Cutting out hunger at McLeod School
Northern Horizon Team
Farm Credit Canada launched their annual Drive Away Hunger by contributing $100,000 to school meal programs across Canada, including $1,000 for McLeod School just outside of Dawson Creek on the way to Chetwynd. Relationship manager with FCC Debbie Garrison was on hand from FCC, as was Laurel Piper. Garrison said FCC was looking for more ways to support those working to help alleviate hunger. FCC offices across Canada
are now collecting food and cash donations until October 13. The launch precedes Hunger Awareness Week from September 18-22, 2017, which aims to raise awareness about the issue of hunger in Canada. One hundred per cent of donations go to Canadian food banks, and anyone can visit www.fccdriveawayhunger.ca to make a monetary donation. “FCC is in a unique position to bring together Canada’s agriculture community to share the food it produces with

Strong financials cushion producers from shifts A stronger Canadian dollar and higher interest rates may make the business of agriculture more challenging, but not necessarily put producers in a weaker financial position, according to J.P. Gervais, chief agricultural economist for Farm Credit Canada (FCC). “The fundamentals of Canadian agriculture are sound and most farm operations are in a good financial position to weather most significant changes in our economy,” said Gervais, in releasing FCC’s 2017-18 Outlook for Farm Assets and Debt Report. “Economic conditions are always changing, so it’s really the pace of change that can pose the greatest challenge – not so much the change itself.” Since July, the Bank of Canada increased its interest rate twice by a quarter of a per cent, signaling to
financial markets that economic conditions could lead to higher longterm interest rates.
torically low at 15.4 per cent. A low debt-to-asset ratio provides financial flexibility and represents lower risk.
At the same time, the Canadian dollar has gained strength and could hover around the 80-cent mark for the foreseeable future. Although the low dollar has been good for exports, it has made purchasing equipment abroad, particularly from the United States, more expensive for producers.
Gervais said gradual interest rate increases and a stronger Canadian dollar will slow the appreciation of farmland, which now represents almost 70 per cent of the value of total farm assets, compared to 54 per cent in 1981.
The FCC report examines farm liquidity, which reflects the ability of producers to make short-term payments, and solvency, the proportion of total assets financed by debt. Both indicators suggest a vast majority of farms are in a strong position to absorb the impact of higher interest rates and a stronger dollar.
“After a prolonged period of strong growth in farm asset and land values, we are confident in projecting the rate of increase in the value of farmland and buildings will begin to lose steam in 2017 and going into 2018,” he said. “As farm asset values are closely tied
3
to farm debt, we also project a slower increase in the level of farm debt.” Gervais cautions that every farm operation is unique and he recommends producers pay close attention to commodity prices and cash flow to ensure their business can withstand sudden changes in the economic landscape. The report provides an overview of the balance sheet of agriculture, focusing on the financial health of the sector. It also looks at the affordability of assets relative to farm income, with a special focus on farmland values.
The debt-to-asset ratio in Canadian agriculture also remains his-

