he Princess Vlei Civic Association is concerned about the homeless people that are now sleeping in the hollows of trees because the trees have not been trimmed.

They have settled in the trees behind the Heathfield Parks Depot.

Princess Vlei Civic Association chairperson Jan Burger said it is unbelievable how the trees have grown since they are not being maintained. “We are aware that councillor’s budget stipulated parks upgrading but it would appear because of neglect on the western side of Princess Vlei (parts of Southfield and Windsor Park), trees have not been cut or trimmed thus proving a haven for criminals. They are making tree hollows homes and this would have been avoided if the trees were maintained. Trees are overgrown,” he said.

“It is disturbing how service is coming on one side but there is nothing forth coming for the other side. We are sitting with trees that are not trimmed and they have become a safe haven for the homeless. We have a neighbourhood watch that patrols and sees all these things.

We chase them away and report and nothing gets done. If the City maintained these tree we wouldn’t be sitting with this problem,” said Burger.

that we have become aware of has been addressed. When these matters are reported, Law Enforcement together with Social Development visits the homeless/vagrants. They are offered assistance in the form of going to a shelter or being reintegrated with their families. Unfortunately, they refuse assistance as they chose to stay on the ‘street’.

“In actual fact some of the people are from the Punts/ Heathfield area. These are people who have gone astray and are in need of help but unfortunately refuse assistance when it is offered to them. They simply just move from one space to another and in the process compromise the safety of residents and themselves, not to mention the rubbish that they accumulate which the City has to clean up.Last week we had a huge fire at 02:00 caused by vagrants sleeping in a makeshift hut along the canal in Heathfield,” he said.

Southgate added that the Recreation and Parks Department attended to the matter by cutting back the trees and creating a fire break along the fence of the private residences.

“They (trees) are managed as and when the need arises. The hollow tree that has been reported as housing vagrants has been cut down and the branches are currently being removed. All the trees around the depot are currently being trimmed,” he said.

illiam Cupido (61) from Retreat runs the Second Chance Outreach nonprofit organisation to help others learn from his mistakes and avoid taking the path he took.

The father of three says that for 40 years he was addicted to drugs and slowly but surely the drugs ate away his body.

“I started experimenting with drugs when I started high school and I was just 14. I got hooked for years to an extent that drugs couldn’t do anything to me. To get a proper high I had to mix it with alcohol and in the process I became alcoholic. My life was going down the drain but I didn’t stop. I continued using drugs and it destroyed me inside,” he says.

With continued use of drugs and alcohol his body couldn’t take it anymore. “I was in and out of hospital and X-rays showed that my stomach was being eaten away. I had to have an operation and 70% of my stomach was removed I was told I had only between three to six months to live. As a normal person this was supposed to be a wake-up call. However, I was not moved.

Years later when I was in and out of hospital, I just decided enough is enough,” he says.

William Cupido (left) with one of the schools he works with. was so thin I had to wear baggy clothes to look a bit bigger. I just told myself this is not the life I wanted, and I never went to rehab. I just stopped using drugs. I won’t lie, it was difficult. My body couldn’t take it. There were days I wanted to give up and go back to drugs, but I told myself that won’t be my life gain. That was my turning point,” he says.

Because of what he have been through

he is now using his experiences to help others. He has been clean for over seven years.

“I go to primary schools, high schools and churches and I speak at community gatherings. Drugs are bad and they can easily destroy you without knowing. Kids are using them so I focus a lot at primary schools and high schools so that they don’t even think about taking that route,” he says.

view and he has started a support group in Ocean View to help drug addicts there. The support group in Ocean View meets from 19:00 to 21:00 every Thursday.

“When I go to these places I talk about my experiences. I show them my pictures of how sick I was so that they don’t do it, For those that are addicted I encourage them to stop before it is too late. I also hold talks with parents on what to look out for to see if their children have started with drugs. They are a lot of signs parents have to pay attention to.”

Cupido says he wants his story to be a lesson to others. “It breaks my heart when I see people that are addicted. I try my best to help because drugs can totally destroy you. I don’t want what happened to me to happen to anyone,” he says.

Sozo alumni gets a day to catch up TIYESE JERANJI @jeranji The Sozo Foundation, a non-profit organisation based in Vrygrond, recently held its annual Alumni Connect Day on Friday 25 January.

The foundation runs several programmes for the community, such as Youth Café where young adults aged 16 to 25 transition from being out of education, employment or training to being engaged, inspired and contributing community members. They also have Sozo Lifeskills, a community equipped with skills that enable them to love living life, while Sozo Educentre is a place where a generation of young leaders inspire positive change in their own community. These are just a few of their programmes.

