Public Notice

NOVA Gas Transmission Ltd. TOWERBIRCH EXPANSION PROJECT (Groundbirch Mainline Loop and Tower Lake Section) Notice of Proposed Detailed Route Pursuant to Section 34(1)(b) of the National Energy Board Act IN THE MATTER OF the National Energy Board Act (the Act) and the regulations made thereunder; IN THE MATTER OF the Certificate of Public Convenience and Necessity GC-127 approving the general route of the Towerbirch Expansion Project (Groundbirch Mainline Loop and Tower Lake Section), a proposed expansion of the existing NGTL System to meet existing and incremental firm service contracts for the receipt of sweet natural gas on the NGTL System as well as supply forecast requirements. The Project components are located in northwestern Alberta and northeastern British Columbia, consisting of two pipeline segments: • Groundbirch Mainline Loop – 55 km of new 914 mm nominal pipe size (NPS 36) sweet natural gas looping NGTL’s existing Groundbirch Mainline from the existing Gordondale Receipt Meter Station in SE 12-79-12 W6M and terminates at a proposed valve site in NE 27-78-17 W6M. • Tower Lake Section – 32 km of new 762 mm nominal pipe size (NPS 30) sweet natural gas pipeline connecting to the proposed Groundbirch Mainline Loop in NE 27-78-17 W6M and extending north to tie into the proposed Dawson Creek North and Dawson Creek North No. 2 Receipt Meter Stations, and then terminating at the proposed Tower Lake Receipt Meter Station in SW 7-81-17 W6M. NGTL proposes that the detailed route for the Towerbirch Expansion Project is as shown on the map in this notice. This notice is being published to comply with the requirements of paragraph 34(1)(b) of the Act. The pipeline section routes are proposed to cross those lands noted in those lands noted in the accompanying tables. If you anticipate that your lands may be adversely affected by the proposed detailed route of the Towerbirch Expansion Project, you may oppose the proposed detailed route by filing a written statement of opposition with the Board within 30 days following the publication of this notice. Any such statement must set out both the nature of your interest in those lands and the grounds for your opposition to the detailed route. Where a written statement is filed with the Board within the 30 days of the publication of this notice, the Board shall forthwith order, subject to certain exceptions as noted below, that a public hearing be conducted within the area in which the lands to which the statement relates are situated with respect to any grounds of opposition set out in any such statement. The Board is not required to give any notice, hold any hearing or take any other action with respect to any written statement of opposition filed with the Board and may at any time disregard any such written statement if the person who filed the statement files a notice of withdrawal, or it appears to the Board that the statement is frivolous, vexatious or is not made in good faith. If the Board determines to hold a public hearing, the Board will fix a suitable time and place of the hearing and publish notice of the hearing in at least one issue of a publication, if any, in general circulation within the area in which the lands proposed to be acquired are situated. The Board will also send such notice to each person who files a written statement of opposition with the Board. The Board or a person authorized by the Board may make such inspection of the lands proposed to be acquired for or affected by the Towerbirch Expansion Project construction as the Board deems necessary. At the hearing, the Board will permit each person who filed a written statement to make representations and may allow any other interested person to make representations before it as the Board deems proper. The Board will take into account all written statements and all representations made at the hearing to determine the best possible detailed route of the Towerbirch Expansion Project and the most appropriate methods and timing of constructing the Project. The Board may impose in any approval such terms and conditions as it considers proper. Where the Board has held a hearing in respect of any section or part of the Towerbirch Expansion Project and approved or refused to approve the plan, profile and book of reference respecting that section or part, it will forward a copy of its decision and reasons to the Minister and to each person who made representations to the Board at the hearing. The Board may fix such amount as it deems reasonable in respect of the actual costs reasonably incurred by any person who makes representations to the Board at such a hearing and the amount so fixed will be paid forthwith to the person by NGTL. The Board may approve a plan, profile and book of reference in respect of any section or part of a pipeline where no written statement under subsection 34(3) or (4) has been filed with the Board in respect of that section or part. PROJET D’AGRANDISSEMENT TOWERBIRCH (doublement de la canalisation principale Groundbirch et tronçon Tower Lake) Avis de proposition de tracé détaillé, conformément à l’article 34(1)(b) de la Loi sur l’Office national de l’énergie AU SUJET DE la Loi sur l’Office national de l’énergie et des réglementations établies sous son régime; RELATIVEMENT AU certificat de commodité et de nécessité publique GC-127 approuvant le tracé général de la Projet d’agrandissement Towerbirch (doublement de la canalisation principale Groundbirch et tronçon Tower Lake), une extension du système NGTL proposée pour satisfaire aux contrats de service ferme existants et incrémentiels pour la réception de gaz naturel non corrosif sur le système NGTL ainsi que les prévisions de l’offre. Les composantes du projet sont situées dans le nord-ouest de l’Alberta et le nord-est de la Colombie-Britannique, est constituée de deux tronçons pipeliniers: • doublement de la canalisation principale Groundbirch – 55 km de pipeline d’un diamètre extérieur de 914 mm (36 po) à partir la station de comptage Gordondale existant aux coordonnées SE 12-79-12 O6M et se termine à un emplacement de valve proposé dans NE 27-78-17 O6M. • tronçon Tower Lake – 32 km de pipeline d’un diamètre extérieur de 762 mm (30 po) se raccordant à la doublement de la canalisation Groundbirch proposée dans le NE 27-78-17 O6M et s’étendant vers le nord pour établir une liaison entre les stations de comptage de réception proposées Dawson Creek