Indonesia central bank plans new rules to improve loans, liquidity Indonesia’s central bank is planning to issue new rules as it seeks to improve credit distributions by banks and improve their liquidity management, Governor Agus Martowardojo said during its annual bankers dinner on Tuesday. The changes are aimed at boosting Indonesia’s growth to well above 5 percent through the banking sector, where lending growth has remained sluggish this year despite a number of easings. Bank Indonesia (BI) plans to expand the implementation of reserve requirement for Islamic banks, as well as reserve requirements for foreign currency denominated deposits, Martowardojo said. It will be expanded from currently conventional banks and rupiah denominated deposits. The central bank aims to “adjust the ratio and extend the fulfillment period” of the reserve requirements, Martowardojo added. BI, earlier this year, as relaxed its reserve requirement rules. Current rules says conventional banks must keep a minimum 5 percent of their total rupiah deposits at BI everyday and maintain at least a 6.5 percent average of total deposits in the period of two weeks. Banks would get an interest of 2.5 percent from BI. Previously, banks have to maintain 6.5 percent reserves daily. Meanwhile, it also plans to implement a new measure called “macroprudential intermediation ratio” to gauge wider financing distributions by banks, which could include purchase of corporate debts. “We will go through this improvement in stages and in a measured way,” Martowardojo said, adding that the changes will start to be rolled out next year. BI’s target of 10-12 percent loan growth in 2018 has taken into account of this inclusion. The central bank estimates 8 percent loan growth in 2017. The central bank has cut the key interest rate by 200 basis points since the start of 2016 to boost economic growth, which has been hit by commodity downturn. (KITCO/TPP)

On this occasion, Jokowi was asked to give a speech. The event was attended by CEOs from across Asia to discuss the trends, issues and challenges that will be faced in 2018. They also talked about the economic prospects, trade prospects, digital in the future and the investment opportunities in the upcoming years. However, a couple of years later, the economy has been reversed to a better condition where the Indonesian economy has managed to reach above 5% from previously below it. “The economy managed to grow well to above 5% after previously only 4.7 in the third quarter of 2015,” said Jokowi.

The achievement was followed by the international rating agencies raising the investment grade of Indonesia to the best in the last 20 years. “It is the first time in 20 years we got such an investment grade from S&P, Moodys, and Fitch,” said Jokowi. The ranking of ease of doing business in Indonesia also managed to rise to the level 72. This rank kept hiking

higher and higher each year. Jokowi said he believed the Indonesian economy in the future will move to a much better direction. “When you get married, keep in mind that in the first year if you feel bad, do not panic. Top 10 Countries with Biggest Investment to Indonesia in 2017 katadata.co.id

Singapore is still the largest investor in Indonesia until the third quarter despite falling 14 percent. The data from the Investment Coordinating Board (BKPM) show that the foreign direct investment (FDI) from Singapore from January to September 2017 fell to US$6.12 billion (Rp82.6 trillion) from the same period previous year which reached US$7.13 billion. The value covers 25 percent of the total foreign investment in Indonesia and is the largest compared to the other countries. In the second rank is Japan with the investment value during January-September this year reaching US$4 billion. This figure is also lower 11 percent

from the same period previous year of US$4.5 billion. Meanwhile in third place is China with an investment of US$2.73 billion and in the fourth position is United States with a value of US$1.54 billion, increasing 72 percent and 257 percent respectively from the previous year. In general, the value of foreign investment in Indonesia in the first nine months of this year has increased 69.84 percent to US$23.9 billion from the same period previous year which only reached US$14.1 billion. As the domestic consumption weakened, the flow of foreign investments was able to support the economic growth to reach above 5 percent. (KTD/TPP)

Jokowi Names ASEAN and India World Economic Generators ASEAN and India have enormous potentials in driving the world economy. Their combined markets reach 2 billion people with the total Gross Domestic Product (GDP) of US$4.5 billion. So, it is worth to name them the world economic generators. That was said by President Joko Widodo while attending the 15th ASEAN-India Summit which was also attended by India’s Prime Minister Narendra Modi. The summit was held at the Philippine International Convention Center (PICC), Manila, Philippines on Tuesday (11/14). “However, our balance in trade and investment is still far from optimal,” said the President. Indonesia also appreciated the progress of ASEAN-India cooperation in the past 25 years, as a momentum to strengthen the cooperation to-

of the ASEAN-India Maritime Transport Agreement,” said Jokowi. Jokowi Appreciates 1,262 Percent Increase of Danish Investment in RI

President Joko Widodo (Jokowi) has appreciated the significant increase of Danish investment in Indonesia up to 1,262 percent. One of DenmarkIndonesia’s commitments is to increase cooperation in eradicating the illegal fishing. Jokowi said that after a bilateral meeting with Danish Prime Minister Lars Løkke Rasmussen at the Bogor Palace on Tuesday (11/28). “With an improved investment climate, I expect the investments will increase,” he added. Denmark and Indonesia agreed to increase the cooperation in maritime affairs especially in the IUU (Illegal, Unreported, and Unregulated) Fishing and Danish support to Our Ocean Conference in Indonesia in 2018. Indonesia and Denmark also

The signing of a memorandum of understanding on the cooperation has been done in the meeting between Jokowi and Rasmussen. The renewable energy was also the subject of the meeting. The cooperation will be focused on the long-term targets of new renewable energy and energy conservation. “The cooperation on the development of new energy is one of the priorities,” said Jokowi.

