Communications

• The recertification cycle begins on January 1 of the year following the award of CAPP certification. Points may not be carried forward from one recertification period to another. The CAPP Recertification Recordkeeping Form is included as Appendix B and is also available for download at parking.org/capp.

Recertification Pro Rata Formula — Required Recertification Points per Cycle

Previously, CAPPs recertified based on the date of the award of their CAPP credential during the three-year cycle. If a CAPP was certified on June 4, 2011, the recertification due date would have been June 30, 2014. To streamline the recertification process, the program is moving to a January 1 recertification date for all CAPPs. Recertification will continue to follow a three-year cycle. This will help standardize the recordkeeping and communication between the CAPP Certification Board and CAPPs.

Maintaining the CAPP Credential To maintain the CAPP credential, all CAPPs must adhere to the CAPP Code of Ethics, which can be found on the CAPP sector of the IPI website at parking.org/capp. In addition, to continue to hold the right to use the CAPP designation after their name, CAPPs must maintain active status, which is dependent upon: • Submitting the CAPP Recertification Recordkeeping Form by January 1 of their applicable recertification year;

To ensure a fair and equitable process of “rolling” the existing CAPPs into this program, the CAPP Certification Board has adopted a policy that will allow the pro-rating of the points required for any difference between a CAPP’s scheduled recertification date and the January 1 recertification date. To calculate pro rates, the year is divided into four quarters; CAPPs must earn one point for each quarter within their recertification cycle. Fractions of a quarter are “forgiven,” and the points per quarter are rounded down to one for the purposes of the pro-rata calculations.

• Completing the required recertification points according to their customized recertification cycle; and • Paying the recertification fee. Recertification requirements must be met every three years. Requirements include: • Earning a total of 20 recertification points over the threeyear period; points may be spread across the recertification matrix of education, training, professional development, and professional service; • One point of the 20 recertification points must be earned either by serving as a presenter/co-presenter of a one-hour or longer parking-related presentation, or through successful submission of a professional article (minimum of 1,600 words), or contribution of a regular column in a parking or parking-related periodical. (Please see Appendix A for guidelines for professional articles.); and

2. Professional Service/Professional Development (1 point mandatory*)

**Educators/trainers/presenters are responsible for submitting lesson plans/outlines and course timing (e.g., three-hour seminar) to the CAPP Certification Board for recertification point assignments.

Note: Professional development courses/training examples include parking webinars, seminars, other professional training programs, other professional certificates. One point is awarded per continuing education unit of professional development/continuing education.

***CAPP Certification Board will determine point assignments based on committee service requirements and contact hours.

Please see the Appendix B – Sample Recertification Pathways in this document for examples of recertification requirements. In addition to earning the required recertification points, in order to maintain an active status as a CAPP in good standing a CAPP must agree to abide by the CAPP Code of Ethics, attest to his or her good standing according to the CAPP Code of

Ethics, and pay the $125 (IPI member) or $200 (non-member) recertification fee. This fee is subject to increase upon approval of the CAPP Certification Board. The CAPP membership will be notified within 30 days via email prior to fee increases.

submitted by October 15 and March 15, respectively, to be considered in November or April. Award decisions are made within 30 days of the deadlines and are binding. Questions concerning the CAPP Scholarship program should be directed to capp@parking.org or by calling the CAPP Certification Department at 571.699.3011.

Recertification points may be earned by attending educational seminars offered through IPI-sponsored conventions or other programming recognized by the CAPP Certification Board, such as college academic courses, or other professional certifications or development programming. Individuals or organizations may apply to the CAPP Certification Board for consideration of recognition of educational programming for recertification points. The training/professional development programming currently recognized for recertification point awards is listed on the CAPP Continuing Education/ Recertification portion of the IPI website at parking.org/capp. As new programs are recognized for recertification points they will be added to the website.

CAPP Recertification Recordkeeping Form CAPPs are responsible for updating their contact information. To update a personal profile, visit parking.org/capp on the Recertification tab and click the “Update Contact Information” link. If a CAPP has opted in for inclusion in the CAPP Registry, the posted name, city, and state will be based on the information in the above database. CAPPs are also responsible for maintaining an active record of the recertification points they have earned over the threeyear cycle. While no longer asked to send documentation of attendance/participation in recertification programming, CAPPs are expected to retain documentation until recertification has been awarded. At the time of recertification, a completed CAPP Recertification Recordkeeping Form must be submitted to the CAPP Certification Board for review and approval by the January 1 deadline.

Professional Development Scholarships for Recertification The CAPP Scholarship Fund Established in 1997 to benefit CAPPs based on a needs-based assessment, the CAPP Scholarship Fund is designed to provide assistance to support CAPPs’ efforts to maintain the CAPP credential. The CAPP Scholarship Committee is responsible for making the scholarship awards based on the following policy:

The CAPP Certification Board will conduct random audits of recertification documentation so it is important to keep records and documentation of recertification points earned. Failure to provide documentation of recertification points claimed, or failure to recertify within the three-year window, will result in the revocation of the CAPP credential, and members must complete the full application and examination process to recertify.

