The 14th annual Rastafest will feature reggae artists from across the Caribbean and North America at Downsview Park Saturday, Aug. 22, plus a Rastafari film festival downtown. The main event, put on by Upfront Theatre Foundation, will feature Johnny Clarke, Warrior King, Blakka Ellis, Carol Brown, Ishacure, Shulle By,

Rasanaii, Saturday Kandice K*A*S*H, BoBo Shanti Drummers, Jawara Ellis and others. As part of the festival, the organizers are also holding the Rastafari film and music festival from Aug. 19 to 21 at Carlton Cinema, 20 Carlton St., with screenings from 7 to 10 p.m. The festival will showcase films about Rastafarian culture and Reggae music around the world.

Over the last decade, Rastafest has attracted 10,000 people each year to Downsview Park. There will

Pay attention to federal campaign

federal election. Oh yes, almost forgot, didn’t you? It was an unusual (some would say cynical) move by Prime Minister Stephen Harper to drop the writ in the middle of the August long weekend – effectively extending the official campaign up to the Oct. 19 voting day by another few weeks. It’s understandably challenging, with weeks left in summer, for voters to begin pondering their choices. Moreso, even with a number of candidates already declared, the official cut-off date for nominations doesn’t arrive until late September. But here we are. For better or worse, the campaign is on. And for Toronto, in the midst of the typical rhetoric, mud-slinging and sloganeering that comes with any election campaign, residents must take a hard look at what the candidates and their parties vow to do for this city. Twenty-five of the our view 338 members of Parliament will be coming from Toronto. That’s significant percentage – regardSpeak loudly aless of party affiliation of its memon Toronto’s bers, Toronto’s representatives need to be vocal about the city’s priorities needs. So for residents, it’s worth paying attention to the campaign. For candidates, it’s worth crafting thoughtful, evidence-based platforms to address ongoing challenges the city faces. Hint: Transit comes to mind. This election will see a number of changes. Particularly downtown and in the north and eastern parts of the city, there are a number of boundary changes. This is brought about in part by the creation of new ridings including Don Valley North in North York, and Scarborough-Rouge Park and Scarborough North in Scarborough; Trinity-Spadina, downtown, has been replaced with University-Rosedale and Spadina-Fort York. Once a Liberal bastion federally, the city in 2011 saw a healthy mix of Liberal, NDP and Conservative candidates elected. It will be interesting to see if that trend continues. According to statistics from Elections Canada, the voter turnout in 2011 was 61.1 per cent, up from the historic low of 58.8 per cent in 2008, but still one of the lower voter turnouts in Canadian federal election history. That number needs to be higher. It may be the dog days of summer. There may be other things on your mind. Just remember that this is already ongoing.

OK...Blue Jays...let’s – talk – noise! When long-time Blue Jays radio announcer Jerry Howarth is calling a game, the moment the Jays start putting runs up on the board he gleefully exudes: “The Blue Jays are in flight.” Well, if he were commenting on the reaction of Jays fans to seeing the explosive firepower of the American League’s highest scoring team, “in flight” doesn’t go far enough. “In orbit” is more like it. And it’s not just runs that are igniting fan response lift off. Great plays in the field do it, too. So do stolen bases, strikeouts of an opposing batter, bullpen saves, walks, balks, you name it. Heck, fans are even going gaga over simple player introductions. Take the ones for fivetime all-stars, shortstop Troy Tulowitzki and pitching ace David Price, who were recently acquired within 48 hours of each other just prior to the trade deadline. When they simply made their first appear-

jamie wayne BUT SERIOUSLY ance at the plate and on the mound respectively, the Rogers Centre crowd erupted. My how times have changed, eh? Back in August 1992, prior to the Jays’ first World Series title, Dave Winfield made an impassioned plea to the oftdescribed reserved – as in audibly restrained – fan base to make noise. The 2015 version now screams at the drop of a hat. Or bat. Likely a rosin bag, too, the way things are going. The players are impressed and humbly appreciative. Price said it’s the best crowd he’s ever experienced. Reliever Mark Lowe, who just came over from the Seattle Mariners, knows first-hand that when the Jays play in Seattle, Jays fans out-scream the locals. While the decibel level around here has been

higher since the trade deadline acquisitions that also included left-fielder Ben Revere and reliever LaTroy Hawkins, the crowd has been rocking since the preseason began. Off-season pickup catcher Russell Martin was the recipient of several standing ovations in Montreal during a twogame exhibition series with the Cincinnati Reds. The other big name off-season addition, third baseman Josh Donaldson, for whom the crowd now chants “M-V-P”, has repeatedly brought the audience to its feet since opening day. The dazzling highlightreel catches by centre fielder Kevin Pillar have inspired the same mania, as have the slick defensive gems by second baseman Ryan Goins. The timely slugging of Chris Colabello and Justin Smoak has also not gone unnoticed. Nor has the inning-eating dependability of hurlers Mark Buehrle, R.A. Dickey and Marco

Estrada. The youthful relieving tandem of 23-year-old set-up man Aaron Sanchez and 20-year-old closer Roberto Osuna are also making hearts and vocal chords go pit-a-pat. When you add stalwarts Jose Bautista and Edwin Encarnacion into the mix, it’s apparent there is something special going on. And this fandemonium is all just for the regular season. Imagine what the joint will sound like if they make it to the World Series. So, Dave Winfield, if you’re reading this and you’re coming to the Rogers Centre for the sold-out series with the Yankees this weekend, a word of warning. I wouldn’t bring my noise meter along, unless you’ve got a really good device insurance plan.

