Ensuring good health care for vulnerable Iowans

We are celebrating the 50th anniversary of Medicare and Medicaid, which were established in 1965. Today, Medicaid provides free or low-cost health coverage to just over a half million Iowans who are some of the most vulnerable people in our state. This includes families and children, pregnant women, seniors and people living with disabilities. More than 71% of Medicaid dollars go toward services for the disabled and seniors. Most people with Medicaid live in working households but earn too little to afford health care. With Medicaid, they get health coverage so that they can see a doctor when they need to, which helps them stay healthy, ready to succeed in school and productive on the job. In January, Governor Branstad surprised Iowans by proposing to privatize almost all of Iowa’s Medicaid system. Under his plan, Iowa will make bigger changes faster than any other state regarding health care services for Iowans who need them most. After a similar transition in Kansas, the Disability Rights Center of Kansas reported that citizens with disabilities were denied services, struggled to navigate the new system and lacked resources to advocate for themselves. In the Iowa Legislature, there is bipartisan support for a responsible, cautious approach to making changes to our Medicaid system with input from stakeholders. That’s the sort of approach that has worked best in other states and has been Iowa’s traditional approach. Senate Democrats want to ensure Iowa’s most vulnerable citizens don’t fall through the cracks. As a part of this year’s Health & Human Services Budget (SF 505), we created an oversight committee to review and recommend improvements to the Governor’s plan to privatize Medicaid, and to ensure Iowans can navigate the new system and get the help they need when services are arbitrarily denied. As part of the process of moving to a “managed care� approach, the Iowa Department of Human Services will hold public meetings regarding the state contracting with private health organizations to provide health care to Medicaid recipients. TION FOR ELECTION ON GENERAL OBLIGATION BONDS: After discussion, a motion was made by Walthart second by Schmitt to approve the following resolution: Resolution Ordering a Special Election on the Issuance of $7,150,000 General Obligation School Bonds Complete Resolution states the following: WHEREAS, there has been filed with the President of this Board a Petition of eligible electors of this School District asking that an election be called to submit the question of contracting indebtedness and issuing bonds of the School District in an amount not to exceed $7,150,000 to provide funds to build, furnish and equip fine arts, athletic and safe room additions and storage and classroom additions; to remodel, improve, furnish and equip existing classrooms; to build, furnish and equip a greenhouse; and to improve the site; and WHEREAS, this Board has examined the Petition and finds that it is signed by eligible electors of the School District numbering at least 25% of those voting at the last election of school officials and that

Buchanan County Board of Supervisors July 27, 2015 The Buchanan County Board of Supervisors met in regular session at 9:00 a.m. on Monday, July 27, 2015 with Gary Gissel, Chairman in the Chair, Ellen Gaffney and Don Shonka present. Absent, none. The Pledge of Allegiance was recited. Motion by Gaffney second by Shonka to approve the minutes of the July 20th meeting. All in favor, motion carried. Motion by Shonka second by Gaffney to approve the claims filed with the County Auditor for payment in the amount of $414,007.70. All in favor, motion carried. Motion by Gaffney second by Shonka to accept the resignation of Jerry Furness, Lieutenant in the Sheriff’s office, effective September 24, 2015. All in favor, motion carried. Lieutenant Furness is retiring after 28 years of service. Motion by Shonka second by Gaffney to approve the fireworks permit for Randy Bast, 1129 175th St., Jesup, August 15, 2015. All in favor, motion carried. Motion by Gaffney second by Shonka to confirm the appointment of Ben Lange, non-resident on the Independence Library Board. All in favor, motion carried. Environmental Health/Zoning Administrator, Chad Beatty presented the monthly report of his department. Beatty reported the Grant to Counties was awarded in the amount of $26,350; this is down from previous years. The septic maps and inspection information is being scanned into computer storage from 1974 to present. The Floodplain maps have been released. Administrator Beatty announced his resignation effective August 14th. After discussion, motion by Gaffney second by Shonka to accept the report. All in favor, motion carried. At 9:15 a.m. the public hearing regarding the Ken and Kathy Cole preliminary plat of Walnut Grove Addition was called to order. Present were Ken Cole, Kathy Cole, Kris Wilgenbusch, Assistant County Attorney, Michael Hudson and Zoning Administrator, Chad Beatty.After discussion, motion by Gaffney second by Shonka to close the hearing at 9:18 a.m. All in favor, motion carried. Motion by Gaffney second by Shonka to approve the following resolution. On roll call all voted aye thereon. Motion carried. RESOLUTION 15-58 WHEREAS, a plat of Walnut Grove Addition to Buchanan County, Iowa, containing four (4) lots has been filed with the County Auditor, and after consideration, the same is found to be correct and in accordance with the provisions of the laws of the State of Iowa and the ordinance of Buchanan County, Iowa, in relation to platting and the subdivision of land. THEREFORE BE IT RESOLVED by the Board of Supervisors of Buchanan County, Iowa, the said plat of, Walnut Grove Addition to Buchanan County, Iowa, be approved, and the same is hereby acknowledged on the part of Buchanan County, Iowa.