Breakfast Brief GROWING CONFIDENCE (Dan’s Note: This issue’s Breakfast Brief was edited due to length. Brennan’s full comments can be found on his website at www.FarmLead.com or on the Friday, September 22nd entry on our Facebook page (https://www.facebook.com/NorthernHorizonDC/) Grain markets this morning are mostly in the green. The US Dollar is falling after a bullish run the past two days, which is supporting commodity prices. As Garrett mentioned in Grain Markets Today, US grain export numbers from yesterday were positive, but bearish headwinds reined in any rallies. US soybean export sales for last week were 2.34 million tonnes, well above the market’s pre-report estimate of 1.2 million to 1.5 million tonnes. The big sales bring up the total contracted-for-export volume to 19.3 million tonnes (or 710 million bushels if you’re using GrainUnitConverter.com) The full-year target by the USDA is for 61.2 million tonnes (or 2.25 billion bushels). American corn export sales came in below expectations at roughly 527,000 MT or 20.7 million bushels. US wheat export sales were at the low-end of expectations, with a little more than 307,000 MT or 11.3 million bushels. In another FarmLead insights piece published this morning, we examine the rise of Russia’s wheat production and exports. Also, we explore how Russia has affected other major exporters and what it means for wheat farmers. Compared to years past, current US soybean export sales are tracking 12% behind the 5-year average and 18% behind last year’s sales pace. For corn, exports sales are tracking 16% behind the average for this time of year. However, US corn total-marketing-year exports are expected to fall 7% compared the average of the past few years. Switching gears into pulses, the prices for peas are likely to trade sideways as ample global supplies curtail any “panic buying.” The main cause of the supply is increased production in the Black Sea, as well as 2 years of good monsoon rains in India supporting crops there. The National Weather Service says temperatures across the US for the last 3 months of the year will likely be above-average. This may be concerning, considering some of the drought conditions in the Northern Plains and Midwest that exist right now. For the latter area and into the Southern Plains, the NWS says lower-than-normal precipitation is more likely than average rainfall. The flipside to this sort of weather forecast is that you should have strong confidence to get in harvesting corn and soybeans this fall without disruption. Bigger EU Rapeseed Crop Expected EU grain industry group Coceral says that the EU rapeseed crop might be larger than originally thought, but that the 2018/19 crop could also be large. Coceral is estimating this year’s EU rapeseed crop at 22.11 million tonnes. Last year’s crop was 20.55 million tonnes. Comparably, Strategie Grains’ estimate is 21.65 million tonnes, the International Grains Council is at 21.8 million, the USDA is at 21.95, and the European Commission is at 21.86 million tonnes. The main catalyst behind Coceral’s estimate is that French and UK yields came in better than expected. In France, a 5.48 million tonnes this was forecasted off average yields of nearly 64 bushels per acre. The official estimate of the European Commission’s agricultural meteorology unit, MARS, is just over 62 bushels per acre. In the UK, the harvest there is pegged at 2.17 million tonnes by Coceral thanks to yields jumping 25% year-over-year to 65.5 bushels per acre (the tops in the EU). MARS’ estimate is just 58 bushels per acre. Pretty big difference there. In Germany, Coceral is expecting average rapeseed yields to drop 12% year-over-year to roughly 56 bushels per acre for a 4.35 million-tonne crop. MARS has German average rapeseed yields at 61. Considering where EU wheat prices are right now, more rapeseed is expected to get planted in 2018. The key contracts that the market is watching are the Paris-based November 2018 rapeseed price and wheat’s December 2018. The average ratio between these two “end-of-the-calendar-year” contracts Is usually 1.9, but today it sits above 2, suggesting more rapeseed in 2018. It’s also worth noting that the last couple of years, farmers have been unable to use certain seed and chemical treatments on their rapeseed crops. One would think this is a detriment to planting more acres. However, alternative insect management strategies are being employed, and it appears to be bringing the confidence back in to successfully grow a profitable rapeseed crop in Europe.

Oilseed markets grind through harvest season The soybean market continues to grind along in its recovery since establishing summer lows around mid-August. However, with the soy harvest beginning, upward price action is meeting increased resistance, especially following the United States Department of Agriculture’s September forecast of a 4.431-billion-bushel soybean crop for 2017, a record-large crop U.S. Statistics Canada estimates soybean production at a record of 8.3 million tonnes, up 28.8 per cent from 2016. That’s due primarily to an estimated increase of 34.6 per cent in harvested area to 7.2 million acres. Attention on yield reporting from the U.S. Midwest will pick up in the days ahead, something that will dominate trade attention before the next major USDA crop report on Sept 29. U.S. yields Early U.S. soybean yield reports continue to run better than expected in most areas. Farmer selling off-the-combine is expected to remain heavy as long as producers can see $8.75 to $9 per bushel cash pricing. The trade is monitoring pre-planting reports of northern Brazil being dry and Argentina being too wet, but it’s too early for concern yet. Instead, the trade should remain focused on U.S. yield reports and next week’s stocks report. Chart wise, Chicago November soybean futures have yet to push above $9.77 per bushel (last week’s highs) with conviction, which would set the market wheels in motion for a move up to resistance near $10. Seasonal lows? One wonders if seasonal lows are being formed, but that development will not be fully embraced until it can be proven. Failure to advance above initial chart resistance targets suggests yet another test to recent chart support on the November bean contract at $9.50 per bushel. Canola Winnipeg canola futures quietly edged higher to start this week, correcting modestly off market lows hit last week. Recent cold overnight temperatures in parts of Saskatchewan and Alberta provide some underlying support for canola, although the early week frosts were likely too late to cause much damage to fields still left to be harvested. StatsCan released model-based crop production estimates on Sept. 19. Industry participants generally expected to see an upward revision from the agency’s survey-based canola crop size estimate of 18.2 million tonnes, released Aug. 31. StatsCan delivered. Canola production in Canada in this week’s report is now estimated to reach a record 19.7 million tonnes in 2017. Price struggles With the soybean market hitting some selling and soyoil turning down over the past few days, canola struggled. Some weakness in the Canadian dollar helped stabilized canola futures. Usually at this time of year, the commercial pipeline is quickly replenished with newly harvested canola. According to the latest Canadian Grain Commission weekly report, a total of 627,000 tonnes was delivered during the week ending Sept. 10, the third highest single week of deliveries on record going back 10 years. The heavy deliveries brought the visible canola supplies to 1.18 million tonnes, marking the first time stocks rose above one million tonnes in four months. Bottom line With record large North American harvests of soybeans and Canadian canola, oilseed market prices are working to steady-out.