Nord et Dawson Creek North No. 2 et terminer à la station de comptage de réception Tower Lake proposée en SO 7-81-17 O6M. NGTL propose que le tracé détaillé pour le Projet d’agrandissement Towerbirch soit présenté comme sur la carte qui accompagne cet avis. Cet avis est publié afin de satisfaire aux exigences de l’article 34(1)(b) de la Loi. Il est proposé que le tracé du pipeline traverse les parcelles de terre qui figurent dans les tableaux ci-joints. Si une déclaration écrite a été déposée auprès de l’Office dans les 30 jours suivant la signification de cet avis, l’Office ordonnera sans délai, sous réserve de certaines exceptions énoncées ci-dessous, la tenue d’une audience publique au sein de la zone dans laquelle se trouvent les parcelles concernées par la déclaration, en ce qui concerne les motifs d’opposition décrits dans de telles déclarations. Estimating The Unknown Grains this morning trying to stretch into the green to close the week for a positive gain, continuing to be led by debatable weather and geopolitical risk. While wet conditions continue to grab headlines, a bearish counter has come from the N.O.A.A.’s Climate Prediction Center with stated that it’s not expecting significant drought conditions throughout much of the central U.S. for the next 3 months. The Buenos Aires Grain Exchange is estimating that the Argentinian soybean harvest is about 16% complete, well behind the 5-year average of 40% for this time of year. While the harvest is a bit behind, the good news is that Argentina is expected to have a new trade deal with Mexico for cars and agricultural products by the end of the year (aligns with Mexico’s promise to diversify from American ag imports, especially corn)! Canola continues to be the star of the show as it’s gained every day this week and hit a one-month high yesterday as concerns mount of spring snowfall not helping getting the crop off that’s still sitting in the field but today’s acreage report may stall is rise. That being said, there’s buzz that any canola combined won’t be food quality, meaning it’ll go into the feed or bio-diesel market. If you do have crop still left to combine, I vehemently recommend you post it on FarmLead to ensure you’re getting the best possible price, either on our platform or compare it to what you’re being bid locally. This morning we got Statistics Canada’s 2017 acreage estimates which showed a whopping 23.2M acres of canola are expected to get planted in Canada this year, which would be a 10% jump from last year! Total wheat acreage is expected to come in at 23.2M acres (barely unchanged) with a 17% drop in durum area to 5.15M acres being made up for by a 8.2% increase in spring wheat acres of 16.7M. Rounding out the cereals, oats acreage is expected climb 20.6% from last year to 3.42M acres while the area getting planted into barley is expected to drop 8% year-over-year to 5.9M acres. For corn and soybeans, acreage is seen climbing 13% to 3.75M acres and 27% to nearly 7M acres respectively! Elsewhere in the oilseeds, flax is expected to rebound back above 1M acres to 1.115M while mustard should drop almost 26% from last year to 390,000 according to StatsCan. In the pulses, Canadian lentil acreage is estimated this year to be 4.4M acres (-25% from last year’s 5.96M) while total pea acreage is seen at dropping down to 4M, a 6% drop year-over-year. Wheat exports in Australia haven’t been as strong as everyone was originally thinking as competition for boats and containers at the port with canola and pulses crops has led the U.S.D.A.’s attaché in the Land Down Undaa to downgrade outbound shipments of the cereal to 22M tonnes for 2016/17 and 18M in 2017/18. After a bumper/record crop of over 35M tonnes produced, the aforementioned competition and challenges around loading more 40-foot containers than the ideal 20-foot ones, simply means less wheat can go out and that Aussie wheat stocks carryover will be greater than everyone was expecting. Looking ahead the Australian U.S.D.A. office believes that Australia will produce 24M tonnes of wheat in 2017/18 (technically -31% year-over-year) with the I.G.C. being the most bearish at 25.6M tonnes. A similar rise in wheat ending stocks is also expected in the Black Sea as Russian wheat exports didn’t hit the numbers the Kremlin was originally hoping for while Ukraine’s production is likely to dip a bit in 2017/18 (less acres got seeded with wheat), which means wheat exports from there are also expected to be a bit lower year-over-year at 12.9M tonnes. On the planting front, Karen Braun of Reuters points out that in the last 20 years of seeding, corn planting in the U.S. saw a slow start similar to this year 12 times, and of those 12, there were 6 years when final acres came in below the March acreage forecast from the U.S.D.A. With so many people wailing about more soybean acres going in because of the wet/slow start for corn planting, Braun points out that the best historical reference point to get a solid understanding of this is actually the 3rd week of May. Further, trying to understand yield prospects at this date is no more definitive as it is in late May when the large majority of the crop should be in the ground. Overall, if you’re watching U.S. corn planting progress as closely as some other market players, in exactly 1 month from now, the U.S.D.A.’s crop progress report will come out on Monday, May 22nd. The 20-year average of corn seeded by this date is 86% but if we can reference history at all, it always will come down to the growing conditions (2012 was one of the fastest seeded crops but drought conditions led to one of the worst harvests). NDP says health care is key The BC NDP will build urgent care centres to improve access for people to front-line health care providers, says BC NDP leader John Horgan. South Peace candidate Stephanie Goudie says urgent care centres take a team-based approach to health care, and have been used effectively in other places in Canada. “With diverse staffing as well as evening and weekend hours of operation, I believe these centres will give more people access to the health services they need, when they need them, while taking some of the burden off overloaded family doctors and emergency rooms,” she says. “I will certainly advocate for these centres in Peace River South,” she said. Horgan noted Christy Clark and the BC Liberals are letting patients down. “700,000 people in BC don’t have

