The York University alumnus received a contribution of up to $750,000 from the federal government for his company, Vida Holdings Corp., to develop and commercialize its MultiChamber Catalytic Converter (MCCC). Caribbean sights and sounds abound in Junior Carnival Parade July 20 at Downsview Park FANNIE SUNSHINE fsunshine@insidetoronto.com Downsview Park was a sea of bright colours and headdresses as dozens of youngsters showed off their dance skills during the media launch of Scotiabank Junior Carnival Parade Tuesday. With steel pan and Caribbean music playing in the background, children representing different mas camps entertained the crowd and gave a glimpse of what’s to come at this year’s parade, set for Saturday, July 20 at the Keele Street and Sheppard Avenue park. The parade is part of the 46th annual Scotiabank Toronto Caribbean Carnival, which will run July 9 to Aug. 4. The Junior Carnival Parade was moved to Downsview Park last year from Jane Street and Finch Avenue because of traffic concerns and space limitations. It’s expected 2,500 children will take part this year. “This is exciting,” said Christine Williams, Scotiabank vice-president of Toronto East Region. “Not only does it give children a chance to participate, but it showcases their many talents. Every year the festival continues to grow as people embrace the sights and sounds of Caribbean music.” Though the Junior Carnival Parade will once again be held at Downsview Park, the route will be different this year. Starting at 11 a.m., the parade will move west through William Baker Park and over the bridge before

It’s your vote – make them earn it
B
yelections are a chance for people to become engaged in community building – and hold vote-seeking candidates to account on issues of importance. And with five provincial byelections upcoming, it’s a chance for the voter to show their support (or not) for the government of the provincial Liberals. In Toronto, where two of the votes are being held, all but five of Toronto’s 23 seats (counting PickeringScarborough East) are in the hands of the governing Liberals. The others are NDP. None are held by the Progressive Conservatives. The results could be interpreted as more than a mere microcosm of how voters feel the minority Liberal government is performing. That’s because the relationship between our city and the province is rocky these days. Ford has upcoming responded by asking the city manager to report to council on the implications of this funding shortfall. Then there’s the matter of competing visions over what to do with the Scarborough RT line – and transit funding in general. The CEO of provincial transit agency Metrolinx has raised the possibility of stopping work on the new light rail replacement of the RT – in light of a recent Toronto council resolution asking for a subway instead. The light rail line, per an agreement between the city and the province, is being funded by the province. A subway line is not. In Scarborough-Guildwood and EtobicokeLakeshore, byelections are being scheduled to replace departing Liberals Margarett Best and Laurel Broten, respectively. Voters must look beyond traditional voting support and ask for policy positions on the real issues that affect the people of Toronto. Toronto remains the economic driver for this province and country. Success of Toronto is significant in every corner of this province. Voters deserve a clear message from candidates on whether their political parties believe it – and what that means for a provincial commitment on transit funding. The candidates are seeking your vote. Make them earn it.

With binding arbitration, costs go in one direction
D
o you ever wonder why the public usually pays above market rates for almost every decision that goes to arbitration? Just recently, an arbitrator awarded firefighters a 14.26 per cent raise over five years, far in excess of the 6.5 per cent given to Toronto’s inside and outside workers, well above the rate of inflation, and higher than settlements in the private sector. Our firefighters are not alone in achieving lucrative awards. Joining the ranks of very well paid municipal workers are our police and paramedics, whose remuneration increased by almost six per cent annually despite a flat economy, according to the Association of Municipalities of Ontario. How do they do it? It begins by having their service declared essential. On paper it looks like a fair deal. The two sides agree not to have a strike or lockout, but instead take their differences to binding