President Jokowi welcomed the endorsement of the Indonesia-Denmark Partnership Implementation Plan 2017-2020. This is a follow-up to the Innovative Partnership signed during the Danish Queen’s visit to Indonesia. “Two years ago, Indonesia got the honor to have the visit of the Queen of Denmark. All of these must be interpreted as a commitment to improve the bilateral relations between Denmark and Indonesia,” said Jokowi. In addition to the economic cooperation, President Jokowi also expressed Indonesia’s concerns on the discriminatory actions and the ongoing black campaigns against the palm oil in Europe. “I also ask for the Danish support for the Indonesia-EU Comprehensive Economic Partnership Agreement,” he said.

Meanwhile, Prime Minister Rasmussen said the main purpose of his visit was to improve the relations between Indonesia and Denmark to a better level. “President Jokowi and I have approved several action plans for the cooperation towards 2020 and mutually approve the political agreement and the agreement on people to people,” he said. In 2023, Indonesia is expected to become one of the countries with the largest economy. Rasmussen said this will increase Indonesia’s potentials and bring the benefits that can be utilized by the two countries. “President Jokowi and I have agreed to increase the investment and the trade while continue to eliminate the various trade barriers,” PM Rasmussen said. According to a World Bank report, reforming the Indonesia’s migration system will provide access to better jobs and improve the protection for Indonesians working abroad. The study, entitled Indonesia’s Global Workers: Juggling Opportunities and Risks, recommends reform the labor migration into a professional and modern sector equivalent to the other economic sectors, as well as incorporate the international labor migration into the strategy in creating broader employment. “Being a migrant worker is the rights of Indonesian citizens. This should not be the last option in finding a job, but rather a competitive option for Indonesia’s growing workforce. Managing labor migration professionally can help migrant workers gain access to good jobs and improve their protection while abroad. And this is the government’s obligation to facilitate it,” said Manpower Minister M. Hanif Dhakiri. The Indonesian government has made progress in the newly enacted Indonesian Migrant Workers Protection Act by the House of Representatives, as well

as the ‘Productive Migrants Village (Desmigrative)’ program in the rural areas. Indonesian migrant workers earn four to six times more than if they work in Indonesia. The remittances sent to their homes are able to improve the welfare of their families, while new skills gained help them find better jobs when returning to their homeland. Strengthening the migration system can improve their employment prospection and reduce the risks of working abroad. The reforms can improve the enforcement of work contracts, provide safer workplaces, and ensure the safety and well-being of individuals. Responding to the report, Manpower Minister Hanif Dhakiri said the migrant worker profession should be a competitive option for Indonesia’s growing workforce, rather than just being the last option in finding a job. “Managing labor migration professionally can help migrant workers get access to good jobs and improve their protection while abroad. This is a government’s obligation to facilitate,” he said.

IMF’s Projection: Indonesia’s Economy Grows 5.3% Next Year ft.com

The International Monetary Fund (IMF) estimates the Indonesia’s economy will grow 5.3% in 2018. The projection is lower than the government’s assumption in the State Budget (APBN) 2018 of 5.4%. According to the IMF report, growth will be supported by the increased exports and investments.

The year-end inflation is projected to remain low at 3.7% in 2017 and 3.6% in 2018, due to the stable food and administered prices. The current account deficit is estimated at 1.7% of GDP 2017 and 1.9% of GDP 2018.

IMF’s discussion team head, Luis E. Breuer, said the Indonesian economy continues running well, supported by prudent macroeconomic policies, increased global economic growth and commodity prices to strengthen the competitiveness. He said there are external challenges to the economy, such as the exit of foreign capitals, the slow of China’s economic growth and the geopolitical conditions. “The domestic risks such as tax shortages and tight global financial conditions could raise the interest rates,” he said in an official statement on Wednesday (11/15). Breuer added the shortterm policies should balance the goals of growth and maintaining the stability. “Labor migration provides benefits to Indonesian citizens and their families. Reforming the migration policies and programs will maximize these benefits and reduce the risks,” said Rodrigo A. Chaves, World Bank Country Director for Indonesia. “Indonesia can implement reforms to strengthen the contribution of migrant workers to achieve equal prosperity across the country,” he added. The recommendations include: 1. Creating professional employment by improving the skills of migrant workers in accordance with the demands and standards abroad and providing transparent information about the overseas labor market. 2. Simplifying documentation and pre-departure processes. 3. Improving the protection of overseas workers through binding bilateral legal agreements and enhancing the role of labor attachés in the destination countries. 4. Maintaining the benefits of migration and remittance by facilitating the reintegration of migrant workers into the local labor market and encouraging long-term investments, such as in the education and health sectors. 5. Improving the coordination among institutions involved in the migration process. In 2016, over 9 million Indonesians worked abroad, representing almost 7% of the Indonesian workforce. In the same year, the migrant workers sent remittances of more than Rp118 trillion (US$8.9 billion) back to Indonesia, or about one percent of Indonesia’s GDP. The government has decided to apply a one-price fuel policy throughout the country to realize social justice for all Indonesian people. The policy was proclaimed by President Joko Widodo in Yahokimo, Papua on October 18, 2017. To implement the policy, the Minister of Energy and Mineral Resources (ESDM) issued the Minister Regulation No. 26/2012 on Accelerating the Implementation of One Price of Certain Fuel Types and Specific Fuels on National Assignments. The one-price fuel policy is implemented by establishing a fuel supplying agent in each of 150 locations in 148 regencies until 2019. Since these locations are remote areas with difficult access, the fuel prices there have been very expensive. In Puncak, Papua, for example, the price of fuel reached Rp50,000 to Rp100,000 per liter. With the one price fuel policy, now the prices become Rp5,150 per liter for diesel fuel and Rp6,450 per liter

