Residents seek help to fight school board expropriation plan

DOMINIK KUREK dkurek@insidetoronto.com The residents of a block of 30 townhouses along Bayview Avenue, at Cummer Avenue, are upset the Toronto Catholic District School Board has decided to raze 18 of their homes. The board of trustees voted to expropriate 17 properties on the south-end of the row of houses at a school board meeting Thursday, Aug. 27. The board already owns one of the 18 homes that are to be demolished, plus several of the 12 that are to remain standing. The decision was 6-4 in favour of expropriation.

The decision was made to make way for construction of a new 800-student all-girls high school at 500 Cummer Ave., to permanently house St. Joseph’s Morrow Park Catholic Secondary School (SJMP). SJMP is currently located on Bayview Avenue, north of Finch Avenue, but its lease expires in June 2018. “I feel like someone just snatched my house away,” said Fiona Fu, who has lived in the same home the past 17 years and where she grew up. She is now part owner with her parents. Coincidentally, she attended SJMP. She said residents in all 30 >>>MOVE, page 8

Bill and Dorothy Cowie celebrate 70th anniversary DOMINIK KUREK dkurek@insidetoronto.com The secret to 70 years of successful marriage for William and Dorothy Cowie (Bill and Dot) is their reliance on each other, which they continue to do to this day, their eldest son Bill Jr. says. The couple, who live in the same home they have lived in since 1950 near Weston Road and Hwy. 401 celebrated their anniversary Sunday, Aug. 30. Married in Toronto They were married Sept. 1, 1945 at St. Mary the Virgin Anglican Church in Toronto. The church no longer exists. “There’s some level of interdependence. Dad needs Mom for a bit of his physical decline, and Mom needs Dad for a little bit of her mental

decline,” Bill Jr. said. The couple were joined by about 90 friends and family for a celebration, which included a wedding ceremony that had their children, Bill Jr., Janice and Robert, hoping their parents would still say their “I dos”, Bill Jr. joked. They did. There are no photos from the actual wedding from 70 years ago. Met at work Bill Sr., born in Napanee, ON, on Aug. 11, 1927, moved to Toronto and started work at Wonder Bread, where he met his future wife, Dot, who was born March 4, 1928 in Toronto. He later became a milkman. They have three children, seven grandchildren and six great-grandchildren. Bill and Dot are still capable people, but age is slowly starting to catch up to them, Bill Jr. said.

“Dad is sharp as a tack. He’s very mentally alert, but he’s slowing down physically,” he said. “My dad boasts all the time about the greatness of his wife. She’s like a Jack rabbit. She’s so physically fit, it’s hard to figure out how a woman who is 87 can be so agile.” Bill Jr. said his parents always boast of how proud they are of their children. “As proud of us that they are, we’re proud of them, too. They set very good examples,” Bill Jr. said. “They gave us the ability to make up our own minds about just about everything, what we wanted to believe, what we wanted to do politically, what we wanted to do career wise. They gave us wings early... They were very good to let us pursue our goals and support us at the same time.”

abour Day is like the middle of the longest car trip you can remember: powering across the prairies, destination a little farther past the horizon than the trip’s beginning. Prime Minister Stephen Harper got us started early – way back in August, packing up the federal election campaign bus in the dark and hauling us from our Sunday morning beds without so much as a bathroom break before hitting the highway. And now here we are: in the midst of the longest federal election this century, that by the polls is anyone’s to win. So far, for those of us paying attention and not distracted by our view the attack ads on the in-car DVD player, what we’ve had to occupy Serious us are strategic and tactical questions. questions The trial of suspended senator to consider Mike Duffy has laid bare some of the inner workings of Harper’s prime minister’s office (PMO), and we’ve puzzled over how the revelations might be used by the New Democrats or Liberals, or somehow minimized by the Conservatives. We’ve watched Liberal leader Justin Trudeau dodge attack ads complimenting his hair, but questioning his readiness, then put in a good early debate performance, and wondered how that might affect the polls. And we’ve tried to figure out what it is Tom Mulcair’s New Democratic Party is doing to edge into the lead in all those polls that keep dropping. Well, it’s Labour Day coming up – not even halfway to the Oct. 19 election day – and it’s safe to say we’ve burned through all the simple driving games. It’s time to start paying attention – and by that we don’t mean watching U.S. Republican leader hopeful Donald Trump on YouTube. Voters in Toronto and across the country are facing some serious questions about the next five years. The three main parties are offering very different visions and plans to navigate this country down what could be some very rough roads. Conservatives, Liberals and New Democrats sharing the driving up front will have strategies for us to consider. Although it may not seem like it here in the back seat, we, the voters, only have choices.

