Businesses to express concerns over bylaw Michael Simpson Staff Writer A public hearing scheduled for May 13 at 6 pm has been moved from council chambers to the social center to accommodate a potentially large crowd as business owners prepare to unite and express concerns over aspects of proposed Land Use Bylaw 02-2013 which they feel will be detrimental to their prosperity. A common sentiment expressed by 37 businesses at a meeting hosted by the Chamber of Commerce on May 7 regarding the bylaw was “too much, too fast,” with respect to the changing of zones and imposition of

restrictions on what products may be sold at certain types of businesses. Others feared a spillover effect from decreased profitability at one business might in turn affect their own bottom line. The Chamber of Commerce called the meeting to allow businesses to speak to one another, discuss the bylaw and its impacts – be it positive or negative – to their operation. Chamber of Commerce President Kyle Bodnarchuk made it clear that in calling the meeting, the Chamber was not taking a position on the issue as to whether the bylaw was harmful or not, but rather that it was designed to facili-

tate open discussion among owners only. “There’s a lot of businesses thinking that they were alone in this, and now they’re more willing to express their views. The Chamber simply wanted to make sure there is awareness and everyone in attendance [on May 7] was pleased to feel their voices were getting heard,” Bodnarchuk said. With 45 people representing 37 businesses the Chamber meeting was switched from the boardroom to VALID. Bodnarchuk met later in the week on May 9 with town officials to present the concerns of business owners expressed at the

Chamber meeting, and said the information was well received by the town. “The Town is definitely listening, they want more of the letters that businesses have written so that they Town can make the changes it needs to in the bylaw. The Town is very happy with what we’re doing as far as gathering information to make changes for them so it’s all positive,” Bodnarchuk said. Business owners are being encouraged at this point by both the Town and the Chamber to send letters voicing their concerns to the Chamber to be forwarded to the town, or directly to the

Town office itself so that all the issues are on the table and requested changes to the bylaw can be evaluated for implementation. The public hearing on Monday, May 13 will be another opportunity for concerns to be addressed and possibly acted upon. Vegreville Councilor Greg Kurulok, who sits on the Land Use Committee that has worked extensively on

the bylaw, said the response from the business community has been great. “Certainly we’ve gotten some feedback, and we will listen to business owners on Monday’s meeting. From there the LUB will go back for review and study. Some aspects are relatively easy to address.” See Story............................ Page 6

The pleasure and the pain Adam Kozakiewicz Epic Life Challenge Lots of people have been asking me “How do you feel?” and I always say “great”. That is only half the story, however. Emotionally I truly do feel great, especially with all the support; from people walking with me to Tim Macphee taking the extra piece of chicken at the Kinsman meeting that I did not need to eat. You really jumped on that grenade for me Tim. It inspires me to succeed when people stop to ask me how I’m doing in a very genuine way. I know that they care about my success. On the other side of the coin though there is the very real physical pain I feel after a 4 km walk every Monday and Thursday. I usually take some Ibuprofen and this makes most of the symptoms go away, but every morning I barely make it out of bed to the medicine cabinet. An hour later I’m as good as new. A little bit of pain is the price I that I have to pay to get fit, however. This process is about survival; I have to take care of my weight before I get sick, before it is too late. Like everyone, I want to see my grandchildren grow up, but with the way I was heading before that such a thing might have been hard to accomplish. The second question I get asked is why I chose the Hospital board as my charity. Not everyone knows the list of things that the hospital is working to accomplish to deliver enhanced services, but it exists. Of course, virtually nothing in life is free, and in the case of the hospital this is exceptionally true. Simple things like an obstestrical exam table, a pressure relief mattress, or even

an ultrasonic equipment cleaner cost thousands of dollars. Once you get into vital emergency room equipment such as a ventila-

tor, a glideoscope for intubations, and cardiac monitors get into the tens of thousands of dollars. These are all items that the hospi-

tal has been approved to have by Alberta Health. Even though these things are sitting on a list to be provided to the hospital at some point, the truth is the doctors need them now. Moreover, some items will have to be acquired entirely at the hospital’s expense, and that is where fundraising comes in. Having the equipment needed for emergency situations or critical care scenarios not only saves lives, but also will help attract more doctors to our community. In short, the more gear, the more doctors here. If you’d like to donate money to the St. Joseph’s Hospital Foundation by way

