Iowa records first West Nile virus case of 2015

The Iowa Department of Public Health (IDPH) recently announced testing by the State Hygienic Lab (SHL) has confirmed the first human case of West Nile virus in Iowa this year. The case is an adult female (18 to 40 years of age) from Ringgold County, who is recovering. “This West Nile case should serve as notice that the virus is out there and Iowans should take precautions,â€? said IDPH Medical Director Dr. Patricia Quinlisk. West Nile virus is transmitted through mosquitoes. The best way to prevent the virus is to eliminate mosquito breeding areas and to use insect repellent when outdoors. Iowans should take the following steps to reduce the risk of exposure to West Nile virus: • Use insect repellent with DEET, picaridin, IR3535, or oil of lemon eucalyptus. Always read the repellent label and consult with a health care provider if you have questions when using these types of products for children. For example, DEET should not be used on infants less than two months old and oil of lemon eucalyptus should not be used on children under three years old. • Avoid outdoor activities at dusk and dawn when mosquitoes are most active. • Wear long-sleeved shirts, pants, shoes, and socks whenever possible outdoors. • Eliminate standing water around the home because that’s where mosquitoes lay eggs. Empty water from buckets, cans, pool covers and pet water dishes. Change water in bird baths every three to four days. Quinlisk notes that using an insect repellent containing DEET provides protection against both mosquitoes, which can carry West Nile virus, and ticks, which can carry Lyme disease. So far this year, there have been 111 cases of Lyme disease in Iowa. Approximately 20% of people infected with West Nile virus will have mild to moderate symptoms such as fever, headache, body aches and vomiting. Less than 1% of people infected become seriously ill and rarely someone dies. Since West Nile first appeared in Iowa in 2002, it has been found in every county in Iowa, either in humans, horses, or birds. In 2014, there were 15 human cases of West Nile virus and zero deaths. Relay For Life Golf Tournament raises funds in the fight against Cancer

On Sunday afternoon, the 8th annual Relay For Life golf tournament was held at Three Elms Golf course in Independence. By tee-off, the rain had cleared and a beautiful day was enjoyed. This year was a 9-hole tournament followed by a cookout. Organizer Don Mumm commented, “Thank you to all of the participants and we hope your day was as good as mine. We also sincerely thank all our sponors and donors. With your help we continue the fight against cancer, one hole at a time. One-time opportunity for rural Iowa communities concerned with abandoned buildings

Starting August 10, small Iowa communities (populations of 5,000 or less) can apply for funding to perform asbestos inspections on neglected buildings in a special round of funding from the DNR’s Derelict Building Grant Program. One area of focus for the Derelict Building Grant Program is asbestos inspection and removal. If a building collapses and the presence of asbestos is unknown, it can increase the economic burden on the community. This round of funding may be used by eligible communities to investigate the amount of asbestos present in a building. The Derelict Building Grant Program provides small communities and rural counties financial assistance for abandoned commercial and public structures to improve the appearance of their streets, revitalize local economies and alleviate the environmental concerns these buildings can pose. This is a one-time opportunity; projects selected may apply for funding in 2016 for additional program-related tasks. Iowa Crop Report Dry conditions throughout the week with precipitation not arriving until the weekend allowed Iowa farmers 5.5 days suitable for fieldwork for the week ending August 9, 2015, according to the USDA, National Agricultural Statistics Service. Activities for the week included cutting hay as well as fungicide and insecticide applications. There were scattered reports of weed and insect issues in soybeans and fungus in corn fields. Seed corn detasseling was nearing completion across much of the state. Topsoil moisture levels rated 0 percent very short, 9 percent short, 78 percent adequate and 13 percent surplus. Subsoil moisture levels rated 0 percent very short, 8 percent short, 80 percent adequate and 12 percent surplus. Limited precipitation across northern Iowa resulted in falling topsoil and subsoil moisture levels across the area, with northwest Iowa now reporting over one-quarter short to very short on topsoil moisture. Ninety-seven percent of the corn crop reached the silking stage or beyond, with 51 percent reaching the dough stage or beyond, slightly behind 2014, but 4 days ahead of the 5-year average. Reports of corn starting to dent were received from across the State. Corn condition rated 83 percent good to excellent. Soybeans blooming or beyond reached 92 percent, 5 days behind the previous year. Seventy-three percent of soybeans were setting pods. Soybean condition rated 79 percent good to excellent. Ninety-one percent of the oat crop for grain or seed has been harvested, 4 days ahead of last year, but slightly behind the average. The second cutting of alfalfa hay reached 85 percent, 6 days behind last year and 9 days behind normal. The third cutting of alfalfa hay is 28 percent complete, 4 days behind average. Hay condition dropped slightly to 68 percent good to excellent, while pasture condition dropped 3 percentage points to 73 percent good to excellent. Livestock experienced normal summer heat stress and mild pressure from insects.

