pgrades to the station deck minibus taxi facility in the Cape Town central business district (CBD) are currently underway and are set to be completed by March.“The construction work is anticipated to take four to six weeks to complete. In certain instances, the contractor is working after hours to ensure that the work is completed as expediently as possible. Pedestrians and commuters traversing the construction site will be accommodated along the existing walkways and thoroughfares.

Vehicular access to the station deck will be restricted with booms being erected off Oswald Pirow Street. Temporary signage will

be erected guiding the public to the long-distance facility, which may be relocated during the refurbishment work,” says Mayco member for transport, Felicity Purchase.

Work on the refurbishment project started on Wednesday last week. This follows repair work done in 2015. “The maintenance intervals are approximately three years apart,” says Purchase.

“The station deck has been used as a minibus taxi rank since the mid 1990s. The work that is being undertaken is a maintenance project and not an upgrade project. The station deck was closed for a time in 2015 because the City’s maintenance teams did general maintenance which included road resurfacing to take care of the potholes in the road surface and pedestrian sidewalks. The

team also repainted the road markings, repaired the lighting and conducted maintenance on all of the signage and destination boards to assist commuters in finding the correct departure lanes to their destinations.”

While the taxi rank will be closed and diverted, the long-distance taxis will still make use of the station deck. Taxis serving local destinations are now operating from the Grand Parade opposite the Cape Town City Hall in Darling Street.

“The station deck taxi rank dates back to 1996 when the roofscape of the Cape Town station was used as a minibus taxi rank for the first time.

“It’s one of the city’s busiest transport facilities and thousands of commuters from

suburbs from all over Cape Town disembark or fetch minibus taxis from this rank. Given the traffic and the number of commuters this rank accommodates every day, it has reached a point where we must undertake urgent repair and refurbishment work. The City’s Transport Directorate will now invest approximately R2million to improve the facilities at the station deck,” says Purchase in a statement.

Maintenance teams will paint the buildings and road markings, repair the lighting, repair potholes and cracks in the road surface and sidewalks, and restore the destination boards to assist commuters in finding the correct departure lanes to their destinations.

Car break in foiled Two men suspected of attempting to break into parked vehicles were arrested in two separate incidents in Tamboerskloof, on Tuesday 8 and Wednesday 9 January in Hastings Road and Military Road respectively.

“We work closely with the local community security information network, WatchCom. Their camera operators alerted one of our armed response officers of both the suspects who appeared to be trying to break into parked cars.

It shows the value of strategically placed cameras as a way

of improving security,” says Jade Hanning, Cape Town South district manager at Fidelity ADT. “In both incidents, our officer was able to locate the suspects and apprehend them.

Both were handed over into the custody of Cape Town Police Station,” says Hanning.

“If any resident of Tamboerskloof notices anything suspicious in their neighbourhood, I urge them to make contact with the WatchCom team to make sure the appropriate security response is deployed.”

Name change Please be advised that effective from Tuesday 1 January, the Western Province Blood Transfusion Service (WPBTS) has changed its name to Western Cape Blood Service (WCBS).

They are requesting all the blood donors to kindly update their records to reflect their new company name in all future business correspondence.

The area, Cape Town’s oldest surviving residential neighbourhood, offers visitors a glimpse of a way of life that is rare in most modern cities.

The area’s historical character is, however, under pressure given its proximity to the central business district and its large-scale developments, traffic congestion, and urban renewal which is driving a high demand for properties within the BoKaap. The City’s proposal to include the Bo-Kaap area in a Heritage Protection Overlay Zone is aimed at conserving the neighbourhood’s unique historical character and way of life by managing development in a sustainable and considered manner.

“I am calling on Capetonians to get involved in this public participation process, and to tell us what they think. This is a pivotal time for the city and for the residents of the BoKaap. The outcome of this process will have, for example, an impact on our vision to promote the Bo-Kaap as a heritage tourist destination; to assist the community with related economic development opportunities; and to protect its long-term sustainability as a cultural asset,” said Cape Town mayor, Dan Plato.

“Residents and interested and affected parties should take note that the public participation process

started last Friday (18 January) and comments should be submitted before Friday 22 February.

“Apart from being the earliest established Muslim community in South Africa, the Bo-Kaap is also the city’s oldest surviving residential neighbourhood with well-presented, coherent streetscapes. The age and typology of its architecture is distinctive. Adding to this uniqueness are the social and cultural traditions and practices that are evident to this day where people interact on their stoeps and sidewalks,” said Plato.

Residents now have the opportunity to comment on the proposal.