Blue Jays bandwagon finds new gear

T

o be labeled as someone who has jumped on a bandwagon is not exactly a compliment. It means you’re an opportunist who has decided to associate yourself with a popular trend and that you’ll likely only hang around while the good times last. Yet after seeing the Blue Jays bandwagon pick up hopper-on-ers in massive numbers, I’m not so sure that definition fits for said new arrivees. One gets the sense that, not only are they in it for the long haul, but that they’re intent on elevating the concept – and the game – to a whole new level. The bandwagonning really kicked into high gear right after the trade deadline, when the Jays picked up Troy Tulowitzki, LaTroy Hawkins, David Price, Mark Lowe and Ben Revere, and the Rogers Centre immediately began playing to packed houses.

jamie wayne BUT SERIOUSLY But more than just the additional numbers on site, the atmosphere seems to be undergoing a transformation as well. A percentage of the cause of this metamorphosis in fan behaviour can be attributed to the role of the original true blue die-hards, no doubt. But the newbies on board have to take a bow as well considering we’re now seeing things we’ve never seen before. Take the spontaneous response to Edwin Encarnacion’s stunning three-homer, nine runs batted in performance Saturday. Several fans tossed their Blue Jays caps onto the field to acknowledge the feat. A move normally associated with hockey when a player scores a hat trick, it had never been done before at

a ballgame. That includes when Jays legend Carlos Delgado belted four home runs, in a game a decade ago. Encarnacion, was all smiles when the caps were thrown right after, though he was puzzled by what it was all about. When catcher Dioner Navarro explained the longtime Canadian hockey tradition to him, the slugger said he was touched. He said he hoped to sign all the caps and return them to their owners. Not that I’m encouraging fans to throw stuff on the field. I bring it up because it was a heartwarming gesture from a baseball fan base once thought of as being not involved enough when it came to reacting properly to the goings on. This new breed of fans get it. There have been a multitude of similar game-savvy responses. Numerous ovations,

salutes and curtain calls. They’re on top of everything, and the players are clearly grateful. That the team has been on fire has something to do with the current mania of course. But I don’t see it disappearing. The fans are clearly embracing their role. Major League Baseball is known as the “The Show” and it really feels like it in the Rogers Centre these days. If you’re not lucky enough to get to the ballpark, not to worry. The same vibe oozes out of the TV telecasts and radio broadcasts. True, there may be no business, but thanks to the new breed of Jays fans, this “Show” business is quickly becoming a pretty catchy tune in its own right. Resisting the Olympic flame: a temptation too great to ignore

T

here are some temptations that are too much for a mayor to resist. Promising a tax freeze, or increases so low they may as well be? That’s a tough one. Devising a new transit plan that wasn’t on anybody else’s longterm infrastructure plan? Good luck saying no. But those are all easy when it comes to the tempting, flickering flame of the Olympics. A mayor who says no to that would have to be made of sterner stuff than pretty well all of them. So it is with Mayor John Tory, who appears to be following Oscar Wilde’s advice – which is to say, banishing temptation by yielding to it. After a summer of feigning a wait-and-see attitude, Mayor Tory appears to be ready to go all in with a bid to host the 2024 Summer Olympics. There is a lot to like, politically at least, in being out-front in a bid for an Olympic Games.