for gasoline. The people living in the remote areas throughout Indonesia, especially in the Papua region, have highly anticipated to have the fuels with the same prices as in the other regions. Until October 2, 2017, the establishment of supplying agents has been completed in 25 locations in 11 provinces. The eleven provinces are Papua, West Papua, North Maluku, Maluku, NTT, NTB, Southeast Sulawesi, North Sulawesi, Central Kalimantan, West Kalimantan, East Kalimantan, North Sumatra, West Sumatera, Central Java and East Java. Now people in the 25 locations can enjoy the prices of fuels much cheaper than before. The plan is to establish supplying agents in 150 locations with the target to complete 54 locations by the end of 2017. (Persero) aka Inalum. The transfer of 9.36% PTFI shares to Inalum is in line with the establishment of state-owned holding company in mining. Inalum oversees three other state-owned mining companies of PT Timah (Per-

sero) Tbk (TINS), PT Aneka Tambang (Persero) Tbk (Antam/ANTM) and PT Bukit Asam (Persero) Tbk (PTBA). “The 9.36% stake is given to the holding company,” said Deputy Minister for Mining, Strategic Indus-

tries and Media Fajar Harry Sampurno at the StateOwned Enterprises (SOEs) Ministry, Central Jakarta, on Friday (11/24). The divestment PTFI shares up to 51% is done through the mining holding company. From the remaining shares of 41.64% to be divested, 10% will be given to the provincial and regency governments. “We actually want 51% at once, but technically it might 40% first and then the rest,” said Harry. The technical acquisition of the PTFI shares through the Special Purpose Vehicle (SPV) or BPJS Employment is still being discussed and no decision has been made yet. The funding to buy the remaining 41.64% of PTFI shares may involve the national banks if necessary. “How the SPV or BPJS to fit in the financial structure is uncertain yet because the negotiation is still underway. We might get enough funding from the equity of the holding company, if not, there are still banking loans,” said Harry. (TPP)

Development of Cooperation on Strategic Issues Through MoU between NAM CSSTC and IORA Foreign Affairs Minister Retno Marsudi witnessed the signing of a Memorandum of Understanding (MoU) on the Collaborative Framework between the Indian Ocean Rim Association (IORA) and the Non-Aligned Movement Center for South-South Technical Cooperation (NAM CSSTC) on Tuesday (11/28). “I welcome the concrete step of capacity building in the IORA region in fields of blue economy, SMEs and women empowerment,” said Minister Retno. The MoU was signed by Director of NAM CSST Ambassador Prianti Gagarin Singgih-Djatmiko and IORA Secretary General KV Bhagirath. The MoU covers the development of cooperation between NAM CSSTC and IORA on various issues, including blue economic development, financing the small and medium enterprises, women’s economic empowerment, renewable energy and disaster management, through the exchange of expertise and information. The MoU is expected to support the achievement of IORA’s strategic vision set forth in the Jakarta Concord and its action plan. “The signing of this MoU is one of the efforts of NAM

CSSTC as an international organization that oversees the Non-Aligned Movement of 120 countries to collaborate with the regional organizations, including IORA,” said Ambassador Prianti Gagarin. Meanwhile, IORA Secretary General KV Bhagirath said that the MoU would benefit all members of IORA, including Indonesia. He also expressed his appreciation to Indonesia as part of the IORA’s Troika leadership. Indonesia officially holds the IORA’s leadership for the period 2015 – 2017, replacing Australia at the 15th Ministerial Meeting (PTM) in Padang. Indonesia is considered to play a dynamic role in realizing two important documents within IORA, namely IORA Concorde and IORA Action Plan for 5 years. UNESCO Calls Indonesia Superpower in Culture The United Nations Educational, Scientific and Cultural Organization (UNESCO) has said that Indonesia is a superpower country in the field of culture. UNESCO’s acknowledgment was conveyed by UNESCO Director-General for Cultural Affairs Fransesco Bandarin to Education and Culture Minister Muhadjir Effendy on the sidelines of 39th UNESCO General Assembly which took place at the UNESCO Headquarters in Paris (11/14). There is no country in the world that has cultural heritages as rich as Indonesia, Muhadjir Effendy told Antara in London recently. The minister said he was in Paris, France, attending the UNESCO General Assembly and Indonesia was seeking the

support to be elected as a member of the UNESCO Executive Board for the period of 20172021. According to Minister Muhadjir, the Indonesia’s intangible cultural heritages recognized by UNESCO include wayang, keris, batik, batik training, angklung, noken Papua, Saman and Balinese dances. Singapore’s Foreign Affairs Minister: RI Startups Attract International Attention Singapore and Indonesia have committed to enhance the cooperation in digital economy. The commitment was sealed in the meeting of Indonesian President Joko Widodo (Jokowi) and Singapore’s Prime Minister Lee Hsien Loong in Singapore recently. Singapore’s Foreign Affairs Minister Vivian Balakrishnan said the two leaders saw a great opportunity to boost the digital economy, considering the fast development in that field. The Ministry of Public Works and Public Housing (PUPR) through the Directorate General of Highways has signed a loan agreement of Rp2.23 trillion with the China Exim Bank for the construction of Cileunyi-SumedangDawuan (Cisumdawu) toll road section 1. The loan is the third from China after the previous first and second loans of Rp1.1 trillion and Rp3.48 trillion for building the section 2 of the toll road. The construction of Cisumdawu toll road is done in six (6) sections. To finance the

construction of sections 1 and 2, the government has borrowed the money from China. During the signing ceremony, the constructors to work on the toll road’s section 1 with a length of 12.2 km were selected. They are PT Adhi Karya (Persero) and China Road and Bridge Corporation with a portion for Adhi Karya is 40%. “The works of sections 1 and 2 are financially supported by the government, using the three phases of loan from China. The first and second loans are to complete the section 2, while this third loan

