The Horizon remembers Bob Balisky and a heart for youth. Much of this passion was expressed through the Annual Rodeo hosted on the Balisky Bar-71 ranch for the support of Peace Country Wilderness Camps. He had a unique way with people, making everyone feel valued, and he welcomed one and all into his life. The coffee was always on. He was a master delegator and could turn the most mundane jobs into a party. A devout Christian, Bob was a contributing member and leader in the Bezanson Community Church. He also served on the Board of Peace River Bible Institute for many years. His life was a testament to God’s faithfulness. Bob will be ever missed by his loving wife Ruth and their children: Lois (Tim) Toews, Celeste (Dale) Emerson, Susan (Terry) Emerson and Wade (Aubrey) Balisky. Thirteen grandchildren and one great-grandchild follow in his steps. He was predeceased by three siblings: Ralph (Jean), Kathleen (Mark) Landis, and

Calvin (Barbara). Remaining are two sisters and four brothers: Ruth (George) Foxall, Eileen (Bill) McLellan, Larry (Lorraine), Dan (Joyce), Paul (Lila), and Terry (Marcia). A Funeral Service was held at 11:00 a.m. on Friday, October 21, 2016 at Grande Prairie Alliance Church. Memorial donations may be made to Peace River Bible

Institute (Box 99, Sexsmith, AB, T0H 3C0), Peace Country Wilderness Camps (711038 B RR 52, County of Grande Prairie #1, AB, T8W 5A2), or to Burden Bearers Counseling Centre (10005-97 A St. Grande Prairie, AB, T8V 2C2). Condolences may be sent by visiting www.oliversfuneralhome.com

Bob Balisky, resident of Goodwin, Alberta, passed into eternity on Monday, October 17, 2016, at the age of 76. Bob was the ninth of ten children born to George and Nellie Balisky. He grew up on the Emerson Trail, attended Canuck country school and then high school at Peace River Bible Institute. He graduated from Olds College in 1960 and married Ruth Peters on July 14, 1962. Bob, with Ruth and several brothers homesteaded the Goodwin area in 1964. He and his youngest brother, Terry, farmed together for 40 years along the Emerson Trail and then worked together in other business ventures. During some of the homesteading years, in order to support their dream of farming, Bob and Ruth lived in Arizona, working on John Wayne’s Ranch, among other jobs. In the Grande Prairie area, Bob has been involved in fertilizer business, Intercoast, Countryside Motorsports, and most recently, Bar 71 Aviation and Prairie Coast Equipment. He loved his community and served on the AG Service Board, Appeal Board, Western Forage Beef Group, AB Cattle Commission and Canadian Cattle Commission. A keen outdoorsman with a love for God’s creation, he was always looking for the next thrill either on horseback or in the air. He was an avid horseman, hunter and lover of everything campfire. In his later years, he took his ranching skills to the ring and found his love for competitive teampenning and cattle-sorting, much of which he did during his Arizona winters. In 1978 he earned his Commercial fixed-wing Pilot’s License and spent many years crop-dusting. This past winter, he added Helicopter Pilot to his resume. He had a great love for kids

APG supporting grain safety program Alberta Pulse Growers Commission (September 20, 2016) The Alberta Pulse Growers (APG) is pleased to provide farm safety awareness by investing $30,000 in a multi-year commitment to the Grain Safety Program operated by the Canadian Agricultural Safety Association (CASA). The Grain Safety Program includes the building of a mobile demonstration unit that can function as an awareness and training tool to help prevent incidents of people being trapped in grain, which CASA notes is on the rise across Canada. “APG’s support of the Grain Safety Program is about reducing injuries and deaths on Alberta farms,” said APG Chair Allison Ammeter, who farms near Sylvan Lake. “Our directors felt that it is important for all producers, their

families and their employees to take steps to prevent injuries on their farms, and we want to help them get the best information to stay safe around grain.” The primary purpose of the program is to save lives, said CASA Executive Director Marcel Hacault. “The mobile unit will be used to raise awareness about the hazards of moving grain,” he said. “It will also be available for training first responders in rescue techniques and by larger farms to develop customized emergency procedures.” For more information about the Grain Safety Program, please visit casa-acsa.ca/grain or contact CASA at 877-452-2272 or info@ casa-acsa.ca.

Challenger introduces midrange tractor line Challenger launched the MT400E Series tractors at Husker Harvest Days 2016. Five new models in this series feature Challenger toughness and the most robust offering of features available in mid-range tractors from Challenger. With max engine horsepower ratings from 120 to 160 and the choice of three transmission options, including the TechStar™ (CVT), they are ideal for all-around use on livestock and row crop operations. Models include the MT455E (120 hp), MT465E (130 hp), MT475E (140 hp), MT485E (150 hp) and MT495E (160 hp). “Customers who have previewed these tractors have been impressed with the range of operator conveniences available from tractors with this level of power, stability and lift capacity. With features such as our optional industry-exclusive multifunction joystick and three transmission options, many customers are finding the MT400E Series offers the right combination for their operations,” says Eric Zimmerman, AGCO tactical marketing manager. “These are big mid-range tractors ideal for someone who wants to run a large round baler or a mower conditioner, or pull mid-size planters and tillage equipment. When equipped with the CVT transmission and the multi-function joystick, MT400E Series tractors also are extremely efficient and wellsuited for material handling for livestock and hay operations. The ergonomically designed, easy-to-use joystick controls all loader functions as well as directional and speed changes,” he explained. The MT400E Series tractors boast a base weight of 15,432 lbs. and maximum loader lift capacity of 5,032 lbs. at the pivot pin. An optional, factory-installed live 3rd function enables up to three loader functions simultaneously to make loader work even easier.