david nickle the city It is, first and foremost, a fundamentally boosterish enterprise: mayors and business leaders and often popular sports figures spend lunch-hours before cameras speaking highly of their city and basking in the glow of it. However, there is serious question as to whether even his own council is at all supportive of going forward with the plan. On Tuesday, members of the city’s budget committee had little time for launching a bid for 2024. Budget chief Gary Crawford made it clear he was “cautiously” withdrawing from the idea – the cost of simply launching a bid being a major barrier. Councillor John Campbell opined that even if the private sector or some other level of government were to front the costs for a bid,

After a summer of feigning a wait-and-see attitude, Mayor Tory appears to be ready to go all in with a bid to host the 2024 Summer Olympics.

the city would still be best to stay away. Others, like Councillor James Pasternak, suspected that with Los Angeles entering the race, winning the Olympics would simply be impossible for 2024. Based on all of that, it looks as though no matter how mightily Tory is tempted, the better judgement of his friends on council will prevail – and our mayor will find himself hauled back from the bright Olympic flame, before his wings get any more than a little singed.

Distracted driving just got pricey Changes to the Ontario Highway Traffic Act, intended to crack down on distracted driving and provide more protections for cyclists, went into effect this week. As of Sept. 1, drivers caught on their phones will face an increased fine of $490, as well as three demerit points, representing a much harsher penalty for distracted driving which has overtaken drinking and driving when it comes to causes for traffic fatalities. The new rules, which were initially approved before last year’s provincial election, will also officially raise the fine for “dooring” a cyclist to $365, plus three demerit points. Cyclists riding without the proper lights or reflectors will also see an increase in fines, from $20 to $110. Move a ‘very difficult’ decision: TCDSB chair

Residents hope decision will be reversed >>>from page 1 homes, including those not being expropriated, are united in their opposition to the decision. “None of us want to be kicked out of our houses,” she said. The residents are reaching out to the public with the hopes someone takes up their cause after calls to the school board, councillor, MPP, and Ministry of Education have not resulted in a solution to spare their homes, Fu said. “We’re reaching out to the public and hoping someone will hear it, someone in government, someone who oversees the Toronto Catholic District School Board, who will try to help us,” she said. The front lawns of most homes have signs asking the board to stop expropriation. A website has been set up at www.savebayviewtownhomes.com. Michael Del Grande, chair of the board and trustee for the area, said the decision to expropriate was difficult. “It wasn’t made flippantly. It wasn’t any easy vote,” he said. “It was a very difficult situation. Prior to the vote, we had to take into consideration the adjudicator’s report into account, the timeline issues that were raised. At the end of the day, nobody likes to lose their home, but it’s no different than when you’re making a very difficult decision when you’re putting in a subway or building an airport... For the greater public good, you sometimes have to expropriate.” Under provincial law, school boards are allowed to expropriate land without consent if it’s deemed in the broader interest. The property owners will be compensated. SJMP has operated on leased land from the Sisters of St. Joseph since 1960. The property was sold to Tyndale University College and Seminary in 2006 with the school board operating SJMP on short-term leases

...At the end of the day, nobody likes to lose their home, but it’s no different than when you’re making a very difficult decision when you’re putting in a subway or building an airport... For the greater public good, you sometimes have to expropriate.

– Michael Del Grande, TCDSB chair

The Toronto Catholic District School Board has voted to expropriate a row of 17 townhouses along Bayview Avenue north Cummer Avenue to make way for construction of an all-girls high school, despite the protests of local residents.

