A BLIND tourist has been thrown out of a supermarket as staff feared his guide dog would ‘eat the food’. Ex-policeman Stephen Joiner, 63, was outraged when employees at the Prossima market in Fuengirola insisted he take his working pet Jodie outside. The Brit, who has been visiting the Costa del Sol for 15 years, was holding a white stick, while his dog had official dog flashes and collar. When he insisted she was an official guide dog, the employee replied: ‘You have your wife with you, you don’t need a guide dog.’ The manager was then called and asked them both to leave the shop. When questioned, he said he was ‘worried’ that the dog would try and eat the food. “He was very agitated, raising his voice and coming across as quite threatening,” said the ex-Merseyside Police detective. “He was all the time on his phone, following us trying to edge us out.” The pair, who have been spending their holiday for the last 15 years at Las Palmeras hotel, debated about calling in police to make an official complaint. When the Olive Press contacted the shop for a response, we were told they had, in fact, been allowed to shop. “A shop assistant simply told him to wait in a designated area before going to ask her superiors for permission,” claimed the employee.

THE owner of Marbella Football Club has been arrested in a huge anti-mafia raid. Alexander Grinberg was cuffed alongside six others in the huge crackdown at the football club. The multi-millionaire businessman is being probed for alleged money laundering and being a member of a criminal organisation, with police believing he has ties to the Russian mafia. The head of Mijas Water (Agua de Mijas), was also arrested in the raid, as well as businessman Arnold Taam, who was lifted at Grinberg’s multi million euro villa in Bahia de Marbella. “This was a raid coordinated between the Mijas and Marbella Guardia Civil,” said one local source. “There were helicopters and dozens of police vehicles involved and the streets were shut off, it was quite something.” The raids are said to be a crackdown on links to the Solntsevo gang, whose boss Vyacheslav Gulevich was arrested in Mijas last year. Police say a ‘large amount of material’ has been seized for what is now an ongoing investigation.

Sophie Dolan, 27, from Bristol, had to fork out almost €1,000 after returning from work in Gibraltar to find her tyre had been stolen. Video fightback A HIGH-TECH video surveillance scheme has been launched in Marbella to combat a worrying rise in crime in the town. The new Marbella mayor Angeles Munoz has given the green light for the €1.5 million project. The scheme, which will see the installation of new cameras in Puerto Banus, as well as Marbella port and La Canada shopping centre, will offer better safety for locals and holidaymakers. New help points are also to be set up for tourists which will be jointly run by the local and national police. “We cannot just look the other way any more,” said Munoz. “This is a major priority for us.”

According to the Ministry of Public Works, the average cost of a square metre is now €2,711, making it the most expensive in Andalucia and 60% more costly than Malaga city. The study looked at properties up to five years old and puts Marbella alongside hot locations Barcelona, Madrid and Calvia, in Mallorca. It reveals that prices in Marbella increased by 20% since 2014.

It comes after Andalucia’s TSJA Supreme Court overturned a ruling that made it illegal to build on any land within 500 metres of the sea. It also means that 1,200 homes that were left unfinished on the Costa del Sol can also now be restarted. More than half of these are in Torre del Mar, where six projects were halted, and where Velez-Malaga had unsuccessfully appealed the ban citing the importance of increasing tourism in the area. Green groups and various political parties, including the IU and Podemos, have slammed the decision and demanded an appeal. The Junta hopes to reinstate the ban by taking the judgement on the Plan de Proteccion de del Litoral to Madrid’s National Court.

ATALEXIT, as it has been dubbed, is a big deal all round. As the country’s most prosperous region, Catalunya is a treasury for 19% of the national economy, and a leader in tourism, exports, manufacturing and industry. There has been talk of secession since the founding of Estat Catala in 1922, and on October 1 the political party will have its biggest chance yet. While the movement has peaked and troughed, it has experienced a resurgence over the last few years, thanks primarily to Spain’s economic woes, a 2010 constitutional court decision to lessen Catalunya’s sovereignty and growing distrust of central government in Madrid. The latter has intensified in recent weeks since Madrid began a campaign to quash the vote - which it claims is unconstitutional - by arresting and charging leaders who support the referendum for ‘disobeying’ national government. It led to thousands of Catalans protesting in the streets after 14 leaders were placed under arrest While the latest survey at the end of July found that 49.4% of Catalans were against independence and 41.1% supported it, it’s hard to know how far Madrid is helping or hindering the cause. But Alain Cuenca, an economics professor at the University of Zaragoza, said last week: “The economic arguments will not be the prevailing ones in the debate over Catalonia's independence, the arguments used by both sides appeal to identity.”

