hey’ve been around the world and now they’re coming to Steenberg. No, in this case, “they” does not refer to an internationally acclaimed band, but rather shipping containers which are currently being refurbished and repurposed to set up a genderbased violence (GBV) support centre. On Sunday 19 July, Lucinda Evans, the founder of the non-profit organisation (NPO) Philisa Abafazi Bethu, wrote on Facebook: “This morning, it is with a grateful heart to share with the community of Steenberg and Lavender Hill that Philisa Abafazi Women Centre, headed by Lucinda Evans in partnership with World Childhood Foundation, the Rotary Club of Newlands and Breadline Africa, will be building a family centre on Sullivan field in Sullivan Street.” According to the community activist, this centre will “will be a beacon for families, women, children, men and youth”. Marion Wagner, the director of Breadline Africa, says the primary focus of their organisation is the conversion of shipping containers to centres for educational purposes. “We focus on primary schools and early childhood development centres; fitting classrooms, kitchens, libraries and toilets,” she says. When the Rotary Club of Newlands asked the organisation to get on board, Wagner says it was a no-brainer. “For us, it was a great honour to be asked to be involved – (it’s) exactly in the line of work that we do. This project is coming together over more than a year, but we actively started working on container conversion since about February, March – just before lockdown.” Last week, seven containers were brought to the site from Lavender Hill Secondary School and are currently being refurbished. Wagner says another 19 containers will be delivered in due course – with about four set to be delivered next week – as the project begins to take shape. Wagner adds: “The seven containers are already making quite a presence. It’s a 26-container project. There will be kitchen units, toilet units and aftercare units. Three

units will be used for the safe-house and caretakers. “It’s really going to uplift that field enormously because it was being used for negative, antisocial behaviour. It’s now been secured and fenced, and Lucinda has done an amazing job getting everyone on board.” Plans include gender-based violence prevention services, child protection services, youth skills development and a music school, aftercare services, a community hall, neighbourhood watch and emergency response facilities; as well as an agricultural income-gen-

erating programme for youth and adult men. “We would like to open services as early as September but also provide an alternative space for children and youth not in school,” her post reads. The conversion and refurbishment of the containers are already under way. “Containers can easily be 15 years old already by the time we get them. South Africa doesn’t make containers so they’ve probably been around the world and then decommissioned before we can make use of them,” says Wagner.

She explains they need to be de-rusted with a wire brush, patched and welded to ensure they become watertight, coated with special paint to withstand the elements and spruced up on the inside before they are officially declared ready to use. But Wagner says the seven units currently on the field are well on their way to completion with service providers “putting in connections and lines already”. Rotary Club of Newlands is managing the peripheral construction works with funding from Coca-Cola Peninsula Beverages.
