People had a chance to wave and greet Santa Claus from a safe distance when he and his helpers through the Town of Vegreville’ s neighourhoods on the north side on December 21 and the south side on December 22 for the Second Annual Vegreville Santa Claus Tour.

Community Services Director Phil Rowe said this was an event organized by the Town of Vegreville. They also partnered with Vegreville Emergency Services, Vegreville Fire Department, RCMP and the Vegreville

and District Chamber of Commerce.

“We decided to do this event again because it brought so much joy and hope to our citizens,” stated Rowe.

Vegreville Mayor Tim MacPhee asked Santa and his local emergency response staff, who know Santa quite well, if this could be arranged for the town. And, of course, we all said absolutely!

It went exceptionally well and the weather (temperature) co-operated with us this year. Everyone enjoyed it, especially the children and our seniors.”

I’ve written many times about the spectacle of New Year’s Eve and how many people put such an emphasis on that one day a year. If you are a new year’s resolution fan, the odds are not in your favor.

However, if Jan 31 is a day that inspires you to make positive changes…. All the best to you.

We don’t have to wait for the New Year to hear or think about change. We hear promises for change during election time, we change our clocks (which no one can agree on). Climate change is in the news more than we care to hear and change is thrust upon us almost daily whether it is by way of COVID or some policy that comes with promises of endless sunshine and rainbows.

There is no denying that this is a magical time of year.

Regardless of your beliefs, the lights, snow and all the masked smiles make even this frigid cold a little more bearable. Oh… and let’s not forget all the great food and extra chocolate and other treats.

So with all the positive energy, why not consider change? For

those who still haven’t decided on a resolution, I have a few to think about. Since my year is filled with seriousness and deadlines, I will do my best to NOT take this list very seriously.

At the top of my mind is the guy I saw in the store in Vegreville on the 26th. For him I suggest that even if he doesn’t believe in masking, he should resolve to NOT take it out on the people working in retail. If you don’t like the rules, take it up with those who made them.

On the opposite side of that debate, we all have friends and acquaintances who choose not to mask. How about we don’t treat them like they have the plague and have some understanding that we all make decisions that affect our health.

A similar resolution should be made when it comes to the fossil fuels and green energy debate. Zealots on either side really make no progress. Having open dialogue and discussing how we can get from point A to point B would be positive.

If you are making a change, make it for the right reason. Try working out more; not to lose weight, but to feel better.

How about turning off the phone for an evening and visiting with someone? You may even find a card game or something similar in the mix.

Volunteer. Instead of complaining that there aren’t events in our communities that you enjoy, put some of that energy into joining (or creating) a group that brings events to life and make a difference where you live.

Get out of your comfort zone. Try something new or learn about something that up until this point you have been educated only by Facebook on.

Speaking of Facebook. Be nice. Think twice and type once.

Don’t fall into the mob mentality or echo chambers of vitriol.

Watch a “Ted Talk”. There are enough out there that you can easily find something that you will enjoy.

Lastly, focus. Forget multi-tasking. Scientifically, there is no such thing. It can be your work, a hobby, your family or friends or even meditation. If you are not used to it (I definitely am not), try putting 100% of your focus on one task at hand and lose yourself in it. You might find you enjoy it.

Despite my feelings that New Year’s resolutions are borderline madness, change can be good. You can do it today, on New Year’s Eve or on the spring solstice. If change is in your future, perhaps your inspiration will be New Year’s, the magic of a solstice or this article.

Michelle Pinon News Advertiser Alberta Midland Railway Terminal, (AMRT) celebrated an important milestone on Dec. 15 with the official opening of its headquarters in Lamont County.

Located a few kilometres west of the Town of Lamont, the company has operated a rail logistics centre since 2017.

AMRT provides services to industrial, energy and agricultural customers.

Some of the services it provides include: custom switching and staging, storage, inspections and onsite safety as well as live rail operations training centre.

AMRT continues to expand and completed phase two in 2020.

Fort Saskatchewan-Vegreville MLA Jackie Armstrong-Homeniuk attended the opening and said it was important to recognize that the opening coincides with an important day in Canadian railway history.

“One hundred and twenty-five years

ago, on December 15th, 1896, the firstever revenue train, which was run by the Lake Manitoba Railway and Canal Company went from Gladstone to Dauphin, Manitoba.

That day in December was the first day of business for what is now known as the Canadian Northern Railway. What started as a pioneer short line through Manitoba continued to grow and is now a 9,500-mile transcontinental railway system.

The founders of this railway were visionary Canadians, Sir Donald Mann and Sir William Mackenzie. Their Canadian Northern Railway main line to Edmonton is now a core part of CN’s system that serves shippers in Alberta’s Industrial Heartland and Lamont County.”