a family doctor, forcing them to wait for hours in lines at walk-in clinics or hospital emergency rooms for care,” said Horgan. “We’re going to make sure people get the health care services they count on. We’re going to build urgent care centres and make team-based primary care the model for primary care in BC. “People who need help will get it faster, and it will relieve the pressure on emergency rooms,” said Horgan. Urgent care centres take a teambased approach to health care. They are open on evenings and weekends and can handle health care needs that walk-in clinics can’t, like broken bones, burns and other non-emergency care. When visiting an urgent care centre, patients could see a doctor, nurse-practitioner, pharmacist or other health professional, depending on their needs.

Premier Christy Clark was in Dawson Creek last week, with earlier stops in Liberal war-rooms and headquarters in the Fort St. John mid-afternoon April 18. “People want jobs, they want economic growth, a government that is going to control spending,” she said Tuesday to Dawson voters. Clark was joined by Peace River South candidate Mike Bernier at a gathering of members of the community. “She’s be focused on Site C, highlevel business like this,” said Bernier Tuesday. Bernier says with the NDP talking stopping Site C and asking for a full study, Bernier has a question for him.

“Are you proposing 2,500 layoffs?” He says with his education minister hat on, British Columbians are pleased with the work being done. “There is a response to the years of investments in education and that has been a focus, now the work is being done on following through on these and seeing outcomes for children in school and parents.” Bernier expected to be voting this week, likely the first day of advance polls. Investments in ag science is creating opportunities for farmers The agriculture and agri-food sector is a key driver of the Canadian economy, supplying 1 in 8 jobs, and is a trusted global leader of safe, nutritious, and sustainable food. Agricultural discoveries in science and innovation play an integral role in the overall competitiveness of the agriculture sector and create better opportunities for farmers, businesses, and Canadians. Today, Minister of Agriculture and Agri-Food, Lawrence MacAulay, and Minister of Science, Kirsty Duncan, highlighted the Government of Canada’s investments in scientific agricultural research during a tour of the Agriculture and Agri-Food Canada (AAFC) Ottawa Research and Development Centre. Budget 2017 proposes to invest $70 million over six years, starting in 2017–18, to further support agricultural discovery science and innovation. The focus of this research will be on addressing emerging priorities, such as climate change and soil and water conservation.

This investment builds on the Budget 2016’s $30 million commitment over six years for advanced research to mitigate biological threats to agriculture. Minister MacAulay highlighted these combined investments of $100 million, along with other funds committed in Budget 2017 that will boost innovation in Canada, and help the agriculture sector be more competitive and sustainable. This includes setting an ambitious target to grow agri-food exports to at least $75 billion annually by 2025. This is all part of the Government’s plan to create good jobs and grow the middle class. “Science is the cornerstone of the Government’s plan to create good jobs in the agri-food sector and to grow the middle class. Our commitment to funding cutting-edge agricultural research will help farmers grow the economy, feed a growing population, protect the environment and combat climate change,” says Lawrence MacAulay, Minister of Agriculture and Agri-Food

