Sat., June 17 is Achievement Day On the second weekend of May 2017 the Groundbirch 4-H Club got together @ the farm of senior member Kaylyn Rounds of Dusty Acre Blondes in Dawson Creek for a Field day. The 4-H
members brought with them their Beef project animals; steers & heifers that they will be showing on Saturday June 17th for Achievement day. At the field day the members had the opportunity to listen to DVM Mike Ross give a very informative presentation & hands on display of “Grooming & clipping your beef show animal�. Mr. Ross asked the 4-H members questions while he was demonstrating. All the 4-H members gained valuable knowledge & insight to which they then put to work on there own project animal after the presentation. After the 4-H members had their project animals groomed & clipped they then had a practice show where they lead their animals & practiced setting them up while Mike Ross & club leader Lacy DeWetter gave them tips on what the judges will be looking for when judging their animals at the Achievement day show in June & as well as what they could work on at home before then. Everyone is welcome to come on out to support the Groundbirch 4-H club members & watch the 4-H Achievement day show starting @ 9am on Saturday June.17th at the cattle show ring at the Exhibition grounds in Dawson creek as well afterwards there is the auction sale of the Beef animals at the VJV auction mart @6pm. Alberta outlaw plans ride of his life. Again. They call him the Alberta Outlaw. Based just outside of Grande Prairie, Grant LaValley looks and dresses just like one would expect him to. Clad in denim from head to toe with a dark hat, a buckle and “jingle bob” spurs, you are sure to hear him coming as well. LaValley likes to ride horse. He has been doing it for almost 60 years, and he wants to ride some more. In 2014 he set out from his ranch down to the states, riding the length of Alberta, before driving up to the Yukon and riding back down to his ranch. It stands out in its own right, but he left home with only half of a five dollar bill, and he rode in the dead of winter, leaving in November. Now, a couple of years later, he wants to ride again, but this time he has his eyes set on a trip across Canada. To his mind nobody has done it before. But he is not riding solely for fun, as some would expect. “The whole deal is I’m riding hard for mental illness. That’s what it’s about. More specifically I’m riding to erase the stigma that’s wrapped around that disease. We’ll talk about cancer and everything else but not about mental issues,” LaValley explains. He says if you have trouble, you should tell somebody, even a stranger, or go to a doctor and get some help. There is an epidemic of suicide, he says, and too many people, especially teenagers, are ending their lives. “The reason I understand it is because I’ve dealt with bouts of mental illness. I’m back on track and totally functional and now I want to give back and save lives. I totally understand it, it’s a horrible disease,” LaValley says. LaValley needs support to make his dream of riding across Canada on his horses Rebel and Steeler come true. He wants

to take a driver with him that will haul a horse trailer, and have room in the front for him to stay at nights. He says the trip is about 8000 km, and he estimates that at 40 km a day it will take him about 200 days. He would be riding around eight hours a day. Last time he went out, people came out of the woodwork to help out. Literally everywhere he went someone was there to lend him a helping hand or a place to stay. He would even get to ride his course into buildings for exposure, like Canadian Tire. People would all come up to him telling him about their experiences with mental illness, and how much what he was doing meant to them. One woman gave him a picture of her son, who just took his life at Christmas time and wanted him to have that picture. There were still times when he had no place to stay. One night he had to sleep in muskeg at minus 50 degrees, which he says points to how serious he is about his ride and cause. His horse Drifter had no shelter at all, but LaValley says he’s a tough horse. “There was some real tough life threatening days, but there was also a lot of laughs,” LaValley says. This time around he would like to leave in the summer, but is willing to go anytime. “I’m free, whatever happens. I’m leaving as soon as I can get the saddle on my horse if we get the finances and a driver.” The 63 year-old grandfather of 14 says it’s something on his bucket list and he wants to get it done. “I think I can save lives and that’s what it’s all about. There are 10 steps to a solid business plan, here’s all of them
A business plan is a key tool that can set you up for business success. It helps you focus on your goals and provides the answers you need to make your financing and loan process easier. Here are 10 things you should include as well as some resources to get started. 1. One-page executive summary Briefly explain your business vision. Include: who you are, what your business does, future business plans and how you will be successful. Also, summarize your current financial state and future needs. Download: Sample business plans and templates (Canada Business Network) 2. Goals and objectives What’s the purpose of your business? Outline your key strategies and main goals for the next one to three years. Find: Programs and services to help reach
your goals (AAFC) 3. Company background or history Summarize your company’s achievements and plans for growth. Describe any company strengths and weaknesses, opportunities and any significant changes that could impact the operation. Research: Industry, markets and trade (AAFC) 4. Ownership, management and human resources Describe the ownership structure. Include each owner’s qualifications, history and your management reporting structure. Public urged to use caution with outdoor burning
The Wonowon Horse Club for a grant of up to $13,000 for the re-shingling of the Wonowon Community Hall from the Community Halls and Recreation Facilities funding program.
The BC Wildfire Service is encouraging the public to exercise caution with any outdoor burning.
If an open burn escapes and causes a wildfire, the person responsible may be held accountable for damages and Fire Protection Agreement fire suppression costs. It is the responsibility of that The Regional Board approved entering into a 5 year agreement with the City individual to ensure that burning is done in a safe manner of Fort St. John District for the provision of Fire Protection Services in rural Fort and in accordance with regulations and any current St. John. burning restrictions.
Special Event Grant
The Board approved a Special Event Grant Application from the Chetwynd International Chainsaw Carving Championship Society in the amount of $2,500 for the purpose of hosting the 13th Chetwynd International Chainsaw Carving Championship taking place on June 8-11, 2017.
Agricultural Land Commission
The Peace River Regional District Board authorized the Frank Bueckert, Andrew Reimer and Eggers applications to be forwarded to the ALC. The Fell application was not forwarded at this time, pending a public meeting regarding the project.
Septage receiving facility opened in Chetwynd
On May 9, 2017 The District of Chetwynd opened its new Septage (Trucked Waste) Receiving Facility. The new advanced facility is equipped with very sensitive testing equipment which will detect the presence of Hydrocarbons as well as monitor PH and Conductivity. $2,992,254 of the funding for this facility came from a Federal/Provincial Building Canada-Small Communities Infrastructure grant and Electoral Area “E” of the Peace River Regional District contributed $500,000 toward this project.
Solid Waste
1. Staff will bring forward a report about the municipal solid waste agreements to the Solid Waste committee, that will include:
a) how and when rates are reviewed b) consistency of rates c) how the solid waste agreements were established with municipalities d) a comparison between Tumbler Ridge and Hudson’s Hope transfer station current operations of operating a Tier 1 Transfer Station 2. Peter Schriber, Manager Business Development and Stakeholder Relations, Pacific Northern Gas will be invited to attend a Regional Board meeting in July or August, to provide information on landfill gas options, including financial details. 3. The Tier 1 Transfer Station proposed for the Groundbirch area will be changed to a Tier 2 Transfer Station, and an additional Tier 2 Transfer Station location, in Electoral Area ‘E’, will be determined at a later date. 4. A pilot project will be initiated at the Doig/Milligan/Osborn Transfer Station to implement 24/7 access via a man gate once surveillance equipment is

