The year after she was shot, Russo woke one night at 4 a.m. with a vision for a fundraiser, and the words Walk Against Violence popped into her head. "I can’t walk, and I’m calling it Walk Against Violence?" she remembered thinking. In August 2005, more than 1,000 participants laced up for Walk Against Violence. Along with her work with W.A.V.E., Russo can be found advocating for the city’s lack of full-service gas stations, and fighting against misuse of handicapped parking permits and spots.

Shouldn’t the woman who was struck by a Colt AR-15 bullet in a botched mob hit inside a North York sandwich shop 13 years ago, rendering her a paraplegic, be angry? And not just runof-the mill angry, but angry enough to want to kill those who put her in a wheelchair? "There are many days when I’m angry and upset," she admits. "It is what it is and I have to move on. I need to find inner peace, acceptance, and love. I’ve always felt inner peace right from the beginning."

April 21, 2004 started out ordinary. Russo, then a 45year-old part-time Bell Canada employee, had spent most of the day in a school meeting for her daughter, Jenna, who was born with Congenital Myasthenia Gravis. Russo was Jenna’s primary caregiver, and was meeting with school officials to discuss some issues in her classroom. Her other daughter, Krista, had just started Air Cadets and Russo drove her later that day to her meeting in Downsview. She then went home to prepare dinner before picking Krista up. Her daughter was hungry, so Russo drove to nearby California Sandwiches at Chesswood Drive and Sheppard Avenue to get her something to eat. While standing in front of the counter while Krista waited in the car, a bullet intended for mobster Michele Modica hit Russo’s spine, causing broken ribs,

Louise Russo finds peace in life and paralysis

"I had a lot of internal bleeding," Russo recalled. "I was lying there with wires, with a collar around my neck. My son, Steven, was 19 at the time and as he drove to the hospital he heard on the radio I was paralyzed. He held my hand, and said ’I know you lost your legs, but I still have my mom.’" Her naturally soft voice grows quieter, her warm brown eyes turned downward. "I wouldn’t want anyone

to go through what I went through."

A bullet might have stolen Russo’s legs, but it didn’t rob her of her spirit. A strong handshake greeted a reporter at the door of her immaculate two-storey Weston and Albion roads house, not far from the 3.4 hectare park named in her honour in 2006 for the work Russo has done with Working Against Violence Everyday (W.A.V.E.), a non-profit she founded that gives bursa-

ries to young people who exemplify respect, responsibility and leadership. "Can I get you some tea?" she asks, wheeling over to the cupboard and using a reacher to grab two mugs. A water cooler beside the counter runs hot and cold, eliminating the need for a kettle. Russo had baked a chocolate pistachio cake the previous day, and offered a piece to a reporter, who readily accepted. "Or I can make you a sandwich," she offered. And that’s quintessen-

tial Russo, always thinking of others. She does things on her own as best she can, but everything must be planned in advance. "I have to wait for someone to help me get out of bed," she said. "I used to cry. But then I realized I should be thankful I have an attendant. The good thing is, I’ve gotten stronger mentally. I love the person I’ve become." And who is that person? "I’m stronger, more confident, more outspoken," she said. "I’m involved

The young man sits across from Russo, fidgeting in his chair. He hesitates to speak what’s on his mind. Russo urges him to talk in her gentle manner. He leans over the table, pounding it with his fist. He is an inmate at a youth detention centre, and Russo is there to share her story. He wants to know why she’s not angry, and also why she doesn’t want to kill the men who did this to her. "What does that do for you?" she asks of remaining upset. "Sometimes you have to look at life as a journey and make the best of it." Whether she’s speaking at a detention centre or school, Russo finds pleasure in sharing her story with young people in the hopes they won’t turn to a life of crime. "I always wanted to be a teacher and never got that chance," she said. "Maybe I’m teaching in a different way."