Poll asks British expats if they want joint nationality

BRITISH expats are being urged to participate in a poll over taking dual or Spanish nationality. Brexpats in Spain co-founder Anne Hernandez set up the survey after Theresa May’s ‘vacuous’ Brexit speech in Florence, last week. So far nearly 200 people have said they would be happy taking joint nationality, while over 100 would not worry about becoming Spanish. The poll results will be sent to the UK and Spanish governments, with dual nationality currently not available for British residents in Spain. May’s speech has attracted criticism for not addressing adequately the rights of 1.2 million British citizens living in the EU, including 300,000 in Spain. “I decided to set up the poll after May’s speech, which told us nothing,” Hernandez told the Olive Press. “Her speech showed how unimportant we are. We do not seem to count for anything.”

‘Labour must put second referendum in manifesto’ SADIQ Khan has called for a second referendum on the UK’s membership to the European Union. The London mayor has unravelled Labour leader Jeremy Corbyn’s bid for party unity on Brexit after revealing he will press for commitment to another national vote. Fire eaters GOATS and sheep are being used to tackle forest fires in Spain. Dubbed the ‘Goat Fire Brigades,’ the wooly animals are part of a pilot programme in Girona run by Pau Costa Foundation. The herds are encouraged to graze in strategic areas of the forest that are identified as being at risk from fires. The local lambs make quick work of munching through overgrown trees and scrubland vegetation. This serves to to deprive fires of fuel while creating a clearing for firefighters to reach the blazes. It’s also incredibly cheap.

THE Ministry of Agriculture has coughed up €3 billion to tackle the severe drought affecting Spain. The aid will be given to farmers across the country on October 16 to help them respond to the lack of rainfall. Meanwhile, an injection of €200 million will be available in the form of credits that farmers can apply for, although much of this will be concentrated in the Duero, Segura and Jucar basins. It comes as Spanish reservoirs are currently at 41% of their total capacity after suffering one of the hottest Springs on record and a sharp increase in consumption.

Government gives billions of euros in aid to farmers to tackle severe drought Experts are worried that the drought could be a repeat of the early eighties and nineties, when each drought lasted three years. In Andalucia, the water deficit and the hot summer has affected olive harvests, producing small and wrinkled fruits with little to no commercial value. In Extremadura the corn crop is going to be reduced by 10% this year. In Castilla-La Mancha the reservoirs are at 20% capacity,

16% below the average of the last 10 years. In Murcia and the Valencian Community, reservoirs remain around 25% and in La Rioja they have already fallen to 22%. In some regions, the drought has been so severe that it has revealed centuries-old villages that had been swallowed by lakes and reservoirs. In some areas, reservoirs have dried up so much they have revealed Roman villages, some even attracting tourists.

During the first six months, both staff and visitors will be able to see the baby hugging her mother Ares, who will now spend most of her time up in the trees, jumping from branch to branch with proud dad Den in toe. It comes after Bioparc became the only zoo in Spain to join the European breeding programme of the endangered species in 2003. Gibbons, from Southeast Asia, are famous for their incredible ability to move between branches, a skill known as brachiaria. But the primate, which lives in the jungles of Vietnam, Laos and Cambodia, is in serious danger, hence a European-wide breeding programme has been created to help reintroduce young gibbons to their natural habitat. The first pair of gold-cheeked gibbons to arrive in Asia from Europe will come from Fuengirola Bioparc.