The illuminating world of pet toxins and you by Rose Tubman RVT Our pets, particularly our cats and dogs, have become increasingly part of our families over the last few decades. From staying predominantly outside as guard or guardian animals in the case of dogs, or as pest control in the case of cats, they have begun to share our living spaces and often our food. As tempting as it can be to see your beloved pet as simply a smaller, strangely hairy human, it’s important to remember that they are a very different species! Foods, plants, medications, and other common items in our human lives can have serious or even fatal consequences for inquisitive pets. Most of us are familiar with the big names in toxicity: chocolate, antifreeze, rat/ mouse poison…but these are far from the only dangerous substances your furry friend can be exposed to. Xylitol is an artificial sweetener commonly found in sugarless chewing gum,

candy, and even some brands of peanut butter. Xylitol is also a common ingredient in human medications. When ingested by pets, it causes a huge drop in blood sugar (due to insulin release) and can cause hypoglycemia, a life-threatening condition. Symptoms will develop within 15-10 minutes and include weakness, lethargy, poor coordination (often described as ‘looking drunk’), tremors/seizures, and vomiting. If untreated the pet may lose consciousness and slip into a coma. It can also cause damage to the liver. It only take a small amount of xylitol to cause symptoms (as little as one to two pieces of gum for a small dog) so if you suspect your dog has eaten any, please contact your veterinarian immediately! There is no antidote but supportive care consisting of intravenous fluids with added dextrose (sugar), close monitoring of blood sugar, and monitoring of liver enzymes can be performed.

Essential oils are becoming more and more widespread. They are often used to reduce stress or treat minor skin ailments in humans, but they can be dangerous to dogs and cats. Tea tree oil is commonly used by people but when used topically on animals can cause a variety of symptoms including depression, lethargy, weakness, tremors, collapse, and liver damage. It is particularly toxic to cats and should never be used on pets. If used on yourself, make sure that your pet does not lick or rub against the area where it was applied. Peppermint, cinnamon, clove, oregano, sage, citrus, and lavender oils are all toxic to cats as well. If you wish to use es-

sential oil therapy on your pet, you should definitely consult with a qualified veterinarian before doing so. Prescription and over the counter medications can both be extremely poisonous to animals. Most over the counter and prescription painkillers (ibuprofen, naproxen etc.) can cause severe intestinal ulcers and kidney damage when given to cats or dogs. Acetaminophen (Tylenol) is particularly toxic to cats and causes liver damage as well as damage to red blood cells. Prescription anti-anxiety and anti-depressant medication can cause dangerous raises in body temperature, blood pressure, and heart rate or can cause severe

lethargy, seizures, and coma. A beta-blocker blood pressure medication will cause a severe drop in blood pressure and slowed heart rate, often leading to kidney failure or death. If you suspect or know that your pet has gotten into medication, contact your veterinarian immediately and have the bottle ready to bring in with you so appropriate treatments can be given. Other drugs are also toxic to animals. Amphetamines, marijuana (particularly medical marijuana), and narcotics can all have severe or lifethreatening consequences for your pets. It is important to remember that if you suspect or know that your pet has ingest-

ed an illegal substance, your veterinarian needs to know what that substance was. Although urine tests are available to confirm the presence of various drugs in your pet’s system, they are not always rapid or accurate enough to allow for life-saving treatment to be given. If you have any questions regarding what may or may not be toxic to your pets, or have concerns that your pet may have ingested a poisonous substance, please give us a call at 250-782-5616 and our knowledgeable staff will be happy to assist.

Back in 1978 few saw Angus cattle selling a billion lbs. a year Back in 1978 few producers of Angus cattle would have thought their beef brand would sell a billion pounds a year. This year, after 38 years in the market, the Certified Angus brand broke that mark in global sales, something CAB president John Stika said had increasingly become a foregone conclusion as sales continued to pile up in recent years. “This number is significant, not because of what it is, but for what it represents,” Stika said in a media release. What it represents is an ongoing record of sales growth stretching back 12 years. Last year sales increased 13.3 per cent. In the past decade, sales grew by 75 per cent, setting “sequential annual records.” That record is all the more impressive considering the market conditions during that time, CAB pointed out in its

release. Tight cattle numbers resulted in several years of recordhigh beef prices, demonstrating the value of a premium marketing strategy, the group says. Stika said the key for all is to stay the course through their lows and prepare for the future in the highs of the cycle. The long-term outlook reveals a high-quality cow herd that puts producers in position to meet the demands of a global beef market. “From start to finish in this process, it’s important for everyone to stay connected with each other’s realities,” Stika said. “Doing so allows us to make sure we never lose sight of the fact that we are all in this together. The model for Certified Angus Beef is not just about short-term gain; rather it’s about creating an overall pull-through demand for the product that allows everyone to benefit over the long haul.” While all may not be simultaneously successful at a given moment in time, Stika said the system will work as end-users base future business decisions on demand growth. “Cattle prices may be down currently, but quality is still the road for future sustainability of our individual businesses, because consumers demand it.” Contact the Northern Horizon Classifieds Department