To reduce the number of preventable wildfires take the following precautions: Ø Ensure that enough people, water and tools are on hand to control the fire and prevent it from escaping. Ø Do not burn during windy conditions. Weather conditions can change quickly and the wind may carry embers to other combustible material and start new fires. Ø Create a fireguard at least one metre around the planned fire site by clearing away twigs, grass, leaves and other combustible material. Ø If you are planning a large burn, consider conducting smaller burns around the perimeter beforehand to create a fuel break and help prevent the fire from spreading beyond its intended size. Each of these fires should be kept small and must be completely extinguished before starting a new fire. Ø Never leave a fire unattended. Ø Make sure that your fire is completely extinguished and the ashes are cold to touch before you leave the area for any length of time. The Prince George Fire Centre boundaries include the Peace River Regional District.

The West Moberly First Nations for a grant of up to $250,000 for the Zonnebeke Wind Power Project from the Economic Diversification Infrastructure funding program. Strategic Priorities Fund The Whiskey Jack Nordic Ski Association for up to $125,000 to assist with the construction of a maintenance building in Beatton Provincial Park to support the continued operation of cross country skiing in the park.

MacAulay talks key ag issues with AB stakeholders
As a leading driver of jobs and trade, the agriculture and food sector is one of Canada’s key growth industries. Budget 2017’s targeted agri-food investments will help the sector build on its competitive strengths, allowing farmers to grow their businesses and create good, well-paying jobs for Canadians. Lawrence MacAulay, Minister of Agriculture and Agri-Food Canada, was in Calgary this week to discuss challenges and opportunities for the agriculture sector. Minister MacAulay held a roundtable with western grain industry stakeholders to discuss the Transportation Modernization Act legislation tabled by the Government on May 16, which includes measures to advance a long-term agenda for a more transparent, fair and efficient rail system in Canada. Minister MacAulay met with beef processors and representatives of national and provincial cattle and beef associations. Discussions focused on market access and trade, relations with the United States, accessing and retaining labour in Canadian meat processing plants, and research and innovation. Minister MacAulay also spoke with Alberta Agriculture and Forestry Minister Oneil Carlier about agricultural priorities in the province. During his meetings, Minister MacAulay highlighted the benefits of the Comprehensive Economic and Trade Agreement (CETA) be-
tween Canada and the European Union, which received royal assent on 16 May 2017. CETA will create jobs, strengthen economic relations and boost Canada’s trade with the world’s second-largest market. It will improve market access for Canada’s key agricultural product exports, such as meats, grains, oilseeds, fruits and vegetables, and processed products. “I thank the farmers and stakeholders in the grain and beef sectors here in Calgary for sharing their views with me on how to take advantage of growth opportunities in the agricultural sector. Together we will work to bolster the grain transportation and meat processing systems so that our farmers can continue to grow their businesses, meet growing global food demand sustainably, and strengthen the middle-class.” - Lawrence MacAulay, Minister of Agriculture and Agri-Food Canada’s agriculture and food industry is a key driver of the Canadian economy and a high-performing sector in today’s global marketplace, contributing over $100 billion annually to the GDP and employing one out of every eight Canadians. Western Canadian grain is a $20 billion industry. Canada’s beef industry contributes $33 billion worth of sales of goods and services either directly or indirectly to the economy.

Agricultural policy framework engagement The government is seeking public input on priorities for the next Agricultural Policy Framework (NPF) after Growing Forward 2 expires in March 2018. Public input will help ensure the next framework agreement meets the needs and priorities of Alberta’s industry and consumers. Albertans will have opportunities to make suggestions for priorities in the NPF during 2 rounds of consultation. About Growing Forward 2 Growing Forward 2 is a federal-provincialterritorial framework with a mandate to drive an innovative, competitive and profitable Canadian agriculture and agri-food sector. It supports business risk management and strategic programs for the agricultural sector and focuses on 3 main priorities: innovation, competitiveness, and market development. Engagement timeline The first round of consultations through an online survey closed May 8, 2017. The survey focused on the overarching agreement that outlines the programs and processes that will be the same across Canada and the key priorities identified by agriculture ministers in the Calgary Statement, including: markets and trade, science, research and innovation, risk management, environmental sustainability, and climate change. Survey results are being compiled and will be shared with the public. A second round of consultations that focuses on programs specific to Alberta will be held in the fall/winter of 2017.

