence Area Food Pantry.

The return of the Poker Walk, sponsored and led by Buchanan County Health Center’s Long Term Care will begin at 5:00pm by the Rotary Shelter with proceeds bene�iting the Walk to End Alzheimer’s. Fan favorites, Checker and the Bluetones will take the stage at 5:30pm and will feature a variety of music from the 60’s to today’s hits. Ending the evening of the third, hailing from Nashville, Tennessee, the Ultimate Garth Brooks Tribute Band feature Shawn Gerhard will take the stage from 7:0010:00. Featuring such hits as “Calling Baton Rouge”, “Friends in Low Places”, “The Dance”, and more, this show brings in the full production of lights and sound for the ultimate Garth Brooks experience! On the morning of the 4th, parade goers will claim their viewing spot bright and early as they prepare for the 156th annual Independence Day Parade, hosted and organized by the Independence Area Chamber of Commerce. The theme is “Stars & Stripes Forever,” and the parade will begin at 9:00am, led by local veterans and military chapters.

Riverwalk Park will open at 11:00am on the 4th with the Kid’s Fun Zone and parent hospitality tent, ending at 8:00pm. The annual reading of the Declaration of Independence will take place at 11:20am with the Independence Community Band set to take stage at 11:30am. Also beginning at 11:30am will be the Budweiser Coed Sand-Shootout Volleyball Tournament, with horseshoes and bags tournament beginning at 1:00pm. Entertainment will begin at 1:00pm with music by the Swamp Cats, followed by the Johnny Kilowatt band, hailing from the Quad Cities, from 4:00-6:20pm. The headlining act will feature local, Independence talent, as the band Stampede returns to entertain the crowd with country and classic rock tunes from 7:00 to 10:00pm. The �irework display steals the show with the largest show planned in the history of the Independence Day Celebration! Get more family time with food and fitness Extending family time can be easy – just add food and fitness. Lori Hayungs, an Iowa State University Extension and Outreach human sciences specialist, offers the following tips on how to increase family time while encouraging children’s healthy development. Science class in the kitchen “Your kitchen can be your child’s summer classroom,” said Hayungs, who specializes in family life issues. “Using your kitchen as a science lab can help children stay in the school mode several ways.” • Children can read recipes and measure ingredients. This sharpens math, reading and vocabulary skills. • While children cook they build positive self-esteem, confidence and independence. Even while preparing a snack, they feel a sense of pride and responsibility. • Cooking teaches new skills. As kids learn to cook, they help stir, pour, shake and tear. Later they can cut, grate and measure. • Cooking provides a sense of accomplishment. Children are proud when they finish and are able to share what they have made. • Cooking also can help children make smart food choices. Combining gardening with cooking helps children learn how to grow food, and they are more likely to try different vegetables and eat more of them. “When you cook with children, remember safety first. Tie back long hair, wear short sleeves and wash hands for at least 20 seconds before getting started,” said Hayungs. And then get moving! The nationwide increase in childhood obesity over recent years has health care professionals and parents paying closer attention to the importance of physical activity. Along with a balanced and nutritious diet, children need regular physical activity to prevent becoming overweight, Hayungs said. The U.S. Department of Health and Human Services

and U.S. Department of Agriculture’s Dietary Guidelines for Americans recommend that children and adolescents engage in at least 60 minutes of moderate to vigorous physical activity on most days of the week, preferably daily. “Remember, the physical activity does not have to occur at one time. It can occur in several 10-15 minute sessions throughout the day. Focus on play and enjoyment for you and your family,” said Hayungs. The ISU Extension and Outreach specialist offers these suggestions: • Plan to be more active – establish physical activity as a routine part of everyday life for all family members. • Make it fun. • Try different activities – play at the park, throw a ball, walk around the block, ride bikes or dance together. • Learn about and use local public facilities and community programs for physical activity. • Encourage active play instead of TV and video games. • Choose activities you can enjoy for a lifetime. “The most important thing is to get started,” Hayungs said. Meeting daily hydration needs When the weather gets hotter and you become more active, your body loses more water. Be sure to drink up and consume additional water each day to compensate for this loss. In normal temperatures, the average person should consume approximately eight glasses of water a day. Do you have to drink WATER to meet your daily hydration needs? No. However, drinking water is a low-cost, calorie-free way of increasing your hydration levels so it is the ultimate option. You can also increase your water intake from the food that you eat and other drinks you consume. Fruit and vegetables are a particularly good source of water. Stay away from alcoholic and caffeinated beverages such as beer, coffee and caffeinated soda because these choices are diuretics and actually draw fluid out of your body. Try one or all of these simple tips to increase your daily water intake and improve your hydration levels: •Start your day by drinking a glass of cold water. •When eating out, make it routine to always order water versus another beverage. •Keep a water bottle in your car and at your desk so you have it readily available throughout the day. Stay hydrated! Do not rely on thirst as your body’s signal that it needs fluid. By the time you are thirsty, you are already mildly dehydrated!

