The North Pine Farmers institute was formed 87 years ago to improve the lives of people living in the north peace area of BC. In 2007 rumors surfaced of the demolition of the closed Cargill elevator in FSJ. This news encouraged local producers to develop a plan to save the structure and get it operating again as a viable business serving the needs of farmers in the region. NPFI became the vehicle to save the elevator and rail head access in Fort St. JOhn The result of a lot of hard work, as well as support of local municipal and the provincial government, was the reopening of the elevator in 2010 with Viterra as the operating partner. In 2013 Viterra was purchased by Glencor, and as part of the the purchase agreement, had to leave some points to maintain competition. This resulted in Richardson Pioneer taking over the facility in FSJ. In March of 2016, Richardson Pioneer gave notice that they would cease operating in FSJ at the end of August, 2016. The elevator had fallen into some disrepair. The elevator committee of the NPFI developed a plan for upgrading the facility and approached Viterra about returning to operate the facility. The offer met with the favor of the company and a deal was struck. Viterra opened for business in October of 2016. As well as the Elevator, a chemical storage shed was part of the assets of the NPFI, which had not been operated in many years. Since Viterra is no longer in the crop input business, a partner was looked for to bring this service to the local community. Foster’s Seed and Feed Ltd from Beaverlodge, AB expressed interest in operating this facility, and after lengthy negotiations, a deal was struck. Upgrades were done to the building as new regulations require, and Fosters have taken possession. An office still needs to be put in place and some landscaping done. The opening celebration was held at the North Peace Cultural Centre in Fort St John on Tuesday
Feb 28, with more than 80 in attendance. Presentations began at 10am with Esdern Hanson,(vice chair of the NPFI) doing the introductions. Speakers included Wade Cusack, president of the NPFI, Larry Hurley from the NPFI finance committee, Gordon Hill presenting the history of the NPFI, and Bruce Christenson from the city of Fort St John, and Karen Gooding from the Peace Regional district. Bob Willoughby representing Viterra introduced the Viterra staff present and thanked the committee for all their work and expressed optimism for the future of the grain business in FSJ. He introduced Wendy Kaplan, Viterra’s manager of country grain buying. She gave a very interesting update on the operation of the grain handling and marketing system. She answered many questions from the floor, not always with the answers people wanted to hear, but honestly and sincerely. The final speakers were Doug Thiessen and Allan Gifford representing Foster’s Seed and Feed Ltd. They expressed confidence in the future of agriculture in the area, and thanked the NPFI for the opportunity to be part of it.

New program supporting family ranchers, rural economies
Small ranches and livestock farms in B.C. are getting help to meet upcoming national livestock traceability requirements that will help track livestock movements in the event of an animal health investigation, and also offer the opportunity for ranchers to reach new customers who focus on the awareness and promotion of where they source their food. The governments of Canada and British Columbia have partnered to fund the Livestock Tag Reader Rebate Program to help small ranchers trace and document the movement of their animals throughout the food chain. The program will cover 70% of the costs of equipment, up to $3,500, that beef, pork, sheep, goat and venison producers will need to adhere to federal traceability protocols. Up to $100,000 of program funding will be available to small producers in 2017-18.
the ranch to the abattoir, which offers interested retail operators the opportunity to promote exactly where their meat has come from. Program applicants must be B.C. livestock producers that are registered in the BC Premises Identification Program. The program targets livestock operations that have generated less than $30,000 in annual farm receipts for each of the previous two years, to help small livestock producers comply with anticipated federal government traceability regulations. Operators of larger ranches and livestock operations can access funding to implement traceability systems, including support for tag-reader purchase through the ministry’s On-Farm Food Safety and
Traceability Program. The program is one of the ways the B.C. government is taking action to strengthen, grow and diversify rural communities and will build on the immediate investments and long-term action plan outlined in B.C.’s Rural Economic Development Strategy which are expected to create over 26,000 jobs and add $2.8 billion to provincial GDP. The Livestock Tag Reader Rebate Program is funded through Growing Forward 2, a federal-provincialterritorial initiative that provides a $3-billion investment over five years in innovation, competitiveness and market development.
Eligible equipment includes verified readers for radio frequency identification (RFID) tags, which are applied to an animal’s ear, as well as the installation of related software and training for handheld or panel readers. The traceability process provides verified tracking of individual animals from