The buildings, all vacant land and sites, and public streets will then be included in a Heritage Protection Overlay Zone, should the proposal be accepted.

“I am urging residents, in particular those who own property in the Bo-Kaap, to read the guideline document so that they can understand how the proposed zoning may impact them, and to submit their comments to the City,” said Mayco member for spatial planning and environment, Marian Nieuwoudt.

The main purpose of a Heritage Protection Overlay Zone is to prevent inappropriate development and alterations within an area of significant heritage value, and it provides clarity to property owners as to what is allowed and desirable and allows the City to impose conditions to the approval to ensure that

the heritage value of the building or site is protected or enhanced.

The proposed Heritage Protection Overlay Zone for the Bo-Kaap extends to the Table Mountain National Park and includes the northern green verges to the north-west of Strand Street, and includes Buitengracht between the intersections with Carisbrook and Strand streets.

Temporary lanes for the various routes have been demarcated at the Grand Parade to indicate where commuters must embark and disembark.

These include lanes for routes to Langa, Gugulethu, Samora Machel, Nyanga, Lower Philippi, Hanover Park, Kensington, Mitchell’s Plain, Delft, Khayelitsha, Mfuleni, Milnerton, Dunoon, Manenberg, Bonteheuwel, Heideveld, Bridgetown, Mowbray and Wynberg, as well as bays for those taxis serving Atlantis, Silversands, Sea Point, Hout Bay and Bellville.

“The station deck facility is used by hundreds of thousands of commuters each year, and the current project is part of the general maintenance programme

for public transport facilities,” says Purchase.

“The purpose for the urgent repair and refurbishment is to ensure that the facility is appropriately maintained by fixing the potholes in the existing asphalt surfacing, cleaning and clearing the stormwater system, improving the ablution facilities, the lighting and the wayfinding signage, and painting.”

As a result of the temporary relocation to the Grand Parade, motorists and commuters in and around this area should be mindful of increased traffic congestion.

“The minibus taxis will enter the Grand Parade in Castle Street and there are two exits – one in Castle Street and the other in Darling Street. Other road users must therefore anticipate an increase in the number of minibus taxis on the roads in this area over the next few weeks,” says Purchase in the statement.

New medical interns welcomed P

rovincial health minister, Doctor Nomafrench Mbombo, welcomed the new intake of medical interns at New Somerset Hospital on Friday 11 January.

The junior doctors will be doing their twoyear internship at public health facilities across the province.

New Somerset Hospital welcomed 25 new medical interns of a total of 333 interns who were allocated to the province for this year.

In addition to the new intakes, the hospital has 12 second-year interns, amounting to 36

medical interns in total.

Altogether, the Western Cape has about 500 medical interns across the service platform, inclusive of those who are in their second year of internship.

The purpose of internship is to provide well-rounded, patient-centred, team-based, practical work experience to these junior doctors. They develop the practical skills to go with the theoretical base they already have, under the supervision and mentorship of more senior and experienced teams.

“I would like to welcome these junior doctors into the health system in the Western Cape. The interns are from across the country and have been placed in our system to help them gain the necessary experience to be able to add value to the public health system.

“I want to encourage them to work hard, be 100% dedicated, and make use of every single teachable moment they will get while on this platform,” said Mbombo.

Heeding the call to action SAMANTHA LEE @Samantha_Lee121 As part of improving council services, mayor Dan Plato took his listening tour to the City’s call centre last Wednesday.

Plato visited the City of Cape Town’s call centre and spoke to residents about some of their concerns.

The call centre receives an average of 2.5 million contacts per year, and the majority of the calls received are answered in under two minutes.

“Staff members of the City of Cape Town are [the ones] manning the call centre and it is important for me to see how they operate and how they deal with the public. I also wanted to answer some calls after the [residents] had explained their issue to the call centre agent. I wanted to know if they were happy with the service they received.

There was a lot of happiness. Although there are one or two limitations, they were overall fairly happy with the service,” Plato told People’s Post.

“For me the big issue was the turnaround time from when a call was received and how soon council responds to the problem or complaint. This is what we need to look at, but I am happy. I did, however, say in some instances the response time is the issue. It is not always prompt but we will watch that.”

Plato says the call centre deals with complex issues.“I was very happy to see how friendly and professional our staff are.

Some of the problems they deal with are difficult, but they always act in a professional manner and this shows with customer satisfaction ratings. The customer feedback survey indicates that customers are generally satisfied with service that they receive from the call centre and our team is committed to maintaining the highest level of customer service,” he said in a statement.