$1.7 million for Olds College research centre

Clocks fall back at 2 a.m. on Sunday Nov. 6

velopment of a new state-of-the-art research facility at the Olds College Technology Access Centre for Livestock Production (TAC). TAC will act as a technology training hub for regional livestock producers, as well as a research resource for students studying livestock production at the college. With a focus on beef cattle and sheep, TAC will be set up to help producers enhance production efficiency, herd health and animal welfare on their operations. The funding for TAC amounts to $350,000 per year for five years to support the core operations, and is renewable if the centre is successful. “Every year research is conducted on new products, or on new practices that can really make a difference to the profitability of the beef industry,” said Stephen Scott, executive director of the Canadian Hereford Association. “Unfortunately, the commercialization of research outcomes into new onfarm practices is a rare occurrence. The Technology Access Centre will be a place for producers to bridge the gap between the newest science and implementation of these practices on their own operations. The centre will provide Alberta beef producers with the tools they need to remain competitive in a 3rd Annual Bull Sale changing marketplace. ” Operating within Olds College Centre for Innovation (OCCI), the applied research arm of Olds College, TAC will be overseen by an advisory board with members drawn from

When the roast comes out of the oven, place it on the preheated grill. Grill for 30 minutes, turning frequently and basting with the honey sauce. Meanwhile, in a saucepan over low heat, make a barbeque sauce by combining the ketchup, brown sugar, Worcestershire sauce, cider vinegar, seasoned salt, and garlic powder. Cook and stir over low heat for 15 minutes without allowing the sauce to boil. If you boil the sauce, it becomes very vinegary. Let the brisket rest for about 10 minutes after it comes off the grill. Slice and serve with the barbeque sauce.

High Prairie Regals fold hours before taking ice for first game of season Chris Clegg NPHL.com

The Regals entered the NPHL in 1957 after the completion of the Sports Palace the same year. The Regals were first sponsored by the High Prairie Elks. The name ‘Regals’ came from a competition at the local high school and the colours that the Regals still sport today, red and black, were also chosen at that time. The Regals’ first title was in 1958-59 and was the first of two straight. The glory years of the team were from 1971-72 to 198586, when the team won 10 titles and lost three other finals in 15 years. NPHL.com is not endorsed by the NPHL and is a free service courtesy of the High Prairie South Peace News. This new site is currently under construction and will evolve as the season progresses. The High Prairie Regals have folded on the eve of the 201617 North Peace Hockey League season, just hours from playing their first game. The Regals informed NPHL president Jack McAvoy of their decision Oct. 28. “The High Prairie Regals have informed me that they are folding their team for the 2016-17 hockey season,” wrote a disappointed McAvoy in a e-mail. “I did not want this to happen but they couldn’t proceed due to a lack of players and sponsorship.” The Regals took a leave of absence two years ago before the start of the season. It was the first time since their inaugural season in 1957-58, that the Regals did not ice a team in the NPHL,

and ended in impressive streak of 57 consecutive years of operation. The Regals rejoined the NPHL last season but posted a terrible 0-24 record. Overall, the club has now lost 30 straight games. The club attempted to raise money with a small executive since the spring but little came to fruition. Last week, two longtime executive members resigned to further complicate efforts. The Regals’ folding leaves the West Division teams with 22 games and East Division with 20 games. All games with the Regals are deleted. Games will be added in the East Division at random to bring their total back to 22. The new schedule will be released early next week. The Regals still hold NPHL records for most championships with 13 and most first place finishes with 16. However, the last title was won in 1988-89 and the last first place finish was in 1991-92.

Hesston by Massey Ferguson introduces triple windrower attachment header position, and the draper belt automatically stops moving once the TWA deck reaches the raised position. Finally, belt speed and deck raise and lower are programmable functions in the FNR (forward and reverse) handle of the WR9800 Series which has nine user-configured, programmable control buttons and two standard buttons, putting all machine, header and TWA functions in one location. The deck lock also is controlled from the FNR handle. Thoughtful location of the 48-inch-wide draper deck under the tractor allows a longer 128-inch deck for better crop placement options and greater ability to accommodate heavy crop.