Buhler Industries, with sales currently near $500 million CAD, is currently one of Canada’s largest agricultural machine producers. In 2011, with an aggressive growth plan of 20 per cent per year, Buhler Industries acquired the former Ezee-On Vegreville factory to expand into the tillage and seeding market under the well-known brand names of VERSATILE and FARM KING. Since this acquisition, Buhler Industries has formulated plans to triple production volumes at this factory in the next 2-3 years. Investments in new technology, machines and production improvements have already started and will be increasing substantially in the next several years. This summer, for example, two new paintlines will be installed at a cost of $4.5 million CAD. Given the plans Buhler currently has for the Vegreville factory, senior management is understandably concerned about the proposed draft Land Use Bylaw wherein the Town administration will change current zoning of our property from Industrial to Commercial (C3). With passage of this bylaw, our business plan will be impacted immediately as Buhler Ezee-On will effectively be designated a “legal non-con-

forming” business. Buhler Industries would then be restricted from adding new buildings, upgrading existing buildings, connecting to utilities outside our property or making any number of changes or improvements. As you know, Buhler Ezee-On has a 60-year history of supporting Vegreville’s growth and success. The factory has always been one of the top three employers in town and has continually supported many of the other businesses in town. In addition to Buhler Ezee-On’s business, our employees and their families help to create a number of other jobs in town by consuming various goods and services. Also important in this is the fact that Ezee-On (and now Buhler) employee salaries have always been above the town average. In closing, Buhler Industries believes it has valid concerns regarding the proposed Land Use Bylaw No. 022013 as drafted. It is the company’s position that property owned by Buhler Industries should remain zoned as M2. A more recent start-up company, (Canadian Modular Building Systems Ltd.) has had its property zoned M2 despite the fact that its land is on the border to the residential zone. We can assure everyone concerned that our current property base is sufficiently large enough to accommodate all our future development plans and we will not require additional land. Kurulok was referring to items such as restrictions on certain types of products that a business is allowed to sell, such as trailers over 25 feet, which had some automotive and recreational dealerships worried. “Others, such as conflicting land uses, might be a little more complicated. Obviously at this point we’re not making second and third readings on the bylaw on May 13.” “After hearing everyone’s concerns and doing some review, we will have another public forum with presenta-

tions on any potential changes that we’ve made,” Kurulok said. “I don’t anticipate that we can solve everyone’s issues, but once the document has been revised it will be available to the public.” Dates on future public hearings after the upcoming Monday meeting haven’t been set yet. reasons. On the zone map my business Tapping Health is in a Direct Control Zone. My business plan and my purchase of that building was dependant on the expansion of multiple small businesses as well as the service of the community through rental space. With Direct Control in place, I am very much at the mercy of

current council and direction at the time of development. Oftentimes entrepreneurship is a very organic process of fitting sometimes different businesses with common principles in the same space. Thorowsky and teammates earn gold in Boston Aniquea Thorowsky Submitted

Austin Thorowsky is a student that attends Grade 11 at

Vegreville Composite High School. He was born with Spina Bif ida and Hydrocephalus. He uses a wheelchair full time. Sports are harder for him, since nothing is adaptive in a smaller community. So, as his parents, we learned about sledge hockey when Austin was around 10 years old. Once Austin’s health and surgeries were finally at a

standstill we took him to Edmonton to watch a practice at the Donnan Arena near Capilano Mall. From that day forward Austin has not looked back. The only thing he knew when he went on the ice was how to use the Sledge. He never was interested in Hockey, so he

had to learn the rules of Hockey. The coaching has been awesome. He has played with The PSA Blades for 6 years and this last year moved up to the intermediate level for the PSA Dogs. On April 21, we held our league tournament and The PSA Dogs brought home The Bronze Medal. Austin also practices with The Edmonton Impact team at a senior level as well so he is able to get a lot of ice time each week. Austin’s teams are able to travel to different tournaments within Canada and recently to Boston MA USA. The PSA Blades do a lot of fundraising so our young athletes can have the opportunity to travel and have some competition. So the PSA See Story.......................... Page 17

Each school acts as ambassadors for their province, touring the visiting group of students and their chaperones around local and provincial landmarks and sights. Roy has coordinated 11 SEVEC exchanges at Vegreville Composite High School; 5 to Quebec, 2 to Prince Edward Island, 2 to Newfoundland, 1 to New Brunswick and 1 to British Columbia.

expanding into my vision which will definitely have diversity of services offered. This is a very common practice in entrepreneurship as we see businesses tie together in unique ways. I have started to really experience the benefit of this shared space practice as we now serve Vegreville School of Ballet and Zumba classes. I really

feel that we need to reconsider the zoning of the town in this way as it limits business growth and leaves final decisions arbitrary to individuals and council. This can limit long term businesses ready for expansion or seedling businesses just getting their legs steady. This is also very costly both to the town to manage and to the business to attempt to run and sell.