Wendy Abrahams of the Sozo Foundation says they use connect day as a day of connecting with the young adults who exited their Educentre After-school Programme between 2014 and 2018.

“We had a powerhouse in the room. Some were studying to be lawyers, media and film studies, social work, management, entrepreneurship, fashion, ECD. This is a day for the alumni to connect with one another and to connect with us. It’s a catch-up day for them to have face-to-face contact with one another.

“Some of them attend universities out of Cape Town and therefore we do not necessary see them throughout the year. This is a

CRIME WRAP V Overcome Heights: On Saturday 12 January at about 15:00, police officers from Muizenberg Police Station were busy with crime prevention patrols in St Titus Road when then noticed a suspicious-looking man. The suspect, on seeing the police, attempted to evade the officers and after a short pursuit, constables Zubenathi Lum-

ko and Masibulele Mdunyelwa apprehended him in St Patrick’s Street. The 24-year-old suspect, a resident of Overcome Heights, was found to be in possession of a 9mm Vektor pistol and eight live rounds of ammunition. He was detained on charges of possession of a prohibited firearm and unlicensed ammunition and appeared in the Muizenberg Magistrate’s Court.

Each leaf signifies the growth of the educentre and the continuous growth and development within education.

Every time a learner signs on the tree it means that another learner has completed Grade 12 and is on a journey in the ‘world of work’ or ‘world of study’. This is quite a significant process in the history of Sozo.

ards 68 and 110 have been earmarked to benefit from the City of Cape Town’s “Women for Change” programme.

During a sitting of subcouncil 18 in Lotus River last week, plans were unveiled where 50 women will be selected and undergo training and an induction process. A few of the women who have been selected to take part were present at the meeting.

“We are going to recruit people from the database first. We need to sit down, but at least I will have 50 people who are going to carry out the different programmes,” says subcouncil 18 chairperson and ward 110 councillor Shanen Rossouw.

She hopes to include the women in her reading project once recruited. “This is where I train the parents in order to assist the child with reading, those who are struggling with reading. The focus will be that we need to assist the child,” said Rossouw.

Meanwhile, one of the pilot sites for the programme, Lavender Hill, will undergo a

new wave of recruits, confirmed ward 68 councillor Marita Petersen.

“The programme is really impressive, but we can still improve on it and that is why I want a “Men for Change” programme, but on the same principal as the Women for Change programme. You can see how women change, how their persona changes, their confidence and the influence of the programme on them and their peers who are in the programme. How they evolve from low self-esteem, lack of confidence, disillusioned by the challenges they face, but then going through the programme and evolve into confident, self-reliant individuals and I want to do it for the men too,” Petersen said.

Rossouw says she hopes the reading project, aimed at primary school learners, will then pave the way for a future project she has in mind.“That is why I am starting with the younger groups in the foundation phase, the basics and the Women for Change to train parents and work hand in hand. We can’t just deal with the child and not the parent. We are also going to be bringing in the

family strengthening with a holistic approach. Family strengthening is the very same family, the parent who comes to the reading programme – we take them and see how we can assist, for example if everyone is unemployed in the house, so then at least one of them get the opportunity at the EPWP programme,” said Rossouw.

She echoed Petersen’s view that men should also become involved in improvement programmes in order to help weave stronger moral fibre into the fabric of the community.

“I am not going to go big, I am going small so that I can see where the challenges are.

I am using this as a pilot project in my ward.

I also see home-based caring as a great need, because there are a lot of people who are frail and sick and they are not equipped to look after themselves properly. We need the Department of Solid Waste to come in and train the women, so that we can do the awareness and we can send in people to organisations and even churches to make people aware of the illegal dumping to mobilise the community,” she said.

Police nab four over robbery Muizenberg police officers were alerted to a robbery which had just occurred on the catwalk on Friday 25 January.

The complainant and a friend were jogging on the catwalk when one of them was approached by an unknown man and woman asking them random questions.

Muizenberg police spokesperson, Captain Stephen Knapp, said the complainant continued jogging and a short while thereafter, two men approached him and threatened him with a knife and demanded his cellphone.

“The suspects made off with the cellphone and the complainant proceeded to report the incident to police.

Constable Darren Stuart immediately followed up on the information and description provided by the complainant and after a short intensive pursuit, they arrested all

four suspects, who were found in possession of the stolen cellphone and the knife used in the robbery,” he said.

