They are bullies infiltrating Toronto’s ravines, prairies, wooded areas and waterways, keeping the city’s small, but ardent Parks, Forestry and
Recreation staff, and such conservation organizations as the Ontario Federation of Anglers and Hunters (OFAH), on their toes staving off these alien pests. There are four different species of Asian carp – bighead, silver, grass and black – that OFAH’s invading species awareness program, in collaboration with the Ministry of Natural Resources and Forestry, and Fisheries and Oceans Canada, are keeping tabs on, preventing
these invaders from establishing populations in the Great Lakes. “They can cause quite a bit of danger,” said Sarah Chadwick, the invasive species spokesperson for the OFAH. “There are no established populations in the Great Lakes, and we want to keep it that way.” However, there have been reported sightings of Asian carp as close to home as Lake Ontario, Chadwick added. RAHUL GUPTA rgupta@insidetoronto.com As Matthew John added the final flourishes to his computermodeled Pokemon Go creature, the soon-to-be Grade 9 student reflected on how much the game has affected his health. “As soon as the game came out, I’ve been walking more,” said Matthew, who attends John Polanyi Collegiate Institute. “Pokemon Go is great for my health because my parents want me to get out more. I don’t usually go outside, I stay in to play games.” Matthew is one of around 65 students enrolled in John Polanyi’s summer school program intended to ease the transition to Grade 9, and the start of high school. With the Pokemon Go craze in full swing, teacher Vernon Kee agreed to let the kids relate their end-of-term computer studies projects to the game. The kids modified their favourite Pokemon characters – adjusting the arms of a Pikachu for example to allow it hold a sign – which are then molded into plastic models using a 3D printer. Former New York Rangers player hoping to find Willowdale teammates John ‘Chick’ Webster, 95, also played for Willowdale Rangers team in the 1960s FANNIE SUNSHINE fsunshine@insidetoronto.com Rob Webster was looking at old photos with his father when the elder gentleman began to wonder about his former hockey teammates. John ‘Chick’ Webster, 95, who had played with the New York Rangers during the 1949 to ‘50 season before joining several seniors leagues post-retirement, was curious about the whereabouts of the boys he played with on the Willowdale Rangers in the 1960s. “He talked about two or three names,” Rob recalled of a recent visit to his dad’s home in Mattawa, not too far from his own residence in North Bay. “He was wondering where they all ended up. Some of the younger ones would be in their 70s.”
Before becoming a Ranger, Chick played three seasons in the Junior Ontario Hockey Association (OHA) with the Toronto Native Sons from 1937 to 1940, and played his first season as a professional in 1940 to ‘41 with the Baltimore Orioles of the Eastern Hockey League (EHL). He was drafted overseas during the Second World War, missing the 1943 to ‘45 seasons. Upon his release, Chick played for several minor league teams until he found himself skating for the New York Rangers for the 1949 to ‘50 season, earning two minor penalties but no points. A broken wrist sustained against Detroit sent him back to the minors, playing for teams including the Cincinnati Mohawks and Syracuse Warriors, before
shifting to senior hockey with the Stouffville Clippers and the Willowdale Rangers for a couple seasons in the early 1960s while living in Richmond Hill. He moved with his family to Mattawa in 1970, where he has remained. Chick, whose late younger brother, Don, played for the Toronto Maple Leafs during the 1943 to ‘44 season, later played with an old-timer’s Legion team in Mattawa until he was 75. “I thought it would be nice for him,” Rob said of tracking down his father’s old Willowdale teammates. “He’s getting to an age where he’s starting to think about these things.” Chick, who said he hasn’t kept in touch with anyone from the Willowdale team but a few from Stouffville, said he’d like to know what became of them. “It would be nice,” he said. “They would be up in their 70s or 80s now.”