“I have asked the call centre management for a report on the nature of the calls so that we can look at how best to streamline our responses to service requests and

Mayor Dan Plato attending to calls. ensure we deal with some of these challenges before they become a problem for our residents.”

Plato conducted the exercise to ensure the agents dealt with complaints to the best of their ability.

He added that they have also begun dealing with his most pressing concern – the turnaround time of delivery.“We have spoken with the directors responsible so that we can look at improving the response time. With the residents I spoke to, it is important for me that they are comfortable with the service. I will definitely, from time to time, visit the call centre because they are the interface between the community and the City. Residents complain to them (agents) about issues and you really must have a touch of how best to deal with the

community. The agents need to know how best to deal with a complaint. If they (residents) become difficult, they (call centre) must remain calm and professional – that is important. What is significant to me is the community-centred touch,” said Plato.

Around 200 permanent staff are stationed at the City’s call centre, with additional temporary staff brought in as the need arises.

Services are offered in English, isiXhosa and Afrikaans – the three main languages spoken in the Western Cape.

Help prevent animal neglect T

he Cape of Good Hope (CoGH) SPCA is urging animal owners and residents to be more aware of their pets when left unattended in vehicles while travelling.

“We receive numerous calls relating to dogs being left unattended in cars throughout the year. The studies have proven that a dog can die from heatstroke in under 15 minutes inside a car, even with the windows rolled down, regardless of outside temperatures. Of course during summer when the heat intensifies the risk is even more deadly and anyone who could choose to put their pet at risk should reap the consequences of such neglectful behaviour,” says CoGH SPCA spokesperson Tara McGovern.

In order to correctly report such an incident to the SPCA, residents need to ensure there is suitable evidence to allocate an inspector to investigate the matter and trace a vehicle.

“Without the correct evidence to document the case, we are unable to pursue the lead,” she adds.

If you should see a dog locked in a car unattended, send the following information to the CoGh SPCA via social media, email or telephonically: . An accurate vehicle registration, and make and colour of the car. . A description of the dog(s) in the car (breed and colour). . Location of where the vehicle is parked – also in full sun or under trees, etc. . Approximate amount of time that the complainant has observed the dog(s) in the vehicle. . Whether or not any windows are open. . Photos of the dog(s) in the car and registration, if possible.

“The information above will assist the inspector that is requested to undertake a welfare inspection and educate the owner.

It would be difficult for them to have a conversation with the owner/driver or issue them with a notice if they don’t have all the facts.This information will also enable us to eliminate potentially fake complaints that is when someone may be using the SPCA to get back at someone for personal reasons,” says McGovern.

She says that the SPCA will not be able to request a trace or allocate an inspection if the information asked for in the points above is not provided.

New way to report stolen wheelie bins Police would like to inform all members of the community that the reporting process for a stolen or lost wheelie (municipal) bin has changed.Previously, a member of the public would have had to open a case docket at the local police station for the theft of their wheelie bin, utilising the case number as a reference. The City of Cape Town has now agreed that a sworn affidavit and not a case docket will suffice in requesting the replacement of your wheelie bin.

Cat finally back home CARINA ROUX

Melissa says after she heard about the Facebook notice she spoke to Jade on Wednesday. Melissa asked her husband,Tony, to bring Steve to the school so Jade could come to the school to fetch him.

Jade says after she posted on Facebook and asked a colleague involved with DARG (an animal rescue group) to assist, she received a WhatsApp from Zaida on Tuesday 15 January, with the photo from Human’s post, asking “Is this Steve?” Jade says she recognised a marking on his paw.

“Then we tried finding the person who posted it.” She then came in contact with the school. “When I spoke over the phone to the foster (Melissa), she asked: “You sure it’s Steve?” I said look under his chin, he has a ginger patch. She said, ‘yes, he does!’’

When they returned home on Wednesday, Steve was still a bit traumatised from the whole ordeal, but by Thursday night he was back to his own self, says Jade.

Annette was very adamant that Steve should be microchipped and neutered, and Jade says this has been done now.

“Everyone has been so helpful, we are very happy to have him back,” she says.

Jade says she was told Steve was unusually tired.

“The vet suspected he might have been drugged. I’ve also heard of cats being stolen to use as bait in dog fights.”

How Steve got to Bothasig only he will know, but luckily he found refuge at the ‘‘school that cares’’, as Human like to say.

A family of Salt River is overjoyed to have their cat back home after he somehow made his way to a school in the northern suburbs.