Iowa Secretary of Agriculture Bill Northey commented on the Iowa Crops and Weather report released by the USDA National Agricultural Statistical Service. The report is released weekly from April through October. “The warm temperatures have helped crops progress and in general they remain in good condition, with 79 percent of corn and 80 percent of beans rated as good to excellent. Unfortunately, some areas, especially in the southern two-thirds of Iowa, are becoming very dry and are seeing signs of crop stress. Also, portions of northern Iowa have receive too much rain or damaging storms that have caused some crop damage,” Northey said. CROP REPORT Very warm conditions and spotty rains prevailed across much of Iowa during the week ending June

19, 2016, according to the USDA, National Agricultural Statistics Service. High temperatures and lack of precipitation, especially across the lower two-thirds of the State is stressing some crops, causing corn leaves to curl. Statewide there were 5.5 days suitable for fieldwork. Activities for the week included cutting hay, chemical applications, cultivation, and nitrogen side dressing. Topsoil moisture levels rated 5 percent very short, 19 percent short, 70 percent adequate and 6 percent surplus. Subsoil moisture levels rated 2 percent very short, 12 percent short, 80 percent adequate and 6 percent surplus. Districts in the northern third of Iowa had the highest topsoil moisture levels with more than 90 percent rated adequate to surplus, while south central and southeast Iowa reported topsoil moisture levels over 50 percent

short to very short. More than three-quarters of Iowa’s corn crop continues to be rated in good to excellent condition. Soybean emergence reached 97 percent, 11 days ahead of both last year and the five-year average. Soybean condition rated 80 percent good to excellent. Oats headed reached 81 percent this week, 5 days ahead of last year, and 6 days ahead of normal. Oat acreage coloring reached 4 percent. Oat condition was rated 80 percent good to excellent. The first cutting of alfalfa hay reached 96 percent complete this week, more than two weeks ahead of the average. The second cutting of alfalfa reached 6 percent. Hay conditions rated 78 percent good to excellent. Pasture condition fell to 72 percent good to excellent. Some stress on livestock was reported as a result of heat.

Mayor Guy Stacy called the meeting to order at 5:30 p.m. Council members present: Patrick Lehman, Anna Demuth, Kelly Thomas and Dennis Halligan. Absent; Travis Cornwell. Motion Thomas/Halligan to approve Consent agenda. This included approval of agenda, minutes of May 9th, 2016 council meeting and the payment of bills. All ayes. Motion carried. Motion carried with all ayes. ADMINISTRATIVE REPORTS: Mr. Fox and Mr. Schueller gave their reports to the board respectively. FACILITIES UPDATE: The board reviewed the updated plans from Struxture. Board agreed that the one change that needed to be made was including one row of windows towards the top all the way around the gym section. Mr. Fox hadn’t obtained the other bleacher bids for the softball and baseball fields and will do so before next board meeting. SECOND READING BOARD

The News & The Guide County Sheriff’s Office submitted written record of performance for the City of Brandon in April. No one was in attendance from the Sheriff’s Department to respond to any questions. Motion Halligan/Thomas to sell property of 204 East Street for one dollar and half the cost of clean-up to Lytel Kiler. Roll call vote: Ayes, Lehman, Demuth, Thomas and Halligan. All ayes. Motion carried. The flooding on the Lindeman property was again discussed and a letter from the City Attorney was provided to all council members and in it he recommended that the City refrain from becoming involved in private property disputes as presented in this case. The Mayor advised that street repairs has begun and a transition box was set in the wrong place in the area of Main and East Streets. It was put approximately ten (10) feet from where it is supposed to be

placed. Unfortunately, the culvert underneath the street is packed full of dirt which should be cleaned out before work continues. The City is looking into the most effective and cost efficient way to take care of this problem. Hiring someone to assist the public works employee with mowing was discussed and then tabled until a later date. Attorney Jim Peters arrived at 6:25 p.m. He advised that the next step to follow up on nuisance letters sent out and not resolved is to cite the property owners. Keith Sherman and Dustin Hopkins from Interstate Power and Alliant were in attendance to discuss adding franchise fees. This will be discussed further at future council meetings. Councilman Halligan submitted his letter of resignation as Council member. His last day will be July 11, 2016.

