Lin’s a fictional person, but what he said about his isolation and depression is based on two years of research into the tensions between Chinese seniors and their adult children in Toronto. fannie sunshine fsunshine@insidetoronto.com North York General Hospital’s (NYGH) very last quilt raffle was held yesterday, marking an end to the 30 year tradition. Four quilts - one queen, two twins, and one wall hanging - were raffled off inside the cafeteria of the Leslie Street and Hwy. 401 hospital, bringing a close to the raffle which had been kept going by a dedicated group of about 15 volunteers. The first quilt raffle was held in 1968, followed by a lull until the volunteer quilting group started up again in 1985 under the leadership of the late Kay Seary, who died several years ago. The group’s volunteers would work on the quilts at home by hand, holding raffles every two years or so with proceeds, which have totalled more than $60,000 over the years, benefitting various hospital departments. In total, 31 quilts have been made by the group, who range in age from mid-80s into their 90s. “Age,” Barbara MacLeod, chair of the hospital’s projects committee, said of why the raffles are ending.

“They might have problems with their eyes, or have arthritis. Nobody wanted to take over and be in charge when Kay died. These last quilts were done in Kay’s memory. I’m very disappointed, it will be sorely missed.” Volunteers would sell raffle tickets at nearby medical buildings, senior’s centres, and at the hospital itself, but MacLeod said she’s noticed a decline in interest for the handcrafted pieces in recent years. “Young people today aren’t interested,” she said. “They’ll say the quilts are very pretty, but they aren’t interested in owning one.”

As for how she was feeling with the last raffle just hours away, MacLeod said the day was sad. “It died - too bad,” she said. “I want to thank the ladies for their time and effort. It’s unbelievable what they’ve done and the dedication.” Kathleen Henery, one of the group’s original members from 30 years ago, said she grew up with quilt makers in the family. “I haven’t made any by myself, I always worked on them with the other girls,” she said. Proceeds of the final quilt raffle will go to the volunteer services centre for medical imaging.

The removal of the gifted program at Hillmount Public School is causing parents to worry about the future of the building, along with losing talented teachers that have helped rank the school at the top in Ontario in recent years. At a Toronto District School Board meeting last November, trustees voted for a number of changes for this coming September for the AY Jackson cluster of schools, including relocating the grades 4 and 5 gifted programs from Hillmount to Steelesview Public School, and the Grade 6 gifted program to Zion Heights Middle School. The first gifted program classes at Steelesview, about four kilometres northwest of Hillmount, will be Grade 4 and will start this September, followed by Grade 5 classes in September 2017. Saloomeh Fassaizadeh, co-chair of Hillmount’s parent council, said some parents are worried the TDSB is planning to sell the property, adding 300 signed a petition asking for the program to remain at the Don Mills Road and McNicoll Avenue school. Though three public meetings were held in the fall on the matter, Fassaizadeh said her concerns

weren’t addressed. “Parents are not happy,” she said, adding her two children are not in the gifted program. “They are breaking down a very good school.” She claims the TDSB is projecting growth in Hillmount’s catchment area from a nearby condominium development that was cancelled, which is igniting fear the school’s enrollment will be under-capacity and it will eventually be closed. Ali Rouhani, who has two children attending Hillmount’s daycare program and one child finishing Grade 3, said he takes issue with the process behind moving the gifted program, and says the school is at risk of under-enrollment. Willowdale trustee Alexander Brown did not respond to request for comment, and Hillmount principal Sandra Bauer and Superintendent Linda Curtis referred questions to TDSB’s media relations. In an email to The Mirror, TDSB communications officer Ryan Bird said the decision to move the gifted program was due to lack of space. “The school was built to accommodate 246 students, but currently has 306 students which represents a utilization rate of 125 per cent,” he said. “That means that space is an issue and will only get worse in the years ahead if nothing is done.”