The government works on two sections, namely the section 1 of 12.2 km Cileunyi-Rancakalong and the section 2 of 17.35 km Rancakalong-Sumedang. The rest of section 3 Sumedang-Cimalaka (3.75 km), section 4 Cimalaka-Legok (7.2 km) section 5 Legok-Ujung Jaya (15.9 km) and section 6 Ujung Jaya-Dawuan (4.048 km) will be done by highway companies (BUJT).

To Support Development of KEK Tanjung Lesung, Construction of Serang Panimbang Toll Road Starts This Month

The 83.677-km Serang-Panimbang toll road to access the Tanjung Lesung Special Economic Zone is included in the list of 37 priority projects. Its construction is scheduled to start in December 2017 and is targeted to finish in 2019. The construction of Serang-Panimbang also aims to boost the economic growth in Banten.

The project of Light Rail Transit (LRT) Medan will be done through the cooperation between the government and business entities (KPB). Medan Mayor Dzulmi Eldin said the result of feasibility study shows a number of investors have expressed interest to invest in the construction of the first light rail in the capital city of North Sumatra Province. He added at least 10 investors, both local and foreign, are interested to invest in the project that is expected to become a solution to reduce the congestions in Medan. “There are 10 interested investors. Some of them even want to build more than 3 corridors that we plan,” he said at the Finance Ministry, Jakarta, on Wednesday (11/29). Declining to mention in detail, Dzulmi said the investors interested to build the LRT Medan were from China, South Korea and Singapore. It was the investors from China who wanted to build more corridors than set in the development plan.

The total area of the 313 land plots is 446,121 m2. For Pandeglang Regency, the negotiation will be done in the near future. According to Entus, if the negotiation process in Serang Regency/City was completed in December 2017, the documentation and payment would be done right away. “So, the first phase construction of 5.3 km of the toll road will begin in December 2017,” said Entus in a coordination meeting with KPPIP. He added another problem arose related to the Technical

Digital technology is successfully creating changes in the businesses, including the tourism sector. According to the Indonesian Hotel and Restaurant Association (PHRI), there are approximately 2,300 starred hotels in Indonesia with about 290,000 rooms. Meanwhile, the Central Bureau of Statistics (BPS) recorded 16,000 non-star hotels in Indonesia with 285,000 rooms.

Although the hotel occupancy rate in 2016 was still better than the previous year, the hotels are facing serious challenges this year due to oversupply and a shortage of skilled workers in the tourism sector and hospitality. Digital Disruption PHRI Chairman Hariyadi Sukamdani in a press conference at the Grand Sahid Jaya Hotel in Jakarta on Monday (11/13/) said the digital disruption affects the hospitality industry in positive and negative ways. According to him, the hotel industry cannot deny that hotel occupancy is greatly helped by the services provided from the online travel agencies. “For the number of rooms, Indonesia is the largest in Southeast Asia. The figure does not include the rooms available through the concept of sharing economy,” said Hariyadi, who will also become a speaker at The Hotel Week Indonesia event, a conference and exhibition with a focus on the hotels and tourism.

For Cikadu Village Development, Government Disburses Rp80 Billion Hariyadi said the owners and operators of today’s hotels should be able to adapt to the demands of the online travel agencies who ask for higher commissions than the conventional ones. “Their commissions are quite high, 15-30 percent,” he said. Hariyadi, who also serves as Chairman of the Indonesian Employers Association (Apindo), also highlighted the Article 26 of Income Tax (PPH26) related to the foreign Online Travel Agencies (OTA). According to him, the hotels are forced to pay the PPH26 tax because the Directorate General of Taxes cannot impose the tax on the foreign OTAs. “It’s being processed in the directorate. They [the directorate] ask the hotels to pay it. I think all the hotels will react strongly against it,” said Hariyadi. PHRI, he added, has asked the directorate to require the foreign OTA to set up a business entity in Indonesia. “We have talked with Finance Minister Sri Mulyani about the tax issue. Hopefully she will coordinate with the

Minister of Communication and Information Technology,” he said. “The question is how if they refuse? Like the Google case. We have discussed it and we are ready to support if the government decided to block the foreign OTAs,” said Hariyadi, the owner of Sahid Indonesia Hotel. Moratorium of New Hotel Licenses? Another challenge facing the hospitality industry is the oversupply of rooms, triggering the demand to impose a moratorium on the new hotel licenses, especially in the big cities. “I think moratorium should be imposed in Bali, Jogjakarta, and Bandung, since they are already very crowded,” said Hariyadi. Professional Certification Alexander Nayoan, chairman of the Jakarta Hotel Association which houses more than 140 five- and four-star hotels in Jakarta, said that the hospitality industry lacked skilled professionals and experienced inade-