Be conscious about what works with horses
These 7 elements are the first things I check out on a horse when I get on. I want to know how many of the elements work and how well. The less they work or the worse they work the more I know I won’t be able to do with that horse and the worse the ride is going to be at that point in time. I check out the elements at first standing in one spot and asking for each element separately. This
is the easiest for the horse and rider to manage but many horse and rider teams are unable to do these 7 Elements standing still and with the use of their reins. When I say standing still I mean they are not trying to accomplish these things at a walk, trot, or canter. All these things should be able to be done at all gaits and most going backwards as well. If I can manage the elements standing still, then I want to know how many I can ask for without the reins. Next I want to know if I can ask for them at the walk, then the trot and finally the canter. For example can I ask for lateral flexion at each gait and come to a stop, keep riding straight ahead or on a circle. So from lateral flexion at the stand still to possibly cantering on a circle being able to ask for right or left flexion without interfering with the canter. If these elements work at all gaits separately then it is time to see if any 2, 3, or 4 of these elements can work together at the same time with or without reins. Here is an example of a horse in motion with five of those elements combined.

1. Cantering on a right lead (forward), 2. Lateral flexion to the right, 3. Vertical flexion nose in, neck and back rounded, 4. Half passing right (sideways), 5. Hindquarters leading. What you would be looking at or asking for is a horse that is cantering forward and sideways with a bend in the neck to the right, head in, neck round, and the hip a bit ahead of the shoulder. Much more difficult or advanced would be able to do that same picture without reins or head gear of any kind. The sky is the limit as they say with what we can do with our horses and how much we want to know. The bare minimum from a safety perspective is to have the 7 elements working at a stand still. Then as many as possible at the walk and trot. The faster you want to ride the more of these elements should be working, and if they all work well at any gait you will have safe enjoyable rides and be able to do most any thing you would like with your horse. Whenever I’m playing with my horses I try and be very conscious of what is working and what isn’t. Or what is working a little and what is working a lot. It is easiest for the horse and the human to break everything down into understandable, trainable portions. Separate the individual elements get each working a little, and then a lot, so we can start putting them together. In this case, I’m referring to what I call the 7 Elements, these are what we need to have working to move the horse or parts of the horse, separately at first and then many times together and at different speeds and gaits. These 7 Elements are: • Lateral flexion - being able to bend your horse’s neck left and right without the feet moving and when you ask the feet to move, on a straight line or on a circle. • Vertical flexion – being able to ask for the horses nose to come in, the neck to get round from the withers to the pole when you pick up the reins, standing still or when moving. • Hindquarter control – Being able to move the hindquarters right or left separately from the forequarters when standing still or when moving. • Forequarter control – being able to move the forequarters separately from the hind, standing still or when moving. • Sideways – being able to move the horse sideways in a straight line as well as when moving forward. • Backwards – being able to ask a horse to back up on a straight line, in an arc, or a serpentine. • Forwards. At one point I considered there to be only six elements because I thought obviously all horses go forward. Then I remembered all the emails, letters and people I’ve seen ask their horse to go forward and the horse kicks out, bucks or goes forward but barely.