She pointed out that the Government of Alberta currently has a taskforce that is looking at various ways to improve transportation and energy corridors in order to help get products to world markets.

“Through railways, we can bring our goods to tidewater, giving Albertans more bang for their buck. Exploring new potential corridors is a key part of the Alberta Recovery Plan.”

90 Years Ago – December 30, 1931 A delegation of about a dozen unemployed, of whom two were local men and the others drifters, met a committee of the town council on Tuesday night and presented “demands” for food and rooms, or work at Union wages. The committee was decidedly unsympathetic, Mayor Holden improving the opportunity by giving the applicants a good lecture. He promised to see what the provincial government would do pending the possibility of deporting some of them, but the town had no relief projects in view for them.

Christmas, Saturday and Sunday were very quiet days in Vegreville. Stores were closed and an air of peace and calm settled over the town. Of course the usual tipsy celebrants made merry on Christmas Eve and to the earnest seeker there was plenty of Christmas cheer to fortify the spirits. But taken altogether it was a joyous and a quiet Yuletide.

The electric reading lamp offered by Chas. Gordon for the best decorated private premises for Christmas, was won by Inspector and Mrs. Doucette, whose cottage was gay with evergreens and blazing with colored lights appropriate of the occasion.

75 Years Ago – January 1, 1947 The use of green at Christmas time is understandable when it is recalled that the idea of decking churches, houses, shops, etc., centres around the use of evergreen. This custom antedates the Christian era and apparently is a survival of the Roman Saturnalia when inhabitants of Rome ornamented their temples and dwellings with green boughs. Red, which is regarded as the most cheerful of all colors, is said to react most quickly on the optic nerve.

Decorations available at the winter solstice include holly, the berries of which are red.

Cattle on Canadian farms this year (census taken June 1) are fewer by 3.5 per cent, than in the record year of 1945. Milk cows numbered e 3,913,900 and other cattle 6,471,000, making a total of 10,385,000. Last year’s total was 10,758,600.

The Wartime Prices and Trade Board has announced that any purchase made on a charge account basis after the 25th of any month may be considered as having been made on the first day of the following month. This action was taken following review of financial data submitted to the Board by the packers which showed an adjustment necessary to offset additional costs.

50 Years Ago – December 30, 1971 The Matheson and Manners rinks from Lloydminster copped the major prizes in the Vegreville Heather Curling Club’s annual cash spiel held a couple of weeks ago. $1,200 was divided among the winners of the twenty six entries with $500 going to the A event; $300 to the B event; $100 each to C and D and four prizes of $50 each. Included in the finals were Matheson, Lloyd.: Manners, Lloyd.: Terry Hlus, Edmonton; Ken Ursulak, Edmonton; Darwin Daviduk, Edmonton; Steve Kashuba, Edmonton; Nestor Dowhaniuk and Rich Ferguson of Vegreville. In the fours Matheson defeated Dowhaniuk and Manners defeated Daviduk with Manners winning the bonspiel finals.

Winning tickets of the Gold Eye Camp $20,000 Lottery sponsored

by R.E.D.A. were drawn for at the Unifarm social. $10,000 first prize, Dan Giebelhaus, Vegreville and $5,000 second prize Willard Chappell of Vegreville. Proceeds of the lottery are to be used for winterizing the facilities at Gold Eye Camp.

A one day seminar on Income Tax Reform was held at Vegreville with chartered Accountants and staff members from Edmonton, Barrhead, Westlock, Bonnyville, St. Paul, Vermilion, Wainwright and Vegreville participating. The event was organized by Wilde, Tetreau and Co. with Mr. Durwood chairing the program.

25 Years Ago – December 31, 1996 Curtis Palichuk C.A. has joined the firm of Wilde Miller Tetreau, chartered accountants. Curtis who is originally from this area, obtained his B. Comm. at the U of A and became a Chartered Accountant in 1972. He brings with him 12 years of experience in both public practice and industry. The Palichuk family, including Curtis, his wife Dee Anna (nee Freed) and their children Natasha and Jonathan have moved to Vegreville.

Brian Henderson and Ken Wilson of Telus presented Sherry Boyko and Val Bogan with $2,939.87 for the Vegreville Christmas Bureau.

The money was raised by 70 participants in a fun run held December 19 and was the highest amount raised in the nine years of the annual run. The youngest participants were Blake and Dylan Boyko and the oldest was Bill Skitch.