Bathurst Manor Plaza to be torn down after decades as a community fixture

Thirty years saw Man About Town move four times within the Bathurst Manor Plaza. But by this weekend, the clothing store will be someplace else, and the neighbourhood’s decaying retail centre will die completely. “We’ll probably be the last tenant out,” Sam Cossidente, a partner, predicted last Wednesday. For decades, the plaza on Wilmington Avenue was a community fixture, with a large grocery store, a Shoppers Drug Mart and an LCBO. “There’s 150 parking spots here, and they used to be full every day,” Cossidente said. Around 2006, owners The Biddington Group of Companies proposed a condominium-based redevelopment. As some larger tenants left, Man About Town took their place. Now, the remaining businesses must be out by July 31. “Everybody knew that it was happening, but it was a

shock,” said Cossidente. At Wilmington Convenience and Produce, owner Terry Kim has nowhere to go after 16 years. The pocket of Bathurst Manor, between Dufferin Street and the West Don River is unique, he said, but there’s no suitable location for his variety store. “I knew most of my customers by first name,” said
Kim, who hopes redevelopment happens sooner rather than later, so he can reopen in its new retail space. Signs and banners nearby thanked the people of Bathurst Manor. At Overbrook Medical Centre, a letter from Dr. Irving Zelcer said he was retiring: “The plaza where my office has been located for 46 years is scheduled for demolition.” Arnie Lash, Biddington’s construction and development manager, wouldn’t say when the bulldozers may finally come. “Everything’s in the works. There’s been no definitive dates,” he said last week. The proposal, which until recently included two sixstorey mixed-use buildings, townhouses and 394 units in total, was revised again. It’s now 288 townhomes and 10,000 square feet of retail, said James Pasternak, the local councillor, who expects a staff report by year’s end and a community meeting in early 2017. After its long decline, Pasternak said residents don’t want the plaza to sit as a vacant eyesore. “People are tired of the battle.”

Many young people around the Greater Toronto Area find it hard to secure summer jobs and fight boredom during the summer months. But a fundraising campaign for the Toronto Creole Festival is offering one solution by providing 200 jobs for youth. Through a brief interview and job application submission process, all youth are given an opportunity to work and acquire experience with letters of reference being handed out upon completion of the summer job fundraising campaign. “We believe that there is a great need to assist youth with attaining life skills and work experience in the private and public sectors,” said a release from the Toronto Creole Caribbean Food Festival. “Organizations and businesses play a pivotal role in creating such personal development opportunities for city youth, through volunteer opportunities. ”
The festival planning committee will be providing youth with training, interpersonal, presentation, leadership, communication and employability skills. Celebrate Simcoe Day by having fun in Toronto

he coming long weekend is known as Simcoe Day and now is a good time to learn a little bit more about Upper Canada’s first lieutenantgovernor and the founder of our city. John Graves Simcoe is honoured across the province with a lake, county and more streets than we could ever mention. But it is only Toronto that celebrates the first Monday in August as Simcoe Day. The August long weekend holiday has many other names across Ontario and Canada ranging from the fairly bland civic holiday to the City of Vaughan’s Benjamin Vaughan Day and the City of Ottawa’s Colonel By Day. Simcoe, though, deserves a special place in the hearts of Torontonians. Named Upper Canada’s lieutenant governor in 1791, he founded York, which later became Toronto as the capital city, and also had a key role in naming Scarborough Our VieW because the bluffs reminded his wife Elizabeth of Scarborough, Simcoe has England. Though only lieutenant goverspecial place nor until 1796, his accomplishwere many, including in our hearts ments taking a strong stand against slavery and banning it in Upper Canada years before it was abolished across the entire British Empire. He also laid out Toronto’s famous grid street system of north-south and eastwest roads, earning the thanks to this day of those travelling through and around the city. So how do we celebrate him some 230 years after his time as lieutenant governor ended? Well, like all long weekends in Toronto, we have fun. There’s numerous events set for our city this weekend, many drawing huge crowds of both local residents and tourists. There’s the Toronto Caribbean Carnival on this weekend, which features the King and Queen competition Thursday night at Lamport Stadium and then the Grand Parade Saturday, from 9 a.m. to 9 p.m. at Lake Shore Boulevard and Exhibition Place. Also, there’s the 15th annual Scarborough Rotary Ribfest from Friday through to Monday at Thomson Park and the Veld Music Festival at Downsview Park Saturday and Sunday. And if you’d like to step back to a time closer to Simcoe’s, you can take part in Simcoe Day activities Monday at Fort York. Whatever you do, have fun and stay safe whether you are in the city, travelling the highways or enjoying Ontario’s lakes and wilderness.