quate professional certifications for the top management positions. “The general manager, for example. Ideally a GM has certifications of all the positions below,” said Alex, who is also one of the top executives at The Dharmawangsa Jakarta. “Let say the position of GM needs 54 professional certifications, unfortunately only 15 certifications are available,” he said, adding the Tourism Profession Certification Institute could not provide clear professional standardization for the workers in the hospitality sector. Alex said the hospitality industry desperately needs a helping hand from the government to seriously fix the certification issue, because the future of this industry is highly dependent on its human resources. The Ministry of Public Works and Public Housing (PUPR) has disbursed Rp80 billion for building the infrastructure of Cikadu Tourism Village (Kampung Cikadu) in Banten. Kampung Cikadu is located in the special economic zone for tourism of Tanjung Lesung, which is included in the ten National Tourism Strategic Areas (KSPN) stipulated in the Presidential Regulation No. 3 of 2016. The government’s support is in the form of the construction 33 kilometers of the toll road, while the rest is done by the Toll Road Enterprise (BUJT) named PT Wijaya Karya Serang Panimbang. A statement released by the West Java Provincial Government on Friday (11/3) said a meeting for the opening of the route was held between the West Java International Airport (BIJB) and the Mount Fuji Shizuoka Airport. The meeting was held on Thursday (11/2) at the Shizuoka Airport which is facing the Mount Fuji, the highest mountain and the icon of Japan. West Java Governor Ahmad Heryawan (Aher) said the close relationship between West Java and Shizuoka has resulted the BIJB-Shizuoka flight route.

“We hope there will be direct flights from Shizuoka to West Java and vice versa. It will be useful for marketing the products of the two regions and for expanding cooperation in tourism also,” he said. Aher added there are many things that can be collaborated with Shizuoka, ranging from education, culture, economy, plantation, food security, to tourism. The cooperation will get closer with the flights connecting the two airports. Wika Signs Rp894 Million of Loan to Acquire Land for Serang-Panimbang Toll Road

PT Wijaya Karya (Persero) Tbk (WIKA) through its subsidiary PT Wijaya Karya Serang-Panimbang (WSP) on Thursday (11/16) signed a syndicated loan agreement for the construction of Serang-Panimbang toll road. PT Wijaya Karya SerangPanimbang, as the concession holder of the 83.6 km toll road, obtained the syndicated loan from two stateowned banks of Bank BNI and Bank Mandiri. They act as mandated lead arranger and bookrunner creditors of Rp894 billion, consisting of Rp440 billion from Bank BNI and Rp457 billion from Bank Mandiri. The signing of the loan agreement was done by the

Board of Directors of WSP, Bank Mandiri and BNI, witnessed by Wika’s Director Bintang Perbowo. The credit is given for 2 years period from the signing date. The credit is guaranteed by PT Penjaminan Infrastruktur Indonesia (PII) and subsequently will be repaid by the government through the Public Service Agency of State Asset Management (LMAN). “The WIKA Serang Panimbang involves the participation of Bank Mandiri and BNI as large state-owned banks with good capability and reputation in supporting the government’s programs to succeed the land acquisition as an early stage of the toll road development,” said WSP’s

It will require approximately 785 hectares of land area and the land acquisition process is expected to be completed in the mid of 2018,” he added. The construction of the 83.67 km toll road will need funds amounting to Rp3.56 trillion. This toll road will connect at least four cities/ regencies, namely Serang City, Serang Regency, Lebak Regency, and Pandeglang Regency, so that it will grow the economy in the areas. Standard Chartered Cooperates with BKPM in Inviting Foreign Investors, Taiwan Interested in Logistics and Energy

Standard Chartered Bank appreciates the government’s moves in improving the business climate to attract foreign investments into the country. One effort is by organizing the Investment Forum with the Taipei Economic & Trade Office (TETO) and Indonesia Taiwanese Business Club (ITBC) at the Raffles Hotel Jakarta on Wednesday (11/8). Standard Chartered Bank previously signed a memorandum of understanding with the Investment Coordinating Board (BPKM) as a partner in attracting foreign investments to Indonesia. The BKPM data show as of the first quarter of 2017 as much as 60% of total investment in Indonesia came from outside the country amounting to US$7.3 billion. The dominant investors are from Asian countries, including Taiwan, whose numbers continue to increase. As of the third quarter of 2017, Taiwan’s investment realization in Indonesia amounted to US$41.3 million in 99 projects, while until September 2017 is US$336 million.

TETO’s Director for Economic Division Jack Chen-Huan Hsiao said Taiwan’s investment is heavily referring to the New Southbound Policy, in which the Taiwanese government encourages the Taiwanese business people to expand their businesses to the markets other than China, such as ASEAN and Indonesia. The Bekasi-Cawang-Kampung Melayu (Becakayu) toll road is on sale right away after being inaugurated by President Joko Widodo (Jokowi) on Friday (11/3). President Director of PT Waskita Karya (Persero) Tbk, M Choliq, revealed that after the inauguration of Becakayu toll road in Bekasi. He said the sale of Becakayu toll road is a way for the company to get the fresh cash to be used for building other toll roads. “Becakayu toll road is sold at a reasonable price,” he said at the project site. According to Choliq, the daily traffic on the toll road is estimated at 22,500 vehicles. A number of domestic and foreign investors have expressed their interests to buy the concession of the toll road, although they will only operate the section 1B and 1C. “They are SOEs, private companies from inside and outside the country, like Malaysia and Australia,” he said. The sale means Waskita will release its shares in PT Kresna Kusuma Dyandra Marga (KKDM). Through this

