Money needed for programs benefiting troops with PTSD RAHUL GUPTA rgupta@insidetoronto.com It’s never been more essential to raise money for veterans of all generations and their families, said a district commander of the Royal Canadian Legion. Shelly Sing was on hand for the official launch of the TTC’s annual poppy campaign which garners donations for local legion support efforts through the sale of commemorative poppies in subway stations during the lead up to Remembrance Day. One million dollars is raised from poppy donations to the legion in Toronto each year, over $100,000 of that coming directly through the TTC campaign. The money goes toward medical expenses, home care and bursaries for dependents as well for better awareness of post-traumatic stress disorder (PTSD), said Sing. "Some of these troops come home with severe

mental injuries," said Sing during the launch, held Friday at North York Centre subway station. "I wouldn’t want to walk in their shoes. We have to somehow get the message out they need help." With more soldiers from recent military campaigns suffering from symptoms of PTSD, she said support is critical. "Our job is to educate the public, particularly about the younger veterans and their struggles," said Sing. Veterans from the two World Wars, the Korean War plus more recent conflicts were on hand for the ceremony. Grade 6 students from Davisville Elementary school had a chance to meet with the vets and have poppies pinned to their lapels. John Stewart, 93, recalled moments of terror while stationed in England in the 1940s. On one occasion, the threat came from his own side. Working as a military clerk, Stewart was stationed outside of London at an army base. One day a RAF Lancaster bomber flew over the base, returning from a successful raid. Stewart and his fellow troops whooped and

Stewart and a handful of troops dove into a trench and piled on each other to escape the blast. The resulting detonations kicked up so much dirt and dust it blotted out the sun, he said. "For sure I thought we were going to die," he said.

Another time Stewart was part of a group performing reconnaissance in a farmer’s field. They were ambushed and took refuge from the gunfire behind some hedgerows, crawling to safety. Later on, one of Stewart’s comrades realized his tin of emergency rations had a bullet lodged in it. "He thought at first it was a stone which hit him, but (that tin) probably saved his life," said Stew-

art. James Baker was 16 when he joined the Royal Canadian Navy, subsequently serving in sea conflicts in the Atlantic and Pacific oceans during the Second World War. His ship was torpedoed during the 1943 liberation of Italy. He said the likelihood of death never really dawned on him or his young sea mates, occupied by the task of winning the war. "If you’re going to get it,

then you’re going to get it," said Baker who is now 101years-old. Baker, who lives on his own with his wife in York, still keeps busy these days, gardening. He attended the 2017 Toronto Invictus Games and drew the attention of an illustrious admirer. "There was Prince Harry standing there right in front of me," recalled Baker. "It was a shock." After a heartfelt talk, the prince arranged for Baker and his wife to be seated closer to the action. Baker joked he had a better view from his previous vantage point. Jim Ross also served, deployed for two UN peacekeeping tours in Cyprus and the former Yugoslavia in the early 90s. Ross, who is the TTC’s deputy chief operating officer, paid tribute to his former bunkmate killed in action. "He was a really funny guy," said Ross of his roommate, who hailed from Tilsonburg, Ont. "When you’re in the Canadian Armed Forces, there’s guys from all over the country. We only grew up 90 minutes away from each other, but we were such a world apart."

Remembrance campaign more essential than ever: Legion

and white Friday, Nov. 11 when some 30,000 miniature Canadian flags will be planted to mark Remembrance Day and to honour the vets for their service and sacrifice. Now in its seventh year, proceeds from the Operation Raise a Flag fundraiser will benefit the Veterans Centre. Donations will go toward community outings, continued learning opportunities, and equipment purchase. The centre is home to some 475 Canadian veterans. A personal heartfelt message of thanks can be included and will be shared with the veterans. "Seeing the sea of red and white is a spectacular

sight, very emotional and a real indication of the community’s gratitude," Don Stewart, Second World War veteran and president of the Resident’s Council at Sunnybrook’s Veterans Centre, said in a release. "The courage and sacrifices of Canada’s war veterans must never be forgotten." Sunnybrook’s Veterans Centre is the largest veterans care facility in the country and provides care to Canadian veterans of the Second World War and Korean War. Each flag costs $25. The ceremonial launch of the Royal Canadian Legion Ontario’s Command 2017 Poppy Campaign was held at Sunnybrook Health Sciences Centre Thursday, Oct. 26, with Lt. Gov. of Ontario the Hon. Elizabeth Dowdeswell receiving the first poppy. The ’First Poppy’ ceremonial presentation was held at Warriors Hall at Sunnybrook Veterans Centre, located on the campus of the Bayview and Eglinton avenues hospital. The official start of the Poppy Campaign began Friday, Oct. 27.

