DAVID NICKLE dnickle@insidetoronto.com It will cost $20 million a year for the next decade for Toronto to build out the entirety of its 10-year cycling plan. The ambitious plan to spread a cycling network across Toronto will be coming to the Monday meeting of the Public Works and Infrastructure Committee – where councillors will look at various options for timing and funding. But the plan features a total of 525 kilometres of new cycling infrastructure – which adds up

Rescue cat up for adoption stolen JUSTIN SKINNER jskinner@insidetoronto.com A cat theft at the Newtonbrook Pet Valu has Toronto-based charitable organization Team Cat Rescue looking to the public for help. On the evening of Wednesday, May 4, fourmonth-old kitten Einstein was stolen from the Pet Valu near Yonge Street and Cummer Avenue by an unknown male. Einstein was a Team Cat Rescue kitten who was being kept at Pat Valu to get exposure for a possible adoption. The charitable rescue organization has partnered with multiple Pet Valu locations to bring attention to cats that require a home. Suzanne Kleinberg of
Team Cat Rescue said it appears the theft was premeditated based on security footage that shows a male entering the store, making a beeline to Einstein’s cage and taking the kitten.
“
We just want him back. If someone brought him in, we’d take him back, no questions asked. – Suzanne Kleinberg
“It looked like something that was planned,” she said. “It looked like someone who was from around the area and knew the store, and he specifically wanted Einstein.” The Pet Valu clerk was assisting another customer at the time, and Team Cat
Rescue members wonder whether the customer was sent in to distract the staffer while the man absconded with the kitten. Kleinberg said there is concern for Einstein’s safety. “As a rescue organization, we see a lot of awful things (done to animals,)” she said. “There are a lot of sick people out there.” Einstein is not fixed or chipped, and the lack of a microchip will make it more difficult to track him down. He is also bonded to his brother, Newton, who was left behind at the Newtonbrook Pet Valu and has been looking for Einstein since he was taken. Police have opened a case file on the cat abduction, and Kleinberg urged anyone with information to contact police

Kindness videos warm hearts of Yonge Street pedestrians Dance studio’s running 20-minute continuous loop of acts of kindness fannie sunshine fsunshine@insidetoronto.com Commuters on their cellphone or lost in thought whiz by, immersed in their own world. Suddenly, they come to a halt outside Toronto Dance Salsa at Yonge Street and Empress Avenue, their focus shifted to the television screen behind the studio’s glass wall. On the screen inside the shopping centre at the southeast corner of the intersection is a 20-minute loop showcasing random acts of kindness, from a man stopping his car to help an elderly lady cross a busy street, to a homeless man paying the meter so a stranger wouldn’t get a ticket, to a 20-year-old woman per-
forming 20 random acts of kindness to celebrate her birthday. Toronto Dance Salsa owner Evan Carmichael came up with the idea to play the videos as a way to brighten someone’s day and, perhaps, inspire them to perform their own good deeds. ‘Be inspired’ “We want people to be friendlier, help out more, be inspired to do something good,” he said. “People have an emotional reaction when they walk by. We want to make their lives better, to brighten their day, even if they never take a class. “People are too busy doing their thing, they are con-
stantly in a hurry. I feel like we are a friendly city, we just don’t express it. We don’t talk to strangers or give a helping hand. It’s sad.” The video, which is made up of recordings Carmichael found on YouTube, has been playing on the television screen for about one month, he said, adding while he has no plans to take it down, he might find new videos depicting the same message. “I collected a bunch of YouTube videos that moved me,” he said. “I started crying. I wanted to call my mom and tell her I love her. I wanted to give back to a great community. I love this city and I want it to be a world leader. “There is so much more to life than grinding out the nine-to-five lifestyle. We need