A Tale of 2 Crops? Grains this morning are trading mostly sideways but in the green as weather differences in various parts of major grain-producing regions continue to sway bulls and bears. As the U.S. winter wheat harvest is starting up, there are the usual price pressures being seen and Chicago wheat is set for its worst week since late March as a result. Soybeans are likely to close out the week with their 4th-stratight week of declines as China’s soybean crush margins are the worst since September 2014, losing almost $52 USD / MT!. Some rain is expected to hit the eastern Cornbelt again this weekend with some cooler temperatures next week whereas the western half will get some hot temperatures through next weekend. Given the extreme divide that we’re starting to see between east and west, 2017 corn and soybean production in America might be the tale of 2 crops. The European Commission is starting to admit some drier conditions in the E.U., dropping their total grain production forecast by 7M tonnes for a 304.8M-tonne haul for 2017/18, +3.4% year-over-year but still well below the 328M-tonne record set 3 years ago. Comparably, Coceral’s forecast for total E.U. grain production is 297.6M tonnes. Digging into specific crops, the Commission’s forecast for their barley crop is 59.5M tonnes, pretty much unchanged from last year but 2.87M tonnes lower than their previous estimate of this year’s production. For wheat, the Commission is estimating 141.3M tonnes, a 666,000 drop from the last estimate but a 5.2% jump over last year’s output. On corn, the Commission is forecasting a 64.2M-tonne crop, which is 2.34M tonnes below the last forecast but still 5.9% better than last year. According to AgriTel, spring corn and soybean planting is nearing a close in the Black Sea as in Ukraine, nearly all of the forecasted 11M acres of corn and 4.6M acres of soybeans are seeded. Next door in Russia, things are a little bit more behind with 93% of corn acres (7.17M acres) and 89% of soybean acres (4.94M) have been seeded as of June 2nd. It’s been diverging games being played in the canola and the spring wheat markets as the former has pulled back significantly in the past couple of weeks whereas spring wheat prices have ticked up nicely. Canola has pulled back significantly on the futures market with a strong pace of seeding in the Canadian Prairies but basis has strengthened a bit. For wheat, we’re also cognizant of quality and yield potential for the U.S. winter wheat crop, as well in Ukraine where dry weather hasn’t helped. Benson Quinn Commodities also makes the point the Northern Chinese Plains have been dry, which is notable considering how much wheat they account for every year on the global balance sheet (about half of global carryout stocks today…). There are obvious planting concerns in Western Canada of the spring crop but there is a stretch of land reaching from NW Saskatchewan down to northern Iowa where things are getting fairly dry and if it wasn’t for some abundant moisture in the fall, we’d be in a much worse-off spot for crop development. Net-net, the tick-up of spring wheat prices in the last little while here should be considered a good opportunity to lock in some additional sales (we’ve seen strong activity on both old and new crop wheat on FarmLead the past week – post your old or crop deal today to get in the mix.).

The Ag Ministry in Brazil says that soybeans area in Brazil will likely grow between 2-3% for next year’s crop, mainly because of more acres opening up frontier regions. Also being announced was that agricultural GDP in Brazil in the first quarter rose 13.4% year-overyear vs expectations of 9.4%, which would be the best result since 1996. Moreover, Brazil’s exports increased by 4.8% YoY in Q1 but with sales now pretty solid, there are the seasonal expectations that exports will slow in the 2nd quarter, and with it the GDP. Switching back to North America, Arlan Suderman of FC Stone dug into the history of U.S. corn crop ratings and found that there are 9 times in the last 20 years that the first corn rating came in below 70% good-to-excellent and 5 of those 9 years produced above-trend yields. More acutely, the data tell us that there’s one story showing a strong chance of a good crop, but the bullish camp continues to trumpet a tale that the market isn’t pricing things in properly. If history is any indicator, when it comes to managing price risk when it comes to grain marketing, play the game in front of you, not the one you’re hoping for.

Summer farm employment program info
The Summer Farm Employment Program is funded and administered by Alberta Agriculture and Forestry. Employees and employers must apply together for the program, Alberta Agriculture and Forestry does not do any matching. The Summer Farm Employment Program’s primary objective is to provide opportunities for full-time farm work experience for young people. Employers must be fulltime farmers; employees must between 15 and 24 years of age and cannot be a direct relative of the employer. Wage support is provided to farmers to a maximum of $400 per month based on a full time basis. Applications are accepted on a first- come, first-served basis. The program runs from July 1 to August 31. 2017 Program Information and Guidelines Employer eligibility Employers must own or rent a farming operation, located in Alberta; must produce farm commodities valued at a minimum of $25,000 annually; and must be available to supervise their employee full-time. Employers may only appoint another person to supervise the employee if that person will be working with the employee for at least 60% of the time. All program information will then be sent to the supervisor listed. An eligible supervisor must be at least 18 years old, cannot be a direct relative of the employee, and must be directly involved in the employer’s farming operation on a daily basis so that
appropriate training and direction regarding farm tasks and safety concerns may be given. Employers will be limited to one employee. Employees must be unemployed. Existing part-time employees are eligible if total hours worked over the previous three months averaged less than 20 per week. Employees working for the employer full-time prior to July 1 are not eligible under the program. Employees must not be working full-time anywhere else or attending school while participating in this program.

This is your spring cattle vaccine refresher By Mira Kelada Vaccines are an important part of a herd health strategy. The economic ramifications of having disease within the herd, especially preventable disease, is staggering. Having a persistently infected BVD calf within the herd can cost $15-$25 per year, per cow exposed to a bull . When vaccination for BVD (in addition to IBR, BRSV, etc.) costs less than $3 a head, vaccination makes good economic and herd health sense. However, vaccination protocols can be confusing and the reasoning behind the protocols and vaccine handling are not intuitive. What follows is a short discussion about vaccines in cattle, the difference between MLV and killed vaccines, handling, and timing of vaccine administration. There are two major categories of vaccines that are used by cattle producers. These are inactivated/killed vaccines and modified live vaccines. This refers to the condition of the bacteria or virus that is included in the vaccine. A killed vaccine means that the organism is not alive and modified live means that the organism is still alive but has been altered in a way so as not to produce disease when administered to an animals. The advantage of using a modified live vaccine is that they typically offer quicker and better protection against viral diseases when compared to the killed vaccines. Typically, there are more serum antibodies stimulated after vaccination with a modified live vaccine when compared to a killed vaccine (the body ‘remembers’ the pathogen more when a MLV is used). Some people will say that using an MLV over a killed vaccine means that a protective response will be triggered in an animal with only one dose (and that no booster is needed). However, any animal that has not been vaccinated before ideally would have a booster of either a killed or a MLV 3-4 weeks later. Once cattle have been boostered
and exposed to the vaccine once, they can go to an annual vaccination schedule. The major disadvantage of the MLV vaccine is that some are not labeled for use in pregnant cows or calves nursing pregnant cows. When MLV vaccines are approved for use in pregnant cows, they typically require that the cow has been vaccinated with an MLV from the same company in the past 12 months. Additionally, it is important to remember that MLV should not be given within 30 days of the start of the breeding season to any naïve heifers who have never been given an MLV before. The IBR (infectious bovine rhinotracheitis) component of MLVs has been linked with causing inflammation of the ovary, which could reduce fertility for a short period of time in heifers that have never been vaccinated previously. Giving the vaccine more than 30 days before the start of the breeding season ensures enough time for any ovarian inflammation to subside and fertility to return to normal. Timing of vaccination is important to get a good immune response. Giving vaccines during stressful periods can reduce the ability of the animal’s immune system to respond the vaccine. This can result in reduced protection. Administering respiratory disease vaccines 2-4 weeks prior to weaning and again at weaning is preferred. Cattle that have poor nutrition, parasites or have other diseases are likely to poorly respond to vaccines and not mount an appropriate immune response. Nervous and stressed cattle may not respond well to vaccines. The more times that cattle are run through a chute, the more calm they are and the more likely they are to respond appropriately to a vaccine. Ultimately, it is important to discuss vaccine protocols with your veterinarian in order to get the best program that works for your herd. It is also important that vaccines are handled appropriately if they are to remain efficacious. Please follow handling instructions that are on the vaccine label. Some important things to re-
member include not mixing up MLV vaccine too long in advance prior to giving it to cattle. Upon mixing, MLV should be used within one hour. Beyond this, the potency of MLVs decrease tremendously. Do not leave vaccines out in the sun for too long as this will further diminish the efficacy of the vaccine (left out in the sun, the vaccine may only be good for 45 minutes from the time of mixing). Storage of vaccines is also critically important. When storing vaccines in a fridge, avoid placing them in the door. Temperature is less regulated there, and this can affect the vaccine negatively. Additionally, try to keep the vaccines on the middle shelves of the fridge as temperature tends to be more stable there. In terms of syringe maintenance, do not clean the syringe with soap or disinfectant. Only use warm clean water to clean the syringe. Make sure that the dose on the syringe is correct and check this prior to vaccinating animals. When vaccinating, please change a needle prior to a syringe being filled. Ideally, one would change a needle every 10 animals. If you have any vaccine questions, please discuss this with your veterinarian. Vaccines are a great tool for producers to reduce disease burden in their herds, but it is important that they be used appropriately in order to be effective. Good disease control is achieved with good vaccine selection, handling, timing and administration!