News from Buchanan County Treasurer Amy Wright Commercial driver’s license (CDL) changes House File 635 Department of Transportation Omnibus Bill signed by Gov. Branstad June 26, 2015 states: -A CDL will now expire on the holder’s birthdate and will not have a 60-day grace period. You will need to bring to the Treasurer’s Office your original birth certificate, a certified copy of your birth certificate, or a valid U.S. Passport. A commemorative birth certificate that may have footprints or a picture on it are not accepted. -If you wish to obtain a commercial driver’s license please be aware that after taking necessary knowledge tests on the computer you will be issued a CLP (Commercial Learner’s Permit) that you must hold for 14 days before taking a skills test. You can take a skills test on the 15th day. The CLP would allow you to practice driving a commercial motor vehicle (CMV) while being accompanied by the holder of a valid CDL, who has the proper CDL group and endorsements necessary to operate the CMV. The CLP would be valid for 180 days -You will also need your original birth certificate, a certified copy of your birth certificate or a valid U.S. Passport to obtain a CLP. Real ID You may need a “Real ID” on or after Oct. 1, 2020, to use your driver’s license or ID card to access a federal facility, federally regulated commercial aircraft, or nuclear power facility. A “Real ID” will have a gold star in the top right hand corner of the license or ID card. To obtain a “Real ID” we will need to be able to: -Document your date of birth, identity and lawful status or presence with a document such as a certified copy of a birth certificate issued by a state of the United States or a valid, unexpired, U.S. passport or U.S. passport card. -Document your Social Security Number with a document such as Social Security Card or W-2 Form. -Two DOT acceptable documents that show proof of Iowa residency and residential address (must show physical address; cannot just show PO Box) such as Iowa voter registration card, valid Iowa vehicle registration, utility bill, pay stub, envelope that includes a postmark or stamped date, Iowa Driver’s License or ID card that has not been expired for more than one year.

Vehicle Recyclers House File 563- Vehicle Recyclers signed by Gov. Branstad April 17, 2015, with effective date of Jan. 1, 2016, allows the owner of a vehicle that does not have a certificate of title or junking certificate to dispose of vehicle to a licensed vehicle recycler for scrap or junk if vehicle is 12 model years old or older and was acquired by the recycler for less than $1,000. It also exempts vehicles disposed of in this manner from certain title application, delivery, surrender, and transfer requirements. The bill establishes rules for vehicle recyclers subject to the regulations of the National Motor Vehicle Title Information System (NMVTIS) and requires proof of registration with NMVTIS for licenses issued on or after Jan. 1, 2015. The bill establishes penalties for violations of the new provisions. The Treasurer’s Office will have more information from DOT closer to the effective date. Privacy Policy Reminder Due to recent clarification from DOT on the Drivers Privacy Protection Act (18 U.S.C §2721) the following is the Buchanan County Treasurer’s new policy on renewing registrations and issuing titles: -You can pay for another person’s registration. However, if your name is not listed as an owner on the vehicle, then we will collect postage and can mail it to the owner, the owner can stop in and pick it up, the owner can give you written consent for us to release the registration to you. Driver’s License Hours for August Driver’s License will be open 8 AM-4 PM Monday - Friday with testing ending at 3:30 PM. Driver’s License will have limited services from noon - 2 PM. We are still able to assist those with a standard license renewal, CDL renewal, and those wishing to test. Any changes in hours will be posted at www.buchanancountyiowa.org Property Taxes 27th Annual Property Taxes will be due in September 2015. Penalty will begin Oct. 1, 2015. You may pay the September half or full year. We only send one tax bill per year, which has a coupon for each half. If you pay only the September half, the second half of property taxes is due in March. Partial payments can also be made toward property taxes. Tax payments can be in the Treasurer’s Office, online at www.iowataxandtags.org, mailed to Buchanan County Treasurer, PO Box 319, Independence IA 50644-0319, dropped off in secure payment box outside courthouse, by calling 319-334-4340. Interested contractors are advised of the following: Interested contractors shall submit sealed proposals in person or by

mail to the Office of the Buchanan County Auditor. All proposals shall be received at the Auditor’s Office not later than 9:00 a.m., Tuesday, September 8, 2015. Sealed proposals will be opened and considered on behalf of Buchanan County Board of Supervisors at the Supervisor’s meeting room, Buchanan County Courthouse, Independence, Iowa at 9:15 a.m., September 8, 2015. The general nature of the public improvement for which sealed proposals are solicited is for a 64 ft. x 68 ft. Secondary Road shop. Written copies of the specifications, technical requirements and plans for this project are available at the office of the Buchanan County Auditor, beginning August 5, 2015. The successful bidder shall commence work on the project approximately September 15, 2015 and shall complete the project not later

than January 15, 2016. Each contracting bidder shall accompany its bid with a bid security, as specified below, as security that the successful bidder will enter into a contract for the work bid upon, and will furnish, after awarded contract, a corporate surety Performance and Payment Bond acceptable to the Buchanan County Board of Supervisors for the faithful performance of the contract, in an amount equal to 100% of the amount of the contract. The bid security shall be in the amount of five percent of the bid or the estimated total contract cost of the public improvement and shall be in the form of a cashier’s or certified check drawn on a bank in the State of Iowa or on a bank chartered under the laws of the United States, a certified share draft drawn on a credit union in Iowa or chartered under the law of the United States,

or other corporate surety satisfactory to the Buchanan County Board of Supervisors.