elcome to summer Toronto! It officially arrived on Monday of this week, but judging by our recent hot weather it’s actually been here for awhile. And is there any better place to be in the summer than Toronto? We’ve got it all, as you can see by our Summer In The City feature story in this week’s paper. This coming first weekend of summer sees events such as the Luminato Festival, Taste of Toronto and the beginning of two weekends of top-level youth soccer action with the Robbie tournament. The Robbie International Soccer Tournament celebrates its 50th anniversary Our VieW this year, and it has grown from a small event with a few teams in 1967 to City boasts a Scarborough what is now the world’s largest cross-section youth soccer tournament for charity. of events It has raised more than $1.6 million for Cystic Fibrosis Canada in that time. The 50th version of the Robbie will see in excess of 300 teams playing in the festival (for boys and girls teams ages eight to 12) this weekend, and then the competitive tourney (for boys and girls teams 13 to 18) from July 1 to 3. And that’s not all. While Pride Month events have been taking place in Toronto throughout June, things really kick into gear this weekend as Pride Week begins. The week culminates in the Pride Parade July 3, which travels along Church Street from Bloor to Yonge-Dundas Square, but will also include the Trans March July 1 and the Dyke March July 2. Other large city-wide events in the next few weeks include the Honda Indy, which brings in racers and race fans from around the world, starting July 15. The Indy has been a Toronto tradition since 1986. Also, there’s the Toronto Caribbean Carnival starting July 28 and continuing through to the holiday Monday on Aug. 1. From humble beginnings back in 1967, the carnival has grown to become a massive tourist draw for Toronto. But not every event this summer is geared to huge crowds and tourists. There’s no end of community festivals set for our city, and whatever neighbourhood you are in, you will be sure to find something to do this summer in the city.

Big discussions, decisions planned for city’s future Next week Mayor John Tory’s Executive Committee sits down for the last time before business at city hall winds down for the summer. But don’t expect a lazy, hazy meeting. Indeed, the June 28 gathering of Mayor Tory’s cabinet-like committee could be the most important one of the entire term. On the agenda: • a report revising upwards the cost of the single-stop Scarborough subway, that also sets the city’s transit-building agenda for the next two decades; • another one, looking at revenue tools beyond property taxes to pay for things like that transit plan; • a review of the city’s considerable real estate assets, taken with an eye to maximizing savings and revenues; • and the implementation of the Tenants First plan, to try and put right the city’s considerable portfolio of public housing.

david nickle the city To put it another way: the Executive Committee will be considering some of the most expensive initiatives under consideration by Toronto Council this term, at the same meeting as it examines some of the most ambitious measures to pay for those initiatives. It is not immediately obvious how Mayor Tory and his like-minded Executive Committee members will rise to those two challenges. So far, balancing ambition and reality has been an ungainly exercise for the team. Tory has been anxious to get down to the business of city-building, slow to get to the business of budget-pruning, and brashly confident in his ability to do both. His letter of instruction to the budget committee that met this week illus-

trates this perfectly. He has asked the committee to freeze expenditures for 2017, keep property taxes at or below the inflation rate. Efficiencies are to be found, alternate service delivery (contracting out) is to be considered… but ambitious new programs that form the backbone of Tory’s election-platform mandate are sacrosanct: transit and transportation, housing, and poverty reduction. That mission statement leaves very little room to wiggle – but the wiggle-room increases when the two questions of what we want and how we can afford it are asked and answered on different schedules. The June 28 Executive Committee meeting is a rare confluence, wherein everything is on the table at once. Do we want to build a massively expensive, marginally useful single-stop subway in Scarborough,

knowing that we will then have to consider raising all kinds of levies and taxes in order to afford it? We do need to repair our public housing, and that while other levels of government might offer some help, we’ll have to put up some share of the cost. How? Executive Committee members won’t have to answer all those questions immediately. But they will have to start talking about them in the same breath – in a way that until now mainly the mayor’s critics have done, and that the mayor and his supporters have characterized as simply nay-saying. At some point, the politics has to stop and the governance has to start. Next week, looking hard at both the dream and the problem, is as good a time as any to begin.

The province’s police watchdog is investigating after an officer fatally shot a man in a rail corridor in North York Friday morning. The Special Investigations Unit said Toronto police officers attended the rail corridor, located southeast of Weston Road and Sheppard Avenue, in an attempt to arrest a man for trespassing under the Railway Safety Act. Heavily armed officers with the emergency task force were also on scene. “There was a confrontation with a man. Shortly after, an officer discharged his firearm,” the SIU said in a news release. “A conducted energy weapon was also deployed.” A 42-year-old man was struck and was pronounced dead on scene. Witnesses are asked to call the lead investigator at 1-800787-8529.