Horsemanship, a look in the mirror Look in the mirror. That’s where it’s all at. Know that what you see is what you get and what you get is fantastic. When it comes to playing with horses, and really about anything else I can think of, we are really working with ourselves. Any trouble we may be having as we work with our horses is something to be excited about because it’s an opportunity to learn. Where we struggle is where we grow, stretch, and become more. Too often it seems that people look at struggle or being uncomfortable as a bad thing. It is actually a good thing, something to maybe be grateful for. The only way to never have troubles or stress is to be dead. Learning is an ongoing series of feelings. You know when you’re trying to accomplish something with your horse and it’s difficult you’re in a major learning curve, yippee!!! You’re progressing and moving forward. We can choose to be excited and fascinated or frustrated, mad, and sad. Horsemanship is a process of discoveries and having a program can help you read a horse and develop the skills like feel and timing. I often ask people, “What are the two things that horses love more than anything in the world?” You can’t buy them. You’re not born with them. Nobody can give them to you. But you can develop them. Those two things are feel and timing. You have to work at it but it can be very fun, fulfilling and rewarding if you view it that way. We don’t know what we don’t know which is just fine. There is no way to know until we get some guidance from someone or stumble across it on our own. Then we know but there will still be a lot of other things we don’t know. Once we discover something we don’t know then you can start the process of trying to be able to actually do it. I have people that really would like some help with the horsemanship skills but are so worried that someone might see them learning so they never get the help that they so badly want. Other people do show up but say things like, “I can’t,” or, “This doesn’t work and that doesn’t work,” or “I’m totally messing up everything,” meanwhile I just watched them do the exact thing they think they can’t do. Other times the person is so close to getting a major breakthrough but won’t stick with it. They might be two tries away or 1 minute from getting something accomplished but they give up just before it happens. Then they start again and give up again just before it happens. They might spend hours or weeks doing the same thing but stopping 30 seconds too early. If we haven’t accomplished some of these things often, we don’t know that many are just right there – a breath away. If we are learning, we might not know that we just got something amazing because we are looking for something else. I like to tease folks when they say, “I can’t go to a clinic because I don’t like people watching me.” I tease them and ask them why they think they are so important that everyone came to watch them. Other folks say, “I can’t do anything right.” That’s obviously not true so why even say it? It only

causes your brain to try and prove you right and look for reasons to backup what you said. Even if that was true, which it is not, then fantastic: you’ve got lots of things to learn and just think how amazing your world will be as you start doing things right. I’ve started over 2000 colts and I’m still learning. That’s why I’m so passionate about what I do because thanks to the horse I get to always discover more ways to improve and grow. “Learning” is moving forward, being progressive, and strengthening the mind and body, which is something to be admired. Our horses are thrilled when we go out and learn and improve our skills because they benefit from it. We need to always remind ourselves that the only way to not make any mistakes is to not do anything. The more forward and progressive you are, the more you might stumble.

This week we’re talking parasites and your pets by Dr. Zoe Ross With the onset of spring and hopefully nicer weather, we are more likely to get out and about with our pets and our children. I have also noticed quite a large number of mice on our farm this spring and have seen my own pets successfully hunting them. This makes me think about parasites and the importance of educating our clients about parasites and prevention. Although I complain about our cold long winters, I am thankful that many tropical parasites cannot survive here. That being said we do see parasite infections in dogs, cats, horses, cattle and many other types of animals. Animals can be infected by parasites - both internal (within the body) and external (on the skin or in the ears). Many of the internal parasites (roundworms, hookworms, and whipworms) can be spread through the environment. The adult worms often live in the animal’s intestinal tract and lay eggs. The eggs are passed out of the animal in the feces and then will hatch and the larva will then be present in the environment (in the soil, in water or on plants). The larvae or eggs can then get ingested (eaten) and infect an animal. Parasites can also be spread by your pet eating a small rodent that is infected. Puppies and kittens can be infected through a mother’s milk or sometimes through the placenta. Some types of parasites (such as tapeworms) can also be spread by fleas. Sometimes these in-

ternal parasites can cause significant health issues including weight loss, vomiting, diarrhea, a poor haircoat and anemia. Other times your pet may not show any signs of infection but will still be shedding parasite eggs into the environment. External parasites that we see in this area include ear mites, ticks, fleas and lice. These parasites can cause signs of skin irritation and itchiness and hair loss. In some cases, these external parasites can also pose the risk of spreading disease such as Lyme disease. Fortunately heartworm is not a big problem in this area but we have diagnosed cases of heartworm in pets that have travelled to other areas of the country. Heartworm is a parasite that infects the heart of your pet and is spread by mosquitos. Many pet owners do not realize that dogs and cats can have parasites that are capable of infecting humans (zoonosis), especially young children, the elderly or immunocompromised people. As the weather warms, this zoonotic potential is of increasing concern. Children’s play habits, attraction to pets and sometimes improper hand washing, puts them at increased risk for parasite infection. When people are infected, the larva can migrate through their body causing serious damage to their organs. Sometimes the larva can migrate through the eye or the nervous system which can cause serious blindness or other neurologic disease. Some types of worms (like hookworms) have larva that will migrate through the skin causing itchy skin and sores. Teaching children to always wash their hands after playing outside or petting their dog or cat, covering sandboxes so pets cannot defecate in them, and regular deworming of dogs and cats are all important components in preventing the spread of