"The school board was in an antiquated facility, the student body was spread over a number of campuses, we were in a facility that was aging and nearing the end of its life cycle," said Villa Charities president and CEO Anthony DiCaita. "Through some discussions we’ve been having over the last few years or so, we saw a joint shared vision in terms of working together in a joint venture partnership." The new facility was first announced in 2012, and new designs released on Tuesday, April 18 show a multi-storey building with spaces designated for both groups, along with shared spaces the use of which will be determined through ongoing discussions between

Community hospitals need your support Next week marks Community Hospital Week in our city – a week designated to help spread awareness of all that happens in these hospitals right in our own backyards. These health-care institutions are centres of innovation, teaching facilities and the place we go for countless health-care needs. Many of us know the emergency department well, but do you know they also offer highly specialized care? Internationally recognized programs and expert physicians and staff help put Canada’s health-care system at the front of the pack. The contributions of our community hospitals in achieving this can’t be taken for granted. That’s why Metroland Media Toronto has partnered with Humber River Hospital, North York General Hospital, St. Joseph’s Health Centre and Scarborough and Rouge Hospital to promote the special awareness week. These hospitals are there for us throughout every stage of our lives, but they need a little help from us to continue to deliver high-quality patient care. While the cost of hospital operations is funded by the Ontario government, helping to create access to some of the best health care in the world, the province asks the community to participate by supporting equipment needs and a portion of capital renovations. Hospitals count on the generosity of donors to fund a whole host of things that make a difference in the individualized care provided by health-care specialists in your hospital, close to home. Gala dinners, planned giving, golf tournaments, corporate grants, raffles, silent auctions, and individual monthly and annual gifts are just a few ways hospital foundations work with the public to raise funds to support health care in your community. It’s not easy to ask for help, but it’s easy to make a difference in the health care in your community. East York pride can survive new boundaries East York is dead, yet it’s still with us. Next year will be 20 years since the province pushed six unwilling cities together, and East York – that borough on the Don River – was one. The spirit of East York hangs on, though; in sports leagues, legion halls, its historical society and garden club. The old civic centre is still there, and East York’s politicians don’t let residents forget. But now comes a new challenge: East York will take territory from North York. Ward boundaries designed to last Toronto the next four elections – Toronto council passed a bylaw establishing them last month – have "really torn apart the traditional boundaries of East York,"

town, a bit more new blood. It also means East York wards north of the Danforth absorb parts of North York west of the Don Valley. Paula Fletcher, council veteran from nearby Riverdale, bluntly says the boundary plan "completely disrespects East York as a legacy city." People have communities and they’re attached to them, Fletcher adds. "I think that’s important that we honour that, not carve it up." Davis, however, says she’s trying to be positive about the change. She’ll work even harder to keep East York pride, and identity, going. That identity is strong, she insists, in a generation calling themselves East Yorkers - some trading

memorabilia online - after East York, the municipality, ceased to be. The plan’s also notable for what it doesn’t change. Etobicoke, beyond the Humber River, stays intact, though a councillor there, Justin DiCiano, is appealing the redistribution anyway. Victoria Park Avenue remains the wall beyond which Scarborough lies. An earlier option divided the Beach, merging one of its wards with southwestern Scarborough. Connect Hearing, with a leading hearing researcher at Ryerson University, seeks participants for a hearing study investigating the factors that can influence better hearing. All participants will have a hearing test provided at no charge. The data collected from this study will be used to further our understanding of hearing loss and improve life-changing hearing healthcare across Canada.

Toronto social activists split on basic income pilot Liberal government expected to include new program in budget MIKE ADLER madler@insidetoronto.com Some Toronto social activists see a basic income program, expected to be launched as a pilot in the provincial budget, as a simple, no-strings way to give the city’s poor more freedom and financial support. Others see it as a trick, dreamed up by a desperate Liberal government trying to look like it’s taking action on poverty when it really isn’t. "For them, primarily, it’s a means of stalling until after the next election," says John Clarke, an organizer of the Ontario Coalition Against Poverty, On Thursday, April 13, the New Democratic Party’s Leap faction staged a basic income debate at the Ontario Institute for Studies in Education, with people speaking for the idea and others, including Clarke, speaking against. Hours earlier, members of Toronto ACORN (Association of Community Organizations for Reform Now), "tired of endless consultations" on social assistance, tried to bring an appeal directly to Ontario Community and Social Services Minister Helena Jaczek at the ministry’s office on Grosvenor Street. The group’s message, repeated in recent months, is Ontario Disability Support Program and Ontario Works payments aren’t