Practically, competition among municipalities, the rigid nature of arbitration, and provincial governments unwilling to take on powerful unions all conspire to preserve a system that pushes up costs. Part of the problem is because municipalities compete for experienced workers, trained at other jurisdictions’ expense. Add to the mix the number of firefighters who live well outside of the city, thanks in part to Toronto’s adoption of the 24-hour shift, and it is easy to see why surrounding municipalities find it tempting to poach Toronto’s firefighters. Part of the problem is an inability to limit arbitration. Despite the province’s best intentions, arbitrators are not known to lower awards based on financial distress.
Toronto’s woes were rejected by the arbitrator when he pointed to our surpluses. In jurisdictions as challenged as Windsor and Scugog, large awards were given with little consideration to difficulties in those local economies. And part of the problem is that arbitrators will not open up contracts to find savings, such as changing work practices. Usually arbitrators deal solely with outstanding issues, meaning remuneration and other benefits. That means the only major question open for arbitration is how high to raise pay. Since firefighting standards are the same throughout the province, municipalities compete for trained workers, and the current arbitration system is so skewed in favour of one of the parties, using provincial powers makes sense. Perhaps the simplest way is to limit the rate of
increase province-wide. This is the approach recently attempted in New York state. Even though the costs of arbitrated contracts would continue to be paid by the municipalities, the provincial government will avoid involvement probably because it wants no part of confronting some of the strongest and savviest unions around. As well, the current provincial Liberal government requires the support of the NDP. As a result, the public’s problem of paying more than necessary for arbitrated services will remain. The too-expensive costs of these settlements remain part of the tangled mess of our intergovernmental relations, a downloaded problem, every bit as significant as public housing, transit and social services. Project First service Sunday at Cummer Avenue United Water helps the homeless 14th annual event next Tuesday The 14th annual Project Water takes place Tuesday, July 9 with hundreds of volunteers again helping distribute bottles of water to the homeless in Toronto through more than 170 frontline relief organizations. Founded by Jody Steinhauer, president of The Bargains Group, at 890 Caledonia Rd., Project Tuesday Water began 14 years ago to address the issue of the homeless dying from dehydration during the summer months. Volunteers have committed hundreds of hours since the project’s inception to secure more than 1.5 million water bottles, warehouse the product, help load the water bottles and distribute them to relief organizations and homeless shelters in the city. The head knows what has to be done.” Newtonbrook United Church was approached by Northminster United Church about a year and a half ago to see if there was interest in merging, Yarwood said. “They offered to come to us,” she said. Once boasting a Sunday school enrollment of 600 children and 450 worshippers in weekly attendance
in the 1960s, Northminster United Church has struggled in recent years with declining numbers, said Rev. Irene Ty, who had run services at Northminster for six years and will be joining Yarwood at the newly formed Cummer Avenue United Church. “We had worked with Newtonbrook on joint outreach services and with refugee resettlement,” she said of why the church approached Newtonbrook
with the merge idea. “We had certain things in common. It felt like a natural fit. And it’s only three kilometres away.” Northminster took a look at their declining membership about seven years ago, with the majority of members voting for the church to remain as it was, Ty said. But two to three years ago, a small group formed and met for about a year to figure out future plans. They proposed amalgama-

tion to the congregation. “Some were not happy, but they felt a lot of thought and prayer went into the decision,” Ty said. The final service last Sunday was bitter-sweet, she said, adding she shed her tears at the church’s last youth service on Mother’s Day. As for the future of Northminster’s building, Ty said the decision rests in the hands of the Toronto South West Presbytery, adding several churches and a daycare currently rent space at the site. “There is new energy for the new church,” she said. “Sadness, excitement and anticipation.” Cummer Avenue United Church will continue to offer the programs that were available at the former churches, including a food program every Wednesday, adult and children choirs and assisting with refugee resettlement. Newtonbrook United Church, which averaged 75 to 90 Sunday worshippers, traced its foundation back to 1840, and Northminster United, which saw about 60 weekly churchgoers, was founded in 1957. Newtonbrook United had ties to former prime minister Lester B. Pearson, as his father, Edwin, was the church’s minister in the late 1800s.