Canada Revenue fraud scam targets single female seniors TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police are warning residents, particularly single female seniors, of a scam in which people posing as Canada Revenue Agency officials call and threaten jail time unless erroneous back taxes are paid immediately. Toronto police fraud Const. Cornelus Gutter said the fraudsters share personal information about their victims in an attempt to appear legitimate. But that information is easily gained from victims’ social media accounts, like LinkedIn, Facebook or Instagram, he said. “They like to focus on elderly females,” said Gutter, who is with south Etobicoke’s 22 Division. “ They become quite aggressive trying to back you into forwarding them money. They’ll say you owe Canada

Revenue Agency money for unpaid taxes. They’ll threaten to send a car over to arrest you. They tell you your credit history will be destroyed.” A big tip off is that perpetrators will demand victims electronically transfer the funds or pay in prepaid credit cards, something Canada Revenue Agency would never do, Gutter said. “Canada Revenue Agency would never request your personal information over the phone,” the veteran officer said. “They would never ask you to get prepaid credit cards to pay overdue taxes. They would never leave you voicemail messages with your personal information on it.” Gutter urged anyone who receives the calls to ask the caller his or her name, office phone number and email address. “Then say, ‘I’m going to

call you back. First, I want to talk to the police or talk to my lawyer,’” he advised. “Watch their reaction. They’ll get very angry, or they’ll just hang up.” Most importantly, don’t commit to anything, he added advised. “They’re relying on you acting in haste,” he said. “Call somebody. Call the police. Go to the front desk of any police station. Call your family lawyer. If you don’t want to call police or your lawyer, call a neighbour, a pastor, a friend, your son or daughter. Ask, ‘does this sound right?’” Gutter said almost all complainants whose case he has investigated would not have fallen victim to the scam “if they had just asked questions or slowed down.”

North York student cops Catholic school board honour Graduates from Senator O’Connor with 99.5% average TARA HATHERLY thatherly@insidetoronto.com The Toronto Catholic District School Board is the latest in an impressive list to honour

a local teenager. The board named 17-yearold Justin Wiens one of its 2014/2015 Top Scholars, after the Scarborough resident graduated from North York’s Senator O’Connor College School with a 99.5 per cent average. Wiens, who attended Scarborough’s St. Agatha Catholic School during his

elementary years, moved to the North York high school to continue his French immersion education. The humble young man said he was a little surprised when he learned he was honoured by his school board. “I was pretty happy when I heard,” he said. “It feels good when you put in hard work and you get good results.”

Wiens, who is looking forward to studying engineering science at the University of Toronto in September, has been racking up the accolades lately. He was chosen as one of the University of Toronto President’s Scholars of Excellence, earning him a $10,000 entrance scholarship, and awarded a Governor General’s Bronze Academic Medal. He will also receive his Duke of Edinburgh Gold Award later this year. The award honours youth who demonstrate a well-rounded range of interests, strong commitment to their goals and active participation in their communities. Well-rounded certainly describes Wiens’ accomplishments. Along with playing alto sax and piano, he is an active member of his church. A lifeguard and competitive swimmer, he also has a second-degree black belt in taekwondo that he uses to teach the martial art to others

He credits all his activities with helping him achieve top marks at school. “The extracurriculars, and volunteering and working, it teaches you time-management and how to commit,” he noted. “It definitely helps you a lot, and it will help me for sure in university.” The recent graduate also scored awards from the prestigious College Board’s Advanced Placement Program, including National AP Scholar, AP Scholar with Distinction and AP International Diploma. His parents said Wiens’ accomplishments are inspiring. “We’re just so proud,” said his father, Richard Wiens. “He worked so hard. It didn’t come easily. It took a lot of hard work.” His mother, Iva Wiens, agreed. “We were ecstatic,” she said of his recent awards. “We saw the dedication, and his focus. He had his goals, and he went after them.”

The local historical society itself began in 1960 when residents were concerned that signs of their early history were vanishing. Since then, the NYHS has provided a number of educational opportunities through historical walking tours, public art exhibitions, heritage speakers events, and a list of publications.

More recently, the historical society partnered with the Toronto Public Library to preserve some of its history collection in the North York Central Library’s Canadiana Department, which is easily accessible to the public. “We participate in a lot of local, community things,” Geduld added. And it doesn’t seem to have gone unnoticed as several organizations like the Toronto Public Library and City of Toronto, as well as individuals including local politicians, all endorsed the NYHS to be the recipient of this year’s Scadding Award of Excellence. “We got a lot of letters of support,” Geduld said.

The design by Montgomery Sisam Architects will include bright, sunlit rooms, and a new trellised veranda and outdoor dining room. The property will also incorporate garden space and walking paths. A semi-historical building, the site’s facade will be kept intact. Built in 1945, the neoGeorgian-style Phillips House was originally owned by one of Canada’s most prominent business figures, W. Eric Phillips, who acted as director of more than a dozen companies and sat on a number of boards. It previously served as a residential facility for addic-

tion and a centre for speech language pathology. “We were thrilled to be selected as the firm to implement the hospital’s vision for the Phillips House,” said principal architect Alice Liang. “It is also very rewarding to be part of a rigorous selection process where design mattered the most. We were honoured to be in great company with two other excellent architectural firms in participating in the design competition that focused on creative thinking and innovative design approach.”

Renovation costs will be fully donor funded and North York General Foundation has so far raised $5.3 million of its $7-million goal.

PAN AM PATH ART RELAY SATURDAY ◗FINAL The Parapan Am Games are winding down, and with it the Pan Am Path Art Relay. The initiative allowed art lovers to cycle or walk to cultural happenings taking place along the multi-use path that opened before the Pan Am Games, linking 84 kilometres of trails in Toronto and the Greater Toronto Area. The relay was intended to showcase the creative output of artists in communities along the city portion of the path. The final Art Relay takes place Saturday starting at Rouge Beach in Scarborough.