Sultry barbecue chicken fry-bread tacos
Fry Bread 3 cups flour
Pebre Salsa 2 cups finely diced fresh field tomatoes ½ cup finely diced red onions ½ bunch cilantro, finely chopped 3 Tbsp canola oil 1 Tbsp lime juice, about 1/2 fresh squeezed lime 1 clove garlic, finely minced 1 pinch salt Barbecue Chicken 8 (5-oz) cage-free chicken breasts 3 Tbsp butter and cooking oil, for frying 1 cup barbecue sauce Toppings & Assembly 1 head lettuce, shredded 8 oz sour cream 1 cup shredded cheese DIRECTIONS Fry Bread 1. In a large bowl, mix dry ingredients. Make a well in the centre, slowly add milk or water to the well and gently stir and fold until just combined. Dough will be slightly sticky. Let dough rest for 15 minutes.
4. Cut off a piece of dough, flour lightly and pat piece of dough into a 4 inch diameter circle. Flatten and stretch between your hands to about 1/2 inch thick. 5. Gently place flattened dough into hot oil, cooking until golden brown, about 1 to 1-1/2 minute per side, turning only once. Repeat with the rest of the dough. Pebre Salsa 1. In a large bowl, mix together all ingredients and let rest for the flavours to meld. Barbecue Chicken 1. Thinly slice chicken breast lengthwise into ½-inch strips. 2. In a large cast iron pan, heat butter and oil over medium heat. Add sliced chicken, season with salt and pepper. Cook until no pink remains and internal temperature reaches 165ºF. Lightly brush with your favourite barbecue sauce. Grill until slightly caramelized and golden brown.

2. Combine moose meat, ground beef and salt in a bowl. Divide meat into 4 portions and form patties using your hands. Pack tightly, but do not overwork meat. 3. Heat a large cast iron skillet over mediumhigh. Add in oil and gently place burgers down. Cook until a golden brown crust forms, about 4 minutes per side. 4. Cut ciabatta buns in half. Smear 1 Tbsp of Greek yogurt on to the bottom of each bun. Place burger on top of yogurt. Divide onion jam among burgers. Top with arugula and close with top bun. Recipe courtesy of Michelle Rabin
DIRECTIONS 1. Heat butter in a small pan over medium. Add in red onion and cook until soft and fragrant, about 3 minutes. Add in vinegar and continue to cook for another 2 minutes. Reduce heat to low. Stir in blueberry jam and simmer for 5 minutes or until mixture is thick.

These are the twice-baked pate, chinois potatoes INGREDIENTS 4 russet (baking) potatoes, scrubbed ½ cup whole milk, divided ¾ tsp salt, divided 2 Tbsp unsalted butter 1 onion, diced ½ lb(s) ground beef 1 clove garlic, minced 2 tsp apple cider vinegar 1/2 tsp ground black pepper �1/2tsp ground cloves 1 cup fresh or frozen corn niblets ¼ cup finely chopped fresh parsley, more for serving