scheme, the company expects to reduce its debt to equity ratio so that it can stay healthy in running its other projects. This is possible because the debt incurred during the construction period will be the responsibility of the new owner of Becakayu toll road. “Loan is one of funding sources. The ratio between the debt and equity cannot be too high. If we want to grow big and build a lot of projects, we need a lot of money. If we chose securitization, it will increase the debt while we have to maintain the debt to equity ratio low,” he said. The sale of Becakayu toll road was approved by Minister of SOE Rini Soemarno. As a development agent, SOEs should be able to keep its cash flow healthy so it can continue to run the next projects. “We hope this toll road will provide income to make the cashflow better,” said Rini. “We guarantee the traffics will be good. There are still many sections to connect the trans-Java up to Banyuwangi, then to the South route also. Ethica’s Pharmaceutical Factory in Jababeka Is the 90 Percent of Kawana Golf Residence Sold in First Stage Biggest Kabi Fresenius Investment in the Last 20 Years The joint venture apartment project of PT Grahabuana Cikarang and Creed Group, Kawana Golf Residence, received a positive response from the consumers with 90% sold in the first phase. President Director of PT Grahabuana Cikarang, Sutedja S Darmono said the Kawana Golf Residence is a service apartment targeting the expatriates in Cikarang and surrounding areas. The project consists of one tower of 234 units with selling prices range from Rp1 billion. “Together with our Japanese partner, we will collaborate in managing and bringing in the apartment tenants as part of our services to the consumers,” Sutedja said in Jakarta on Tuesday (11/28). According to Sutedja, the potential of this project is supported by the existence of 10,000 expatriates working in the Kota Jababeka area. Thus, the project offers a considerable yield value.

“The conservative figure is about 10 percent per year. Besides, the rental price of the existing apartment in the Cikarang region can reach US$2,000 per month on average,” he added. Meanwhile, General Manager Corporate Marketing of PT Grahabuana Cikarang, Handoyo Lim, said in the first stage sales of the Kawana Golf Residence, 90% have been taken by the consumers. “We are optimistic that the units offered for the first phase will be sold out, considering we will hold another event with the investors early next month to see the investment and business prospects in the Kota Jababeka,” Handoyo said. The construction of the apartment, he further said, according to the plan will begin in the mid of 2018. “The handover of units to the consumers will be done by the end of 2020,” Handoyo added. Dry ports will reduce the congestions on the roads caused by the cargo trucks and also expedite the process of loading and unloading the containers at the sea ports since the customs inspection can be done in the dry ports. Gani Hartono, chairman of DPP Organda (Organization of Land Transport Owners), in the discussion of “Evaluation on Dry Port Development Policy” in Jakarta said on Tuesday (11/7) the development of dry ports in Indonesia needs to be supported and developed as a solution to overcome the traffic jams in the Jabodetabek and Tanjung Priok Port nowadays. “In the Cikarang Dry Port, the customs have been checked there so when the exported goods arrive at the Tanjung Priok they can directly be loaded into the ship to be sent to the destination country. For import, the goods can also be unloaded right away given the inspection can be done in the dry port,” Gani said. According to him, dry ports can also integrate with the industrial areas and connect to the railway

and other transportation modes. To improve the efficiency of national logistics, the transportation system as well as the customs inspection in Indonesia should be fast, precise and accurate. “That will facilitate the entry process of raw materials into the industry and the export process of industrial products. With the fast and precise services, the cost can be reduced and ultimately improve the national competitiveness,” Gani explained. The same opinion was also voiced by Robby Toni, representing the Directorate General of Customs and Excise of the Ministry of Finance in the discussion. “The development of dry ports in Indonesia will be better if they can integrate with various modes of transportation, such as railway, trucks, if necessary boats on the rivers. The dry ports should be close to the industrial estates as well as container terminals,” he added. “Dry ports are good,” said Tonny. Unfortunately, there are only a few dry ports right now, one of them is Cikarang Dry Port. “Why dry port does not grow fast? It cannot compete or not enough commodities to handle?” asked

the customs official. Gigis Saptono, representing the director of PT KA Logistik, said currently the Cikarang Dry Port is the most active and the most promising. The Cikarang Dry Port is close to Bekasi, Cikarang and Purwakarta industrial areas. The Gede Bage Dry Port in Bandung is considered very slow and even less competitive with the truck transportation mode. “The train cannot do door to door services like the truck. Even using the train will need double handling so they have to spend an additional cost, especially in the port area. As a result, the cost of container transport from the Gede Bage Dry Port in Bandung and the Cikarang Dry Port often higher than using other modes,” said Gigis. Nevertheless, he added, KA Logistik will keep looking for ideas to lower the cost. KA Logistik has been cooperating with various parties, especially Cikarang Dry Port, and promoting their services to the importers and exporters in Indonesia. “KA Logistik is ready to work hard and provide the best services to the customers,” said Gigis. Indonesian Arts Team Champion of 10th International Folklore Festival The Indonesian Arts Team from Prasetiya Mulya University, Tangerang, has emerged as the overall champion in the 10th International Folklore Festival “Interfolk in Russia” in St. Petersburg, Russia. The festival was held on November 10-14, 2017. The art lover students, who are members of the Student Activity Club (SAC) Sasikirana Traditional Dance, came to the cultural city of Russia to compete. Although it was winter with the temperature of nearly 0 degrees Celsius, their spirits did not freeze. They even gave Indonesian warmth to the audience with the stunning performances. The challenges were not easy. A total of 59 teams from 11 countries were showing their best. Prasetiya Mulya University’s 13-member Arts Team was the only participant from Indonesia and Asia. Other participating countries were Russia, Ecuador, Cuba, Belgium, Iran, Romania, England, Latvia, Switzerland and Estonia. The progress report was carried out weekly to the lecturer coaches from the program studies of Mechanical Engineering and Product Design. Through the competition, each participant learned to integrate various sciences to build a useful product. The most im-