Go top speed on cycling plan T he 10-year cycling plan proposed by the city this week that could see hundreds of kilometres of cycling infrastructure built is certainly ambitious and one that is worth going after in an expeditious manner. The plan is large in scale featuring 525 kilometres of new infrastructure with bike lanes and cycle tracks proposed in neighbourhoods across the entire city. This should generate excitement as there seems to be a city-building opportunity here with feasibility studies planned on some of Toronto’s major street corridors including Yonge Street from Front Street to Steeles Avenue, along Bloor Street from Dundas Street West to Sherbourne Street, and Danforth Avenue from Broadview Avenue to Kingston Road. Like public transit, this plan has the potential of connecting and moving Toronto residents by providing more travel alternatives especially for those living in the our view edges of the city where affordable transportation options are Network of woefully lacking. Building a connected network bike lanes will of bike lanes throughout the connect city city could also encourage more people to ride their bicycles on safer, designated routes. The benefits of doing so are many, such as helping reduce traffic gridlock, promoting a healthier lifestyle, and decreasing the number of cycling fatalities. The timing also seems right with growing support from cycling advocates as well as the political will to take action on these issues. Last week’s approval by Toronto Council for a pilot project to put separated bicycle lanes on Bloor Street is a good start. Of course, an ambitious plan like this has financial implications with the city recommending five levels of funding starting from $8 million a year that would allow for design and delivery of 27 per cent of the proposed projects, and $12 million a year to see half the projects go ahead. But this shouldn’t be done piecemeal and spending $20 million a year to complete the whole project in 10 years is warranted. With careful planning, community consultation, and financial accountability, the plan should proceed forward as soon as possible. Any delays in implementation could see costs rise and leave Toronto further behind other major cities when it comes to transportation infrastructure. It’s about time a city like Toronto catches up and becomes more connected.

Cabbies and left-wing councillors lose in Uber debate Last week’s vote on Uber at Toronto City Council did undeniable harm to two very vulnerable groups in our city. Taxi drivers form one of those groups. The suite of amendments moved by Mayor John Tory and approved by a solid majority of Toronto councillors makes the lives of drivers who don’t own their own plates undeniably worse. Licenced taxi drivers come away from the debate with less stable income, in a position that makes it virtually impossible to compete with a potential flood of Uber-X cars and drivers. And then there is that other vulnerable group – one that’s not vulnerable economically or socially perhaps, but is practically an endangered species in the political ecology of Toronto City Hall: Toronto’s small but vocal group of left-wing councillors. Tory left them gasping
david nickle the city in disbelief, after he abandoned a long negotiation with them to come up with a more progressive and taxi driver-friendly set of amendments, to make a sharp turn to the right and champion a very different, very Uber-friendly set of amendments. Those amendments mollified some of the bigger voices on the right – notably Giorgio Mammoliti and Jim Karygiannis. But they left the leadership on the left – Janet Davis, Gord Perks, Deputy Mayor Pam McConnell – seething more than usual. The negotiations had been long, and the left went into the May council meeting thinking they had a deal. The reversal was a clear indication that the left
could count on no reliable negotiations with the mayor’s office, so there was no point in trying. None of this should concern Tory much. While it’s true he has promised to bring Toronto Council together in a way that no other mayor has, the reality is that Tory does not really need to do so in order to govern. His natural allies, council’s centrists and right wing, will support him on most matters. If the mayor wants to put policy in place that strays to the left, he can rely on council’s left without a thought. Is the left going to vote against bike lanes, public housing dollars, public health matters? Given that Tory’s mandate seems to be based on offering comfort to voters of nearly every political persuasion, will the left really be able to bring forward a credible, winning mayoral candidate in
2018? Council’s left wing meanwhile, is in a corner. Unless a Bernie Sanders municipal figure emerges very soon, there is very little that a left-leaning councillor can do to harm Tory politically, particularly as Tory is far more likely to face a strong challenger from the right. And as was demonstrated last week, there is scarcely more that left-wing councillors can accomplish in working with Tory and his staff. They can vote for policies they agree with, of course, but influence them? Put a mark on them? Well they can certainly try – if, that is, they can put from their minds the May 2016 council meeting, when they and Toronto’s cab drivers both lost it all.