Barley prices start firming up, and they stabilize months ahead amid lower new crop 2017 barley acres and more cattle in the feedlots, there could be a firm tone to feedlot-delivered feed barley bids heading into 2018. I’m also intrigued by the trimming of 2017 United States corn acres from the 94 million acres last year to just under 90 million this year. That could mean the broader feed grain complex could become increasingly sensitive to growing season conditions, especially during the key pollination period of July. But again, a burdensome feed grain supply situation continues in the short term, so near-term price upside is likely limited for right now. Cash feed barley bids firmed up over the past few weeks, but now seem to be steady. Lethbridge area feedlots continue bidding around $170 to $175 a tonne ($3.70 to $3.80 a bushel), though I heard one confirmed source quote as high as $180 a tonne. We also see Saskatchewan bids around $2.85 to as high as $3.25 a bushel for summer delivery. It seems $150 a tonne cash Lethbridge barley seen earlier in the marketing season may be low enough, an opinion we’ve stated on a number of occasions. But that said, the abundance of high vomitoxin durum has created - and in some ways continues - to perpetuate a false sense of sustained bearishness for the feed grain sector. Additional strength Such sentiment will not wash away overnight. PFCanada believes longer term, we may see additional strength in feed prices as overall Prairie feed supplies decline. That’s expected to continue, especially after we chew through the remainder of last year’s abnormally large supply of lower quality wheat and durum as it works its way through domestic feed channels. Statistics Canada pegged March 31 old crop Canadian barley stocks at 4.6 million tonnes, compared to year ago supplies of 3.7 million tonnes, which was about expected and likely means 2016-2017 year-end carryout (July 31) will be around 2.1 million tonnes, up from 2015-2016 carryout of 1.5 million tonnes – so no shortage of feed barley just yet. Production predicted to drop Also, supportive in time, barley production across Western Canada is likely to be lower in 2017. StatsCan currently estimates Canadian barley acreage at 5.88 million acres this spring, down from 6.39 million acres in 2016 - a decline perhaps equally spilt between Alberta and Saskatchewan. We probably need to get through the summer “what-ifs” as it pertains to production potential, but unless 2017 yield is huge or crop quality turns ugly again, Lethbridge feed barley ought to trade up around $190 a tonne later in the new crop 2017-2018 marketing year. Firm feedlot-delivered Already though, we see new crop fall delivery bids build some additional price premium. Calgary south bids are now around $170 to $180 a tonne for early fall movement. China’s shrinking arable land is an opportunity
As one of the most populous countries in the world, China’s stance toward its food security has been attracting the attention of the world for a long time. China is the world’s largest consumer of pork and rice. Plus, it’s one of the world’s largest importers of soybeans and canola, and is expected to become a large importer of red meat in the near future. Chinese food demand, driven by rising income, has led to concerns about China’s capacity to feed its growing population in an era of declining arable land. Arable land is declining China’s total acreage started increasing in 1981 and reached a maximum of 124.9 million hectares in 1991, but it has been declining since then due to many factors. One of the major reasons is rapid urban expansion. As cities have expanded massive amounts of arable land have been converted into urban land. Heavy pesticide and fertilizer usage are also posing a threat to the arable land through soil deterioration and unsustainability. As a result, China is facing a significant loss of high quality arable land. In 2014, per capita arable land in China was 0.08 hectares, compared to 1.29 hectares in Canada and 0.20 hectares in the world. This was a decline of 50% from 0.16 hectares in 1961. Between 1961 and 2014, per capita arable land fell at an annual rate of 1.3% on average and the downward trend is expected to continue in 2015 and 2016. Ag productivity is rising While China’s arable land has been declining, rising agricultural productivity has compensated, boosting total agricultural production growth. One of the most popular measure of productivity in agriculture is Total Factor Productivity (TFP). Between 2004 and 2013, the ag TFP grew 3.3% annually. On average, China’s rate of growth in ag TFP has outpaced the declining rate of arable land. The biggest contributor to TFP came from the introduction of farm machinery and improved feed efficiency. Canadian agri-food, with a reputation for safety and high quality, should appeal to Chinese consumers who are increasingly moving away from commodity products to higher value food.

STEER SALE RESULTS A total of 34 steers were put on offer with an overall sale average of $3.20 per pound. The Show Grand Champion was purchased by Keddie’s Tack & Western Wear of Grande Prairie for $4.60 per pound; with the Show Reserve Grand Champion being purchased by the West County Animal Clinic of Beaverlodge for $3.30 per pound. Ticket sales for the Delwyn Postman Donation Steer Raffle, donated by Todd & Rita Sawchuk family of Beaverlodge, brought in over $8,800 with this year’s proceeds going towards STARS and the Beaverlodge Fire Department. New online tool helps farmers manage risk
Flooding, pests, disease and other extreme weather events are constant risks to the businesses and livelihoods of farmers. The Government of Canada is committed to working with industry partners to explore and develop new
risk management tools that meets the needs of Canadian farmers when faced with serious challenges beyond their control. Member of Parliament, Francis Drouin, today announced a $786,921 investment for Farm Man-
agement Canada to develop a new online agricultural risk management tool called “AgriShield”. This online tool will help farmers have real-time assessments of the potential negative impact of risks to their businesses and provide mitigation solutions. For instance, if an overland flood situation is imminent, the tool can help farmers to assess the degree of risk they face and potential mitigation measures that they can adopt, such as tile draining or insurance coverage. This investment is being made through Agriculture and Agri-Food Canada’s AgriRisk Initiatives (ARI) which supports the research and development, as well as the implementation and administration of new risk management tools for use in the agriculture sector. “Canadian farmers face risk every day and it is essential they have the necessary tools to better understand and manage risk. The recent flooding in Eastern Ontario and Quebec, for example, shows the need to help farmers more effectively manage risk, so that they can be stronger, more innovative and more competitive.” - Francis Drouin, Member of Parliament for Glengarry-Prescott-Russell “Less than 1/3 of Canada’s farmers have a risk management plan. Flax seed testing urged amid seed supply concerns Flax seed testing urged amid seed supply concerns RICHARD KAMCHEN Canadian Prairie farmers’ uncertainty about adequate seed supplies of flax has the crop’s industry association urging vigilance to prevent compromising supply integrity. The Flax Council of Canada issued a cautionary alert last week advising growers test for Triffid when using farm-saved seed, as well as ensure the source and quality of their seed. “The concern was in light of some reports of illegal bin-run seed sales in Saskatchewan,” says council extension agronomist Rachel Evans. Higher intended 2017 flax area and a small 2016 crop have raised questions about seed availability. Statistics Canada last month pegged 2017 flax seeded area at 1.12 million acres, up 19 per cent from last year. Seeded area last spring was almost halved from the previous year, and inclement weather further reduced the acres harvested. “There was concern from (Manitoba Flax Growers Association) that there may be shortages of good quality seed for planting, and that that perceived shortage may have growers going to a neighbour or someone with something in the bin,” Evans says. She notes supplies of certified seed were still good at the time of the council’s notice. Since 2014, the flax council has strongly encouraged farmers to use reconstituted seed and/or certified seed varieties to guarantee the quality of planting seed. “Farmers have been very responsible in complying with this request, however, when seed supplies are perceived to be tight, some farmers may decide to switch back to farm saved seed,” Evans says. She points out flaxseed can be stored for long periods of time, and given that remaining supplies of last year’s crop may be limited, farmers may reach further back in the bin to find seed. “As a precaution in using older seed, we simply recommend a test to ensure the work we have done to restore integrity of the system is guaranteed to continue.”
The genetically modified variety CDC Triffid crippled Canada’s flax industry after being detected in shipments to Europe in 2009. “Flax producers were instrumental in the elimination of Triffid from the system, but it is critical that producers continue to use a known source of Triffid-free seed,” the council stated in its alert.