Knapp said the suspects, aged 19, 26, 29 and 36, residents of Parkwood, Lavender Hill and Military Heights, were detained at Muizenberg Police Station on charges of robbery. They appeared in the Muizenberg Magistrate’s Court on Monday 28 January.“The cellphone was returned to the owner who was extremely pleased with the response and service provided by the officers. Lieutenant-Colonel Maggie Rossouw, acting station commander of Muizenberg police, was extremely pleased with the arrest and speedy action of her members.

She further appealed to all members of the public to be alert and report crime to their local police as soon as it happens,” said Knapp.

Comment on licence fee increase T

he Provincial Government Gazette has published the draft regulation pertaining to motor vehicle licence (MVL) fee increases in the province.

The draft regulation is open for public comment until Friday 8 February.

It has been published to allow the more than two million vehicle owners in the Western Cape an opportunity to submit their comments.

This year, the proposed fee increases amount to an average 3% for the Western Cape, a figure well below inflation.

The Western Cape Provincial Government relies on vehicle licence fees to: . build, upgrade and maintain the provincially owned road network. . assist municipalities to fund the maintenance of their more strategic roads. . continue to reduce the maintenance backlog, which has been decreased by over 16% over the last seven years.

According to the government these fees, along with budgetary allocations, help keep the province’s roads in a good condition.

During the 2017/18 financial year 94.8% of vehicle kilometres travelled on surfaced roads were travelled on roads in fair or very good condition.

In the same period 63 080m2 of surfaced roads were upgraded, 915 772m2 of surfaced roads were rehabilitated, 45 997km of gravel roads were bladed and 22km of gravel roads were upgraded to surfaced roads.

This is in addition to the construction or upgrading of six bridges and 76 culverts.

Roads are an asset with an approximate value of R68bn and they are consumed, over time, by close to two million vehicle owners in the Western Cape and other users A total of 7019km of provincial roads are in a fair to very good condition, says the provincial government.

The draft regulation has been published in the Provincial Gazette Extraordinary 8027 dated Wednesday 9 January for public comment.

total of 49 new interns started their 12month internship with the City of Cape Town as part of the Urban Sustainability Internship Programme (USIP) for new graduates last Friday.

“The USIP is now in its 13th year and I’m elated to say that 422 interns participated in the programme to date, with 82 of them now working permanently for the City. The first of February is a big day for our new group of interns. They will be placed at different City departments where they will have access to and learn from some of the best professionals in our country. This is a once-in-alifetime opportunity and I’m urging these young graduates to make use of every minute to learn and to gain experience,” says Mayco member for corporate services, Sharon Cottle.

The City is funding the interns’ stipends, capacity-building training programme, recruitment and induction.

The majority of the interns will be placed within the scarce skills categories such as economics, engineering, environment, heritage, renewable energy, urban design, landscaping, planning, surveying and architecture.“It’s important to promote the scarce skills study fields to young people as these skills are in demand. Finding employment is a challenge in the current economic climate and gaining experience in scarce skills will make it significantly easier for them.

It’s also a great return on investment for the City, which needs their skills and youthful enthusiasm within our ranks where they can assist us in becoming a more efficient and resilient administration,” says Cottle.

The interns are assigned specific tasks to ensure job-related training and we have, over the past 13 years, built up an excellent reputation. In fact, companies and organisations consistently confirm how impressed they are with those interns who have completed the internship programme with us,” she says.

Interns are recruited through advertisements on the City’s website and in newspapers, as well as at universities. The City receives on average between 2 000 and 4 000 applications each year. An initial assessment is undertaken to select the top 200 potential

candidates for interviews, and the successful candidates are then offered an internship with the City.“Almost 70% of those who complete their internships find employment afterwards, with about 20% being permanently placed at the City. These figures are testimony of the quality of our internship programme. Most of us remember our very first job, and sometimes our first day working for our own salary. We remember the pride and independence, and immense freedom that comes with being able to earn your own way.

The internship provides learners with a quality work experience where they have access to some of the best professionals in this country. The skill set that they develop dur-

ing this period is a solid foundation for their future careers,” says Cottle.

At the end of the 12-month programme, all interns and some of the new intake of interns attend an awards ceremony where the outstanding interns are recognised.

“I mentioned the importance of on-the-job training at this function, and said that we need more sponsorships from corporates and for other organisations to partner with us to keep this programme going. I’m looking forward to hearing from the private sector – send me an email, or phone me. We need you to partner with us and to invest in the future of Cape Town’s young graduates,” she says.

Boost for safety and security The City of Cape Town is pulling out all the stops to beef up safety and security initiatives in communities across the city. An additional R165m has been made available to boost efforts against crime within the city.

The funding was announced by mayor Dan

Plato during the Council sitting on Thursday last week. The money became available through budget adjustments, said Plato.

