Todd Young gives 2021 ‘Year in Review’ for Indiana

Happy New Year, Hoosiers. I wish each of you good health, prosperity, and joy as we dive into 2022. The following is a list of some of the legislative accomplishments we got done in 2021. In 2022, I look forward to continuing representing Hoosiers in Washington, D.C.
The Endless Frontier Act American innovation, technology, and national security efforts are falling behind our international competitors, especially China. Last year, the Senate passed my Endless Frontier Act, also known as the United States Innovation and Competition Act (USICA), which would help the United States outinnovate, out-compete, and outgrow China. Advancement of the Endless Frontier Act would also cultivate job growth by establishing regional technology hubs across the nation. We must move this bill through the House so it can be signed into law this year, a key step in helping us to win the 21st century.
South Shore Line Funding The South Shore Line Double Track Project and the West Lake Corridor Commuter Rail Project combined are expected to attract

Todd Young roughly $2.3 billion in private investment to Northwest Indiana and create more than 6,000 new jobs and $3 billion in economic impact by 2048. Last January, I worked with the Federal Transit Administration (FTA) to secure the nearly $173 million in federal funding needed to complete the South Shore Line Double Track Project. This has been a game-changing infrastructure priority for Indiana for many years. This project will benefit Northwest Indiana and Hoosiers for years to come.
The DRIVE-Safe Act As the supply chain crisis looms and the trucking and logistics industry struggles to find CDL drivers, I worked with Senator Jon Tester (D-Mont.) to introduce and pass the DRIVE-Safe Act. The DRIVE-Safe Act became law in November. This legislation addresses the truck driver shortage by allowing those older than 18 to obtain a CDL after extensive training. Though 49 states and the District of Columbia allow individuals to obtain a CDL at the age 18, federal law currently prohibits those operators from moving goods from state to state until they are 21. The DRIVE-Safe Act establishes an apprenticeship program that would allow for the legal operation of a commercial motor vehicle in interstate commerce by CDL holders under the age of 21. National Defense Authorization Act I’m proud to have secured several key provisions in this year’s National Defense Authorization Act (NDAA), including provisions to strengthen cybersecurity cooperation with Israel, investments in emerging technologies, and the creation of a bipartisan commission to examine our two decades of war in Afghanistan.

The bill also includes a plan I worked on with members of the Burmese community in Indiana to support the restoration of democracy in Burma. This NDAA gives our troops a 2.7 percent pay raise and provides a 3 percent increase over the previous year’s military budget. This increase is more for our military than President Biden’s original proposal, which would have slashed defense spending. This increase is critical to keep pace with the Chinese Communist Party which has averaged ranged between 7.2 percent and 8.1 percent increases in year-over-year growth since 2016. Also, in 2021, the following provisions were secured in support of Indiana projects: Anti-Submarine Warfare Equipment: As the United States engages in strategic competition, our Navy will be at the forefront of securing vital sea lanes, protecting commerce, and reducing threats to the homeland from the navies of China and Russia. Sonobuoys, like those manufactured by Ultra Electronics in Columbia City, Indiana, are a vital tool in detecting and tracking submarine threats from our peer competitors. Young secured a 20% increase in funding to procure additional sonobuoys. Persistent Maritime Intelligence Gathering: