Equipment needed AVRIL FILLIES

W Grade 11 learners from Athlone High School participate in the course.

ith the necessary equipment, Grade 11 and 12 learners at Athlone High School will be able to learn elementary electronics as part of a practical course.

“The course covers the fundamentals in electronics and applies them through building practical electronic circuits on breadboards. Learners are taught how to identify the different components, discover how they operate and, with that knowledge, they then build electronic circuits,” says Craig Jacobs, a technician who will conduct the course at the school.

Jacobs will provide the training free of charge. The lack of financial income, howev-

er, is a challenge which makes it difficult to continue providing training.

“Equipment needed includes digital multimeters, hot air soldering stations, breadboards and various electronic components such as tweezers, solder and flux.

“The course, elementary and applied digital electronics, will take place on four Saturdays from 09:00 to 13:00,” Jacobs says.

“Learners are taught a skill. Time spent in training will eventually turn into time generating an income.

“I aim to provide an alternative, to hone learners’ skill so that they can make the right choices in life with the knowledge of electronics,” he says.

The City of Cape Town has extended the application period for public benefit organisations (PBOs) and non-profit organisations (NPOs) to apply for grants-in-aid until 20 January 2020.

By applying for this financial assistance these organisations can continue to receive assistance for the current financial year after changes to national legislation limited the options available to the City to give rates rebates.

The City has thus found a way to help these organisations despite the nationally mandated amendments. Amendments to the local government: municipal property rates act necessitated a substantial change to the City’s Rates Policy to bring it in line

with the amendments.

In terms of the amendments to the Local Government: Municipal Property Rates Act, the City was required to institute new property categories and align its rebates, reductions and exemptions to the amended national legislation. The amendments were implemented simultaneously with a new General Valuation 2018 Roll, which came into effect on Friday 1 July.

PBOs and NPOs within the City’s boundaries are encouraged to take advantage of the extension and to apply, irrespective of whether they fall within the new properties owned by PBO and used for specified public benefit activities property category or not.

“The City will continue to provide assist-

ance where it can, despite these nationally mandated amendments. It was, therefore, important to extend the application period to ensure as many of these organisation as possible have the opportunity to apply for financial assistance,” says Mayco member for finance, Ian Neilson. “Due to the critical and important work that they do, we feel that it is essential to continue providing support to PBOs and NPOs. Their contribution to the well-being of our city and its people is invaluable and they can rely on our continued support. We have identified grants-in-aid as an alternative option to continue providing support and I would like to encourage these organisations to make use of the application period extension and to apply.”

Help to curb dumping The public is urged to work with the City of Cape Town to curb illegal dumping.

This can be done by calling the City’s call centre and report any form of dumping. Callers are advised to try to get details such as an offender’s vehicle registration number or their identity where possible.

Mayco member for water and waste, Xanthea Limberg, says despite the development of extensive infrastructure such as the establishment of drop-off facilities, legislation supporting waste disposal plans, and processes to curb illegal dumping, the problem persists. Limberg says there are approximately 1 000 dumping hotspots across the city, however, the amount of dumping still exceeds the annual budget of R110 million allocated for clearing of illegal dumping hotspots. She says the issue places a huge burden on the City’s resources and negatively impacts on its ability to deliver essential services. “Money could be much better spent elsewhere, on new services and infrastructure. Law-abiding residents suffer the consequences of decisions made by those who choose not to dispose of their waste in a safe and legal manner. But for this to change, we need their help in reporting offenders,” says Limberg. She adds this could change if residents help to identify offenders and make sure “they are brought to book”.

Limberg says a person found to be dumping waste illegally can be issued a section 56 written notice and be fined R5 000 and have their vehicle impounded. “The dumper is also liable for an impoundment release fee of R8 426 before they can reclaim their vehicle,” Limberg says.

The 2019 edition of the Twilight Run will raise awareness of gender-based violence.