According to a spokesman the development has been designed to be ‘perfectly integrated into the natural environment.’ and has achieved a BREEAM certificate for renewable energy as well as its low impact on the environment. Each entry point to the urbanization will have its own access control and security, one of them being from La Quinta Golf and the rest from Nueva Andalucia. Valuable valley - but a plot for what? AN enormous plot of prime rural land is attracting interest from developers in Marbella. The €7.5 million euro estate near the border with Calahonda is described as a ‘great opportunity’ with ‘magnificent views’ on a billboard beside it. Known as ‘El Lagar del Carbon’, the 511,000 m2 plot stretches down to the AP-7, near Cabopino, and has two deep V-shaped valleys either side of the pass. The issue is exactly what can be built on the plot. When the Olive Press contacted a number on the poster, an agent

ORREMOLINOS town hall has vowed to fork out more than €1 million to protect its landmark Maria Barrabino house. It comes as part of a project by the town to pedestrianise its historic centre. The house, built in the 19th century, reflects the tastes of the then Malaga bourgeoisie, and still retains much of its original design and structure. The town hall will pay €1.1 million to the heirs of Barrabino, who was a key figure in the area, and whose family still own important property there. PSOE Mayor Jose Ortiz described the purchase as a ‘great milestone’ for the city as ‘the first symbolic stone of the great pedestrian boulevard’, which has been designed by the architect Salvador Moreno Peralta in the center of Torremolinos. He added that the building ‘treasures unforgettable memories of the municipality in different times and is one of the forgotten buildings with the most architectural value on the Costa del Sol.’ The bad state of the house has led to acts of vandalism that have damaged the hand-decorated kitchen tiles and vintage stair handrails, which are topped with carved wooden lions. Although the remodeling work is said to be complicated, the town hall remains convinced of the necessity of integrating the property into the urban strategy of the town centre. This strategy includes the pedestrianization of the Costa del Sol square, an enclave intimately linked to the

The former lemon and orange plantation, on the Camino de Coin, in Las Lagunas, is one of very few reminders of the area’s rural past. “Why are we losing this valuable historic building to make way for a gas station?,” asked former mayor Angel Nozal, of Mijas PP party. “There are already two petrol stations on the same stretch so it makes no sense.” He added: “It is a miserable decision as it has been an important cultural reminder of the former lives of the people who were alive in the fifties.” The decision to remove the building’s status came after the town hall, run by Ciudadanos, decided that the building had no integral architectural value nor historical

interest. Town planning boss Andrés Ruiz has now started the process to modify its status. Ruiz said: “After asking the owners as well as our town planners, both parties agree that the farmhouse does not have any special feature that deserves such protection.” The PP party had previously planned to see it renovated and turned into some sort of museum. The petrol station will only take up 10% of the land, with the rest likely to be used for further development. Sales in July of this year increased by a whopping 20%, writes Mark Stucklin

S

PANISH home sales inscribed in the Land Registry increased by 19% in July 2017, according to the latest figures from the National Institute of Statistics (INE). There were 35,124 home sales in July (excluding subsidised home sales), and 38,841 if you include homes subsidised by the Government, known as VPO. Home sales have risen by double digits almost every month this year, in keeping with a recovery trend that started in March 2014 when the market turned the corner after seven years of declines. The INE’s figures are based on sales inscribed, not actual sales that took place in the month. As such they lag the market by about two or three months.

Sales by Region – July 2017 I’ve prepared the following graphs to illustrate how sales changed by selected region – those regions of most interest to foreign buyers, owners, vendors, and investors. The first chart shows the year-on-year percentage change in sales in July, and the second one shows the same, but for the year to date (first seven months) compared to the same period last year. If increasing home sales are a positive sign, it’s clearly turning out to be a good year for Catalunya, with some of the biggest home sale increases in Tarragona (Costa Dorada), Girona (Costa Brava), and Barcelona City. So it seems property buyers local and foreign are unfazed by the whole question of unilaterally declared independence from Spain being pursued by the Catalan regional government. Just a storm in a teacup, like some of my Spanish relatives claim? I’m not so sure. Time will tell.

New and resale transactions There were 32,049 resales recorded in the period, and 6,792 new home sales (not including off-plan sales, which won’t show up in the figures for months, but which are bound to be growing fast). Both new and resales were up, by 13% and 18% respectively. The chart (above) shows how large and repetitive declines in new home sales are now a thing of the past, as I’ve been forecasting for some time. The steady improvement in new home sales is a clear sign that the market is recovering, though new home sales are nowhere near the absurd heights they reached in the boom years. Which of Spain’s coastlines fetches the most for its property? HE Costa del Sol is the most expensive coastal location, it has been revealed. It comes after a new study showed the average property price along the British favourite is €350,000. EST buds, tequila business partners and holiday home neighbours George Clooney and Rande Gerber – husbands of Amal Clooney and Cindy Crawford – take an annual boys’ trip on their motorbikes. They’ve done Corsica, America and Italy’s Dolomites, and this year planned to try south Spain. “We thought we would check out Andalucia because of the mountain roads and passes,” Gerber said ahead of their Málaga start. “The day usually ends in a bar, drinking with the locals.” Clearly, inhabitants of the remote villages of the Montes de Málaga Natural Park are in for a treat – but it’s not beyond the realm of reason that the A-list duo might stumble upon a beautiful cortijo along the way and consider buying another holiday home. It certainly would offer the Clooneys and their two young twins more privacy than their paparazzi-magnet villa on Lake Como. So what might they spot along the way? Along with Valencia, Andalucia is the most popular Spanish region for British home hunt-