Words about rabies and your pets bats found throughout the province. Fortunately we haven’t had many confirmed cases of rabies in the Peace area but there have been the occasional bat that has tested positive for rabies in this area. In some areas of Canada, there are much higher numbers of cases of rabies than in others. Rabies is a disease to be taken very seriously – in fact it is a reportable disease. As the virus attacks the nervous system, it can cause a variety of symptoms including but not limited to behavior changes, agitation, aggression, changes in voice or bark, seizures, paralysis and eventually death. Wild animals may lose their fear of humans and come into areas that they would not normally enter. Fortunately vaccination is very effective at protecting animals against this disease. Legally the vaccine must be administered to an animal by a veterinarian. Animal bites can be serious not only because of the possible risk of exposure to rabies but also because they can easily become infected with bacteria. If your pet or animal is bitten, you
Written by Dr. Zoe Ross We have all heard of rabies and some of us have either read the book or watched the movie “Old Yeller” but perhaps you still have some questions about what rabies is or why a vet has to vaccinate your pet for rabies. September 28, 2017 is World Rabies Day so I thought this would be a timely opportunity to provide some additional education on this disease. Rabies is a deadly disease caused by a virus that attacks the nervous system of infected animals. It can affect any warm blooded animal, including humans. The most common way an animal (or person) becomes infected with the virus is through a bite wound where saliva from an infected animal is introduced through the broken skin. Skunks, foxes, bats and raccoons are wild animals that are common victims of rabies and often it is one of these animals that bites pets, livestock or people to infect them with rabies. In Alberta this past year, there have been 6 positive cases of rabies in
should contact your veterinarian. If a person is bitten by an animal it is important to seek medical attention. Depending upon the circumstances, an animal that bites a person, may be quarantined for monitoring or it may be euthanized for testing if rabies is suspected. If a pet’s rabies vaccine status is current and up to date, then it will be more likely that it will just need to be quarantined and monitored. Vaccinating your pet is beneficial for several reasons: 1) the vaccine is very effective at protecting your animal from rabies, 2) if you travel to another country with your animal you will likely need to have proof of current rabies vaccine status and 3) if your pet bites a person and is vaccinated against rabies, there will be less public health concern that it is carrying rabies. If you have any questions about this disease or any other diseases or vaccines, please contact your veterinarian. www. dcvet.ca

Canadians eating healthy amounts of meat A new report released today by the American Institute for Cancer Research (AICR) and the World Cancer Research Fund (WCRF) suggests that the amount of red meat most Canadians are eating is not a risk factor for colorectal cancer. “According to a recent Statistics Canada survey, Canadians on average are consuming 288 grams of fresh red meat, such as beef, pork, lamb and veal, a week which is less than the 500 grams, or approximately one pound, that WCRF recommends as the maximum amount,” states Christopher White, president and CEO of the Canadian Meat Council.
ORDER TODAY! For Fall Delivery
“Canadians enjoy hot dogs, bacon and other processed meats in modest amounts – just one ounce (28 grams) a day on average.” The WCRF report highlights how diet and lifestyle have a major role in preventing colorectal cancer. “Research shows that maintaining a healthy body weight, being physically active, limiting alcoholic drinks, eating well and certainly not smoking, are the most important preventative factors,” explains Mary Ann Binnie, home economist and nutrition manager with the Canadian Pork Council. “People should follow a dietary pattern that includes a variety of whole grains, vegetables, meat, fish, poultry, legumes, nuts and seeds, and dairy products in appropriate portion sizes.”
“Meat plays a key role in balanced diets, and even has benefits when added to diets that are largely plantbased,” says Joyce Parslow, home economist and consumer relations director at Canada Beef. “In addition to being a source of the many essential nutrients we need every day for growth, development, and overall wellbeing, meat helps the body absorb nutrients, like iron and zinc, from plant foods such as whole grains and vegetables.” The most current evidence still reflects the ageold wisdom of balance, variety, moderation, and good basic foods as the mainstays to healthy eating.

Changing tax regulations on ranching operations sure you understand the impact of the proposed new rules on your current or planned ownership structure. Determine how they could affect your shareholders, especially shareholders who are not active in the
cattle operation. In addition, prepare compensation strategies that would be in line with the proposed changes as family members could end up with a significantly higher tax bill.

