Friday, the Oklahoma State University/Agricultural and Mechanical Board of Regents approved a $1.325 billion budget for OSU’s 2019 fiscal year. The new budget calls for a 3.2 percent increase in tuition and student fees for all undergraduate and graduate students.

It also includes a 2.5 percent salary program for faculty to be more competitive with other Big 12 schools.

A reason for the tuition increase is inadequate state funding in higher education, decreasing 28 percent in the last 20 years, according to the presentation from the Regents meeting.

“The idea from some people in the state that every student should pay for all of their education is there,” said John Romans, dean of OSU’s College of Education, Health and Aviation. “I think that needs to shift back (to) when I first started, when states’ support of public higher education was a significantly greater attribute and tuition was much less expensive even as a percentage of people’s income. There was more realization of the value of a higher education and what that does to the state economy.”

With the tuition increase, many students, current and future, might run the risk of not being able to afford enrollment anymore.

“Retention was a factor that (the) vice president of admission and finance and the president’s office looked at,” said Jeanette Mendez, interim dean of the College of Arts and Sciences. “Our students, being the biggest college, probably will be hit harder with the tuition increase. However, we have gone a number of years without a tuition increase, and we still are one of the lowest in the Big 12.”

OSU’s 2018 in-state tuition was $8,738. With the tuition increase, it will jump to $9,018 annually. Out-of-state students will pay $24,539, an increase of $764 from 2018.

“If you look at institutions like us (OSU), we are one of the cheapest in the country,” said Keith Garbutt, dean of the Honors College.

“While it may feel expensive, we’re actually a really good deal. You are getting a top-quality education, you have access to world-class resources and worldclass faculty for what is a very reasonable rate compared to the other Big 12 institutions.”

Included with the increase in overall tuition, OSU plans to

implement a faculty raise program. With no increase in recent years, OSU’s faculty are paid $15,381 less than the average Big 12 faculty, according to the presentation from the Regents meeting. This year, with teacher marches at the state capital, a concern of many school officials, including at the university level, is in retaining teachers.

“I was pleased to see the conversation about some staff and faculty salary adjustments,” Romans said. “One of the biggest challenges I have is retaining and keeping high-quality faculty and staff. They tend to get recruited away, and we haven’t had a raise program in a while.”

Mendez has a similar view.

“Raises are fairly few and far between,” Mendez said. “They are every few years when we have them, and we have fallen well below our peer averages. I hear that there will be talk, and I know the college would like to see, not just a commitment to a round of faculty raises now but really trying to get faculty paid at the Big 12 average. Those are the types of things that help with not just retention but also attract faculty.”

The decrease in state funds has made college more expensive than in

previous years, but Romans and Mendez said they want to improve the students’ experiences, from hiring more staff to decrease class size to improving facilities.

“Everything that we are doing is with students in mind because we are very aware of where this money is coming from,” Mendez said. “We’re responsible to our students.”

With the passage of State Question 788, medical marijuana will become legal in Oklahoma.

Tuesday night, the state became the 30th in the United States to pass legislation on cannabis.

SQ. 788 will take action 30 days after passage.

Fifty-seven percent of voters in Tuesday’s primary election, or about 500,000 people, marked “Yes” for SQ. 788. About 58 percent of Payne County voters, or 9,764 people, voted “Yes” for the legalization of medical marijuana.

Here are the other results from Tuesday’s primary election: Drew Edmondson won the Democratic primary for governor with 61 percent of the vote, or about 240,000 people.

In the governor election, he will run against either Mick Cornett or Kevin Stitt. Cornett and Stitt will have a runoff election in August. Cornett had 29 percent of the vote, and Stitt had 24 percent, beating Todd Lamb, who also had 24 percent, by about 2,000 votes.

In the Libertarian governor race, Chris Powell and Rex Lawhorn will also have a runoff. Powell received 49 percent of the vote, and Lawhorn finished with 32 percent.

Joe Exotic, the other Libertarian candidate, had 19 percent.

In the lieutenant governor primary for Republicans, Dana Murphy and Matt Pinnell will have a runoff. Murphy garnered 46 percent of the vote, and Pinnell had 36.

By press time, Anastasia Pittman was winning the Democratic primary for lietuenant governor with 50.4 percent of the vote against Anna Dearmore.

In the District 9 district attorney primary, incumbent Laura Austin Thomas defeated challenger Jill Ochs-Tontz, winning 60 percent of the vote. Thomas will face Democrat Cory Williams in the November election.

For the county commissioner Republican primary in District 1, Zachary Cavett will go into a runoff against Dyllon Roe. Cavett nearly won with 49.5 percent of the vote, but Roe had 27 to force the runoff.

In the county comissioner District 3 race, Rocky Blasier won a tightly contested Republican primary against Kent Bradley with 50.3 percent of the vote.

For the commissioner of labor Democratic primary, Fred Dorrell won against Sam Mis-soum with nearly 70 percent of the vote.