since then. The new owner intends to occupy the building when the lease ends. The school board looked at moving the school to several locations. Among the considerations was to consolidate Blessed Trinity elementary school to make it a JK to Grade 12 school, which received community support, but the board did not receive Ministry of Education support or funding. approved purchase Then, the ministry approved the purchase of 500 Cummer Ave. from the public school board, a fiveacre site. Residents were notified of the purchase and presented with two options for a new school at a community meeting. One option was to build a three-storey building on the five-acre lot, with the building pushed up right against the backs of the townhouses, or a second option, which would expropriate all 30 homes to build a two-storey building on a wider footprint. The board ultimately decided on a middle-ground to demolish the 18 southernmost homes, not all. Del Grande said the residents opposed the two-storey option at a Committee of Adjustment meeting, which resulted in the city refusing

the school board a variance to build such a tall school. This resulted in the school board having to go with the expropriation process instead. Fu said the residents weren’t against a three-storey school. They were concerned about its closeness to the homes. She said it would have resulted in a direct view window to window from the school to the homes, which she finds invasive for both the residents and the girls attending the school. Fu said when residents attempted to get more information on the threestorey plan, the school board decided to go with the expropriation process instead. An inquiry officer’s report at a hearing of necessity recommended against expropriation. consider inquiry report The school board must consider the inquiry report, but is not bound by it. The report recommended the board attempt to continue to seek minor variance approval for a three-storey building. The school board said additional attempts to get variance approval were met with opposition from residents. Del Grande said the best compromise would have been to build a three-storey

school, which wouldn’t have required expropriation, but the board didn’t get resident support for it. Fu objects to that, saying the support was there, but the board was unwilling to work with residents to come to an agreement. Fu added that there are a number of locations the school board could have decided to build a new school, particularly as SJMP is a specialty high school drawing students from across the entire city. Del Grande said other potential options would have resulted in the same problems in other communities and required expropriation, plus the ministry had already provided the funding to build a school at this site, not elsewhere. He said the board is running out of time to find a replacement facility for SJMP, while the uncertainty surrounding the school has resulted in a drop in enrollment from approximately 1,000 to about half. “The decision was not easy. We looked at various ways to make it work.” He said the entire process of property acquisition and when residents move out of their homes will take approximately a year. “We are paying the top dollar for those homes. The legal fees are covered, the moving fees are covered,”

he said. For residents like Fu, that’s not reassuring. Her mother, who is terminally ill, receives at-home care. She’s worried about her mom’s health, plus worries about maintaining the same level of home care once she and her family are forced to move, saying it’s unlikely they’ll be able to stay in the neighbourhood as most homes in the area cost more than their townhouse. board owns 3 homes Del Grande said the board owns three of the homes that will remain standing, which can be leased to help families facing hardships due to the move. Another resident, Mahtab Mirmoez, is concerned with the timing of when she and her family will have to move. She is worr ied she’ll be forced to move during the winter, when there are fewer homes on the market, making it harder to find a new home, and the move will disrupt her son, whom she hopes will be able to stay in the same school. “You cannot imagine how I feel right now. I’m very nervous at this point,” she said. “This is my first house in Canada so I really love it. I’m going to miss it. I can’t believe it... I don’t know if I can find the same features that I have in my house. This is a nice area. I love my neighbourhood.”

Loving families sought for pets in need Meet our September pets Oscar and Belle, a delightful poodle twosome, and Lucy, a stunning green-eyed calico cat. Oscar and Belle are two adorable poodle/Maltese mixes in need of a forever home. The bonded pair of 11 year olds came into AdoptA-Dog Save-A-Life rescue from a local shelter when their owner died. Despite their age, both dogs are lively and fun loving. Oscar and Belle are currently in a foster home with another very friendly dog and enjoy his company. Their foster mom has only good things to say about this sweet duo. Belle weighs about 14 pounds and is a friendly, well-adjusted girl who seems to loves everyone and enjoys playing fetch. She is playful and acts much younger than her age.

lorraine houston critter chatter Oscar is the smaller of the two, weighing about six pounds. He is an affectionate little guy who is quite happy to curl up on your lap whenever he can. They both look forward to regular walks and are excellent onleash. The rescue has had them to the veterinarian for a full dental cleaning, microchip implants and vaccinations – a good bill of health was given to both dogs. “We feel Oscar and Belle would do best in a home without small children, and are best suited to owners who are willing to give them regular exercise. Ideally they should live in a house with a fenced backyard,” said Mary Anne Marcuz, dog adoption co-ordinator.