According to the Royal Canadian Legion, the poppy was first introduced to Canada and the Commonwealth by Lt. Col. John McCrae, a Canadian medical officer during the First World War, who penned iconic poem In Flanders Fields. The Great War Veteran’s Association in Canada (Royal Canadian Legion predecessor) officially adopted the poppy as its Flower of Remembrance on July 5, 1921. Along with wearing poppies, people can show their support for Canada’s veterans by donating to Operation Raise a Flag. The lawns in front of Sunnybrook’s Veterans Centre will be a sea of red

Term limits are a temptation best avoided Sometimes it seems that nobody overstays their welcome so well and easily as does a long-serving city councillor. With inertia on their side in the form of long-held incumbency, they have an easy time of it come re-election time, or at least some of them do. Voters in some parts of the city don’t seem to know when to get rid of a bad, or even just mediocre councillor. Last month, Beaches-East York Coun. Mary-Margaret McMahon made it clear she’s not going to be one of those councillors. She was first elected in 2010, and in 2017, she confirmed she will follow through on what she promised then: she would serve two terms and then step aside. City politicians, she said, should not stick around more than two terms. As refreshing as it is to see a politician follow through on her promises and stick to her principles, it is hard to follow McMahon’s reasoning too far - particularly to the point that she has continually advocated: term limits for city politicians. McMahon has twice put forward motions asking council to set a two-term limit. Doing so, she argues, might promote a more diverse and representative council, and would certainly clear out the old and allow the new to gain a foothold. If that were all we cared about in a city council, then term limits would make a lot of sense. But in the context of governing a city the size and complexity of Toronto’s, there is more to consider. Which is to say that experience and deep institutional knowledge and understanding is crucial - as is a professional understanding of public service. That sort of depth can be gained after just a few years in office, perhaps. But it is squandered, if developed in a politician whose political lifespan wouldn’t even run to the end of an elementary school education. More commonly, city councillors only find their feet after their rookie term in office, and hit their stride in the third and fourth term. Why squander that? There is the matter of accountability. A two-term councillor is really only accountable to the electorate in the second election, after that rookie term. Disappointed voters in the second term have no recourse but to wait it out. And that leads us to a final point to consider. Incumbency may offer an advantage, but only insofar as voters are apathetic. If a city councillor has overstayed his or her welcome, it is up to their disappointed constituents to do something about it. Term limits do nothing but let lazy voters off the hook.

Basing car insurance on postal codes isn’t fair The Kanetix.ca map showing car insurance rates by neighbourhood is something every Torontonian should see. It looks strikingly like maps showing Toronto’s highest concentrations of poverty. Angry red the company uses to show highest rates covers North Etobicoke, the Jane Street corridor in North York, the former City of York, Scarborough along Eglinton Avenue and north of Hwy. 401. It’s white, signifying lowest rates, in places like Rosedale, Lawrence Park, and Bloor West Village. As my colleague Justin Skinner reported recently, drivers in North Scarborough pay $2,300 on average $950 more than people in the wealthy core.

They’re based on the vehicles, where drivers live, driving experience, and their accident and conviction history. But postal codes - just the first half of postal codes carry enormous weight, which is unfair. I benefited a while, while I lived in downtown North York. Then I moved not far very west, into a postal code for Downsview. My rate took a huge jump. Yes, there’s a plaza at Bathurst and Sheppard where you can watch people maneuver around the park-

ing lot like they were steering shopping carts at Costco. But are they so much worse than drivers south of the 401, a short walk from where I live, where rates are much lower? I had a Civic, Canada’s most popular car, so insurance companies punished me for that. They taught me buying a larger, more expensive, car will pay off if you keep it long enough. Kathleen Wynne’s Liberal government pledged years ago to cut rates by 15 per cent, and hasn’t. They’re supposedly dedicated to reducing income equality. The map tells a different story. Former hospital site reopens as transition facility ’It allows us to provide the right care at the right place.’