1. Scholarships are available to offset the cost of registration fees, travel, and lodging expenses related to maintaining the CAPP credential. 2. If requesting assistance toward recertification requirements, CAPPs must demonstrate they have accumulated a minimum of 10 recertification points supporting the three-year, 20-point requirement.

A CAPP may appeal the denial of any recertification points or issues associated with recertification to the CAPP Appeals and Discipline Committee. To file an appeal, the CAPP should submit a written document that outlines the appeal to the CAPP Certification Department at capp@parking.org.

3. There is a lifetime award limit of $5,000 per applicant.

Applying for a CAPP Scholarship The CAPP Scholarship application forms are downloadable from the CAPP website at parking.org/capp. All information included on the scholarship application is kept confidential and secure according to the IPI privacy policy.

Status of the CAPP Credential CAPPs failing to recertify within the three-year window may not use the CAPP designation and will be removed from the CAPP Registry. CAPPs whose certification has lapsed will be reinstated if, within one year of the lapse, the CAPP takes and passes the CAPP certification examination.

CAPP scholarships are given to individuals needing to attend in-person professional development courses. Scholarship applications are considered twice yearly, in November and April; applications are accepted year-round, but must be

2. Suspended CAPP status may be awarded in the case of extenuating circumstances that preclude a CAPP from earning the required recertification points within the threeyear recertification window (e.g., serious illness, military leave, or family emergency). The CAPP designation may not be used during suspension, and the credential may only be reactivated once the missed recertification points have been made up, recertification fees are paid, and the CAPP is again in good standing.

However, under special circumstances the following alternative statuses will be considered: 1. Retired CAPP status may be requested by CAPPs in good standing who are retiring or leaving the parking profession. Requests must be made within 350 days of a CAPP retirement or professional change; recertification requirements are waived for professionals holding this status. The designation CAPP (Ret.) may be used.

APPENDIX A — Submission Guidelines for Professional Articles Writing for The Parking Professional

• Photos, charts/graphs, and other graphics should be sent as individual files in their original format (jpg, Excel, etc.) Please only submit graphics you own, as items copyrighted by others cannot be used by the magazine.

CAPPs are encouraged to submit feature articles to The Parking Professional, IPI’s monthly magazine, at any time. Full writers’ guidelines, an editorial calendar, and deadlines are available at parking.org/tpp, but here are a few things to remember:

• Articles that have been submitted to other publications or that you’ve published in any format cannot be considered. Please only send original work. You will need to sign an author’s release certifying that the work is your own.

• Feature stories are a minimum of 1,600 words. Shorter pieces will be returned with a request for more text. • Features do not need foot/endnotes but should cite sources (people, books, papers, etc.) where they are quoted.

• All articles and elements submitted for publication are subject to editing.

• Features are generally researched or offer first-person experiences with information others can use; think news story or case study over essay. Please do not “sell” a product or service in a story.

• Magazine editorial is planned about three months ahead of time. If your story is perfect for December, for example, please send it by mid-September at the latest. • Contact editor Kim Fernandez at fernandez@parking.org to discuss your story idea or ask questions.

• Each feature story should include the name, title, email address, and phone number of the author at the end. Please include an author headshot photo as a separate jpg file of at least 300 dpi resolution.

APPENDIX B — Sample Recertification Pathways A minimum of 20 points per three-year certification cycle is required to recertify to maintain the CAPP credential. Here are four different scenarios as to how a CAPP might earn the required recertification points. “CAPP A” was awarded the CAPP credential on July 6, 2011. He was notified that his recertification date would be June 30, 2014. Because of the pro-rating formula (based on the point matrix chart) and changing all CAPPs to January 1st recertification dates, his recertification date is pushed forward to January 1, 2015 (he has 42 months in which to recertify rather than 36 months). He must earn 22 points by January 1, 2015. Here’s how CAPP A earned the points required for this recertification cycle: Attended IPI Conference & Expo in 2012, 2014

APPENDIX C — CAPP Recertification Recordkeeping Form This form will help you keep track of the recertification points you need to retain the CAPP credential. This completed form will be required to be submitted to the CAPP Certification Department when you have obtained all necessary points to be eligible to recertify. Please see the CAPP Recertification Guidelines on the IPI website at parking.org/capp for more information about recertification. To maintain the CAPP credential, you must: • Obtain a minimum of 20 points per three-year certification cycle to recertify as a CAPP provided that 19 of the points are obtained from professional development attendance and at least 1 point is from a published feature article or a professional presentation; • Recertify every three-years, based on the appropriate January 1st date; • Maintain an active record of the recertification points earned over the three-year cycle; this requirement includes keeping detailed records supporting the recertification points claimed on the recertification documentation form; • Submit a completed CAPP Recertification Recordkeeping Form (backup documentation does not need to be submitted); • Maintain accurate backup documentation for submitted recertification points in case you are selected by the CAPP Certification Board’s random audits of recertification documentation. CAPPs may appeal the denial of any recertification points or issues associated with recertification to the CAPP Appeals and Discipline Committee. CAPPs failing to recertify within the three-year window may not use the CAPP designation and will be removed from the CAPP Registry.