Michael Ford continues family’s political dynasty What with all the sound and fury south of the border Monday night as Democratic Party conventioneers girded their loins for what could be a worldchanging political battle royale with the Trump family, it would be easy to have missed the quiet, civilized affair that ushered the late Rob Ford’s nephew Michael into that family’s office at Toronto City Hall. America may have a stark choice ahead of it – but the voters in Ward 2 (Etobicoke North) made their choice a long time ago, and on July 25 they simply confirmed it. The Ford family – first the late Rob Ford, then his brother Doug Ford, and now Michael – are the dynasty of choice for Toronto’s northwest. Nothing, not even Rob Ford’s toxic, drug-andalcohol-fuelled meltdown during his single term as mayor, seems to be able to shake that loyalty. And so it comes to pass
david nickle the city that Toronto Council has a new member, maybe not the same but quite similar to the last two members, in Michael Ford, the 22-yearold son of Rob and Doug’s sister Kathy. By all accounts, Michael Ford is a bit different than his uncles politically, although it is early to say: he hadn’t yet completed a single term as a school trustee before Rob Ford’s death necessitated his candidacy in the Ward 2 byelection. He has developed a reputation in that time as a consensus-builder, curious and prone to evidencebased decision-making. He is said to admire Prime Minister Justin Trudeau. If this is so, it will be a relief to Mayor John Tory, who also seems to admire
Trudeau. Since Rob Ford’s death earlier this year, Tory has governed without a real critic on the right. If the Ford family had sent Doug Ford back into the Ward 2 trenches, Tory would have been faced with having not only a critic, but also his most formidable foe in the 2014 municipal election. It is possible that Michael Ford will grow into that role. On election night, Michael Ford’s grandmother Diane opined that he might one day follow in his uncle’s footsteps and become mayor himself. But it will be a while, likely, before the new councillor for Ward 2 moves into that part of the Ford brand, because so far he’ll be doing the work that established the family in Etobicoke to begin with and has endeared them all to those constituents: which is to say, answering phone calls, showing up at doorsteps, solving small
problems definitively and optionally, dealing with large problems at a policy level. Michael Ford’s Uncle Rob treated that last element of the brand extremely optionally. Even as mayor, he paid policy scant attention – focussing on keeping taxes low, pointing out waste and gathering political capital as much from the votes he lost at council as the ones that he won. There seems to be hope that Michael Ford will be different in that regard, and examine the needs of his constituents collectively as well as individually. Because let’s face it: the voters of Ward 2 have collectively done much to elevate three generations of Fords to public office. It will be interesting to see how the latest generation repays that loyalty.

Grass carp specifically destroy wetlands that are key habitats for native species. “It’s important to educate the public on what they look like,” Chadwick said. “Our mandate is education and awareness.” Bighead and silver carp have spread the most aggressively through the U.S. and pose the greatest threat to the Great Lakes. The bighead can be identified by its small scales with dark blotches, short dorsal fin and eyes below the centre of its body; the silver carp has small, shiny scales; the black carp has large dark scales in a crosshatched pattern, and a pointed snout; the grass carp also has a short dorsal fin, and large, dark crosshatched scale pattern. Brought to North America in the 1960s and ‘70s, Asian carp are often mistaken for common carp, Chadwick said. Unlike Asian carp, the common carp has a long dorsal fin and two barbels (slender, whisker-like sensory organ at the mouth). Fisheries and Oceans Canada continues to monitor for the presence of Asian carp. “We’ve had lots of calls from the public. People are keen to help,” spokesperson Becky Cudmore said. There is a reason why these species are deemed invasive. They’re highly adaptable and can tolerate a variety of habitat conditions.
Parks and forestry staff are currently battling the dog-strangling vine. Although it is not new to Toronto – it arrived from Eastern Ukraine and Southern Russia in the 1900s – the herbaceous vine invades meadows and forest edges.

