KAREN LYNN STOUT

KNOX, IN - Karen Lynn Stout, 70, died unexpectedly Monday, August 26, 2024, at her home. She was born July 30, 1954 at Fort Benjamin Harrison in Indianapolis, Indiana, to LCMR Forrest Stout and Shirley (Marks) Stout.

Karen was a 1972 graduate of Princess Anne High School in Virginia Beach, Virginia. She received a Bachelor of Science in Nursing form Old Dominion University in Norfolk, Virginia and had also attended the Catholic University of America in Washington DC. She worked as a registered nurse at Sentara Norfolk General Hospital in Virginia and at Georgetown University Hospital in Washington DC. She also worked as a traveling nurse in London, Bellingham, Washington and San Diego, California and then at Pulaski Memorial Hospital in Winamac, Indiana. She loved to dance and enjoyed participating in ballroom competitions and attending dance competitions around the world. She loved traveling and her Golden Retrievers. She was a member of Tri -Kappa had served as a chairman of the Easter Egg committee and as a chapter President.

She is survived by siblings: Dale Stout of Virginia Beach and Debra (Randy) Snyder of Fort Wayne, Indiana. She was preceded in death by her parents.

A celebration of life will be held on Sunday, October 6, from 1-3pm CT at the Knox Community Center.

Arrangements were made by M.C. Smith Funeral Home in Knox.

BRENDA SUE CRAIG

WINAMAC, IN - Brenda Sue Craig, 76, died Wednesday, September 18, 2024, at IU Health Arnett Hospital, Lafayette, Indiana. She was born January 1, 1948, in Jaywye, Missouri to the late Earl E. and Wanda B. (Cross) White. In 1975, she married Brent W. “Bill” Craig. He died in 2003. Brenda was a 1965 graduate of Winamac High School. She worked as a telephone operator at United Telephone Co. in Winamac and had also worked at Eaton Controls until it closed. She loved her family dearly.

She is survived by one son, Blake W. (Jill) Craig of Wakefield, Nebraska, one daughter, Brooke S. (Samuel) Pérez of Delphi, Indiana, four grandchildren, three great grandchildren, three step children: Colleen, Dee Dee and Brent, six step grandchildren and several step great grandchildren and four sisters: Shirley (Joe) Decker, Alice Creasy, Patricia “Sandy” Terry, all of Winamac and Carolyn (Stan) Johnson of Talma, Indiana. She was preceded in death by her infant twin brother.

Services were held Monday, September 23, at Frain Mortuary with Pastor Jill Craig officiating. Burial was in the Mt. Zion-Franklin Twp. Cemetery in Winamac. Memorial contributions may be made to the Winamac Town Park.

SHARON A. WENDT

ROCHESTER, IN - Sharon A. Wendt, 79, died Tuesday, September 17, 2024, in Mishawaka, Indiana. She was born September 7, 1945, in Francesville, Indiana, to the late Russell and Mabel (Freeman) Fisher. On October 30, 1965, in Francesville, she married Paul Wendt. He died January 31, 2014. Sharon worked as a driver for Pulaski Human Services for several years and had also worked in a factory and for a nursing home. She enjoyed playing with her dogs, doing crossword puzzles and watching family TV shows.

She is survived by one son, Donald L. Wendt and one daughter, Janora K. (Brian) Jacobs, both of Rochester and one brother, Ronald (Gay-Ellen) Fisher of Charlotte, North Carolina. She was preceded in death by six siblings.

Graveside services were held Friday, September 20, at the Bowman White Post Cemetery in Medaryville, Indiana. Memorial contributions may be made to the Alzheimer’s Association. Arrangements were made by Frain Mortuary.

DAVID GORDON DOTY, SR.

MONTEREY, IN - David Gordon “Red” Doty, Sr., 80, died Monday, September 16,2024, at Northwest Health Porter Hospital in Valparaiso, Indiana. He was born September 11, 1944, in Logansport, Indiana, to the late William and Ruth (Hunter) Doty. On June 12, 1971, in Pulaski, Indiana, he married Mary Elizabeth Heater.

David worked at Winamac Steel for 30 years until they closed. He also worked for Walters Disposal and Key Waste and retired from INDOT in 2003. He enjoyed playing Bingo, the Hoosier Lottery. In earlier years, he was an avid bowler. He loved hunting, fishing and his family very much.

