Toronto Jewish Film Festival a global showcase of movies Screenings set for Empress Walk The 23rd Toronto Jewish Film Festival (TJFF) will be featuring movies from across the world in theatres throughout the city, including North York’s Empress Walk Cineplex Cinemas. The festival runs April 30 to May 10. This year’s festival features 110 films from 18 countries. More than 50 of the films will be screened at the North York location. “The Jewish world goes beyond Bathurst Street and it’s important that the Toronto
community see that. Hockey players of all skill levels will share ice time with NHL alumni to raise funds to support Alzheimer’s disease and related dementia care for Baycrest Health Sciences. Now in its 10th year, the Scotiabank Baycrest Pro-Am has raised more than $25 million for Baycrest Foundation for memory loss care, research and education. This year’s line-up of NHL alumni will include Mike Modano, Adam Oates, Larry Murphy and Mike Gartner, who will join retired NHL participants Wendel Clark, Curtis Joseph, Darryl Sittler and Darcy Tucker for the tournament. “In 2011, 14.9 per cent of Canadians 65 and older were living with Alzheimer’s disease and other dementias and within a generation, the number of Canadians living with the disease will increase to roughly 1.4 million if nothing changes,” Garry
Foster, president and CEO of Baycrest Foundation, said in a release. “Our mission is to enrich the quality of life of our community by supporting programs and services that promote excellence in care, research, education and innovation in the field of aging. Our world-leading efforts need ongoing funding to continue to make advancements in the way we diagnose, treat and provide care for those living with the disease around the world and we are grateful of those who are participating and raising the needed funds.” The top fundraising team receiving the first overall pick of the alumni draft will be announced Thursday, April 30 at Mattamy Athletic Centre at the Gardens, 50 Carlton St. The two-day tournament will be held Friday and Saturday at Scotiabank Pond, 57 Carl Hall Rd. Participants will play three round-robin games, with the two top fundraising teams
battling for the win in the championship game. The top 20 individual fundraisers will also compete in the skills competition against NHL alumni. Joey Arfin, who has participated in the tournament since inception, said the event has special meaning to him as two grandparents suffered from brain-borne illnesses. “It’s near and dear to my heart,” said Arfin, who lost a grandmother to complications from Alzheimer’s disease and a grandfather to Parkinson’s disease. Arfin, who works in North York, said he’s raised about $100,000 from the onset of the Scotiabank Baycrest ProAm, and just over $15,000 this year. He credits his high numbers to selling tickets to a hockey package that includes Toronto Maple Leaf tickets, a signed Sittler jersey and dinner and drinks with the former NHLer, and transportation to and from the Air Canada Centre.

In fact, her message has carried her to the provincials of the Royal Canadian Legion Public Speaking Competition, where she will be representing
Toronto Branch 614. The provincials take place Saturday in Sault Ste. Marie. To earn her spot at provincials, Bianca had to compete at her branch competition, then zone, district and lastly area, winning her way to the finals, where she will be one of four competitors in the grades 4 to 6 category. Her speech, titled Our World, speaks to the beauty of
the world and keeping it so. “I think people should know what’s going on in the world,” the 12-year-old said. “I talk about all the destruction and the wars. Our world is so beautiful, but it’s getting destroyed by the minute.” She hopes that by speaking about the problems of the world, and if others take up her message, change could happen.

he city’s going to start tracking our movements and before people begin crying foul over privacy rights, we’d like to suggest a few reasons why this is a good thing. The so-called Big Data project – the subject of our exclusive report Big Data – aims to take GPS probe data from our smartphones and other electronic devices to analyze traffic patterns. That information will give city planners a much more accurate picture of how people get around, where they’re coming from, where they’re going, at what time and – hopefully – help solve the city’s gridlock problem. It could also monitor commuter times and help tackle commuter roadblocks. If anomalies show up on a particular road during rush hour, it may indicate a problem and the city could be quicker to respond. And according to a traffic index compiled by navigation firm TomTom, the average Toronto commuter loses about 84 hours each year while delayed in traffic. We can’t afford not to try. We’re being tracked already via GPS in dozens of apps we activate on our smartphones. Our movements and locations are already being charted – whether we know it or not. With that information readily available the city needs to step into the 21st century and take advantage of that data, particularly if it’s got the potential to help improve our lives and the functioning of our city. Transparency will be key in alleviating privacy concerns. We probably won’t see much of the data released to the public after the city’s purchased it, since private companies are charging for it. But at the least, the city should keep the public informed of its intention and its results, in a broad sense, as the experiment moves forward. Our traffic problems need a solution, and this is the kind of out-of-the-box thinking that may just get us there.