“It prefers open spaces,” said Cara Webster, acting supervisor of tree nursery and natural resource management within Parks, Forestry and Recreation. “It grows in vine form, twining small trees and shrubs. It chokes them out. If we don’t keep up on control, it will overtake newly planted species.” It grows in large patches, outcompeting other species, Webster said, adding it poses a threat to native species like the black oak savannah in High Park. It can impact recreation areas because once it establishes a huge colony, “you can’t walk through it,” Webster said. Grassland birds, such as the Bobolink meadowlark, are particularly at risk. That’s because the vine alters their habitat preventing them from nesting. Toronto first began controlling the vine in the late 1990s when staff and volunteers
would manually remove it. The challenge is that the dog-strangling vine has a very deep root system. “Now, we use a method of applying a herbicide by wiping it on with a sponge. That way, it doesn’t hurt other species,” Webster said. “It’s very widespread in Toronto. It’s in every watershed and transportation corridor.” Agriculture Canada has introduced a biological control moth, a natural predator, which eats the leaves on the vine, as a method of control because the dog-strangling vine began impacting agriculture. The vine is not the only menace Toronto is fighting. The Japanese knotweed, a five- to six-feet tall bamboo-like plant that out competes other vegetation, can be found along streams and at the bottom of ravines. It spreads by its roots travelling down streams, Webster said. It blocks access to water, reducing all other native vegetation. Green frogs, native to Ontario, are being displaced because they are losing their habitat. “Every ravine in Toronto has a little bit of it,” she said. Control methods include cutting it down twice a season and using herbicide on the root system. “When people don’t stay on trail systems, they’re spreading species,” Webster said. Every day at lunch, Kee accompanies the students to a nearby community centre, a designated Pokestop where players can obtain in-game items and set lures to attract elusive Pokemon. “I think Pokemon Go has been very positive because it’s gotten kids into the community,” said Kee, a science teacher at the school at 640 Lawrence Avenue West. “Kids who weren’t friends are getting together and socializing, they’re getting exercise and it’s so interactive for them. It’s the summer, too, and they’re enjoying the weather.” Since the kids will play the game regardless, Kee said it’s crucial to instill safe habits, which the club strictly enforces. “We’ve seen kids on their phones not paying attention while walking across the street. “We review rules several times with them so they understand, and we strictly enforce them while on the walk,” he said. “When you get really engrossed in the game you don’t notice your surroundings, and that counts for adults, too.”

PROJECT UPDATE AND SECOND SERIES OF PUBLIC INFORMATION CENTRES Leaside to Main Infrastructure Refurbishment Project Earlier this year, Hydro One Networks (Hydro One) launched a Class Environmental Assessment (Class EA) to refurbish two sections of underground 115 kilovolt transmission cable in the eastern part of downtown Toronto. This work is critical to ensure an adequate and reliable supply of electricity to the area, and to minimize the risk for future power interruptions. In conjunction with this work, but not subject to the Class EA process, Hydro One will take the opportunity to replace and upgrade the overhead shield wire, used to protect our equipment from lightning, between Todmorden JCT and Lumsden JCT. Hydro One has now selected its preferred routing option for underground cable replacement between Leaside Transformer Station (TS) and Todmorden Junction (JCT), following analysis of technical, environmental and socio-economic factors, and First Nation, public and stakeholder feedback. The preferred route for the cable replacement is shown on the map above. The underground cable between Main TS and Lumsden JCT will be replaced along the existing route, as no feasible alternatives were identified. PUBLIC INFORMATION CENTRES The Class EA process provides opportunities for consultation, and your feedback is very important to us. We invite you to drop in to one of our upcoming Public Information Centres (PICs). Members of the project team will be available to
discuss the preferred route selection between Leaside TS and Todmorden JCT, environmental studies, considerations and mitigation, and proposed construction methods. All sessions will provide information about the entire project. NEXT STEPS This fall, a draft Environmental Study Report (ESR) will be available for a 45-day review and comment period. Investigation of Basement Flooding Control & Improvement of Stormwater Runoff Quality: Study Area 25 Municipal Class Environmental Assessment Notice of Completion The City of Toronto has completed a Municipal Class Environmental Assessment (EA) study to address basement and surface flooding in Study Area 25. Area 25 is part of the Basement Flooding Study Areas 24-27 EA that was initiated in 2012. Project Files for the remaining areas will be completed in 2016.The objective of the study is to provide recommendations to reduce the risk of future basement and surface flooding during extreme storm events. The recommended solutions, as documented in the Project File, include: • Upgrading or replacing storm and sanitary sewers at select locations. • Installing new storm sewers or in-line storm storage pipes at select locations. • Installing catchbasin inlet control devices at certain locations to regulate surface flows into the storm sewer. • Installing additional catchbasins at locations with excessive surface ponding. • Sealing (i.e. plug) sanitary sewer maintenance hole covers in select low-lying areas to reduce surface flows into the sanitary sewer. • Continuing to promote source control measures which help to manage stormwater where it originates (i.e. rooks, driveways, roads, etc). Opportunities for Review The study was carried out following the requirements of "Schedule B" projects under the Municipal Class EA. A Project File has been completed and has been placed on public record for a 30-day review period starting July 21, 2016 and ending on August 19, 2016.The Project File is available for review at: North York Central Library 5120 Yonge Street 416-395-5535