He is survived by his wife, Mary Elizabeth, one daughter, Patty (Jay) Sullivan of Winamac, four sons: Rich (Davon) Doty of Winamac, David (April) Doty, Jr. of Rensselaer, Indiana, Melvon (Jen) Doty of Monterey, Indiana and Charles Doty of Plymouth, Indiana, twenty one grandchildren, many great grandchildren and one sister, Nancy (Jim) Allen. He was preceded in death by one grandson, Michael Nuss and one brother, Michael Doty.

The family will host a celebration of life. Memorial contributions may be made to the family.

ALVIN THOMAS PAWLIK

KNOX, IN - Alvin Thomas Pawlik, 99, died Sunday, September 15, 2024 at Brentwood in La Porte, Indiana. He was born July 13, 1925, in Knox, Indiana, to the late Hugo and Filomena Pawlik. On August 9, 1947, he married Viola McIntire.

Alvin was an armorer, engineer and gunner on a crew of 10 men on a B-24 Liberator, with the Flying Tigers in the US Air Corp. He had worked as a welder and machinist for Pullman Standard and then for Bethlehem Steel. His Catholic faith was an integral part of his life, having served as an altar boy from the age of 5 until the age of 90. He loved baseball, fishing, being outdoors and his family.

He is survived by his wife, Viola, one daughter, Michelle (Joe) of Dakota Dunes, South Dakota and four grandchildren. He was preceded in death by his daughter, Janet and eight siblings.

Services were held Saturday, September 21, at St. Thomas Aquinas Catholic Church in Knox.

Arrangements were made by M.C. Smith Funeral Home in Knox.

MATTHEW GIBLIN RUSSELL

KNOX, IN - Matthew Giblin Russell, 35, died unexpectedly on Tuesday, September 17, 2024. He was born January 27, 1989, to Mary Giblin.

Matthew acquired his CDL, finished heavy equipment school, welding classes and was a proud member of Local 152. He was an adventure seeker, lover of music, palm trees, seeing new places, history, good food, Chihuahuas, truth seeking and making people laugh. He was a Chicago WhIte Sox and Bears fan. He loved his family and friends very much.

He is survived by one daughter, Katalina Campos, his mother, Mary Giblin, two brothers: John Maher, Patrick “PJ” (Emmalee Thompson) Russell and one half brother, Zachary Schoettle and one sister, Amanda (David) Crost, grandmothers: Dorothy Giblin and Maryanne Shaughnessy and the mother of his child, Crystal Campos. He was preceded in death by his grandfathers: Charles Giblin and Robert Russell.

Visitation from 2-8pm CST on Tuesday, September 24 at M.C. Smith Funeral Home. Services will be at 10am CST at St. Thomas Aquinas Catholic Church. Burial will be in the Oak Park Cemetery in Knox. Arrangements were made by M.C. Smith Funeral Home in Knox.

WILLIAM L. HUFFMAN

WINAMAC, IN - William L. “Bill” Huffman, 81, died Friday, September 20, 2024 at IU Health Arnett Hospital in Lafayette, Indiana. He was born April 21, 1943, in Logansport, Indiana, to the late James F. and Malinda M. (Zarse) Huffman. On September 13, 1964, in Monon, Indiana, he married Joyce F. Coogle.

Bill was a lifelong farmer in Pulaski County and a member of the Paul’s Chapel Church and Gideon’s International. He was a true outdoorsman who enjoyed hunting, fishing, telling “good jokes” and spending time with his family.

He is survived by his wife, Joyce, one son, Kevin W. (Kara) Huffman of Versailles, Kentucky, three daughters: Sheila F. Lamb of Avon, Indiana, Janet L. (Chad) Inman of Noblesville, Indiana and Tina M. Huffman of Monticello, Indiana, nine grandchildren, one great grandson and two sisters: Marilyn L. (Lee) Kizlik and Carolyn M. Shivley. He was preceded in death by one son, Infant Jeffrey D. Huffman, one grandson, Austin M. Huffman and one brother, Donald J. Huffman.

Visitation will be from 12 Noon to 2pm EDT on Friday, September 27, at Frain Mortuary. Services will begin at 2pm, with Celebrant Ashley Young officiating. Burial will be in Paul’s Chapel Cemetery in Winamac. Memorials may be made to Gideon’s International.

MARTIN TORGERSON

BANNER ELK, NC - FORMERLY

OF WINAMAC, IN - Martin “Torg” Torgerson, 86, died Friday, September 20, 2024 at his home. He was born March 11, 1938, in Winamac, Indiana, to the late William and Lucille (Long) Torgerson. On May 29, 1965, in Logansport, Indiana, he married Carol Sue Russell.