It’s a niche market that shrank after the Spanish property crash – when house prices fell between 40 and 60 per cent – yet is slowly returning, according to Barbara Wood of the Spanish buying agent The Property Finders. “For those who seek complete privacy in beautiful countryside, with eagles soaring overhead and wild boars snuffling around the roads, then there are some wonderful properties,” she says. “I recently sold an eight-bedroom home near Gaucin for €1.7 million (£1.57 million) to a British couple who had been driving around Andalusia looking for the right opportunity for 15 years.” Andalucia is a vast and widely divergent region. When Clooney and Gerber head up the A7000 towards Casabermeja – perfect biking territory with endless switchbacks and views back towards the Med – turning east is completely different from going west. High-end buyers look west, towards Ronda and Gaucin, says Wood. “This is an area of bull-breeding farms and equestrian properties towards Cádiz and Jerez where there have always been some important homes.” Unusually south-facing for a mountain village, the medieval Gaucin has attracted overseas buyers for 40 years. “There’s nothing there worth looking at below €750,000 and you’ll have much more choice with double that budget,” says Wood. This small, traditional village, and nearby Colmenar, sits in prime biking territory, yet a pretty country house with three bedrooms high in the hills costs only €199,000. Plus, you might just catch a glimpse of George roaring by. You can’t put a price on that. The Lady Haya, Price tag: €45 million If you see this luxury yacht docked in a glitzy port, it only means one thing; the king is in town. Owned by Saudi Arabia’s King Abdullah bin Abdulaziz, the ship measures 212 feet in length and has a top speed of 18 knots. A permanent feature in Marbella and Banus this summer, she was designed by Terence Disdale and manufactured by Mitsubishi Heavy Industries in 1981, and has received many upgrades over the years.

Sailing Yacht A The staggering Sailing Yacht A is a 468ftlong vessel featuring three, 300ft masts that are taller than London’s Big Ben. The mammoth megayacht was tested rigorously in Gibraltar before being handed over to its new Russian billionaire owner, Andrey Melnichenko, earlier this year. Since then, the imposing vessel has been seen in Marbella - just last weekend - Mallorca and Monaco. It boasts eight floors - with a helicopter pad on one of the decks - and an underwater observation room. Powered by a hybrid diesel-electric package with controllable pitch propellers, she can accommodate 20 guests and a crew of 54.

The primary income requirement will be from your work and those derived from your investments will also be taken into account. However, it is important to remember that banks will only take property rental income into account when declared with their relevant tax agency. They will generally not accept rental incomes derived from the property being financed, some exceptions being where these incomes are historical and properly accounted for in a Spanish SL setup. When looking for a property, mortgage amounts are measured against these incomes. The ratio with outgoings must be between 30 to 35% of your net income in order to qualify. How does Spain compare with other countries in terms of the overall golfing experience? NJM: “Spain is a very good place for playing golf especially southern Spain because of it’s weather. The region at the moment is a very unique golf destination.” AM: “I think Spain , especially the south, is the best place for golf. There are so many courses and the weather is amazing all year around.” What is the one thing you miss the most about Marbella when you travel? NJM: “I miss my family and friends the most, but the food and culture always brings me back!” AM: “I would have to say my family. I’m very close to them and it kills me being so far away most of the time.”