The Big Red Eight expands reach The $8 men’s haircut is suddenly part of Bathurst Street in North York, like bagels, kosher sushi, Filipino groceries, and tombstones. Having migrated over from Scarborough, where it’s become the $7 haircut in places, it’s now offered in five spots on Bathurst between Lawrence and Steeles. But it’s not a franchise, it’s a sales strategy: put a big red eight on the window, get customers in and out in 15 minutes, and turn a profit. A man whose family name is Yang claims he started the first $8 haircut place in Scarborough 10 years ago. Two years ago he opened his second, Hair Joy, at Sheppard and Bathurst. It was busy last week, with Yang directing stylists in six chairs. But Yang, who’s from Fujian Province, China, looked weary. Competition is making it tougher to make the numbers add up. A year from now, he said, there might be 10 $8 haircut joints in North York, or 20.
mike adler edges of toronto Supercuts and First Choice stores, where a men’s cut costs between $17.46 and $19.15, seem free to raise or vary their price. But his $8, already very low, cannot move. Any cheaper, Yang said, and it’s hard to make money, but now his customers won’t accept a $9 haircut. “We tried to charge more, but cannot make it work.” Across Bathurst at Hair Sweety, which also cuts men for $8, and kids for $6, a barber named Mario said some stores advertise $8, but charge you $12. Now retired and working part-time, he started in a barber shop and beauty salon when he was nine, in Italy. “We don’t sell the merchandise, we sell service,” Mario said, cleaning his brushes, when asked about the $8 cut. “I don’t under-
stand what’s happened.” At Eli’s Barber Shop down the street, Richard Paczok said it’s impossible for him to cut hair for $8. Paczok grew up in a barbershop in Budapest, Hungary, and went to barber school there for three years. He and his partner charge $25, or $20 for an easy cut. The $8 haircutters won’t do a good job, he said, and most of their barbers leave. The $8 cut is not taking his business, said Paczok. “It even brings more people, who say they’ll never go back.” The $8 places could take a little more time with customers, charge people $15, and find more barbers, too, he added. But four blocks south, Hair J, open less than a month, waited for customers, the same big red eight on the window and signs outside.

Tommy Thompson Park Bird Research Station loses North York ‘super volunteer’ after car crash Bronwyn Dalziel, 24, will be missed at Spring Bird Fest JOANNA LAVOIE jlavoie@insidetoronto.com A big presence will be missing from the Spring Bird Festival this Saturday at Tommy Thompson Park. Bronwyn Dalziel, a longtime volunteer at the park’s migratory bird banding station, was killed Sunday, March 27 in an automobile collision. The North York resident, who was wrapping up a master’s degree in ornithology (the branch of zoology that involves the study of birds) at the University of Toronto, was 24. She leaves behind her mother, Catherine, father, Robert, and 22-year-old brother, David, as well as many family members and friends. At the time of her death, Dalziel was driving in the Barrie area doing bird banding with a friend when she reportedly ran a stop sign and collided with a van. Four people were injured in the crash, which occurred around 4 p.m. on 9th Line at 5th Sideroad. “Bronwyn would have been front and centre at the Spring Bird Festival,” said Ralph Toninger, manager of Tommy Thompson Park and manager of restoration projects for Toronto and Region Conservation Authority (TRCA). “She would be running programs at the bird research station, helping with social media and doing data analysis. Her dedication was incredible.” Dalziel, who lived near Lawrence Avenue and Avenue Road, became interested in birds when she was 12 years old, said her mother, Catherine.
“We had a bird feeder at home and it piqued her interest in exploring birds further,” she said, pointing to the common grackle, her daughter’s favourite bird species. For one Bring Your Kid to Work Day, Dalziel spent the day at the Royal Ontario Museum learning about birds and fish. While there, she met Mark Peck, the museum’s collection manager of ornithology. Dalziel went on to volunteer at the ROM’s ornithology department and was instrumental in helping organize several collection cabinets, he said. “It was a big job and very