Run takes a stand One of Cape Town’s most popular events returns to the city’s streets next month.

The Twilight Run, which is organised by the Community Chest, normally marks the start of the December party season, but this year’s event has a much more serious goal in mind.

“The 2019 edition of the Twilight Run will again attract thousands of Capetonians and visitors to the 5km route that winds its way around our streets. We are inviting everyone to join us this year as we take a stand against gender-based violence,” says Lorenzo Davids, CEO of Community Chest.

“We regard it as a moral obligation to continue the fight against gender-based violence. On Tuesday 3 December, we aim to create one of the largest public events to honour the thousands of women and children that have been affected by femicide, abuse, neglect, rape and brutality.”

The entity invites all the companies, schools, organisations, families and private citizens and specifically fathers, brothers, uncles, nephews, colleagues, CEOs, religious leaders and male friends, and their partners to enter the run on behalf of all women.

“Twilight has always been one of the most inclusive events of the year, attracting corporates, small businesses, organisations, schools, families and individuals in a festive atmosphere that guaranteed participants a good time, in aid of a good cause,” says Davids. “This year will be no different as Community Chest invites you to join the 2019 event and become a superhero as an act of solidarity against gender-based violence.

Two organisations will benefit from the money raised through this year’s event, and they will be present at the event to receive their cheques from us.”

The event will enjoy the support of media personality Tracey Lange, Obama Fellow and founder, and executive director of Women Lead Movement Melene Rossouw, as well as the comedian Yaaseen Barnes.

Entertainment on the day will be provided by Jarrad Ricketts and Paxton, as well as up-and-coming singer, Ameer Hendricks.

The event sets off at 19:00, and all finishers will be awarded Twilight Medals.

Date for road upgrade set M

otorists from Lansdowne, the broader Athlone, Gugulethu and Nyanga using Jan Smuts Drive (M17) can look forward to the completion of the approximately R193 million major road infrastructure project by December 2020.

The upgrade forms part of the roll-out of Phase 2A of the MyCiTi bus service to the Cape Flats. Preparations are under way to turn Jan Smuts Drive (M17) into a dual carriageway between the intersections with Turfhall Road (M24) and Govan Mbeki Road (M9), inclusive of two red bus lanes in the median.

“The contract was given to the contractor in July 2018 and he was obliged to provide temporary work opportunities to the value of about R6.5 million to residents from the area. Furthermore, goods and services to the value of approximately R11 million should have been procured from local businesses as far as possible,” Felicity Purchase, Mayco member for transport and urban development, said at the launch of the project last year. This section of Jan Smuts Drive covers a distance of approximately two kilometres, and is one of the main access routes to the M5 highway and Jakes Gerwel Drive.

Apart from additional lanes, the project includes the upgrade of two busy intersections: Jan Smuts Drive with Turfhall Road and Jan Smuts Drive with Blomvlei Road; as well as a 3 metre-wide walking lane on both sides of the road for pedestrians and cyclists; new signage; and the installation of street lights. “Residents who benefitted from this project had to register on the local subcouncil database. Local businesses were encouraged to submit tenders after the contractor placed advertisements for the procurement of goods and services related to the project,” says Purchase. The investment in new road infrastructure will benefit all road users. Once

completed, the additional lanes will relieve congestion along this section of Jan Smuts Drive. The local economy will also benefit because the movement of people and goods is pivotal for optimal productivity and economic growth. To date, the main focus has been on the relocation of the underground services such as water mains and electric infrastructure, Telkom lines and fibre optic cables – a complicated and time-consuming process. Last year, before the December holidays, the contractor undertook dust control measures to settle the loose soil as far as possible before the site closed for the builders’ holiday on 14 December. “After the holiday, the contractor commenced with the roadworks in January with the construction of the western side of Jan Smuts Drive,” Purchase says. At the beginning of the year, a temporary traffic circle was implemented at the intersection of Jan Smuts Drive and Turfhall Road to accommodate the traffic while the construction is under way.