Private lending with a ‘common sense’ approach at Tribecca Finance 17 years ago, Rajan Kaushal saw a niche for a private lending company. There were banks, trust companies and other financial institutions, but, as Kaushal noted, some people do not fit into the banks’ guidelines, so were denied much-needed loans. He saw the need for alternative funding options for the people of Ontario, and Canada overall. He thus opened Tribecca Finance in North York, the town in which he was born and raised. “[North York] has always been a thriving community that I feel a strong attachment towards,” said Rajan Kaushal, President of Tribecca Finance. “It was an easy decision for us to invest in North York and make it Tribecca’s permanent home.” Tribecca Finance is a non-bank lending company, offering loans to individuals who do not meet the stricter guidelines of the banks and other traditional financial institutions. They offer personal loans, home equity loans, construction loans and second mortgages.
“Our clients borrow for all types of reasons,” said Kaushal. “We accept all income types, including salaried, self-employed, and commission and we work with our clients to provide a monthly payment that they can comfortably afford.” Tribecca Finance takes a common sense approach to lending. They look at the application on its own merit, assessing all of the factors. For selfemployed workers, for example, it is harder to get loans from the bank and other larger financial institutions. Tribecca looks at their business income to get a fuller sense of their ability to repay a loan. The result is more flexibility. There isn’t nearly so much red tape for the clients of Tribecca to qualify for a loan, and they take the time to listen to the needs of their clients. Tribecca works with their clients on an individual level to assess the intended loan and the client’s ability to repay it. “Our clients are not just another number,” said Kaushal. “We build rela-
tionships and treat everyone with respect, regardless of whether or not we can offer them a loan.” Tribecca Finance aims to make the process of obtaining a loan “easier and faster,” according to Kaushal. “Some people have financial opportunities where they need money faster than normal. We are able to act very fast and give them a quick decision on whether we can provide them a loan or not.” It is even same-day sometimes, that is how fast they are able to make informed decisions at Tribecca. The ability to make such quick decisions at Tribecca comes from their expertise. “In all types of lending, we have expertise,” said Kaushal, “so our borrowers get advice, which gives them an added advantage. They have a lender who understands what they’re doing and can help guide them through the process.” Take their construction loans, for one. Already, this is a niche product, not competing with the banks, as it tends to be more challenging to re-
ceive a construction loan from a bank. But, as Kaushal notes, there is a need there. There are lots of custom homebuilders, and people looking to build their dream homes, who are in need of financial aid. Tribecca has identified this need in Ontario and created a team of experts on construction finance. “Our team understands the construction process from beginning to end,” said Kaushal. They understand how homes are built, the costs involved, for example the cost of the lot and materials, and the projected end value of the home. This allows them to assess the en-
tire picture of a construction loan, and even work with the client to resolve issues they may see before the loan is initialized. “If the homeowner has an incorrect budget, we can help them sort through it,” said Kaushal. This is only possible due to their expertise. Tribecca Finance has expertise in all areas of lending. “It allows us to think outside the box,” said Kaushal, “because we can understand the situation and therefore can provide solid financial solutions to our borrowers and improve their financial situation.” The expertise, combined with the smooth lending process and exceptional service, has not gone unnoticed in Kaushal’s neighbourhood of North York.
