undreds of people turned out at the family home of Paiboon Upatising in Phuket Town this week to mourn the death of the former Phuket Senator and Phuket’s highest elected official. Mr Paiboon was pronounced dead at Thonburi Hospital, Bangkok, at
1:09am last Sunday (August 2), after his years-long fight against colorectal cancer. At the family home this week, wreaths from politicians, organisations and churches lined the walls, marked with messages of condolences from Anchalee Vanich-Thepabutr and Rewat Areerob, who were both Phuket MPs until the May 22 coup last year, and from fellow Phuket clan, the Hongsyok family.
Also sending their condolences were Patong Mayor Chalermluck Kebsup, the Phuket Hokkien Association and the Phuket Elderly Association. Most wreaths were marked simply: “With Deep Sorrow.” Among the wreaths were messages of condolences from the current Minister of Finance, Sommai Phasee, and Thai media magnates Prasan Maleenont, chairman of BEC-Tero Entertainment Co, which operates

P
aiboon Upatising was born on October 2, 1956, the grandson to a family of immigrants from China. A graduate from the Faculty of Engineering at the prestigious Chulaongkorn University in Bangkok, Mr Paiboon also held a master’s degree in management from Frostburg State College, in Maryland, United States. He returned to Phuket, where his family began taking strides in their business endeavours, eventually developing the well-known Phuket Villa residential estates and securing the rights as the local distributor for Boonrawd Brewery, makers of Singha and Leo beer. An active Rotary member, Mr Paiboon became one of the “founding fathers” and charter president of the Rotary Club of Patong Beach, the only English-speaking Rotary club on the island today. “Mr Paiboon was an unstinting supporter of our club. His vision to encourage more interaction between the Phuket business community and local Thai officials led to our club’s establishment in 2001. Without his drive and vision it may not have hap-

Photo: PPAO pened,” said current Club President Walter Wyler. “Our club members will always remember Mr Paiboon as someone who upheld the ideals of Rotary through his actions and his legacy. We will be forever grateful for his vision and support.” Meetings are still held at the Aloha Villa Hotel in Patong, which the Upatising family owns. Mr Paiboon entered national politics at the turn of the century, winning the provincial election to serve as Senator for Phuket from March 4, 2000 – a post he held until
July 27, 2006. On September 19 that year, the Army staged a coup to oust then-prime minister Thaksin Shinawatra. Mr Paiboon returned to Phuket and became president of the Phuket Provincial Administration Organization (PPAO, or OrBorJor) in April 2008 in a surprise result against incumbent Democrat Anchalee Vanich-Thepabutra. In his time in office, Mr Paiboon gained a reputation as a “man of the people”. He received a national award for launching the pink po thong bus service, and saw the musical fountain
installed at Saphan Hin in order to bring more tourists to the area. He also provided the momentum to see the PPAO administrated “Phuket Provincial Hospital” in Rassada become a reality, after years of government hospital directors complaining that they were underfunded and understaffed. Ironically, the government hospitals were under-resourced as a result of the national budget allocation system, which allocates funds to provinces according to the number of people registered as living in a province, not according to the number
of people living there. For Phuket hospitals, that meant receiving funding commensurate for serving a registered population of about 300,000, not for the estimated one million living on the island, not including the millions of tourists who visit each year. Mr Paiboon remained in office as PPAO president until June 25, when he was suspended from office without pay pending an investigation by the NACC into alleged corruption involving the Provincial Hospital in Rassada. Mr Paiboon was not alone in his suspension. The national Council for Peace and Order used the renowned Section 44 of the interim constitution to summarily suspend the presidents of Provincial Administration Organizations in seven provinces under the same conditions. Paiboon Upatising is survived by his wife, Ms Keawta, and their daughter Peerati Upatising and their three sons Pongsapak, Wutthichai and Maetapong, who as the eldest child now heads the Phuket Villa Group of companies as Managing Director. The Phuket Villa Group has 10 completed residential and commercial property developments already in its portfolio, and a further seven projects currently underway.

He was among dozens of senior officials suspended or transferred by order of Prime Minister Gen Prayut Chan-o-cha on June 25, pending investigations into corruption allegations. It was later revealed that Mr
Paiboon had been suspended from duty without pay because of matters relating to the PPAO Hospital. However, PPAO Chief Administrative Officer Watcharin Patomwatthanapong confirmed to The Phuket News that the PPAO was providing some financial support and manpower to the family in arranging Mr Paiboon’s funeral.
He also noted that high-level officials from Bangkok may attend Mr Paiboon’s funeral, to be held on Monday (August 10). “Wutthisan Tanchai, the secretary to King Prajadhipok’s Institute in Bangkok and a Permanent Secretary to the Ministry of Justice have expressed their intention to attend,” Mr Watcharin said. Friends, family and members
of the public are welcome to pay their respects to Mr Paiboon at his family home at 74 Wichit Songkram Rd, opposite Surakul Stadium, from 7pm to 7:45pm each day through Sunday (August 9). Mr Paiboon will be buried at the Khao Rang graveyard in Phuket Town. The funeral will begin at 12:09pm. All are welcome to attend.

eavy rains brought down a retaining wall and live power lines onto Thepkrasattri Rd, north of Phuket Town on Monday (August 3), as deluges caused flooding across the island. The section of wall, 20 meters long, collapsed in front of Wat Sapam Thanmaram in Sapam, toppling one power pole and leaving three others leaning dangerously over. The live power cables that fell were strewn onto the northbound lane, bringing traffic to a standstill. The power supply was cut off as soon as the authorities were notified and police at the scene began clearing the road of some of the smaller chunks of the rock wall and directed traffic safely around the cables. The two-lane northbound section of road was then closed while cranes were brought in so workers could make repairs immediately. A small landslide was also

from 10am through 1pm. By Tuesday, the Thai Meteorological Department had issued a severe weather warning for the South of Thailand, including Phuket and the Andaman region. The warning, specifically extended to Ranong, Phang Nga and Phuket, was in effect from Wednesday (August 5) through Sunday (August 9). Heavy rainfall could potentially trigger flash floods in these provinces, said the
warning. All ships should proceed with caution and small boats in the Andaman Sea keep ashore during the period, as waves are expected to reach heights of up to three metres in the Andaman Sea. Officials from the Department of Disaster Prevention and Mitigation Phuket office (DDPM-Phuket) urged residents to beware of landslides in several risk areas, including near exposed banks of local canals. “Please beware of hill areas in Kamala, Surin and at Baan Bangtao Nok in Cherng Thalay, as well as Baan Wat Mai, Baan Na Kop in Chaolng, and some areas in Wichit,” one DDPM-Phuket officer said. “We will be on 24-hour disaster-response standby for the next three to four days,” he added. In case of emergencies, people are urged to call the DDPM national hotline at Tel: 1784 or the DDPM-Phuket office at 076-218444.
No charges for thugs who threatened police volunteers K ATHU POLICE HAVE revealed that following investigations into a report filed by police volunteers that a gang of drunken thugs had threatened them with violence at the beach end of Bangla Rd on July 10, they tracked down those responsible and that they have since apologised. Police have stated that no further action will be taken against those involved, however, they have been warned not to repeat their actions. On July 29, Lt Col Pongpichan Chayanonpiriya of the Kathu police announced that following investigations they found that the vehicle was registered to a Bangkok

