Junior artists take a hold of creativity with a splash

Rosanne Fortier As gentle splashes of water greeted and cooled off over 40 youngsters who participated in the Art in the Park event on July 24 at Vegreville’s Lions Spray Park and Playground, young artists said, “Look what I did,” as they proudly displayed their artwork and expressed, ‘who they were’ and ‘what they thought’ at the moment with their fellow playmates. The decorating accents of purples and pinks, yellows and magentas and many more colors invited people to
look at their work that resembled flowers, rivers and more in each imaginative piece. McKenna Makowecki’s t-shirt was a hit with the children as they pressed their painted hands on it to display their unique fingerprints. Then the morning was capped with the children having a picnic with their new friends. Parent Link Centre and Vegreville Centennial Library partnered to hold this event. McKenna Makowecki, summer student with
ParentLink explained how this event benefits children. “Art helps to encourage imaginative expression. The children are having so much fun creating different designs, textures and being creative. It gives them a chance to get down and dirty which is always beneficial for children’s development. This event is like a walking canvas.” Jenna Stoyko, one of the Program Coordinators for Parent Link said, “The children learn so many things from doing artwork. This event promotes playing,

which we feel is so important. Painting develops children’s fine motor skills, teaches them spatial reasoning, measuring and consistency and when they work with textures, their sensory development increases. They also learn about different colours, the colour-wheel and colour- mixing.”

Sizzlin’ Summer heats up with dance moves These children from the Sizzlin’Summer program, Move It or Lose It are learning some rad dance moves while they develop great skills such as poise, confidence, fitness, emotional maturity, social awareness and cognitive development. (Rosanne Fortier/Photo)
Rosanne Fortier Moving is a native trait for children. The Sizzlin’ Summer program utilized this when they hosted, “Move It or Lose It” on July 22 at Vegreville Centennial Library. From this program, kids discovered how radical dance moves such as moving a foot to the side and back while they stamped it to form an arc movement was simple to do
yet interesting to create and view. Special guests, Geogina Klammer, Dancing Instructor for Geogina’s Academy of Dance and Jacklyn Homeniuk, a helper who is a student from this dancing school instructed the kids. Klammer spelled out why she believes dancing is so important for children. “Dancing teaches kids poise, confidence and keeps them fit. It gives children the courage to get up on a stage and be proud of what they are doing.” National Dance Education organization states that dancing develops the physical, emotional maturity, social awareness and cognitive development of children. Preschool children primary learn through physical and sensory experiences, which dancing provides.

Downtown Market doesn’t dampen despite drizzle

Rosanne Fortier It might have been citizens’ need to search for a hardto-find item peeking behind the umbrella-style tents; summer-time food or the anticipation of musical gems from Perogies and Jam playing but a light dance of rain on the dawn of July 19 didn’t deter a crowd of hardy souls, who engaged in Vegreville’s Second Downtown Market. This market is hosted to rev ive Veg rev i l le’s Downtown while giving home-based businesses an opportunity to sell their original products, a means to showcase the arts and bring new business owners to Vegreville. Due to safety concerns
because of the wet conditions, Perogies and Jam initially performed at Vegreville Train Station with Faith Swedgen launching the music with her original performances on her electric guitar. Bailey Stefan continued on with her performance. At noon, everyone was in for a treat
when the rain stopped and Perogies and Jam moved to the Street Market. Hence, the music circulated throughout the core of the downtown. The Off Ramp Boys swung in while DaVision by Zero followed. Beren Hollins, who arrived recently from the UK as Vegreville’s newest doctor,
sang and played guitar accompanied by his daughter, Daisy (visiting from near Dundee, Scotland). Barb Mohr accompanied by drummer Rob Hughes was next. Then the Off Ramp Boys finished the delightful entertainment with a mixture of popular country and fiddle tunes. All of these performances were greeted with smiles and applause from the audience. The Vegreville and District Chamber of Commerce and Vegreville Economic Development and Tourism hold these Downtown Markets. The next market will be held on September 6.