Police have released a security camera image in the hopes of identifying a woman who repeatedly punched another passenger onboard a TTC bus in North York. Police said a 25-year-old man was riding on the bus on Sheppard Avenue when a woman got on and sat next to him, knocking him in the face with her backpack, May 18. “A verbal argument ensued between them,” police alleged in a news release Friday. “She then stood up and punched the 25-year-old man in the head approximately 10 times.” The woman fled before police arrived. She is about 6’3” tall, 250 pounds with shoulder-length brown hair. She wore glasses, a purple shirt, blue leggings and a cap and was carrying a pink backpack. Toronto Environmental Alliance launches INHALE project to educate about pollution CYNTHIA REASON creason@insidetoronto.com Every day here in The Big Smoke each of Toronto’s 2.79 million inhabitants inhales an average of 22,000 times– totalling 61.38 billion collective daily breaths. Is it any wonder, then, that in a city whose air pollution is estimated to give rise to 1,300 premature deaths and 3,550 hospitalizations each year, that many residents have begun to take a more vested interest in learning what it is they’re breathing in? The Toronto Environmental Alliance (TEA) doesn’t think so. In fact, the not-for-profit environmental watchdog banked heavily on Torontonians’ willingness to take a hands-on approach to air monitoring with the launch of the INHALE – Initiative for Healthy Air & Local Economies – Project. And they haven’t been disappointed, said TEA’s campaigns director Heather Marshall. “What we’re doing with INHALE is making the invisible reality of air pollution visible for people, using tools like mobile air quality monitors and our Fresh Air Finder map to make them more aware of the fact that air pollution still poses risks to their health,” Marshall said of the Metcalf Foundationfunded project, which has attracted more than 150 volunteers in Toronto. Lauded as Canada’s first community air monitoring initiative, TEA’s INHALE Project arms volunteer “citizen scientists” with compact and easy-to-operate air quality monitors and GPS devices, which they can strap to their backpacks, bicycles, strollers or wheelchairs. As those volunteers pound the pavement around their neighbour-

hoods, the monitors automatically draw in air and count the volume of fine particulate matter (or PM2.5, defined as those particles 2.5 microns or less in diameter) that passes through its internal laser. “Our monitors are such a unique tool, in that they can make people understand that, even though you might not see them, (these particulates) are definitely out there in the air we breathe and they can have an impact on people’s health,” said Dusha Sritharan, TEA’s climate change campaigner. What are these particulates, one might ask? Defined by the Ontario Ministry of the Environment and Climate Change (MOECC) as “the term used for a mixture of solid particles and liquid droplets in the air,” particulate matter can include anything from aerosols, smoke and fumes, to dust,

ash and pollen. But it is the smallest amongst these particles of matter – the PM2.5 particulates that TEA’s INHALE Project focuses on – that ministry officials assert cause the greatest adverse health effects, especially amongst people with asthma, cardiovascular or lung disease, as well as children and elderly people. Those particles – which can include cancer-causing heavy metals, carbon, and gas-related particles like benzine – Marshall added, are “the ones that get into your lungs and are really hard for your body to deal with.” Identifying neighbourhood hot spots for such air particulate pollution, therefore, is an important first step in TEA’s mission to spark community dialogue around neighbourhood-level solutions designed to improve air quality.

To those ends, all streetlevel data collected thus far by TEA volunteers who have participated in the INHALE pilot project – the monitoring of which kicked off in south Etobicoke last summer and just launched in Toronto’s downtown core last month – has been collected, collated, and illustrated on TEA’s Fresh Air Finder online map at inhalemap.com Readings in the range of 0-599 PM2.5, or good, are depicted on the map in green, while readings in the range of 2287-3977 PM2.5, which are considered poor, are rendered in red. City to consider tax on booze and smokes Executive Committee will explore new revenue tools as city heads into financial wall DAVID NICKLE dnickle@insidetoronto.com For the first time this term of council, municipal politicians in Toronto will be presented with a menu of revenue tools that if implemented could help maintain services and build the city over the coming decades. The report from City Manager Peter Wallace will be debated at the June 28 meeting of Toronto’s Executive Committee — and essentially provides an update to a report outlining various revenue tools considered and rejected by Toronto Council in 2013. Then, council was considering revenue tools to advise Metrolinx regarding ways to pay for transit expansion. Now, those tools are under consideration to prepare what Wallace has identified as a looming financial wall that the city might come up against as early as 2017. Wallace has argued that the city has only managed to balance its budgets over the past decade because of ever-increasing land transfer tax revenues buoyed by

SmartSAVER campaign helps low-income families access education grants TARA HATHERLY thatherly@insidetoronto.com The Toronto District School Board has partnered with SmartSAVER to encourage low-income parents to take advantage of the federal government’s free post-secondary education grants for children. The TDSB SmartSAVER campaign was announced

in a press release earlier this month. Through the Canada Learning Bond, parents of children born in 2004 or later, who receive a National Child Benefit Supplement, can receive up to $2,000 for each child’s post-secondary education. The TDSB estimates 50,000 of its students are currently missing out on as much as $100 million collectively.

Eligible parents are encouraged to visit www.tdsb. on.ca/ SmartSAVER and use the online application to open a no-fee, no-contributionrequired Registered Education Savings Plan and apply for the Canada Learning Bond. “We know that saving for your child’s post-secondary education can be challenging,” said TDSB Chair Robin