detailed, but Bronwyn was perfect for it,” said Peck, who had travelled with Dalziel to Hudson’s Bay to look for shorebird and Canada Goose nests. Dalziel had also travelled to South Africa to do bird banding and research. “She was very detailed and thorough, and I trusted her. She was also a lot of fun and was always seeing things from a different perspective,” Peck said. On several occasions, he called Dalziel an incredibly passionate and dedicated person who lived a life she loved. “She
was a sweet young lady and her presence is missed,” Peck said, adding even in the height of her university studies, Dalziel rarely missed a day of bird banding. “Bronwyn had a great career ahead of her. She was only 24 and already making her mark. She was gaining great respect in the ornithology field.” Because she was so young when she got interested in birds, Dalziel had to wait until she was 16 to become a volunteer at the Tommy Thompson Park Bird Research Station (TTPBRS). “The moment she turned 16, she came to us that spring and started bird banding,” Toninger said. “She was a dominant fixture in our lab. Basically, every volunteer we’ve ever had knew her.” He said everyone at the research station is upset by Dalziel’s death, but they’re working to move forward because that’s what she would have wanted. “It leaves an emotional hole in the lab. We are struggling with her absence,” Toninger said, adding this season they’ve had to scale back their secondary programs as she was the one who ran them. “She did everything. She was a super volunteer. She kept records, hosted tours and shared her knowledge with visitors.” Dalziel’s dedication and passion for birding didn’t go unnoticed. In 2014, the TRCA awarded her their annual Volunteer Service Award. The year before, she received an Ontario Volunteer Service Award for her commitment to volunteerism. Dalziel as his right-hand woman. “Her passion was Tommy Thompson Park,” he said. “She basically ran the place with and for me and she was only 24. She played a huge role in the station.” Shaw said during peak bird banding season he’d see Dalziel more than his own family and said her presence is dearly missed this spring. “Bronwyn had a passion and a gift for birding. She was also able to educate others about it and often did talks for tours with school and university groups,” he said. “She was a familiar, friendly face at the station and her absence is huge. Many people will remember her fondly and I feel sorry for the next generation that will miss out on her knowledge.” Dalziel was also a member of the Toronto Ornithological Club ( TOC).
Member Ian Sturdee spoke about his fellow bird enthusiast, whom he first met when she was 16 years old, at the TOC’s April meeting. Sturdee, who is 75, said he saw himself as a cheerleader and supporter for Dalziel, who reminded him of his oldest son. “She was a really cool young lady and I learned a lot from her,” he said during a recent interview. “This (bird banding) season there’s a big piece missing.” Sturdee said Dalziel was especially interested in large birds of prey and shared a story in which he helped Dalziel band a great black-backed gull that gave him a nasty chomp on his little finger. “From now on when I feel that tender finger I will think of Bronwyn,” he said. Aside from her

love of all birds, Sturdee said Dalziel had a love for computers, role-playing games and the Mario video game franchise. She was also passionate about Shakespeare and was working to learn Japanese so she could read anime comics. Dalziel often spoke about her varied interests with Sturdee as they drove to and from TOC meetings together and to and from early morning bird banding sessions at the Leslie Street Spit. “I had such a great kid. She was too good to be true. I’m very proud to call her my daughter,” said Catherine. “Her life was learning and knowledge. She lived a full and interesting life and she impacted many people.” – with files from Simcoe. com

Construction season is here! RAHUL GUPTA rgupta@insidetoronto.com Get ready for a busy season of road closures and delays Toronto, because getting around during the warmer months will require patience and planning. “There’s going to be a lot of construction taking place in our city this year,” said public works chair Jaye Robinson. “Much of our infrastructure is well past its service life.” Robinson and staff from the city’s transportation services department recently unveiled a list of major construction projects planned for 2016, requiring co-ordinated road closures. This year’s workload is greater than last year’s due to the number of projects deferred for the 2015 Pan Am/Parapan Am Games, said transportation infrastructure director Frank Clarizio. Some of the work, including the replacement of 100-year-old sewer pipes on Gerrard Street from Yonge to Sherbourne

be detours caused by annual events like Pride and Canada Day festivities. Unlike last year, there won’t be any reason to stop condo construction for a few weeks, as was the case during the Games. “This is all important work, and the city cannot have 120-year-old watermains out there. If we don’t replace them and there’s an emergency, then basically we have a problem,” said Steve Buckley, director of transportation. The city has budgeted more than $550 million for construction this year: $263 million for road, expressway and bridge repairs, and $227 million for upgrading sewers and watermains. Expect more days of around-the-clock construction work, and aggravation for residents, in order to get projects finished ahead of schedule, Robinson said. “It’s short-term pain for long-term gain,” she said. “But staff is diligent about addressing concerns and we try to reduce the jackhammering to hours which aren’t disruptive.”