Mayor Stacy advised that weed spraying was done at the park bathrooms and there was enough solution left so that they were able to spray at many places around town. NOTICE OF MEETING FOR APPROVAL OF DEVELOPMENT AGREEMENT WITH WACHA’S FAMILY DINING, LLC AND AUTHORIZATION OF ANNUAL APPROPRIATION TAX INCREMENT PAYMENTS The City Council of the City of Independence, Iowa, will meet at the City Hall Council Chambers, on June 27, 2016, at 6:30 p.m., at which time and place proceedings will be instituted and action taken to approve a Development Agreement (the “Agreement”) between the City and Wacha’s Family Dining, LLC (the “Developer”), in connection with the redevelopment and remodeling of an existing building for use as a restaurant, which Agreement provides for certain financial incentives in the form of annual appropriation incremental property tax payments (the “Payments”) to the Developer in a total amount not exceeding $40,000, as authorized by Chapter15A and Section 403.9 of the Code of Iowa. The agreement to make the Payments to the Developer will not be a general obligation of the City, but will be payable solely and only from incremental property tax revenues generated within the Independence Urban Renewal Area. Some or all of the Payments under the Agreement may be made subject to annual appropriation by the City Council. At the meeting, the City Council will receive oral or written objections from any resident or property owner of the City. Thereafter, the Council may, at the meeting or at an adjournment thereof, take additional action to approve the Annual Appropriation Economic Development Grant Agreement or may abandon the proposal. Quasqueton City Council Meeting The monthly City Council Meeting was called to order by Mayor Chad Staton at 7pm on June 13th, 2016. Pledge of allegiance was recited and roll call was taken. Council members in attendance were Bill and Terry Kress, Ben Stanford, Shelia Payne and Jeff Werling. Council discussed putting a sign on east side of town; council discussed two different people that could do it. Work on the ood emergency road will start after July 1. Keith Nemecek spoke to Attorney about his issue, Attorney advised Clerk to have him removed from Tax Assessment list at this time and this will be reviewed at next meeting. Shop lease was reviewed by the council and members of Historical Society, making one small change. A motion was made by Stanford and second by Bill to approve lease of City Shop to Historical Society for a period of 99 years. Delmar and Diane Walton were present at meeting to ďŹ nd out exactly what nuisance they had caused, Mayor advised the Walton’s that there were weeds and vehicles appeared to have no licenses on them. Diane stated that the one vehicle had been there for over 8 years now. Attorney explained the ordinance to them. The Walton’s further expressed their concerns with a neighbor digging on City right of way and water concerns, when it is raining. Attorney advised the Walton’s that the City would have to investigate problem with running water and their neighbors, would need to work on other issue ďŹ rst. Diane and the Mayor are go-

ing to work together on nuisance issue and further concerns. The Council is going to review nuisance issue at next meeting. Under council items; it has been brought up that Waste Management is missing a lot of garbage totes and recycling since City Wide Cleanup. Well water testing has declined due to the grant funds being depleted. Administrator Even applied for the contract with the Iowa Department of Public Health for pool, tattoo and tanning inspections. Quinn is working with Assistant County Engineer, Alex Davis to scan the 677 Section Tie Cards for the county’s 576 sections for availability to licensed surveyors. It’s up to all of us to prevent underage drinking in Iowa

According to the most recent Iowa Department of Public Health (IDPH) Iowa Youth Survey (2014), 23% of the 24,464 11th graders in Iowa reported having one drink of alcohol (glass, bottle, or can of beer, glass of wine, liquor, or mixed drink) in the last 30 days. Of those students who reported drinking, 14% binge drank, meaning they had five or more drinks of alcohol in a row within a couple of hours. National Prevention Week raises awareness about underage drinking, emphasize healthy choices, and encourage each other to make a meaningful difference in our own lives, our children’s lives, and our community. The theme of this year’s Prevention Week is ‘It’s Up to All of Us.’ “The consequences of underage drinking can be devastating; each year, more than 4,300 people under age 21 die from homicides, suicides, car crashes, and drowning related to drinking alcohol,� said Julie Hibben of the IDPH Bureau of Substance Abuse. “The words and actions of one person can make a positive difference in the lives of others, and possibly even save a life.� Parents, caregivers, educators, and community leaders in Iowa can make a difference by having conversations with youth about substance use and by modeling healthy choices and behaviors. For example, the frequency of binge drinking, illicit drug use, and cigarette smoking is lower among youth aged 12-17 whose parents always or sometimes engage in monitoring behaviors, like helping with homework, compared to youth whose parents seldom or never engage in such behaviors. As individuals and as a community, help prevent underage drinking by being involved in young people’s lives; identifying resources, support systems, and alternatives for youth in the community; and raising awareness about the importance of prevention.