parasites to people. In order to determine if your pet has parasites, a fecal examination can be done by your veterinarian. Not only will this give you information as to whether your pet is infected, but also will identify the types and relative numbers of parasites they are infected with. This will help your vet in deciding which type of medication is the best treatment. One important way to prevent the transfer of parasites from our pets to our kids, is by deworming. Young pups, kittens and their mothers must be dewormed several times. Adult animals need to be treated periodically to remove worms from their intestinal tract as well. Keep the environment clean! Not only is picking up after your pet hygienic, lawful, and courteous, but it also helps keep the environment free of parasite eggs and larvae. If you plan to travel with your pet, share your travel plans with your veterinarian and they can help you decide if heartworm prevention is indicated. Your veterinarian can help you in deciding what parasite treatment is best for your pet. There are many flea and tick medications that are available as well as mosquito repelling medications. Make sure to read the label carefully as some medications can be safe for dogs but can be very toxic to cats. Know what you’re getting into before new planting Richard Kamchen Farmers considering planting less common cropping alternatives for the first time need to get informed about all the different elements of risk, reward and consider rotations before committing acres. “Every crop has to be looked at with a unique lens,” says Gordon Bacon, CEO of Pulse Canada and the Canadian Special Crops Association. Alberta Agriculture crop specialist Harry Brook says the first step to crop planning is determining production costs. “Once the production costs are all known, you can then use them as a tool to find cost savings without foregoing too much yield,” he says. Brook also urges farmers trying a new crop to start small, and use that first year to learn about its agronomics. Crops like lentils grow best in the brown and dark brown soil zones, while faba beans are better suited in the black and grey wooded soil zones, Brook says. “Look at the varieties and crops that are adapted to your soil and climate,” adds Bacon. Still, there aren’t any guarantees, as some of

western Canada’s best lentil areas for the last 25 years “had a disaster last year because of far too much rain,” Bacon says. Marketing can also vary from crop to crop. For some of the more unique products, there may only be one or two different potential buyers instead of, say, 10. “The marketing element of farming is having a sense of who your buyer is going to be before you

plant, and if you’re going to do some contracting on price before you plant or through the production season, or whether you’re going to wait till it’s in the bin before looking around to see where you want to sell it,” Bacon says. There are market access risks to consider as well. “You have potential market access problems with every crop today,” Bacon says. “That has to be part of every farmer’s consideration in terms of how they can try to manage risk, knowing that some risk is outside the control of anyone in Canada.” Then there are additional considerations for certain crops, such as hemp. Health Canada regulates the country’s hemp production and farmers require a license to grow it, explains the Canadian Hemp Trade Alliance. Producers are only allowed to plant certified seed, and all planted hemp must be an approved variety, CHTA says.

Old fashioned, traditional cowboy bacon beans Ingredients 4 cups dry pinto beans 1 pound thick-cut bacon, cut into pieces 2 whole green bell peppers, diced 1 whole onion, diced 1 cup brown sugar 1/4 cup ketchup 2 tablespoons mustard 1 tablespoon chili powder, optional 2 teaspoons salt, more to taste 2 teaspoons black pepper, more to taste 4 cloves garlic, minced

In a heavy pot (cast iron), saute the bacon pieces until halfway cooked and the fat is rendered. Add the green peppers and onions to the pot and cook until starting to get brown, about 3 minutes. Add the beans and cover with water by 1

inch. Bring to a boil, and then add the brown sugar, ketchup, mustard, chili powder, salt, pepper and garlic. Reduce the heat to a simmer, place on the lid and cook until the beans are tender and the liquid is thick 3 to 4 hours.

Fact is mice will make homes in your fields Mice enjoyed a good winter in areas of Saskatchewan and Alberta with unharvested crops from last fall. The swaths provide shelter and easy access to food for the rodents during the colder months. Messy combines Kerrobert area farmer Jeremy Welter has seen swaths flipped over by coyotes and other wildlife looking for mice. He says the higher mouse numbers have created unpleasant combining visuals. “I have heard a few anecdotal stories of people seeing pictures on Facebook where the entire sieve is covered with pieces of mice that they have to take home and pressure wash out.” John Ippolito, a Saskatchewan Ministry of Agriculture regional

crops specialist in Kindersley, observed a number of mice nests during field inspections. The eating and defecating rodents will impact grain quality and yield, but the extent of damage will not be known until after the crop has been combined. Worries about Hantavirus Ippolito says growers have asked questions about Hantavirus, a rare but potentially fatal illness contracted most commonly from deer mice. People can get Hantavirus by breathing in contaminated airborne particles from the droppings, urine and saliva of infected deer mice. The Saskatchewan Ministry of Health says between 2012 and 2016, there were eight cases of Hantavirus resulting in four fatalities. There was only one non-fatal case of Hantavirus last year. Exposure to Hantavirus usually occurs during spring cleaning of en-

closed buildings such as grain bins, sheds, barns and cottages. Now there is some concern about the dust generated by combining overwintered crops. How to avoid exposure Brent Flaten, an integrated pest management specialist with the

Saskatchewan Ministry of Agriculture, advises farmers to have a clean HEPA (high-efficiency particulate air) filter in the combine and grain truck. A HEPA filter forces air through a fine mesh that traps harmful particles. Wearing a suitable mask is also recommended when handling grain.

