Independence. The theme of this year’s parade is “Independence: #ANewEra.” Awards will be given to the best use of theme, best decorated, best promotion of the city, most creative, and best overall. Those interested in entering a float in the parade should contact Independence Area Chamber of Commerce for appropriate forms and fee information. The entrance fee is $10 for the first vehicle or walking group, and $5 for each additional vehicle or walking group. Fridays are Fundayz in celebration of RAGBRAI

With July 25 RAGBRAI overnight stop in Independence less than two months away, the RAGBRAI committee has kicked off Friday Fundayz, which encourages local businesses to offer special deals to patrons wearing official Independence “Glowing on the River” RAGBRAI T-shirts when visiting their businesses on Fridays in June and July.

Businesses can also take part in the “Glow Pride” Business Challenge every Friday by having employees wear Indee RAGBRAI T-shirts to work. The business with the most employees wearing the T-shirts, and captured together in a photo, will receive special recognition on the Indee RAGBRAI website and Facebook page.

Michelle McBride, Independence Chamber of Commerce director, says the weekly Friday Fundayz event is a great way for business owners and community members to show community pride and support. “The RAGBRAI overnight stay is an exciting opportunity for us to showcase our community to thousands of riders from across the country. What better way to gear up for that event than showcasing our support for our local businesses that make Independence great?”

Garden Camp offered in Independence Submitted by Buchanan Co. ISU Extension

Buchanan Co. ISU Extension & Outreach, FoodCorps of Iowa, Indee-Go-Healthy, Independence Community Schools, and Farmers Market will again host Green Thumb Garden Camp for Buchanan County youth who have completed grades 3-6.

This is a free gardening camp held at Independence High School Gardens from 9 AM to 1 PM every Thursday in June. Those who missed the first one, can still sign up to attend the next one on June 12.

Campers learn about the life-cycle of flowers, herbs and vegetables and experience the fun of growing food.

They cook using garden fresh produce and other locally grown food items and experience taste-testing with garden fresh produce. Other activities include plant crafts and science experiments; learning what it takes to successfully grow vegetables from seed to plate, and understand the intricacies, difficulties, and joys of gardening.

If you know a 13-18 year old who is interested in becoming a veterinarian, this is the camp they should attend. The 2014 Buchanan County Vet Camp will be July 14 in the Thom Building, Buchanan County Fairgrounds from 3-5 PM.. The camp for younger students (ages 7-12) is full.

This Vet Camp is an opportunity for a hands-on experience in veterinary medicine. Participating teens will: • Learn proper horse hoof care and handling; • Learn about x-ray equipment and the type of diagnosis’ can be determined through x-rays; • Perform a small animal physical and handle the equipment used; • Biosecurity activity; • How to give shots and do a blood draw; • Learn about the equipment needed for large animal exams; • How to suture wounds; and • How to cast and/or bandage a wound.

This free camp is offered by Dr. Shelly Reid, Dr. Don Dutler, and volunteers from Hawkeye Community College’s Veterinary Assistant Program. If it were not for volunteers like this we could not offer a camp of this nature.

The camp is limited to 30 participants so sign up soon by calling Buchanan County ISU Extension and Outreach at 319334-7161. We will send you the registration form to fill out and return. Non-Buchanan County students may sign up after June 15, but call now to get your name on the mailing list.

A new X-Ray and Fluoroscopy Machine is currently being installed at the Buchanan County Health Center Radiology Department. Installation of the $390,000 technology will be complete July 1. X-rays use a type of radiation to create pictures of the inside of your body. The most familiar use of x-rays is checking for broken bones. Fluoroscopy is a type of medical imaging that shows a continuous X-ray image on a monitor, much like an X-ray movie. During a fluoroscopy procedure, an X-ray beam is passed through the body. The image is transmitted to a monitor so the movement of a body part or contrast agent (“X-ray dye”) through the body can be seen in detail. The most familiar uses of fluoroscopy are Barium X-rays and enemas (to view the gastrointestinal tract).

Boosting Iowa’s job creation efforts

Iowans looking for help landing a good paying job received a boost after changes to the state’s apprenticeship training program became law.