B.C. farmers’ markets benefit from Buy Local funding Farmers’ markets all over the province are enticing British Columbians with locally grown and produced products, fresh from their own backyards. The B.C. government’s Buy Local program is providing six local farmers’ markets with a combined total of $57,055 in funding. The Buy Local program is helping agrifood companies promote their products through buy local initiatives. The Coquitlam Farmers’ Market Society is receiving up to $7,830 in funding to advertise through a social media campaign, creating promotional materials and updating the organization’s website to bring more visitors to their year round markets.
Farmers’ markets play an increasingly important role in the economic impact of a community and increasing the sales revenues of B.C. producers. With the goals of reconnecting local producers with suburban consumers, and citizens with each other, the Coquitlam Farmers’ Market Society operates one of Metro Vancouver’s longest running suburban farmers’ markets. The Poirier Street Market is a weekly outdoor summer market that is celebrating its 21st year in the community this season. Along with over 65 vendors, visitors will find food events, demonstrations and workshops, entertainment and kids’ activities and crafts. During the colder months, the Port Moody Winter Farmers’ Market offers a weekly indoor/outdoor winter market with over 35 vendors and visitors can learn about gardening, growing their own food and participating in special cooking classes.

Ag Safety Week is March 12-18, 2017. Alberta Agriculture and Forestry (AF) has a number of resources and programs available to help keep children safe on the farm. “For many young Albertans, farming is a key element in their lifestyle,” says Janice Donkers, farm safety youth coordinator, AF. “Children growing up on a family farm have many opportunities to gain rewarding life experiences, whether it’s increasing responsibilities of age-appropriate tasks, learning the importance of hard work, or understanding the value of a dollar.” However, given the dual role of farms as homes and workplaces, children are inherently exposed to agricultural hazards and the possibilities of injuries through play, work, and the passive observation of adults at work. In fact, between 1990 and 2013, the Injury Prevention Centre, based out of the University of Alberta, recorded a total of 75 agriculture-related fatalities of children under the age of 15. This is an average of three deaths each year. “The three most common causes of farm-related fatalities for children are being run over by equipment, drowning, and death resulting from equipment rollovers,” says Donkers. “It’s important for community members to know what they can do to help raise children in their communities to celebrate the benefits of life on the farm while also keeping them safe.” Donkers says a popular approach to promote farm safety awareness and education among children and their families is to organize a farm safety day camp. These community based events are typically organized
and offered through local schools or community organizations. In most camps, children move in small groups through a number of stations or sessions where they learn about specific safety topics, such as equipment, chemical, or livestock safety in presentations lasting no more than 20 minutes, depending on the age of the children. “Organizers can customize the sessions based on what works best for their farm families. They may choose to educate about topics that have in one way or another made an impact on their community, such as ATV or dugout safety.” For anyone interested in organizing a farm safety day camp, AF offers a comprehensive day camp planning manual. “The manual provides organizers an easy step-by-step guide for planning a customized day camp,” says Donkers. “The format of a day camp allows participants the opportunity to enjoy the atmosphere of a camp-like setting while also learning about safety and health on the farm.” Another way children can learn about farm safety is through the Farm Safety Kids Club (age 0-8) and Safety Wranglers (ages 9-14). “By signing up for one of these safety programs, participants will receive two annual newsletters that cover specific farm safety topics such as helmet safety, livestock safety, and hearing safety. Each newsletter is filled with fun activities and experiments that teach children how to recognize farm hazards and prevent injuries.” For more information about these resources and programs, visit the Alberta Farm Safety Program website at www.agriculture.alberta.ca/farmsafety.