Region 8 Police open new HQ in Phuket REGION 8 POLICE OFFofficially began working from their new Phuket headquarters at the northern end of the island on Monday (August 3) following a formal visit to the opening by national police chief Gen Somyot Poompanmoung. Also joining Gen Somyot, who only recently said that Thailand needed another 9,000 officers to bolster the ranks of the Royal Thai Police nationwide, was Deputy Commissioner-General Gen Pongsapat Pongcharoen. Speaking at the opening ceremony, Royal Thai Police spokesman Lt Gen Prawut Thawornsiri gave Phuket’s high-profile tourism industry and the number of large conferences held on the island as two key reasons for the move. “Moving the Region 8 head office from Surat Thani to Phuket has been Royal Thai Police policy since 2008. Phuket has lots of tourists, and many international conferences are held here,” he said. “Construction started in 2012, and the officers started to move in on Saturday (August 1). Also, accommodation for the officers [moving to Phuket] is prepared and ready.” The move marks the end of 22 years of Region 8 Police calling Surat Thani home. The Region 8 office there, in Phunphin district, closed last Friday (July 31). The new headquarters comprises the main office
building, official accommodation, a training field and a sports field, covering a total of 185 rai, two ngan and 13 square wah (296,852sqm), staffed by about 183 officers. The entire project cost an estimated B169 million. Region 8 Police, headed by Commissioner Lt Gen Decha Butnamphet, oversees police operations in Ranong, Chumphon, Surat Thani, Nakhon Sri Thammarat, Krabi, Phang Nga and Phuket. Assisting Gen Decha are Deputy Commissioners: Maj Gen Krajang Suwannarat, who formerly served as Phuket Provincial Police commander, Maj Gen Paween Pongsirin, who led the anti-taxi mafia drive in Phuket last year. National political figure Suthep Thaugsuban last week challenged moving Region 8 headquarters to Phuket with a last-minute protest, citing concerns of how low-ranking officers would be affected. Meanwhile, Gen Somyot is set to retire at the end of September. He has yet to name his successor, though he revealed that five of his deputies are contending for the post and have presented their visions and policies. 22-year-old man from Krabi has been arrested for attempting to break open an ATM in Rawai by smashing the screen with a rock and then trying to pry open the cash-vending machine with a wrench. Chalong police arrested Sompol Gaykina, 22, at his rented room behind Muang Phuket School in Rawai, at 10:30am on Tuesday (August 3). In making the arrest, officers seized as evidence his motorbike, raincoat, the offending wrench, five bundles of kratom leaves and one bottle of cough syrup. Maj Patiwat Yodkhawn of the Chalong police was called to investigate suspected robbery of the Kasikornbank
The screen was smashed and the ATM inoperable, but the cash was still inside. (KBank) ATM located in front of Big One convenience store on Wiset Rd, south of Chalong Circle, at 7:30 that morning. At the scene, he and fellow officers found the ATM had a broken screen and was no longer working. They also found a big rock nearby on the ground. The officers also collected fingerprints from the machine and saw the suspect on the security CCTV footage recorded at 4:12am.
The footage showed the suspect wearing a raincoat and driving a Honda Wave motorbike to the ATM and smashing the screen with a rock. The suspect tried for more than 30 minutes to break open the machine, before leaving empty handed. Two hours later Maj Patiwat arrested Sompol in his rented room behind the school. Sompol told police he had no job and was overdue to pay his rent. “After I took kratom, I
decided to rob the ATM, but I had no idea how to do it,” he said. “I thought that by just hitting it, the money would come out. When I didn’t see any money coming out, I smashed the screen with the rock before I used the wrench to break it open, but it didn’t work.” Sompol was taken to Chalong police station where he was charged with attempted robbery and illegal possession of Category 5 drug.

Man slain by teens in brick attack A 27-YEAR-OLD THAI MAN beaten comatose in a violent attack by teenagers in Thalang last Sunday (August 2) died at Vachira Phuket Hospital later that afternoon. Doctors pronounced Surasak Yangthad dead at 1:30pm, noting that he was unable to fight off multiple infections that had spread at deep wounds on his face and head. Mr Surasak, originally from Kanchanaburi, was attacked by a group of unruly teens early following an altercation at the Pub 65 venue in Thalng pub earlier that day. Patong bust hits two for two kratom leaves TWO MYANMAR WORKers in Patong were arrested early last Friday morning (July 31) after police found them in possession of the remains of literally two kratom leaves in a cooking pot at their workers’ camp quarters. Officers led by Lt Col Suthichai Tienpo of the Kathu Police raided the camp at 6am after receiving a tip-off from undercover officers of drug activities at the site. ear of reprisal by adults prevented a group of boys reporting that one of their f r iends had trouble swimming and had disappeared underwater at a beach on Koh Sirey, east of Phuket Town, last Thursday (July 30). Subsequently, five hours later, rescue workers recovered the pale body of their friend, 13-year-old Pay u Paireeron. Phuket City Police, led by Lt Col Chao Pomna, were called to Baan Koh Sireh at 5:45pm, where Payu’s tearful mother Yaowaluck Paireeron, 32, told them that her son went swimming with friends at about midday, but had disappeared. Rescue workers soon arrived, and recovered his body within 30 minutes of searching the waters. Schoolmate Kiettisak Thongkaew, 11, told police, “I came with Payu and six

POLICE ARE REVIEWING CCTV footage in their hunt for the driver of an 18-wheeled truck-and-trailer that crushed a 12-year-old girl then dragged her body 150 metres before speeding off in northern Phuket last Friday (July 31). Wassana Kaewkampa, 40, told police that she was driving her motorbike southbound and had just passed the Tha Chat Chai police checkpoint onto the island just after 6am when the truck forced her off the road at the first bend. Ms Wassana was sent scuttling along the ground, and escaped with scrapes and bruises, but her daughter, Lantaporn Duongkhare, was flung under the truck.
Lantaporn became pinned to the underbelly of the juggernaut. “I ran after the truck and and tried to get the driver’s attention to stop,” Ms Wassana told police. “But the truck just kept going, heading toward Phuket Town.” Lantaporn was dragged 150m before her mangled body was dislodged, explained Maj Santi Prakobpran of the Tha Chat Chai Police. “We are currently checking the CCTV to find a better description of the truck and to bring the driver in for questioning,” he said. n a further bid to reorganise the island’s taxi service, it had been announced that taxis which are operating using the recently introduced GrabTaxi phone application are to be provided with 10 car parks which they can use whilst waiting for a fare. Jaturong Kaewkasi, Chief Specialist of the Phuket Land Transport Office told The Phuket News, “Those meter taxis who have signed up to to provide a service via the GrabTaxi application will have 10 places where they will be allowed to wait to be called by customers. “The 10 places are: Phuket Provincial Hall, Phuket Land
There are 10 specific areas which the GrabTaxi operators can use whilst waiting for fares. Transport Office, the old and new bus terminals, Phuket City Police Station, Chalong
Police Station, Karon Police Station, the Patong football field, Patong Hospital and
Phuket Rajabhat University. “This GrabTaxi application means that anyone can
call for a taxi from anywhere on the island. Once called, the taxis can depart from the chosen waiting place, or they can even agree to a fare when they are on the move after dropping off their previous fare and are returning to their waiting space.” Phuket Governor Nisit Jansomwong added, “These 10 areas are where GrabTaxi meter taxis can wait to be called by customers. “I would like to stress that these are not taxi ranks, they are taxi car parks.” GrabTaxi was officially launched in Phuket on July 24 at an event attended by Gov Nisit and Vee Charununsiri, Deputy General Manager, GrabTaxi Thailand, and is aimed at improving the island’s often criticised taxi service.
Police officer found slain by gunshot wound to the head FORENSIC EXPERTS ARE investigating the death of a police officer whose body was found with a single gunshot wound to the head at his rented room in Cherng Talay last Friday (July 31). Police have yet to rule the case as suicide. Lt Peerasit Noopayan and fellow officers of the Cherng Talay police were called to the home in Soi Pasak 10 at 1:30pm after local residents noticed a foul stench emanating from inside. After breaking through the locked front door, officers found the body of fellow Cherng Talay police officer Sen Sgt Maj Pinit Pradabjan, 50, slumped in a sitting position on the floor with his head resting on the wall. Unsure of the cause of their mysterious malady, it didn’t take long for locals to determine the most likely cause: ghosts. Now, armed with ancient knowledge to ward off the malevolent spirits, residents are pushing back to protect their very souls. Rayong Boonroong, 70, said last Sunday (August 2) that she herself fainted last month and became fearful for her life, especially after a relative dreamed the God of the Underground was out harvesting fresh souls from the living. To discourage the wraiths from entering their homes, residents have started hanging red T-shirts and signs to scare off the gullible ghosts. “This household has no faint-hearted people!” reads one of the signs. “Only strong persons live here!” The ghosts are believed to be targeting residents born on Wednesdays – just like MS Rayong. “This helps me feel more relieved,” she said of the spirit-repelling shirt. Darunee Wangsop, 26, went one better. She erected a scarecrow in a red T-shirt atop a motorcycle in front of her home. “It looks like someone is guarding us all the time,” she explained. B500k Patong temple robbery an ‘inside job’ POLICE BELIEVE THAT the thief or thieves who stole B500,000 in cash from the head monk’s residence at Wat Patong last week knew the abbot and temple well. Officers led by Lt Col Anukul Nuket of the Kathu Police were called to the temple on Thursday (July 30), when head monk Phra Kru Pothipanyakorn showed them the broken window where the burglar/s entered the residence and a metal ladder left behind. Inside the abbot’s residence, officers inspected the locker that was busted open and the cash stolen from, but documents left behind. Col Anukul said it is possible that the thieves came the previous night while Phra Kru Pothipanyakorn was in the main temple. “They seemed to know exactly where to find the cash,” he said. “We suspect this might be the act of the temple boys or someone who knew the layout of the monk’s house and knew the head monk very well. “Forensic police have collected fingerprints. leading local official is wanted for question over an illegal excavation business in Mai Khao, at the northern end of Phuket. Officials bolstered by Royal Thai Navy security personnel raided the site, in Moo 4, immediately north of Phuket International Airport, on July 29. The 11 teenage girls caught smoking at the bar were also found to have no identification among any of them at the time of the raid. Officers took their statements, then chastised them for smoking and explained the dangers of the habit to them before releasing them. Bracing for a decade of woe
T
he fast-track signing last week of construction contracts for two more underpass projects underlines the government’s strategy to “address” Phuket’s worsening traffic. Several “public hearings” were held over the past few years to justify the two projects – at Chalong Circle and Bang Khu Junction – which together will cost tax payers no less than B1.15 billion over the next two years. At those hearings, successive governors, mayors, engineers and representatives from the Highways Department – among other stakeholders – were reported to be in agreement that such projects are necessary, that the “shortterm pain would be worth the long-term gain”. Absent at the hearings, however, were any “independent” urban planners quali-
fied to provide an objective assessment about the causes and most practical solutions to Phuket’s traffic, and whether or not such roadworks will actually be the most effective tact in tackling traffic. Also not represented at the hearings was the voice of the majority of voters in a recent Phuket News Poll about solving Phuket’s traffic woes. In that poll, votes for a reformed bus network (28 per cent) were significantly more than those for the Chalong underpass (17pc), and more than 20 times those for the Bang Khu underpass (1pc). When asked in a recent interview with The Phuket News TV about how to fix the island’s traffic, the late Paiboon Upatising responded humbly that a subway would be the only practical way forward, especially considering Phuket’s soaring land values.
Paiboon championed Phuket City’s present version of public transport – the iconic pink Po Thong buses– which though undependable for most whitecollar workers, are always packed with local commuters. Perhaps in a decade, many of the estimated 70,000 residents who commute daily to/ from Phuket City will have the option of using the planned light rail system… perhaps. Meanwhile, according to projections from the Land Transport Department’s Phuket Office, a total of 8,097 new cars are expected to be registered in Phuket in 2015, in addition to 15,989 motorbikes. That’s 24,000+ new vehicles that weren’t on our roads last year. As for the coming decade, we forecast current traffic trends to persist – unless priorities and policies are objectively reconsidered. We won’t be holding our breaths.