What changes do ranchers with family ranch corporations need to be aware of? There are three major areas of change that affect all private corporations in Canada, including agricultural corporations. These areas are income sprinkling (commonly known as income splitting), passive investment income and capital gains. How might the changes to income sprinkling impact ranchers? It is very common for family members of cattle operations who are under 25 years old to be partners or shareholders of the corporation. Under the proposed new rules, having a family member under age 25 as a partner or shareholder could result in the partner / shareholder paying the top marginal tax rate on earnings if the earnings exceed a reasonable
wage. In addition, members of family ranch ownership groups who are under age 25 might no longer have access to the capital gains exemption. This would apply no matter how they acquired their interest, with the possible exception being if they inherited it. Finally, the total compensation allowed to a member of a private corporation, whether an owner or a partner, is limited under the proposed changes. Total compensation under the proposed new rules is limited to the family member’s labour contribution, capital contribution and any business risk he or she has taken on, perhaps in the form of a guarantee on a loan. The consequences of income sprinkling in excess of the limit results in the compensation being taxed at the highest marginal rate applicable in the province of residence. For a family member who purchased new common shares after a typical “freeze” transaction, this could limit the dividends on those new common shares to a “reasonable return.” Although undefined, this could be perhaps a low percentage of the issue price of those shares, with dividends to the second generation in a ranching corporation in excess of that amount taxed at the top marginal rate. What do ranchers need to do to prepare for the changes? Talk to your advisor early on to en-

On July 18, 2017, federal Minister of Finance Bill Morneau released draft legislation and explanatory notes intended to “close loopholes and deal with tax planning strategies that involved the use of private corporations.” The legislation is still in the consultation phase, but ranchers need to understand the potential impacts of the changes ahead of time in order to implement any available strategies to help reduce taxes. The federal government is accepting submissions from taxpayers with their thoughts on the proposed changes until October 2, 2017.

from our previous page ...tax questions continued How might the changes around passive investment income impact ranch corporations? Under the current proposed draft, the overall tax rate (corporate and personal) on the sale of corporate-held land or corporateheld quota will more than double, going up from 26 percent to 57 percent. In addition, income from renting land (to both family members and third parties) would be taxed at a higher rate (in some cases up to 73 percent). What can be done to avoid paying the higher tax? The rules are not yet in effect, so anyone thinking of selling land or quota held by a corporation may want to do so sooner rather than later. Talk to your advisor about strategies that may mitigate the higher tax on land rental income. What are the potential consequences of the changes related to sales of the family ranch? The proposed rules have far-reaching implications on the sale or transfer of the family operation. Ranchers have the ability to transfer the ranch within the family on a tax-deferred basis, as long as the farm qualifies (this is referred to as the intergenerational ranch rollover provisions). This will remain the same under the proposed changes. However, transferring the ranch to a family member who does not meet the strict definition for
U DO
the rollover provisions would result in an increased tax cost. In some cases, the result will be that the sale is taxed to the vendor as a dividend instead of a capital gain. In other cases the use of corporate funds to pay for the ranch purchase could result in taxable dividends to the purchaser. The provisions make it much more advantageous to sell to an unrelated person than to sell to a family member. The tax costs on the death of a rancher where the rollover provisions do not apply will increase substantially. The proposals also restrict the ability to claim the capital gains exemption on sales of family ranch shares and partnerships where the vendor did not contribute adequate labour and capital, potentially limiting the ability for family members that are part-time ranchers to access the capital gains exemption.
What do ranching corporations need to do because of this change? First, make sure your family ranch qualifies under the rules by ensuring that at least 90 percent of your farm corporation’s assets qualify as farm property. The types of assets that will disqualify your cattle operation are land that is continually rented to third parties and term deposits or other types of passive investments owned by the corporation. Secondly, understand who qualifies for transferring your ranch to when you make your transition plan. If your ranch doesn’t qualify or if you don’t have a qualifying family member to transfer your corporation to, your tax bill may be higher. Make sure you talk to your advisor to avoid a double taxation situation.

Let’s talk truths on hormones and antibiotics Did you know that all Canadian beef is antibiotic free? Or that the difference in hormone levels in a serving of beef from cattle raised with hormone implants versus without is less than one nanogram (ng) – 1.9 ng versus 1.1 ng, respectively? A nanogram is one billionth of a gram. The amount of estrogen from one serving of cabbage is equal to the same amount of estrogen from over 1,000 servings of beef produced using hormone implants. Compared to some other plant and protein sources, beef has the lowest amount of estrogen per 75 g serving (Canada’s Food Guide recommended serving
size). Compare those amounts to the amount of estrogen produced by your body every day. An average adult female produces around 480,000 ng while an average adult male produces 136,000 ng, daily. Health Canada, the World Health Organization and the United Nations all conclude that the use of hormones is a practice that can be continued without harm to human health. The use of hormone implants means fewer environmental resources are used in beef production. In Canada, we use 24 percent less land than we did twenty years ago. If we
were to return to 1950s technology, while maintaining current production rates, we would need 11 percent more feed, four percent more water, seven percent more fuel, and produce 14 percent more greenhouse gases. The result of increasing efficiencies means fewer resources with smaller impacts on the environment – and your grocery bill. All Canadian beef is antibiotic free. Prior to processing, cattle must wait a specified withdrawal time after the last treatment of antibiotics to ensure no residue is left in the beef. The Canadian Food Inspection Agency regularly tests product for antibiotic residue, with the latest results showing
19
over 99.9% of beef tested free from antibiotic residues. If residues are found, the beef is removed from the food supply. Antibiotics are used to ensure animal welfare. Providing care to sick cattle, including using antibiotics when appropriate, is the humane thing to do. It is often better for the animals to be treated with antibiotics through feed rather than being subjected to the stress that can be caused from repeated handling to give injections. Preventing infection can reduce the need to use more powerful antibiotics if a disease becomes more serious.