The difference with the MCCC, Plati explained, is its design allows it to use less of the expensive metals, operate efficiently at a wide range of
temperatures, and improve fuel economy while meeting global vehicle emission standards. “This is a cost-savings invention,” he said. Fantino, who came on behalf of Gary Goodyear, Minister of State for t h e Fe d e ra l E c o n o m i c Development Agency for Southern Ontario (FedDev Ontario), commended Vida Holdings for the innovative
work it’s doing. “What a great success story it is,” said Fantino, noting the FedDev Ontario investment should help create 15 highvalue jobs in the GTA. The funding will support the total project cost of $2.25 million for the development, testing and commercialization of the MCCC. As president of Vida Holdings, Plati said the company is currently testing on
eight different platforms ranging from small vehicles to 18-wheelers. He hoped to get the MCCC out on the mass market in two years. “When I think about how it came together, it kind of freaks me out,” said Plati, who acknowledged newly retired chemistry professor Diethard Bohme for his assistance in getting the idea off the ground. Plati, who was an eco-
nomics and political science student, looked for scientific feedback after researching catalytic converters at the university’s library. Bohme just happened to have his office door open that day. “I’m a scientist so my first reaction is always skepticism,” said Bohme. “But he was enthusiastic, energetic. He was keen. When you see that in a young person, you become interested.”

Next year’s municipal election opens up interesting possibilities
R
ob Ford isn’t the only one thinking about the next municipal election in 2014. Radio host John Tory’s thinking about it, word is that TTC chair Karen Stintz is building a team and New Democrat MPP and former councillor Olivia Chow is aimed that way, too. It’s all an invitation to start up a game of fantasy politics post-haste, scour the polls and start picking winners and losers. That’s all good fun. But it puts aside a more vital question: just exactly what will the next mayor of Toronto be left to work with, once the ballots are cast and the winners chosen, and what will that individual be able to do with it? Mayor Rob Ford has repeatedly maintained it’s been his job to reduce the size and cost of government. He claims he has so far saved taxpayers a billion dollars. The claim is not entirely accurate – he’s included both the removal of the vehicle registration tax and the increase of user fees – but it is wrong to say the
david nickle the city mayor hasn’t done taxpayers a good turn, contracting out garbage collection and taming unions and cutting councillors’ budgets. If he’s not re-elected for all that, however, he will also have done his successor a good turn. For two years running now, the Ford administration has operated under a strict policy of sliding three-quarters of prior year surpluses into the city’s capital budget and holding back the rest for unanticipated liabilities. This year, that surplus amounts in total to $248 million. So $186 million will be going to pay cash for the sorts of projects that in the past the city has funded through debt. Last year, the surplus was higher: $292.7 million. This 75-25 policy is a child of the Ford administration but happily midwived by the city’s finance staff. Keeping debt levels low makes for far more

manageable books and more predictable revenue streams. It also limits city council’s ability to make in-year operating changes, and allows Ford to continue the business of shrinking government in terms of the services it provides. What it does for a future mayor – one with more governmental ambition – is another thing entirely. By sending surpluses to reduce debt, what the Ford administration has done is create borrowing room for an ambitious mayor to embark on a much more ambitious capital program going forward. Shelley Carroll, the former budget chief under former mayor David Miller and a sometime-mayoralhopeful herself, wonders what might be done with the Gardiner Expressway. Many things become possible for a city-building mayor riding in on the heels of a mayor whose major ambition was to put a hold on ambitious projects.

City manager to report on impact of provincial cuts Ford maintains he will not raise taxes to cover loss of funding DAVID NICKLE dnickle@insidetoronto.com Toronto city manager Joe Pennachetti will be reporting directly to council on the implications of the loss of nearly $150 million in provincial housing grants. “I’ve asked the city manager to prepare a special report on the impact the provincial funding cuts will have on this great city,” said Mayor Rob Ford in a twice-postponed news conference last Thursday.
The news conference was the first time Ford had addressed the provincial decision to phase out $150 million in grants to cover the cost of social housing since earlier that week (Monday), when he and city staff met with Ontario Finance Minister Charles Sousa at Queen’s Park. Sousa maintained the city would actually come out financially ahead, because the province was cancelling a $230 million provincial loan to cover the costs of amalgamation. Ford and city finance staff argued that the city had been told that loan would be cancelled in 2005, and since then had not been making payments on it, so the forgiveness of the loan will have
no financial impact on the city’s budget. “We had an agreement with the province and based on that agreement we composed a plan to restore our fiscal house,” said Ford Thursday. “They’re trying to force us to keep the land transfer tax. They’re trying to force us to increase taxes, they’re trying to force us to bring back the vehicle registration tax.” Ford made it clear that he wouldn’t budge on his promise to cut 10 per cent from the land transfer tax and hold the property tax increase to 1.75 per cent, and dismissed Sousa’s assertion that the city had other choices. “He told me the choice is to raise taxes,” said

