T

he LifeMatters Foundation (LMF) based in Meadowridge has developed a curriculum-based numeracy intervention programme called “Fun with Numbers”, which helps Grade 2 and 3 learners build a solid mathematical foundation.

LMF is a non-profit organisation and public benefit organisation that provides academic and psychosocial support to under-resourced primary schools in Cape Town.

They believe that every life matters and deserves help to build strong foundations, discover their worth and reach their full potential. LMF’s academic portfolio includes the Shine literacy intervention programme and a numeracy intervention programme, while their life skills portfolio includes a counselling programme, a Grade 7 camp and a teenage awareness programme.

Now they have developed the “Fun with Numbers” programme which will see learners receive two one-hour sessions per week from trained volunteers. The programme allows learners to have fun while

practising foundational mathematical concepts using the fun games and activities in the “Fun with Numbers” Manual.

This programme will begin on Monday 28 January to allow schools time to settle before they start taking learners out of class for extra support.

The organisation, which was established in 2002, works in Steenberg, Retreat, Capricorn and Westlake at five primary schools.

In addition, their teenage awareness workshops are run at schools throughout the city, with more affluent schools paying a “for profit” rate which covers the cost of the programme at one of the beneficiary schools.

Sharleen Haupt, academic portfolio manager, says Fun with Numbers is a volunteerdriven, early intervention programme for Grade 2 and 3 learners that need extra mathematics support.

“Fun with Numbers is CAPS National Curriculum compliant and focuses on key numeracy concepts needed as ‘building blocks’ for future mathematics learning.

Programme participants receive two hours of support per week from trained volunteers that take learners through the games and ac-

tivities in the Fun with Numbers manual.

The programme is managed by a LifeMatters Foundation centre manager who supervises and supports volunteers and works with teachers and administrators,” she says.

Haupt adds that the programme will improve the learners’ numeracy. “We believe that the Fun with Numbers numeracy programme allows learners to improve foundational numeracy skills because the model allows for individualised pace and attention and the programme focuses on foundational concepts necessary to keep up with the curriculum. Volunteers, unlike teachers, have the time to implement methods and tools which aid comprehension. Since many of the learners we work with are learning in a language that is not their home language, volunteers are trained to break down vocabulary and concepts and repeat activities until the learner has mastered it.”

The programme is specifically for Grade 2 and 3 learners as their goal is to catch children that need additional support early in their schooling career so that they can “catch up” and then keep up with the increasing demands of the curriculum with

each passing school year.

“We all know that with both literacy and numeracy, there are important foundational concepts that need to be in place early. We assess all learners at the end of their Grade 1 year to determine which children have not mastered the basics and then provide support during Grade 2 and 3 so that learners are ready to face the challenges of the intermediate phase in Grade 4,” she says.

To ensure that they help more children, LMF is in great need of volunteers. “Our biggest need is for volunteers so we can add more learners to the programme. If you can spare an hour per week (during term time) you can volunteer. The only pre-requisites are the ability to read and write in English and understand basic maths. In addition, all volunteers must be police cleared (we provide this service at our offices). New volunteers need to attend a training and information session which is held twice per month in Meadowridge,” concludes Haupt.

Schools are ready to roll A

s the new academic year kicked off last week, most schools were ready to take on the year.

It was an exciting day for many learners and parents as over 1.1milllion learners started school in the province – many for the first time.

This year, primary schools across the province welcomed 108 325 Grade 1 and 83 360 Grade 8 learners.

Provincial education minister Debbie Schäfer said: “I would like to welcome all our new learners and their parents into our Western Cape schools. A special welcome to the learners who have started school for the first time.”.

Schäfer and her provincial community safety counterpart, Alan Winde, visited Forest Village Leadership Academy on the first day of school. Schäfer said she was pleased to see how organised the principal and school management team were.

Wendy Philander, school principal, was at school every morning to ensure that the school was ready to receive learners.

“As a result of good leadership, the school was ready for teaching and learning with classrooms well organised and class lists finalised” said Schäfer.

Many learners were already in their classrooms by 07:30.

Forest Village Leadership Academy welcomed 119 Grade R learners and 168 Grade 1 learners.Publishers delivered all textbooks ordered by schools via the provincial education department’s online textbook ordering system at the end of last year. Schools will place top-up orders should they experience unexpected growth in the enrolment.Suppliers have delivered additional desks, chairs and other items of furniture requested by schools for 2019.

(WCED) completed five new schools last year, and another new school will be completed by April 2019.

Three mobile schools have also been completed to accommodate additional growth in hot-spot areas. A total of 46 additional mobile classrooms have been erected in areas identified for growth, as well as 34 brick and mortar classrooms.

“The WCED will have a clearer idea of shifts in enrolment after the 10-day snap survey later in January. We expect a number of places to open after the 10th day of school – as those learners who do not arrive (with a valid explanation) will be taken off the school system. There are many parents who ‘double book’ places at schools, and therefore, we will see some places becoming available.“To parents who are having difficulties enrolling their child, or who have failed to enrol their child, I urge you to approach the local district office as soon as possible, for assistance with finding a place at a school,” said Schäfer.

Each district office has identified officials who will assist parents who struggle to find

a place when schools reopen.

“Please visit the WCED website for a list of district officials as well as answers to Frequently Asked Questions regarding enrolments https://wcedonline.westerncape.gov.za/home/FAQ/faq-index.html.”