Here’s how a higher loonie lowers profitability
SADDLE HILLS TRAILER SALES 1.800.340.1192
6th has pushed the Canadian dollar to its current value of US$0.82 an increase of $0.07 in a relatively short time frame. Why the Canadian dollar matters? A stronger loonie lowers the price Canadian producers receive for commodities that are initially priced in U.S. dollars. It also makes Canadian commodities less attractive to buyers relative to

competitors. On the flip side, a rising Canadian dollar reduces usually makes farm inputs more affordable. But overall, profit margins for Canadian producers are inversely related to the dollar. Margins come down when our currency goes up. What’s the impact on producers’ profitability? For every movement of US$0.01 in the value of the U.S. dollar relative to the Canadian dollar, profitability is estimated to change on average by: $1 per head per finished hog marketed $13-$16 per head in the cow-calf and feedlot sectors $5 per acre of cash crops. Changes in profitability identified above are unrealized losses or opportunities forgone assuming market conditions remain the same when the exchange rate moves by US$0.01. Lots of assumptions go into computing the above numbers. What is the average cost of production per sector? What is the mix of crops, yields, or marketing weights of animals? What is the marketing strategy related to fixing prices between buyers and sellers? But they do give a rough approximation of the impact of the loonie. What does a higher dollar mean? A rising dollar will likely cause some softening of demand for Canadian commodities, but a stronger loonie is not necessarily a threat. The Canadian dollar still remains below its 5-year average of US $0.88. Canadian agriculture remains competitive with an exchange rate of US $0.80-$0.85: The demand for agriculture commodities is strong and the outlook remains positive. The bottom line, keep an eye on the Canadian dollar and its drivers. Lately interest rates are driving the value of the Canadian dollar, so follow the commentary and decisions from the Bank of Canada.

The Canadian dollar has been a major driver of profitability (revenues minus costs) in agriculture over the last couple of years. It’s stayed relatively steady through the first half of 2017, averaging US$0.75. The Bank of Canada began raising its overnight rate in July 2017, which triggered a steady increase in the loonie. The Bank of Canada’s second interest rate hike on September

Where do the cows graze in Alberta?
The largest reduction in cows since the 2006 census inventory was in the Edmonton-Calgary corridor in 2011. “Since then, this region has rebounded somewhat while the NorthEast and the West have continued to shrink in total head of cows,” says Simons. “The southern region (all counties below Calgary) seems to have rebounded the best – however, this region also saw the lowest reduction in numbers. The south had a reduction of 48,000 head in 2011, as compared to 2006, which is ‘only’ an 11% reduction as compared to most of the rest of Alberta (Peace, West, North-East and the Edmonton-Calgary corridor) which saw cow herds reduce between 28 and 37% in the same period.” Simons says it is welcome seeing some stability, and even a minimum amount of growth, in a sector that
plays such an important role in the Alberta economy. “All regions (other than the West and North-East) have seen an increase of cow numbers since 2011. Most of that occurred in the South (8% increase from 2011) and East (5% increase from 2011).” At the same time, he says, the number of farms is reducing. “This decline seems to be faster for the beef sector in Alberta as compared to the average of all Canadian farms. There was a reduction of just over 10% of Alberta cow/calf producers in 2016 from 2011, as compared to the Canadian average of about 6% for the same period for all farmers.” This reduction in the number of farms means herds are getting larger. In the last 15 years, the average herd size has increased by 50% from 63 cows to 95 cows per farm. There is a large difference between the different counties. Larger farms are found in the counties of Ranchland No. 66 (average herd size of 231 cows), Special Areas 2 & 4 (173 & 194 head respectively) and Cardston County (170 head). The counties with on average the smallest herd size are Mackenzie (34 head), Strathcona (40 head), Fairview (52 head), Lamont and Sturgeon Counties (54 head each). Simons says cows are also moving away from their traditional areas. “For instance, the counties along the
Hwy 2 corridor between Edmonton and Calgary have seen a drop of close to 40% in number of cows since 2001, when almost 500,000 head were grazing in this region, to just over 300,000 in 2016. High land value and improved crop revenue are likely to have played major roles in this.”
sus data was collected. The counties of Cardston and Cypress are notable as the cow herd increased from 2001 levels by about 12,500 head to just over 107,500 total in 2016. With almost 62,000 beef cows, Cypress County had the highest numbers in Alberta in 2016.”
Southern Alberta seems to be one of the exceptions to this as cow numbers have rebounded to pre-BSE (bovine spongiform encephalopathy) levels of about 398,000 head and are almost at 404,000 head in 2016. “The current challenges related to the bovine tuberculosis (TB) issue are not included in these numbers, as TB became an issue after the cen-
Eastern Alberta has mostly recovered in cow numbers as well. The current numbers are at about 374,000 head in 2001, down to just over 371,000 in 2016.