He added that the money will increase visible policing in vulnerable communities. Additional funds will also be made available for

much-needed capital projects like fire stations.

“This is just the start of our efforts to increase safety levels in our communities,” he says. “I want to see even more budget allocated to our enforcement agencies and rescue services in the next financial year.”

Plato says the public will have the opportunity to comment on the budget once it has been published in the City’s annual budget next month. He says the R165.2m allocation comprises capital expenditure of R42.2m and operating expenditure of R123m.

Some of the capital projects that will benefit from the allocation include: .R7.5m for the upgrade of the Ndabeni vehicle pound .R2.6m in additional funding for the Somerset West fire sation .R15m to procure between 36 and 40 replacement vehicles, depending on the type of vehicles required .R5.5m for additional two-way radios for Law Enforcement staff The planned operating expenditure includes: .R30m to recruit additional Law Enforcement officers .R10m for uniforms, personal protective gear and equipment for staff .R50m for additional overtime allocation to ensure a more sustained, 24/7 service and R20m to cover related fuel costs .R8m for repairs and maintenance of vehicles in the various departments .44 new CCTV cameras across the city in vulnerable areas, and a new camera room in Ocean View .Expanding the K9 Unit, thanks to funding from the Western Cape Government “The staff in our Safety and Security Directorate provide an invaluable contribution to safety in our city, in spite of very trying circumstances. In the previous financial year, they contended with an unprecedented increase in land invasions and protest action; worked tirelessly to patrol the streets amid ongoing gang violence; worked non-stop to plan for the potential impact of one of the worst droughts on record as well as an increase in attacks on

staff,” adds Plato.

According to Plato during the 2017/18 financial year, the number of arrests made by the City’s enforcement agencies increased by 17% year-on-year, as outlined in the release of the annual statistics.

The number of firearm confiscations increased exponentially, as did the number of screenings for driving under the influence (DUI). There were increases in the amount of liquor confiscated and notices issued for traffic and bylaw offences as well as overloaded vehicles, to mention just a few categories.

Mayco member for safety and security JP Smith said the sheer volume of work that gets done is staggering and he doesn’t think many people fully appreciate it. “It is also worth noting that the City’s Safety and Security Directorate is likely the most transparent public safety agency in terms of accounting to the public it serves. I note that a few other metropolitan municipalities have started providing monthly updates on their enforcement statistics – this has been the norm in Cape Town for many years. rom drawings in a workshop to grand creations on the fan walk, the Cape Town Carnival is an event to look forward to this March.

This year the theme “Vuka Ukhanye: Arise and Shine!” was the result of brainstorming sessions between participating groups, organisers and artists from more than 50 neighbourhoods across Cape Town, the organisers of the event say.

“Vuka Ukhanye: Arise and Shine!” was the bold statement that culminated from

these creative and fun workshops.

The 2019 theme incorporates everything that the Carnival family feels truly depicts “Vuka Ukhanye: Arise and Shine!”

Cape Town Carnival creative director Brad Baard says: “The parade is a vivid journey of awakening, from sunrise and literally waking up in the morning, to symbolically waking up your own power.”

This year, some of the community organisations involved in bringing the Carnival to life are the Heideveld Theatre Company, Likhwezi Arts Project based in Khayelitsha, and Project Playground based in Langa.

The Cape Town Carnival, held annually in

March, is a year-long programme culminating in a street parade that showcases and celebrates the diversity of Cape Town and South Africa.

For several hours on a late-summer evening, more than 50 energetic and talented community performance groups, spectacular floats, giant puppets and extravagant costumes bring the Green Point Fan Walk alive, while thousands of spectators from all over the world converge along the 1.2km parade route.This year, the Green Point Fan Walk will come alive with colour and splendour on Saturday 16 March.

This is a free event that attracts thousands

of spectators who celebrate the culture, diversity and creativity of the city, encouraging social cohesion.

Village Care Centre is a registered non-profit organisation that runs several programmes for school drop-outs who will often be found in the streets and they also have aftercare programmes. The centre also runs an old age home. Officials from the Centre say they are really grateful for the donation as it will go a long way in filling the tummies of the people who come through their doors and those at their old age home. “I’m not the best singer, hey! One time I went up on stage at Manila Bar and performed ‘The Scientist’ by Coldplay and it required a low note and let’s just say I didnt hit any note. I forgot to mention this song came up directly after Craig Lucas sang something so obviously the crowd went crazy, and after I sang it was just a big no-no,

but I gave it my all and in the end it was a jol.”

Have you ever listened to someone at a karaoke and thought this person belongs on stage?

“Yes, all the time! There is so much talent out here in South Africa that is not recognised or even perused. Sometimes all I can do is stand in awe and cheer them on.”