Students in grades 1, 2 and 3 at St. Martin’s School put on a lovely recital and choral presentation at their annual Christmas concert. The performance featured all the little creatures – fireflies, lady bugs, sheep, grasshoppers, and birds that went to visit Jesus in Bethlehem.

Trust in the Confidence of Politicians, Health Experts Eroding Marco Navarro-Genie Haultain Research Institute

The heartbreaking death of Nathanael Spitzer, the cancer-stricken boy from Ponoka, exposed a most callous streak in Alberta’s medical bureaucracy.

There’s no forgiving how Alberta Health Services appallingly used a child’s death to promote yet more COVID-19 fear.

However, one should dismiss the promise from Alberta’s chief medical officer of health, Deena Hinshaw, to process deaths of minors scrupulously before reporting in future. It’s empty because the percentage of COVID-19 deaths among children is almost zero in Alberta and all other reporting remains the same.

Her apology raises the question of trust in public authority: Do Albertans trust health bureaucrats and their elected bosses?

The question of trust is essential. Trust is a crucial link between rulers and the ruled. When the population has no trust in public officials, such officials govern without support. Without trust, rulers rule by imposition, merely enforcing and punishing, and when support is lacking, harsher enforcement becomes necessary for compliance.

As governments coerce more, their authority is further undermined. Coercion signals an absence of authority. The harsher use of coercive power is what happens when consent and trust are low.

Trust was an early casualty when governments in Canada reacted to the COVID-19 threat by immediately copying China in imposing draconian lockdowns, but without protect-

ing the most vulnerable. The harsh confinement rules are condescendingly undemocratic: they showed from the start that governments don’t trust their citizens to do what’s right without oppressing them with fears and power.

People will respect rulers because they trust the sources of their authority: the Constitution and laws, knowledge and competence, and sound decisionmaking. Since March 2020, these three authority sources have been battered in the handling of the COVID-19 threat. The federal government and the provinces seem unaware of how they have consistently undermined their own authority.

Our Constitution and laws have been repeatedly bruised with an unchecked and unwarranted expansion of government powers, including: • disregard for due process; • weakening of Parliament; • persecutions and at times brutal police arrests; • choking of free expression and assembly; • trampling of mobility and workers’ rights; • violations of medical privacy; • not-so-veiled defilement of bodily sovereignty; • dismissal of the emergency management authority, which hastened the domination of a medical-industrial complex.

One expects the government to know how to competently govern in emergencies.

Despite the early panic, Canadians hoped their governments would be competent in rolling out pandemic action plans, clearly executing objectives and creating exit strategies for the crisis. Instead, the policy itself became a crisis, with governments’ quickly dismissing existing emergency plans and

County of Minburn Council Approves Regionalization of Fire Services Michelle Pinon News Advertiser The County of Minburn council formally signed off on a 10 year fire services agreement with the Villages of Mannville and Innisfree at its regular meeting on Dec. 20.

According to the Request for Decision, “the agreement will see the County assuming fire service responsibilities for both villages and the surrounding rural areas. The villages will transfer all assets to the County and pay an annual fee for emergency services.

Overall, this will be a financial savings to the County in the realm of $30,000 annually. This amount will fluctuate based on the number of provincial highway responses. The financial impact will be continually monitored to ensure cost efficiencies of this arrangement.

The tentative date for implementation of the agreement is Jan. 1, 2022.”

Mike Fundytus, Director of Protective Services for the County of Minburn, said, “The Village of Innisfree passed a motion to pursue regionalization, but we haven’t formalized the agreement yet.

But with Mannville we have formalized the agreement. So, the Village of Mannville will pay the county a total fee of $12,500 for fire services for the year and that will be an annual cost to them.

That fee is all encompassing for fire services, equipment, supplies, firefighters, and wages.”

Fundytus said they offered $5,000 to the Village of Innisfree, but had not received a formal response from the Village yet. Village of Innisfree Mayor Jennifer Johnson said council agreed with their Chief Administrative Officer’s recommendation that was presented on Dec. 18.

Innisfree Fire Department under partial regionalization basis, and directed administration to continue consultation with the county in regards to the fire services agreement to be executed in 2022.

Village of Mannville Mayor Rex Smith said, “The agreement is not going to change how we fight fires, medicals or highway crashes. Everything is going to stay the same.”

He said the change will be in regards to administration that would result in a cost savings of 50 to 60 percent. “I think moving forward it will be a good thing for the county and village residents. We have a bigger supporter with the county now where Village of Mannville taxpayers would have to pick up more costs on some things if we didn’t go this way. It’s going to benefit both the county and the village.”

Fundytus said there would be no more overlap administratively because the paperwork would be limited to only one municipality. “On the operations side, it doesn’t change much. We were acting as regional service, and this, (agreement) just formalizes it.”