In the Democratic corporation commissioner primary, Ashley Nicole McCray won with 50.8 percent of the vote.

incumbent Frank Lucas will be Frank Robbins, who beat Murray Mark Thibodeaux, receiving 60 percent of the vote.

In the state representative District 33 Republican candidate race, John Talley had a landslide victory with 61.5 percent of the vote against incumbent Greg Babinec.

In the District 35 Republican race for state representative, Ty Burns dominated James Winn with nearly 80 percent of the vote.

Mike Hunter and Gentner Drummond will head to a runoff after the Republican primary for attorney general, in which Hunter had 44 percent of the vote compared to Drummond’s 38. The winner in August will face Mark Myles in the general election in November.

In the superintendent of public instruction Republican primary, incumbent Joy Hofmeister will face challenger Linda Murphy in a runoff. Hofmeister garnered 46 percent of the vote against Murphy’s 31.

Glen Mulready won against Donald Chasteen with 54 percent of the vote in the Republican primary for insurance commissioner.

In the Republican primary for commissioner of labor, there will be a runoff between Cathy Costello and Leslie Osborn. Costello received 43 percent of the vote compared to Osborn’s 36.

Bret Danilowicz will officially leave his position at Oklahoma State University the first week in July.

After 6 years as OSU’s College of Arts and Sciences dean, he will be the Provost of Florida Atlantic University in Boca Raton, Florida. In his place at OSU, Jeanette Mendez will serve as interim dean.

“I worked well with the previous dean,” Mendez said.

“I was given a lot of opportunities under the previous dean. I think he did a really good job reminding us that we were here for the students and always keeping students in mind in the things that we did.”

Danilowicz had a show

on OStateTV called “Coffee with the Dean,” centering on talking with Arts and Sciences students.

“He has been a great leader from the point of view of honors,” said Keith Garbutt, dean of OSU’s Honors College. “He worked with the Arts and Sciences departments to generate some new models for honors and really has worked very hard to elevate the college and has succeeded.”

With Danilowicz leaving, OSU is looking for a permanent dean to fill the position.

“We are now in the process of drawing up a job description, crafting an ad,” Mendez said. “We have pulled together a lot of information about the current college. We last did this in 2011 and 2012. We will then post the ad sometime in the

next few weeks.”

Mendez said after publishing the ad, the process of searching, evaluating the candidates from outside universities and from OSU and hiring the new dean is expected to be a 6-month process.

“The goal in a success-

ful search would be to have someone next July,” Mendez said.

Faculty, alumni and students will be asked for their opinions on the short list of candidates when the preliminary interviews have finished and the candidates are brought on campus for a

final interview. Then Gary Sandefur, the provost, will meet with President Burns Hargis to discuss and select the new dean.

Arts and Sciences is the largest college on campus and covers a broad range of disciplines, from the STEM majors to theater and studio art majors. Because of this, the new dean has to be able to work on all ends of the spectrum.

“I’ve been here for two dean searches,” Mendez said. “One who has previous experience, doesn’t have to be dean experience, just administration experience.

We are looking for you (the candidate) to have a vision for the direction (of) the college, and we’d like to see the management style and how they work with others.

We want someone who has

experience that is grounded across all aspects of Arts and Sciences.”

Garbutt expressed a similar viewpoint.

“It has to be someone who values all the parts of the college,” Garbutt said. “That value is intellectual diversity and the intellectual products it produces, the quality of education that undergraduates are getting from the faculty in all the disciplines in the arts and sciences. So it has to be somebody that has that broader view from whatever their discipline is and sees the importance of what we think of as the liberal education.”

The Office of Equal Opportunity at Oklahoma State University is undergoing multiple changes this summer.

The office, which handles issues such as harassment and discrimination claims, transferred departments and has a new director. Soon, it will also have a different location.

email on May 16. Previously, the EO office was a branch of Institutional Diversity, which Vice President Jason Kirksey leads.

Justin Lacy, director of Human Resources Partner Services at OSU, is also the new EO director and will become OSU’s Title IX coordinator July 1. To work together, his departments are moving to the fourth floor of the General Academic Building, which formerly housed the Spears School of Business. That change will also go into effect July 1, Lacy said.

“We’re going to be one big department,” Lacy said.

“What’s great for me is we’re going to be able to support each other. We’ll be able to help each other if things get overwhelming or if we need some additional assistance, so I think the collaboration between the two offices is really going to be great.”

Lacy, who has a juris doctorate, was previously a Title IX coordinator and senior human resources consultant at the University of MissouriSt. Louis. He has worked at OSU since July 2017, he said.

Carrie Hulsey-Greene, OSU’s associate director of communication services, explained that there were no

problems with the former department, but the switch is intended to increase efficiency.