Guess what? It’s Canadian Agriculture Literacy month March is Canadian Agriculture Literacy Month (CALM). “CALM is an initiative that encourages children to learn about and cel-
ebrate agriculture in various ways, including reading books about agriculture, meeting with farmers, exploring the full production cycle of
food from farm to fork, and exploring careers in agriculture,” says Karen Carle, ag education consultant, Alberta Agriculture and Forestry. “The focus of the month is on building an awareness for students on the connection they have with local farmers and to the agriculture industry.” This year sees the event expand from a single week to an entire month, and has the theme of Our Food. Our Story. “Due to increasing demand by schools to participate, CALM now lasts all March,” says Carle. “This gives us to the opportunity to spend further time celebrating and sharing the agriculture story with more students, and in more schools, across Alberta.” New this year is a Twitter live video competition. “It’s your chance to share a story about food using Twitter Live or Periscope using the Our Food. Our Story theme,” says Carle. “To enter the contest, you must add #MyFoodStory & #CALM17 in the description of your video. Three videos will be randomly selected from across the country, and the winners will each receive $250 that can be donated to a charity or school of their choice.” Carle says there are also a number of free resources available for teach-
ers. “These include Michael and Mia: Stewards of the Land, which is a story for upper elementary students about two children who take on growing a vegetable garden on their parents’ farm, and a new book for mid-elementary students called Alex’s First Seed. It’s a story about an earthworm who makes compost to nurture a seed into a full-grown vegetable.” There are also many activities taking place around the province. “For example, the Reynolds-Alberta Museum is participating this year with a number of their agriculture programs, Ag for Life is doing madein-Alberta breakfasts and in-school programs, and Agriculture in the Classroom is connecting grade four students with people in the industry so they can learn about agriculture.” Carle adds it’s very important to have events like CALM. “Our population is becoming increasingly urban, and many families are two or three generations away from the farm. Inappropriate urination in dogs: possibly a medical problem? By Mira Kelada One of the most common questions asked at a veterinary clinic is about inappropriate urination in dogs. This problem can be extremely frustrating and is not tolerated for very long before owners seek a professional opinion. Inappropriate urination can be expected in young animals that are not yet house trained. But when dogs begin to urinate inside the house or leak urine it is worth further investigation as inappropriate elimination can be due to a medical problem. In order to determine if your pet is urinating excessively or inappropriately due to a medical problem your veterinarian will ask many questions. They will ask when, how often, where, and how much your dog urinates. Additionally, your vet will ask you if the urine smells strange or if it contains visible blood.

In middle aged to older dogs, urinary tract infections can cause them to urinate inappropriately. Dogs may pee inside or produce foul-smelling urine. Just as in puppies, urinary tract infections in older dogs can be treated with antibiotics. To diagnose a urinary tract infection, your veterinarian will collect a urine sample from your dog. A small percentage of spayed female dogs will develop incontinence during their lifetime due to hormonal changes in their body. This problem can be treated with several medications once it is diagnosed. Also, chiropractic work may also benefit a dog’s urinary
incontinence issues. Dogs can also get bladder stones, which can cause blood in the urine and can also block their urethra – this is an emergency! Examination of the urine under the microscope as well as x-rays can help identify if stones are in your pet’s bladder or urinary tract. Finally, your pet may be drinking more and urinating more due to a hormonal problem. Several diseases such as diabetes and Cushing’s disease can cause your dog to drink more and urinate more. Before you jump to a conclusion that your dog is behaving badly in the house, it is worth investigating whether or not they have a medical problem. If you have any questions about your pet’s urination habits, don’t hesitate to call your veterinary clinic.
There are several medical reasons why a dog may have inappropriate urination at every stage of life. Puppies that are not house trained will often pee inappropriately. However, if you have a puppy that leaks or dribbles urine, especially after lying down, it is possible that they have a urinary infection or a congenital problem with their urinary tract. Bacteria typically cause urinary tract infections and the irritation in the urinary tract causes puppies to pee when they aren’t supposed to. Urinary tract infections in dogs can be treated with antibiotics. Rarely, congenital urinary tract problem in puppies cause inappropriate urination. The ureter, which transports urine from the kidney to the bladder, can enter the bladder in the