Senator Young also secured funding support for two additional MQ-4C Triton drones, reversing the Biden Administration’s decision to not procure this aircraft. The Triton provides long-range intelligence, surveillance, reconnaissance, and targeting capabilities over vast oceans spaces. As the United States seeks to deter against China in the Pacific, this airborne capability will be invaluable in monitoring China’s deployments of ships and aircraft. RollsRoyce produces the engines for the Triton in Indianapolis, Indiana. Vital Ground Combat Capabilities: With Vladimir Putin and Russia threatening the security of Europe and the NATO alliance, now is not the time to reduce the acquisition of the necessary armor capabilities

Robert Michael Manriquez, age 57, went home to be with the Lord Monday, Jan. 3, at 9:10 p.m. after a short bout of covid pneumonia. Mike was born in Norwalk, California to Michael and Doris Manriquez. He is survived by his four children, Amber (Christopher) Michaels, Dustin Manriquez, Kevin (Paige) Haggard and Hannah Manriquez, four grandchildren, Savanna Manriquez, Dion Michaels, Desiree Michaels, and Kevin Haggard Jr., one sister, Denise Chack, and five brothers, Rodney Chack, Phillip (Lisa) Manriquez, Timothy (Tammy) Manriquez, Ronald (April) Manriquez, and Robin (Danielle) Manriquez. Mike was preceded in death by both of his parents and his brother, Anthony “Tony” Chack. Mike’s legacy is sure to live on in the many friends and family that had the pleasure of knowing him during his lifetime. He attended Peru High School and then jumped right into the workforce. Along the way, Mike learned karate, learned auto repair out of necessity, taught himself to play the guitar which he loved to play for anyone that would listen, he even taught himself to drive an 18-wheeler. He also learned to be an electrician while working for Bellar Construction and Sidwell Electric, which would eventually lead to his career as an industrial electrician at Square D/Schneider Electric until ALS forced his retirement in 2015. Mike was one of the hardest working men on Earth, often working two jobs at a time to provide for his children whom he loved very much. He would do anything for anyone while always thinking of himself last. Mike very much enjoyed riding his Harley Davidson and hanging out with his great friends next door in Ty and Sara’s garage and spending time with his family. Mike did not allow his diagnosis of ALS to rule his life. He continued to live every day on his own terms with the help of many good friends and family members, especially his wonderful daughter Hannah, who was the apple of his eye and was only three years old at the time of his diagnosis. Hannah has been Mike’s youngest daughter, his interpreter, his right-hand, and we just can’t say enough about his biggest helper. A visitation and memorial service in his honor was held Monday, Jan. 10, 2022, at Flowers-Leedy/Allen Funeral Home, 105 W. Third Street, Peru, IN., 46970. Visitation was from 4 p.m. to 7 p.m., with a service at 7 p.m. Cremation and burial will be conducted at a later date with a celebration of life for the family members. Memorial contributions will be accepted in Mike’s name to the ALS Association of Indiana.
Rebecca “Bec” S. Fitzpatrick, 66, of Miami passed away Thursday, Jan. 6, 2022, at St. Vincent’s Hospital in Kokomo. Born July 18, 1955, in Logansport, she was the daughter of the late John and Mary (Birnell) Anderson. On Sept. 8, 1973, she married Jerry R. Fitzpatrick. Rebecca was a lifelong homemaker and she enjoyed bingo in her earlier years, painting ceramics and most of all spending time with her family. Survivors include her husband, Jerry Fitzpatrick of Miami, daughters, Susan Fitzpatrick of Miami, and Jenny Williams (Brad) of Miami, son in law, Brandon Scagnoli, brothers, Kevin Anderson (Becky) and Wayne Anderson (Stephanie), sisters, Marla