Hesston by Massey Ferguson introduced an all-new triple windrow attachment (TWA) for WR9800 self-propelled windrowers during Husker Harvest Days 2016. Designed specifically to enhance forage harvesting efficiency, the TWA allows operators to place freshly cut forage in the windrow configuration best suited to the capacity and capability of the operator’s forage harvester or baler. This capability eliminates raking or merging windrows together, reducing trips through the field, lowering fuel and equipment costs and reducing labor needs. “The new triple windrow attachment is designed to match the preferences and needs of most producers and commercial forage harvesters,” says Shaun Allred, tactical marketing manager for hay and forage products at AGCO. “Whether windrowing heavy first-cutting alfalfa, light grass hay or thick, heavy forage crops, the TWA attachment installed on a WR9800 Series windrower will produce uniform and consistent single, double or triple windrows. “Harvesters who have tested the TWA, really appreciate the consistency of the windrows and how smoothly and steadily crop flows into their chopper or baler,” Allred explains. “They also appreciate having the ability to chop three combined, 16foot windrows in one pass. This keeps the chopper running at full capacity to optimize productivity and their investment in a high-capacity forage harvester.” Even greater precision and efficiency can be achieved when the TWA is used in combination with the Auto-Guide guidance system in WR9800 windrowers. In exacting passes through a field, operators can easily place two windrows side by side to promote faster drying or lay three windrows, one on top of the other, for full-capacity feeding into a chopper. Auto-Guide guidance helps prevent overlap and strips of uncut crop. Design features enhance performance, ease of use The TWA is easy to operate and configure to the crop conditions and the needs of the harvester. A new design allows quick, easy operator adjustment of the discharge angle control at the end of the deck, putting the windrow exactly where the operator wants it. A new belt tensioning system features simple, one-bolt adjustment. The TWA can be raised and lowered independently of the

Have a Cow - Community Futures helps 4-H achieve goals It’s not every day that a teenager takes out a loan for a cow, or steer rather. But that’s exactly what Meghan Mufford has done three times through a partnership between Community Futures and the 4-H program in Quesnel. Mufford, who has been in 4-H since she was five, has raised everything from guinea pigs to sheep to pigs

and steers, along with learning skills such as public speaking and budgeting. She receives a $1,000 loan each year, which goes toward grain for her steer (her current steer is named Ragnar). “I highly recommend this program to anyone in 4-H as this makes it possible for me to do a project and achieve my best,” she chimes.

The 4-H program is a youth-oriented program geared towards people aged six to 21 in all sectors – farming, rural, and urban. 4-H members learn many life skills such as public speaking, partner skills working on demonstrations and judging, as well as experiencing record keeping and financial planning. “4-H members gain self-

confidence and build self-esteem. In the community, the become role models for other children and youth,” states Gwen Dillabough, 4-H leader in Quesnel. Originally, Dillabough had approached Community Futures to see if they would support the program by donating towards a 4-H plaque for their annual awards on achievement weekend. Community Futures complied, but they also came back with another proposal – the possibility of having 4-H youth acquire a loan for their livestock projects. It was to be given at the beginning of the project year and paid back at the end of the project year. This would help any youth that did not have any financial means to experience a livestock project. “As a leader for our 4-H club, I have promoted the loan program within our club. We have had several members

able to purchase and feed their 4-H projects for the year. In my family, both of my children have used the program. I advertise the program every year to the other 4-H clubs and in our club because it is a program that I believe in,” she states. “Several 4-H members would not have been able to experience the program with-

New Holland raises stakes on bale density and productivity New Holland Agriculture introduces the new BigBaler 340 Plus, the latest generation of its acclaimed flagship baler. The new model builds on the brand’s leadership in the large square baler market, which dates back to 1987 — close to 30 years of pioneering innovations and industry firsts leading to one-of-a-kind features that set it apart from the competition. “The new BigBaler 340 Plus bristles with unique, bestin-class features that deliver the ultimate baling performance in all crops,” said Seth Doman, Hay & Forage Marketing Segment Leader for New Holland North America. “Hay and forage operations, straw contractors, large-scale arable farmers and biomass businesses will appreciate the higher, even more consistent bale density and the productivity of the highest capacity New Holland baler ever. High capacity combined with high bale density means fewer bales per acre, less time to collect the bales and fewer bales to transport — all of which translates into lower costs per bale. The new BigBaler 340 Plus is designed and built for reliability and durability, and the easy serviceability means it will spend even more time in the field delivering its topnotch performance.” Consistently best-in-class bale quality with up to 10% higher density The new BigBaler 340 Plus features a baler chamber that is 31.5 inches longer than the previous model and delivers up to 10% higher density in perfectly formed bales for stacking and transport. It maintains this high bale quality throughout the day. The increase in density depends on field condition and means more crop per bale, raising the customer’s productivity. The BigBaler’s double knot

system is designed to guarantee high bale density with lower knotting strain, reducing the risk of twine snapping even in hot conditions, further increasing productivity. Smart baling with bestin-class features raises capacity and bale quality to new heights The new BigBaler 340 Plus delivers the ultimate baling experience with a host of unique features, such as the IntelliCruise™ technology that automatically regulates tractor ground speed to maximize baling capacity and uniform bale density, or the best-inclass SmartFill™ feed flow indicators that tell operators in real time which direction they should drive over the swath for even bale formation. The productivity-boosting features also include the MaxiSweep™ pick-up design that tackles high tonnage windrows with common components — tine bars and reel bearings — from the self-propelled forage har-