Convenience, choice behind beer decision To the editor: The government of Ontario has listened to consumers and is delivering more convenience and expanded choice when it comes to where people can buy beer. Beer will be sold in up to 450 grocery store outlets. That’s in addition to the roughly 450 existing Beer Store outlets and more than 600 LCBO stores province-wide. As a whole, these changes represent the largest shakeup to the way beer is sold in Ontario in nearly 90 years. The benefits to people across Ontario will be many. These reforms will bring added competition to beer sales, provide retail growth opportunities for Ontario craft brewers, create jobs, grow the economy, and generate an anticipated $100 million in revenue each year, phased in over four years. fannie sunshine fsunshine@insidetoronto.com It’s 10 a.m. on a Monday, and Lorne Pancer is where he can usually be found – behind the counter of the deli his family has owned and operated for almost 60 years. A handful of customers are seated inside Pancer’s Original Delicatessen, located in a small strip plaza on Bathurst Street, north of Wilson Avenue. Lunch and dinner tends to draw large crowds, so there is almost a serene calmness in the establishment famous for its pastrami and corned beef. When The Mirror visited Monday, the deli was celebrating 58 years of serving up meaty goods to its Toronto and Greater Toronto Area clientele. It was April 27, 1957, when Moe Pancer and his 22-yearold son, Stan, opened Moe Pancer’s Delicatessen at 4130 Bathurst St. Stan’s wife, Evelyn, was serving tables when she went into labour, giving birth to a baby boy named Michael that same day.
With custom-made spices and meat brought in from Europe, Pancer’s Original Delicatessen became a staple for run-of-the-mill customers and stars such as John Candy and members of Anvil and Rush.

Lorne, along with siblings Michael, Cindy and David, were raised at the restaurant and put to work at a young age. At age 10, Lorne was cleaning cutlery and wiping down tables before moving onto other aspects of the business. In 2004, with Lorne and Michael at the helm, the deli moved two blocks south to 3856 Bathurst St. Tragedy struck the Pancer family in

2011 with the sudden death of Cindy, and the brothers felt it was time to sell the business and move on. But when the new owners decided to sell the deli at the end of 2014, Lorne and Michael decided to reclaim the old family business and re-opened March 27. Now two great-grandchildren, Jamie and Julian, are involved with the restaurant, with Julian, a professionally trained chef, in charge of food quality and taste. “When we sell (the deli), we’ll sell it to them,” said Lorne, who opened and later sold Pancer’s Pastrami Emporium in Vaughan, which wasn’t affiliated with Pancer’s Original Delicatessen. He s a i d h e re c e i ve d hundreds of emails when the Bathurst Street staple closed, begging for the place to reopen. Lorne credits Pancer’s fresh approach to food preparation as a reason why customers keep coming back, some of whom were kids when the deli first opened and now bring their families for the famed pastrami, corned beef, cabbage borscht, and matzo ball soup. “We don’t add nitrates to anything we cook,” he said. “We cook seven days a week. Our prices are comparable to other delis, but we cook fresh food. We spend $9,000 a year on spices. We never pre-cook our food.” Sundays are “family days” at the deli and it’s typical to see tables of 10, 12, even 14 people, he said. “We’re doing a birthday party for 25 people next weekend,” he said. “We cater bar mitzvahs.” He also credits social media for help spread the word about