Jade Geland says Steve, who will be six months old on Thursday (24 January), disappeared from her home on Friday 11 January.

“I have no idea how he disappeared, but I spoke to some of the vagrants in the area – they said sometimes cats get stolen and are sold in another area.”

Last week Monday, at the start of the first full school week an unusual new “learner” showed up in a classroom at Bosmansdam High School in Bothasig.

The young ginger and white cat was moved to the comfort of a chair in the principal’s office.

“He was very tired,” says principal, Danie Human.

As the new learner did not come with a home address and a parent was nowhere to be found, Human decided to post on the Lost and Found Pets Bothasig/ Edgemead Facebook page.

Annette Hodgkinson, whose been keeping an eye on a few Lost and Found pages since her cat, Thomas, went missing more than a year ago, was quick to respond.

“I called the school to go and have a look.”

Sadly it was’nt Thomas, but Annette still volunteered to take the lethargic cat to her vet to have it checked out and to see whether it might have a microchip. No such luck. After a night at the vet (compliments of Annette) it was back to the school on Tuesday.

The school psychologist, Melissa Ridgway also returned to the school on Tuesday.

Melissa agreed to foster the cat and took him home. He was now named Jack.

Annette was back on Facebook late Tuesday night. A post (by a colleague of Jade) made on the Cape Town Lost and Found Page about Steve’s disappearance led to Zaida Khan making a connection with Human’s post.

“There was a whole sequence of events’’ which led to the owner, says Jade Geland being reunited with Steve and Melissa Annette.

Cooling off in City pools Thousands of residents made use of the 19 municipal swimming pools to cool down over the festive season.

“The City of Cape Town’s public swimming pools attracted thousands of visitors over the school holidays who were eager to cool off and relax. We only opened 19 of the 35 facilities in our commitment to continue water-saving practices and they will remain open until the end of January. A few of our pools have their own water resources and this has bolstered our efforts to save our precious water supply,” said Mayco member for community services and health, Zahid Badroodien, in a statement.

The swimming pools remained open for longer on the more popular and hotter days

of the festive season.

Badroodien commended the lifeguards for their dedication and commitment which ensured there were no fatal drownings at City pools.

There were, however, some incidents at the pools and lifeguards had their hands full with more than 300 help-outs and assisting in non-fatal drownings.

While pool lifeguards are there to ensure the safety of bathers, their tasks are made difficult when patrons do not play their part.

Several incidents at pools necessitated the intervention of Law Enforcement.

Kids take up reading More than 1000 children took part in the City’s five-week Summer Reading Road Trip, a reading campaign filled with lots of adventure.

The holiday programme is aimed at children under 12 years and is run across the City’s libraries. It features a lot of reading, word games and puzzles. During the campaign each child received a “passport” which they had to complete by taking part in various age-appropriate activities.

The passports were designed to allow children to continue the programme at home. “The children were also challenged to write a recommendation of their favourite books and share it with their library friends,” the City of Cape Town’s Mayco member for community services and health, Councillor Zahid Badroodien, said.

The City’s Library and Information Service has indicated that it will consider running other similar reading programmes and Badroodien suggested ways children can get into reading.

“I want to encourage our young readers to join book clubs and reading programmes at their nearest libraries. Reading opens up a whole new world. You can visit exotic places and learn about different cultures; you can improve skills and hone talents; and at the same time you gain knowledge about subjects that may have seemed foreign before,” Badroodien concluded.

More than 1.5 million people use the City’s public swimming pools annually and, with water conservation still a priority, the City made provisions to use alternate water sources to keep the allocated pools filled.

An additional well-point was drilled in Muizenberg to serve the purpose of a water collection point.

The well-point operates independently and the water will be used to top up other operational swimming pools.

All operational swimming pools have been fitted with two 10 000F plastic tanks that are used to backwash and filter water that is circulated back into the swimming pool for re-use. By doing this, the City is saving a substantial amount of water that would have been lost.

Badroodien said a decision about which pools will be opened for the 2019/20 summer season will be made closer to the season.

Set new record by reading With World Read Aloud Day (WRAD) being celebrated on Friday 1 February, Nal’ibali is calling on South Africans to join in the festivities.

Nal’ibali, a non-governmental organisation (NGO) which focuses on reading for enjoyment, is hoping to reach a staggering 1.5 million children on the day. This is about 500 000 more than last year’s target.