While the Alberta cow herd has stopped shrinking, it has not yet rebounded back. “The positive returns for the cow/ calf producers over the last few years indicates the Alberta cow herd has finally stopped shrinking,” says Herman Simons, farm business management specialist, Alberta Agriculture and Forestry. “In fact, the total beef cow numbers for 2016 show a small increase of about 13,500 head as compared to 2011.”

Some time in Port Alberni, Canada’s most rider friendly community The Rider Friendly Business Association in conjunction with Community Futures of Alberta & BC hosted this years Canada’s MOST Rider Friendly Community Contest. Port Alberni won this, our second contest and it was my pleasure to head out there for their Toy Run this past weekend...their 33rd Toy Run! I arrived on Thursday and stayed with some friends, Trish and Quentin, and on Friday morning, I connected with David Wiwchar, the Chairman of the Toy Run Committee. I set up my cameras and set about the task of interviewing members of the Toy Run Committee. It’s my favourite job, getting to know the hard working folks behind the scenes of an event. I know how many hands it takes to do a job and do it well. These folks, they do it very, very well. There is a pride here, a quiet, yet fiercely determined pride. The kind of pride that moves mountains. Each person I interviewed spoke with such pride of their fellow committee members and the fact that they leave their egos and attitudes at the doorway of every meeting. These people come together to not just for this monster job of hosting a toy run, but they come together to engage their community and man do they do it right! I can not wait for the TV episodes to air - there will be two of them I am pretty sure and in their own words these beautiful people will tell you all about the work they do! Anyway, I spent the day interviewing and hanging around the Glenwood Centre where the bulk of the activities would be taking place. I watched with amazement as task after task was accomplished with military precision. We broke bread around 6:30 pm, corn on the cob, hamburgers and potato salad. I went to my hotel, the Best Western Plus, Barclay Hotel. The committee however was there at the Glenwood, until well past 9 PM putting the finishing touches on the Centre. The hotel staff got me checked in and explained the features and amenities of the hotel, I took my luggage rack upstairs, unloaded my bags in a really
nice room with two double beds and by the time I took the cart back downstairs, the Langley HOG Chapter had rolled in and their parking stalls were all filled! Gotta love a hotel that will treat their two wheeled guests with such extra courtesy. I got up nice and early on Saturday, I wanted to catch as much of the feeling of the day as possible. I was greeted at the Glenwood Centre by Robin and Tom, they were so upbeat and happy, Tom’s daughter was busy setting up the kid’s area while his wife was getting the free popcorn and candy floss ready for the kids. You see what THIS community sided group called the Port Alberni Toy Run Committee has done, is to EDUCATE about and INVOLVE their entire community in the event. The Toy Run supports SOOOOO many causes ALL YEAR ROUND! AND it’s free to ride in the toy run, but so many choose not to register because they don’t understand that registration is JUST to count bikes. The coffee and donuts are free - well, by donation if yah have...this is NOT a cash grab event folks. You buy dance tickets if you want to. You buy Pork Buns with salads and corn on the cob if you want. (midnight lunch) NOTHING is expected of you other than you to bring your heart, some toys and or a donation to the cause, buy a tee shirt...they are grateful to take what you donate and turn it into a year’s worth of support for the kids of their community. The teens breakfast program is one they are particularly proud to be partnered in as it has helped
the graduation rate to flourish. They support parks and recreation by helping to host free swims, hot dogs and other free items for first night, Easter festivities and Halloween too! They support the Salvation Army and their Christmas Hamper drive and oh so many more non profits that help kids that benefit from what 30 dedicated Toy Run Members do all year round. Every year, organizations that have benefitted from the fundraising done by the Toy Run Committee come out and volunteer for the toy run in return! It is a totally a unified project that brings together many non profits, all supporting kids, all working together for the kids and you should see the way this city gets out and thanks the riding community for their support. They come out in the hundreds withs signs saying “Thank You Riders” I can’t say enough about this community, this crew of people...they are utterly awe inspiring to watch in action. Later I arrived back at the Glenwood Centre where I handed off the trophy for “Canada’s MOST Rider Friendly Community” after saying a few words on behalf of Bob Ross and his beloved town of Two Hills, the first community to win our contest. But that’s not where this story ends....more tomorrow! Until then, if you are blessed enough to be riding, please ride like everyone around you is blind and can not see you. Our national organization, the Canadian Cattlemen’s Association (CCA) is working to ensure lawmakers in Ottawa are aware of cattle producers’ concerns about the proposed tax changes and stand ready to work with the Federal Government to examine whether changes are needed and offer solutions. The CCA would like to think these unfair consequences for farm families are an unintended outcome of the proposed tax changes; The Barton Report, recommendations from the Government of Canada’s Advisory Council on Economic Growth, highlighted agriculture as a primary industry for growth and exports, with an objective to increase agricultural exports to at least $75 billion annually by 2025.