As for any other differences, Fundytus said that, “Instead of fire chiefs reporting to their councils, they will report to myself, and I’ll report to the CAO and council. It just changes the organizational structure.”

In the way of training, Fundytus said the agreement just formalizes the process. “We’ve always had requirements, but we’ve come up with operating guidelines just to standardize it, so it’s clear across both departments, and they will be operating in a similar manner. So, in the case we need mutual aid or more firefighters to come in and help, it’s just an easy transition into having those fire departments working closer together.”

Lamont Wonder Lights add Sparkle to the Holiday Season

Michelle Pinon News Advertiser The Winter Wonder Lights in Lamont are a festive sight to behold and have brought so much joy to residents and visitors alike for many years.

Gary Harrold, Vice-Chair of the Lamont Light Up Committee, said this year 22 volunteers helped out with the display.

Planning began in September and work bees were held Sunday afternoons from late October to early November.

Altogether, 184 and a half hours were spent by volunteers working together to make it operational.

“The display changes each year,” said Harrold as they like to keep the display interesting. They always

find creative and colourful ways to add to the display that attracts hundreds of visitors each year. “During the festive season there are a lot of family groups that come to visit.”

Winter Wonder Lights are located beside the Town of Lamont’s administration office. Harrold said the Town of Lamont has been kind enough to donate the land for the display and cover the utility costs for the committee.

Harrold said they also receive donations from businesses and individuals who gladly contribute for the sake and love of the community.

Winter Wonder Lights is part of the annual Lamont Light Up celebration which takes place in late November.

Harrold said he and his wife got involved with the event

11 years ago by offering pictures with Santa. Since then they’ve gotten involved in the planning and organization of the large scale town-wide event.

Harrold said the event was initiated by Family and Community Support Services in 2004, and since then the event has grown and evolved. The hope is become a non-profit society, added Harrold, and then they would be eligible to apply for grants to support their work and issue tax receipts to donors.

The display will be up until mid-January, and Harrold encourages one and all to come out and experience the magic and wonder of the holiday season.

This is the time of the year we should be spreading cheer so lets all make an extra effort to be kind to each other.

Another challenge some people face is food security. Please consider making a donation to your local food bank to help them cope with one of the busiest times of year. There are food banks in: Fort Saskatchewan, Lamont, Mannville, Two Hills and Vegreville to name a few.

This agreement will help operators implement new affordability supports for parents, the Government of Alberta will be directing $16.5 million in transitional funding to all licensed child-care providers participating in the agreement. Child-care operators work hard to provide quality, affordable care for our families. This one-time, flexible funding is meant to help ease the transition for them and they can use it to address operational needs that may arise. Operators will receive a one-time transition grant of $211 per enrolled space early in the new year.

Village of Andrew CAO Retires After 24 Years of Service

very proud of what she’s done with the village and how the village is, and as a result, I ended up personally purchasing property here, meeting my future wife and moving here. She was a frontline person I got to meet here in Andrew and she made a very good impression.”

Councillor Tammy Pickett first met Pat when she moved to the area in 2001. While she didn’t live in the community, Pickett said she met Pat while doing volunteer work and through her business as the owner of the Andrew Hotel.

Admittedly, Pickett said they had their ups and downs, but coming on council, has a lot of respect for Pat and the information, knowledge, experience she brought to her position. Pickett said she was looking forward to working with Pat and was disappointed that would not be happening as a result of her retirement.

Pat Skoreyko has been at the helm of the Village of Andrew for 24 and a half years, and on Dec. 23 she was surprised with a farewell party. Members of council, dignitaries and a few special guests attended the milestone celebration.

Acting Chief Administrative Officer Sheila Lupul said they’d gotten to know each other pretty well over the years and joked that Pat would miss them after she was gone.

A certificate of congratulations and best wishes was presented by Fort Saskatchewan-Vegreville MLA Jackie Armstrong-Homeniuk.

“On behalf of previous council I’d like to thank you for working so well with us, for putting up with us,” stated Gary Leppek.

I know how hard the job is that you do. Resources are so hard to come by in smaller communities and even harder because you are asked to work with your larger partners at times. So, to come out ahead in and doing well in grants and financing is really amazing.”

"I have great news," I explained. "I just got back from vacation and found out the donations are up more than 20%.

Whatever you have been doing recently, please keep it up!"

To my embarrassment he replied, "That is great news, but I was on vacation too!"

Reaching herd immunity all hinged on vaccines.

Sadly, the vaccines’ immunity doesn’t last and can’t lead to herd immunity. So governments choose to force vaccination and marginalize those who refuse it instead of tackling the growing gap in trust.