WRAD seeks to draw attention to the importance of reading aloud to children in their mother tongue. Every year, thousands of South Africans join in the celebration, for their children, their language and their future. This year Nal’ibali is asking those who are already readers to not only read the story commissioned for WRAD 2019 with their children on the day, but to reach out to their networks and encourage others to do the same and be part of South Africa’s literacy solution.­The NGO says there is huge potential to turn the country’s “literacy crisis” around so that reading becomes a powerful tool to tackle inequality and poverty.

“While education may be the most powerful weapon, reading aloud and storytelling are integral building blocks in learning,” reads a statement from the NGO This is why Jade Jacobsohn, Nali’bali’s managing director, says: “Every year we commission a brand-new story and translate it into all 11 official SA languages. Then we encourage adults and caregivers across the country to join us in reading it aloud to children on WRAD”.

This year’s story Where Are You? was written by Ann Walton, a well known South African author and illustrator of children’s books. Marine sciences start at pilot schools T

he Two Oceans Aquarium, in partnership with Gansbaai Academy, Simon’s Town High and South Peninsula High, launched Marine Sciences as a new pilot subject.

The three schools have been selected as “Marine Sciences node schools” and will offer the new subject to Grade 10 learners.

The learners will be the pilot group and successful candidates will be awarded a Two Oceans Aquarium Grade 12 Marine Sciences certificate when matriculating.

The pilot will guide teachers to introduce the subject as an official matric subject for Grade 10 learners in 2020.

For Russell Stevens, head of education at the Two Oceans Aquarium, this is a significant milestone in the work towards the development of the subject, which will be implemented in schools across the country from 2020.

“This project is gaining momentum and the process has put the Two Oceans Aquarium on the map for the most senior officials in the country.

“Our team has worked very hard at developing partnerships with the Department of Basic Education and in the provincial education departments (WCED; Eastern Cape; KZN and the Gauteng Education Department). All are now familiar with our programmes and the significance of our offering in the South African education landscape.

“Support from senior officials in the departments of education has shown recognition for the contribution made by the Two Oceans Aquarium staff in the partnering with South Africa’s formal education sector,” he says.

The Two Oceans Aquarium has a very active and respected education department that sees approximately 70 000 learners visit the aquarium each year to be introduced to the wonders of the marine ecosystems. In addition, 30 000 children are exposed to the aquarium’s two outreach programmes. Additionally, since 2005, the Two Oceans Aquarium’s Environmental Education Centre has offered enrichment courses for learners from Grade 6 through to Grade 12.

These courses, usually presented over weekends or during school holidays and through various sponsorships, are offered free of charge for the learners. It is from these highly acclaimed and ever-popular courses that the aquarium’s education team was approached by the Department of Education to develop the Marine Sciences curriculum for schools.

The Marine Sciences curriculum has been conceived to cover the following five sub-disciplines: . Marine Geography and Geology: this section deals with the structure and origins of coastlines, the seafloor and sediments, and how these change over time. . Marine Chemistry: the chemical compo-

sition and properties of seawater, and the effects of pollutants on ocean life. . Marine Physics: waves, tides and currents, as well as the ways in which the ocean acts as a driver of weather and climate. . Marine Biology: marine life and includes ecology, fundamental biology, classification, evolutionary processes, and the adaptation of marine organisms to their environments. . Humans and the Ocean: this section highlights how humans use the ocean for food, travel and recreation, and how renewable and non-renewable resources are harvested.

This section also considers the importance of research in understanding the ocean and the effects that human activities and practices have on the ocean and larger global patterns (e.g. climate change, ocean acidification). The issue of sustainability is foregrounded in the teaching of the entire subject.

The Marine Sciences pilot subject kicked off at the node schools at the start of the current academic year as part of the Grade 10 curriculum.

It would be offered as an “after-school” eighth subject, over two afternoons per week – as determined by the school. The subject will also be available to interested Grade 10 learners from neighbouring schools and nearby areas.

A minimal cost for students will apply and

will be payable to the node school’s governing body.

Node schools are currently inviting prospective Grade 10 learners who wish to take Marine Sciences from 2019, to apply. Each application will be considered in conjunction with the Two Oceans Aquarium.

Applicants need to submit the following to the Marine Sciences coordinating teacher at each of the node schools: . Letter of motivation from the learner as to why he/she is interested in studying Marine Sciences . A supporting letter from their Geography/Natural sciences teacher or their grade head, recommending the learner and approving the application . A certified copy of their Grade 9 June report . A letter from their parent/guardian supporting the application, undertaking to arrange transport and to agree with payment of the after-school Marine Sciences fees.