The Government of Canada has released proposed changes to the taxation of private corporations, purported to close loopholes aimed at the wealthy. However, many family farms are also private corporations and, if implemented, the proposed tax changes will have a significant negative impact on cattle producers and farm families across Canada.

If this proposed tax changes are implemented, small business owners such as ranchers will be restricted from sharing income with family members within the farm corporation. Additionally, the proposed changes could limit certain types of saving within a small business, putting cattle producers at more risk during volatile economic conditions and reducing their ability to invest in innovative practices and growing their business in the future.

Changes to capital gains rules will also make it more problematic for cattle producers and farmers to transfer the operation to the next generation. The added complexity created by these proposed tax changes could undoubtedly make it harder to keep multigenerational farms within the family and make succession planning increasingly difficult.

Collie Corner 46454
By Carol Nelson
Leash walking, this edition of Collie Corner correctly so it releases pressure at the right time. The pup will travel to the end of the leash and resist by trying to run away in different directions. He may dance and jig around but hold the one end of the leash firmly so he feels the leash bumping him as he pulls on the other end of it. Give him a bit of time to get familiar with the feel and then start to walk slowly. The pup will be al! over the place but just keep walking while holding the leash firmly. Be sure to hold the leash at the end so he has tots of slack. As he bumps the end he is disciplining himself and learning the boundaries. Keep the walk
short—(5 minutes}. The next day repeat the exercise but ask him to walk at your side. Gentle bumps from the handler as the dog gets too far away will encourage him to find a comfortable place walking beside you. At first don’t be too rigid regarding the exact spot. Be sure to hold only the end of the leash so he has lots of slack. It is important for the pup to find the spot beside you on his own. To do this he needs to have lots of slack in the leash. It is human nature to want to shorten the leash and hold him in the right spot with the leash but this is defeating the purpose. He needs to find the spot and stay there willingly on his own. It is much more pleasurable to walk with a dog that walks respectfully at your skte rather than having to wrestle with him all the time. When the pup is comfortable walking on one side then repeat the exercise on the other side so he walks comfortably on both sides of the handler. Keep the sessions short and lots of praise when the sessions are done. Carol Nelson 250-772-5315 If anyone has suggestions for future articles, please let me know.

There is no magic age to start a pup walking on a leash but around 3 or 4 months old is generally a good time to put some structure into his life. Learning at a young age starts a pup off on the right track as he will get used to being responsible for his behavior. Working with a pup will get his mind programmed to learn. Once his mind starts to team to communicate with the handler he will absorb and process information like a little sponge. To begin teash training place a choke chain that has a leash attached to it around the pups neck. The chain should form the letter P {when you are facing the pup). It is important to put the chain on