the restaurant, noting the deli is present on Facebook, Twitter, and Instagram. And this summer, Pancer’s will take part in a deli competition fundraiser with similar establishments in the city, though details still need to be finalized, Lorne said. Even though it was still morning when The Mirror sat down with Lorne, he apologetically jumped up several times to cut meat for Reuben and other sandwiches, while customers sat quietly on red chairs or black booth seats. The decor on the white walls is simple; people don’t come
for the glitz and glam. “Celebrities come in the door and we let them be,” said Lorne, rhyming off names such as musician Robbie Robertson, former Toronto Maple Leaf Eddie Shack, and media mogul Moses Znaimer. “Bram (Morrison, of musical group Sharon, Lois and Bram) was here opening day,” Lorne said of the deli’s re-opening in March. “He’s a long-time customer.” Some changes are coming to Pancer’s, such as televisions on the walls, and a liquor licence is in the works (the original deli had one).
But customers don’t gravitate to Pancer’s because they are looking for something new; rather, it’s because they feel at home, Lorne said. “Everybody knows me, I’ve been running the show a long time,” he said, adding free cake and coffee were served for several days honouring almost 60 years in the business. “I love it. I’d like to thank the community for 58 wonderful years. Thank you, Toronto, you’ve helped make Pancer’s the success that it is.”

Jewish. This year’s opening night film is Dancing With Arabs, an Israeli-French-German film spoken in Hebrew and Arabic (with English subtitles), by director Eran Riklis. The film is an adaptation of Sayed Kashua’s Arab Labor, about a young Arab-Israeli citizen at an Israeli school. The first presentation at the Empress Walk, at 5095 Yonge St. , will be on the second day of the festival (May 1), featuring a screening of the first five episodes of the Israeli TV show Hostages. Total run time is 180 minutes. The festival will close with Uruguay’s Mr. Kaplan, a comedy by director Álvaro Brechner.

Sheppard LRT delay: not all unhappy Jim Karygiannis, the new councillor for ScarboroughAgincourt Ward 39, had what to outsiders might seem a novel reaction to word that a major infrastructure improvement touching his ward was to be postponed, possibly indefinitely. He was, to use his own words, “ecstatic.” Karygiannis’ delight in failure is not so mysterious when you look at the particulars: the infrastructure being a light-rail line along Sheppard Avenue East, and Ward 39 being located on the bleeding edge of Scarborough. Karygiannis won the seat in 2014, campaigning heavily against the Sheppard LRT and promising to fight for what was long ago promised to Scarborough residents: a subway, connecting the foreshortened Sheppard subway to the Scarborough Town Centre. Mel Lastman first promised it when he was mayor of North York in the early 1990s; Rob Ford promised it in 2010 when he ran for his single term as

the city mayor. The LRT, delivered it seemed by former mayor David Miller and former premier Dalton McGuinty, never stood a chance, at least in public opinion, and as it turns out politically. Former deputy mayor and Ward 40 councillor Norm Kelly told The York Guardian’s Mike Adler during the October election that he was talking with Scarborough MPPs about delaying the funding for the Sheppard LRT. On Monday, that is precisely what happened. The province announced that the Sheppard line will go ahead after another light rail line on Finch is up and running, which is scheduled to happen in 2021. The question now is, will the prospect of a Sheppard subway line become a real question? Karygiannis says he’d like to make it so, but
he has a great deal stacked against him. The least of his problems is the money: Toronto council and Mayor John Tory are heavily committed to a long list of very expensive transit projects, including another costly subway venture in Scarborough, the extension from Kennedy north-eastward, and Tory’s own SmartTrack plan. Of course, financial impossibility has never stopped bigdreaming politicians before. But there is also a more daunting barrier: political fatigue. There is little appetite among the powerful in Toronto for more public transit debate, and for most on council, little to be gained fighting this fight. In the end, Scarborough transit grouses will likely have to confine their celebrations to a wake for the infrastructure that Karygiannis seems so happy to lose. Small victories are still sweet.

More than 14,000 participants from more than 50 countries are expected to hit the streets of Toronto for the GoodLife Fitness Toronto Marathon Sunday. Participants have a variety of distances to choose from: 5K, half marathon and the full marathon.
The full and half marathons start from Mel Lastman Square in North York (full marathon beginning at 7:30 a.m., half marathon beginning at 8:30 a.m.), ultimately finishing at Ontario Place. The route basically follows Yonge Street to south of Eglinton Avenue where it veers a bit west past Spadina Avenue, then east over to the Don Valley (by way of Rosedale Valley Road over to Bayview
Avenue) before making its way along the bottom of Toronto as far west as Park Lawn Road before doubling back to the finish at Ontario Place. The race supports the Princess Margaret Hospital Foundation and a host of other charities. The Gardiner Expressway will also close starting Friday at 8 p.m.until Sunday at 6 a.m. to help improve traffic conditions for the marathon.