Trinity-Spadina Councillor Adam Vaughan, a frequent critic of the mayor, said maintaining a promise to reduce the land transfer tax was foolish and destructive – even as he said the province should continue and even increase its funding to public housing. “Moving money away from housing is unacceptable,” Vaughan said. “Ottawa and Queen’s Park have got to step up to the plate. That being said, for the mayor to go around threatening to make matters worse...it’s like cutting everyone’s nose off to spite his face – not just his own.”

Fengjin Wu came home Friday night and told her husband that she had been struck by a car. Then she died. Where and when the accident happened is a mystery that police hope the public can help them unravel. Police said Wu, 46, left her home near Finch Avenue and Leslie Street to go shopping at
about 2 p.m. “We believe that she took public transit,” said Det. Sgt. Jim Gotell of 33 Division. “She liked to go to the Scarborough Town Centre and to the Pacific Mall so those are two of the places she could’ve gone, but she could’ve gone anywhere in the city.” When Wu returned home at about 9 p.m., she told her husband that she had been hit by a car.

“She has some injuries to her hands and elbows, and he asks her if she wants to go to the hospital and she says no,” Gotell said. “She’s just going to go upstairs and get cleaned up in the bathroom.” Wu’s husband later found her without vital signs in the bathroom. Paramedics pronounced her dead at the home. As part of the investigation, police are attempting to retrace
Wu’s final steps through cellphone, bank and credit card records. Police are also appealing for the public’s help. “If anybody in the community saw her on Friday, please let us know,” Gotell said. “Anybody who saw a woman being struck by a car, please let us know or if a driver is out there who was involved in an accident with a Chinese lady, please call us.” Police don’t know if the acci-
dent was a hit and run. “The driver might have even stopped and spoken to this lady,” Gotell said. “She did have relatively minor injuries, and they could’ve decided that everything is OK...We need to determine what happened to her on Friday, the total sequence of events, so we need to speak to the driver to find out what happened.” Wu had collar-length straight dark brown hair and
brown eyes. She wore a long brown coat and blue jeans. An autopsy failed to determine the cause of death. “We’re waiting for additional autopsy results like toxicology,” said Gotell. “It may very well be that the accident had nothing to do with the eventual cause of death.” Anyone with information is asked to call 33 Division at 416-808-3300 or Crime Stoppers at 416-222-TIPS (8477).

McCuaig expresses concern over council’s position on light rail line David Nickle dnickle@insidetoronto.com If Toronto Council wants to stop the Metrolinx plan to build an LRT line along the soon-to-be-defunct Scarborough RT and replace it with a subway, the city and the TTC will be on their own when it comes to building and operating it. That was the word from Me t r o l i n x C E O B r u c e
McCuaig, after meeting with officials from the City of Toronto and the Toronto Transit Commission Tuesday, July 2, over a troublesome council resolution from May asking for subway rather than LRT. McCuaig had written Friday to Toronto’s city manager Joe Pennachetti, asking for clarity on the city’s position and threatening to stop work on the new light rail replacement
Aug. 3 if none was forthcoming. The motion, put forw a r d by S c a r b o r o u g h Centre Councillor Glenn De Baeremaeker at the May meeting of council, asks that Metrolinx scrap the light rail and look at building a subway extension of the Bloor Danforth line to Sheppard Avenue instead. That contradicts an agreement signed in 2012 between
the province and the city, to go ahead with the $1.8 billion light rail plan. McCuaig told reporters Tuesday afternoon that a subway simply isn’t in the cards – at least as far as Metrolinx is concerned. “A subway extension, practically speaking, would not be a Metrolinx project,” said McCuaig. “It’s a piece of infrastructure owned by the city and the TTC. Remember that
we’ve got an existing BloorDanforth subway line and what the city’s proposal could be is to add a few stations to the existing system.” McCuaig said that Metrolinx would, however, stop the approved $1.8 billion project in the agreement because of the city’s uncertainty on the matter. De Baeremaeker welcomed McCuaig’s letter. “It’s a great victory for
Scarborough,” he said. “If Metrolinx ignored the City of Toronto and built the LRT we would never get a subway in Scarborough. I’ve read this Metrolinx letter 10 times over and it’s a great letter – it says we’re stopping work. Fabulous. We don’t want you to build this LRT, we want you to build a subway.”

