FANNIE SUNSHINE fsunshine@insidetoronto.com A long-time North York resident is the first Iranian-Canadian elected to Professional Engineers Ontario’s (PEO) council since its inception in 1922. Changiz Sadr was elected in April as the East Central Region Councillor at PEO’s annual general meeting. The Don Mills Road and Finch Avenue resident said he decided to run when PEO announced available positions in the fall. “It was a very tight competition,” Sadr said, adding two other candidates were initially in the run before one withdrew. “I’ve been active 14 years at the chapter level. Of course, I was very happy (with the win). My wife and daughter were at home and I was at the office when I found out, and when I called my wife she started to scream.” Since becoming licensed in 1999, Sadr has garnered a reputation as an ambitious and passionate advocate for the engineering profession as a member of the PEO WillowdaleThornhill Chapter. >>>SADR, page 5

r. Luke Russell has a better idea how to treat the next fighter or barroom brawler with a busted hand who comes into the emergency department of Toronto Western Hospital, thanks to an innovative course he took yesterday through North York General Hospital. One of the tips he learned was better resetting and immobilizing a boxer’s fracture, a break in the bone at the base of the baby finger caused by a punch. Russell, a medical resident at St. Mike’s, was one of many doctors who took the one-day CASTED course at the Fairmont Royal York Hotel, the site of a major medical conference this week. The award-winning program, which marked its 100th session Wednesday, was created by North York General emergency physician Dr. Arun Sayal. CASTED is a hands-on class that teaches emergency room doctors how to better identify, cast and splint orthopedic ailments like fractures not requiring surgery. Treating patients with broken bones is common for emergency room doctors, who routinely see kids who have fallen out of trees, would-be handy men who have tumbled off ladders and more, Sayal acknowledged. But as “jacks of all trades,” they aren’t trained in the finer points of
Teaching how to better treat breaks and fractures orthopedics, he said. “I know what emerg docs know and what they don’t know. The orthopedic surgeons sometimes, perhaps, don’t understand our level of knowledge,” Sayal said. “I will never know two per cent of what orthopedic surgeons know. I will never know that. But when they teach me, I put the emerg filter on and I know what’s relevant (to emergency room doctors).” Having emergency room doctors better trained in minor orthopedic injuries also allows patients to be treated faster at hospital fracture clinics, rather than having to wait for orthopedic surgeons to care for them, Sayal said. About nine years ago, orthopedic surgeons at North York General asked Sayal, who has had a longstanding interest in orthopedics, to join them routinely in the fracture clinic at the hospital. Over time, they have taught him important questions to ask patients and which injuries need to be red-flagged for an orthopedic surgeon to treat. Where in the past Sayal may have simply determined a patient who fell had a painful wrist, now he knows pain in specific points

As he works in the fracture clinic, orthopedic surgeons constantly advise him about the best ways to treat patients. “They teach me all the time... They will say, ‘Let me show you this case,’” he said. “They will say, ‘You see this? This was treated this way, it should have been treated this way. See this case? They came to me a week later. Somebody should have called me to emerg right away. See this case? I was called right away. They could have seen me a week later,’” There was no point in keeping that knowledge to himself, so five years ago, Sayal started CASTED, which he has taught to emergency room doctors across Canada. “I thought if I didn’t know that, maybe others didn’t know it either,” he said. Often, emergency room doctors see patients with broken bones and fractures and send them on for treatment at a fracture clinic or even another hospital. But they don’t know whether their assessments have been appropriate, Sayal said. It’s like always reading the first chapters of books and never seeing how the stories turn out, he said. Taking the CASTED course gives emergency room doctors a better way to predict how the novels end, he said.
Seneca College has had another dozen former athletes and officials inducted into a fledgling hall of fame which Ontario colleges kicked off in 2003. The North York-based post secondary institution now boasts 40 Hall of Famers, the most of any Ontario college. Inductees are accepted into one of three categories – athlete, coach or builder. Seneca’s current crop, inducted at the ceremony last week (May 1) in London, include Lee Trempe, one of only three coaches inducted. She coached the Seneca women’s hockey team, which included Hockey Hall of Fame member Angela James, among others, to four gold, two silver and two bronze medals. She also coached
the women’s fastpitch team. The rest of the inductees were part of a special initiative by the Ontario Colleges Athletic Association (OCAA) to honour both its men’s and women’s AllMillennium hockey teams (some players had previously been inducted and are noted by asterisks by their names): MEN’S: Steve Guyatt*, Jim Macdonald, Colin March, Dan (D.J.) Meloff and Drake Turcotte WOMEN’S: Debbie Coxworth, Geraldine Heaney*, Jan Hoover, Angela James*, Lee-Anne Quinn and Marina Zenk Nearly 50 individuals were inducted this year.