“Adding capacity to our existing road network is important, but we are also working on establishing an efficient, affordable, extensive and intermodal public transport system. “The new BRT lanes along Jan Smuts Drive form part of the incremental roll-out of Phase 2A of the MyCiTi service between the Cape Flats, Wynberg and Claremont.

“Apart from the upgrade of Jan Smuts Drive, we are also busy with the upgrade of Stock Road in Philippi, and the construction of two new bus depots in Mitchell’s Plain and Khayelitsha,” she says.

Once rolled out, the proposed Phase 2A of the MyCiTi service will provide access for approximately 1.4 million residents from the outskirts of Khayelitsha and Mitchell’s Plain to the urban centres of Wynberg and Claremont via a direct and scheduled public transport service.

Partnership sees youth become tech-savvy AVRIL FILLIES

o prepare learners for the future workplace, education in technology must be taken to the next level. The partnership between Christel House South Africa (CHSA) in Grassy Park and Dell Technologies aims to bring technology to more than 1 000 impoverished youth in Cape Town.

“Dell Technologies is spearheading the school’s information communications technology (ICT) development programme. It will help CHSA achieve a 1:1 student-to-device ratio and ensure a boost in the investment of new robotics equipment, coding programmes, an online learner management system, improved network coverage access points and staff training in e-learning,” says Megan Sonnenberg, marketing manager of CHSA. Two Grade 12 learners at CHSA believe the youth should be tech-savvy.

Storm from Athlone was part of the first group of CHSA learners to compete and win provincial gold at the World Robotics Olympiad in 2017. “Being technologically savvy nowadays allows us to think outside the box and to move into the digital age where artificial intelligence and augmented reality

are becoming relevant,” he says.

He has applied to study engineering application at the Cape Peninsula University of Technology (CPUT) and IT at False Bay College.

Siyamthanda from Langa believes in helping others understand technology better. He is a mentor to the school’s robotics team. “Given that the fourth industrial revolution is upon us, I believe that understanding technology should be second nature to everyone,” he says.

He has been provisionally accepted to study computer science at the University of the Western Cape.

CHSA was established in 2001 and offers no-fee scholarships to learners from some of Cape Town’s most impoverished communities. For most of its learners, school is the only place they have access to computers, the internet and other ICT resources.

uite a few buzz words were flying around at the Department of Correctional Services’ (DCS) three-day Spiritual Care Service Providers Expo held at the Pollsmoor Correctional Centre in Tokai: rehabilitation, moral regeneration and reintegration were chief among them.

Addressing a large audience on the first day of the expo on Wednesday 6 November, the director for the DCS’s Spiritual Care division, Dr Menzi Mkhathini, said correctional services had come a long way since the White Paper on Corrections was drafted in 2005. “Today we are here to ask the critical questions: What can we do differently? What should we do additionally and what should we stop doing in our pursuit to rehabilitate offenders,” Mkhathini asked.

He explained that there had been a programme shift; that a one-size-fits-all approach is not the solution.

Instead, offenders undergo an in-depth spiritual assessment. A correctional sentence plan is then crafted which incorporates needs-based spiritual programmes suited to each individual.

“We have to structure programmes that speak to the inner being of a person’s spirit.

Often we just look at the behaviour of people, but we forget various factors caused that behaviour,” said Mkhathini.

“If we can get a person’s basic values right, if we can change their belief system, we can change their thoughts. And if we can change

During the College of Cape Town's official launch of the Welding Academy, the heavens opened and blessed the event to mark the beginning of a new era in Welding. The launch was held on Friday, 25 October 2019, the state-of-the-art Welding Academy is at the College's Thornton Campus, this was made possible by an R3.5 million funding from MerSETA. The project took about a year to complete, it is fully equipped with the latest machinery and equipment on par with industry requirements and standards. The College will enrol the first Welding 30 students in 2020, with a planned three intakes a year. The facility is set up with individual working cubicles for each of the 30 students to be enrolled at a given time.