The Education Department has established learner placement task teams in each district and will be on standby to provide assistance at schools where there are late registrations and any other last-minute tasks that need to be completed.

“We would also like to appeal to parents to play an active part in their child’s education. Parents have an important role in their child’s school career and we ask that they assist us in this 12-year journey by cultivating and encouraging their child’s reading and writing skills. Children can achieve much more with supportive, interested parents. Without it, their entire futures could be compromised”, said Schäfer.

What advice can be given to parents and learners at this time?

The most fundamental advice is for parents and learners to realise that there is nothing about the results from this round of matric examinations that signifies the end of the road for any learner. It is easy to develop a kind of “tunnel vision” around matric results and the implications thereof for the learner’s immediate future. Should learners not have achieved the desired outcomes with their matric examinations, however, there are many options open to them to still reach their goals, albeit perhaps in some cases with somewhat of a detour. This realisation should alleviate some of the anxiety around matric results.

If learners are unsuccessful, what can they do?

“Success” is a relative term which would have different meanings for different learners and their parents. For some it might mean that they did not pass matric.

For others it might mean that they did not achieve the results that are required for entry into a specific programme at a specific tertiary institution. The options that follow however apply to both scenarios. One option is to register for supplementary matric exams, which may be written if a learner has failed a maximum of two subjects, if they couldn’t write the original exam due to illness, or if they couldn’t write the exam due to death in the family. Taking supplementary examinations not only provides the learner with the opportunity to pass previously failed subjects, but also the chance to improve their marks to such an extent that they may qualify for the courses they originally wish to study. Learners considering this option should contact the Department of Education for information

and guidelines. Students taking this option can also join the so-called Second Chance Programme which offers free educational support to scholars who wish to rewrite a maximum of two subjects. A matric year in its whole can also be repeated at the learner’s current school.

What should parents do?

Parents may understandably be disappointed and anxious if their child did not achieve the desired outcomes in their matric exams. After all, they invested in their child’s future and want the best opportunities for them. Parents should however attempt to focus on remaining supportive and encouraging of their child. Parents should arm themselves with information around alternative routes to achieving the child’s original goals. The central message should be that whatever happened, it is not the end of the road, and armed with the correct information. Parents and their child should work collaboratively to explore viable options

If matriculants did not pass with university entrance, what other options are there for them?

All of the above-mentioned options of pursuing supplementary examinations and joining the Second Chance Programme, or repeating matric, are possibilities for learners who are adamant about obtaining university entrance. It should however be noted that despite popular opinion, a university degree is not necessarily the be all and end all of tertiary education. It is not necessarily always the case that a university degree versus, say, a university of technology diploma or a college certificate, would provide better career opportunities.

It really depends on the field of study the prospective student is interested in. Colleges provide a variety of courses – some of which do not even require a matric qualification – including computer courses, child day care courses, beauty therapy courses, engineering studies and technical courses, to name but a few. A learner may also consider taking short courses or bridging courses, even while preparing to rewrite specific matric subjects.

It is important for the learner to stay occupied and continue with self-development in the year following their original matric year. Consider doing supplementary courses which would strengthen your skills in a particular area and possibly advance your chances of gaining entry into the institution of your choice at a later stage. Consider getting involved in voluntary work, again preferably in the area of study you wish to pursue.In conclusion, students and parents are encouraged to remain hopeful. Many options are available for learners who did not obtain the desired results in their original matric exams. Current matric results are not set in stone, and neither do current matric results serve to cast a learner’s future path in stone.

New Grade 1 learners easing into the big school Moving from pre-school into a formal schooling environment is a big step not only for young children, but also for their parents. Doubts and anxiety often accompany this major move, but parents should aim to ensure a conscious transition which addresses specific issues that may arise, so that their child starts their school career on a solid foundation, an expert says.

“Some of the practical things can be very exciting – sorting out school uniforms and supplies, learning about the new routine, meeting the new teacher and exploring the new school grounds,” says Trudie Gilmore, general manager at ADvTECH Junior Colleges.

“However, the increased demands and unfamiliar environment can be daunting, and children need to be eased into the new situation. Additionally, parental expectations can cause unnecessary pressure at this young age,” she says.

Gilmore says that when embarking on this exciting new life chapter, parents and guardians should remember the following:

Allow for making mistakes The lesson is in the learning, not only the outcome, notes Gilmore.

“At this age, parents should encourage their children to be more independent and, where possible, to think for themselves. Encourage your child to practise small ways to look after themselves such as dressing themselves, ensuring their book bags are packed, and looking after their belongings. Encourage and praise them for trying, even when they don’t get it perfectly right.”

Practise perseverance “It can be tremendously frustrating for young children if they are unable to complete a task to their satisfaction. Teach your child that when learning new things, it’s important that they keep on trying, even if they find things challenging. Don’t step in and ‘fix’ the situation, but rather guide, encourage and motivate.”

Play nicely Junior school is an important social

milestone, and the time when children need to start working and engaging in meaningful play with their peers, even if they don’t automatically get along. Encourage your child to be inclusionary and kind, which will help them develop emotional maturity, as well as confidence. “You can also prepare together by acting out different situations with toys.

Playing games that involve turns or rules, such as board games, are good for practising how to get along with others.

This way, children can try out some of the skills they’ll need later to make friends.”