Davis, Terry Abbott (Jeff), Rhonda Harp (John), Cheryl Sherry (Mike), Carol Malott and Ruby Patton (Ron), sister-in-law, Rhonda Anderson, brother in laws, Dean Fitzpatrick and Daryl Fitzpatrick (Kelly). Ruth P. Carrothers, 90, of Peru, passed away at 1:30 a.m., Wednesday, Jan. 5, 2022, at her residence. She was born in Macy, Indiana, Dec. 20, 1931, the daughter of Lester and Chloe (Walker) Floyd. Ruth married Brice Carrothers May 19, 1951, at the Gilead Ebenezer Church and he preceded her in death Dec. 6, 2013. Ruth was a graduate of the Macy High School and a member of Salem Christian Church. She worked for Maconaquah School Corp for 24 years. Ruth loved being outside mowing and working in her yard. She was a devoted wife, mother, grandmother, and great-grandmother and enjoyed spending time with her grandchildren and great-grandchildren. Perry G. Phillips, 82, of Peru passed away at 5:09 p.m., Saturday, Jan. 1, 2022, at Dukes Memorial Hospital. Born on Sept. 23, 1939, in Peru, he was the son of the late Elbert Mack and Imogene (Roberts) Phillips. He retired from Exide Battery in Logansport. Perry enjoyed tinkering in his garage, mowing his yard, taking walks, eating strawberry ice cream, and taking care of his tomatoes. Samuel Lee Bowman, 69, Peru passed away Friday, Dec. 31, 2021, at his residence. He was born March 21, 1952, in Peru, to Cecil and Dorothy Bowman. They preceded him in death. Raised in Chili, Indiana, he attended and graduated from North Miami High School. On June 25, 1972, he married Deborah Ellen Sparks, she survives. They would have celebrated 50 years of marriage this coming June. He had three sons, Jason (girlfriend Kaylynn Cataldo), Peru, Ryan (Joann), Louisville, Kentucky, and Jacob (Jenny), Peru. He was very proud of his boys. He is also survived by his siblings, Jim Bowman, Amboy, Jack Bowman, Indianapolis, Cecil Bowman, Peru, Carrie Hartleroad, Peru, and Becky Hughes, Peru. Sam served 15 years (1977-1992) on the Peru Police Department. He also worked for Thermogas/Ferrellgas as a truck driver. In his spare time, he loved riding his Harley-Davidson motorcycle and attending motorcycle related events. Besides motorcycles, he had multiple hot rods he took to car shows. Many of them won awards at those events. He could also be found playing cards and joking with his buddies at the Smoke House. His main pride and joy were his grandkids. His goal was to make it to Christmas to spend it with them. They include Ethan Bowman, Gavin Bowman, Rylee Bowman, Jacob Bowman, Jacoby Bowman, and Ryker Bowman along with two stepgranddaughters, Shaylynn Cataldo and Cali Cataldo. James Franklin Yard passed away Saturday, Jan. 1, 2022, at his residence. He was born Nov. 12, 1938, in Peru, Indiana. He married Patricia Sue (Krile) Yard May 17, 1960, in Peru, Indiana. He was a member of St. John’s Lutheran Church and the Eagles in Peru, Indiana. He retired from General Tire/Trelleborg where he had worked for over 40 years. After retiring, he enjoyed spending time with family and friends, camping, traveling, and fishing. He had been on a shuffleboard and bowling leagues. Recently he enjoyed gambling, taking rides in the car, reminiscing with family and friends, and an avid follower of Indiana University basketball and Indianapolis Colts Football. He is survived by one brother, Ronnie, and his wife, Charlene Yard, a stepbrother, John Pogue and wife Mandee, and five daughters: Lea Ann Sellers and husband Richard, Gina Short and husband Darrin, Jami Correll and husband Kevin, Jodi Worden and husband Jeff, and Staci Creager and husband Jeff. He has ten grandchildren (Michael King and husband Tommy Fowler, Jana Fouce and husband Robert, Hope Skurkis and husband Ryan, Elizabeth Worden, and fiancé, Jason Spencer, Brett Worden and wife Ariel, Ryan Sellers and wife Carrie, Cassandra Worden, Seth Correll, Sage Correll, and Jillian