I am Swedish, I spend around B40,000/week while in Thailand. But this is my last time here after more than 30 times during the last 15 years. The reason: I’m getting alone here nowadays while here, no Scandinavians left, and on top of that, all the visa hassles and corrupted immigration officers asking 3,000-8,000 baht to extend a 30-day visa exempt, even though it should cost 1,900 baht, also too much, Most of my friends do not like Thailand any more and prefer Cambodia, Philippines, Laos and Vietnam instead. Back to the drawing board Booze ban to be arbitrarily enforced during 6-month ‘study’ BANGKOK

hailand will go back to the drawing board with its unilateral ban on sales of alcohol near schools, while leaving it on the books as vaguely written for selective enforcement based on the “judgment” of law enforcement officers. Two weeks after the military government issued two confusing orders – one banning sales within 300 metres of some schools and universities and a second prohibiting all sales “in the vicinity” of all school property, a deputy prime minister said a committee will
spend six months deliberating what “vicinity” means. “There is still a point that we have to define, which is the word ‘vicinity,” Deputy Prime Minister Yongyuth Yuthavong said on Tuesday (August 4). “What does that mean? The committee is collecting opinions from relevant agencies to reach a clear understanding … It will take about six months.” The former of the two orders, which had yet to go into effect since being signed on July 20, will be indefinitely suspended. The latter, issued by the junta to start with immediate effect on July 23, will remain the law of the land while its implementation is studied.

The law, which took effect Tuesday (August 4), replaces the original one which was in use for 21 years and needed amendments to better protect copyright holders, the Department of Intellectual Property director-general Malee Choklumlerd said. Violators of the law, if found guilty by the court, must pay up to two times the damage value, Ms Malee said. Violators of technological copyright protection such as hackers who forcibly gain access to copyrighted content or those who delete a picture’s watermark for their own benefit could face B10,000-B100,000 in fines. If the technology violation has commercial purposes, the penalty will rise to B50,000B400,000. They also face a term in prison of three months to two years. The jellyfish stung Chayanan around 8pm when she was in the water with three friends, and she went into shock shortly after and was taken to a clinic on Had Rin Beach. She died on the way to
Phang Ngan Hospital, where she was being taken for further treatment. In a similar case in August last year, a five-year-old French boy died after he was stung by a Box jellyfish on Khuad beach in Koh Phang Ngan. Krirkkrai Songthani, the Koh Phang Ngan district chief, said lifeguards will be deployed along beaches on the island to
ensure the safety of tourists and prepare immediate first aid for jellyfish victims. Beach guards will receive first aid training so they can treat jellyfish stings. The district chief said he had discussed the jellyfish problem with beachside hotel owners, who are now aware of how to help tourists who are stung.

Human traffickers busted US man, 4 Thais held in trafficking cases
A
US Christian missionary who allegedly smuggled seven North Korean nationals into the country has been arrested in Chiang Mai. In a second case, police have arrested five Thais on charges of sending at least four Thai women to pimps in China as part of a transnational human trafficking gang. Authorities said they believe the Thai suspects are part of an international trafficking operation that also involves Singaporeans and Chinese and also smuggles women into Malaysia and Singapore. In the case alleging smuggling of North Koreans, police identified the suspect as Isaac Byungdo Lee, 41, a US national of South Korean origin and long-time resident of Thailand. Mr Lee was arrested on Monday (August 3), and brought before the media at the Immigration Bureau in Nong Khai Tuesday (August 4). Pol Col Panlop Suriyakul na Ayutthaya, chief of the
North Korean migrants and self-styled refugees have arrived in the hundreds in Thailand over the past 10 years, and normally are sent or handed over to South Korea. a hotel in New York and also established the Samphat Jai Foundation in Chiang Mai to spread the Christian faith among locals. He allegedly told police he was contacted by another US citizen to pick up seven North Koreans, six women and one man, in Ban Pa Sak of Si Chiang Mai district in June. A South Korean man known as Yu, who lives in Laos, gave him the time and pickup location. After picking up the Koreans, he dropped off five members of the group at a post office near Si Chiang Mai police station and the
remaining two women in Chiang Mai to board a plane to the US. The five dropped in Si Chiang Mai ended up in police custody at the station. Police believe they were hoping to be arrested and deported to South Korea. North Koreans who flee their country are likely to enter and work in China first before heading to Southeast Asia. When they have enough money, they tend to enter Vietnam, Laos and Thai provinces such as Nong Khai, Nakhon Phanom and Bung Kan via border crossings along the
Mekong River, hoping to eventually end up in South Korea, Pol Col Panlop said. In the second case of alleged trafficking women to China for prostitution, the suspects were identified as Sunatthata Ouppakaew, 32, from Nakhon Pathom; Inthuon Pholphanchu, 25, from Surin; Pradit Thadee, 25, from Surin; Srila-khon Thongkhao, 39, from Surin; and Jittanant Sitthichai, 31, from Bung Kan. All were ar rested on Monday after one of the four women lured into prostitution in the southwestern Chinese city of Chongqing returned to Thailand and sought help from the Pavena Foundation for Children and Women. The woman told police she pretended she was sick and had to return to Thailand for medical treatment. She also agreed to pay the gang B50,000 in exchange for her freedom. The three other women forced to sleep with customers in Chongqing were rescued after Chinese police raided the brothel they were kept in, Pol Maj Gen Thitirach Nonghanphithak, chief of the Central Investigation Bureau said Tuesday. The raid was carried out after the first woman sought help in Thailand, he said. The woman also said the gang lured her through a Facebook advertisment offering a well-paid job in a bar in Chongqing. The day she travelled to China she was accompanied by Ms Sunatthata and two foreign men named as Wei Kang How and Keng Siang Tan, Pol Maj Gen Thitirach said. After arriving in China she was held in a four-storey building and forced to sleep with many customers, he said. The woman said she was not permitted to leave the building until the day she was allowed to return to Thailand, Pol Maj Gen Thitirach said. A total of nine arrest warrants have been issued for suspects in this gang but only five have been detained, he said. Investigators discovered a credit card held by Ms Srilakhon and another card issued in Britain were used recently to buy 23 air tickets to China, leading police to believe more victims were lured into prostitution, he said. onsoon rains have claimed the lives of hundreds of people across Asia, authorities have said, as rescue workers scrambled to reach remote areas of India, Pakistan and Myanmar in the wake of flash floods and landslides. Authorities in India say more than 120 people have died across the country in recent days, while more than a million have been displaced by rains worsened by a cyclone that barrelled through the Bay of Bengal last week. In neighbouring Myanmar, the belt of heavy seasonal rains – augmented by Cyclone Komen – have killed 46 people so far and affected more than 200,000 with much of the country languishing under rooftophigh floods. The government there has focused relief and rescue efforts on four “national disaster-affected regions” in central and western Myanmar, where villagers have been forced to use canoes and makeshift rafts to escape the rising waters. Thousands of others are already in camps for the displaced including in Kalay, Sagaing region, where