Iowa’s apprenticeship training programs will receive an additional $2.75 million to help ensure Iowans have the skills they need to land good paying jobs. The bill also changed the formula so that it is based on students finishing apprenticeship programs, which will reward apprenticeship programs with good retention and completion rates.

The legislation also funds the High Quality Jobs (HQJ) program at the Economic Development Authority. Under HQJ, qualify businesses receive tax credits or direct financial assistance for projects that lead to job creation. The amount of money a business can receive is tied to the number of jobs created or retained. The jobs created must in most cases pay at least 120% of the area wage. All jobs must pay 100%.

House File 2460, the Economic Development Budget, also funds the Economic Development Authority and its job creation programs, Iowa Workforce Development, the Department of Cultural Affairs, and economic development activities at the Regent’s universities.

Tax credits to help Iowa families go into law The Iowa Child and Dependent Care Tax Credit is a refundable tax credit available to anyone who had child care expenses in the last year, such as paying someone to care for a child, earned income from wages, salaries, or similar compensation.

Based on the federal credit, the Legislature updated the credit to assure that Iowans, and especially low income taxpayers, can fully claim the state tax credit. The change will return over $2.5 million to middle class Iowans with child care expenses every year. The increase in the credit will be available for taxes paid next year.

The Legislature also created an adoption tax credit. The credit would provide up to $2,500 to any Iowa taxpayer to help offset the costs of qualified adoption expenses, including welfare agency and legal fees, fees and costs relating to adopting the child, and medical and hospital expenses of the mother for birth of the adopted child. The credit is refundable or may be carried forward for one tax year. The credit will be available for taxpayers this year, meaning the credit can be claimed on tax returns next year.

sociation of Electric Cooperatives.

Iowa’s electric cooperatives annually invest more than $18 million in energy efficiency programs and services, fundamental cornerstones of environmental responsibility. In addition, electric cooperatives boast a diverse portfolio of generation assets, including renewable and emissions-free supply from wind, solar, hydro, biomass, landfill gas and nuclear.

Iowa electric cooperatives are integrating innovative technologies, such as solar gardens. Projects such as a new $3.2 million landfill gasto-energy system

further demonstrate the cooperative’s approach to collaborative solutions.

Electric cooperatives use technology, such as automated meter reading, to reduce overall environmental footprint by using less transportation fuel. With customers spread out over Iowa’s expansive geographic area, collecting individual readings would mean driving the equivalent of 2.5 times around the earth every month.

It will then move to one of their rye fields a few miles away.

The field day is sponsored by Buchanan County Soil and Water Conservation District.

The start and lunch location is at 3046 Harrison Ave., near Rowley, and the end location is at 1531 330th St., near Brandon. “Cereal rye is not only our most reliable cover crop protecting water quality and soil health,� according to Dick Sloan. “But, it is also a good choice for extending rotations beyond corn and soybeans.�

Dick and Diana Sloan sustain 720 acres of family-owned cropland in the Cedar River watershed in NE Iowa. They farm using many conservation practices, including no-till, tile drainage, grassed waterway buffers, crop terraces, prairie strips and cover crops. They will share their experience in growing winter cereal rye for grain production and using it as a cover crop.

Additional presenters include Iowa State University Extension nutrient specialist Chad Engels, Cedar River Coalition watershed coordinator Mary Beth Stevenson and Natural Resources Conservation Service State Soil Scientist Rick Bednarek.

In addition to the speakers, the Conservation Station will be on display. The Conservation Station features a rainfall simulator that shows the effects that different surfaces from agricultural and urban environments have on the displacement of rainwater.

Directions: Take I-380 to Exit 49 toward Brandon / Buchanan County (exit onto County Road D48 / 330th Street). Note that the farm location for the second half is on the northeast corner of the interchange. Look for the blue silo.

To get to the lunch location: From the interchange, head east on CR D48 / 330th Street for 1.5 miles. Turn left (north) on Hamilton Avenue and go about one mile. As Hamilton Avenue begins to turn east, take the first left (north) to stay on Harrison Avenue and continue for 1.5 miles. The home farm is on the right (east) side of the road.