Five area hospitals will share 150 beds The Central Local Health Integration Network (LHIN) is adding 150 beds at the former Humber River Hospital Finch site to help patients transition out of hospital. The Reactivation Care Centre at 2111 Finch Ave. West, east of Hwy. 400, will provide specialized care for those transitioning out of hospital, along with specialized activation therapies in a setting designed to focus on the needs of the patient and support transition to home, a nursing home, or long-term care home, Central LHIN recently announced. It will act as a hub of specialized care focused on optimizing patients’ strengths and abilities outside the acute care setting. The Reactivation Care Centre will welcome patients from five Central LHIN hospitals: Humber River Hospital, North York General Hospital, Southlake Regional Health Centre, Mackenzie Health, and Markham Stouffville Hospital. Each of the hospitals will have its own unit made up of 30 beds, which will be staffed and operated as an extension of its hospital. Patients transitioning

not for the support and leadership of the Ontario government and its efforts to improve access to health care services across Ontario’s health care system." Refurbishing the former Finch Avenue site and developing a reactivation care program focused on transitioning patients out of an acute hospital setting provides a patient-centred

approach to care, Humber River Hospital President and CEO Barb Collins said in a release. "This solution will help to reduce wait times in the acute care facilities, ensuring the best care in the most appropriate settings for all of our patients," she said. The Central LHIN, a Crown agency of the Gov-

ernment of Ontario, is responsible for planning, funding and integrating local health services, as well as delivering home and community care services. "Our new unit in the Reactivation Care Centre, a Central LHIN hospital collaborative at the Finch site, will enable our alternate level of care patients to continue to receive high quality care focused on addressing their specific needs," Tim Rutledge, NYGH president and CEO, said in a release. "At the same time, the addition of 30 beds will help us better manage patient flow throughout the hospital, especially during the busy flu and holiday seasons. As always, our priority is to provide exceptional health care to our diverse communities and create the best patient and family care experience." The Central LHIN, which spans Etobicoke, northern Toronto, York Region, and South Simcoe County, has more than 1.8 million residents.

Addict spent time in prison for smuggling cocaine

"I never could have imagined myself strapping a kilo and a half of cocaine to myself, but that’s where I was," she recalled. She started down her path to addiction when she was 14 or 15 years old and started drinking and smoking marijuana. From there, she moved on to mushrooms, ecstasy and club drugs such as GHB and ketamine before getting into cocaine. While being arrested

for trafficking was terrifying, she saw it as a way out of her addiction. If nothing else, it helped stall the out-of-control spiral her life had become. "My time in prison was the first time in 15 years when I wasn’t using (drugs)," she said. "I said I wasn’t going to go back to using." Unfortunately, one night of drinking changed that. Her partner brought out a line of cocaine and she recalls thinking "okay, just for tonight."

Even as she worked in a treatment centre helping others deal with addiction and other issues, Ashley still couldn’t help herself. "I left the treatment centre, and 20 minutes out of work, I lit up a joint and got high," she said. "But instead of being calming, it gave me incredible anxiety." She finally found peace through Cocaine Anonymous, finding the support and fellowship she needed to get her life back on track. The 12-step pro-

recalled. "When I was in jail, she said ’I don’t like that you’re in here, but this is the first time in a long time when I knew where you were.’ "Now she’s not worried whether I’m dead or alive anymore." Ashley has now been clean and sober for two years, and she credits Cocaine Anonymous with helping her break out of bad habits and come to a place where she is not only sober, but happy as well. "I’m grateful for the

life Cocaine Anonymous has given me and the new life it’s given my family," she said. "Two years (sober) doesn’t sound like a long time, but when I think back to where I was and look at where I am now, it’s a huge difference." Toronto’s bike culture goes off road T

hat Toronto’s bike culture is changing and growing rapidly is made apparent by increased numbers of bike commuters and leisure/ sport riders on the city’s roads and paths, and the financial resources devoted to them. But two less well-known cycling disciplines, street riding and cyclocross, are gaining a foothold among Toronto’s twowheeled enthusiasts. Street riders go freestyle and use ramps, man-made and natural obstacles, as well as their own bikes to perform stunts

and jumps of outrageous athleticism. Cyclocross riders follow a set cross-country course over rolling terrain and varied surfaces, at some points even hoisting their bikes up and running with them. These two off-the-main-road sports recently found outlets in the city. Montreal-based The Rise Bikes brought its Party Master Tour to Toronto cyclists in partnership with Dufferin Street bike shop ZM Cycle & Fitness. The boutique frame manufacturing company’s pro

demonstration team took to area venues with local fans and riders to test their skills. The Midweek Cycling Club, in cooperation with Bateman’s Bike Company, holds weekly cyclocross clinics and races at Etobicoke’s Centennial Park in the late summer and fall. Riders of all ages and experience ride high and low perfecting their off-road abilities, with a competitive edge.