Martin was a retired teacher, having taught literature, grammar, speech, journalism and writing throughout Loganland. He was also a varsity basketball coach and athletic director at Caston and had coached girls and boys basketball at many levels, girls golf and baseball. After retirement from teaching at Winamac High School, he taught writing at Indiana University Kokomo. Martin loved to play golf and hunt morel mushrooms. He enjoyed spending time with his family and watching his granddaughters play basketball.

He is survived by his wife, Carol Sue, one daughter, Anne Torgerson of Los Angeles, California, one son, William (Megan) of Banner Elk, North Carolina and one sister, Katherine Fritz of Clearwater, Florida. He was preceded in death by siblings: Tom, David, Andrew, Jason Torgerson and Nancy Matthews.

He was buried in the Winamac Cemetery (McKinley Addition) in Winamac. Donations may be made to The Michael J. Fox Foundation for Parkinson’s Research.

A few citizens have reached out to ask my thoughts on vegetation control/spraying in the regulated ditches and/or the ditch banks/75’ right of way of our regulated ditches. 36-9-27-33 – Describes the Seventy-five (75) foot easement of any regulated drain measuring from the top edge of each bank of an open drain and the center of any tile drain, as determined by the Surveyor. First, I would like to state just a few reasons why vegetation control/spraying is essential and of vital importance in Starke County. The Surveyor does not spray a ditch that is not a regulated drain, nor the rivers.

The county spray program is to control trees, brush, thorns, noxious plants and invasive species from growing in and on the ditch banks so the water will flow at its full capacity. This carries water away from homes, fields and businesses. The spray program is the most cost-efficient way to maintain a ditch and to keep maintenance fees at a minimum.

Invasive plants threaten to create a monoculture where one plant type dominates an area. Invasive plants choke out native plant species and change wildlife habitats so animals cannot utilize the area. Selective herbicides control these invasive plant species while promoting native plants that in turn attract a wide range of wildlife. While mechanical methods can be used to manage invasive plants, these techniques often cause more damage to an area than herbicides and can open areas to new invasion of other invasive plants.

Mowing and trimming remain important parts of any vegetation maintenance program. But mechanical maintenance alone cannot protect these areas adequately. Besides being labor-intensive, mechanical methods can cause soil compaction that can lead to soil erosion. In addition, mowing brush tends to cause the plants to respond by sending out multiple resprouts — the plant’s natural defense to the cutting. This only worsens the vegetation problem. In some cases, mechanical methods quite simply cannot be used. Steep terrain may limit access by mowers, and in the case of railroads and substations, their crushed-stone construction makes mechanical weed control impossible. Herbicide controls unwanted brush and eliminates resprouting. Because of this improved control, crews and heavy machinery visit the area less frequently, meaning less impact on property.

Most folks know that I have a great love for the outdoors and wildlife so how do we know the spray solution won’t hurt wildlife/aquatic species? The spray contractors are certified from the Indiana State Chemist and are insured. The spray used in the waterway is an “aquatic spray” and is State approved. For ditch bank applications, companies use products that have a “pasture label,” meaning they have been rigorously tested and have received a non-toxic rating under the label-specified mix rates. To ensure there are no unintended effects to pets, livestock or wildlife, the EPA requires extensive testing. Researchers determine the highest dose of a product that still shows no negative effect on animals and calls this the No-Observable-Adverse-Effect Level (NOAEL). Scientists also determine a maximum exposure level — exposure to the highest estimated concentration level that could be expected with normal use. Using these two measurements, they calculate a “safety factor.” This factor shows a multiple of the highest labeled application rate that an animal would have to be exposed to in order to reach NOAEL. For instance, a factor of 10X means that an animal would have to be expose to 10 times the maximum expected label application rate of herbicide to reach NOAEL.

As your next Starke County Surveyor I will continue to utilize licensed contractors to spray ditches/waterways. I have been researching spray plans/contracts in other Indiana counties as well. Typically, most county Surveyor’s send out bid proposal contracts late winter, bids are then opened at a public meeting and approved by the County Drainage Boards. Spraying will then begin as soon as trees leaf out, as weather permits and depending on the contractor’s schedule. The contractor usually completes all spraying by mid-July to prevent full growth and to minimize crop damage.

WITH OVER 640 MILES OF REGULATED DRAINS IN STARKE COUNTY A SPRAY PROGRAM IS ESSENTIAL WITH HELPING TO PREVENT DRAINAGE ISSUES.