Creager) and eight great-grandchildren. He was preceded in death by his parents and his wife of 58 years. Vola Mae Roberts, 99, passed away Jan. 2, 2022, at Blair Ridge Health Campus in Peru. She was born in Baxter, Tennessee, July 26, 1922, to Sterling and Ollie (Martin) Cole. She married C.D. Roberts and he precedes her in death. Vola is survived by her daughters; Dorothy Herron of Peru, Indiana, Judy Hartley of Parsons, Tennessee, son; Larry Roberts of Wabash, Indiana; nine grandchildren; 18 greatgrandchildren; 14 great-great-grandchildren; and a sister, Ruth Holden of Florida. She is preceded in death by her parents, husband, and son, Lonnie Roberts. Vola was a great example of what a mother’s love was about. She was a loving woman who put God and family first. She showed total love, support, and devotion to her children, their spouses, and her beloved grandchildren. Each and every one was blessed to have had such a caring, loving mom, grandmother, and mother-in-law who loved them unconditionally. Visitation was held from 11 a.m. to 1p.m. Jan. 11, 2022, at Flowers-Leedy Funeral Home, 105 West Third Street, Peru, Indiana. Eloise “Betty” France, 87, of Peru passed away Monday, Jan. 3, 2022. She was born Oct. 14, 1934, in Washington D.C. to Mabel and Arthur Edmond. Betty was employed at and retired from Kmart in Wabash, Indiana, as the Personnel Director. She started her career as the very first employee hired in 1975 and retired after their closing in 2003. She loved planting and tending to the flowers at her home. She also enjoyed collecting Thomas Kinkade pieces and reading the latest Danielle Steel novel. Betty loved cooking and could often be found making dinner for visiting family and friends. She was well known for the homemade tins of cookies she baked every Christmas season which included her infamous marble squares. She is survived by her brother, William Edmond of Maryland; children, Howard (Gail) France Jr. of Peru, Indiana, Cindy Scott of Warsaw, Indiana, Loreen Plasterer of Shawnee, Oklahoma; five grandchildren, Lee (Jaci) France and children of Macy, Indiana, Joshua Rish and children of Oklahoma, Nicole Harness (Josh) and child of Peru, Indiana, Betsy Paseka and child of Warsaw, Indiana, Nicholas Scott (Taylor) and children of Warsaw, Indiana, and several great great grandchildren. She is preceded in death by her parents, two brothers, Carl and Robert Edmond, two sisters, Margaret Hart and Marilyn, former spouse Howard France Sr., and two grandsons. Visitation was held at FlowersLeedy Funeral Home, 105 W. David Lee Tharp, 69 David Lee Tharp passed away at his residence Thursday, Jan. 6, 2022. He was born in Sutton, West Virginia, Aug. 4, 1953, to David Lewis Tharp and Norma Ruth (Butler) Tharp. He married Lois (Collins) Tharp in 1974. She preceded him in death Sept. 1, 2003. David graduated from Peru High School in 1971. He worked at David Levin Company and most recently Bowman’s before his retirement.

Raymond Edward Patterson, 91, of Peru, passed away peacefully at 10:35 a.m. Saturday, Jan. 1, 2022, at his home with daughters at his side. He was born July 22, 1930, in Peru, Indiana to Russell Calvin and Mary Veronica (Butzin) Patterson. He was born and raised in Bloomfield and lived there all his life. He was the “mayor” of the neighborhood. He was married March 24, 1950, in Peru, to Phyllis M. Moon and they enjoyed 56-1/2 years together. He retired from Bryan Steam Corporation, Peru, in 1996 after 36-1/2 years. During his employment there he drove steel tubes into boilers with a hammer and eventually operated an automatic tube bender. After his retirement, some of “the guys” would stop by to chat with him, which he thoroughly enjoyed. He was a great father, grandfather, Big Pawpaw, and teacher, sharing his knowledge down through the generations. He enjoyed hunting, fishing, mushroom hunting, gardening, and keeping