I am all for future planning of the town, but I feel we need to focus on compliance for general building regulations first. I know firsthand how buying a building that was not checked for compliance can affect your start up. The initial approximate $10,000 I had to put into my building was related to non-compliant fire and safety regulations. If we are already having trouble

with building compliance on basic regulations then complicating the bylaws further makes no sense. A more simple, well drawn up general business bylaw is what is needed rather than a nit-picky, pidgeon-holed one. I am also concerned that some of our local businesses that are legacy businesses (generations of family owned and operated) are being treated poorly. As a community member I ask council to be aware of already committed businesses in place and allowing them to thrive and expand forming stable growth as well as attracting new business with less red tape. We can remember when we used to ride in “Baby” for miles. When we were five years old you would drive us to school. We’d think gosh riding with grandpa isn’t this cool. And of course we would always stop at the store. But we always wanted grandpa to drive a little more. Grandpa, your “Bud” graduated and started University, we wish you could have seen. “Tashie” got 100 on her social test and made the “A” volleyball team. You lit up our world and put a lot of love in our hearts. We still feel you and we aren’t very far apart. Because we know that you are the angel that watches over us, After all there is no one else in the world we would rather it be. We still miss you and wish you were here, We only have to think of you and shed a big tear. He had to take you home so you wouldn’t suffer any more pain. Now you are in heaven and we can’t sit on your deck anymore and watch it rain. We just want to tell you that you’re always in our hearts. Even though we still cry, we know we’re not apart. Blades saw a chance to attend The 2013 NE Invitational Sled Hockey Tournament in Westfield, MA which was held from April 26 – 28, 2013. We were able to fly as a team, stay at hotels and play some sledge hockey. There were eight teams for the adult and eight for the junior levels.

There was an A and B pool. The PSA Blades were in the A pool and on Friday April 26 played a game at 8:30am and won by a score of 3-0 with Austin scoring two of the goals. Then the Blades played on Saturday April 27 at noon and won by a score of 4-1 with Austin getting another goal. Next game was 3:30 p.m.

and the team won this one 30. In that matchup, Austin got another goal. They played the Gold Medal game that Sunday, April 28, at 1:30 p.m.

and won that match 2-0. Their hard work as a team paid off, leaving the PSA Blades as Gold Medalists!

OBITUARY

Olivia Irene Johnson (nee Cherniawsky) June 8, 1943 – May 5, 2013 With deep sadness we announce the passing of Olivia Johnson of Edmonton, Alberta at the age of 69. Olivia is lovingly remembered by her mother Eva Cherniawsky, her brother Terry Cherniawsky and her sister-in-law Wilma Cherniawsky as well as nephews, Donald Cherniawsky (Arlene) of Vegreville, Robert Cherniawsky (Linda) of Vegreville, and nieces Debra Cherniawsky-Durrer (Dennis) of Vegreville and Sandra Cherniawsky (Deon) of Evansburg. Predeceased by her father William Cherniawsky in 1958. Olivia was born in Clandonald, Alberta and resided in Edmonton. Her early years were spent on the family farm in the Warwick area. She then moved to the city where she was employed by the Red Cross. Olivia enjoyed camping , reading and the company of her close friends. Her love of current affairs and world politics kept her close to her radio which prompted many spirited discussions both on and off the air. A Celebration of Olivia’s life will be held on Tuesday May 14th at 11:00 a.m. at Autumn Rose Funeral Home in Vegreville followed by inurnment at Riverside Cemetery where she will be placed to rest near her father William Cherniawsky. needed. Ms. Hyshka, Grade 1 Ukrainian Bilingual teacher, Mr. Howell, Grade 5/6 teacher and some of the parents also assisted the Grade 1 and 5/6 students with their creations.

The students told each other that it was amazing what they just drew on the egg and Ms. Hyshka could be overheard saying, “That is so good. Isn’t that egg lovely? She’s so young and

yet she does such a good job.” Pysanky are eggs decorated using the wax-resist method. This activity was part of the Ukrainian Orthodox Easter (Pascha)

celebrations hosted during the Holy Week for people who follow the Julian calendar, which is the most significant event according to the Orthodox Church.