The company described the delicate operation as a critical step toward clearing highly radioactive spent fuel rods from the cooling pool inside its badly damaged Reactor number 3. “It paves the way for continued progress and is a milestone in reducing the risk of removing spent fuel assemblies,” said the company’s chief decommissioning officer Naohiro Masuda. Removing fuel from the pool at the site’s reactors is scheduled to last until the
second half of 2021. However, decommissioning efforts to clean up the debris at the shattered plant are expected to last some four decades. The announcement comes days after the government said compensation costs are expected to be more than $57 billion. Tokyo has poured billions of dollars into the embattled company to keep it afloat as it stumps up cash for decommissioning the reactors, cleaning up the mess from the disaster and paying compensation. This year West Bengal has been hit hard with 48 people killed, according to state management minister Javed Ahmad Khan. “More than 1.8 million people in 5,600 villages have been affected by the flooding... nearly 1.1 million have been moved to camps,” Mr Khan told AFP. “If there are no rains, the water level will come down in the next few days,” he added. Pakistan, which has suffered deadly floods around the same time every year since 2010 – when the country was struck by the worst inundations in its history – has seen 116 people die so far. Ahmed Kamal, spokesman for Pakistan’s National Disaster Management Agency (NDMA) told AFP that more than 850,000 people had been affected by this year’s floods. AFP

Report reveals 16 pc of Rio killings are at hands of police BRAZIL

io de Janeiro’s paramilitary police have killed more than 1,500 people in the last five years, driving up the Olympic host city’s already high violent death rate, Amnesty International said this week. “At least 16 per cent of the total homicides registered in the city in the last five years took place at the hands of on-duty police – 1,519 in total,” Amnesty said. The scathing report – “You killed my son: Killings by military police in Rio de Janeiro” – alleges police have a “shoot first, ask questions later” policy and act with near impunity in slums known as favelas. Victims range from people hit by stray bullets fired from military grade weapons in the densely packed favelas to suspects subjected to what Amnesty describes as extrajudicial executions. The report, investigating a string of specific cases, reflects the intense violence in many favelas where heavily armed drug dealers and paramilitary police struggle with little regard to the safety of noncombatants. But Amnesty said it wants to highlight the way the state has itself become a major killer, while evading responsibility. One of the cases mentioned in the Amnesty report is the fatal shooting in 1996 of two-year-old Maicon during a clash between police and drug dealers.
Maicon’s mother, Maria da Penha de Souza Silva, told AFP that she is still waiting for justice. “There’s a policeman who accepts that he opened fire, but he was not condemned,” Silva, 57, said. “There was a crime, there was a death, but there was never any conviction.” The security forces for Rio de Janeiro state angrily rejected the findings, which appeared exactly a year before the opening of the Rio Olympics. Pedro Dantas, spokesman for the
state security department, which oversees the military police, called Amnesty’s claims “prejudiced.” According to Dantas, the city of Rio is becoming more peaceful thanks to intensive policing, with an 85pc drop in fatalities as a result of operations between 2008 and 2014. “It is reckless and unjust to publish the study of these cases at a time when we are seeing crime levels drop in Rio,” he told AFP in an email. He conceded that “there are still areas in Rio where there is war,” but said the police were improving training and reducing their use of powerful rifles. Crime in Rio has gone down slightly over the last year, with June murder numbers their lowest in 24 years. However, the city still sees more than three people murdered every day and there are frequent clashes in the favelas, while even parts of the supposedly safe city centre are plagued by muggers. To ensure safety during the Olympics, security officials say they will deploy some 85,000 police and soldiers – double the number needed during the 2012 London Games. Most of the forces will focus on a relatively small zone of Rio where
the sporting sites, hotels and beaches are located. Amnesty said that investigating the details of fatal shootings by police is difficult. However a study of the Acari favela found at least nine out of 10 killings by police in 2014 “strongly suggest the occurence of extrajudicial executions.” “Rio de Janeiro is a tale of two cities: on the one hand, the glitz and glamor..., on the other, a city marked by repressive police interventions that are decimating a significant part of a generation of young black and poor men,” said Atila Roque, director at Amnesty International Brazil. “Brazil’s failed war on drug strategy to tackle the country’s very real public security crisis is backfiring miserably,” he said. The human rights group also accused police of systematic cover-ups. “Such killings are barely investigated,” Amnesty said. “In practice, many cases are filed as ‘resistance followed by death,’ which prevents independent investigations and shields the perpetrators from the civilian courts.” In some instances, police tamper with the evidence, moving bodies or placing weapons next to them, in order to escape further investigation, the report claimed. Living with the dead Collao residents share their space with a sprawling, century-old cemetery PERU WHEN MANUEL GARCIA opens his house door near Peru’s capital, his neighbours rest in a macabre tableau of tombs and wall crypts amid flies buzzing around freshlydug graves. Garcia resides in one of the two impoverished neighbourhoods that share space with the sprawling, century-old Santa Rosa cemetery in Callao, outside Lima. Some 2,000 families live in modest homes that blend with the morbid landscape of the burial site, larger than four soccer pitches.
A tomb marked with the remains of Zenobio Zea, who died in 1979, is in the middle of the stairs leading to one of the slums. Residents have no choice but to look at tombs on their walks to school, the bakery or the bus stop. Children play in a park next to the dead. Garcia’s window has a view to one the walls containing niched remains in the illegal necropolis. He has lived for two years just five metres away from the deceased. “We aren’t afraid, but we haven’t gotten used to the strong smell or the flies that go into the kitchen,” Garcia said. The municipal authorities
of Callao have shuttered the cemetery due to public health concerns. But with a skeleton budget, the mayor is left with the conundrum of what to do with 20,000 tombs and how to lock it down to prevent more burials. “It’s a threat to public health and people run the risk of an epidemic,” said Aldo Lama, director of a Callao health agency that has asked for the cemetery’s closure for lack of health and safety standards since 1998. The place smells of liquor and trash while dog feces litter some paths. Leaving flowers or notes
for many of the dead requires the agility of an acrobat: some of the niche walls stack 10 tomb spaces on top of each other. Some believe shady things are done to the bodies. “They traffic the dead, sell them to university,” said a woman who sells candy around the cemetery, looking suspiciously to her left and right. “Don’t ask my name. Nobody can talk here. Everybody is afraid of the bricklayers and the gravediggers.” The cemetery has grown so much that it can be hard finding a loved one’s grave. “They let the cemetery
grow as they wish,” said a woman who was searching for her father’s tomb for a half hour to lay a flower on his birthday. The cemetery emerged in 1912 on a hill known as a La Regla. As Lima expanded, people began to occupy the empty lots around the cemetery, mixing with the crypts, which were also increasing. For the poor, the Santa Rosa cemetery is the most affordable option. A tomb can cost between $3,000 (B105,412) and $5,000 (B175,687) at a private grave site, and up to $1,000 (B35,137) at a municipal cemetery. A company named Taboada
charges up to $250 (B8,784) for a final resting place at the Santa Rosa cemetery, according to the authorities. Doyle Costa, a Callao municipal official, said the company has no permit and has been accused of public health violations. “But nobody knows who they are,” Costa said. Authorities have closed a chapel where a man with a Bible was charging people for funeral services. But Santa Rosa is not the only illegal cemetery in the region. Of 50 cemeteries identified by the health ministry in Lima and Callao province, only 18 are legal. AFP