Cardinal Carter student named to provincial advisory council A Cardinal Carter Academy for the Arts student has been named to the minister of education’s Student Advisory Council. Jordan Nigro, a Grade 9 vocal music student, is one of 63 students on the council. The council is made up of students from the English, French, public and Catholic school systems. Members share their ideas and advice with the minister of education on how to ensure Ontario’s schools remain the best in the world.
“We are very proud that Jordan has been selected for this opportunity,” Cardinal Carter’s principal Andrea Magee said in a release. “He is an articulate and enthusiastic student, and his leadership skills will serve this community and the board’s students very well.” This year’s council will build upon the work already underway in areas of approaching student behaviour from a human rights perspective, career planning and 21st century learning.
Woman charged in condo rental fraud Police have charged a woman with fraud for allegedly renting out a condo she was not authorized to rent. Police said between March and April, a person responded to an online ad regarding a rental condo in the Leslie Street and Sheppard Avenue area. The victim met the accused and was shown the apartment, then signed a rental agreement drafted
by the accused. The accused collected first and last month’s rent in cash and the victim received a receipt for the deposit. Febe The victim later Anne Yap learned the apartment was not for rent and the accused was not authorized to rent
it out. Febe Anne Yap, 31, of Toronto, was arrested Friday, May 3 and was charged with two counts of fraud. Police believe there may be more victims.

Where are the worst roads? T
he Canadian Automobile Association (CAA) is inviting road users again to name the province’s worst roads in its annual campaign launched this month. We want to hear from you too – which road in your neighbourhood deserves being named the worst? It can be a stretch of road strewn with potholes as Dufferin Street is known to have – and not surprisingly received the people’s choice award as being the worst in the province in last year’s CAA campaign. Maybe it’s poorly marked lanes or a bottleneck that constantly results in slow and excess traffic. Community input is important to help prioritize road construction work especially in the city where day-to-day driving takes a major toll on the road infrastructure. The country’s largest auto club our view suggested the provincial government establish a dedicated fund road work to be paid through You can help for provincial gas tax revenues. The province currently reaps prioritize $2.3 billion annually through its construction excise tax, stated CAA spokesperson Faye Lyons. More will be necessary for the continual upkeep of roads to help lessen gridlock and subsequently improve economic productivity. We encourage all residents to provide feedback on how to tackle this issue. Several ideas are already out there that warrant further discussion such as Premier Kathleen Wynne’s recent announcement during the provincial budget this past week that new tolls to use high occupancy vehicle (HOV) lanes could raise money for transit construction. Metrolinx has also recently recommended revenue tools for transit infrastructure improvement such as introducing parking space levies and a dedicated portion of sales tax on consumer goods, which will be debated by Toronto Council later this month. In the meantime, the money that is already earmarked for road improvement work should be spent on areas of the city that need it the most. Bike rental: go small and concentrated
U
sually it doesn’t make sense to reward a faltering business with more investment. Business types advise everyone steer clear of an idea after it has already failed, never mind twice in the same market. When applied to the challenges facing Toronto’s troubled Bixi bike rental program, these recommendations seem obvious. From 2001 to 2006 Toronto hosted North America’s most popular bike sharing program, only to face financial ruin due to multiple factors. Two years ago the city entered into a 10-year agreement to loan up to $4.8 million to provide a bicycle rental program in Toronto. Already the program is in financial trouble. Should the city decide to stop the red ink, we stand to recover less than $1 million of public funds. Put another way, the potential loss is equivalent of giving away to each of the program’s subscribers an

Recognizing that the mayor’s executive committee will be unreceptive to giving bike sharing a third try, the chair of the TTC proposes to ask TTC staff “to explore how it could be a complement to the TTC.” If the issue boils down to finance, then TTC’s conclusion ought to be obvious. But, we need to consider that in every other one of the 375 bike-sharing programs around the globe public subsidy is required. If Toronto wants to have a bike-sharing program, a realistic analysis must conclude that our program will need subsidy from taxpayers as well. In return for public funds, there are quantifiable benefits in a reduction of congestion, a means to connect transit users to their closest transit stop, and to
speed up short trips. Thanks to well-documented studies of both successes and failures worldwide, we know what can be done to maximize bike usage, and how to minimize public subsidy. In order to achieve these benefits, Torontonians need to recognize that bikesharing is most effective in the downtown core, or in other very dense areas, such as on Yonge Street between Sheppard and Finch. It is not a program that works well in much of the suburbs, mainly because users want to drop their bikes off at convenient stations. In London and Paris, these are 300 metres apart at most. On the other hand Toronto has just 80 stations. As a result, we have the choice of making an impact in a concentrated area, or suffering low usage rates. In many ways the constraint of starting small and concentrated serves so many purposes. Even with the huge amount of experience, uncertainty and
obstacles remain. For example, we know that London’s transit organization integrates their bike-sharing program with their facilities, and allows payment on their transit card. Can that be done in Toronto? There are similarities and differences between our needs and objectives, other models, and how well others’ experience applies to our situation. In short, it is disappointing, but perhaps not surprising, that Toronto’s latest bike-sharing venture is in financial trouble. To repeat the mistakes of the past, by simply expanding the existing program will almost guarantee failure and annoyance from the public. On other hand, the opportunity of the present to review Toronto’s experience, then to focus on what works, will give bike-sharing a realistic and viable future.