What’s old is new again when it comes to Canadians’ changing dairy tastes. Simply put, fat is good again. That means renewed popularity for cream – long shunned by shoppers attracted to low-fat or fat-free products – solid increases for cheese consumption, and dramatic expansion in yogurt,

where a plethora of types and brands now line the dairy case. “Consumers have more comfort again with higher fat drinks and cream-based sauces. People are looking at 18 per cent cream versus 10 per cent cream in their coffees, for example,” explains Al Mussell, research lead at Guelph-based Agri-Food Economic Systems. That new-found comfort can be attributed to changing beliefs about what constitutes a healthy diet – a balance of food groups instead of exclusion – and a desire for simplicity in an increasingly complex food environment.

Puppies need bathroom breaks often. Taking them outside every half hour or so will encourage them to be clean in the house. Once they go to the bathroom, give praise and pet them. They will soon associate that the two go hand in hand. A pup will usually do a big job immediately after eating so be prepared to take him outside as soon as he is finished. First thing in the morning as he wakes up he will be ready to empty out. So ...puppy break before coffee! Keeping the pup well-exercised will help him settle in. Short walks often will be enough to tire out short legs. He will come back from these walks and be ready for a nap. A kennel or a contained spot of his own should be provided to give him a place to relax in. Toys such as an old sock tied with a knot will give the pup a way to pass the time. Rawhide dog bones help to satisfy their need to chew. Bones help save on furniture too! This stage in a pups life is short and he should be encouraged to explore and investigate. by Carol Nelson Leaving the family pack is a stressful time for the pup. He is leaving everything that is familiar and a lot of new experiences such as travelling in a vehicle are happening. His everyday routine is changed and he is amongst strangers. Crying and whining are normal reactions to his new situation. This is a time when patience and tolerance is needed. The pup needs time to adjust and get used to his new home and family. Not everyone wants a pup living in the house, but it does the pup a world of good. Coming into the house and becoming comfortable with his new surroundings will help him adjust and bond. Lots of picking him up and petting will reassure him all is well. As he settles in he will start exploring. He may bark or growl at the unknown. Ignoring this behavior and carrying on with what you are doing is the best. As there is no reaction to his behavior, he will take his cue from you and realize there is no big deal. If you make a fuss over his behavior, whatever he is afraid of suddenly becomes more fearful. Lots of praise and fun is perfect at this stage.

The story of Harold and Mildred Long by Harold Long Moved from Edmonton in 1962 to the Bonanza district, fifteen miles northeast of the store. This was homestead land. W1/2 23-81-11-W6. I cleared and farmed 140 acres for him until 1972 until it was sold. By April 1975 we sold our land to Vernon Haugen, and we moved to Winfield BC and retired to enjoyed pitching horseshoes.

THE BIG BEND St Mary’s Greek Catholic Church at Ksitsuan When the first settlers came to the area and settled, they knew they needed a place to worship. They held mass occasionally in private homes, but this was not the answer. In 1938 they got together and started to build a church. It served the community well until it burned to the ground after behind struck by lightning in 1972. That year a new church was built with power and forced air heating. Some of the cantors who led the congregation in singing were Whitburn’s John Solomiany, also Fred Yanishewski, Matt Hrychan, and Art Woronowski. Children had catechism during the summer months. Sisters would come out from Edmonton and spend a few weeks with the children. Right, blessing the new church and Father Shinduke with parish.

Planting conditions good in parts of Canada OWEN ROBERTS Conditions are looking good as southwestern Ontario farmers take to the fields this week to start planting corn. Thanks to a few days of above-average temperatures, average precipitation and windy conditions, loam and sandy soils have dried up nicely, says Dale Cowan, senior agronomist with AGRIS and Wanstead Co-op. Clay soils aren’t too far behind. Anxious to get to plant Those conditions bode well for the 2.1 to 2.2 million acres of corn that farmers will be planting this spring, he says. “The window is opening up now and farmers are anxious to get out in their fields,” Cowan says. Soybeans, which will be planted about two weeks from now, are likely to cover about 2.7 million acres of Ontario cropland this year. Winter wheat Winter wheat, the other major field crop in the province, is down in acreage to about 750,000 to 800,000 acres. At the time of seeding, prices were down, which discouraged planting. So did wet weather. As well, stripe rust was giving producers problems. It’s an important crop, says Cowan, but some farmers grew frustrated with it and gave up on it. However, despite problems last fall, this spring winter wheat is off to a great start.