Laurie Simpson, ACORN’s Weston chairperson, joined a small group of demonstrators which entered the building through a side door to bring this demand to Jaczek. It was surrounded by police. On ODSP herself, Simpson believes spending years experimenting with basic income, a program which would replace ODSP and Ontario Works, would be wasted when "they know what they need to do, increase the rates." Just raising the shelter allowance in ODSP to the present level of Toronto rents would bring up people’s living standards on

the program. Simpson’s bachelor apartment, where she’s lived for 12 years, costs $790 a month. The housing allowance for a single person on ODSP remained $479 for those 12 years, while the amount covering food and other necessities budged only slightly, she said. "I personally use 75 per cent of my income to rent," said Simpson. Also on April 13, Toronto City Council’s Community Development and Recreation Committee approved a report supporting the launch and "rigorous evaluation" of an Ontario basic income pilot. Part of the city’s argument is with "precarious" employment growing in the Toronto area by 50 per

cent in the last 20 years, current assistance programs are no longer working. Joe Mihevc, a midtown councillor on the committee, said the basic income rate must be set not by politicians but an independent panel looking at objective benchmarks, such as inflation. He agreed people should be cautious about the move toward basic income, and, for example, whether that income will be set too low. "There is some truth that this can be seen as a ruse. People are worried about the motivation, what’s really driving this," said Mihevc, who believes the province and the city know increases to Ontario Works rates are "absolute-

ly" needed. But if the government’s intent is to get people out of poverty, basic income should be looked at, said Mihevc, adding we should "hope for the best, even with government." Jessica Sikora, president of Ontario Public Service Employees Union, Local 586, which represents ODSP caseworkers in Toronto, is also on the side skeptical of the Liberal government’s intentions, calling the pilot "a Trojan horse." Our current social assistance system is "clearly not" working in Ontario, said Sikora, but that’s partly because we allow employers to pay people less than a living wage. Basic income "continues to prop

that up," she said. The government may seek to save administrative costs spent running ODSP by switching to basic income, but those costs amount to only a few per cent, Sikora said. Clarke argued basic income fits well with neoLiberal ideas coming from the U.S. supporting cuts to government and privatization of its services. He predicted Ontario’s new income program will be set low enough to provide "a de facto wage topup" for the lowest-paying employers, taking pressure off efforts to raise the minimum wage. "That’s the writing on the wall." But Josephine Grey, a resident of Toronto’s St. Jamestown neighbourhood who’s on ODSP, welcomed discussion of a basic income. Whether the Ontario pilot is a delaying tactic or not, Grey said, she’s encouraged "it’s on the table" when, until recently, basic income seemed out of reach. A founder of the group Low Income Families Together, Grey said she’s not looking at the government as a monolith, and recognizes the government’s poverty-reduction advisers include "solid people." "We forget that it’s our job, too, to influence government and join in the dialogue," she added. Basic income "has to be understood as a human right," and it would give some farmers and lowwage workers more than they have now, said Grey, adding such a program offers more freedom than "the restrictive and punitive social assistance system we have now."

Northview Heights students hit the street for clean water JUSTIN SKINNER jskinner@insidetoronto.com It’s little secret that access to clean water is a serious crisis in developing nations, but it may come as a surprise to some that the problem exists here in Canada as well. As many as one in five First Nations communities face barriers in accessing clean water, something students at Northview Heights Secondary School aimed to bring to the public’s attention with a water walk on Wednesday, March 22. The students began by hearing a presentation by Katie Van der Wielen of Water First, a Canadian charity that works with remote First Nations communities to help improve their access to clean water. "It’s hard to know the exact numbers, but the fact is that there are a lot of people in Canada who just don’t have access to clean drinking water," Van der Wielen said. "Health Canada puts out boil water advisories in every province but B.C. and there’s not a lot of information on the territories." Fellow Grade 9 student Mikayel Sargsyan hopes the awareness the students raised by walking through their neighbourhood prompts others to take up the call to create change as well. "It’s really important that First Nations people get the same access to water we all have," he said. "It’s not something a lot of people know about." The school’s annual Redefining Design fashion show showcased runway fashion collections, visual merchandising, and floral design at the Japanese Canadian Cultural Centre near Don Mills Road and Eglinton Avenue. Dreaming of a big transit win Maybe it’s all those crowds gathering in Maple Leaf Square lately, but I can’t help compare the fortunes of public transit with this city’s long-suffering sports teams. Both the Leafs and Raptors are embarking on playoff quests, creating a fervour not usually seen around here this time of year. Fans of that other municipal pastime, transit watching, might also feel a little optimistic these days with federal funds flowing and mega infrastructure projects like the Eglinton Crosstown LRT nearing completion. For the first time in a while, there’s optimism Toronto might yet achieve its sporting and mobility dreams. Let’s not get too carried away. Improvement in both realms is largely incremental. The Raps have ignited the city for the last three years only to fall short of a championship, sometimes embarrassingly so. Leafs fans are only just getting