Don Mills Road and Sheppard Avenue area residents can expect a new community centre in their neighbourhood to open in time for summer. T h e Pa r k w a y Fo re s t Community Centre project is near completion, while the city is working with the developer on a few minor items before it can open, said Shawna Teper, executive assistant to Ward 33
Don Valley East Councillor Shelley Carroll. The centre was originally slated to open this spring. The new centre, at 51 Forest Manor Rd., southeast of Don Mills and Sheppard, is a 50,000-square-foot facility. The building will sport a green roof, commercial teaching kitchen and an adjacent rooftop garden. There will
be a full-sized gymnasium, running track, weight room, multi-purpose room, arts and crafts room, youth lounge, meeting room, aerobics and dance studio and a YMCA-run daycare. The complex will also include an outdoor pool and pavilion with change rooms.

Finch West LRT given green light while Sheppard East LRT stalls One long-planned transit project was given a clear commitment by the province today. Another faces more questions. Ontario Transportation Minister Steven Del Duca along with Mayor John Tory and an assortment of provincial dignitaries gathered at Humber College’s North Campus Monday morning to announce construction of the Finch West LRT will begin next spring, with a planned opening date of 2021. The $1.2-billion project for Finch Avenue West was given guaranteed funding by the province in 2012 and this week’s news is the latest in a flurry of announcements made by the Wynne government of late, which also includes confirmation of funding for an LRT line serving Brampton and Mississauga and a $13.5-billion commitment for completing GO Transit rail expansion and electrification. Finch joins the under-construction Eglinton Crosstown LRT as the next light rail line for the city, but the future of the $1.1-billion Sheppard East LRT remains unclear. While Del Duca re-affirmed his government’s commitment

to bring higher-order transit to the eastern portion of Sheppard Avenue, he said no work will proceed on the line until after Finch is complete, which would indicate a sudden reversal from previously stated intentions to have Sheppard completed within a year of Finch’s opening. Even though he could not give an exact timeline for its completion, Del Duca insisted Sheppard will still get built – eventually – but due to “project staging” concerns, would have to be pushed back. “The plan hasn’t changed on Sheppard,” said Del Duca. “Our plan is to complete Finch in 2021 and Sheppard after that.” Appearing alongside Del Duca, Tory had nothing but praise for the Wynne government, which has already publicly endorsed his SmartTrack transit proposal. “We are talking about moving
forward finally with the provincially funded Finch West LRT,” said Tory. “It will provide the people of Etobicoke, this city and this region with much needed rapid transit.” T TC chair Josh Colle also attended the announcement, and took a diplomatic approach on the confirmation of Sheppard’s further delay. “I was a bit surprised by the Sheppard East timing,” admitted Colle following the announcement. “But at the same time my focus has got to be on what we’re getting in the ground.” “Would we like Sheppard sooner? Of course we would, but let’s get (Finch) going and get it built.” Colle would not address suggestions the reason for Sheppard’s delay stems from a lack of political will from the Wynne government to build light rail in Scarborough. The government has already famously changed direction on the Scarborough LRT project, which would have opened by now, to build a subway extension instead. “The important thing is we have many projects on the go,” he said. “If it was up to me I’d build them all.”

