Mayor reminded representatives that Winthrop was open to ATVs in the City on 1st, 220th, Madison and Sixth Street. The City is NOT interested in a route traveling on 5th Street and Kennedy Street; due to safety and excessive traffic issues that currently exist. Peppers come in many different colors, sizes, and varieties. Bell peppers are one of the most common types of pepper. They are typically larger and may be green, yellow, orange, or red. Hot peppers and other sweet peppers may be smaller and can also be found in a variety of different colors. Peppers are a great way to add powerful nutritional benefits to your diet with minimal calories. They are excellent sources of vitamins A and C, and are a good source of betacarotene. They also contain phytochemicals, which are natural chemicals found in plants. Many of the phytochemicals in peppers have

antioxidant abilities, meaning they may help to reduce your chance of developing certain diseases and conditions. Vary your vegetables by choosing a colorful mix. Different types and colors of peppers have different nutritional benefits. If your goto pepper is the green bell pepper, try an orange or yellow one instead. If you’re feeling brave, spice it up with a hot chile pepper! Peppers are very versatile and can be eaten raw or cooked. Pop one in your mouth, toss them into your salad, or add them to your hot dish!

As America’s gold standard smoking cessation program for over 25 years, Freedom From Smoking® helps participants create personalized plans to overcome their tobacco addiction. With a recent new edition, the program is based on the latest research on addiction and behavior change. It approaches the difficulties of quitting with a sensitive, supportive style. Studies show that people who use the program are six times more likely to be smoke-free one year later than those who try to quit on their own. According to Jacki Schares, one the certified instructors and wellness specialist at Buchanan County Health Center, the program is especially helpful because it’s taught by a trained facilitator who helps participants learn what triggers their smoking, when they’re most likely to smoke, and the best way to approach the quitting process). Teacher leaders strengthen classroom instruction

We are wrapping up the summer with Tripoli Days and a community celebration in Denver. Our fall parades will include homecoming at Wartburg and Upper Iowa. It has been a busy summer throughout the region, with community events, county fairs and RAGBRAI. Thank you to all the hard-working community volunteers for their time and dedication. The end of the summer's community celebrations means it is time for the Iowa State Fair and the start of a new school year. I believe the education reforms we’ve approved in the Legislature will make a big difference when students and teachers return to their classrooms. Research shows a correlation between a school’s ability to keep good teachers and student achievement. We want the best teachers in Iowa classrooms and are giving them the tools they need to help students succeed. We’re rewarding effective teachers with more responsibility and higher pay, attracting promising new teachers with competitive salaries and opportunities for advancement, and encouraging greater collaboration among all educators. Top teachers taking on leadership

roles was central to our 2013 Education Reform initiative. The goal of a new Teacher Leadership and Compensation System is for 25% of teachers to take on new leadership roles, such as instructional coaches and mentors, to improve the classroom experience and raise student achievement. Teacher leadership systems promise to help students learn more by better meeting their individual needs. Oelwein will be among the first Iowa school districts to launch the teacherleader program this fall. A Commission on Educator Leadership and Compensation selected 39 school districts (made up of about one-third of Iowa students in both urban and rural areas) for the first year of funding from a pool of 146 applicants. The Teacher Leadership and Compensation System will be phased in over three years, with the goal of having all Iowa school districts participating on a voluntary basis by 2016-17. With higher expectations for students, it’s no longer realistic for one principal to provide all the instructional leadership in a school. Teacher and principal leadership teams are key to preparing students for the college and career training they’ll need down the road.

Cedar Valley Hospice (CVH) announces the return of its Release & Remember butterfly fundraising event 1-3 PM Sunday, Sept. 7 at the Waterloo RiverLoop Amphitheatre. Last year, over 700 guests came to celebrate loved ones with the release of 1,000 live monarch butterflies by the Cedar River. Join staff, volunteers, families and friends of Cedar Valley Hospice at this free event to remember and honor loved ones. There will be a picnic lunch, family and children’s activities and musical entertainment by Bill Shepherd & the Red Hots Dixieland Jazz Band. A highlight of the afternoon will be a short program at 2:30 PM and release of 1,000 butterflies. For each memorial or honorary gift of $25, a butterfly will be released. Iowa Illustrated: A Visual Guide to Taxes & the Economy released on Tuesday revealed the following: • Sales taxes in Iowa are poorly structured, with rates increasing over time in part because of a shrinking tax base; • Iowa has highest corporate tax rate in the country (12%), but it’s unproductive and inefficient; • The value of Iowa’s gasoline tax has declined over time due to inflation; • Iowa has seen a net loss of more than 60,000 people over the last 20 years, most leaving for FL, TX, AZ, and MO. This research project was commissioned by the Future of Iowa Foundation, the sister organization to Iowa Taxpayers Association focusing on research, and produced by the Tax Foundation. “We live in a global marketplace. Improving Iowa’s business climate with sensible and sustainable broadbased tax reform will help Iowa stay competitive, while allowing our economy to continue to grow and expand,” said Dustin Blythe, President of Iowa Taxpayers Association. “We will use this research as a guide as we begin our policy development for the next legislative session.” Even as Carbs vs. fats new research indicates fats can be healthy in moderation, a recent survey indicates 56% of Americans are actively trying to avoid fats compared to 29% who say they are actively avoiding carbohydrates in their diet. The number of survey respondents avoiding fats is down 8% from a decade ago. Only 2% more respondents are avoiding carbohydrates than in 2004.