Across the southwest, it’s lush with a bushy canopy. That can carry problems of its own, such as giving powdery mildew a chance to take hold. Cowan says producers will need to be mindful of the need to treat winter wheat with a fungicide to keep powdery mildew in check. Weed treatment They should also keep an eye on herbicide-resistant weeds. For example, Cowan says scouts have identified water hemp with resistance to three classes of chemistry. That’s an unfortunate addition to other resistant weeds that have developed over the years, particularly giant ragweed, common ragweed and Canada fleabane. In treating weed problems, Cowan is cautioning producers to be extra conscious of all types of herbicide drift. That’s especially salient with the introduction of dicambaresistant soybeans this year. Dicamba acid is a volatile compound, and while the new approved formulations bind it more tightly to the leaf surfaces and greatly reduce the risk of drift, Cowan urges caution. “We encourage pre-plant burn down applications early,” Cowan says. “Spraying in crop should only take place if necessary, and under conditions that are less likely to promote drift.” Cowan urges producers to adhere closely to label directions, to avoid problems. “Manage the application,” he says. “Labels are very descriptive about how to do so.”

Edmonton’s Harley-Davidson motorcycle community There is an internet group called the Edmonton Harley-Davidson Motorcycle Community and this loosely connected group of men and women go above and beyond to help out in their community. They have been working with and helping the Veterans UN-NATO club with fundraising efforts to support the Kipnes Centre for Veterans. For those who don’t know about it, here’s a little background: the Dianne and Irving Kipnes Centre for Veterans offers 120 long term care beds for male and female veterans. They also offer secure care for Dementia patients and a support program that helps caregivers to get some time off. The Adult Day Support Program offers caregivers the opportunity to take a day off while their loved one spends time exercising, meals, snacks, social and recreational activities, and assistance with prescribed medicines. Like all programs for veterans, the Kipnes Centre is always in need of support and it is such an amazing place filled with employees that care, deeply. Over the last two years they Edmonton HarleyDavidson Motorcycle Community and the Edmonton Chapter of UN Nato have shot a ladies calendar, in year one it raised just over $6,000 and this year the presentation that was made during the fashion show was for just over $9,000! It is a wondrous thing when people come together to do something for others. There is a satisfaction level that can’t be obtained any other way but through giving. The Edmonton Harley-Davidson Motorcycle Community on Facebook and the Veterans UNNATO group are but two great examples of those who love to give back, pay it forward, and just generally helping out their communities at large. The Fashion show was a resounding success. As always, Blackjack’s Roadhousein Nisku was the venue for this terrific and momentous occasion. Our area hasn’t had a fashion show in ages and certainly not one where 5 dealers got together

to provide clothing and models along with door prizes and booths! Scona Cycle, Echo Cycle, Harley-Davidson of Edmonton, Heritage Harley-Davidson and Cycle Works all had booths and clothing in the fashion show and Honda Extreme Powerhouse and Riverside Motorsports took part as just donors for the silent auction. The entirety of Blackjacks was shut down for this special occasion and it was packed to the rafters! Fort McMurray was the emcee for the evening and as usual he did a fantastic job! The models were volunteers and in the case of the ladies, some of them were the same gals who posed for the calendars. Your $25 entry fee got you a glass of champagne, some hors d’oeuvres, music and the fashion show - all in all a great deal that supported a worthy cause. If you missed this event, you missed a great time and personally I think you need to put this on your calendar for next year as the rumours are already swirling that this might become an annual event... as soon as we hear from Ray and the gang that this is for fact true, we will let you know! And as soon as we find out the total from the event that will be going to Kipnes Centre for Veterans we will let you know that as well. If you are blessed enough to be riding today, please remember to ride like everyone around you is blind and cannot see you. PS - the final round of voting in Canada’s MOST Rider Friendly Communitycontest begins on the 13th - who will win the title from the 2016 riding season? Farmland values in Canada: a trifecta of tips below 1. Growth in farmland values slows 2016 farmland values increased in every province (except Newfoundland and Labrador, where a lack of data precluded analysis), with increases ranging from 1.9% (New Brunswick) to 13.4% (PEI). However, the rate of growth slowed for the third consecutive year in Saskatchewan, and for the fourth successive year in Quebec and Ontario. A slowdown in the rate of appreciation at a time when crop receipts show signs of levelling out is a step in the right direction. It helps to keep farmland accessible for producers wishing to expand.

Of the 51 regions reported in the FCC study, PDF (3.6 MB) seven show no annual change. Eight regions recorded an average annual increase larger than 10%. British Columbia, New Brunswick, Quebec and Saskatchewan have greater variation across regions, with some showing little year-over-year variation next to regions with strong year-over-year variation. 3. Income and interest rates: Consistent drivers of Canadian farmland values Healthy farm incomes helped drive up farmland values. Tallies for 2016 farm cash receipts aren’t yet available, but we expect crop receipts grew 2% from 2015 - or 10% above the average of the 2011-2015 period. This was thanks to a low loonie, which helped to strengthen demand for Canadian ag products and soften the impact of weather-related production issues in the west. Low interest rates also support growth in farmland values. The effective business interest rate of the Bank of Canada steadily declined throughout 2016, reaching a record-low in the last quarter of 2016.