Belle and Oscar are a pair of bonded poodle mixes looking for a home together.

Lucy is a calico cat who is described by her foster mom as very affectionate.

For more info about giving Oscar and Belle a forever home, contact AdoptA-Dog at 416-787-3862, visit www.adoptadogsavealife. com or email info@adoptadogsavealife.com Lucy is a spayed female domestic short-haired cat who is about 10 years old, and is now in the care of The Animal Guardian Society (TAGS). She was surrendered by her owners after they had a baby. Lucy likes to get to know new people a bit first before showing off her affectionate side, but once she does she will give you head butts and ask you for chin rubs. She’s never lived with other animals, but the foster mother feels with time and patience she’d likely be accepting of another cat although she suspects if given the choice Lucy would vote to be the “only child.” Lucy is carrying a bit of extra weight, but her foster mom is working on extra playtime to burn off some calories with her favourite catnip toy. For more info about giving Lucy a forever home, call TAGS at 905-263-8247, visit www.animalguardian. org or email tagsinfo@animalguardian.org

United Way launches $100-million fundraising campaign DOMINIK KUREK dkurek@insidetoronto.com The newly formed United Way of Toronto and York Region has an ambitious goal in its inaugural fundraising campaign, aiming to raise $100 million. This funding will help support 220 partner agencies in 10 municipalities from Toronto in the south to Georgina in the north. That goal will be met by the communities working together, said the 2015 campaign cabinet chair Mark Wiseman, president and CEO of the Canada Pension Plan Investment Board, before hundreds of guests at the CNIB Ontario building on Bayview Avenue in Toronto Tuesday. Guests included supporters and members of partner agencies from across York Region and Toronto. “We truly are a united United Way across Toronto and York Region. That’s the first time we’ve been able to say that, and that’s fantastic,” Wiseman said. The work of the United Way will include more than 25,000 volunteers in more than 760 workplaces across the city and York Region.

United Way President and CEO Susan McIsaac, right, and campaign cabinet chair Mark Wiseman (president and CEO of Canada Pension Plan Investment Board) make the announcement of the United Way of Toronto and York Region’s 2015 fundraising campaign goal of $100 million Tuesday.

The United Way expects 164,000 donors for the 2015 campaign. To help start this year’s fundraising campaign, Donald Guloien and Irene Boychuk, through the Guloien Family Challenge Grant, are contributing $1.2 million to match dollarfor-dollar donations of $1,200 or more. Toronto Mayor John Tory, a long-

time supporter of the United Way and a 2001 campaign cabinet chair, congratulated the two agencies for merging into one. “This is an era in which collaboration is going to mean more than anything else in terms of our ability to collectively get things done,” he said. “This is how people live their lives.

They don’t care if they’re on the TTC or York Regional Transit, they just care that they can find a way to get to work.” He said the same is true when it comes to helping people. Tory said Toronto relies greatly on the United Way to help make a stronger city and urges people to dig into their pockets to contribute. He said this

will help make an already good city, even better. “What makes us different here and what people noticed when they came here for the Pan Am Games, no matter how the city looks, even the sort of wobbly antennas and things like that, they noticed most importantly how we lived here, that we respect each other, we look after each other, we care about each other. We don’t just say that. We actually do it,” Tory said. “The centre of that, the fulcrum of that is the United Way.” President and CEO of the United Way Susan McIsaac agreed with the need for unity. “We’ve had this boundary for the last 60 years of our history, which was Steeles Avenue. We wouldn’t go north, they wouldn’t come south. But now, our donors and volunteers work across those borders, always with the mind, always with the thought we have to do what’s best for our region,” she said. The United Way of Toronto and York Region is the largest privatesector supporter of social services in the Greater Toronto Area.