“It’s about how to process the claims and do the investigations as quickly as possible when we do have someone who files a report,” HulseyGreene said. “We switched it because of Justin’s expertise in the area and because we felt like the process would move much quicker if it were under Human Resources.”

Lacy said the EO office deals mainly with staff. Faculty usually report problems through the provost’s office, but the EO office is also equipped to handle issues

with faculty and student workers, he explained.

“Equal opportunity is really for everybody, for students, staff and faculty, because anybody can need to utilize the services of equal opportunity,” Lacy said.

“So that’s why we are here, literally for anybody who’s affiliated with the campus.”

Lacy said if someone has experienced discrimination, whether it’s because of sex, race, religion or a different reason, that person can report a claim to the EO office, which will start an investigation. Amid the transformations in the office, Lacy said he expects the process of

filing a complaint to remain the same as it was under Institutional Diversity, unless the office decides it can improve its policies.

“We’re here to make staff’s and faculty’s working lives better,” Lacy said.

“Everybody has the right to be free from those types of situations (harassment and discrimination), so we do everything in our power to try to prevent it.”

Oklahoma State has secured its longtime athletic director Mike Holder through the 2020-21 academic year.

Holder, who has been OSU’s AD since 2005, will receive a pay raise to $950,000 a year, a significant increase from the $640,000 he received in 2017-18, after the OSU/ A&M Board of Regents approved his three-year contract extension.

most every OSU sport has received or will receive a new venue or significant improvements on its venue during Holder’s tenure.

This includes the renovation of Boone Pickens Stadium, the construction of the Sherman E. Smith Center, a football practice facility, and the construction of the Michael and Anne Greenwood Tennis Center. A renovated stadium for Cowgirl soccer will open this fall, and a new baseball stadium is expected to open in spring 2020.

“Coach Holder’s compensation has been well below market for years,” said Burns Hargis, OSU’s president, in a

press release. “Under his leadership, Oklahoma State is one of the most well-rounded, competitive athletic programs in the country. Mike has led historic improvements in facilities and performance of our athletes and, with this adjustment, his compensation will be more in line with Big 12 athletic directors.”

The announcement of the contract extension comes in the wake of OSU receiving some negative national attention after Holder made comments on a podcast that he believes football coach Mike Gundy could make some improvements when it comes to recruiting.

SUMMER BOX OFFICE: ONE MONTH IN, NUMBERS LOOK PROMISING BRAD EN FO S T ER STAFF R EPO RTER @ BFOSTER OS U

As the first official month of the summer comes to a close, it’s time to look back and gauge how the box office has been. With some smashing successes and even more depressing failures, what movies are on top, and what movies need to make up some ground?

To start, the first major blockbuster of the summer was probably “Avengers: Infinity War,” which launched in early May. Although it was expected to break records, the WEDNESDAY, JUNE 27, 2018

amount of cash Disney is raking in off of this movie is unbelievable. In just two months, the movie has grossed more than $2 billion worldwide, making double “Black Panther’s” already staggering gross.

Reviews have been pretty solid, but few people anticipated the movie to do this well.

The next major film to release was “Deadpool 2,” which has earned a surprising $700 million worldwide on a budget of only $110 million. It is safe to say that Ryan Reynolds’ long-fought-for project is panning out beautifully,

and plans for the “X-Force” movie are already in motion.

After “Deadpool 2,” the box office saw a much expected drop-off in attendance, much to Disney’s woe with the release of “Solo: A Star Wars Story” on Memorial Day weekend. One month after its debut, the movie still hasn’t scratched $200 million on a budget of more than $500 million. The performance of the newest and highly unanticipated Star Wars film has led to Disney putting a hold on future spin-off movies. Maybe the company will finally fix

its writing problem and go back to releasing the movies in December.

To kick off June, “Ocean’s 8” drops in with a $100-million dollar, twoweek total gross, a pretty good start for the reboot/ spinoff of the Ocean’s series. The movie cost only $70 million to make. To consider the film a success, it needs another $40 million, but there is still a lot of time to make that up.

After 14 years of waiting, “Incredibles 2” opened June 15 to make a solid $350 million in just 10 days. The movie is steamrolling right along, though

it did suffer a 55 percent drop from opening weekend. That’s a pretty sharp decline because of the opening of “Jurassic World: Fallen Kingdom,” which comes in at $150 million after opening weekend.

Although still a fantastic opening, the sequel to the reboot of the “Jurassic Park” films is looking to do a little worse than the original “Jurassic World.”

So, how good has the summer been? Without factoring in the complete failure of “Solo,” the box office is showing up strong this summer. If you were keeping track, Disney owns

all but two of the movies I mentioned, meaning the company has officially taken over the summer already. While “Ant-Man and the Wasp” isn’t due out until July, it’s safe to say nobody over at Disney is hurting for cash. The only one in the hot seat is Kathleen Kennedy, who has some serious work to do with her less-thansuccessful tenure as the LucasFilm head.