Chef Hal’s spring time recipes: pea pancakes
Ingredients 4 SERVINGS 1 cup shelled fresh peas (from about 1 pound pods) or frozen peas, thawed 1 teaspoon kosher salt plus more 3 large eggs 1 cup low-fat cottage cheese 1/4 cup all-purpose flour 2 tablespoons vegetable oil plus more for skillet 4 scallions, thinly sliced, plus more for serving 1/4 cup (1/2 stick) salted butter, melted
Preparation If using fresh peas, cook in a small saucepan of boiling salted water until tender, about 3 minutes (if using frozen peas, do not cook). Drain. Purée eggs, cottage cheese, flour, 2 tablespoons oil, and 1 teaspoon salt in a blender until smooth. Transfer batter to a medium bowl and stir in peas and 4 scallions. (Batter should be thick but pourable; stir in water by tablespoonfuls if too thick). Heat a lightly oiled large nonstick skillet over

Ricotta gnocchi with leeks and fava beans Ingredients 4 SERVINGS 1 15- to 16-ounce container whole-milk ricotta cheese or 15 ounces fresh whole-milk ricotta cheese 1%20%20%20%20%C2%A0 1 small leek (white and pale green parts only), halved lengthwise, thinly sliced crosswise 1%20%20%20%20%C2%A0 1 large egg 1/2 cup freshly grated Parmesan cheese, plus additional for serving 1 teaspoon salt 1/4 teaspoon ground black pepper 1/8 teaspoon ground nutmeg 2/3 cup all purpose flour, plus additional for dredging 1%20%20%20%20%C2%A0 1 cup shelled fresh fava beans or frozen double-peeled, thawed 1%20%20%20%20%C2%A0 1/2 cup (1 stick) butter 12 fresh sage leaves
under cold water; drain. Using hands, squeeze leek dry. Mix ricotta, leek, egg, 1/2 cup Parmesan, salt, pepper, and nutmeg in bowl. Stir in 2/3 cup flour. Cover and chill mixture at least 1 hour and up to 1 day. Line rimmed baking sheet with parchment paper. Place flour for dredging in flat bowl. For each gnocchi, shape 1 tablespoon ricotta mixtureinto ball, then drop into bowl of flour, tossing to coat. Transfer gnocchi to baking sheet. DO AHEAD Can be made 4 hours ahead. Cover with plastic wrap; chill. If using fresh fava beans, blanch in small saucepan of boiling salted water for 2 minutes; transfer to bowl of ice water. Peel beans. Melt butter in large nonstick skillet over medium heat. Add fava beans and sage leaves.
Sauté until butter browns, favas are tender, and sage leaves are crisp, about 5 minutes. Set aside. Bring large pot of salted water to boil. Working in 2 batches, add gnocchi and cook until tender and cooked through, about 5 minutes. Using slotted spoon, transfer to skillet with fava beans; toss to coat. When all gnocchi have been added to skillet, toss over medium heat to warm. Serve with Parmesan. Market tip First-of-the-season fava beans are smaller, have tender skins, and don’t need to be peeled after shelling. If shopping for favas later in the season, make sure to peel the shelled beans to remove the tough, bitter outer skin.
Preparation Set large strainer lined with double-layer damp cheesecloth over large bowl. Place ricotta in prepared strainer; cover with plastic and refrigerate overnight. rections (long grain is probably best; my medium grain was sticky) 2 lbs ground beef 28 ounce can diced tomatoes 2 tablespoons tomato paste 1/2 teaspoon minced garlic 1/2 teaspoon salt 1/2 teaspoon black pepper Cook rice. In a large nonstick skillet brown ground beef and break up into pieces. Add tomatoes, tomato paste, garlic, salt and pepper. Add bacon grease and stir well. Cook over medium heat until rice is done. Add rice and stir well. Cook for several minute until bubbling hot. Taste test for seasoning and serve hot.

It’s Canadian Agricultural Safety Week 2017 Canadian Agricultural Safety Week (CASW) takes place from March 12-18, 2017. “CASW is a yearly farm safety awareness campaign that runs every spring in March,” says Kenda Lubeck, farm safety awareness coordinator, Alberta Agriculture and Forestry (AF). “It’s a time to reflect on the importance of farm safety to the health and well-being of all Alberta farmers, their workers, and families. The majority of farm-related injuries are preventable, so it’s important for farmers to put a plan in place to eliminate or minimize risks.”