The key to good government, when all else is in place, is good judgment. But good judgment has been absent almost uniformly across the country (for a brief time, it seemed Alberta might be the exception). There has been poor judgment in the choices and ad-hock policy response to the virus.

Erratic decisions never signal sound judgment.

Let’s grant that things change quickly during crises, but the crass imposition of tenuous things, although presented as absolute science time and time again, can never inspire confidence. On the contrary, flip-flopping increases confusion among most and defiance among many. There has been even poorer judgment in the divisive blaming, the thoughtless name-calling and the lies, primarily against those who dare to question or protest the haphazard decisions.

Always playing to the crowd, Alberta Premier Jason Kenney says he can’t understand why some persist in their belief about Ivermectin’s validity or why they won’t vaccinate. But that crowd is volatile.

While the fears in which governments are foraging for support will eventually cease, the divisive abuses heaped on the vaccine-recalcitrant will continue to erode public trust – and the trust lost about competence and judgment won’t likely be regained.

Leaders are failing Albertans again. The torqued blaming and punishing of the unvaccinated and the naked attempt to manipulate the tragic death of Nathanael Spitzer are bold demonstrations of power still eroding trust.

Town of Vegreville Council Elects to Shop Local Town of Vegreville Submitted For the second consecutive year, Vegreville Town Council has elected to forgo a Town of Vegreville Staff Holiday Party due to the risk of COVID-19.

Council will instead spend the funds originally set aside for the party on ‘Chamber Bucks’ which will then be distributed to staff as a token of appreciation for their efforts this past year.

‘Chamber Bucks’, a Vegreville & District Chamber of Commerce initiative, work just like cash with the exception being that they can only be spent locally.

“While we’d love to celebrate the season in person with town staff, the risk of spreading COVID-19 not only through our employees but through our community remains too high. They prepaid their taxes to meet payroll until we could borrow funds.” She wanted to give a shout out to that council which consisted of: Dave Frunchak, Dennis Ostafichuk, Eldon Feniak, Keith Olsen, and Dave Diduck.

“In those days there really weren’t any grants. $1,600.60 unconditional grant and up to a $10,000 Municipal Sponsorship Grant. I was the only one left, so we had to hire staff.

It was a valuable education because that’s how I learned about the infrastructure…In those days we had a gas system, and I learned about the water pressure mains and sewer pumps, and all of the essentials you need to know for your infrastructure operations.

Our sewer pipes were relined. That was an 11-year project when the MSI capital grants came in. We also got the Gas Tax Refund, but what the Village of Andrew did, that’s when I’m grateful councils listened to me because we put all our grants into the sewer pipes so we didn’t build the buildings or buy trucks, because I always told council the pretty things that people see are nice to have, like roads and sidewalks, but your underground is essential.”

As far as highlights in her career, Pat said, “Centennial Park, that project is very near and dear to me. Physically, I did a lot of the labour and the planning, and the grant applications and the memorial rose garden, the gazebo, landscape funding and we utilized the recycle tire grant for the roof and the pathways.”

Councillor Benny Dubitz said he met Pat through work as he was the maintenance manager at the seniors lodge. “I started in the lodge in 2000 and she started two years before me. In fact, part of her course was to do income tax that year.” That was a course he taught. “It’s kind of comical in a way.”

Dubitz said Pat has been a wealth of knowledge since he became a councillor a couple of months ago. “Her advice today, always leave something in the cookie jar.”

Mayor Barry Goertz said he first met Pat when he moved to Andrew 15 years ago. He worked with Pat for 12 years as Fire Chief with the Andrew Fire Department. He applauded her for “putting up with council, putting up with residents, putting up with all the highs and lows, going from being poor and on the verge of dissolving to a healthy bank account. We are inherently debt free.”

Goertz also commended her for creating a good rapport with the councils of the day.

So, with her leaves a lot of years of experience. With the new acting CAO and council, Goertz said he is excited for the future and building on the foundation that had been set

by Pat and previous councils.

Pat said she applied for the job of village clerk back in 1997 after the tree nursery was privatized. After Pat was hired, she enrolled in Local Government Administrators certification courses right away.

“One day the former administrator was here and next day he was gone after a meeting. So, I kind of gotten thrown into this.”

She went on to say, the village was in a dire financial crisis. “So, with the first

She wanted to formally recognize her husband Michael, son Quintin, and daughter Jolene. “They’ve totally supported me and been there through good, bad and ugly.

The village is in really good shape. Debt free. Funding in the bank. Most of the major projects are done. So, now is a good time to retire. I will miss the people and the staff.”