A NEW SHOPPING MALL costing upward of B300 million is slated to open on the bypass road in January, bringing to the island the first “drive-thru” range of outlets, among 400 variety boutique stalls. Workers broke ground at the site of the Bukis Phuket Mall, located on nine rai between Central Festival Phuket and the Big C shopping centre on the bypass road, on June 24. “Bukis Phuket is the first street-style shopping complex
that reflects Phuket’s direction of retail markets,” said Chairat Meepremwattana, Executive Director of project developer Multi Property Development Co Ltd. “It will be a hub for local vendors, fashion, food and entertainment for Phuketians and tourists. A destination for those who would like to explore the local lifestyle and its culture.” Total investment in the project is estimated at “about
B300-400 million”. “The outdoor shopping complex will have more than 400 variety stores, including speciality shops, to satisfy all customers,” said fellow Executive Director Somchai Meepremwattana. The centre will be divided into four major zones: food court, drive-through service, shops and events. “It will be the first shopping complex in Phuket to have many drive-through services
that will be open 24 hours, with fast-food restaurants such as McDonald’s and KFC taking part in this new venue,” said Mr Chairat. Parking spaces provided on site will accommodate more than 400 vehicles and 500 motorcycles. “There will also be a special area reserved where entertainment, promotional events and concerts can be held,” Mr Chairat added. he first part of our series on civil litigation in Thailand covered the basic legal framework in which lawsuits in the Kingdom are carried out (see July 10 issue of The Phuket News), while the second installment focused on the immediate procedural steps and which pitfalls to avoid (see July 24 issue). Here, in our third and final installment, we look at the process and factors considered for appeals and in awarding damages. DAMAGES As a general rule, civil courts in Thailand limit recovery for contractual breaches and wrongful conduct to actual monetary damage caused. The aim is to put the harmed party in the same financial position they would have been in had the wrongful act not occurred. There is no provision for the recovery of “general” or “additional” damages in Thailand, such as emotional distress or punitive damages. However, there is a recent exception with regard to the latter case under the 2009 Product Liability Act, which does permit
the court to award limited punitive damages based on and in addition to the actual damages. Contractual parties may provide for a exception to this general rule of “actual damages only” by including a liquidated damages provision in their contract. But it should be noted that Thai courts have discretion to reduce such liquidated damages if they believe such liquidated damages are too high compared with the actual damages caused. Courts may also refuse to enforce such a provision if they believe that it is contrary to public policy and/ or contravenes any other relevant applicable laws such as the Unfair Contract Terms Act. Because Thailand is a “free contract” jurisdiction – where parties can agree to any lawful contractual terms – they may also limit their respective liabilities. However, such limitations of liability will almost certainly receive a greater degree of scrutiny by the courts as to their enforceability. For example, contractual terms preexonerating a party from fraud or gross negligence are highly unlikely to be enforceable under the Unfair Contract Terms Act. APPEALS In most instances of a civil court case

And, in most cases, appeal to intermediate courts of appeal is available with a final option to appeal to the relevant Supreme Court. However, in some cases the law provides for appeal directly to the relevant Supreme Court, thus bypassing any intermediate appellate court. Notable examples of this would be cases involving: (1) the recognition and enforcement of arbitration agreements and awards; and (2) employment law disputes. Although the law allows for oral arguments before courts of appeal, in practice this is rarely done. Thus,
appeals are submitted in writing and, as a general rule, may be based on any issue of law or (unlike in many other jurisdictions) fact. However, there are exceptions. For example: options for appeal may be limited by the financial amount in controversy; or the grounds on which one may appeal may be limited to points of law only, depending on the court which has jurisdiction over the case. In any event, the intermediate courts of appeal, and the various supreme courts, in Thailand do not “retry” cases – no new evidence may be introduced in any stage of appeal.
JUDGEMNTS Judgements in Thailand are read from the bench. As a general rule, any appeal of such judgements must be made within 30 days. But the 30-day deadline may be extended on a showing of any acceptable good cause. However, it is important to note that, the 30 days do not begin to run until the parties have received notice, in fact or in law, of the judgement. If the losing party attends the reading of judgement from the bench, they will be considered notified. Though, if the losing party does not attend the reading, notice will only be effected once the losing party legally receives the written judgement. Regardless, the written judgement is not issued until well after the reading of the judgement from the bench. As a result, it is common practice for a losing party to choose not to appear for the reading of the judgement and await legally effective notice of such to follow later by way of service of the written judgement. nnovation is alive and thriving on planet Earth, with all sorts of new practical and useful prototypes emerging on the scene. It’s one thing when money is the main motivation of creation, but we still continue to see inventions designed with bettering our lives in mind. Following are a few hot tickets we came across.
Pedal to Purify
Peculiarly, inventors across the world continue to implement the classic pedal-powered bike into their 21st century designs. Getting two birds with a single stone, there are at least two pedal bikes that have been designed to purify water through peddling. IDEO’s Aquaduct, technically a tricycle, was designed
to address water and transport needs in the developing world. According to its website (ideo.com/work/aquaduct/), it works: “As the rider pedals, a pump attached to the pedal crank draws water from a large holding tank, through a filter, to a smaller, clean tank. A clutch engages and disengages the drive belt from the pedal crank, enabling the rider to filter the water while traveling or while stationary. The clean tank is removable and closed for contamination-free home storage and use.” Even more cooler, in our opinion, is Austrian designer Kristof Retezár’s Fontus (jamesdysonaward.org/projects/fontus-2/) whose working concept is a bike that literally pulls moisture from thin air while you pedal, and stores it in a container as clean drinking water! And according to Kristof, it can produce up to half

Whether or not you believe in climate change, global warming or the predicted “Grand Solar Minimum” (i.e. global cooling or upcoming mini ice age) does not negate the fact that natural disasters are an all-too-common occurrence impacting millions every year. Look at the tag inside your shoes, or shirt, or the small print on the back of your smart phone, computer or other IT gadget. There’s a good chance these days it was “Made
in China”. This 20th century iconic branding usually conjures up images of some crowded factory full of uniformed peasants on the equivalent of 3 dollars a day working hard and quickly to feed a family of six... But it’s 2015 and we will need to update that stereotype soon and replace those “peasants” with “machines”. Changying Precision Technology Company, located in Dongguan city in the Guangdong province, has recently laid off much of its 650 employees and replaced them with robotic manufacturers that only require about 60 human staff to operate. The factory, which produces cell phone parts, has reportedly improved production by nearly 300 per cent since making the move, and many factories located in the surrounding region – which has been dubbed the “World’s Workshop” due to the number of factories there – are following the lead. CONNECTING VEHICLES to the Internet so we can collect and analyse data from them opens up entire new worlds for the information we can derive from individual vehicles as well as whole fleets in real time. We can then use that information to make smarter decisions; the impact of which can be substantial. There are a number of factors that can be measured on a per vehicle basis to help improve specific metrics like fuel economy, safety, idle time and location just to name a few. As an individual user this can of course offer some savings over time as you are able to change your driving
habits to help cut costs and location based features of telematics can help to provide a bit more security as well. When these same features scale up to a business fleet the impact on the bottom line really begins to multiply. Improved real time analytics of both the vehicle’s performance and the driver’s behaviour allow a business to save money, better serve the customer and possibly safeguard the company image. 015 is promising to be a truly successful and rewarding year for the Baan Rim Pa Group, as they not only have an exciting new restaurant launching later this month, but Wine Spectators have just awarded the group with the “Best of award of Excellence”, more commonly referred to as “2 Glasses” for 2015. The group consists of three fabulous restaurants, Baan Rim Pa, Joe’s Downstairs and DaMaurizio Bar Ristorante, all located in Kalim overlooking the stunning Andaman Sea. A true reflection of the meaning of the name of the group, “house on the cliff”. Sue Ultmann, Executive Manager & Marketing Director of Baan Rim Pa Group for the last 15 years, explained to The Phuket News that it is a true accomplishment for all three restaurants to be recognised. Wine Spectator is an American monthly magazine, “one of the bibles of the wine industry worldwide” according to Sue. “For a restaurant to be enlisted, they must acquire a certain standard of their wine list.”