North York athlete heading to Rio North York athlete Melissa Pagnotta stayed up all night to watch Dominique Bosshart win the bronze medal in taekwondo on TV at the 2000 Olympic Games in Sydney. Now, she will be competing in the 2016 Rio Olympics as the only athlete from Canada to qualify in the taekwondo event. “It is an honour to represent my country as the only taekwondo athlete on Team Canada,” she said in a statement, following her official nomination by the Canadian Olympic Committee and Taekwondo Canada on Friday. “I have been training hard and will do my absolute best to make Canada proud as I take on the world’s toughest competitors in Rio.” Pagnotta, 27, will represent Canada in the under-67 kilogram division. The top two qualified from the division, which was won by Paige McPherson from the U.S. Since making her senior world championship debut in 2007, Pagnotta has become one of Canada’s top taekwondo athletes, noted the COC media release. Her career highlight, thus far, has been a gold medal at the 2011 Pan American Games in Guadalajara. A graduate of North York’s Dante Alighieri Academy, she completed one year of kinesiology at York University before deciding to focus on taekwondo. Toronto taxi companies say they will not use surge pricing option Many customers had called expressing fears over rising prices DAVID NICKLE dnickle@insidetoronto.com Although Toronto Council opened the door to Uber-style surge pricing for Toronto taxis, an alliance of seven major taxi companies said they won’t take advantage of the new pricing model. “The Toronto Taxi Alliance, along with a wide variety of industry partners representing every sector of the taxi industry, rejects the surge pricing option enabled in the May 3 City Council decision,” said Rita Smith, representing the taxi alliance. “We will not be incorporating it into our business models.” Smith made the comments in what she billed as the alliance’s first reaction to Toronto Council’s vote May 3 to approve a bylaw that would allow UberX to operate legally in Toronto. The ride-sharing app and the drivers who make use of it had been operating illegally for more than a year, and the Taxi Alliance and other representa-

tives of Toronto’s licensed taxi industry had been lobbying hard to create a level playing field for the two modes of hired travel. The bylaw that finally came forward as amended by Toronto Council offered that balance with among other things allowing taxi drivers to use surge pricing when a ride is booked through an app: a variable pricing structure that allows discounts during slow periods and increased pricing at times of high demand. Smith said that after the
vote, taxi companies were “inundated with phone calls from worried customers and drivers, anxious about what this change would mean to them.” She said that the May 11 announcement was intended to put any fears to rest that surge pricing would occur. She said that the following companies have confirmed they won’t allow surge pricing: Able-Atlantic, Beck, City, Co-op, Crown, Diamond and Maple Leaf Taxi.
Project ideas include possible partnerships with galleries to hold exhibitions, workshops >>>from page 1 in partnership with Art Starts, Marchessault said the group has reached out to Lawrence Heights residents for input to secure a clear path for HOP. “We can’t just put something there, it has to be an organic project,” she said, adding the group is hoping to secure a third house. “We will have the houses for three to five years, and have a gazillion ideas.” So me of t h o se i d ea s centre on possible partnerships with galleries to hold exhibitions, opening a gallery on-site for emerging community artists, offering arts based workshops, urban
development and revitalization workshops led by York University faculty, and youth programming. An office will be staffed through to September beginning Wednesday, May 25 at 14 Pengarth Crt. for residents to stop by to share their thoughts for how the space should be best utilized, Marchessault said. “It has to be a collaboration with the community,” she said. “Residents have been enthusiastic, but some have said, ‘if we don’t like it, will you stop?’ The answer is yes. This is an experiment.” HOP will be working with artists to make some changes
to the houses facade, adding walls might be torn down inside to make way for workshop space. “It’s very much a DIY project,” she said, adding the group plans to apply for funding grants. “It will probably be a year before everything gets going.” The revitalization of Lawrence Heights calls for replacing 1,208 Toronto Community Housing units and building 4,092 private market units, along with new parks, retail space, and roads in phases. Full completion is set for 2035.

Many people find that they are no longer able to understand everything being said, particularly when in the company of others. Engineered in Switzerland, the Audéo V hearing aid has been designed specifically to understand speech in group situations. The majority of those surveyed stated that when exposed to considerable background noise they are able to hear that something is being spoken, but can no longer discern precisely what is being said. The words seem blurred and indistinct. But why is that? The effect tends to manifest itself in group situations, especially in restaurants. It is the high-pitched tones perceived at the entrance to the cochlea that determine when you hear things accurately. In the majority of cases these parts of the inner ear are the first to be affected by noise or aging. As the high-pitched tones are no longer perceived well, the auditory centre of the brain begins to struggle to decode language. It’s a bit like an image that doesn’t have enough pixels.