Encourage curiosity “Being interested and curious about the things around us is really important for learning. Encourage your child’s natural sense of curiosity by talking to them about things, people and places when you are out and about. New research has shown clear benefits for children whose parents engage them in productive conversation, that is, where each takes turns to listen and respond appropriately,” says Gilmore.

“Listen to and answer their questions, nurture their love of reading – an exciting and empowering new skill – and look things up on the computer together. Try to see the world through your child’s eyes, and talk and wonder about the everyday things you see and hear.”

Gilmore says parents must be prepared to help their children navigate and manage increased stress levels caused by more challenging schoolwork, homework, assessments, diversity within the school environment, after-school activities and possible bullying.“Ensure your child is able to respond to the challenges they will face every day, by limiting any additional pressure.And remember, sleep is key. Children who get enough sleep are likely to be less short-tempered and better able to handle school stress.

Also beware of piling on extramural activities. We’ve come to believe that busy equals happy, but over-scheduling means less free time and family time.”

Our society is expecting more and more from children at younger ages, says Gilmore.

earners in the Vrygrond area went back to school with smiles after they were given stationery.

Where Rainbows Meet Training and Development Foundation, a non-profit organisation in Vrygrond, and the company African Empowerment Equity Investments (AEEI) held their annual stationery drive over two days to help the learners.

The drive took place on Tuesday 8 and Wednesday 9 January. Nearly 500 learners received stationery for the current academic year.

Kyle Cupido, project manager at Where Rainbows Meet says parents are still going to the organisation to plead for children’s stationery.

“There is a huge outcry and need for initiatives like these as stationery is pricey, especially in these low- or no-income homes. The majority of the children who collected stationery come from Vrygrond, Overcome, Lavender Hill and other surrounding communities. We are still pleading to companies, who would like to support this initiative, to assist these communities’ kids with stationery. Going back to school with stationery also sets them on a good path for the year”, he says.

Locals drowning in debts THULANI MAGAZI

T

he intensive care unit (ICU) is a hospital section synonymous with life and death, but for financial guru John Manyike this applies to many debt-stricken South Africans, especially at this time of the year.

Head of financial education at Old Mutual, Manyike says many South Africans are financially John Manyike in the ICU. While there are many contributing factors, Manyike says end-of-year festivities also play a crucial role. With a lot of unwise and extravagant spending over December, he says this is the time for debt-ridden consumers to conduct a financial introspection to avoid sinking further into debt.

He says the best option is to sit down with creditors and work out a solution rather than avoiding them.

Manyike adds that the country has a population of 16 million “economically active” citizens, but more and more South Africans are sinking in debt.

He says in the first quarter of the year, more South Africans enquire about credit assistance. He adds that a whopping 25 million South Africans enquired for credit assistance in the first quarter of 2018.

This, according to Manyike, is as a result of more citizens getting in debt over the festive season.

In an interview with People’s Post, Manyike said there are limited options when it comes to getting out of the debt.

However, for those options to succeed, “behaviour change” is crucial.

“You cannot do things the same way and expect different results,” Manyike cautioned.

He called for a “robust collaboration” from government, the private sector and various stakeholders to eradicate the scourge of indebtedness among South Africans and to create a vibrant and a debt-free society.

Manyike apportioned some of the blame to “powerful advertisers” and a lack of “noise” around good financial education.

“Advertisement influences behaviour,” he said, calling for more financial education in the media.

While one of the ways to get out of debt is to set tangible goals and resolutions, he said for that to succeed a lot needs to be done.

Manyike urged South Africans to be “emotionally attached” to their new year’s resolutions in order to build a financially sound nation.

“The main challenge in managing debt is that we don’t have a vision,” he said.

He said the only time citizens get the vision to save some money is when they plan to buy a car or a house.

“They put together a plan and start saving money,” he said. “But that is not always successful.

Sometimes they start dipping into that saving.”

Manyike encouraged South Africans to get into the habit of saving.

Another way of getting out of debt is to resort to debt consolidation. But this is the last resort. Among other things, Manyike said indebted South Africans should first look at rearranging their lifestyle.

He said things such as packing a lunchbox instead of R50 or more for lunch daily are a first step towards recovery. A daily allowance of R50 amounts to R1000 a month and about R12 000 a year and R120 000 over a 10-year period, warned Manyike.

He added that getting rid of a gym membership that one does not use is another alternative, along with reducing a costly contract phone.

“You will find that you save a lot of money by making those little changes,” he said.

He also cautioned against the type of friends a person has and the non-payment of debts during the festive period.

He said the festive season is preceded by the Black Friday phenomenon, where people start getting in debt as a result of ‘fomo’ (fear of missing out). He also warned “payday millionaires”.

“People say they are rewarding themselves on pay day. What are you rewarding yourself for?” he asked. “What we need is to interrogate how we use our money.”

Manyike added that due to reckless spending and failure to plan, most South Africans get into debt and ultimately resort to debt consolidation.

This means all their debts are settled by a recognised financial institution and the person pays one instalment instead of paying different creditors.

Manyike said this requires a lot of discipline. “You cannot consolidate consolidation,” he warned.

Manyike said consumers should try to avoid getting into debt by not using money they do not have. He said levels of indebtedness differ, with some people spending between 70% and 80% of their salaries servicing their debts. He cautioned people to strive not to get listed. “Once you get listed you cannot get any credit until you are clear of debt,” said Manyike.

Entry level trainees wanted Following social media reports about false police recruitment during the Festive Season, the South African Police Service in the Western Cape say they are in the process of recruiting entry level police constables.