Every year, a restaurant must fill in an application of their wine list and how they treat the wines for example, and then it is checked. At different times, representatives randomly come and check the wine lists. A restaurant must have at least 92 per cent of the wines available, so that the guests are not left disappointed in case a wine is “out of stock”. Every year, the company hand out awards to various restaruants around the world who possess a high standard of diverse wines. Since 2002, the Baan Rim Pa group have been awarded the “1 Glass” award and this year is the first the group have been awarded “2 Glasses”, for all three
restaurants. Only 10 restauants in the whole of Thailand received this prestigious award in 2015, and yet Baan Rim Pa, Joe’s Downstairs and DaMaurizio Bar Ristorante were all awarded it. Very few restaurants in the world hold the award for “3 Glasses”, so it is indeed a huge accomplishment to be awarded two. Sue explained that the knowledge that the Thai staff have gained over the years is exceptional. They do a wonderful job and for an island such as Phuket to possess three of these awards, is a true testament to the level of quality these restaurants are. “This is a very special year, as Baan Rim Pa turned 25 in March, which is in-
deed a milestone for any restaurant. “We have been awarded the “2 Glasses” by Wine Spectators, and this month, we will be opening our new branch Baan Rim Pa Kalim.” This stunning new restaurant will have its soft opening in late August. It will have the same design and elegance of the current Baan Rim Pa and a spectacular location with sensational panoramic sea views. It is located 1.9km north of the current Baan Rim Pa and is directly opposite Kalima Resort. Initially, however, the new restaurant will be open from 5pm. It will possess all of the same characteristics as the current one, inlcuding the grand piano, and the fabulous vintage bar. “When you walk in, it really is wow. It’s going to be spectacular,” says Sue. It appears to be the perfect location for an evening out, weddings, and dinner parties. The restaurant is certainly an icon, since it is has consistently been the same over the years, which can be comforting for all the oldtimers and long-term expats. Three awards, a milestone anniversary and the opening of a stunning new restaurant, the Baan Rim Pa Group can certainly be pleased with their achievements and have much to look forward to.

ello and welcome to August and another yoga asana towards better health and vitality. I want to share with you parighasana or ‘the gate’ pose. The side stretching nature of this posture is a great way to relieve the very common stiff back. Just leading up to this month we celebrated Asarnha Bucha, a time of reflection on the teachings on suffering and how to alleviate its effects in our daily lives. So as our gate posture is releasing your stiff backs, why not take the time to also close the gate on any emotional or mental tension that may be troubling you. Combine the release of physical and emotional tension together using each passing exhalation as the tool and breathe your way to a less-burdened life. The benefits of this yoga gem are enticing: - Great stretch for the pelvis and hamstring - Better back mobility due to the lateral extension and flexion in the stretch - Tones the abdominals - Stimulates the abdominal organs and lungs - Relieves back stiffness - Opens the shoulders Let’s talk about the steps we need to follow to add ‘the gate’ asana to our daily lives: Start in a kneeling position Extend your right leg out to the side, keeping the right leg in line with your left knee and torso
1 Keep the right leg straight and turn the right ankle and knee to always face upwards. Extend your arms upward on inhalation and feel a long stretch from left knee to fingertips. Exhale (beginners to this posture may want to place the right hand on the right leg for a bit of extra support see photo one). If you are comfortable and want to progress keep your palms together and arm extended overhead, move your torso and arms towards the
right leg, keeping the chest sidewards and the right shoulder in line with the right knee (see photo two). Hold this position for 30 seconds to one minute. Always inhale when bringing your body back to centre. Repeat on the left-hand side. Happy stretching Metta, Kim oxo

Public health warning issued for leptospirosis
T
he Ministry of Public Health has warned the general public to be wary of leptospirosis, an infectious disease that often occurs during the rainy season. Leptospirosis, also known as field fever, has infected more than 600 people and claimed 10 lives across 55 provinces since January. Provinces with a high incidence of leptospirosis include Ranong, Sisaket and Phang Nga. Sixty per cent of patients were farmers between the ages of 44 and 64. The fatal disease is caused by the Leptospira bacteria, which can be found in fresh water bodies
tainted by animal urine. Its symptoms include dry cough, fever, headache, muscle pain, nausea and diarrhoea. Those who have developed these symptoms after having come into contact with contaminated water must seek immediate medical attention. People can prevent leptospirosis by avoiding stagnant water or wading through mud without rubber boots. Those who have come into contact with unsanitary water sources must wash their skin and any open wounds immediately. NNT thephuketnews

et us ask you a simple question. Can you name a Phuket-based bike club founded by foreigners? Not a local chapter of an international MC, but a genuinely local club for expat riders? The Phuket News has found a club like this and learned what it takes to become a member.
Immediately after shutting down the bike’s engine, Oleg Kulikov changes his moto jacket for an old school denim vest and a bright neckcloth. A green sea turtle smiles on his back. With dozens of bike weeks under his belt, Oleg is no stranger to the riding community of Thailand, but the turtle made its appearance only recently. It was April 2014 when Oleg and three of his friends established Real Turtles MCC to ride under their own name and symbol. “Our faces were already well known, but people kept asking what club we were from. Finally, we decided to found our own,” Oleg says. Currently, the club has seven full members and a huge support team of family members and friends who join bike trips and fun rides. On some of the days, Oleg on his 1200cc Honda leads the convoy of dozens of bikes and cars. Surprisingly enough, motorcycle clubs and bike culture in general are quite new to Thailand. Big bikes became widely available just recently, but in a couple of decades, Thai riders developed a community with a unique atmosphere quite different to the stereotypical image of rough guys with guns, Harleys and tattoos. “Thai riders are hearty and genial. They managed to bring their renowned tolerance to the bike world. In Europe, you can hardly expect bikers from competing gangs to sit at a table together having fun without any shade of conflict. But this is common in Thailand,” Oleg explain. Foreigners are welcome as well, and Real Turtles regularly join rides organised by Honda Big Wing or BMW Motorrad. And interim Oleg and friends explore Southern Thailand visiting landmarks near and far. A proper bike trip is not a one-day affair, but time is spent well. Breathtaking sights, nice roads, speed, wind and the feeling of freedom make time fly. Oleg assures that for an experienced rider Thai roads are safe enough and even more so when you travel with competent bikers alongside, and a four-wheeled support team closing the convoy’s rear. When asked about joining the crew, he states that all you need is a bike, a big bike to be more precise. Tiny 125cc scooters are just not comfortable for long runs and – more importantly – not safe enough. A good maxi scooter or a 600cc cruiser would be better. Second, and by no means less important, is sharing ideas with the club members. A new rider can be accepted if (and only) recommended by an existing full-fledged member and unanymously supported by the club council. “The club is a family of people sharing the same views. For Real Turtles these include living an active life, staying away from excessive drinking and reckless driving. If you feel it is for you – just call and

At the moment, Real Turtles are working on opening their club house, explaining that having your own plan is a strong requirement to entering the top league.