his lawn in “tip top” shape. Another one of his enjoyments was the family tradition of hog butchering, typically done on Thanksgiving Day each year. That tradition began at the family homestead with the four brothers and a sister and their married and single children and grandchildren. It was always a long day of hard work, but a good time had by all. Survivors include his daughters, Carol (Walt) Miller, Diana Alfrey, and Jane (Jim) Babbs all of Peru; grandchildren Matthew Miller, Timothy Miller, Daniel Miller, Michelle Hayes, Johnny Alfrey, Curtis Babbs, Craig Babbs, Chad Babbs, twentyone great-grandchildren and several nieces and nephews. He was preceded in death by his parents, wife Phyllis, brothers James, Henry (Bud), Norman and Russell, Jr., sisters Emma Lennon, Thena Chandler, Mary Lennon, great-granddaughter Corinna Miller, great-grandson Trintyn Hayes and son-in-law John Alfrey. Services were at 11 a.m., Thursday, Jan. 6, 2022, at Riverview Funeral Home, 421 W. Canal St., Peru, pastor Robert Clark officiating. Visitation was from 4 p.m. to 7 p.m., Wednesday, Jan. 5, 2022, at the funeral home. Burial was at Mt. Hope Cemetery. Barbara A. Lowe, 66, passed peacefully Monday, Jan. 3, 2022. She was born Oct. 9, 1955, in Peru, Indiana, to Richard and Peggy Smith. Barbara married the love of her life, Carl Lowe, June 14, 1975. Barbara worked for First Farmers Bank & Trust, in loan servicing, until her retirement June 1, 2021. She is survived by her mother Peggy Smith, of Peru; brother Melvin (Lauren) Smith, sister, Kay (Moe) Stevens; daughter Kristina (Justin) Hiers; granddaughter Kellen Hiers and several nieces and nephews. She is preceded in death by her husband, Carl Lowe and her father, Richard Smith. Danny Levensky, 81 Danny Levensky was born July 14, 1940, in Marion, Indiana. He was one of six boys born to Leo Levensky and Virginia (Sample) Levensky-Patton. He married Waneta (Bowland) Levensky in 1959, has two surviving sons: Larry Levensky (Chris Wagoner), Indianapolis, and James Levensky (Sheri Brewer), Amboy; and was preceded in death by a daughter, Vicki Levensky, and an infant daughter. Danny has two surviving brothers: Thomas Levensky, Sun Lakes, Arizona; and Robert Levensky, Plant City, Florida; two stepsisters: Priscilla Newman, Yavonna Wright; and three stepbrothers: Joe Patton, Patrick Patton, and Vincent Patton. He has two grandsons: Christopher Levensky (Lynne Rhodes), Fishers, Indiana; and Andrew Levensky, Indianapolis; and two great-grandsons: Greyson Levensky and Gavin Levensky. He was preceded in death by his parents and his stepfather, Luther Patton, and three brothers: Sidney Levensky, Ronald Levensky, and Joseph Levensky. Danny was a member of the Amboy United Methodist Church.
He held several employment positions: Marion Malleable Iron Works, Marion, Indiana; co-owner of Levensky’s Iron Kettle, Amboy, Indiana; and retired from the Chrysler Transmission Plant in Kokomo, Indiana. He also worked for several years as a volunteer fireman at Amboy Volunteer Fire Department, drove a bus for Oak Hill Schools, and assisted at Laird Funeral Home. Danny sang with a gospel group in the 80’s, played in church softball leagues, and loved traveling in his RV, camping, fishing, eating out, and spending time at his vacation home in Lake Placid, Florida. However, he found his greatest joy in being of service to others. He passed away at home Jan. 8, 2022. A service celebrating the life of Danny Levensky will be held on at 2 p.m., Wednesday, Jan. 12, 2022, at the Laird-Eddy Funeral Home, 201 N. Main St., Amboy, Indiana, with pastor Bruce Mughmaw officiating. Burial will be in Park Lawn Cemetery. Family and friends will gather from Noon to 2 p.m., Wednesday, Jan. 12, 2022, at the Laird-Eddy Funeral Home. In lieu of flowers memorial donations may be made through the Laird-Eddy Funeral home to the American Cancer Society.