portant thing for this competition is teamwork since the team must consist of crosssciences, cross-cultures, and cross-countries so that the communication within a team should be solidly developed to maximize the quality of the product. “In this competition, we are very happy not only because of winning the Grand Prize but the idea of our product is acceptable to the international community,” said Freddy Kurniawan, one of the members of the Re-Lease team. The second type is diabetes due to the lifestyle which causes obesity, like lack of exercises, irregular eating patterns, or under stress too often. The third type is Gestational diabetes. This type of diabetes only affects women who are pregnant and will generally heal by itself after giving birth. Pregnancy can cause diabetes when the blood sugar level in the body increases drastically and the body has difficulty to produce enough insulin. A SHIP WHILE SAILING S.D Darmono This latest contribution from businessman and industrialist, Bpk Djuandi Darmono, is a useful follow-up to his earlier book highlighting his philosophy of starting and developing a business venture, Think Big, Start Small and Move Fast. In this new book, he takes a panoramic view of what makes Indonesia from its genealogy, then through its fledgling days in the runup to the establishment of the Republic of Indonesia right up to the present day. He sets out the good and the needs for improvement and discusses how it can become one of the greatest success stories of recent history.

The metaphor used for the title is apt since the founders of one of the largest republics in the world and now also the foundation for the ASEAN union, established this archapelagic country of 17,000 islands out of the stormy waters that pervaded world politics and the socio-economic mess that was left at the end of World War II. Development of the new country, or the sailing of the ‘Ship called Indonesia’, had to be done while at the same time establishing all the foundations of government and in the correct form to ensure the country would progress for the benefit of all the people. The book is divided into eleven chapters and provides much thought and many ideas for all generations, first providing a useful historical background for the younger generations unaware of the many trials and difficulties faced by their forefathers and forthright suggestions for how the civil servants and private sector can raise the economy for the benefit of all. The first chapter, entitled the Genealogy of Indonesia, commences with a look back to the ancient history as to how Indonesia, as it is today, came into being over the billions of years since planet Earth was born. A summary of the pre 20th period of colonialism leads into the 1920s stirrings in the thinking of Indonesians benefiting from study in Europe and being introduced to the ideas of socialism as it entered into the mainstream of political agendas, in UK (birth of

the Labour party) for instance, and in its extreme form, communism as already then being administered in Russia. A cadre of young educated Indonesians signed the Youth Pledge in October 1928 to acknowledge one motherland and one nation, Indonesia and one language, Indonesian. The period saw the emergence of those who would later be among the founders of the country, Hatta, Yamin, Syahrir and Tan Malaka, not to mention Soekarno. The ideas took root to set the path of the new Republic of Indonesia, launched in 1945, and stating the Pancasila with its 5 principles as the constitutional foundation of the country. Reference is made to the storm of 1965 and the economic crisis of 1998, and how Indonesia weathered these, emerging as a fully fledged democracy with involvement by right at the highest seats of international government, discussion and policy. Chapter II provides an interesting profile of the founding fathers of the country, their strengths and weaknesses, and the roles that they played in the establishment and early development of the nation, while Chapter III follows on with the need to engage and play a full part in global affairs, while still respecting and sustaining the deep cultural roots embedded in the country. The chapter addresses the important subjects of what it means to be part of the Global Society, the importance of education and the impact on this and future of living in the Cyber Age, care for

the nation but without any inward-looking form of nationalism, issues for migrant workers and the proper meaning of patriotism. It discusses the nation state and its future and the role of unions of nations, such as ASEAN. Chapter IV is a tribute to the strong cultural roots of Indonesia, too often not properly appreciated, particularly by Indonesins themselves. The chapter lays out a set of principles to live by and warns against those to be avoided, and marks the challenges to nurturing a strong society, corruption being a major issue Care for our fellow human beings and our environement is stressed. Chapter V is entitled “Making the people prosper”, and delves more deeply into the challenges that the country faces in raising standards and spreading these more widely across the archipelago, linking education quite properly as the foundation for a people’s prosperity. It draws attention to the key roles that pushing further industialisation in the economyand working hard on the underdeveloped tourism sector can play in raising prosperity more fairly and widely. It also stresses how it is essential to break down governmental obstructions to private sector and community initiatives. This leads neatly into Chapter VI, which discusses actions needed to galvanise the resources and energy in the business world. It touches on the need to create tough business people,