SPAIN and the UK are letting female golfers down with a lack of a support. KMPG’s Golf Participation Report for Europe 2017 revealed the two countries have among the lowest female to male player ratios. In Spain, 26% of its golf players are female. Wales, England and Scotland have the second to fourth lowest proportions of female golfers, ranging from 12-13%. In Slovakia, there are more female players than male, a first for a European country. While in another four European countries – Germany, Austria, Liechtenstein and Switzerland – more than a third of the registered golfers are adult women. Germany now has just under a quarter of a million adult female club members, nearly double the next three highest

countries on the list: The Netherlands, Sweden and France. England is fifth with 90,132 adult women as members of golf clubs. The research further shows that men make up 67% of the total registered golfers across Europe in 2016, and the proportion of European population who actively played golf (0.9%) has not changed since 2015. Despite the low proportion of female members, England had an outstanding year in 2016 and saw a large increase in its number of golf club members. The country saw a rise of 4.4 per cent – nearly 30,000 people – from 665,103 members in 2015 to 694,623 members in 2016. This was the biggest rise in Europe – just ahead of Spain which saw growth by more than 28,000 golfers, nearly 10%.

Stopping traffic IF you were to walk around Pontevedra in Galicia, you’d be forgiven for thinking you’d stepped back in time momentarily. The northern city has seen cars all but disappear from its central streets due to years of strict motoring rules. In fact, traffic has fallen by 97% in the city centre and 53% overall. The city hasn’t seen a single traffic fatality since 2011, while its carbon dioxide emissions are significantly lower. It comes after Miguel Anxo Fernández Lores, who has been in power since 1999, introduced sweeping reforms. “We took office on July 3, 1999,” Lores recalled. “And by August 6, we’d already pedestrianised the whole historical centre. “We also created loops to keep people from driving through the city,” Lores explained, “If you enter by the south, you leave by the south.” The strategy saw the town hall install severe parking restrictions while building free parking garages on the outskirts. Lores added: “We inverted the priorities pyramid, leaving the pedestrians at the top.”

ORDOBA’S signature soup of Salmorejo salmorejo is the perfect autumn dish. While gazpacho or ajo blanco is the perfect light summer fare, salmorejo has a bit more punch and substance. The soup is now so well loved around Andalucia, that it has its own culinary guild in Cordoba, which is constantly promoting it as a true ambassador for the city. Rather like the city’s other famous dish, rabo de toro (oxtail stew), it is now well known around the country and is getting better known abroad. Some of this success is being credited on a salmorejo congress in June, which brought in food professionals from around the globe.

Indeed, so successful was the Congreso Nacional de los Salmorejos salmorejos that it has been decided to run the event every year. For two days, lectures, tastings, demonstrations and discussions were held at the Palacio de los Congresos to study the authentic recipe. The aim is to now promote a traditional ‘protected’ recipe, selected by a panel, which is to become an emblem for Cordoba. EARS ago (in the 1980s) at my original Geranium restaurant, near Cambridge, I started up a cookery school. Yes, I became a professor and we had enquiries from all over the UK including one from Jamie Oliver’s family, who lived nearby and often ate at The Pink Geranium. As my wife Michele and I settle on the Costa del Sol - with two Geranium restaurants now, one in Marbella and another in La Cala - I thought it might be a good idea to re-kindle some of my old Masterclass magic. It was fun to dig out my original school agenda and I certainly found a few chestnuts. Back in 1988, for example, I taught my pupils how to smoke fish.

We did this by filling a tray full of wood chippings which we got very hot and smoky before shoving it at the bottom of an old disused fridge that I conveniently had standing outside. I’m all for the flip-flop freedom of summer but putting your bunions on public display is never a classy look. I walked on stage, the spotlights hit me and I looked out over several thousand people. Certain parts of my lower anatomy tightened immediately. Secondly, I was introducing the artists in both Spanish and English. And while my bar room brawl Andaluz is perfectly acceptable for day-to- day stuff, I was painfully aware that it wasn't quite up to scratch, so masked it by hand actions, speaking even quicker than I normally do and added plenty of “Hola Marbella” or “Hola Estepona” as the venue dictated. All in all though, it seemed to go quite well, especially my introduction to the Rock fans of Estepona – 'Hola!!! Soy el superguiri', which raised a huge cheer. Even better, no one threw rotten fruit or anything worse. My cousins were at Monsters of Rock at Donnington in the late 70s when legendary Rock DJ Tommy Vance was pelted off stage with litre bottles filled with... well I'll let you guess... Although I did have a folded up anorak on the side of the stage, just in case.