The facility boasts an improved powersaving ventilation system, air suction for each welding station can be individually switched on and off. The welders will be skilled in four different types of welding – gas, normal arc welding, TIG (tungsten inert gas) welding and MIG welding. MIG and TIG welding are both electrical arc welding processes but are used for different materials. MIG welding is used for thicker, heavy-duty welding while TIG welding is used for thinner pieces of metal.

Welding is one of the scarce skills in South Africa, with many qualified welders being imported from outside South Africa. It is envisaged that with this Welding Academy, companies such as Eskom will recruit qualified welders within the Borders of South Africa. This will also help alleviate poverty and decrease unemployment, especially amongst the youth. The Welding Academy will also help bridge the gap, between Institutions of Higher Education and Training and

Firefighters earn their badges A

total of 51 firefighters will join the ranks of the City’s fire and rescue services following the completion of their eight-month training recently.

“Firefighters must undergo hours of training and prove their proficiency, which is by no means easy. Our new firefighters can be very proud of their achievements and for joining the fire and rescue service,” says Mayco member for safety and security, JP Smith.

Firefighters control and extinguish fires, respond to emergency situations and primarily protect people, the environment and property from accidents and emergencies.

“Our firefighters work closely with the local community to increase fire safety awareness in order to help prevent fires and accidents from happening in the first place,” says Smith.

The group had to pass a tough physical assessment, followed by interviews and then eight months of training in various modules including Firefighter 1, Hazardous Materials Awareness and First-Aid Level 3.

At their graduation ceremony in Epping, the new firefighters were presented with their rank and badge, with the former pinned to the corners of their shirt collars

and the badge above the left shirt pocket. They are now permanent members of staff and will be deployed to various fire stations across the metropole.

New recruit, Nomvuyiseko Lungile from Khayelitsha said the path to becoming a firefighter wasn’t easy, but she did it to serve her community and to help protect lives and property.

Dane Smidt was a seasonal firefighter for five years before becoming a learner firefighter.

“I became a firefighter mainly to serve my community and show care for others,” he says.

The summer season is traditionally the service’s busiest time of year and will put the new

firefighters through their paces and test their newly-acquired skills. The fire and rescue service noted a near 9% increase in vegetation fires year-on-year, between 2018 and 2019.

This, in turn, increased the overall number of fires that firefighters responded to – just over 70% of all fires are vegetation fires.

“Summer is the fun, holiday season and at the same time, we want to urge residents to act responsibly as it’s also the time there are high demands on our firefighters. Saving lives and property are their priority and I am confident our firefighters are able to step up to the plate. Added to our efforts is that we’ll soon deploy our team of seasonal firefighters,” says Smith.

Taxi challenges examined at workshop In an effort to resolve challenges facing the taxi industry, I held an intergovernmental workshop on public transport with the City of Cape Town.

The workshop follows my commitment after a meeting with the leadership of the South African National Taxi Council (SANTACO) last month where we addressed challenges facing the taxi industry.

These challenges include the issuing of operating licences for minibus taxis, metre taxis and the issue of identification of e-hailing.

In preparation for a formal consultation

with the taxi industry, the province and the City clarified processes and procedures around the issuing of operating licences and other related matters.

Considerable progress was made which will enable me to take the matter forward with the taxi industry.

I am committed to finding amicable solutions within the ambit of the law to ensure that people are transported to work safely and improve efficiency in the minibus-taxi industry which contributes massively to our economy.

Musical’s message encourages youth to make positive choices This weekend I took 350 youth from areas across Cape Town to see the David Kramer musical, Danger In The Dark.