vester. The plunger stroke rate per minute and the in-line crop flow guaranteed by the uniform width of the feeding, processing and pre-compression elements combine to make it the highest capacity New Holland baler ever. In addition, the BigBaler is fully ISOBUS-compatible for single-screen technology. With the best-in-class IntelliView™ monitor in the tractor cab, operators have at-a-glance intuitive fingertip control of all key operating parameters when baling at top speed. Improved durability and reliability A host of improvements to the BigBaler 340 Plus raises the bar on durability and reliability. For example, the diameter of the packer shaft has been increased from 2.3 to 3 inches; the bigger drive chain, now 1.25 inches, handles with ease the high loads of PackerCutter models. The slip clutch has been reinforced. In CropCutter™ models,

the new high-quality chrome pins are more wear-resistant against sand and dust, and extend the chain life significantly. Each knife is spring- protected to avoid breakage from foreign objects, and optional hard-faced knives are available for greater durability. Furthermore, a heavy-duty rotor is available for extreme abrasive conditions. This prevents premature rotor wear in such harsh conditions and allows a rotor lifetime that is four times longer. In the precompression chamber, a shear bolt on the stuffer mechanism protects the stuffer from damage in case of obstruction or overload. In addition, the cropholding fingers have been reinforced and ensure perfect flake formation with seven fingers. The knotting system and bale ejection have been revised to make it easy to set and control bale length, and the reliable design of the bale

length tooth sector ensures a long lifetime. The passive teeth system has been replaced with an active teeth system on Full Bale-EjectTM. Before the bale ejection moves backward, all teeth are first pushed in the bale to maximize best performance and full grip in all conditions. An improved knotter-cleaning performance reduces crop accumulation in the knotter area. New biomass kit makes short work of stiff and stalky biomass material The BigBaler Standard and Packer Cutter models can be ordered from the plant with the new specially developed biomass kit, to make short work of baling the stiff and stalky biomass material, which is notoriously difficult to bale. The feeder guards of the stuffer are split to divide the forces developed in the prechamber and prevent damage to the stuffer shear bolt. More time in the field

Multiple features mean that the BigBaler 340 Plus can spend more time in the field, further adding to its excellent productivity. The exclusive one-piece side and front shields provide easy access to all service points and moving parts for quick maintenance. The wider body of the BigBaler 340 Plus results in a bigger flat deck service platform, while the railings have been extended to the front for safety. The new LED work and service lighting mean that the BigBaler 340 Plus can work longer hours, well after dark, and that maintenance can be carried out efficiently even in dusty, low-light conditions. The new foldable railings facilitate shipping and make the conversion to road transport quicker and simpler, so no time is wasted when transporting the tractor and baler from field to field via semi.

POGA president overcomes harvest challenges to support African schools When Manitoba oat grower and Prairie Oat Growers Association President, Art Enns, sowed a 35-acre crop this spring with the intention of donating the revenues of the harvest to the Manyinga Project, he had no idea what an adventure that harvest would be. “It’s been a challenge. In our area, we’ve been really inundated with some heavy rain and the field that I had was no exception,” says Enns. “I had some difficulties trying to get the crop in shape to harvest and then when harvesting came we also had a breakdown, but you know what – that’s all part of life.” Swathing had to be done between rainstorms and in the mud, but the skies had cleared up by the time Enns started to combine on September 3 and the weather cooperated just long enough for him to get most of the oats in the bin. His good luck didn’t last long. An axle on the combine broke in a mud hole, and the rain started again before he could assemble the friends and equipment needed to repair it. Five days later, with the help of those friends and a track hoe, he was finally able to get the combine off the field and onto higher ground. But the work wasn’t over yet. Enns figured he still had about four hours of harvesting to finish the field, but when he thought of the obstacles faced by the kids at the two schools in Zambia, Africa that the Manyinga Project supports, he was more than willing to go back out. “We’ve got challenges over here, but they pale in comparison to the challenges these kids face just getting their start in life,” says Enns.

“We are teaching children 10,000 miles away about agriculture and I say that we can improve their lives. I think it’s really worth it.” This is the second year Enns has planted a field in support of the Manyinga Project, which funds two schools for orphaned and vulnerable children at Chinema and Samafunda, small villages in the Manyinga region of Zambia. The two schools have a combined enrolment of over 400 students annually, where they are taught the state curriculum in grades one through seven. Each school also raises field crops, garden vegetables, orchard fruits and goats to teach critical life skills in an area where subsistence farming is the primary way of life, and to help support a student nutrition program. “Art has been a great supporter of the project, and these fields of oats he has planted and harvest over the past two seasons have made a real difference in our fundraising to support these two schools in Africa,” says Robynne Anderson, one of the founders of the group that started the Manyinga Project. Enns estimates the crop’s total revenue should be between $9,000 and $10,000, with all of the expenses of raising the crop covered by himself and a few donors. Last year the field yielded about 125 bushels per acre, but he expects the yield to be closer to 90 bushels per acre this year.

A broken rear axle leaves the combine stranded in the mud.