The theme of this year’s CASW is Be an AgSafe Family – Appealing to Adults.

Wearing an AgSafe Ribbon encourages conversation on what people can do to prevent farm-related injuries on Alberta farms. “Be an Ag-Safe Family is a three-year campaign aimed at empowering rural Albertans with the information they need to help keep kids, adults and seniors safe on the farm. 2017 Canadian Agricultural Outlook is a forecast to $23.9 billion as a result of downward pressure on North American red meat prices from growing meat supplies in the United States, with a further decline of 4% for 2017. Crop receipts are expected to increase 2% to $32.6 billion in 2016, and increase by a further 1% to $32.9 billion in 2017. With lower market receipts anticipated in both forecast years, program payments are expected to make up some of the shortfall, increasing by 24% in 2016 to $2.6 billion, and by a further 22% in 2017 to reach $3.2 billion. Farm operating expenses are forecast to decline by about 1% in 2016, to $44.2 billion, and increase by 2% in 2017 to $45.1 billion. The report is prepared in consultation with provincial governments and Statistics Canada and can be used as a benchmark for governments and industry as they plan for the years to come. Highlights Net cash income in 2016 is estimated to experience a modest 2% annual decline to $14.8 billion. A decline of 7% to $13.8 billion is expected in 2017, however 2016 and 2017 are still expected to be the second and fourth best years on record, respectively. New livestock program to support family ranchers and rural economies Small ranches and livestock farms in British Columbia (B.C.) are getting help to meet upcoming national livestock traceability requirements that will help track livestock movements in the event of an animal health investigation, and also offer the opportunity for ranchers to reach new customers who focus on the awareness and promotion of where they source their food.
through Growing Forward 2, a federal-provincialterritorial initiative that provides a $3-billion in-
vestment over five years in innovation, competitiveness and market development.
The governments of Canada and British Columbia have partnered to fund the Livestock Tag Reader Rebate Program to help small ranchers trace and document the movement of their animals throughout the food chain. The Program will cover 70% of the costs of equipment, up to $3,500, that beef, pork, sheep, goat and venison producers will need to adhere to federal traceability protocols. Up to $100,000 of program funding will be available to small producers in 2017/2018. Eligible equipment includes verified readers for radio frequency identification (RFID) tags, which are applied to an animal’s ear, as well as the installation of related software and training for handheld or panel readers. The traceability process provides verified tracking of individual animals from the ranch to the abattoir, which offers interested retail operators the opportunity to promote exactly where their meat has come from. Program applicants must be B.C. livestock producers that are registered in the BC Premises Identification Program. The Program targets livestock operations that have generated less than $30,000 in annual farm receipts for each of the previous two years, to help small livestock producers comply with anticipated federal government traceability regulations. Operators of larger ranches and livestock operations can access funding to implement traceability systems, including support for tag-reader purchase through the Ministry’s On-Farm Food Safety and Traceability Program.

Former theatre has date with the wrecking ball JONNY WAKEFIELD Staff Writer
More than 60 years after opening its doors as one of Dawson Creek’s first movie houses, the Crest Theatre has a date with the wrecking ball.
The former 500-seat, single-screen theatre located on 102nd Ave. is set to come down this spring, after City of Dawson Creek staff approved a demolition permit for the site. The Crest, which found new life as a bingo and pool hall and youth care
facility in its later decades, has sat empty for a number of years. According to the website cinematreasures.org, the Crest was built in 1953 for the Dawson Creek Theatre Company, which also operated the city’s Northland and Vogue Theatres. Cecil B. DeMille’s circus film The Greatest Show on Earth won the Academy Award for best picture that year. The building is now owned by CFA Investment Inc., which also owns City Furniture. After two or three years on the market, the company decided to demolish the building, a City Furniture staffer said. It’s not clear when the building
ceased to be a theatre. According to a 1997 Peace River Block News article, the Crest became a bingo hall and was later converted into a Nawican Friendship Centre-run youth care facility. Three other long-empty structures in Dawson Creek have been demolished in the past year. Demolition crews removed the Grandview School, Centennial Pool and the former regional library building last summer. All of those buildings were owned by the city. Celtic Construction will demolish the Crest this spring, according to a city report. reporter@dcdn.ca