Canadian gov’t has spent $684 billion on subsidies since 1981 Mark Milke Troy Media Ever wonder how Canada’s net federal debt reached $671 billion by 2013? Or how net provincial debt among the provinces ended up at $509 billion that same year? Wonder no more. It’s partially due to massive subsidies to corporations, government businesses and even consumers that over three decades amounted to
$684 billion. Statistics Canada once collected useful information about such taxpayer-funded government subsidies. The subsidies include funding for corporations (think selected automotive and aerospace companies), or Crown corporations like VIA Rail, or a governmentowned ferry system to subsidize consumers’ ferry rides. Statistics Canada stopped
tallying up the numbers in 2009 but by looking at what is available from 1981 (and adjusting for inflation to 2013 dollars to get apple-to-apple comparisons), some useful statistics pop out. For example, the biggest subsidies dished out using taxpayer dollars came courtesy of Ottawa, with $343 billion
spent on private corporations, government businesses, and consumers in that almost-three decade period. Next up with a big subsidy bill were the provinces. Collectively, they spent $287 billion between 1981 and 2009. Local governments were See Story............................ Page 8

third with more than $54 billion spent on subsidies in those three categories over almost three decades. Regrettably, Statistics Canada does not provide a breakdown
for how much of the $684 billion was spent (i.e. how much went to private businesses versus government businesses versus consumers). That is unfortunate, as more details here would allow Canadians to debate which types of subsidies
are useful. For example, it’s one thing for a government to subsidize the electricity and heating bills of low-income Canadians (a consumer subsidy); it’s quite another to subsidize private and government businesses. Here is where other sources were more helpful in teasing out how governments subsidize and where. For example, Alberta and Ontario spent a lot on subsidies in the 19812009 period ($49.9 billion and $46.7 billion respectively). According to provincial budget documents, a “chunk” of those figures ref lect provinciallymandated subsidies from provincially-owned utilities that help lower consumer heating
and electricity bills. In other cases, such as in Alberta in the 1980s, subsidies to businesses were substantial, as is evident from a review of provincial budget documents from the period. However, by the late 1990s, annual spending on subsidies (including business subsidies) in Alberta declined by more than 90 per cent when compared with the highest-spending years in the early 1980s (from a high of $4.1 billion in 1983 to a low of $291 million in 1996). A similar decline in the 1990s took place in Ontario and appears driven by a political promise. In the 1994 See Story.......................... Page 13

FCC continues to reinvest in agriculture FCC Submitted A strong agriculture sector and the dedication of more than 100,000 loyal customers have enabled Farm Credit Canada (FCC) to further invest in agriculture, according to the Crown corporation’s 201314 annual report.
For the fiscal year ending March 31, 2014, Farm Credit Canada disbursed $7.7 billion to farmers, processors and suppliers along the agriculture value chain through more than 46,000 loans. As a result, FCC’s loan portfolio grew by $1.1 billion to $26.2 billion. Impaired loans – as a per-
centage of loans receivable – decreased by 0.1% to 1.2%. “FCC’s financial performance ref lects a vibrant agriculture industry. Over the past 10 years, FCC customers have invested in their operations and grown their incomes, while maintaining healthy balance sheets,” said Michael Hoffort, FCC President and CEO, in releasing the report. “Strong business opportunities in agriculture, agribusiness and agrifood have also maintained the steady and stable growth of FCC’s portfolio.” For the benefit of agriculture, FCC continues to partner with other financial service providers – including chartered banks and credit unions – so producers have access to the capital they need to thrive and grow. “Our commitment to agriculture is unwavering because agriculture is all we do. “Common Sense Revolution” party platform from the thenOpposition Progressive Conservatives, the party committed to reducing business and other subsidies. Once in power, the Mike Harris government reduced overall spending on subsidies to $475 million by 1999 from a decade high of $1.8 billion in 1991 under the previous government. Then there is Quebec. According to my conversation with Statistics Canada officials, its subsidies were driven mainly by transfers to corporations and government-owned
businesses (and not much to consumers). They were costly transfers, at $115.5 billion between 1981 and 2009. Again, using other sources to gain a glimpse of where some money went, and back to the federal books using Industry Canada data, it turns out $3.3 billion went to one company, Pratt & Whitney. And using VIA Rail annual reports (as an example of a government business), subsidies to that Crown Corporation from the federal government amounted to $4.5 billion. But back to the “big data” from Statistics Canada. The subsidies were equivalent to $3,268 per taxpayer - every
person who paid income tax in 1984. The lowest-cost year was 1998 when the equivalent cost per taxpayer was $797. In the last available statistical year, the 2008/09 fiscal year (before the massive bailout for General Motors and Chrysler kicked in), the equivalent cost
per taxpayer was $1,507. While few would object to some government subsidies say to low-income consumers to heat their homes - others, such as subsidies to corporations, are something less than prudent. In the future, one hopes Statistics Canada returns
News Advertiser Page 13 to crunching some of these numbers again, and in more detail. That would help the public, politicians, and media better debate and prioritize government spending.