Meanwhile, transit watchers point to the lack of progress on core projects like the relief subway line and the waterfront LRT, and nearly $4 billion earmarked for a one-stop subway extension, and wonder just when that fabled mobility renaissance is coming. Last week, Mayor John Tory continued his practice of blitzing neighbourhoods to speak on his twin passions: pumping up Toronto’s professional sports teams and beseeching other governments for funding. On that second matter, he

spoke directly to Ontario Premier Kathleen Wynne, imploring her to think of the opportunity presented in saving transit. Pleading with a higher power? Most sports fans can relate. Let’s not forget the transit rider, pitched on the promise of a network expansive enough to one day connect Agincourt with Alliston, yet forced to rely right now on a service growing ever more expensive and unreliable. Kind of like a season-ticket holder asked to re-up for pricier ducats with little guarantee of a winning team. You get the picture. Hope springs eternal and maybe, just maybe, we will one day see this city’s transit ills addressed. Perhaps in time for a championship parade down Bay Street. North York comics perform on The Second City mainstage FANNIE SUNSHINE fsunshine@insidetoronto.com Three North York comics will take to the same stage graced by Mike Myers and Dan Aykroyd when they perform on The Second City mainstage as part of the Bob Curry Fellowship program. The 16-week master program, launched by The Second City’s Diversity and Training Center divisions, honours The Second City’s first African-American alum, Bob Curry, who performed on the mainstage in 1966. The 15-member cast of the Bob Curry Fellowship will write and perform an original sketch comedy revue debuting Monday, April 24 on The Second City mainstage at 51 Mercer St. The performers will also have a chance to be part of The Second City and NBC

Breakout Festival in Chicago this summer. "I was excited to learn I was selected for the Bob Curry Fellowship because I knew it meant being trained by some of the absolute best comedy writers and performers Toronto has to offer," said Foad HP, a Persian comic who performs stand-up and improv. Celeste Yim, a KoreanCanadian comic, is head writer of sketch group The Follies. "I am thrilled to be a Bob Curry Fellow because it is so rare that there are spaces carved out for racially diverse people in the comedy community," she said. "I hope I can learn how to best support other people who both look like me and are trying to do comedy here in the city." Arabic performer Jonathan Shaboo is a graduate of The Second City Conser-

vatory and creates sketch comedy shorts on YouTube. "Everyone has such unique voices and stories; their culture just bleeds through their work," he said. "I want to be a sponge and soak that up." More than 50 performers auditioned, which included a one-minute character monologue or standup piece of their choice, and 20 minutes of improve group work. The fellowship includes mentoring, master classes in improve, and comedy writing. "Everyone had a very strong audition, and the people who made us laugh the most were given a slot," said producer Sophie Santerre. " Tickets cost $15. The premier’s pressing problem Downsview Station gets name change In last week’s column, we spoke of John Tory’s conundrum in the coming 2018 election: how to balance the need to defend against a candidate running from a populist rightwing Ford Nation position, and convince the majority of non-Nation voters that he hasn’t out-and-out defected. Kathleen Wynne’s problem is much starker. As it stands, it seems as though the MPP for Don Valley West is a premier without a nation. Going into the 2018 provincial election, her approval rating hovers in the middle teens. Faced with ratings not very much lower last year, French President François Hollande made the call to bow out of the elections there. There is pressure on Wynne to do the same. Her reluctance (as of this writing April 18) is understandable: after all, didn’t she just deliver a majority government to the Liberals three short years ago?

DAVID NICKLE The City That one was a long-shot too, and Wynne won by tacking to the left while Tim Hudak’s PCs and the New Democrats’ Andrea Horwath tacked populist right. And she has governed more or less as she campaigned, pushing progressive sex education rules, public transit expansion, and, soon to come, rising minimum wage, and even a guaranteed universal basic income pilot project. There have been problems - out-of-control Hydro rates, electoral scandals and a sputtering climate-change plan - but many of them are frankly

business-as-usual for the Liberal oligarchy in Ontario. If they weren’t branddestroying in 2014, why are they now? Ontario voters got what they asked for and knew what they were getting. So what gives? The fact that no one can offer a definitive answer is what makes Wynne’s conundrum so bedevilling. Her last chance to find that answer is coming in just a week, when her finance minister Charles Sousa delivers what he promises to be a balanced budget - the first in years - without, he promised last week, any new taxes on families. If that doesn’t work . well, it will be hard to justify anything other than following Hollande’s lead, and give up on any hope of leadership.