The following criteria will apply: . A maximum of 40 suitable candidates per node will be selected . Candidates must be taking Grade 10 Maths and Physical Sciences . Have reliable transport to ensure attendance of the programme. . If Marine Sciences will be the learner’s eighth subject, it must not interfere with any of their other subjects

City’s mural project hits halfway The completion of four murals in Athlone signals the halfway mark in the pilot mural project first initiated in Leonsdale by the City of Cape Town’s Arts and Culture branch.

Professional artists from around the city and aspiring artists from Athlone took part in the project which will expand to other areas.

The project consists of the painting of four ground-to-roof wall murals at the City-owned flats in Kannabast and Strandroos closes in Kewtown.

“With these murals the City hopes to demonstrate the ways in which art can contribute towards transformation in vulnerable communities; establish a positive and stronger neighbourhood identity, and make art more accessible to everyone and thereby improve our public facilities and spaces,” says City of Cape Town mayor Dan Plato.

He adds that street art can bring growth and value to a community, as seen around the world.

“I would like to see some international street artists visit Cape

Town in the near future so that we can draw the attention of tourists, and then share with them the many beautiful public murals that our local artists have done in our city,” adds Plato.

Artists who lent their creative flair to the project are Eugene Bezuidenhout from Wynberg, visual artists Roscoe Masters and Grant Jurius from Diep River and Elsies River respectively, and part-time art teacher at the Zonnebloem Children’s Arts Centre, Gary Frier from Kuils River.

Local emerging artists who took part in the project are Lance Coetzee, Royden Croy, Landen Davids, Matthew de Lange, Julian Wagner and Kyle Murphy.

Mayco member for community services and health, Zahid Badroodien, says public art has become “an important focus and brings cultural, social and economic value to neighbourhoods.

It reflects our society and can enrich communities. As a creative City, we are committed to enabling all forms of public art as well as nurturing and promoting local artists.”

The greater Athlone area is rich in culture and history and the four themes aim to reflect this.

These four themes pay tribute to the anti-apartheid struggle and depict the faces of icons; the various sporting traditions of the area; a celebration of the local cuisine; and the arts and culture history of the area, especially in terms of music and theatre.

“Mural projects can play an important role in the city because they assist in transforming spaces and communities and make a contribution to social and economic development. We will prioritise storytelling through murals by commissioning local artists; involving community participation including consultation and collaboration, as well as promoting skills transfer and development for communitybased artists and emerging artists in communities,” adds Badroodien.

Tough, but good year ahead Due to the uncertainty pertaining to land reform policies, 2018 was not a great year for the property market.

However, there are those that think the worst is over and that once we have put the elections behind us we will start to see things improving, for both the property market and the economy at large.

With the country having just emerged from a technical recession, after the gross domestic product contracted for the second quarter in a row, indicators suggest another tough year ahead of us, says Paul Stevens, CEO of Just Property.

Despite this, there have been forecasts predicting a higher growth in 2019 than we’ve had last year.“We are in a buyer’s market and this will continue through most of 2019,” Stevens predicts. “Those who quali-

fy for finance or who are able to buy for cash will be in a good position to take advantage of the current conditions. Most of the property sales activity in the past year has been in the R300 000 to R1 500 000 range. During the course of the coming year, I expect this to continue.”

Lightstone’s Residential Property indices (October 2018) indicate that the average house price increase for the 2018 period, across South Africa, has been 3.77%, with the Western Cape performing best at a 9.9% increase and the Northern Cape showing the least growth with only 1.1%.

Stevens estimates that “this low growth rate will continue and in particular, I think we will see more normalisation, with the Western Cape possibly showing a lower growth rate in the coming year, despite the

relief from the drought. “From a rental perspective, I see our current conditions with high vacancies and low escalations across most of the country, fuelled by lower-thannormal demand, continue into 2019. Historically, we have seen rental demands increase during tough economic times. But this is not happening now.

“Our data partners, TPN, report that average tenancy periods have increased to 18 months and the average age of tenants is now 32 (up from 24 in 2008). Their data shows that fewer people are entering the rental market and the majority of those that are, rent for less than R7000 per month. The short-to-medium-term opportunities for property investors and landlords therefore lies in properties that allow for multi-generational living and in properties that can be

rented for R3500 to R7000 per month.”

Exacerbating things on the rental front is the increasing delinquency rates of tenants who are applying for tenancies. Along with this comes decreasing rental recovery rates.

Stevens advises that for the upcoming year “landlords should screen and manage their tenants more carefully than ever. Good property management agents (for example, those with access to tenant payment behaviours and cost-effective rent guarantees) have an opportunity to add value to landlords. Managing risk and correctly pricing properties will be of the utmost importance.”