n February 23, 1950, the National Culture Council issued a decree marking April 15, 1950 to be Thailand’s first annual National Mother’s Day, and from that year, April 15 was designated as the Kingdom’s Mother’s Day, and it was to be celebrated on this day, the final day of the three-day Thai New Year’s celebration, for 26 more years, until 1976 when the Royal Thai Government changed the day to HM Queen Sirkit’s Birthday, August 12, to honour the revered Mother of the Nation. To this day, August 12 is a day in Thailand for not only honouring and paying homage to HM The Queen’s motherly legacy, but to that of all our mothers who have endured labour, raised and nurtured us with love and dedication. Around the Kingdom, meritorious activities are organised by public and private entities in honour of the special day. Schools and government agencies hold activities such as poetry, singing and art contests, providing ample opportunity for the nation’s subjects to show their passion and appreciation for not only their own mothers, but the beloved Mother of the Nation. Following is a list of activities planned in Phuket to mark the auspicious occasion.
Phuket Province
The Phuket Provincial Administration Organisation (OrBorJor) will host activities on Monday, August 10 at The Metropole Hotel in Phuket Town. The itinerary includes the traditional flower offering ceremony known as “Wang Paan Poom Ngoen Poom Thong” (วางพานพุม่ เงิน-พุม่ ทอง), and there will be mass singing of HM The Queen’s official anthem, “Pleng Sadudee Maharacha” (เพลงสดุด มี หาราชา). Lady groups representing each of the island’s districts will put on some special performances, with the expected audience for the event to be up to 1,200 attendees. Moreover, there will be special talks about “Modern Mother’s Good Health” from medical specialists from OrBorJor Phuket Hospital. The “Good Mum of Phuket 2015” pageant finalist award
In addition to the above activities, the Phuket City Municipality will hold a special tree planting activity on Saturday, August 15, which will feature the planting of 300 Dipterocarpus alatus (in Thai, Yang Na ยางนา) trees at Suan Luang Rama 9 Park, starting from 9am and expected to last about half an hour.

There will not be a parade organised this year like usual, but a stage will be set up at Loma Park on Wednesday, August 12, and feature the typical student shows and mother’s day competitions and presentations, with traditional flower and candle lighting ceremonies to commence 5pm and last until about 7pm. All residents and tourists are invited to join in the ceremonies.

Bike for Mom
The nationwide “Bike for Mom” event is being held on August 16. A number of Phuketians have already signed up to participate in the event and those participating were given the opportunity to practice with a pre-event practice run on August 2. The event will kick off at 3pm from Phuket Provincial Hall, with the ride commencing from Provincial Hall and past the Phuket Prison, Satree Phuket intersection, Phuket District Office, Surakul Stadium, Darasamuth intersection, Ketho junction, Kathu District Office, and will end at Baan Kathu 2 School where all participants will plant trees to
honour HM The Queen. The second part will run from the school and past Kathu Municipality to Ketho junction. Cyclists will then head back towards the Darasamuth Intersection and then turn right onto Chao Fa West Rd, past the Naka shrine and Suan Luang Rama 9 Park, past the Dowroong Intersection and onto the Tha Klang junction. After turning right at the Suan Luang Rama 9 junction, it will then proceed past the Phuket government centre and the Phuket Polytechnic College onto Klong Bang Yai Rd and will end at the Sapan Hin Sports Centre. Chalong Municipality is planning two activities this year, both to take place on Tuesday, August 11. The first will be a traditional Buddhist alms offering to 83 monks in front of Ladthiwanaram Temple (วัดใต้), starting from about 6.30-7am and lasting for up to two hours. In the evening, starting from about 5pm there will be flower and candle homage ceremonies and staged presentations for 20 Outstanding Mums from 10 villages in Chalong. huket FC manager Pariyawat “Benz” Achariyachai has reaffirmed that his aim for the season is to finish mid-table. The goal is a big change on the last two years when all that was talked about was climbing to the Thai Premier League, seasons which ended in campaigns to escape relegation. His latest comments came following the Ronin’s 3-0 downing of Sukhothai FC at a game held at Surakul Stadium last Saturday (August 1). Speaking exclusively to The Phuket News, Benz said, “I really want to thank the fans for the victory today. They were outstanding. “However, what I would like them to understand is that games might not go for us like they did today all the time and what we are trying to do now is rebuild our club. “Now we have a youth policy and we are bringing in young players who want, and can, break into the first team. It’s all one step at a time. We cannot just buy a whole new team, we need to build on it. “We don’t want to collapse like some of the big teams in England, and we want to use the same philosophy as teams like Crystal Palace who bring young players up the ranks.” “I will be happy to see the team finish mid-table this season and I think that is acceptable. The money that we invest in the club is very little compared to other teams in our league. Almost half in fact. “But the players who we bring here love the club and want to see us succeed. “What people have to understand is that we don’t have an academy and that we have to work hard to find young players to bring here.” When asked whether fans can expect to see changes with regards to players, as has been the case in previous years, Benz said, “I am the new management here now and I am very calm. I can take the pressure so it’s not in my plans to change much. The young players we have now have been signed for a long time so they won’t change.” When asked about the foreign players he said, “That’s another story, but a very good question. Going into the match, Sukhothai were in 8th place and a win could have bumped them up to third, and this possibility was certainly at the back of the Firebats’ minds as they pushed using strong attacking tactics early in the game. Slowly but surely, Phuket found their rhythm and it was clear that their short passing game has improved dramatically over the last month. The ice was finally broken on 35 minutes by the Ronins’ leading scorer Ndebi Berlin, who drove the ball home with his right foot from near the right post, inches from the goal line, cashing in on a crossed header from Andrez Lopes. Red cards were issued to both sides midway through the second half – first to Phuket’s Patipat Amantantri (25) who was given his second yellow card for what the referee deemed as a diving in the box – and then moments later to Sukhothai’s Nunthaphon Piboonphon (36), also received his second yellow of the game for an aggressive tackle of Phuket’s Lopez on the touchline. ers and fans just as much as Sukhothai’s, when in the final minute of play, Alef Poji played a free quick from just inside Phuket’s half while Sukhothai’s keeper was off his line and unprepared for play. The ball looped over his head and straight into the back of the net. Despite protests by Sukhothai players, the goal was allowed by the referee and even though four minutes of injury time was given, it was clear that Sukhothai and their contingent of some 100 orange-clad fans would be heading home without any points from Surakul. Speaking to The Phuket News following the game, Phuket FC Coach Songyot “Dang” Klinsrisuk said, “I’m so happy with the result today because we had lost our two previous games and the players needed to get a win behind them. “We changed many things for this game and I just hope that the team can constantly improve.” When asked where he would like to see the team come the end of the season, Coach Dang said, “I would really hope to see the team finish between 8th and 10th in the league. However, for the time being we will just work step-by-step.” Speaking about the home fans, he added, “This win was for the fans, they really support the club and we all really appreciate the support they give us.” Phuket now hit the road with three away matches – tomorrow (August 9) against PTT Rayong; August 15 vs Thai Honda and August 19 vs Pattaya Utd – before returning home for to take on Airforce on August 23. fter hosting a week long youth cricket tournament with play ers coming from Hong Kong and the North of Thailand it was the adults turn to play at the Alan Cooke Ground last Sunday (August 2) in the Outrigger T20 competition. The morning match didn’t disappoint with the Madras Cafe Superkings notching up their first Outrigger T20 win in a thrilling victory against an eight man Phuket Asian Cricket Team (PACT). PACT captain Manish Sada rangani won the toss, and short on players, he chose to bat first. Dipesh Bagdal and Taweekorn Suttiprapha got PACT away to

