Reports of corn silking, soybeans setting pods, and oats being harvested for grain were received for the week ending July 12, 2015, according to the USDA, National Agricultural Statistics Service. Statewide there were 4.8 days suitable for fieldwork. Activities for the week included cutting hay, cultivating and applying herbicides. Topsoil moisture levels rated 0 percent very short, 3 percent short, 77 percent adequate and 20 percent surplus. Subsoil moisture levels rated 0 percent very short, 3 percent short, 78 percent adequate and 19 percent surplus. Reporters in north central and northwest Iowa expressed a need for additional precipitation. Seventeen percent of the corn crop reached the silking stage, 2 days behind last year and 3 days behind the 5-year average. Eighty-two percent of the corn crop was rated good to excellent. Soybeans blooming or beyond reached 40 percent, with some reports of soybeans setting pods. Soybean condition rated 78 percent good to excellent this week. Nearly all of the State’s oats were headed or beyond. Oat acreage turning color reached 69 percent, with 13 percent of the oat crop harvested, 4 days ahead of last year, but 2 days behind normal. Eighty-two percent of the oat crop rated good to excellent. The second cutting of alfalfa hay reached 40 percent, 5 days ahead of last year, but 4 days behind average. Hay condition was rated at 71 percent good to excellent, while pasture condition rated 79 percent good to excellent. Livestock stress levels increased as temperatures and humidity climbed late in the week. WEATHER SUMMARY By Harry Hillaker, State Climatologist, Iowa Department of Agriculture & Land Stewardship

Unseasonably cool weather prevailed until the weekend when much warmer and more humid air returned to the state. Morning low temperatures dipped to 45 degrees at Spencer on Tuesday (7th) and Elkader on Wednesday (8th) while daytime highs only reached the low sixties over parts of southeast Iowa on Wednesday. High temperatures reached 91 degrees at Glenwood, Little Sioux, Shenandoah, and Sidney on Saturday (11th) and 94 degrees at Spencer and Sioux City on Sunday (12th). Temperatures for the week as a whole averaged 4.3 degrees below normal. Rain fell statewide between Sunday (5th) night and Monday (6th) night with greatest amounts near five inches in Muscatine and Scott counties. Dry weather prevailed over most of the state until Saturday when showers and thunderstorms dampened the southern one-half to two-thirds of Iowa. Greatest rains with this second event fell over south central Iowa where three to five inch totals fell over parts of Union, Clarke, Wayne, and Appanoose counties. Weekly rain totals varied from only 0.04 inches at McGregor in northeast Iowa and at the opposite corner of the state with 0.05 inches at Randolph in Fremont County. Greatest rain totals included 5.53 inches at the Davenport Airport and 5.35 inches at Lake Rathbun Dam. The statewide average precipitation was 1.50 inches while normal for the week is 1.05 inches.

Regional Medical Center (RMC) and Delaware County Public Health (DCPH) are committed to the health of communities and continue to engage in dialogue and strategic planning to ensure that needs are met. A regulation from the government through the Patient Protection and Affordable Care Act requires that a Community Health Needs Assessment (CHNA) is done every three years. Every five years DCPH, representing the Delaware County Board of Health, completes a CHNA and a Health Improvement Plan. The 2015 CHNA Survey will address six factors important for the health and well-being of our community, including: promoting healthy living; preventing injuries and violence; protecting against environmental hazards; preventing epidemics and the spread of disease; preparing for, responding to, and recovering from public health emergencies; and strengthening health infrastructures. Feedback will help determine what healthcare needs in Delaware County are not being met or could be improved. Farmland leasing meeting set for August 10 in Independence More than half of Iowa farmland is rented, and in some Iowa locations, as much as 70% of the land is farmed by farmers who don’t own it. Iowa State University Extension and Outreach in Buchanan County and BankIowa are hosting a farmland leasing meeting on at 1:30 PM August 10 to address questions that land owners, tenants, or others have about farmland leasing. The meeting (approximately 2½ hours) will be at Heartland Acres Events Center, 2600 Swan Lake Blvd., Independence. ISU Extension Farm & Agribusiness Management Specialist Melissa O’Rourke will present a wide range of topics

O’Rourke is a licensed attorney with extensive experience in working with farm, ranch and agribusiness interests. “The interest in farm leasing arrangements continues to grow,â€? she said. “Due to volatility of land and commodity markets, we have had increased inquiries regarding flexible cash lease methodologies. There are dozens of methods for putting together flexible cash lease arrangements, and we will work through several examples.â€? She will also discuss resources for people to use to gain an understanding of how crop input costs can be considered in setting cash lease rates. An important consideration is the increasing age of farmland owners. “Fifty-five percent of Iowa farmland is owned by people over 65, and 28% is owned by individuals over age 75,â€? said O’Rourke. “We find children and surviving spouses are less likely to continue operating the farm themselves ‌ a major reason why farmland leasing continues to increase.â€?

ICSD Board discusses licensing trademark Forward Submitted by Fusion

Independence Community School District (ICSD) Board of Education discussed implementation of a new trademark licensing agreement to protect the district’s trademarks, such as the “I” logo and the Mustang head logo at their regular April meeting. Board President Brian Eddy noted that “many school districts do not take advantage of trademark rights,” which can be a revenue source for school districts. The board discussed an annual fee for use companies to obtain a license to use the school district trademarks with possible waivers for groups directly benefitting the school district and/or students. The board will investigate what other districts charge and revisit at the next board

Annual Buchanan Co. Relay for Life raises over $53,000 in the fight against cancer By Mary Beth Smith

Area residents stepped forward with HOPE at the 2015 Buchanan County Relay for Life Saturday at Independence Jr./Sr. High School. As of Monday, the 20 local teams had raised over $53,000 for the American Cancer Society. The opening ceremony, emceed by Greg Gates, included presentation of colors by the VFW and American Legion, and Zoe Harrison singing a heartfelt rendition of the National Anthem (pictured). Jessica Sieren, Ph.D., spoke about cancer

Mrs. Meyer presented a recap of the Department of Education Site Visit. The department, which conducts a thorough review of each school district’s on a fiveyear rotation, found ISCD to be 100% compliant with state standards. A new contract was approved with Lansing Brothers Construction to Accept Alternate 1 to remove demolition of the SW parking lot at the old high school from the contract. The school board accepted this alternate to save the parking lot since the City intends to re-use the lot for the new

pool project. The board also approved school registration and meal rates for 2015-2016, 2015 graduate candidates, agreement for participating in Prairies to Schools Program, the Project Lead the Way Education Service Agreement between ICSD and Hawkeye Community College for 2015-2016, Education Service Agreement between ICSD and Hawkeye Community College, education service agreement between Dunkerton Community School District, East Buchanan Community School District, Independence Community School District, Jesup Community School District and Hawkeye Community College. Mr. Putz was present to honor High School Jazz Orchestra for placing third at Iowa Jazz Championships. Special recognition to Aunna Marzen and Holly Reyner for outstanding performers.