Matriculated South African citizens between the ages of 18 and 30 are invited to apply to be appointed as officers of the South African Police Service, with newly passed 2018 matriculates encouraged to apply. Applicants must be in possession of a light motor vehicle driver’s licence, however 10% of the total allocation of trainees will be allowed without a driver’s licence.

Applicants must be physically and mentally fit, undergo a psychological and integrity assessment and be proficient in at least two of the official languages, of which one must be English.Applicants must also be prepared to take the oath of office, undergo training, not have any tattoo marks which

will be visible when wearing police summer uniform, have no previous criminal convictions and/or pending criminal, civil and disciplinary cases.

Applicants must be fit to possess a firearm and have a Body Mass Index (BMI) of less than 30.

Applicants can visit their nearest police stations for further information and application forms.

The closing date for the applications is Friday 18 January.

SAPS is also cautioning residents to guard against false Police Officers Entry Level Trainee Advertisement being circulated. According to a police statement the false advert was being circulated on social media advising that intake for the 2019 police trainees is open, and that people should go to their nearest police station for applications.

NPO officially launched TIYESE JERANJI @jeranji

T

he Keanu Knight Heart Foundation was officially launched on Friday 14 December at Red Cross War Memorial Children’s Hospital in Rondebosch.

The foundation, which recently received its NPO number, aims to help parents who are struggling financially and have terminally ill children.

The organisation marked its launch with a cake and a handover of gifts for the children at the hospital.

The foundation was started by Amanda and Henry Lavack from Retreat who lost

their son Keanu (17) in June due to a heart condition.

In a previous interview with People’s Post (“Making it easy for others”, 11 December), Henry said that when his wife was about four months pregnant the doctors noticed their son had a heart problem. Despite the doctors saying they should terminate the pregnancy the parents opted to keep their child, Keanu.

He led a normal life until he lost the battle in June.

Knowing the struggles they had been through, they started the foundation to help other parents.

Matriculants celebrated Top matriculants and schools were honoured at the recent 2018 National Senior Certificate (NSC) Awards Ceremony on Thursday last week during an event held at Leeuwenhof, premier Helen Zille’s official residence.

Top achievers from across the province converged at Leeuwenhof, where government officials including provincial education minister Debbie Schäfer gave them awards.

Several schools from the People’s Post distribution area were acknowledged for their efforts and continued improvement of the matric results.

Belgravia Secondary School placed 10th in the top 10 public schools with 30 or more candidates that have shown the greatest improvement in pass rate over the period 2016 to 2018.

Lavender Hill High School also placed 4th and Groenvlei High School placed 7th in the top 10 schools with 30 or more candidates that have shown the greatest increase in the percentage of candidates achieving access to Bachelor’s degree studies over the period 2016 to 2018.

Star College and St. Georges Grammer School placed first and second in the overall excellence in academic performance category for top three schools with less than 30 candidates.

Among the overall top 20 schools in the province with an NSC enrolment of 30 or more candidates were: Herschel Girls in first, Rustenburg Girls’ in second, Westerford High in 4th, Springfield Covenent of the Holy Rosary in 5th, Diocesan College (Bishops) in 6th, Rondebosch Boys’ in 8th, Claremont High in 12th, SA College High in 13th, Star College in 14th, Herzlia High in 15th, Wynberg Boys’ in 17th and Wynberg Girls’ in 18th place.

Overall top achievers per subjects were awarded based on the highest overall mark received per subject in the province.

Among them were Charlotte Louw from Herschel Girls’ for English Home Language, Timothy Schlesinger from Rondebosch Boys’for Mathematics, Liam Gruney from Westerford High School for Mathematics and Accounting, Julian Bnks from Rondebosch Boys’ for Visual Arts and Sophia Rabie and Joelle Joubert both from Herschel Girls also for Visual Arts.

Lance Minnies from AZ Berman High School also received a special ministerial award.

the end of their school career with a National Senior Certificate pass. I would like to congratulate the 81.5% of learners in the Western Cape who passed the 2018 NSC examination. 41 350 learners are celebrating their success today,” she said in a statement.

“Matric results are our second key measure of the state of education in our province.

The Western Cape Government has always maintained that indicators of quality go well beyond the overall pass rate. We focus on the quality of the passes and the retention of as many learners as possible in the school system so that we can ensure the best possible opportunities for our young people in the Western Cape,” she said.

“I am therefore pleased that yet again, our indicators of quality show a sustained improvement in the Western Cape. Results over the last five years of this administration have built on the progress of our previous administration.”

The total percentage of candidates who passed matric has increased from 75.7% in 2009 to 81.5% in 2018 - an increase of 5.8%.

In 2009, the matric pass rate in Quintile 1 schools (the poorest) was 57.5%. In 2018 it is 70.5%. There have also been pass rate increases of 10.6% in Quintile 2 and 15.6% in Quintile 3 schools during the same period.

“I am especially proud that the Western Cape achieved an increase in the percentage of bachelor’s passes, with 42.3% of learners achieving this quality pass. This is an increase of 3.2% from 2017, with an increase in the number of candidates achieving this from 19 101 in 2017 to 21 492 in 2018.

Since 2009, the Bachelor pass rate has increased from 31.9% to 42.3% - a remarkable increase of 10.4%,” she explained.