Suttiprapha was bowled eight balls later and his captain walked off without scoring shortly after thanks to a great over from Superking Aamir Ali. Bagdal continued to battle on for his side bringing up his
maiden half-century. PACT finished on 151/6 (Bagdal 65, Suttiprapha 27) while Ali took 2/22 from his four overs. The Superkings found the swinging ball hard to play early in their innings, losing four quick wickets in four overs, making the run chase very
difficult. Hossain Sylar of PACT was the chief destroyer, swinging himself to 3/13 from his four overs. The Superkings found a partnership when Ali and Mudasir Rehman came together for the 6th wicket just before the drinks break. The pair put on 69 runs off 37 balls before a running mix-up finished Rehman’s 29-run innings. Ali continued to target the leg-side fence, when he was eventually bowled in the 17th over. He had accumulated 58 runs from 39 balls including three sixes and five fours. The Superkings needed 27 runs from 21 balls to gain an Outrigger T20 win, with their captain Balesh Desai and Rahul Dangwal now out in the middle. The game remained in the balance with Suttiprapha bowl ing the final over and nine runs separating the teams. The first three balls went for just three runs, the fourth ball was hit for three runs and brought the captain Desai on strike. Desai hit the fifth ball onto the leg-side and the batsman raced back for a second run. With one run to draw and two to win the Superkings’ captain struck the final ball into a vacant leg-side area. The last thing you want to do is warm up and stretch for 10 minutes before you paddle out. Whether beginner or pro, doing warm up stretches before you surf is so important. Surfing works your

whole body, especially your core muscles with uses of the muscles in your arms, shoulders and back. “But Tim I don’t want to stretch it’s boring.” Yes it may be but it reduces risk of injury and fatigue. It also improves flexibility, body control and strength. Which in turn, allows you to paddle faster giving you more waves and better movability when riding the wave so you can perform dynamic turns. And let’s face it, we all want to be better surfers, we all want people to be impressed by our surfing. Without stretching you will only be able to go so far. But in her upcoming fight, Marcela is out to prove she is the best, and has dubbed the fight against WPMF Muay Thai champion Zara Sor Aree as ‘a once in a lifetime opportunity’. hile the F1 teams are winding down for the mandatory two-week summer shutdown, business of a different kind is firing up in preparation for full speculative swing: the F1 silly season. As obligatory as the midseason break, which drivers will pen their names to which bottom lines will be the talk of the sport until racing resumes in late August. As it often is, the 2015 market is hinged on a single move, but the major players are remaining tight-lipped as to who may make the first play. Enter Ferrari, the behemoth of Formula One driver market rumour, innuendo and setter of the scene. The Italian team has hinted for much of the season that Kimi Räikkönen’s contract, which ends in December, may not be renewed after a string of substandard results that have left the team uncompetitive in the constructors championship standings behind Mercedes. Acting against the Finn is compatriot Valtteri Bottas, whose speed in his early F1 years has long tempted the Scuderia.

Photo: Attila Kisbenedek/AFP The twist is that Bottas is contracted to Williams, resurgent in the sport from last season after a decade of racing impotence, until next year, forcing any would-be suitor to cut a deal with both the driver and his team for his services – and when the buyer is as obviously well-heeled as Ferrari, any team will drive hard for a high price. Up until the Hungarian Grand Prix the prevailing rumour said that the deal was 50 per cent done
– that Ferrari and Williams had agreed on a contract settlement price, paving the way for a deal to be made with Bottas himself. Since then, however, attitudes appear to have cooled. “There are a lot of conversations,” said Williams deputy principal Claire Williams. “If Valtteri were to leave – and it’s a big if – of course there would be disappointment, because we have invested that time and resource
and he is a great talent.” Hardly the words of a team preparing to let go of its star driver. Ferrari, meanwhile, has warmed in its assessment of Kimi Räikkönen, insisting a decision on the Finn’s future with the squad would not be made flippantly. “Our goal is to focus on the car,” said Ferrari boss Maurizio Arrivabene. “We have time to talk about the driver later. “Having said so, I have to say
that Kimi was having a great race [in Budapest]. Full stop.” Did the elder Finn’s performance in Hungary earn him a temporary reprieve, and with it grind the driver market to a halt? But, as is always the case in Formula One, there is more than a single pressure acting on Williams to relinquish its driver. Other than Ferrari’s hefty transfer money coming as a boon to the team struggling to make the step from frontrunner to race winner, potential McLaren refugee Kevin Magnussen or even Jenson Button could soon be searching for competitive seats with moves afoot to promote GP2 star Stoffel Vandoorne into the team’s second race seat alongside Fernando Alonso. Moreover, any further instability in Lotus’ already uncertain future in the sport could drive Romain Grosjean and his French connections into the arms of a competitor, as could be the case with Daniel Ricciardo from the ailing Red Bull Racing team, despite the latter’s protestations that its driver’s contract is “watertight”. The equations are endless, but it is Räikkönen who holds the key. An upturn in form could leave the market on ice, but continued inconsistency could send the first domino crashing down on 2015’s silly season…

Chelsea trust in continuity squad is materially the same as it was last season. However, Diego Costa’s troublesome hamstrings, which caused him to miss last Sunday’s (August 2) Community Shield loss to Arsenal, and some leggy pre-season performances have given their rivals reason for optimism. That 1-0 Community Shield win, coupled with the arrival of Cech, has encouraged belief at Arsenal that their 12-year wait for a league title may be approaching an end. With a world-class goalkeeper backing up a settled defence and a midfield that bristles with guile and inventiveness, the only weak spot is up front, where Arsene Wenger must choose between the not particularly prolific trio of Olivier Giroud, Theo Walcott and Danny Welbeck. Joe Gomez (18, Liverpool) Gomez only joined Liverpool in June, arriving from Charlton Athletic in a £3.5 million deal, but British newspaper reports claim he could feature in the starting XI when Brendan Rodgers takes his team to Stoke City on Sunday (August 9) after impressing his coaches in pre-season. The England Under-19 international has predominantly played at right-back and centre-back in his career to date, but he has turned out at left-back in Liverpool’s warm-up games. “Ideally, centre-back is my main position, but I’m happy to play right-back or left-
back if the manager believes I can help the team there,” Gomez told local newspaper the Liverpool Echo.
Jeff Reine-Adelaide (17, Arsenal) The Emirates Cup pre-season friendly tournament tends to offer Arsenal manager Arsene Wenger a chance to blood promising players from the club’s youth set-up. This year it was the turn of French attacking midfielder Reine-Adelaide. After a cameo in a 6-0 win over Lyon, he started the decisive game against Wolfsburg and created the only goal of the match with a forward dart followed by a measured through ball for Theo Walcott. Wenger has described the former Lens player as “something special” and ruled out sending him out on loan in order to keep close tabs on his development.
Ruben Loftus-Cheek (19, Chelsea) A tall, elegant central midfielder, Loftus-Cheek was a driving force last season as Chelsea claimed success in the FA Youth Cup and UEFA Youth League. He was also granted a handful of first-team appearances, coming off the bench in a 1-1 draw with Manchester City in January and starting against Liverpool and West Bromwich Albion in May. He was publicly rebuked by Jose Mourinho for a careless display in a post-season friendly against Sydney FC, but that only suggested that the Chelsea manager has bigger plans for him this season. “I listened to what the manager said,” Loftus-Cheek said. “I wasn’t at the level I need to be and I need to do better if I want to play for Chelsea.”
Andreas Pereira (19, Manchester United) A Belgium-born Brazilian youth international, Pereira joined Manchester United from PSV Eindhoven in 2011 and could be set for a breakthrough season after impressing during the club’s preseason tour of the United States. Competition for places in the midfield is fiercer than ever at Old Trafford, but manager Louis van Gaal’s record of promoting young players suggests Pereira may get chances to impress. Pereira made two first-team appearances last season and signed a new threeyear contract in May. “Andreas has all the attributes to become an integral part of the first team: great natural talent, coupled with a good appetite to learn,” said Van Gaal.

International School, was one of 1,200 participants from all around the world representing 60 countries to play in the 46th series of the IMG Golf Junior World Championships and finished with a score of 187, just one shot behind 3rd place, only two behind 2nd. Louise practices daily at Dragon Kids Golf Academy based at Phunaka Golf Centre and is trained there by Pro Punk. Speaking to The Phuket News, Pro Punk said, “Louise is only five-years-
old and has been training at our academy for just over eight months at ranking S (under 6-years-old). She has done very well at this level which requires her to play a 2,800 yard range. “Golf is a sport which requires a lot of skill and practice and it is quite expensive in Phuket. Louise is lucky to come from a family which can financially support her golfing tuition and her parents support her greatly when it comes to her playing.
“Louise’s mother came to meet me after her daughter had taken a few lessons and asked me to help train Louise to be in the IMG Golf Junior World Championship. “She will have now have to practice to reach the E class level and when she reaches 14-15 she will be able to compete at youth and international level.” Louise is also a member of the Laguna Phuket Golf Club. The San Diego Junior Golf Association hosted
the first Junior World Golf Championships in 1968. In its inaugural year, 475 juniors participated in the event representing seven countries and 20 US states. Today, the tournament has grown to 1,200 participants representing 56 countries and 42 states. The IMG Academy Junior World Golf Championships is the largest international event in the world and is unique for its international representation and cultural diversity.