Businesses’ help sought by Zero Gun Violence Movement MIKE ADLER madler@insidetoronto.com Businesses – and everybody else in Toronto – must do more for youth at risk of criminal involvement if the city hopes to see a summer without shootings, says a new coalition called the Zero Gun Violence Movement. Groups concerned with violence in Toronto, where 12 lives were cut short by guns already this year, announced a 90-day antigun violence campaign recently in Scarborough. Unfortunately, word came to the organizers that a man in his 20s on Danforth Avenue was being rushed to a trauma centre after being shot multiple times. “We didn’t even finish closing down the launch,” Louis March of the African Canadian Heritage Association recalled in an interview. And the next day, a 19-year-old was shot at

Both men were seriously wounded but expected to survive. The two incidents just show “we have a lot more
work to do,” said March, who has been doing antiviolence work since the city’s infamous Summer of the Gun in 2005. That string of shootings led to the creation of the province’s Youth Challenge Fund and to city and United Way investments in “priority neighbourhoods” recognized to lack resources in Toronto’s former suburbs. Often, these investments were programs to support young people or give youth a safe place to be in such neighbourhoods, but March said he’s been talking to people across Toronto who say they need more help serving youth at risk. “There’s a lot of incredible people doing a lot of incredible work out there. But is it enough?” he asked. Members of the movement want to re-engage corporate Toronto to offer more job placements, scholarships, mentoring and other programs. If companies commit to
go a little beyond what they already do, the results will be important for at-risk youth, said March. “It exposes them to a different world.” March would also like to see more collaboration and sharing between community organizations working against violence, and a fresh look at the strategies being used. The movement wants to recruit local celebrities and other high profile people – too many are on the sidelines – to join its visits to community events this summer, where members will try to generate “positive buzz” around the issue, March said. Gun violence in Toronto is like a war with many battlefields, he added, and though it won’t disappear completely this summer, the movement hopes to chip away at it. release video in stabbing investigation wPolice Police investigating a May 29 double stabbing in North York are seeking help in identifying four males in a security camera video. Police released the video to the media Wednesday afternoon. The stabbing happened at Truc Karaoke, 3585 Keele St. One man was stabbed in the back and torso and suffered lifethreatening injuries. Another man, stabbed in the chest, received serious but nonlife-threatening injuries.
Police said the two male suspects were armed with knives and were possibly in the company of three other men. The suspects are Southeast Asian, possibly Vietnamese, about 5’7” tall with small builds. One is 20 to 30 years old, cleanshaven with short black spiked hair. The other is in his 30s.

awarded pay hike by arbitrator wFirefighters Toronto firefighters have been
awarded a five-year contract that will see their wages rise by more than double the rate of unionized city workers, but commensurate with police wages. The settlement was awarded by arbitration, the means by which firefighters, police and TTC workers settle their contracts, because legislation prevents them from striking. The firefighter contract is retroactive to 2010 and will see wages rise by a total of 14.26 per cent over the five year term. City workers will see their
wages rise by 6.25 per cent over the same period. The pay hike will cost a total of $45.7 million over the course of the contract, but the retroactive portion has been budgeted for said city manager Joe Pennachetti. And the city will be saving $11 million as a result of changes to the benefit packages. One thing the provincial arbitrator didn’t do was accept the city’s argument that any settlement ought to be based on the municipality’s ability to pay. “We believe strongly that
should be taken into consideration,” said Pennachetti. “They said that because we were running budget surpluses, they don’t believe we have a difficulty paying the increases.” The Toronto Professional Firefighters Association pointed out in a news release that the wage settlement was not, in fact, the highest in the province. “While we are, in fact, the largest fire department in Canada, this award does not place as the highest paid amongst Ontario fire departments,” the release said.