Economics aside, 2019 will bring continued change to the way buyers and sellers, and tenants and landlords, are able to transact, says Stevens.

Band to rock the Cape Few heavy metal bands have stood the test of time quite like the old-school rockers Judas Priest, during their music career that has lasted for 40 years, and on Wednesday 20 March, these music legends will be rocking the Grand Arena, GrandWest.

Formed in the early 1970s in Birmingham, England, Judas Priest was one of the first metal bands to wear leather and studs – a look that has been embraced by metalheads around the world.

Judas Priest won a Grammy Award in 2010 for Best Metal Performance.

e Waal Park in Oranjezicht was the home to the second Downward-FacingAdopt-a-Dog yoga event on Saturday 19 January.

The event organised by Mdzananda Animal Clinic was attended by 90 yoga lovers and dog lovers from different areas.

Mdzananda Animal Clinic is a permanent Veterinary Council-registered, NPO animal clinic in Khayelitsha, a township just outside of Cape Town.

The clinic serves an average of 700 animals per month through consultations, hospitalisation, general and orthopaedic surgeries, ongoing sterilisations, mobile clinics and an animal ambulance. Mdzananda has a strong focus on community empowerment and education to ensure responsible pet ownership into the future.

Those attending enjoyed an hour-long, gentle-flow yoga class while meeting a variety of homeless dogs up for adoption. The class was led by local yoga instructor Lee-

Marcelle du Plessis, fundraising and communications manager, says: “Our first Downward-Facing-Adopt-a-Dog took place in October last year. This year we had more people attending which was really good. We managed to raise R10 400 and one little dog was adopted which is really nice,” she says.

The event aims to raise funds for the NPO animal hospital, but mainly aims to introduce people to pets needing homes.

Mdzananda experienced an enormous influx of homeless pets during the festive season. They usually cater for 10 dogs and 10 cats in their small stray unit and currently have 30 of each.

“Our small stray unit is packed to the brim,” says Du Plessis.

“Being an animal hospital, our focus is medical treatment for pets of the Khayelitsha community. We do, however, not turn pets away and have found ourselves with a

stray unit that is currently filled over capacity. We had numerous pets handed over to us during the festive season, some even tied to our gates or thrown over the walls at night.”

The yoga event was created with the aim of bringing dogs for adoption to an easily accessible location.

Here people can meet them while enjoying a yoga class. “Many people are too scared to visit our organisation as we are based in Khayelitsha. This makes it more difficult for us to find homes for pets. We always encourage people to visit as the experience of driving through the diverse and creative community is one everyone should experience. It also opens one’s eyes to the struggles in Cape Town for both humans and pets,” says Du Plessis.

dominant pitching performance by the Athlone A’s national pitcher Dean Jacobs set up an 8-1 victory against Maitland Giants in the Cape Town Baseball Federation Major League match at Vangate Sports Complex on Saturday 19 January.

Jacobs meant business as he wanted to avenge their 9-8 loss to Giants in the first round of fixtures where he was similarly in control until Giants fought back. He threw all nine innings, only conceding three hits and three walks while striking out four Giants hitters.

A’s opened the scoring in the third inning, scoring two runs with two outs from two walks and a hit from Jason Carelse. Giants responded with their only run in the fifth in-

ning, also on two outs with A’s committing two errors.

The turning point in the game came in the sixth inning where A’s scored six from three hits, five walks and two errors from Giants to take an 8-1 lead which turned out to be the winning score.

Giants utilised two pitchers. Americanborn Connor Walsh threw his mandatory five innings, conceding two runs and five hits, walking five and striking out six A’s hitters. He was relieved by Kyle Ripepi who pitched three innings, conceding five runs, walking five and striking out three A’s hitters.

Top hitters for A’s were Faizel Moosa (3/4) and Jason Carelse (2/4). Giants recorded three scattered hits.

In the other Major League fixture Bothas-

ig Knights came from a 3-7 and an 8-11 deficit to beat Bellville Tygers 16-13 in the Northern Suburbs Derby at PP Smit Sports Grounds.

The game was highlighted with seven home runs, which included two grand slams and three double plays.

Top hitters for Tygers were Jonathan Phillips (3/4) (two home runs with one a grand slam), Russell Olivier and Tyrone Milne (2/4). Kyle Botha (4/6, with a grand slam) and Benji Smith (3/6, with a home run) were Knights’ best hitters.