And now some memories from Moonshine Lake Moonshine Lake had been a small slough for many years, a detour on the old Moonshine Trail. Twas called this because of some of the vocation of some of the settlers along the way. HOwever it also didn’t resemble a lake very much. THe grasses grew lushly there, with mint wild in the
area. The trees in the area quickly became known as some of the most scene sentinels in the area and the are was a favorite picnic spot of the Bird family. Soon a local formal association was created for the park with offiicial establishment of the Moonshine Lake Park in April 1959.

While the prospect of tightening old crop supplies amid delayed new crop spring seeding should be supportive to the canola market, spillover price pressure is exerted by the broader, global oilseed markets. In fact, on May 30, Winnipeg canola futures broke below important chart support as speculative long liquidation in the futures market, along with increased farmer selling in the cash market, turned the market bias down. Key influence is the spillover bearish turn from the Chicago soy complex as rumours of China cancelling United States soy export cargoes dominated last week’s trade as demand shifts to South American origin. There remains the opinion that old crop canola supplies are tightening. But without further new crop distress and bearish market conditions developing across the broader oilseeds markets because of persistent large supplies (soy, palm, etc.), the competitive position of canola erodes as prices in those bigger markets decline. And even though Canada’s canola crop may not see the intended 22.4 million acres (20.4 million last year) once planting is complete, the market view may be that it’s enough, as long as trend yield is realized. That means further near-term price erosion potential for both old- and newcrop canola until a new bullish catalyst emerges. Chart wise, nearby July canola futures pushed below technical support at $515 a tonne, where prices have sat for the past six weeks. That’s not encouraging when Chicago Board of Trade July soybeans dropped 26 cents a bushel last week to finish at its lowest point since last summer, and started this week pressing further to the downside. Recent price action suggests traders are starting to factor in a switch of more 2017 U.S. acres from corn to soybeans amid persistently wet weather through the southern and eastern Corn Belt. With more rain in the forecast, especially across the wettest areas, there’s risk of additional price pressure. Bears have momentum in the soy complex. The move in CBOT soybean futures below last Friday’s low has triggered technical selling. Oldcrop July bean futures may be headed for a test of the US$9 per bushel level. Winnipeg canola futures may reach another $20-plus downside risk, given our long-standing view that the cash market repeatedly stalled in testing up to $11 a bushel this past year - and canola’s upside seasonal trend bias often wanes in June. For the better part of two years, I’ve viewed the canola market as sideways and range-bound in a big supply/big demand trading environment. As such, markets operating under these conditions often oscillate for periods of time one way, then other - but within a broader sideways range. The recent weaker turn in the U.S. soy complex and across global vegetable oil markets (soy/palm) may be the trigger for the canola to roll back from its spring-time rally as these oscillations continue. THE BIG BEND Pioneer’s ball and chain turned out to be a winner by Bob GILMOUR WANHAM - Joseph John Cramer is a big, white haired man with a big brown hat and faded work clothes. He is likely to be puffing on a home-made cigarette. A homesteader in the Peace Region in 1928, he’s one of many septuagenarian settlers in the Land of 12-Foot Davis,. Cramer, 70, of the nearby community of Watino, attracted attention at hthe Alberta Plowing championships. Now retired, he has won 200 ribbons and three trophies over the past nine years, while exhibiting his painstaking handicrafts at several fairs in the Peace River circult. In 1860, his great grandfather homesteaded at Carberry, Man., his father in 1904 in Cutknife,

Sask. Only 24 years later JJ Cramer continued the westward trek into Alberta’s Peace River region, setting up 20 miles west of Spirit River. In 1929 he took up carving. Among his honours is a first prize in the 1970 Vancouver Pacific National Exhibition for a wooden ball and chain carved from a jacknife out of a single piece of wood. Cramer would also display wooden signs he has made, as well as spinning wheel projects like socks, mitts, toque, and slippers. Cramer says carving and handicrafts were always a retirement hobby. “If I sold my handicrafts it would be work,” he says, “and I don’t like work.”

Kelowna fruit stand: building a nine-acre dream
When Lakhwinder Brar moved to Canada in 2008, he dreamed of one day owning a farm. Originally from India, he grew up growing grains and rice with his parents and grandparents. When he arrived in British Columbia, the dream seemed a distant possibility.
“Our goal is to expand in the farming industry by growing the local market for local farmers,” Brar says. “The biggest challenge in the farm industry is to get a good price for your product. I believe we need more competition and buyers to help farmers get better prices.”
“I went to school at Okanagan College for [a] trade in plumbing and gas fitting, and worked with a local company in Kelowna,” Brar explains. “I started my own company three years ago in plumbing and heating.”
He observes that increasing demand from international markets has been a boon for cherry growers in the Okanagan, and the rise of wineries has increased the acreage in grapes in recent years. But previously iconic Okanagan crops like peaches are increasingly difficult to find because they don’t have the same market opportunities.
In 2015, Brar partnered with his uncle to buy a small property on the outskirts of Kelowna and started a fruit stand. Strategically located on the way to the Kelowna airport, the fruit stand sells locally grown fruits and vegetables. Their commitment to selling local produce is more than marketing.
“The year before last, it was hard to find good peaches because there aren’t many peach orchards left,” he explains. “I think they need a proper market for soft fruit. People weren’t getting good payouts, so they went into grapes and other crops. If there are more farm markets, and