BENOIT, Frances Katherine It is with great sadness that the family of Frances Benoit announces her passing on July 29, 2014 at Two Hills Health Centre at the age of 87 following a courageous battle with cancer. She moved to Vegreville in 1946 and married Noel, the love of her life, in 1948. They were married for almost 61 years and Mom lived on the family farm for 66 years. A happy, funny and optimistic woman, her laughter would fill a room. She saw the best in people and the house was constantly filled with family and friends. She loved adventure and saw the world through the eyes of a child – always curious and always enchanted with the world. Family gatherings, music, dancing, camping, sewing, her garden (especially the raspberries) and sitting around a fire with those she loved around her brought her great joy. She was courageous, resilient and energetic and her faith sustained her when times got tough. She will be deeply missed by all who knew her. A Memorial Mass will be held on Tuesday, August 5, 2014 at 11:00 a.m. at St. Martin Of Tours Roman Catholic Church in Vegreville with Father Michael Schumacher as the Celebrant. Keeping your kids afloat Alberta Health Services Now is the time to wade into the topic of water safety with your kids. The first step is teaching your kids how to swim. Canadian Red Cross water safety program representative Marta Gorski says “as soon as infants can hold their heads up, parents can begin taking swimming lessons with their children. As children move towards five and six years of age, swimming lessons begin to focus on safety, and eventually skills like treading water and swim strokes.” The Canadian Red Cross (redcross.ca) offers swimming and water safety programs for all ages and confidence. “Anyone can learn to swim at any age,” Gorski says. Water safety goes beyond knowing how to swim. You
and your kids also need to learn when to wear a life jacket and the serious risks that come along with being around water. “Water in nature is very powerful. Parents need to recognize the strength of a current . . . Reading the posted signs and doing some research before you head out with your family is essential,”

VVA Introduces Pam Cole VVA Submitted Pam Cole is a multi - talented artist with interests in many art forms. Pam has a studio out on her farm, where she can be seen working on projects or outside tending to her flower garden and yard. She worked with wildlife for 30 years and has always been close to nature. Much of her work and inspiration is rooted in this. As a ceramic artist, she uses the potter’s wheel to create a variety of bowls, plates, mugs and vases. She also hand builds slab creations and sculptures from clay. Pam has worked on stained glass, fused glass and mosaic projects, some of which grace her yard. “Up-
cycling” furniture is a new endeavour for Pam and many tables, chairs and dressers are embellished with her paint, wax and fabric installations. Pam also paints tiles with western scenes that become part of the furniture’s “rebirth”, resulting in unique pieces. Pam has accepted some commission work.