Just where exactly is the CTA review at right now? Canadian Canola Grower’s Association (October 4, 2016) The review of the Canada Transportation Act and the current government’s response to it have been watched closely by farmers and the grain sector. No one wants a repeat of the situation that occurred in the winter of 2013-14. That painful experience, though, did put a spotlight on grain handling and transportation issues, which have been long identified but never systematically addressed. These include issues we discussed in a previous blog post.

There has been a lot of activity over the last three years on the topic of grain transportation, with several interrelated events and initiatives. Here is a brief review of how this has played out and where we may be going this fall: 2013 - 14 Winter 2013-14 – Grain transportation system breaks down. March 7, 2014 – Government implements ‘Order in Council’, which initiates mandatory volume movements. March 26, 2014 – Government announces legislation

(Bill C-30: The Fair Rail for Grain Farmers Act) and intention to accelerate the Canada Transportation Act review (CTA Review) by one year. May 25, 2014 – Minister of Transport launches CTA Review (report to be completed within 18 months). August 1, 2014 – Bill C-30 provisions take effect. This includes extending interswitching from 30 to 160 kilometers. Act will sunset on August 1, 2016. August 3, 2014 – Government implements second ‘Order in Council’, extending mandatory minimum vol-

umes until late November. 2014 - 15 Fall 2014 - Spring 2015 – Producer groups and grain sector interact repeatedly with Review panel, legislators and officials, and table formal submissions. The Crop Logistics Working Group III is struck to provide input to Minister of Agriculture. December 21, 2015 – CTA Review Report submitted by panel to the new Minister of Transport. 2016 February 25, 2016 – CTA

Review Report is publicly released. The report is two volumes totaling over 500 pages. June 15, 2016 – Government extends the provision of Bill C-30 by one year to August 1, 2017. May – August 2016 – Minister of Transport undertakes consultation in order to develop “A Vision for Transportation”, the Minister of Agriculture convened two roundtables to discuss grain transportation. September 28, 2016 – Minister of Transport is meeting with provincial and territorial ministers to discuss his Vision. While our focus has been on the CTA Review, the mandate of the Minister of Transport is to undertake a full review of the grain transportation system. This is broader than simply the CTA Review. It is widely expected that the Minister will release a Vision this fall that will include references to the CTA Review as opposed to a detailed response. From there, a series of legislative actions may flow

out over the next several years. Throughout this process, CCGA and the grain sector will be advocating on behalf of farmers. The goal is to balance the relationship between railway and shipper, which can be achieved through six major changes: • Make extended interswitching permanent. • Strengthen the definition of “adequate and suitable” accommodation in the Canada Transportation Act. • Strengthen commercial accountability. • Maintain the Maximum Revenue Entitlement (MRE). • Broaden the powers and mandate of the Canadian Transportation Agency. • Maintain information and transparency. Progress has been made, including the extension of interswitching limits, but the work continues toward striking a true balance that benefits farmers as they look to market their crop.

Moments in time when a HOT motorcycle is NOT cool! You hear it from Harley- Davidson riders all the time, “damned my bike is hot”, but they aren’t always talking about the way it looks. Many a rider, especially those who ride Harley’s have experienced that excruciating thigh burn that comes from creeping along in stop and start traffic during high the heat of the summer. It’s not a pleasant feeling and it’s definitely not good for the engine of your motorcycle. Extreme heat can reduce the life of your engine significantly. I got a set of Cool Master Love-Jugs this summer from Konquer Motorcycles in Kelowna BC. They are the exclusive Canadian distributor for Love-Jugs. My husband installed them for me. According to him, the install was very straightforward and was accomplished in about an hour and a half. Unfortunately I was not home when the install took place however he was kind enough to take photos as he went through the process. As for how they perform and what they do, I am here to tell you that they work well, very well in fact. Anyone who rides an older Harley in particular knows how hard idling in traffic is on the engine and even with the shields, the heat on your thigh can be mind numbing. Riding hard for long periods in high heat is also not good for your engine unless of course you ride hard for a bit and then stop to let the engine cool. But if you are running Love-Jugs on your bike, neither of these scenarios needs to materialize. I do a lot of highway riding. I’m not one to enjoy stop and start traffic and traffic jams so I tend to avoid the larger centers when I am on my bike. But even in a really poor riding season of only 6,5000 K (thanks to being sick most of the spring and summer), I still found myself in rush hour traffic once and creeping along in road construction zones a number of times. We here in the north don’t get as much extreme heat as say, the Okanagan, Drumheller

and southern Alberta or the deep south of the US, but it does get hot 30-35 C, or about 100 F for a few weeks every summer. And if in the north was the only place I rode, maybe I wouldn’t feel the need to protect my investment. But, in a decent riding season I’ll put on 35,000 – 40,000 KM’s and I ride in places that get hot and uncomfortable. Because the engine in my bike is air cooled, anything that can be done to increase the amount of air getting to the back cylinder in particular is beneficial. Keeping the engine cooler does a few things: 1) It protects the engine oils from breaking down prematurely. 2) It keeps your fuel burning more consistently, meaning that horsepower is less affected. 3) Bearings and other moveable parts are protected better, making them last longer.