they can sell mostly local, it’s good for the growers and they get paid right away, too.” From selling to growing Last year, Brar and his young family realized their farming dream and bought a nine-acre orchard. The orchard puts them in charge of some of their own production – and supply chain – while their store ensures a consistent market for their fruit. While it’s a big change from growing grains and rice to running an orchard, with the help of his family, Brar is learning quickly. “Most of my family has settled and is farming in the Okanagan,” Brar explains. “They’ve supported us both financially and with their knowledge about the fruit industry. When I have questions, they are there for me.” Building solid business foundation Brar credits his education in trades with helping him develop the strong business skills needed to succeed in all his enterprises. With solid business foundations in place, he’s focused on building. In spring 2017, Kelowna Fruit Stand will re-open in a new building with more space and better amenities. “We’re really excited for our new building. We’ve worked hard on the architecture,” he says, adding that it has been designed to represent the natural beauty of the Okanagan. “The building features enough space for a variety of local products as well as a commercial kitchen facility, so we can start making baked goods and other value-added products from our fruit.” Expanding with the community in mind It’s just the beginning. Looking further ahead, Brar wants to expand the production side and acquire more orchard acreage, and would like to start packing fruit for other farmers – particularly soft fruit and apples – to open new markets and opportunities. “We want to do better for the whole farming community. It’s tough out there. You don’t see a lot of young people getting into farming. Most farmers we meet out there are in their 50s,” he says. “We need to steer more people into farming, but if it’s profitable, people will come by themselves.” With a young family and three growing businesses, there’s not a lot of extra time in a day, but Brar takes pleasure in the work, the people and the vision. He knows that big dreams are built one small step at a time. “It takes hard work, and you need knowledge of the field you’re going into before you start investing into it,” he says, reflecting on the key ingredients for success. “You need commitment. The Ride for Mom helps raise awareness My soul was so looking forward to an 11 - 12 hour round trip brain clearer as I watched the sky, waiting for a break to pack my saddlebags. That break never came. It howled, with great big fat raindrops that would have meant everything I needed to pack would have ended up wet. The cage it was. I waited until I couldn’t wait any longer and I threw everything into the car and off I went. I was supposed to be at Blackjacks Roadhouse in Nisku at 7pm for the volunteer meeting, that did not happen. I made it for 8pm. Thanks to Kevin O’Connor from the Wetaskiwin Sheriff’s department - he handled most of the questions for me. Saturday morning dawned cold, drizzly and miserable. I headed over to Blackjacks from the Airways next door to be greeted by the smiling faces of Catherine and Rob who were on time for their 6:45 am shift to park motorcycles. Krysta Shields and Michaela Wallace, my fellow board members for the Ride for Mom were smiling in spite of Mother Nature not understanding that this day was all about honouring Moms and helping them get the help they need when things go south. When mom is happy, healthy and whole, the children generally thrive and so do others who are around them. Domestic violence hurts everyone it touches. It’s important that we stamp it out and the Ride for Mom is all about giving those who need it most, a voice. Domestic violence doesn’t just touch women and children, it also touches men and many seniors, however women suffer most often. Sadly, blood doesn’t always mean we are kind or patient. The Ride for Mom might have gotten off to a soggy start for it’s inaugural ride, but as my good friend Gail Day reminded me, we put together an amazing event that is filled with wonderful volunteers and has for a first time event garnered major support and recognition and no amount
of rain could change any of these facts. My brothers from the 3rd C.A.V. Frezenberg Unit along with a member of the Regiment MC took lead of the 32 bikes, and they even found a back seat for me to ride on. Now I don’t like riding pillion much these days, but it did give me the opportunity to do some real action shots of the motorcycles with my camera and helmet cam both working in harmony! We got to our first stop in Wetaskiwin, the Reynolds-Alberta Museum , and were greeted by the Alberta Sheriffs. (We were all given plastic sheriffs badges, as sheriffs helpers) The ladies from the Victim Services office were out giving out hugs, candies and domestic violence brochures.. Too often, the Sheriffs, EMS, RCMP, Victim Services, Fire - these are the people who have to deal with the ugly and sad side of humanity; domestic violence. Violence between people who are supposed to love each other. The riders all got their coupons, same as at the first stop. These coupons would be used later to see who won all of the incredible ride prizes we had been donated! When we were all ready to leave, we were pleasantly treated to the City of Camrose police department blocking traffic so we riders could move safely through the intersection! That was so wonderful! When we got to Tofield, not only were their RCMP vehicles blocking traffic, but an entire block in front of the library and administration offices was blocked off. Krysta and Michaela along with their trusty support man Tyler were ready for us. After a few short speeches, the draws were made and people started to dissipate. It was an amazing day when 32 souls braved the cold bitter winds and participated in what history will show was the first of many rides. Thank you to all of the volunteers and sponsors who made it possible for 32 people to bond
in a special way. The Ride for Mom, I was so honoured to be part of this first one. I speak for myself, but I am sure the rest of the board would agree with me when I say that I am blown away by the support and generosity of so many for this inaugural event. Canadian farm debt grew 7.3% in 2016 – here’s why that’s not a problem Canada’s total Farm Debt Outstanding continued to climb in 2016, reaching $96 billion as of December 31st. That’s a 7.3% increase over Canadian ag’s debt levels observed in 2015 according to Statistics Canada. Credit, as agriculture’s primary source of capital, is both essential to operate or grow a farm business and is financially risky. Despite the increased risk to the sector that goes along with more debt, a number of factors have mitigated that risk. They’ve helped to keep Canadian agriculture financially healthy. Borrowing costs stayed low As debt climbed, the costs to businesses of
borrowing – i.e., interest rates – steadily declined in 2016. That was a big reason producers maintained the ability to repay debt, because overall farm income, the basis of debt repayment capacity, didn’t really grow in 2016. Crop receipts showed only a small gain and livestock receipts declined. Farm operating expenses declined 1% on average in 2016. Slightly higher revenues and lower expenses resulted in an estimated 4.6% increase in net cash income. A strong balance sheet also matters. Across the country, farmland values climbed at an average rate of 7.9% in 2016. Overall farm asset values (including buildings, quota, equipment, etc.) likely grew slower than farmland values. The combination of a growth in debt and a slow-
er pace of increase in farm asset values will raise the sector’s overall debt-to-asset ratio which isn’t necessarily a good news story. A low ratio gives you flexibility to extend the repayment period on existing debt when income is tighter, or borrow more money if an opportunity shows up. But, as we pointed out in our March Financial Fitness series, Canada’s farm debt-to-asset ratio remains favourable compared to historical averages. Further, AAFC expects net cash income in 2017 to be the fourth-highest on record. How do you protect your financial health? Run different scenarios to evaluate your financial position. Expect interest rates to increase, albeit at a slow pace, especially if the Canadian economy becomes healthier and interest rates in the U.S. continue to move upward. That will pressure debt repayment capacity because, while we project farm income to remain strong, it likely won’t increase at the pace we saw over the last ten years. With lower growth in revenues, working capital will also be pressured – and that’s your first line of defense when profit margins tighten. We’ll provide our revenue projections for different sectors in this blog over the course of the next two weeks. The outlook for Canadian agriculture remains positive. It’s a great time to ensure your financial planning brings you success now and into the future.