The musical has important lessons for the youth, especially those living in communities where crime and violence are challenges. Danger In The Dark covers themes of domestic violence, gangsterism and drug abuse. There are many city programmes which work to address these challenges and we hope the

youngsters who see this show will be inspired to make positive choices in their life, be aware of the dangers of making the wrong choices, and instead work hard to succeed at their schooling and life.

ed-hot action filled the track at the Killarney International Speedway at the weekend with the final and deciding round of the World Rallycross (World RX) championship.

In the end, Sweden’s Timmy Hansen was crowned as champion on account of a count-back of wins over Norway’s Andreas Bakkerud.

The Cape Town crowd was treated to a spectacular and bruising season finale as the two ended on even points, with Bakkerud second in the race behind winner Niclas Grönholm and Hansen in fourth behind Timur Timerzianov after 60 races in 10 countries on four continents throughout the year.

Timmy (Peugeot) arrived in Cape Town just a single world championship point clear of title rival Bakkerud (Audi) and younger Hansen brother and teammate Kevin another five points back in third.

After the qualifying rounds and semi-finals, Timmy’s championship lead was only two points, with just the final left to race and eight points on the table.

Timmy started the final from pole position from Bakkerud, Grönholm, Kevin, Timur Timerzianov and Timo Scheider as the

top six lined up two-by-two to decide the world championship over six scintillating laps in sweltering heat to the backdrop of Table Mountain.

Bakkerud made a perfect start to lead from a combative Timmy, but the three world championship contenders became embroiled in a controversial incident, when Timmy made a move on Bakkerud and the two tangled and went off as Kevin also went off in avoidance at the bottom hairpin.

The upshot was that Grönholm led the way from the recovered Bakkerud, Timerzianov and the similarly recovered Timmy, who had made quick work of a struggling Scheider to take a vital fourth place.

Kevin then had a second spectacular incident at the same corner where he, his brother and Bakkerud had collided on the opening lap, as Grönholm led a disgruntled Bakkerud, Timerzianov and a limping Kevin home after Scheider ground to a halt.

“It sounds fantastic — almost unreal that you call me world champion,” Timmy responded to a question on his taking the title.

“I am super happy for the sport - the last race with everything on the line was nervewrecking, but I kept focussing and deliv-

ered a strong performance race by race through the weekend — there was no room for error — not the smallest mistake.

“I know Andreas is upset,” said Timmy. referring to the final race incident.

“I went for the inside, it was a hard move and it still needs to be investigated, but this season is the best in my career with four race wins and now the title — it’s a dream come true and I am so happy for the team — we are first and third in the drivers title with Kevin and me and we are makers champions too — the car has been brilliant every race. I still can’t yet take it in!”

“I am proud of myself — I won the battle today — the best reaction at the start to lead away,” Bakkerud admitted.

“But unfortunately I will not comment more after what happened and I just want to say huge thanks to my team and our sponsor and to everyone else — especially Cape Town — it was fantastic as always — Thank you South Africa. For the rest, right now I don’t really care.”

In other action, Swede Oliver Eriksson delivered a dominant RX2 victory over Jamaican Fraser McConnell and Sami-Matti Trogen, to wrap up that title over Ben-Philip Gundersen, who pipped Jesse Kallio to

the title second, while Zak Groenewald took local BMW E36 Cup honours.

Also Shaun Cope won the front-wheel drive class in his VW Golf and rally lass Megan Verlaque took Speedcar buggy honours.

Locals like Saadiqah Alexander of Belgravia lapped up the action.

“The family is all into drifting, that’s how we grew up. My father has a Honda S2000 and a Nissan 350Z, so we are into cars. We always come watch. So we have been here a couple of times.

We just watched all the rallies, we liked the BMWs,” she said.

South African motorsport legend Sarel van der Merwe was also in attendance: “It is wonderful having a world championship in South Africa in motorsport. I think it is the most exciting form of motorsport anyway, because there are so many good drivers,” he said, adding that he wished World RX was around during his competitive racing days, and implored locals to keep supporting the event in the future.

“They should just know that it is one of the most exciting events in the country, so I don’t know why they just don’t pitch up.”