Caribou populations in the South Peace appear to be stabilizing after the species was brought to the brink three years ago, but wildlife experts disagree on the role B.C.’s controversial wolf cull is playing in that recovery. Two-hundred and twenty seven wolves have been shot from helicopters in the South Peace since B.C. began the program in 2015. The province launched the cull to protect caribou and other ungulate populations, which have been severely reduced due to habitat loss and other factors. The program is only in its third of five years, according to the Ministry
of Forests, Lands and Natural Resource Operations says, meaning it’s too early to say for sure whether the cull is helping caribou. But the ministry is cautiously optimistic. “Initial indications are that the program for the South Peace caribou herds (in conjunction with other efforts) has been effective so far,” a ministry spokesperson said in an email. Last year, the Quintette caribou herd had 62 animals, an improvement over its pre-cull population. and other predators. It’s a trend seen across the province: there are now around 19,000 caribou in B.C. compared to as many as 40,000 at the turn of the last century. Earlier this month, the province announced $27 million in new funding aimed at shoring up caribou. In addition to predator management, the money will go toward habitat protection and restoration, research and monitoring, maternal penning, and increased enforcement of wildlife protection laws. BCWF regional president Gerry Paille said the province will need to use all those tools, including culls, to help caribou populations. “We know that higher road densities and skidoos and logging and oil and gas activity are all pretty important (factors) in terms of the health of the caribou herds,” he said. “As far as the predators go, they need to be managed just like any wildlife species.” But Anne Sherrod, caribou campaigner with the Valhalla Wilderness Society, said the province isn’t doing enough to address habitat loss, which she says is the root of the problem. “There really isn’t an end in sight in the habitat destruction,” she said. “Basically what we’re getting with the slaughter of the wolves is a ruse: that if we kill the predators of these animals, we can destroy all their habitat and keep them alive. It’s being used as a substitute for habitat protection.” Past culls haven’t worked in isolation, she added. A cull in Alberta that saw more than 1,000 wolves killed over the course of several years only managed to prevent ungulate populations from shrinking further, Sherrod said. Peace region Women’s Institutes look for members Women’s Institutes located in the Peace region want to keep their brand and membership going. “We want to move forward and are looking for a bit of a call to action,” says Landry WI member Ruth Veiner. The group, with locations throughout Canada, is for women interested, informed and involved in building a better tomorrow. The B.C. chapter has been active since 1909 while the group has existed since 1897. Peace Region groups are Baldonnel, Doe River, Landry, Nor’ Pioneer, North Pine, Rolla, and West Saskatoon. Veiner says groups take on the motivations and concerns of its members. “Whether that is something wide like general health, specific like the a hospital or roads, we’d like to hear from women, members and potential members.” Doe River member Judy Russell says she is interested in the more individual skills and passing them on. “This like how to quilt, how to can. Producing and preserving food,” she said.
Veiner says members are the WI’s strength. “We have had four provincial presidents from the area which has helped and enriched ours as well,” she says. There are more than 100 members in the north and south Peace regions. Veiner notes new members help the cause. “They revitalize.” Russell says monthly meetings or more frequent get-togethers happen during events. “We can let people know where we are going what we are up to,” she says. “The meetings are key to exchanging ideas, information and even speaker ideas.” Ethel Dyck is a five-year member with the Doe River group. Potato acres could rise up to feed new plant By Richard Kamchen A proposed new potato plant in southern Alberta may significantly increase provincial acres dedicated to the crop, according to an MNP analyst. “Types of specialty crops grown may be impacted by the recent announcement of Cavendish’s new potato plant in Lethbridge,” writes MNP business advisor Bruce Warkentin. “This may increase potato acres of up to 8,000 to 10,000 from the existing 40,000 acres.” Expansion expected Given potatoes require about a four-year rotation, a potential additional 40,000 acres might be required to facilitate the expansion, he adds.