W
hat if you could take a huge amount of traffic data and use it to accurately pinpoint which portions of a busy road will experience congestion before it actually happens? Or effectively determine what the traffic impact will be if a large infrastructure project does, or does not, get built? In a city as gridlock-choked as Toronto, drastic steps are needed to address congestion, and the idea of making use of so-called Big Data is gaining traction among an enthusiastic collection of city officials, including Mayor John Tory, who are convinced the answer to alleviating Toronto’s often nightmarish traffic lies in making use of trillions of bytes of data to analyze traffic patterns on a massive scale never seen before locally. “This will be a game changer and will establish Toronto as a leader in running a truly smart city,” said Tory this month of a plan to establish a specialized team of city traffic planners dedicated to the task of analyzing large amounts of vehicle – cars, public transit, bicycles – as well as pedestrian data in order to provide an accurate indicator of how the city moves around. While planning is still in the early stages, the team’s official role will be to analyze the movements of tens of thousands of daily road users whose activities are captured via GPS probe data – tracked GPS signatures pulled directly from smartphones and other electronic devices – to determine how best to improve traffic conditions, influence public policy and evaluate the benefits or drawbacks of traffic regulations. But really, it’s about making sure commute times stay consistent. “People care about and get accustomed to their commute times and what really bothers them, I believe, is reliability,” said Toronto’s transportation services director Steve Buckley during a recent interview. “What we really care about, for example, is if at 5:30 in the afternoon traffic on say Bayview Avenue is performing any different than usual. Using data may tell us if it is and why. It may be able to provide us with evidence something occurred there and we can intervene and help.”

nd while there’s a strong optimism for Big Data’s potential, Buckley warns of seeing it as some kind of magical cure for congestion. “We don’t know at this point

because we have to sort through hard questions on what it is that exists out there,” he said. “We need to understand how useful it will be to us, how much it will cost to procure, manage and maintain the data.” The new team will partner with McMaster University as well as the TTC to analyze vehicle movements. It’s also tasked with reporting on the impacts of newly installed bike lanes, whose use is determined through GPS data provided voluntarily by the users of a mobile application for cyclists developed by the city. Unlike open data (compiled figures released by the city for unlimited public use) Big Data will rely on proprietary information provided by private sector navigation firms that will sell the data to the city for

its intended use. Currently, the city is preparing a short list of companies it will contract for the initiative. As long as the city entrusts the private sector with coming up with the necessary data, don’t expect to see a lot of compiled information released publicly for free since there is a significant commercial incentive to charge for such information. uckley believes the cost to the city is worth it if it makes it possible to better understand traffic patterns that five or 10 years ago would have been impossible to identify without requiring millions of dollars in expenses. With navigation companies such
as TomTom and Inrix reaching ascendancy, private data collection has become so sophisticated it’s now possible to determine with pinpoint accuracy what is happening on roads on a minute-by-minute basis. Once city staff become accustomed to playing with data sets, Buckley said he envisions more specialized groupings of data classified by factors such as speed of movement, which could provide a more accurate picture of citywide movement. “You can envision a day where they can develop algorithms which are sophisticated to separate all those GPS signals and almost have a dynamic model for the city,” he said.

While there’s a wealth of information for vehicles, there’s just not as much emphasis when it comes to the cheapest and easiest form of transportation: walking. Dylan Reid, the founder of Walk Toronto, is skeptical considerations are being paid to pedestrians, noting the complete lack of mention of walking in a recent press release for the Big Data plans. And, he said, there’s readily available data that is not being applied for improving conditions or making the case for more pedestrian spaces. Reid points to a recent decision by city council, reinforced by city staff, to eliminate a pedestrian scramble, allowing unimpeded access from all corners of the street, at the intersection of Bay Street and Bloor Street after local complaints the practice was impeding traffic. Reid believes existing data could have been used to find other intersections where a pedestrian scramble would help, rather than eliminate one entirely on the rationale it was underused and negatively affecting car traffic at the Bay-Bloor intersection. With that in mind, he said he’s skeptical new data will be acted upon unless there’s the political will to do so. “I am a little skeptical from a pedestrian point of view because the data is there and they’re choosing not to use it,” Reid said. Toronto’s transportation services director Steve Buckley concedes there are issues with using Big Data to track pedestrian movements. For one, GPS probe data is accurate to about a metre of space, which might result in inaccurate readings of pedestrian use. Another consideration, he said, is the reality that GPS data companies make their revenue through tracking vehicle movements and not pedestrians. – Rahul Gupta

York GO Transit concourse opens

Metrolinx unveiled its renovated and expanded York GO Transit concourse at Union Station this week. At 62,000 square feet the new-look concourse for GO has double the waiting space of its previous iteration as well as new staircases, elevators, trip information boards and bright lighting. It also features a covered walkway running below Front Street that joins a new connection for the PATH underground network.