“The Western Cape has established itself as the leading province in maths and science results, given that our percentage pass rate performance in the NSC remains in the top three in mathematics and physical science.”She coninued that she was especially proud that the Western Cape again has candidates in the top positions in the country.

“The Western Cape Government has consistently said year on year, that when considering the NSC results, one has to consider the numbers of learners passing through the system and ultimately passing their matric.We believe that retaining more learners in the system and giving them the opportunity to pass the NSC is more important than “losing” learners along the way so that schools can achieve a higher pass rate. Therefore, when considering the NSC pass rate, it is important that we consider the retention of learners by comparing the number of learners enrolled for the NSC exams with the number of Grade 10 learners enrolled two years before that. This is known as the ‘Real Matric pass rate’.”

Officers keep beaches clean I

t was a busy festive season for the City of Cape Town’s enforcement and rescue services as staff once again put their best foot forward to ensure public safety over the festive season.

The results of their efforts are indeed something to be proud of as the statistics show, says Mayco member for safety and security JP Smith.

“It needs to be acknowledged that the terrible incident involving a private security company’s actions on Clifton Beach overshadowed much of the festive season news relating to Cape Town. It was an incident that harmed the goodwill and trust between people and undermined our efforts to achieve a non-racial South Africa. The City acted swiftly to deal with all transgressions and ensured that the public were not subjected to any further such incidents at the hands of private security, at Clifton or any other public area,” says Smith.

“Having acknowledged that, we can perhaps also pause to thank the public, local and visitors alike, who worked with our emergency and policing staff to improve the safety of the festive season for all. The statistics show that we have seen reduced deaths on roads over this period, reduced drownings, more chil-

dren registered at the Identikidz stalls at the beach and reduced fires and fire-related deaths. This is all cause for celebration, meaning that more people started this New Year on a positive note and not beset by tragedy.”

Smith further thanked the residents of Cape Town, the many visitors and all the emergency and policing services of Cape Town including police, the National Sea Rescue Institute, SANParks and all the departments and agencies that made this possible.

Collectively, the City’s three enforcement agencies arrested 737 suspects on a range of charges, including drunk driving and possession of drugs.

Cape Town Traffic Services also arrested 5056 motorists for outstanding warrants under the auspices of Operation Reclaim.

A further 12 700 warrants were served.

Traffic officers also recorded just over 200 000 offences, the bulk of these being for speeding.

On the beaches and other public spaces, Law Enforcement staff confiscated 9968 bottles of alcohol, equating to nearly 6400 litres.

This is a marginal increase year-on-year (from 9458 bottles in the previous festive season) and is once again indicative of the

fact that many people simply choose not to heed warnings about alcohol use in public.

It is a massive logistical exercise, but an important one, because it means fewer people swimming while inebriated and potentially putting their lives in danger; less antisocial behaviour in our public spaces, and fewer motor vehicle accidents on our roads.

The Fire and Rescue Service responded to 2411 fire calls and 1126 special service calls, a slight increase in both categories yearon-year. There was also an increase in residential fires, but fewer structures were affected and the number of fatalities was lower.

The Public Emergency Communication Centre’s busiest shift was on New Year’s Eve when staff fielded 1049 calls, followed by the Day of Goodwill (Boxing Day) when 962 calls were logged. For the month of December, the centre fielded 41 209 calls – 77% of which were emergency calls.“Our enforcement and rescue service staff are often taken for granted and exposed to abuse because of public perceptions.

While there may be some bad apples, the reality is that the majority of uniformed staff work very hard and take their jobs very seriously,” says Smith.

Expansion of unit The City of Cape Town is considering the expansion of its Displaced Persons Unit (DPU) and the equipment available to them in order to deal with the increasing challenges related to homelessness.

The City’s Law Enforcement Unit is one of the departments tasked with responding to challenges presented by homelessness in the city.

The DPU works closely with the City’s Social Development and Early Childhood Development Department to respond to complaints and concerns about street people.

While the Social Development Department’s Reintegration Unit works to offer short- to long-term alternatives to get people off the street, the DPU’s mandate is to enforce the provisions of the bylaw relating to streets, public places and prevention of noise nuisances.

Section 2 of the bylaw deals with prohibited behaviours like urination in public, erecting structures, making fires, etc. – offences that are often committed by people living on the street.

Last week, the executive mayor Dan Plato joined the DPU during an operation in the central business district and surrounds – an area that accounts for countless complaints from the public.

“Homelessness is a complicated issue, and as an administration, we are in a catch-22 situation. If we enforce the City’s bylaws too rigidly, we appear uncaring. If we turn a blind eye, we are accused of inaction by the residents and businesses whose lives are impacted on a daily basis by the actions of small pockets of individuals. There are many challenges, both operational and legislative, but we have to find a way to ensure that our interven-

tions are more effective. The Culemborg Safe Space has made remarkable strides since its launch in mid-July. I have committed to finding funding for two more such spaces. I have also asked that we increase the capacity of the Displaced Persons Unit to respond more quickly to complaints so that we can tackle the antisocial and often criminal behaviour that comes with the phenomenon of homelessness,” says Plato.

In the 2017/18 financial year, the City’s Law Enforcement Department responded to 23 097 complaints relating to street people – a 53% increase on the previous year.

It is the leading complaint received

by Law Enforcement, along with noise nuisances in residential areas.