Buchanan County Board of Supervisors May 27, 2014 The Buchanan County Board of Supervisors met in regular session on Monday, May 27, 2014 with Ellen Gaffney, Chairman in the Chair, Gary Gissel and Ralph Kremer present. Absent, none.

The Pledge of Allegiance was recited.

Motion by Kremer second by Gissel to approve minutes of the May 19th meeting. All in favor, motion carried.

Motion by Gissel second by Kremer to approve the employee reimbursement claims filed with the County Auditor for payment in the amount of $2,354.00. All in favor, motion carried.

At 9:30 a.m. the Board proceeded to open bids for the replacement of the main courthouse roof as follows: Moss Roofing & Insulation, West Union $63,000.00 and Service Roofing Co., Waterloo $52,599.00.

Moss Roofing & Insulation offered a voluntary alternate proposal in the amount of $55,000 for a rock ballasted roof. After discussion, motion by Gissel second by Kremer to accept the low bid from Service Roofing Co., Waterloo. All in favor, motion carried.

At 9:45 a.m. the public hearing regarding the FY14 budget amendment was called to order. Motion by Gissel second by Kremer to close the hearing at 9:46 a.m. All in favor, motion carried. With no objections, motion by Kremer second by Gissel to approve the budget amendment.

All in favor, motion carried.

Motion by Gissel second by Kremer to approve the following resolution. On roll call all voted aye thereon. Motion carried.

RESOLUTION 14-41 WHEREAS, it is desired to make additional appropriations as follows: Sheriff $29,558; Medical Examiner $3,000; Debt Service $117,555.

Governor Home Base Branstad signed Iowa Act the Home Base Iowa Act into law at a Memorial Day event Monday at Camp Dodge in Johnston. The act exempts federal military pensions for military veterans from state income taxes.

In addition, it allows veterans to receive preferential hiring and promotions from private employers and helps soldiers earn academic credit for their military skills.

“As Governor Branstad and I travel across Iowa, we talk with Iowa businesses that are in need of qualified workers,” said Lt. Governor Kim Reynolds. “Our veterans possess the skills necessary to fill integral roles in important industries and we look forward to when they call Iowa home.”

According to Command Sergeant Major David Prasil (Ret. National Guard) who spoke at the event, this act will help those coming back from military service transition into civilian life. “Making veterans proud to be from Iowa, and maybe coming home to Iowa for some of these jobs,” said Prasil. “They learn a lot of skills in the military, it isn’t just about shooting.”

Branstad also signed Senate File 2352, which allows qualified disabled veterans an additional Homestead Act credit.

One hundred and ten people participated in the fifth annual Older Americans Month Walk on May 22 in Independence. In addition to the walk, four vendors were present to provide information for participants: Buchanan County Health Center (BCHC), Buchanan County Public Health, Darrell E. Davis Adult Day Center and B & D Services, Inc. After a welcome by BCHC Chief Administrative Officer

Shelby Medina, the walkers set off at 10 AM from the Wellness Center, walking a mile. Independence Police Captain Brian E. Brinkema assisted with the event and area rehabilitation centers brought many residents to join in.

A few walkers chose to walk on the inside track.

According to Medina, “Older Americans Month was established in 1963 to honor America’s older citizens for their contributions to our country, and to show them that their health and welfare continue to be an important factor to consider. It is estimated that by 2030, Iowa will have over 824,000 people over 60 years of age, about 28% of Iowa’s total population. Northeast Iowa Area Agency on Aging plays a key role in promoting healthy lifestyles for our older citizens in Iowa and throughout the country. The United Health Foundaannual second its released tion recently ® America’s Health Rankings Senior Report, which focuses on overall health outcomes for adults aged 65 and older. Iowa ranks 13th in the nation for senior health, according to this report; in 2012, Iowa ranked 7th.