but at the same time safeguarding business ethics, becoming less reliant on government and stamping out the eroding influence of feudalistic practices. The next chapter discusses the importance of learning from other nations, and presents the impact of the political development of the main world’s countries of China, India and the US. Reference is made to the application that Japan and S Korea made to the principle of observe, copy and modify as the foundation of their impressive growth after WWII. Tribute is paid to the very active way in which Australia has raised it education and training methods to the highest levels, and the single-minded dedication that Singapore has made over half a century to become a leading first world country in many technology development fields, and not just a place to go for shopping and medical attention. ing of what the country means to foreign tourists. All round, it also provides huge economic returns not just to government, but directly to the many people that can work in the industry. Indonesia’s immediate neighbours, especially, Malaysia, Singapore and Thailand, without the full diversity of culture and environment that Indonesia has to offer, have made huge strides in the development of their respective tourist industries, currently outmatching the efforts of Indonesia. The opportunities and rewards are huge and the challenge is there! Chapter IX considers the sobering subject of Improving Governance. The main thrust of this chapter concerns a proposal to get the different sectors of country governance, namely the government, private sector and education and academia all sharing and mixing together over the crucial decisions that are required to move the country ahead. The proposal is to develop executive clubs, on the principle of Jababeka’s Executive Club that was established in its successful Jababeka industrial estate at Cikarang, east of Jakarta, across the archipelago in each of the provincial regions of the country. The idea has been tried elsewhere and found to be a successful way in galvanising government and communities, wherein the decision making processes on development needs can be made in a corporate community spirit to serve the specific needs of a given area. sues around the Urbanisation of the country are raised, including the need to embrace the ­ever-changing technology that is a feature of the Cyber Age. Some further 90 million more Indonesians will live with town and city lifestyles within the next 30 years, in line with world trends, and there is an urgent requirement to consider how expansion is to be achieved, while also taking on board the many ideas that are being proposed around the theme of Smart Cities. Jababeka has taken the concept on board but there will be much to do in the years ahead, involving the whole range of development disciplines around urban develop­ ment – planning, architecture and engineering, environmental and various support services, to ensure that all the new areas are long-term sustainable. The final chapter is in form of a summary of the key points that the country has to take on board to ensure that the ‘Ship called Indonesia’ sails steadily and majestically into the future. There is no question that this is a ‘must read’ for all Indonesians who want to find out about their country, a land of opportunity, and put their hand up and say ‘Yes, I want to be part of the crew that sails the ship’.

Year-end holiday is getting closer. Have you picked a tourist destination yet to go to with the family or friends? Indonesia has many interesting destinations to visit at the end of the year. Pegipegi Public Relations and Media Officer, Devi Agustina, recommended several anti-mainstream tourism destinations for the year-end holiday. “From the perspective of Pegipegi, I suggest you to go to Bandung, Yogyakarta, Jakarta, Sumba, and Sukabumi. Anti-mainstream means doing the unusual, so it’s up to your creativity. The five favorite cities have some new attractions to enjoy,” said Devi on Wednesday (10/25). According to Devi, the five cities have interesting tourist destinations to visit although only three of the five cities are popular as the year-end holiday destinations. “Many new tourism spots are instagramable, people usually go to a place to get pictures to be uploaded on the social media,” said Devi. Jakarta Why is Jakarta included in the anti-mainstream tourist destinations? Devi said Jakarta has new tourism spots, providing more options. According to her, people usually spend the New Year holiday in the Ragunan Zoo or swimming on the beach of Taman Impian Jaya Ancol. However, there are new attractions such as Faunaland in Taman Impian Jaya Ancol as an alternative. “The Faunaland is housing animals from Australia and Asia. So, this is an alternative from the old usual tourist destinations of the city,” said Devi. Yogyakarta The attraction in Yogyakarta is not just the Malioboro Street. Devi said there are some anti-mainstream spots like Imogiri. “Besides the Kebun Buah Mangunan (fruit orchard), Imogiri also has Jurang Tembelan where you can have amazing pictures on a wooden boat or the hillside view. The right time to get beautiful pictures there is in the morning with the clouds below and during evening of sunset,” she added. There is also Wisata 1000 Rock Songgolangit in Bantul and not to mention a number of beaches in Gunung Kidul, Devi said. “Gunung Kidul actually has many beaches, not only Parang Tritis Beach,” she added. In the Mangunan area there is also a Pine Forest, located in line with the Tombs of Imogiri Kings.

Bandung According to Devi, most of tourists go to Bandung to get the city tour. However, there are more attractions to enjoy such as The Lodge Maribaya. “Bandung is now more popular for its the natural attractions, the downtown is getting obsolete,” she said. Sukabumi “Sukabumi has many interesting spots. It has a complete package, and the trip to Sukabumi takes 3-4 days to explore,” said Devi. Sukabumi at least has nine waterfalls such as Curug Puncak Jeruk, Cimarinjung, and others. There are also highlands called Puncak Geopark Ciletuh, Puncak Girimukti, Cikiara, Mekarsakti and some more. “It also has small islands such as Karang Daeu Island, historical tours, ancient rocks, and geysers (hot spring),” she added. Sumba Sumba in East Nusa Tenggara is famous for its beaches. Devi said there is an interesting beach to visit called Walakiri Beach in East Sumba. “Walakiri Beach is like other beaches in general, but on this beach if the water recedes, the sand area will expand much larger, so we can play further and there is also a mangrove area. 145 Tenants of Jababeka Industrial Estate Play at JET Golf Tournament PT Jababeka Infrastructure in cooperation with Jababeka Golf & Country Club (JGCC) held “JET Golf Tournament” on Tuesday (11/14). I Nyoman Mertasari, representing the Jababeka Golf & Country Club, expressed his gratitude to the sponsors who supported the tournament. No less than 145 golfers, who are also business people in the Jababeka Industrial Estate, participated in the event. The tournament uses the game format of system 36 (handicap today), offering the prize for Hole in One of one Harley Davidson and one unit of Kawana Golf Residence apartment. Another prize was Grand Lucky Draw of Exclusive Flight tickets from the Jakarta Heli Club. It was the Jababeka’s

seventh annual tournament which started in 2011. The event began with the performance of 108 caddies of Jababeka Golf doing gymnastic Gemufamire Maumere moves. The golf tournament was officially opened by Chairman of PT Jababeka S.D. Darmono and Vice President Director of PT Chemco Harapan Nusantara Yohannes Lawalata with releasing some balloons. In his speech during the trophy awarding ceremony, President Director of PT Jababeka Infrastruktur Tjahjadi Rahardja said, “This is an activity to establish a harmonious relationship between the entrepreneurs in Jababeka and the estate managers.