“We are working with Law Enforcement and the DPU to improve the effectiveness of their enforcement efforts as well as the challenges and shortcomings in the criminal justice system which makes the enforcement work ineffective and creates the impression with the public that Law Enforcement and Metro Police are not acting on their complaints and the bylaw transgressions. This is being balanced against training our staff to be more sensitive in how they undertake their enforcement and making sure they work with social development agencies to assist people on the street with accommodation and employment where possible,” says Mayco member for safety and security JP Smith.

“Another key element will be engagement with other government departments like the Department of Justice, the National Prosecuting Authority, Home Affairs and Correctional Services,” says Smith

Graffiti unit expands T

here will be less writing on the walls as the capacity of the City of Cape Town’s Graffiti Unit will be bolstered by 168 temporary workers from February to June this year.

The workers will be sourced from the Expanded Public Works Programme (EPWP) database across the City and will assist in removing illegal graffiti.

JP Smith, Mayco member for safety and security, says illegal graffiti is a concern and can quickly change a neighbourhood.

“It can create the impression that no-one cares about the area; it can discourage business and it diverts funds that now have to be used to remove it, instead of being used for community programmes.

“Offensive or obscene graffiti can also affect residents’ sense of safety and security in their own communities,’’ he says.

The City’s Graffiti Unit, under the auspices of Law Enforcement, will be part of two teams tasked with cleaning up gang and illegal graffiti on the Cape Flats and in townships and suburbs.

The City’s EPWP database is centralised, and access to work opportunities is based on

a computerised random selection process.

National guidelines prescribe that the EPWP work relates to any temporary work ranging from a day to the full duration of a project. The key focus is that all of these types of opportunities are temporary, and employment depends on the type of work on offer and the project duration.

“Negative images and words not only scar the urban landscape, but also those residents who have to look at it daily.

“Getting rid of gangster graffiti will help restore dignity to many communities and instil a sense of pride,” says Smith.

“The City recognises the value of public art and street artists as their work can inspire and provoke new thinking; it can beautify shared spaces, uplift communities, and tells the rich stories of our history.

“I want to encourage graffiti artists who want to do graffiti or public art to contact our Arts and Culture branch,” concludes Smith.

More than R500m has been raised in 21 years, as the MySchool MyVillage MyPlanet community loyalty programme celebrates its coming of age. Success for rail officers The Rail Enforcement Unit (REU), launched by the national minister of transport during October last year – coinciding with Transport Month – has seen several strides in creating a safer rail system for Cape commuters.

Its impact on the improved safety of Metrorail commuters and rail infrastructure can be observed in numerous arrests and the recovery of stolen infrastructure.

The REU is jointly funded by the City of Cape Town, the Western Cape Government and the Passenger Rail Agency of South Africa (Prasa).

The unit provides an additional 100 Law Enforcement officers to the existing security personnel in meeting Metrorail’s security challenges. These include sustained attacks on rail infrastructure and rolling stock assets, the sabotage of the urban rail network, and criminals targeting commuters and rail employees.

“The people of Cape Town deserve a safe and reliable public transport system. Rail should be commuters’ mode of choice because commuting by rail is more affordable, and it’s the most efficient mode of transport when operating optimally.

“The REU’s successes to date give me good reason to believe that this unit will assist us in stabilising the urban rail service over the next few months. With less crime and vandalism, we can expect a decrease in delays and cancellations, and with that we can expect more commuters opting for trains as opposed to road-based transport,” says Cape Town mayor, Dan Plato.

The REU has recorded the following successes during the first two months:

. 36 arrests on a range of charges including assault, possession of drugs and stolen property, malicious damage to property, and theft . Confiscation of 379.5m of cable and 800kg of railway signal cable . Confiscation of contraband and suspected stolen goods, including 21 cellphones, two laptops, drugs and alcohol . Issuing of 67 Section 56 notices to appear in court . Issuing of 97 Section 341 notices . 332 inspections of hot-spot areas and scrapyards.

At least six of the arrests were made in terms of Section 18 of the Criminal Matters Amendment Act (CMAA) of 2015, which makes provision for a person convicted of tampering with or damaging essential infrastructure to be imprisoned for a period not exceeding 30 years. These cases will be followed closely as the work of the REU will only be truly effective if all players in the criminal justice system work together.

The REU has been a force multiplier for Prasa’s regional Protection Services Unit.

Together, the teams have ensured greater operational visibility on trains and stations, searching more individuals during joint operations and confiscating a greater number of dangerous weapons and fraudulent train tickets.

“With enforcement success on track, the next priority should be closing down noncompliant scrap dealers and lobbying for legislative changes to permit only traceable electronic payment methods. The current practice of cash-for-copper-no-questionsasked encourages illegal and illicit scrap

dealing,” says Metrorail Western Cape regional manager, Richard Walker.

The promulgation of two enabling laws in the fight against metal theft (the CMAA and the amended Secondhand Goods Act), in addition to the deployment of technology and forensic resources, has enabled Prasa to secure 198 offenders in custody, successfully prosecute 17 offenders and rack up a total of 95 years of jail sentences.

“When we launched this initiative our intention was to increase security on our rail network as the situation had reached dire straits with arson, vandalism, cable theft and violent crime becoming commonplace.

An intervention was urgently required, and through effective intergovernmental cooperation we were able to get the REU off the ground. The initial results and arrests are testament to the initiative’s effectiveness and our officers’ commitment on the ground. Our Rail Management Task Team (RMTT) is continuing to explore ways in which to dramatically improve rail for the thousands of commuters who rely on this mode of transport,” says Western Cape minister of transport and public works and chairperson of the RMTT, Donald Grant.