Wheat markets forecasted to react to spring weather In the weeks ahead, we will start to get a better handle on overall North American plantings conditions, European Union dryness issues, Indian heat, Chinese dryness in the north and too much rain in the south, as well as Black Sea wheat progress running weeks ahead of normal - and whether any of these weather stories have legs. Debate will continue on whether the managed speculative funds are vulnerable ahead of the growing season given their expanded net short positions in grain market futures. Bears cite large U.S. carryover stocks, record South America production, improving American hard red winter wheat prospects and no evidence yet of extended planting delays for either the U.S. or Canada. Bulls cite the likelihood of inevitable crop scares, trader complacency at already low prices and likely a commercial scramble to extend forward coverage at the slightest provocation of crop adversity. For the short term, we are hard-pressed to identify any catalyst in the North American planting season that would trigger notable short-covering by the managed funds. So then, the broader grain market is patiently waiting for the calendar to advance into the 2017 planting/growing season before tipping its hand. Wheat markets generally - and spring wheat futures in particular - have trended lower since peaking in February. On March 3, Minneapolis

May spring wheat futures broke below its upward trendline support, and have stayed below that line since then. U.S. wheat markets are struggling to hold any rally attempt. Bearish market sentiment regarding abundant U.S. and global wheat stocks continues to dominate price action - there is no change in sentiment there. The current estimate of U.S. all-wheat carryout for 2016-2017 marketing season at over 1.1 billion bushels is the largest since 1988 and suggests a stocks-to-use ratio at a scary high 50 per

Canadian farmers still buying good land in the right location Neil Billinger Canadian farmers are still willing to pay a premium for good quality land in the right location. Farm Credit Canada reports national farmland values rose by an average of 7.9 per cent last year, which was the lowest annual increase since 2010. “It is not surprising that the increase in farmland values has slowed somewhat,” says Todd Lewis, president of the Agricultural Producers Association of Saskatchewan. “I think it is probably a healthy thing. Everybody can catch their breath a little bit and we’ll see what the future brings.” A decline in commodity prices and weather challenges in various parts of the country have taken some of the steam out of rising farmland values.

FCC Chief Agricultural Economidt J.P. Gervais forecasts a national average farmland value increase of between three and four per cent this year, or half of what it was in 2016. Lewis, who farms south of Regina, believes that’s a sustainable rate. “That is something that is manageable and I think it is probably the sign of a healthy industry,” Lewis says. Low interest rates have made the rising value of agricultural land more palatable in recent years. “If you want to expand your operation, you will need a larger base and I think interest rates will be one of the bigger factors,” says Keith Currie, president of the Ontario Federation of Agriculture. Currie says there is pressure on farmland values close to major Ontario cities as people look beyond the suburbs for affordable housing.

Just ahead of its March 31 deadline, India’s Ministry of Agriculture renewed the fumigation waver that will allow Canada-India trade in pulses to proceed. The announcement states that consignments of all imported agricultural commodities, whose bill of lading date in the “country of export” on June 30 or before, and for which treatment of methyl bromide fumigation is stipulated in plant quarantine, will be allowed without offshore methyl bromide fumigation from those countries which certify discontinuance of this chemical for phytosanitary measure. In plain English, the March 31 deadline rule based on port-arrival has now been extended to June 30, with reference changed to port departure. This is about a four monthlong extension to movement of Canadian pulse crops to India. While not a permanent solution to a tricky trade situation with India, the announcement does at least eliminate some uncertainty, at least enough so to enable pulse merchandisers to tidy-up old crop shipping commitments if not having done so already. Perhaps there’s also the opportunity to tackle additional export business should the arbitrage math work. Still, Canadian shippers need further clarification of India’s decla-

ration of a new 10 per cent import duty on shipments of wheat and pigeon peas. Will such a duty application also follow for imports of chickpeas, field peas and lentils? Canadian officials will continue pressing for a longer term solution with pulse trade into India, and one that in the future avoids the need for these last minute extensions and complications. That said, it would seem unlikely that India will relinquish its ability to employ arbitrary policy changes when viewed in their best interests to do so. A government that is prone to arbitrarily micro-manage trade for political reasons can elevate trade risk, which in turn is reflected in a higher cost of doing business. Also, more trade is apt to be done last minute rather than forward contracting six months or more outwards given the new business uncertainties. Farmers have to adjust to that reality in the pulse trade with India because it is radically different than being able to sell volumes of canola six to nine months forward to Japan. India needs exporter supplies just as much as Canada needs to maintain key export markets for its pulses. Trade will happen.