MP calls for protection of Don River Toronto-Danforth MP Craig Scott has tabled a bill in the House of Commons aimed at helping to protect the Don River. The bill is part of the NDP’s broader effort to restore Navigable Waters Protection Act safeguards to Canada’s lakes and rivers. “We’re determined to do everything in our power to protect Canada’s lakes and rivers. That includes the Don River, from its source in the Oak Ridges Moraine to its Lake

Subway extension won’t impact other projects: Stintz RAHUL GUPTA rgupta@insidetoronto.com Approving the construction of a Scarborough subway extension won’t have any bearing on the fate of other planned city transit projects, said the chair of the TTC. Even if city council votes in favour this week to include an estimated $500 million eastern expansion of the Bloor-Danforth line in a list of transit projects to be paid for by new dedicated taxes and fees, Karen Stintz said the provincial government and Metrolinx would still have to agree to a “scope change” on its planned light rail transit line to replace the Scarborough RT line. “Whatever happens with the Scarborough subway, happens,” said Stintz following her Tuesday lunchhour speech at the Toronto Region Board of Trade (TRBOT). “If council votes to convert the RT into a subway and Metrolinx agrees we can make that scope change, the next question is how we will pay for it. “But it’s not going to displace any other transit project because it’s already a funded project on the books.” $2.3-billion estimate Despite concerns regarding the TTC’s cost estimates for the proposed three-stop underground extension from Kennedy Station to McCowan Road and Sheppard Avenue, Stintz was confident with
her staff’s project estimate of $2.3 billion considering the costs to complete a six-station extension of the Spadina line, scheduled for completion in 2016.
“We’ll have to do some more work on those numbers, but I stand by the $2.3-billion project estimate,” she said. During her 30-minute-

Following the speech, Stintz reaffirmed her support for having the TTC take over BIXI Toronto to save the bike share service that was launched in 2011 and is in danger of defaulting on a $3.8-million loan guarantee from the city due to ongoing cash-flow issues. “What I would ask the TTC to do is look at BIXI in a new light to see whether it can be better integrated and if that makes sense and provides additional service for residents,” she said.

Willowdale Lawn Bowling Club hosting open house, orientation The club is encouraging people of all ages to join and experience a “most pleasant social pastime.” While following the traditional lawn bowling rules and regulations, Willowdale Lawn Bowling Club are enabling those interested to play in fun tournaments, consisting of shorter games, in a relaxed atmosphere.
Event takes place at Beecroft Road site 7 p.m. May 13 The Willowdale Lawn Bowling Club is hosting a free open house and orientation this Monday at its Beecroft Road site. According to an announcement from the club, the event is scheduled for 7 p.m. at the club, located one block west of
Yonge Street behind Mel Lastman Square. While over the years the sport has mainly attracted the older generation who had found themselves with time to lawn bowl, the club stresses it is a pastime for all ages and competitive levels.
According to the announcement, more and more young people are now enjoying the sport. In 2011, Willowdale hosted the Canadian Championships. Surprising many observers, 40 per cent of the competitors were under the age of 35.
Most games can be played at nights or weekends, which will accommodate those who are working. The club is encouraging those interested to come out to the club Monday for a tour of the facilities and to receive further information. Free instruction is provided for all beginners, who aren’t required to pay

Without a casino, city needs to look at tourist-friendly projects
I
n a little over a week, Toronto Council will get a chance to make the call on a casino in the city’s downtown It’s a good bet, so to speak, that council won’t be voting yes to a casino in the core of the city. Opposition on the council floor is not unanimous, but decisive, and it seems unlikely the provincial government will sweeten the pot of Toronto’s hosting fee to sway enough to make a difference. And so, no casino, at least not downtown. The debate, once that final vote happens, will be over. Or will it? It may be true that Toronto doesn’t need or want a casino, but that’s not to say Toronto doesn’t need, or really want, more infrastructure to promote tourism and jobs and investments. The city’s core is developing effectively as a mass of new, efficient housing in the form of tall condominium towers filled with very tiny apartments. In
david nickle the city the midst of those, Toronto has assets: museums, galleries, sports venues and even a certain amount of convention space. But if the city wants to encourage visitors beyond the parents of 20-something condo dwellers in Liberty Village, it’s got to do something. As city manager Joe Pennachetti noted in his report outlining the benefits of a casino, Toronto needs more convention and trade show space near the downtown if it’s to be competitive with other destinations. A casino, Pennachetti said, would be an easy way to kick-start that development. That sounds like a mission statement. Council should, if they reject that casino plan, start looking at other ways to redevelop downtown proper-

ties. Building a giant convention centre with nothing but property tax and municipal debt might not be a good idea. But finding ways to create incentives for that sort of development would be a good use of the economic development committee’s time. Toronto could look at how well it promotes its existing convention space and see if there’s a way to maximize it. In the past, Toronto’s done well for tourism fueled by a relatively open border, a low Canadian dollar and a thriving theatre scene. The dollar’s too high, and border crossing is a pain, and the theatre scene isn’t what it used to be. A casino wouldn’t, by itself, have made up for all that. A concerted, positive effort based on consensus, investment and genuine civic pride... that might be just the thing.