Various health factors were included in the rankings mechanism, ranging from the percentage of seniors with depression to the percentage of doctors who are dedicated solely to geriatric care. Iowa’s successes include having the highest influenza vaccination coverage among seniors in the nation at 70.1%. The percentage of hospital deaths among seniors is low in Iowa, and declined by 24% in the past year. Volunteerism among Iowa seniors ranks 6th in the nation.

Challenges facing Iowa’s senior population mirror those of the general population, with obesity at the top of the list. Iowa ranks 48th in the nation, with 29.6% of Iowans age 65 and older listed as being obese. The IDPH program called Better Choices, Better Health (also known as the Chronic Disease Self-Management Program) helps adults manage the symptoms of chronic diseases such as arthritis, heart disease, and diabetes, and focuses on weight management through healthy nutrition and activity. Workshop sessions are held at community-based locations in participating counties.

City again seeks new manager

Three VA hospitals serve Iowans; they are located at Iowa City, Des Moines and Omaha NE. The AP reported Monday that, in the last 10 years, there were 107 unfilled appointment requests at the Iowa City facility, 274 at Des Moines, and 606 at Omaha.

New patients who cannot be seen within 90 days are placed on waiting lists. The audit of Iowa VA facilities showed 317 patients were placed on waiting lists for their first appointment.

VA Secretary Eric Shinseki resigned May 30 as a result of the controversy that has ensued since it was reported two months ago that patients were dying while waiting for their first appointment at the VA center in Phoenix.

The VA is the nation’s largest healthcare provider, serving nearly nine million veterans and their families. The AP reports the U.S. House and Senate is in the process of writing legislation to allow more veterans to receive treatment from outside providers if they face a long wait time. For those veterans who are already established patients, wait times are considerably shorter.

Council approves swimming pool fundraiser

Winthrop City Council approved a fundraiser for the Mossman family during their regular session on June 4. The city swimming pool will be open from 6-9 PM on June 29.

Admittance will be a free-will offering, with proceeds donated to the Mossman Benefit.

Mayor Gerald Dennie presided over the council meeting with the following members present: Melissa Hesner, Mark Kress, Ann Myers, Leland Sprague, and Lee White. Also present were Sheriff’s Deputy Matt Cook, swimming pool board member Julie Cook, PWD Shawn Curtis and City Clerk Mary Ryan.

Consent agenda, prior meeting minutes and bills were approved, in addition to cigarette permits for McElroy’s and Speede Shop, and fireworks permit for Winthrop C & C Club, pending receipt of insurance.

Law enforcement activity report was presented by Deputy Cook and the library activity report was presented by library board member Jeff Kinney.

Court date was set for June 11, for nuisance property at 225 220th Street West.

Discussion was held regarding the sale of the city’s LHAP “free lots” on a first-come firstserve basis. Council tabled the discussion and any decisions until next month.

Supervisors approve monthly reports

During their regular Buchanan County Board of Supervisors meeting on Monday, Gary Gissel, Ralph Kremer and Ellen Gaffney approved monthly reports from the departments of Public Health and Environmental Health/Zoning.

Amy Marlow and Tai Burkhart from Public Health presented their report. Burkhart said the May 19 employee mini-health fair had a good turnout from the Conservation and Secondary Roads Departments. There will be a county employee B’Well program analysis/ evaluation meeting on June 24.

Marlow updated the board on a recent “tabletop exercise” attended by representatives from Buchanan County Health Center, elected officials, IT Department, Public Health, City of Independence, Community Services, Emergency Management, area law enforcement, emergency medical services, Independence Fire Department and Mental Health Institute. The exercise allowed all entities to discuss and plan their roles in case of a countywide emergency.

During his monthly report, Environmental Health/Zoning Department Director Chad Beatty stated that Grant to Counties funds for well test kits is exhausted. Requests can still be completed through July 1, however, a charge of $27.50 will be invoiced.

Independence City Council met in regular session Monday night. All council members were present with Mayor Bonita Davis presiding.

Richard Fursman of Brimeyer, Fursman, LLC, presented the council with options to move forward in search of a new city manager. Brimeyer Fursman first conducted a search earlier this year to replace Steve Diers who assumed new duties as city administrator in Charles City. On April 14, the council approved hiring Michael Freilinger, county administrator in Tazewell County IL. However, on May 22, Freilinger terminated the employment agreement “due to circumstances in my personal life.” He was slated to begin his duties on June 2.

