Consul donates to the province The Chinese Consul General, Lin Jing has donated personal protective equipment (PPE) to the Western Cape including 30 000 surgical masks, 5 000 N95 masks, 500 isolation gowns and 500 face shields. The donation was accepted by premier Alan Winde, who says: “This donation will help to bolster our available stocks of PPE, ensuring that we have even more supply for the healthcare workers who are fighting Covid-19 on our front lines. We thank the Chinese consulate, and the Chinese government for partnering with us in our fight against Covid-19 and for their ongoing relationship with the Western Cape.”

ave you ever heard the expression, “as confused as a chameleon sitting on a Smartie box”? Ask any parent of school-going children and they will tell you, they can identify. As can teachers, it seems. Dr Rebecca Felix and David Martin, founders of the Grassroots Preparatory School in Kenilworth, have been liaising closely with the Western Cape education department (WCED). Felix says announcements from the department of basic education (DBE) has been conflicting. “But we have to remember this (lockdown) is new to everyone, including the government. Never before have we been faced with these kinds of challenges in education.” According to Martin, the lockdown has caused a big divide. On the one side, you have learners being taught at home by tutors, parents or through online learning.

“There is no reason why these learners should not be progressed next year,” he says. Then you have learners who haven’t been taught anything since the lockdown began. So what is the DBE’s plan for next year? Felix says they (learning institutions) are all waiting to hear. “An option would be to look at the curriculum over an 18-month period. For example, to salvage Grade 1 and Grade 2, the teachers from the two grades will need to work together. For the one to say, ‘this is what I have covered in 2020’, and then to see what the gaps are for the 2021 academic year. By the end of 2021, the learners should have caught up with the curriculum as set out,” Felix says. Martin say, for private schools and model C schools, the switch-over from the classroom setting learning to online learning has been relatively smooth. “But this has not been the experience in all schools. Of our population, approximately 12 million are learners of school-going age – they deserve to be prioritised.”

He says first prize would be if the government could roll out structured online learning. Sadly, not everyone can afford access to online learning at present. He says for online learning, you ideally need a desktop or a laptop along with a 10Mbps line. “When it comes to data, 25GB is probably enough for the month. Ultimately, there needs to be the availability of data to make it affordable to most people,” he adds. The WCED ePortal (https://wcedeportal.co.za/) does hosts a number of digital resources for learners, teachers and parents to access for self-learning and support. It houses over 14 400 resources, of which 8 200 are free resources, consisting of video clips, audio clips, digital documents, lessons and lesson plans. Learners can access past examination papers, look at videos on certain topics in certain grades and subjects, or download images explaining certain textures, processes or functions. Schäfer says they are very aware that some learners do not have the opportunity to access certain resources because they do not have access to Wi-Fi or data. On Wednesday 18 March, the national government published Government Gazette No. 43107 on Electronic Communication and Postal Broadcasting. Section 9 thereof provides that “Electronic Communication Service Licencees must provide zero-rated access to local educational content”. When lockdown began, Schäfer engaged with major telecommunication companies, requesting the WCED ePortal be zero-rated. Kerry Mauchline, the spokesperson for Schäfer, says, data providers have agreed in principle to zero-rate its ePortal. “However, the technicalities of how this is achieved are still being addressed.” Mauchline says there is also a larger negotiation happening at the national government level regarding zero-rating of a host of crucial sites. “Education sites are being prioritised out of the large volume of requests for zero-rating.”