Hearing sensation! Swiss researchers: Audéo V is superior for conversation.

With Audéo V
The Audéo V hearing aids provide considerable reduction in noise allowing you to focus on speech. Developed by Swiss audiologists the Audéo V hearing aid is designed to improve speech comprehension in noise, particularly with hearing loss in the high-frequency range. People can trial the new Audéo V system by Phonak simply by calling now to do so. During your FREE hearing test, our Hearing Care Professionals will determine how speech comprehension can be improved in various situations and what role the technology called “Autosense OS” plays. This technology can recognize where the person being spoken to is located and can amplify only his or her voice,
while ambient noise is reduced. Thanks to several synchronous microphones, the hearing aid can detect sound in all directions and select the direction that speech is coming from within milliseconds, seamlessly adjusting to the listening situation. According to Swiss researchers, this can significantly improve speech comprehension, especially in conversation for the right candidates. Second World War veterans honoured on V-E Day anniversary JUSTIN SKINNER jskinner@insidetoronto.com May 8, 1945 will forever be remembered as the day the Allied forces finally claimed victory over Nazi Germany in the Second World War, and the City of Toronto did its part to keep the memory alive with a special ceremony on Monday. The day’s festivities began with the laying of flowers and wreaths on the Old City Hall Cenotaph, with representatives from various branches of the military, police, fire department and EMS, foreign nations and veterans of the Second World War themselves taking part. Following the touching ceremony, hundreds gathered in Nathan Phillips Square to reflect on the sacrifices made by tens of thousands of Canadians who joined in the war effort. “I happened to be in Trafalgar Square near Nelson’s Column when people from Hyde Park and surrounding suburbs began celebrating,” said Second World War veteran Cyril Roach, whose Royal Canadian Navy vessel was docked for repairs at the time. “As the king and queen joined in with crowds, it is a day never to be forgotten.” Roach noted, while V-E (Victory in Europe) Day was a time of celebration, in the intervening years it has also

become a time to remember the losses taken in the name of freeing Europe from Nazi control. Theo Hopkinson worked with code breakers at Hanslope Park to help Allied forces communicate in secret. The work of code breakers was largely unheralded – Hopkinson and others were forbidden to speak of it for 30 years after the war – until recently, when the movie The Imitation Game shed light on the revolutionary work of Alan Turing in cracking theretofore unbreakable German ”Enigma” code. Their work is credited with speeding up
the Allied victory by allowing information to pass securely between Allied forces while deciphering messages being sent by Axis forces. Ward 10 ( York Centre) councillor James Pasternak, who hosted the V-E Day ceremony, noted it is crucial to remember the sacrifices made by so many. “Our ability to understand the greatness of the moment is tempered by the realization that they were so young, and yet the maturity beyond their years ensured that the ultimate sacrifice could sow the seeds of our greatest rewards,” he said.