Cavendish Farms in December announced its intentions to replace its current, aging Lethbridge potato processing plant with a new $350-million facility. Maritime Canada-based Cavendish says the new plant will allow the company to more than double its annual production capacity. Construction is set to begin in spring 2017 and be completed by summer of 2019. To put into perspective the increase of potato acres by 10,000, (or 40,000, counting rotation), there are approximately 1.4 million acres with water rights in the 13 irrigation districts in southern Alberta, Warkentin notes. All about the history of the Alexview Cemetery Land located on the NW 15-81-9-W6 was first surveyed for a cemetery in 1969. The land was donated to the community by Herman Haugland. There was a stipulation that it be called the Alexview Cemetery in the memory of Alex Hutchison, who has once owned the land but had lost his life in a tragic combine accident in 1956. Lewis Toews was chairman of the cemetery board with directors Nelius Haugland, Harry Fox, and Winston Woods representing the communities. Don Seekins acted as secretary for the first few years. Glen Wyant fills this position. Maintenance is shared by the communities as a whole and plots are provided free to families living in the area. Grain market update: Focus on wheat ...what? Grain markets surged early last week amid speculation on potential changes to the U.S. Renewable Fuel Standard, but late-week profit-taking trimmed gains. This very fluid situation will likely keep market volatility high as rumours will continue until there’s an official announcement. Aside from the RFS situation, traders continue to monitor the South American crops and weather for price direction. USDA’s supply/demand report (Mar. 9) should feature just minor fine tuning to the domestic U.S. balance sheets. PFCanada believes ag markets will largely be a range trade affair in weeks leading up to spring planting. Thus a strong directional bias seems lacking amid our entry into the “waiting zone” between near completion of the South American growing season and launch of the Northern Hemisphere growing season. Whether advancing equity/stock markets to new highs (and associated forward thinking expectations for improved GDP growth) is supportive to ag commodities is open to debate. Our view is that perceived undervaluation of ag markets relative to equity valuations is indeed price positive during the next three to four months, but thereafter fades as a supportive force by the last half June if timely North American crop planting occurs in tandem with an absence of crop threatening summer weather. Wheat Wheat markets are drawing interest these days, pulling back from their highs posted in February, notably in the case of spring wheat. Minneapolis May spring wheat futures at the time of writing (March 8) were trading at U.S. $5.37 per bushel, now
well off the high of $5.70 posted in mid-February. The spring wheat market has retreated back to important technical support in a number of ways, an intersection of sorts on price charts. Drawing a line under the rally from the late August lows, Minnie wheat futures are testing down to this extended upward trendline which currently intersects with both the 100and 200-day moving averages ($5.43 and $5.41 respectively). One could also note that the $5.40 level, which served as important chart resistance during the October-to-December period, now presumably has turned support since breaking above that level in early January. Collapsing premium Also noteworthy has been the collapsing premium seen of spring wheat over winter wheats. After peaking in early December when MGEX May spring wheat carried a premium of $1.25 per bushel over Kansas City May hard red winter wheat, that premium has now eroded to today standing at a 66 cent premium. The premium that spring wheat carried over other wheat closes has deteriorated notably. It would appear that the big reason for withdrawal in the HRS/HRW price spread is tied to a sub-par start to 2017 U.S. HRW wheat crop on lower planted area and overall dry winter southern U.S. Plains moisture pattern that is forecast to persist through March. Then there is the unwinding of previously held long spring versus short winter wheat futures spread trade.