With the frame mount kit and the vibration master installed along with the Cool Master Love-Jugs, my motorcycle has become a new to me ride. (The vibration master helps reduce the amount of vibration coming from fans so you don’t feel them running.) My 2010 Ultra runs way better in high temperatures now that I have these beauties on and they look good too. Their nice low profile means that they are out of the way and cause no discomfort. Hubby wired my Cool Master Love-Jugs into the accessory switch on the dash. It makes using them super easy. You can shut the fans off manually right on the fans too, though why you would, I can’t really imagine. (Oh and just an FYI, the fans are marine quality and will not short out due to riding in inclem-

ent weather.) As you can see my Love-Jugs are the stainless, high polish finish but you can get them in gloss black and flat black powder coat too. They are available for Indian and HarleyDavidson motors. Visit Konquer Motorcycles web site: www. konquer.ca to purchase if you live in Canada and visit: www.love-jugs.com to learn a lot more about this amazingly cool product. I truly love my Love-Jugs and the Harley or Indian rider in your life might just appreciate these as a very thoughtful birthday, anniversary or Christmas present! Belt Drive Betty, Editor & Rider

Farmers to benefit from expansion of efficiency grants Government is investing $10 million to help energy-intensive farm operations reduce their emissions and save on energy bills through efficiency upgrades. “In my discussions with agricultural producers, I have heard the importance of supporting greenhouses, dairy and livestock sectors in the transition to a lower carbon future. That’s why, in addition to our farm fuel rebate, we are putting additional funding in programs that will help producers become more efficient and reduce consumption, emissions and costs.” Oneil Carlier, Minister of Agriculture and Forestry “By pricing carbon, Alberta’s Climate Leadership Plan encourages all Albertans to become more energy efficient while reducing the pollution that causes climate change. Alberta’s agriculture sector has done a lot of important work to enhance environmental stewardship over the years. These programs demonstrate how we are continuing to support farmers in reducing the environmental footprint of their operations.” Shannon Phillips, Minister of Environment and Parks “The energy-efficiency programs offered by the government gave us the incentive to move ahead with installing solar power on our operation. In addition to the environmental benefits that energy efficiency and solar power provide, we have found that by investing in solar power we have been able to

lower our dairy operation’s power consumption by over 60 per cent.” Susan and Evan Schuurman, Schuurman Dairy Farm near Millet, Alberta “The efficiency programs in Alberta have been very valuable to pork producers over the last few years. This latest announcement shows that government is working closely with industry to address energy-efficiency needs during the current downturn in hog pricing.”

Increase the percentage of capital purchases covered to 70 per cent from the current 35 per cent and increase the cap on funding to $750,000 (up from $50,000) On-Farm Solar PV Program Irrigation Efficiency Program Increase the number of eligible projects by an applicant and increase the funding cap to $15,000 from $5,000 for specific types of projects

Accelerating Agricultural Innovation Program Allocate $1 million to help food processors retrofit their plants with energy-saving technology to help bridge funding until the Energy Efficiency Agency can be established. The programs are projected to mitigate 120,000 tonnes of carbon emissions per year, which is the equivalent of taking more than 25,000 vehicles off the road for an entire year.

Darcy Fitzgerald, Executive Director of Alberta Pork “We appreciate this increased investment and shift in the government’s cost-shared portion of these programs and we hope this is a step toward more supports for agriculture in the future.” Erna Ference, Chair, Alberta Chicken Producers “By expanding the cap on the irrigationefficiency programs we will be able to do more to make our operations more efficient, which will reduce our energy costs and make better use of our water resources.” Richard Stamp, Stamp Seeds The additional support is being provided through the industry-supported Climate Change Emissions Management Fund. The funding will support the expansion of the following programs: On-Farm Energy Management Program

Higher world dairy prices good for Canadian producers According to the USDA’s latest WASDE report, the U.S. price of skim milk powder (SMP) is expected to increase more than the price of butter through the end of 2017. Higher U.S. prices for SMP would be good news for Canadian dairy producers. Here’s why. U.S. and Canadian markets both have an excess supply of skim milk. This is due to increased demand for dairy products with a large butterfat component (see FCC Ag Economics: The

Canadian Dairy Sector Looking Forward for an explanation of the SMP/butterfat composition breakdown). The surplus of skim milk in Canada has resulted in more milk being marketed at prices that are near world price levels, or even lower as in the case of dairy proteins marketed in the animal feed market. Any sustained rise in world prices would only occur if global demand continues to grow – as it is in China, which is showing double-digit growth in many dairy product segments. But world dairy production must also start to taper off and that’s not happening as quickly as expected. Despite world prices being low for some time, large producing countries haven’t cut production enough for it to make a difference. In the U.S., the dairy herd has expanded, pushing up production and pressuring overall milk prices. These will reflect

lower U.S. prices for cheese and butter. EU milk production is also trending higher in 2016 than in 2015, although the last few months suggest a production slowdown is on the horizon. And a slowdown in New Zealand milk production seems imminent: it was 2% lower for the first three months of the dairy year than it was at the same time last year. While global dairy supply and demand will take some time to reflect wholescale re-balancing, it’s starting to occur and can be expected to pick up throughout 2017. As the dairy industry continues to evolve, a sizable and growing share of Canadian milk is marketed at prices that are close to world prices. As the world markets transition to a projected balance between global supply and demand, Canadian producers’ prices and margins should improve.