Field operator Jagdish Ramchandani looks for blacklegged ticks after dragging the forest area in Morningside Park Tuesday. Toronto Public Health put on the demonstration of the surveillance and prevention of Lyme disease.
Protect yourself from Lyme disease, public health says Tara Hatherly thatherly@insidetoronto.com Toronto Public Health (TPH) is warning residents to protect themselves from Lyme disease by preventing blacklegged tick bites. Me m b e r s f r o m T P H held a media conference at Scarborough’s Morningside Park Tuesday to talk about the city’s growing blacklegged tick population. “This is a time of year when individuals and families start to enjoy the warm weather outdoors, so it’s important that people are aware of where ticks have been found in the city and how to prevent Lyme disease,” Dr. Howard Shapiro, Toronto’s associate medical officer of health, told media gathered in the park – one of three areas of the city identified as having blacklegged ticks. “It’s important that residents know that they can reduce the risk of getting bit by a tick by taking precautions when they’re outdoors in brushy or wooded areas where ticks may be found.” Along with Morningside Pa r k , Ro u g e Pa r k a n d Algonquin Island on Toronto islands have been identified by TPH as areas where blacklegged ticks are mostly likely to be found in Toronto.
Signs alerting residents have been posted in the three areas. First identified in Toronto in 2013, blacklegged ticks, which can’t fly or jump, can migrate by attaching to birds and other animals, said Elaine Pacheco, manager of the city’s vector-borne disease program. As temperatures continue to climb, blacklegged tick populations could climb along with them. Seventeen blacklegged ticks were identified by TPH in 2015. One blacklegged tick has been found this spring, on Algonquin Island. It has been sent away for testing, but may take weeks or months to find out if it’s carrying lyme disease. In 2015, 32 human cases of Lyme disease were reported in the city, but most were thought to have been acquired outside Toronto. Since 2010, an average of 20 cases a year have been reported. Blacklegged ticks sit on tall grasses and shrubs. People can reduce the risk of getting tick bites by staying in the centre of trails in wooded areas, and wearing DEET-based insect repellents and light-coloured clothing that makes it easier to spot ticks, which can be as small as poppy seeds. After spending time outside, it is recommended that
people check their full body and head, and those of their children and pets. Showering can also help clear ticks before they become attached. For pets, tick prevention treatments are available. If someone finds an attached tick, they should remove it as soon and as carefully as possible. Proper removal of a tick within 24 hours helps thwart the transmission of Lyme-causing bacteria. To remove a tick, grab the head of the tick as close to the skin as possible with fine-tipped tweezers, pulling straight away from the skin, gently but firmly. If you’re unsure you can remove the tick properly, seek help from a medical professional. Once a tick is removed, it should be closed in a clean and clear jar and taken to a TPH office for free testing. If TPH determines it is a blacklegged tick, it will be sent testing. Symptoms of Lyme disease can include headache and fatigue, fever and chills, and muscle and joint pains, stiff neck and circular rash that resembles a bull’s eye. Though the bull’s eye rash is the most common telltale sign of Lyme infection, Dr. Shapiro noted the rash doesn’t always look the same. Visit www.toronto. ca/health

RAHUL GUPTA rgupta@insidetoronto.com The results of a voting contest for naming a public space project underneath the Gardiner Expressway appear to be in doubt. Voting for the Reclaim the Name campaign to come up with an official moniker for the Under Gardiner project, a planned redevelopment of public space to open next year, ended over the weekend. However, a “flurry of last minute voting activity” just before the deadline has led organizers to wonder if prohibited voting methods were used. As it stands, two options, the Bentway and the Artery, are tied having secured 34 per cent of the total vote each.
“It’s extremely close, in fact we are not able to call it at this point,” said Christopher McKinnon from Waterfront Toronto, the agency tasked with developing the $25-million plan. “As we were watching the results coming in we noticed some suspicious activity that could possibly have been the result of automatic voting, which is prohibited under the Reclaim the Name campaign rules.” Because of the concern, McKinnon said all of the voting results – 3,500 votes were cast over a 10-day period – need to be reviewed to determine if they are legitimate. “In the meantime, because the result is so close that we cannot call it, we’ve set the interim results to show a tie between the Bentway and the
Artery,” he said. McKinnon said it was too early to determine if the results will need to be scrapped if the vote is found to be tampered with. Concerns were initially raised over Twitter, with screenshots showing the Artery option leading the voting at www.undergardiner.com just before a “site crash” ahead of the midnight deadline May 7. After that, it appears the Bentway has the most votes. But McKinnon said the site didn’t crash, and strongly denied the result was fixed to favour the Bentway choice. McKinnon said the contest has adhered to required naming guidelines for public projects. Regardless of the outcome, Toronto Council must approve the eventual selected name.
Five levels of funding recommended >>>from page 1 Avenue from Bloor Street to the Waterfront Trail; Midland Avenue from Steeles down to Lawrence Avenue; and the Gatineau Trail to the Waterfront Trail. Lake Shore Boulevard West would also see a bike path between Mississauga and the Humber River as part of the plan. The question of how to pay
for the plans will be up to committee and council. Staff have recommended five levels of funding. The lowest, at $8 million a year, would only allow for design and delivery of 27 per cent of the proposed projects. The $12 million annual plan would allow about half of the projects – 51 per cent – to go ahead. Spending $16 million a year,
which staff are recommending, would allow 85 per cent of the proposed networks to go forward, leaving off facilities along Midland and a 401 crossing at Yonge Street. Annual funding of $20 million would allow delivery of all of the projects in 10 years. Spending $25 million a year would let the whole project be finished in six to seven years rather than 10.