More artists added to jazz line-up Organisers of the world-renowned Cape Town International Jazz Festival (CTIJF), taking place on Friday 29 and Saturday 30 March at the Cape Town International Convention Centre, recently announced a further 15 artists from around the world as part of the 2019 line-up.

Featuring artists from a variety of musical styles, the CTIJF 2019 line-up promises to satisfy the tastes of every music lover, with diverse audio explorations and the very best of the past, present and future of jazz genres.

Among the artists announced to be joining the line-up is modern jazz guitarist John Scofield who will perform with an inter-generational band for a musical combustion billed as John Scofield’s “COMBO 66”. The band features Vicente Archer, Gerald Clayton and Bill Stewart (USA). Other artists include Ben Volpeliere-Pierrot who performs as the sole remaining member of popular band Curiosity Killed the Cat (UK), multi-instrumentalist Vincent Fenton who performs as FKJ (France), acoustic-electronica band GoGo Penguin (UK), Grammy award-winning jazz bassist Pichard Bona (Cameroon), musician, composer and cultural researcher Ndaka Yo Wiñi (Angola), and Repercussions featuring Moses Boyd, DJ Lag, Tiago, Correia-Paulo, Nonku Phiri and Mandla Mlangeni (UK, South Africa, Mozambique). The Pre-66 Production Cars and Little Giants races will feature monster V8s such as Ford Fairlanes and Mustangs, big Chevrolet sedans, hot Corvettes and more from the golden age before fuel restrictions, mixing it with smaller and more nimble sports cars from the same period. Entries are expected from all over South Africa, as well as from Britain, Holland and Scandinavia for these international classic races.

A big field is expected for the Pre-1980 Classic and Invitation cars, practically guaranteeing close racing. Topping the entry list are Robin Forbes’ thundering 5.7-litre Corvette Stingray and the Ford Sapphire V6 of Steve Hallet, who have already confirmed their participation. They’ll have to put foot, however, to stay with Franco Donadio’s indecently quick Cosworth-engined Ford Escort Mk1, which is expected to set the pace.

A surprise new entry in this category is the Ford Escort Mk1 of Willie Ras, also with 16-valve Cosworth power and nicknamed “Witblitz”, which is expected to be driven at this event by motorsport legend Sarel van der Merwe. If anybody can give Donadio and Forbes a hard time, it’s Supervan. Expect fireworks.

near-capacity crowd flocked to Cape Town Stadium on Sunday 3 February to witness the first pre-season Super Rugby double-header.

The event, dubbed “Superhero Sunday”, signified the unique partnership between SA Rugby and Marvel, putting South African rugby in esteemed company. Marvel has previously partnered with other sport codes, but this is the first such arrangement with a rugby union in Africa.Each Super Rugby franchise was paired with a Marvel superhero, namely Thor (Stormers), Spider-Man (Lions), Black Panther (Sharks) and Captain America (Bulls).It won’t be the last time the teams don these special jerseys – they will wear them exclusively in most SA derbies.

This collaboration echoes previous Marvel partnerships like the recent Australian Open and the National Rugby League where fans arrived daily dressed in the gear of popular Marvel characters to support their favourites.

In the day’s finale, the Stormers scored five tries in a thrilling 33-28 win against the Bulls.

The Stormers made an encouraging start and dominated territory and possession early on, but the opening try came from the defence as a big hit shook the ball loose for Scarra Ntubeni to pounce on. The hooker raced away before finding flyer Seabelo Senatla, who finished with ease.Flank Jaco Coetzee broke free soon after and surged into the 22 where he gave the ball to scrumhalf Jano Vermaak who was brought down. Flyhalf Josh Stander hit the ball at pace on a great angle to go over for the second try.The score went out to 21-0 when wing SP Marais intercepted and raced away, skipping out of the last tackle just short of the tryline and then thumping the conversion over as well.The Bulls responded with tries from flyhalf Handre Pollard and Ivan van Zyl to bring themselves within seven points.

The Stormers made it four tries in the first half when No. 8 Juarno Augustus charged down and collected to score and although the Bulls had the final say in the first half with a try from fullback Warrick Gelant, the Stormers took a 26-21 advantage into the half-time break.The Bulls took the lead for the first time in the game just after half-time with a try from close range from flank Paul Schoeman which was converted by replacement Manie Libbok to put them 28-26 ahead.

Both teams were impressive on defence in the second half, scrambling and holding out the waves of attacks.

The Stormers put together a period of sustained pressure and they eventually found a way through as lock Chris van Zyl went over with just five minutes left to seal the 33-28 win.