The Register’s Annual Great Bicycle Ride Across Iowa, also known as RAGBRAI, ended in Guttenberg on Saturday following an overnight stay in Independence. It is estimated over 30,000 riders began the trip in Rock Valley. Many riders only rode for part of the 418 mile journey. Although rain and strong winds delayed many bicyclists on the route from the Thursday overnight site at Waverly to Independence on Friday morning, by early afternoon cyclists were exploring Independence and setting up camp. Through late summer, the ethanol market has remained stable, unlike most commodity markets. Corn prices through July fell 55¢ per bushel due to good growing conditions in many areas of the Corn Belt. RBOB (Reform ulated gasoline Blend stock for Oxygen Blending) gasoline futures posted a 21¢ loss during July, creating uncertainty about the market’s ability to rebuild stabilit y the rest of the year. Crude oil futures fell $3.28 per barrel during July. Ethanol prices increased 2¢ per gallon in the same time period. Trader s anticipate stable production levels and firm demand for ethanol throug h the end of the year. This will likely keep the gasoline-to-ethanol market spread at a moderate level. Ethanol futures are currently holding a 72¢-per-gallo n discount to the RBOB gasoline market .

During Monday’s regular Board of Supervisors meeting, Gary Gissel, Ellen Gaffne y and Ralph Kremer approved operating transfer resolu tions. These transfers had been budgeted; however, needed formal approval. Of the $1,397,477 funds transfe rred to Secondary Roads, $450,000 was from Local Option Sales Tax, $75,000 from General Fund and remaining balance from Rural Basic. The county General Fund received $400,000 from REAP Funds. A $70,000 transfer from Jail Room and Board to the Gener al Fund was also approved. In its Bug bites August “Beyond the Numbers” report, the Bureau of Labor Statistics notes that between 2003 and 2010, there were 83 workplace fatalities due to exposure to insects, spiders or mites. Most deaths were due to bee stings. Insects were the direct cause of only 72 deaths. Other fatalities, such as falls or car accidents, happened because workers were distracted by the insects. Most workers affected were in farming, construction or landscaping occupations and September was the month most fatalities occurred. The Bureau estimates that from 2008 to 2010, non-fatal days lost from work by employees due to insects and spiders exceeded 4,600. In 2008, Iowans lost 80 days from work due to insect/spider related incidents, zero in 2009 and 30 in 2010. Iowa reported no workplace fatalities due to insects/ spiders from 2003-2010. The FDA Food labeling enacted its final ruling defining “gluten-free” last week. This does not affect foods or beverages with labeling regulated by the USDA (such as meat) or Tobacco Tax and Trade Bureau (most alcoholic beverages). Gluten is a protein found in wheat, barley and rye and in many foods derived from those grains, such as beer and soy sauce. As the popularity of gluten-free products increases, the new standard will help ensure food safety for those who suffer from celiac disease plus those who cannot otherwise tolerate gluten in their diet. Celiac disease, an autoimmune disease estimated to affect nearly three million Americans, occurs when consuming gluten damages the lining of the small intestine, leading to chronic inflammation and various other health issues.

Winthrop City Council met in regular session August 6 with Mayor Gerald Dennie presiding, and the following council members present: Melissa Hesner, Mark Kress, Ann Myers, Leland Sprague and Lee White. Also present were library board member Janet James, Lorne Lee and Shawn Hoaglan, Buchanan County Economic Development Director George Lake, Public Works Director Shawn Curtis and City Clerk Mary Ryan. Council approved the consent agenda, July 2 meeting minutes, 50/50 Sidewalk Project for Lori Fowkles ($250), appointment of library board members Janet James and Jeff Kinney, and current bills. Lorne Lee and Shawn Hoaglan presented proposed routes for ATVs in Winthrop. Mayor Dennie reminded them that the city is open to ATVs on 1st, 220th, Madison and 6th Streets. However, the city is NOT interested in a route traveling on 5th Street and Kennedy Street, due to safety and excessive traffic issues that exist. Story continues on page 18.

Historic forts

The packet of nearly century-old letters received in late April at THE NEWS office contained a letter from Dale L. Slaughter, who referred to his time at Fort Totten NY and Fort Adams RI. These days both forts are parks, but 100 years ago they were integral parts of the U.S. coastal defense system. In the days before B-17 flying fortresses, the biggest war-time threats to U.S. safety were attacks on the coast, such as in the War of 1812. In order to invade the U.S., the enemy would typically have to land at a port to move men and armaments, so beginning in colonial times coastal forts were built to protect major harbors. Over the years defense tactics included use of submarine mines or torpedoes, nets and booms in addition to artillery that could take down airplanes and battle ships.

At the beginning of WWI, it was feared the war in Europe would land on American shores and there was a strong push to improve coastal defense, particularly as the U.S. Coast Artillery Corps weaponry was outdated compared to European powers. As the war progressed, the risk of invasion decreased, as Germany, Austria-Hungary, and Turkey lacked enough resources to wage war across the Atlantic. As methods of war changed in the last century, many coastal forts became obsolete. Although Fort Adams State Park is now popular for annual summer jazz and folk festivals that draw thousands of visitors, it was built to defend Narragansett Bay. Story continues on page 18.

Dear Sir – After being in the United States Regular Army for a period of six months, I want to say that the life is fine. It is a good thing for a young man. Makes him rely on himself for things of his own welfare. He must keep things clean and in good order. We get good eats. At present we are at Ft. Adams R.I. mobilizing for France. Expect to sail any time now. I was previously stationed at Ft. Totten N.Y., which is about 15 miles from New York City. We were coast artillery using ten inch Coast Defense Rifles!