Jared Elario started the pitching for Knights, throwing 5.1 innings before being relieved by Darren Smith for 3.2 innings.

Tygers utilised three pitchers – Kevin Townend pitching 4.1 innings, and Lloyd Stevens and Russell Olivier both pitching 2.1 innings each.

Tygers’ defence turned three double plays.

In the Major League B, hosts Helderberg Pirates shouted out visitors Battswood 5-0 at Radloff Park in Somerset West.

Austrian Szon Tomkiewicz threw five scoreless innings and struck out four Battswood hitters. He was relieved by Darryn Chalmers and Kieran Clacket who both threw two innings each to combine for the shutout.

Veteran Liall Mauritz started on the mound for Battswood. Only Szon Tomkiewicz (2/4) for Pirates and Nelson Mapika (2/4) stood out in the game. Battswood made five errors with Pirates making four.

In other Major League B results, Thistle lost 17-7 to Westridge Yankees and Grassy Park Crusaders beat Milnerton Mavericks 14-4.

Spirited Banyana run Dutch close D

espite a spirited second-half fight-back, the South African women’s football team went down 2-1 to the Netherlands in the inaugural Winnie Mandela International Challenge played at the Cape Town Stadium on Saturday 19 January.

The Dutch struck with two early first-half goals, with Thembi Kgatlana managing to score what eventually turned out to be a consolation goal for Banyana Banyana, netting in the 33rd minute of the contest.

Kgatlana picked up where she’d left off in Banyana’s epic run to the Women’s African Cup of Nations final last year, when she finished as the tournament’s top goal scorer with five goals.

This was the first match of the year for both sides, and they used it to kick-start preparations for the upcoming Fifa Women’s World Cup in France in June.

Despite the defeat, it was a much-improved performance from South Africa, and certainly a good start to World Cup preparations, having previously lost 1-0 and 2-1 to the same opponents in 2016.

Banyana Banyana next face Sweden, also at the Cape Town Stadium, in the Albertina Sisulu Centenary Challenge tonight at 19:00.

Both sets of travelling teams were welcomed by the City of Cape Town’s mayor Dan Plato last week.

“The City would like to extend a warm welcome to all three teams as they battle on the field in preparation for the 2019 Fifa Women’s World Cup that will take place in France during June and July this year. We are extremely proud to be the host city for the preparation matches, especially since this is the first time that Banyana Banyana have qualified to compete in a Fifa Women’s World Cup,” said Plato.

He added that sport has a unifying role in society and that it contributed more than R8.8bn to the Western Cape GDP between 2012 and 2015.

The University of the Western Cape (UWC) is calling on the community to support the FNB Varsity Cup side as they make their historic debut in the 2019 FNB Varsity Cup. Coach Chester Williams, rector and vicechancellor Prof. Tyrone Pretorius and director of sport Mandla Gagayi have made an impassioned plea to the UWC community, including alumni, former rugby players and donors, to support UWC as they make history this year.

In 2018, UWC were promoted to the Varsity Cup after beating the University of Fort Hare 39-18 in the final match of the Varsity Shield.

The promotion was a dream come true and the culmination of seven years of hard work to reach the Varsity Cup. Since the arrival of 1995 Rugby World Cup winner Chester Williams in 2016, the UWC side has been in top form. Now, Williams is calling on everyone connected to UWC to rally behind the team.

“The players have worked very hard, not just with rugby training but in their studies too, and they are now going to put their bodies on the line for this university. I want to urge the students to come out and support.

I want them to come to every home game and

show their support for the team,” says Williams.

Pretorius, who has been a staunch supporter of the rugby side, says advancing to the Varsity Cup is proof that UWC is committed to excellence, performing at the high-

est levels and nurturing talent.

“I am very proud of the team and coaching staff and glad that their hard work has been rewarded with their move to the top tier in university rugby,” says Pretorius.

Gagayi says UWC rugby owes its success to all those who have gone before. “The promotion to the Varsity Cup symbolised a great game changer and it is proof of UWC’s role of giving hope to those who never had opportunities before.”

Gagayi says that during all the pressure and excitement, the team must never forget the things that led to where they are.

“We must never lose our identity just because we want to conform or adapt to challenges of the present. We must manage our expectations and never put our student athletes and coaches under pressure. Our teams have been great because we have always allowed our student athletes and coaches to express themselves freely on and off the field,” adds Gagayi.

The UWC rugby team is preparing to take part in the 12th season of the Varsity Cup, kicking off against the University of Cape Town’s Ikey Tigers on Monday 4 February.