As the 2019 academic and work year takes off, the number of commuters making use of public transport will increase. All stakeholders are committed to ensuring that the REU, in association with other enforcement agencies across the three spheres of government, work tirelessly towards a safer and more reliable commute for all.

Running to raise awareness A

48-year-old woman is lacing up her running shoes to call attention to the global water crisis by running 100 marathons in 100 days through the #RunningDry Expedition.

Mina Guli, an Australian based in Hong Kong, is no stranger to long runs.

She is the founder and CEO of Thirst, an international not-for-profit organisation focused on educating and promoting action on and solutions to the water crisis.

Guli is a global leader, entrepreneur and an adventurer passionate about and committed to making a difference in the world. The #RunningDry Expedition follows the 2016 Seven Deserts campaign and the Six River Run in 2017, which saw Guli complete the equivalent of 40 marathons in 40 days and down six of the world’s great rivers.

The #RunningDry campaign is organised by Thirst. Since its launch in 2012, Thirst has educated more than two million students in China, has had more than 600 000 participants in its innovation competitions and now works with more than 1000 qualified volunteers and has the support of the Chinese government.

Guli aims to create a global community of water savers and change the way we use and think about water.

On Tuesday 8 January, Guli visited Cape Town to raise awareness about the water crisis. The visit follows similar visits on Thursday 27 and Friday 28 December.

People can follow her journey on social media where she will be documenting the entire expedition.

Throughout her runs, she and the #RunningDry team will meet with some of the people most affected by the global water crisis, as well as with companies, organisations and people who are innovating to solve it. #RunningDry launched at the New York City Marathon on Sunday 4 November. Over the course of the expedition, Guli will run in England, France, Italy, Uzbekistan and the Aral Sea, India, Hong Kong, China, Dubai, Jordan, Israel, Palestine, Ethiopia, Kenya, South Africa,

Australia, Chile, Bolivia, Peru and Mexico, before she completes the expedition by running across the United States to finish her 100th marathon in New York City on 11 February 2019.

Guli says her runs are a call to the world to join to save water. “The water we need to live, to survive, is running out. We’re calling this #RunningDry because we need to bring home the severity of the crisis we are facing. It is for this reason that I have chosen to do the unthinkable: running 100 marathons in 100 days around the world to show what a 100% commitment to water looks like.

We can all help solve the world’s water crisis. Each one of us is able to make a difference.

“As a society, we hold the power. With that power we need to encourage companies and governments to make a real change in the way we not only use, but also view, our precious and incredibly scarce water supply,” she says.

Human civilisation is facing an unprecedented crisis: a projected 40% shortfall in the availability of fresh water by 2030 under current business-asusual projections of population and economic growth.

“This crisis will unfold in a series of ‘choke point’ locations around the world, created by a confluence of population pressure, irrigation agriculture and climate change,” explains Guli. “If unchecked, it will greatly exacerbate the frequency of famine, population displacement and armed conflict. The World Economic Forum ranks water crises among the top global societal risks in terms of impact.The impact of these choke points will be felt globally through food and commodity supply chains, as well as security threats. Conversely, addressing this crisis head-on presents a major opportunity to promote peace in unstable regions, to manage corporate risk in key commodity supply chains, and avert humanitarian crises.”

Surf flag flies high’ high T

he South African adaptive surf team returned home last week after a successful trip to the United States to compete at the 2018 ISA Stance World Adaptive Surfing Championships.

With a record number of entries from 24 countries, the city of San Diego and global supporters and families watching online witnessed history being made.

Taking advantage of the global highlights, the world’s best adaptive surfers put their elite talent on display.

With multiple categories at the event, ranging from visually impaired (AS-VI) to the least mobile category being for people who are quadriplegics (AS-5 Assist), the five-day event was full of incredible surfing, inspiring moments and a total of 12 gold medals won overall.

Cape Town adaptive surfer Anthony Smyth was in a class of his own to claim the gold medal and the title of world champion in the AS-1 division.

“So happy to have won the world title, especially against tough competition in a close heat. It is very rewarding. Congratulations to our whole team, especially Grace Anderson who won her first medal – the first of many I am sure! Our team’s

success finishes off a great year of successes for Surfing South Africa, it is an honour to have played a part!Thank you to everyone who supported us,” said Smyth.

The second medal won by South Africa was from the youngest team member, Grace Anderson, who earned a welldeserved silver medal and the first for a South African female adaptive surfer in the AS-1 category. “The moment I realised I’d won the silver medal was the moment I was sure I was dreaming,” said Anderson.

“Finishing second in the world among a record number of women made it all the more special. The whole experience made me incredibly proud of being beautifully flawed.”

With semi-final finishes from both JP Veaudry (AS-1) and Elsje Neethling (AS-4), a quarter-final best for Tyler Pike, as well as an 11th place finish for Albert Rust (AS-5) the South African adaptive surfing team placed ninth overall in the team standings. With only six out of 16 surfers who were able to travel, this was a great result for the very small but extremely talented team.

A very big thank you was sent out to iXperience for donating R65 000 to the team which cov-

ered a portion of the accommodation, as well as Surfing South Africa for arranging funding from Sport & Recreation SA to help alleviate the team’s costs to get to the World Championships.