U.S. farm economy improving, but challenges remain
The USDA Agricultural Outlook Forum in Washington DC. With the backdrop of a weakening U.S. farm economy, U.S. farmers and policy makers have some challenging decisions to navigate through in 2017. Highlights from the conference are: The importance of the next Farm Bill Mike Conaway, chair of the U.S. House Agriculture Committee, highlighted the top three priori-
ties of the next Farm Bill which are adjusting policies for: dairy, cotton, and land conservation. The current Farm Bill introduced net revenue insurance for dairy producers by establishing a floor for profit margins. The new farm bill should “tweak” the current program to offer increased benefits and a bigger return for the contributions dairy producers make to the program. High corn and soybean prices of the past brought land back into production which increased U.S. supplies. Adjustments to the policy would aim to increase the amount of wetland and marginal lands out of production with the added benefit of reducing U.S. crop production. Declining farm revenue impacting agribusiness Luke Chandler, John Deere’s Deputy Chief Economist, shared insights about the impacts of the decline in U.S. net farm income on equipment sales. Between 2013 and 2016, John Deere’s net sales declined 34% in Canada and the U.S., and Asia-Pacific was the only region where sales were flat. Despite the current challenges, he noted his optimism as improving world GDP, population growth, urbanization are all driving up world food demand and the need to raise production. Beef and pork production to increases despite potential caution signs John S. Nalivka, President of Sterling Marketing Inc., shared insights on packer utilization and available meat supplies, and potential impacts on
cattle and hog markets. Currently, average U.S. hog slaughter utilization is at 98% of capacity, and forecast to be 95% in 2017 as production at new facilities start to be running full speed. This will support the projected increase in U.S. hog inventories of 1.5% in 2017. Hog slaughter capacity is forecast to increase roughly 10% by the end of 2018. Average beef slaughter utilization is around 93% of capacity, and is projected to decline to 90% in 2017 as a new U.S. plant comes on line in May 2017. Larger slaughter capacity is good news for producers as the U.S. cattle herd size is also building. Per capita supplies of red meat and poultry have increased 6% since 2014 and are expected to increase another 2% in 2017. Increased supplies will put downward pressure on retail prices unless new export markets can be found. Corn and soybean revenues remain under pressure Dan Basse, President of AgResource Company, presented his views of the corn and soybean markets for 2017. Forecasts suggest that soybeans will be profitable, the first time since 2014. Corn net revenues are however forecast negative, and adjustments in expenses are required. The top four cost components for corn are: Land representing 33.3% of total costs Seed (13.2%) Nitrogen (13.0%) Harvest machinery (11.9%)

OWEN ROBERTS Organic production is hitting its stride again. A new report from the Canada Organic Trade Association, using data collected in 2015, notes organic farmers are expanding and becoming more productive. After a post-recession dip in numbers, in 2015 Canada was home to 4,045 certified producers, mainly in Quebec, Saskatchewan and Ontario. That slightly surpasses the previous peak in 2009, of 3,914 producers.
Overall, organic farmers are expanding and becoming more productive. Organic acreage in Canada has grown to 2.43 million acres, or about 1.5 per cent of the total agricultural land. And while organic acreage in Canada is increasing by about 1.5 per cent each year, that’s just not enough to meet demand. The average increase in organic sales in recent years is nearly 14 per cent and restaurant sales are strong.
Imports, however, are soaring. From 2012 to 2015, organic imports increased by nearly 37 per cent. “This report clearly indicates that Canadian farmers are unable to meet market demand and that we are losing market share to imports,” says the Organic Council of Ontario. “For Ontario, the economic benefit of supporting the conversion of conventional farmers to organic certification is clear.”
As well, nearly 300 are in transition to become organic producers. Growth uneven Growth across the country is uneven. The Organic Council of Ontario notes how the report shows the province is lagging behind. Farmers aren’t transitioning from conventional agriculture to organic agriculture at the same rate as others. The council says although a quarter of all farming in the country takes place in Ontario, just 19 per cent of Canada’s organic producers operate in here. She says when you examine heifer replacement numbers, it becomes apparent that the Canadian beef herd will not be expanding soon. Heifer replacements were down 1.85 per cent on a national basis, including 2.2 per cent in Alberta and 1.8 per cent in Saskatchewan. Russell says declining profitability and the rising age of cattle producers is contributing to the lower heifer replacement numbers. Cattle prices remain above the five-year average, even though they are down from the 2015 peak levels. Russell is less optimistic about the last half of 2017.