Freilinger was one of four candidates who visited and interviewed for the position April 11 and 12.

Fursman proposed reconsideration of candidates who did not make the final round of interviews in April and one of the finalists who is still available, as well as a newly available candidate. Council approved of the plan and Fursman is working to set up interviews June 20 and 21. The interviews will be conducted by the mayor, council members and department heads. No community committee interviews or community “meet and greet” is planned.

Council met in closed session pursuant to Iowa Code Chapter 21 Official Meetings Open to the Public Section 21.5(a) to review or discuss records which are required or authorized by state or federal law to be kept confidential or to be kept confidential as a condition for that governmental body’s possession or continued receipt of federal funds; Section 21.5(c) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation; and Section 21.5(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session.

R.A.S.H. Ride visits Winthrop Days The R.A.S.H. Ride is on June 14, 2014, beginning at 9 AM. Bill Versluis is a co-sponsor of the event. It is also sponsored by four local bike clubs: Team Rawhide Riders, Team Native, Team Subtle Savage, and Team Fish.

Members of these bike clubs have built this ride into an annual event.

The ride, 27 (or 48) miles, begins at Bill’s Pizza & Smokehouse in Independence and goes through Winthrop, Quasqueton, Rowley, Jesup, Littleton and Otterville. A Lions/Rotary Club breakfast is held before the event, starting at 7:30 AM. Riders may come to Independence Friday evening to either tent camp at Riverwalk Parks or choose from campground facilities or local accommodations for the overnight stay. Over 500 riders are expected.

There are registration fees that support Buchanan County Four Season Trails Association, which in turn, helps build trails in Buchanan County.

The USDA Farm census released final 2012 Census of Agriculture data in early May. It reported record sales ($394.6 billion) and production costs ($328.9 billion) for 2012. Other key findings: • Farms with sales of over $1 million consisted of only 4% of all farms and produced 66% of all farm products sold.

• California ($42.6 billion) led the nation in agricultural sales, followed

by Iowa ($30.8 billion), Texas ($25.4 billion), Nebraska ($23.1 billion), and Minnesota ($21.3 billion).

• Internet access to farms increased from 56.5% in 2007 to 69.6% in 2012.

• In Iowa, farmers earned $17.4 billion in crop sales and $13.4 for livestock.

• Nationally, sales of organic ag products increased from $1.7 billion in 2007 to $3.12 in 2012.

• Renewable energy was produced on 57,299 farms in 2012, more than double the number from 2007.

• More than 173 million U.S. acres were farmed using conservation tillage or no-till practices, accounting for 474,028 farms. Of the 24.5 million crop acres harvested in Iowa in 2012, farmers used no-till on 6.95 million acres and conservation tillage on 8.76 million acres.

The Iowa Board Iowa universities of Regents will discuss a proposal during its June meeting that could result in redistribution of Iowa funding for the three state universities.

According to the Des Moines Register, the board has distributed funding along a 4040-20 split, with University of Iowa (UI) and Iowa State University (ISU) receiving the most and the University of Northern Iowa (UNI) receiving the least.

The proposal came about in part because of a concept suggested last year called “Iowa dollars following Iowa kids.” Although UNI has a greater reliance on state funds than the other two universities, it was noted that UI has a lower percentage of in-state students than the others. UNI had 89% Iowa students enrolled in fall 2013 compared to 60% at ISU and 55% at UI. Funding already budgeted for the 201415 school year will be split with UI receiving 46% ($231 million), ISU getting 36% ($181 million) and UNI obtaining 18% ($89 million). Under the proposed model, nearly $60 million a year of future funding for UI will be redistributed to ISU and UNI. Regents President Bruce Rastetter told the UI Staff Council last Wednesday that, “Iowa typically comes in third as a choice for college of Iowans. We consistently hear from parents that they don’t feel as welcomed on the tour here as they do at ISU and UNI.”