Risk management tool responds to farmers’ needs Canadian farmers are getting some help to deal with their increasing exposure to risk. Last week, Farm Management Canada unveiled plans to develop a new online agricultural risk management tool called AgriShield. The Canadian Federation of Agriculture and the consulting firm MNP will partner on the $1.2-million project. Mitigate and manage Heather Watson, executive director of FMC, says AgriShield will be useful to farmers, advisors and other interested groups. She says it will help users identify, assess, prioritize and create risk management plans to mitigate and manage the potential negative effects of risk. “The risk analyses derived from the tool will provide a baseline to establish benchmarks for risk management performance, across Canada and commodity sectors, helping raise the bar for Canada’s competitiveness,” Watson says. Real-time assessments She says AgriShield will help farmers with real-time assessments of the potential negative impact of risks to their businesses, and provide mitigation solutions. For example, if faced with a potential overland flood – which has become a growing concern
across Canadian farms – AgriShield can help producers assess the degree of risk they face and potential mitigation measures that they can adopt, such as tile draining or insurance coverage. Understanding risk
tices that include production diversification to balance market and weather uncertainties. AgriShield will be launched as a one-year pilot program next April, followed by a full launch after industry testing.
Watson says uncertain conditions over the past few years underline the need for such a program – especially considering just one-third of Canadian farmers have a risk management plan. She says for farm managers, uncertainty can lead to poor planning and decision-making. “With a better understanding of risk, farm managers are more likely to take the right risks, mitigate the bad, and continue to profit,” she says. “A successful farm business means everyone’s more successful, from supplier to the farmer, buyer and end consumer.” AgriShield complements FMC’s Comprehensive Guide to Managing Risk in Agriculture. The guide goes beyond standard risk tools to categorize and address more than 30 types of risk from environmental risk to food safety, weather and climate, global markets, human resources, consumer pressures, changes to government policy, and many others. A cool April, periods of showers, and unfinished 2016 harvest operations put Alberta seeding progress well behind normal. As of May 23, provincial plantings reached only 57 per cent completion, versus 90 per cent last year and the 83 per cent five-year average. Wheat midge migration “I’m quite concerned that the late seeding is going to mean wheat midge are going to line up better this year,” says provincial insect management specialist Scott Meers. “We could potentially have more damage than we’ve seen in previous years.”

The greatest risk area lies east of Edmonton, where a lot of wheat is going into the ground later than usual, making it more likely to be damaged if midge number are high, he says. “We’ve been encouraging producers in that high risk area to move into midge tolerant wheat,” Meers says. Seeding completion rates range widely in Alberta, which could affect the severity of other insect damage. “It’s a bit of a concern with the later-seeded crops, with larger cutworms and smaller crops meaning more damage,” Meers says. Pea leaf weevil on the move With temperatures warming up, pea leaf weevil movement has become more active. “We have a lot of peas that are just emerging now, and they’ll be probably more significantly damaged by pea leaf weevil in the early stages.” Saskatchewan and Manitoba Seeding delays have also occurred in Saskatchewan, but the insect front is quieter thanks to cool, wet spring conditions. Cutworm populations last year resurged after about three years of declines, and Saskatchewan Agriculture’s pest specialist Scott Hartley urges producers to keep a look out for them. Flea beetle numbers also rose in 2016, and Hartley’s already received reports of some spring pressure. Canola concerns A combination of flea beetle feeding and continued high winds would be detrimental to young canola plants. In Manitoba, where plantings are close to normal, pest concerns are low. “There have been just a few isolated fields where early-season insect control has been needed,” says provincial entomologist John Gavloski. Some insecticide applications for flea beetles in canola took place in the central and northwest regions, and cutworms in pulse crops in the northwest. “We are monitoring for adults of diamondback moth, and so far, counts have been quite low,” Gavloski adds.

UBC research supports on-farm adoption of clean technologies and practices Farmers know the importance of keeping the land, water and air healthy to sustain their farms from one generation to the next. They also know that a clean environment and a strong economy go hand-inhand. Member of Parliament Stephen Fuhr (Kelowna — Lake Country) today announced a $1.4 million investment with the University of British Columbia (UBC) to identify irrigation practices that can help reduce greenhouse gas (GHG) emissions, while increasing nitrogen and carbon storage in soil. This project with the University of British Columbia is one of 20 new research projects supported by the $27 million Agricultural Greenhouse Gases Program (AGGP), a partnership with universities and conservation groups across Canada. The program supports research into greenhouse gas mitigation practices and technologies that can
be adopted on the farm. “Canadian farmers are great stewards of the land and the environment. These new investments are part of the government’s commitment to addressing climate change and ensuring our farmers are world leaders in the use and development of clean and sustainable technology and processes,” says Lawrence MacAulay, Minister of Agriculture and Agri-Food. “Science and innovation will be the greatest allies in helping the agriculture industry to meet the challenges of climate change. Climate change and sustainability are key priorities for the government and this project with the University of British Columbia will help farmers adopt sustainable practices that will strengthen farm businesses and protect the planet,” adds Stephen Fuhr, Member of Parliament (Kelowna — Lake Country). “We are looking at whether irrigation causes an increase or decrease in the storage of carbon and
nitrogen in soil. Irrigation is essential to produce enough food to feed the growing global population, but we do not yet know enough about its effect on soil carbon storage. This study will start to give us a better idea, and hopefully lead to irrigation strategies to help retain more carbon and nitrogen in the soil,” chimes in Dr. Melanie Jones, Professor, University of British Columbia, Okanagan campus. “We are delighted by this opportunity to collaborate with regional partners such as Agriculture and Agri-Food Canada’s Summerland Research and Development Centre, the Okanagan Basin Water Board, and the Interior Health Authority. Thank you to the Government of Canada for its continued support of ground-breaking agricultural and climate change mitigation research at UBC,” adds Deborah Buszard, Deputy Vice-Chancellor and Principal, University of British Columbia, Okanagan campus.