Mayor John Tory, left, and Prime Minister Justin Trudeau engage in some maintenance work ahead of a funding announcement at the TTC’s Greenwood garage Friday. Trudeau announced Toronto will receive $840 million in federal money this year to help pay for TTC maintenance and upgrades.
Federal funds for TTC will be put to work immediately: John Tory Justin Trudeau announces $840 million for upgrades and improvements RAHUL GUPTA rgupta@insidetoronto.com

Hundreds of millions of dollars in new federal infrastructure funding for transit could become available within a couple of months, said Toronto’s mayor at press conference this past week. John Tory said the $840 million in new funding for 2016 earmarked for upgrades and improvements to existing TTC service as announced by Prime Minister Justin Trudeau, would allow the transit commission to get started on a number of essential projects, such as re-signalling the Bloor line, purchasing more buses and completing accessibility improvements at all subway stations. “It’s May now, and it’s reasonable to expect sometime before the summer is over we will have this money in hand and we will be able to put it to work,” said Tory following the announcement made by Trudeau at the TTC’s Greenwood maintenance facility. “We have jobs that are waiting, people who are ready to go to work on some of these tasks, and so we’re ready.”
The money promised for Toronto – which must still be formally allocated by the province as part of a $1.5 billion funding envelope for Ontario this year – is just the start of a new federal commitment, Trudeau said. He said conversations were already taking place between all three levels of government for the next phase of funding, which would go to larger-scale individual transit projects.
“
We just need to see the money and we’ll get rolling. – TTC CEO Andy Byford
“The first phase is just that, an immediate injection of hundreds of millions worth of federal money that is going to ensure…upgrades or investments in our existing transit systems are made starting right now this year,” Trudeau said. “This is a start, it’s a very good start, but it’s just a start”. Currently the TTC has close to $3 billion in unfunded maintenance and repair
work planned for the next 10 years, ranging in scale from immense projects like converting Bloor’s signalling system and purchasing new subway trains for the line to smaller, but no less important concerns such as upgrading drainage and ventilation systems. CEO Andy Byford said the TTC has a “shopping list” prepared for the essential transit needs the new money could help pay for, which would clear a third of its unfunded projects backlog. This year, he suggested work could begin on Line 2 improvements and continue with shovel-ready projects such as TTC station elevator installations, which are currently unfunded. New buses could also be purchased with the federal money, he said. “We’re ready to go, we’ve done the plans. We just need to see the money and we’ll get rolling,” said Byford, who was at Greenwood for the announcement along with TTC chair Josh Colle.

Western tunnelling now complete The Eglinton Crosstown LRT celebrated an important construction milestone this week. Metrolinx announced the completion of western tunnelling for the portion of the light rail line to run below Eglinton Avenue. Since June 2013, two massive Tunnel Boring Machines (TBMs), nicknamed Dennis and Lea, had painstakingly excavated a tunnel around 50-feet below street level from Black Creek Drive to Yonge Street. Last year, another pair of TBMs started tunnelling the Crosstown’s eastern underground portion traveling from Brentcliffe Road towards Yonge Street. Both of them are currently west of Bayview Avenue. gardiner closure on weekend wcomplete

When a TTC bus driver makes the news, it’s all too often for negative reasons. But Daniel Clavette at least is receiving some well-deserved praise for his recent actions. Clavette was working his regular shift Monday, May 2 when he came across a knapsack left on the 9 Bellamy bus he had been driving. Opening the bag to determine if there was any identification, he found instead $50,000 in cash, along with funeral papers. It turned out the owner of the bag had recently lost his mother, and the money was likely an inheritance. Clavette did the right thing and radioed transit control, ensuring the bag, with the money intact, was returned to its owner. I had to do something I found out my mother experienced the same problems when she was younger, and she simply accepted her fate. But so much of my personality is in my hair, and I did not want to have the same problems.