Each team member had to personally raise funds to compete at the event and without the support from private donors they would not have been able to achieve their goals and bring home the medals.

Stance, a premium sock brand, was part of the event.

In the Major League, teams carry their points forward and complete a double round to determine the eventual champions.

The Major League B also play a double round of fixtures, however, all teams start on zero and then accumulate points to determine who will be promoted at the end of the season.

stuck 19-4 against a pumped up fourth-placed Maitland Giants side in Kensington.

Van der Stel Took a three-run lead in the first inning, but Giants piled on the runs in the second, third and fourth innings to take a 17-4 lead into the fifth innings. Giants scored a further two runs in the fifth inning and the game was ended via the 15run rule.

Mark Quickfall, Altino Elliott, Connor Walsh and Kyle Rossouw all contributed with multiple hits to Giants success. American-born Connor Walsh did the pitching for Giants and recovered well after a sluggish start. Van der Stel utilised Pieter Kemp, Robbie Clarke and Swedish-born Elvis Hammerstadt on the mound.

Aiden O’ Connor (4/5) and Darren Wedel (3/5) were the top hitters for A’s. Brett Willemburg (2/3) with two walks, Nicholas Eagles (2/4) and a walk did well for Bothasig.

Second-placed Bellville Tygers held off a late recovery from thirdplaced VOB Macaws to take the game 6-5 at PP Smit sports fields on Saturday.

Ten walks by VOB, compared to the three by Tygers seem to be the difference between the two sides.

Both teams recorded eleven hits with VOB making two errors and Tygers one.

Both teams utilised two pitchers.

Major League B Helderberg Pirates stunned Durbanville Villains 14-13 at Durbanville, Milnerton Mavericks mercy ruled Battswood 19-4 in Milnerton and home Grassy Park Crusaders beat Westridge Yankees 14-4.

Kolisi in line for top award pringbok Captain Siya Kolisi will be hoping to get another accolade when the winner of the annual Laureus Sporting Moment is announced on Monday 18 February.

The announcement will be made in Monaco during the Laureus World Sports Awards. The global awards honour greatest sporting achievements for past and present sport icons in various categories. The Zwide born flanker for the Stormers and the Western Province is vying for Sporting Moment of 2018. He is up against some formidable contenders, including Scottish rugby legend Doddie Weir, who suffers Motor Neurone Disease, Xia Boyu (69), a double amputee who summitted Mount Everest after four attempts as well as seven other contenders. The winner will be decided by the public through voting, which opened on Monday 7 January. The voting process closes on Monday 4 February, where the top three be announced. Weir currently leads the voting with more than 30% of votes, with Bayo on more than 26% while Kolisi is sitting at more just over 20%.

Kolisi’s story is one of overcoming adversity and succeeding against the odds. He was born in the township of Zwide near Port Elizabeth, and his young mother and grandmother struggled to put food on the table each day. “Times were tough when I was little and often there wasn’t food. I would go to bed starving,” Kolisi said.

The 27-year-old’s incredible rise from poverty to captaining his country is proof that with hard work and determination, anything is possible. “I don’t shy away from where I have come from and I’m aware that my story is a typical South African story in some ways. It’s my motivation,” said Siya.

“Yes, being a professional sportsman can be tough and occasionally you question if it’s all worth it. But then I just think about where I’ve come from and about the people that look up to me.”

Drive to transform the golf The PGA of South Africa has thrown its full support behind the collective drive within South African golf to fully transform the industry, with the association building on its already longstanding commitment to this goal. In 2017 the PGA of South Africa and its partner, the Black Management Forum (BMF), joined all the major golf bodies in the formation of a transformation council, which drove the transformation indaba held that same year. The transformation council now sits under the auspices of GolfRSA, and a transformation officer has also been appointed to assist the major bodies within South African golf to work collectively towards agreed transformation goals.

“We are aware we have a big role to play in transforming the entire industry, from people who play golf at clubs to people working in the industry,” says PGA of South Africa chief executive, Ivano Ficalbi.

“We will drive as much change within what we control. Our members are at the forefront of the game, meeting with new golfers and driving the growth of the game. The game needs to grow and the only way it will do so is by golf clubs adapting and changing the barriers to entry. We are an association of 670 men and women who are actively involved at clubs and golf facilities, and we see ourselves as the conduit to driving the transformation discussion at these facilities.

“It boils down to the PGA of South Africa

using our membership to play a more active role in getting the transformation message out there and taking golf forward in this country.”

In 2013 the PGA of South Africa first partnered with the BMF to work more closely together in terms of its transformation goals.

The PGA of South Africa has also made allowance for non-executive directors to assist the board of the PGA of South Africa, and appointed Monde Ndlovu from the BMF to the board.

Joseph Phiri, a PGA member based at Zwartkop Country Club, is also a national director on the board and a proposed future vice-chairperson of the association.

The PGA of South Africa has also built a strong relationship with the R&A “Working for Golf” committee, and all R&A projects within Sub-Saharan Africa are managed through the PGA of South Africa Education Department. To date the PGA has managed projects in Botswana, Malawi, Uganda and Madagascar, and provided training through the PGA training programme for African delegates from Mauritius, Madagascar, Malawi and Zambia.“As an association of professional golfers with a long and proud history in the game of golf in South Africa, we are committed to promote the game of golf and to bring about meaningful transformation as we also help to stimulate growth and participation,” says Ficalbi.