KIOTI Tractor, a division of Daedong-USA, Inc., is expanding its PX tractor series with the launch of three new models: the PX9530PC, PX1053PC and PX1153PC. With increased engine power, lifting capacity and comfort, the PX Series’ new additions combine modern design and robust functionality into one powerful workhorse. “KIOTI first introduced the PX Series in 2014 with the PX9020. Now, with the addition of three new models to the series, we are further expanding into the agriculture market,” says Peter DongKyun Kim, president and CEO of Daedong-USA, Inc., KIOTI Tractor Division. “We know our customers typically use this horsepower range for hard-working chores on their property, so we designed

KIOTI’s new PX Series models to be even more powerful, yet still comfortable and versatile to help tackle the tasks at hand.” The new PX models offer operators more gross engine power than previous models, with the PX9530PC, PX1053PC and PX1153PC yielding 93, 103 and 110 horsepower (HP) Tier 4 compliant diesel engines, respectively. Outfitted with a synchronized power shuttle transmission, the new models provide smooth shuttle operation and allow the operator to perform loader work without pressing the clutch pedal. In addition, the new models offer a lift capacity of more than 8,000-pounds, PTO horsepowers from 79.1 to 92.2 and interchangeable PTO shafts delivering 540 and 1,000 rpm. With many standard features in-

cluding an operator-friendly climatecontrolled cab, four-wheel drive and a category II three-point hitch, the new PX Series models are ready for any job that demands a durable tractor. Additional comfort features include a convenient cup holder, front and rear wipers, adjustable steering wheel and instrument panel and a ventilating roof panel. The PX Series also features a larger fuel tank with 34.3-gallon capacity for increased productivity without the need for frequent re-fueling. The enhanced PX Series models come standard with dual remote hydraulic valves to accommodate a wide variety of attachments and implements including the KIOTI KL1153 front loader.

Don’t chafe me or chaff me - is the wheat market rally stalling? Trader sentiment in the grain markets had been predominantly bearish for a very long time. And I can’t say that I feel all that bullish either, at least on a sustained basis. That said, price action for the major grain and oilseed futures markets (soybeans, canola, corn and wheat) during the harvest season has been much better supported than popular expectations. United States markets In the case of United States wheat futures, winter wheats (spring red wheat and hard red wheat) have been locked in a sideways pattern since late August, with the seasonal lows established Aug. 31, though Minneapolis spring wheat futures have been trending generally higher for the past six weeks. The story in wheat this past month is that while global wheat supplies remain burdensome, quality issues have emerged with recent rain and snow delaying Canadian and American spring wheat harvests, as well as issues elsewhere. Perhaps 20 per cent or more of Western Canada’s spring wheat crop remains to be harvested under far less than ideal conditions.

Prices trending up That’s put a bid into the spring wheat market with prices trending up as harvest season selling subsides. At the same time, commercials have a strong export program in the works for the fall and winter seasons. After trending higher since the end of August, the rally in spring wheat futures appears to be stalling with a test of overhead chart resistance around the US$5.30 a bushel level on the nearby Minneapolis December contract, and that is becoming an increasing concern to me. We need to see a convincing and confirmed move through that resistance market - 200-day moving average also intersects at $5.30. The next resistance would be on the weekly chart at $5.40 a bushel. First hint Minneapolis wheat futures appear to have lost short-term bullish momentum, meaning it could drift lower over in the coming days. And while the path higher on the weekly chart re-

mains intact, there is now a first hint of dubious continuation of the uptrend. This week we have seen the return of commercial selling, something that could continue to pressure the market, or at very least limit gains. Seasonality of spring wheat market tends to trend up in September and October, as has been mentioned here in this space previously, but that seasonal tendency typically is short-lived. Prairie cash bids for spring wheat are above $6 a bushel in most areas of the Prairies - $6.25 to $6.50 a bushel for Manitoba and Alberta - crossing into $6 bushel for growers in Saskatchewan. Recent lows for wheat should hold up as there is buying interest, but prices might fall back a bit near-term as heavy global supply issues still thwart the sustainability of rallies. No protein deficit Despite opinion to the contrary, I see no clear evidence of a protein deficit on Canadian western red spring or Canadian western amber durum wheats. I’ve been asked if 14.5 to 15 per cent protein on wheat will generate a large price premium. Large is a relative term, but we can say this: discretionary demand for high protein is determined via blending with lower protein wheat (like U.S. hard red wheat), not outright consumption. Core must-have demand from users for 15 per cent protein is out there, but it’s a select and limited market. Canada and U.S. Canadian western red spring protein is around normal this year, not below normal. That means there is generally enough 13 to 13.5 per cent to blend, that 15 per cent won’t be needed. Stated another way, there is only so much premium that can be paid. As such, I doubt protein premiums will amount to anything meaningfully above average. Blending is how “at the margin” value is determined. Mike Jubinville of Pro Farmer Canada offers information on commodity markets and marketing strategies.
