With a major mixed-use development called North Market underway on Mercedes Drive— featuring retail, residential, and office space—another major developer now proposes a 170unit three-story multi-family active-adult residential apartment complex on 28.4 acres on nearby Summit Avenue that includes affordable units. It is not clear the borough needs more affordable housing units, having met its 2017-settled affordable housing obligations, Mayor Michael Ghassali said. The Bergen County Prosecutorʼs Arson Investigations Unit has yet to conclude its investigation into the conflagration that injured six firefighters and destroyed an empty house on Oakland Avenue on Wednesday, Feb. 26. Westwood Fire Chief Kevin Woods credits teamwork and professionalism in crewsʼ handling of the early morning blaze, which feasted on a property under renovation. Mutual aid included firefighters from Bergenfield, Emerson, Franklin Lakes, Hillsdale, Ho-Ho-Kus, Paramus, River Vale, the Township of Washington, and Woodcliff Lake, and ambulances from multiple services. Six Hillsdale firefighters from Engine 34 were sent to the hospital, all with minor injuries, after they attempted a push into the structure that was answered by the porch roof collapsing on them. Among the firefighters trapped for 90 long seconds—the timing confirmed by video—was Hillsdale Fire Chief Tom Kelleyʼs son, Chris, who volunteers for Hillsdale and Westwood. Chief Kelley told Pascack Press he saw the wreckage rain down on the men from where he stood at the first step. To the editor: THE SUBTEXT FOR “Speaking for Trees: Chestnut Street Residents Worry as Affordable Unit Eyed,” Feb. 21, is “speaking against poor people.” Iʼve observed the resistance of most

north Jersey boroughs to accommodating lower-income populations in their neighborhood, from Ho-Ho-Kusʼs notable program of lawn signs to Englewood Cliffʼs 40-year fight against affordable housing. But Hillsdale takes the cake for disingenuous protesting about the sentimental ecological value of a muddy patch of weeds at 2 Chestnut St. Notably, it was only after the announcement of a plan by Habitat for Humanity to build a home there that locals suddenly made up the story that this was some kind of Eden in the middle of Hillsdale. Iʼm disgusted that my neighbors would be so averse to sharing their street with people who earn less money that they would be

application at 127 Summit Ave. Day Pitney LLP are the applicantʼs attorneys. The first hearing on the proposal, which requests 11 bulk variances from local code, will offer a glimpse at plans for a 55-year-oldplus multifamily housing complex, and its “structured garage-level parking” that offers 202 parking spaces, plus 42 surface parking spaces. Also proposed are eight surface parking spaces on a gravel parking area on the southeastern portion of the property, along with a mulch trail along the northern and eastern portions of the property that will give access to residents and the general public. The property, Block 1002, Lot 7, vacant and wooded, sits in the AH-6 Affordable Housing Zone. The proposal includes 110 one-bedroom and 60 two-bedroom units, with 26 affordable apartment units, according to a public notice published Feb. 21. It was not clear what the breakdown of affordable units would be. However, Montvaleʼs affordable housing settlement, approved with Fair Share Housing Center in November 2017, lists the property as zoned for inclusionary housing from a prior round 255unit obligation. The zoning includes 13 rental units and 13 credits, which are provided as a bonus for providing affordable rental units. A few weeks ago, S. Hekemian Groupʼs top development officer, Peter S. Hekemian, told 100 business leaders at a Montvale Chamber of Commerce event that three new buildings offering 71,500 additional square feet of retail space, 91,000 square feet of office space, and more than 300 high-end residential units, were under construction on Mercedes Drive, about a half-mile from the proposed Summit Avenue site. Another S. Hekemian retail project, the Shoppes at DePiero Farm on Mercedes Drive, offers 231,000 square feet of existing retail space—anchored by Wegmans supermarket—and is fully leased, Hekemian said at a Feb. 4 local chamber event. Asked about Wayside Residential Servicesʼs proposal, Mayor Michael Ghassali told Pascack Press, “As a general statement,

The Pascack Historical Society invites members of the public to stop by its museum any Wednesday from 10 a.m. to noon or Sunday from 1 to 4 p.m. Admission is free, and guests are encouraged to bring their children or grandchildren. The Societyʼs John C. Storms Museum is at 19 Ridge Ave., Park Ridge (one block north of Park Avenue West). The museum is home to thousands of objects, artifacts, and ephemera that chronicle life in the Pascack Valley from the Lenape Indian days until the present. Visitors will discover a special section devoted to colonial artifacts, relics from the production of wampum in the Pascack Valley, rooms recreated to illustrate early 19th century and Victorian life, a collection of Lenape stone tools, and much more. SAVE THE DATE: PHSʼ 2020 lecture series opens with “The History of the Pascack Valley Line” on Sunday, March 22 at 2 p.m. Members of the BergenRockland Chapter of the National Railway Historic Society will speak about the history and influence the New Jersey and New York Railroad had on the towns within the Pascack Valley over the past 160 years. The Storms house and Park Ridge’s Bear Brook Bridge

A TURN-OF-THE-CENTURY fieldstone bridge over the Bear Brook and a Dutch Colonial hideaway dated to 1825 once characterized the property at 4 Spring Valley Road in Park Ridge, where the thoroughfare intersects with Glen Road. Aptly named Glen Haven, the home was originally owned by the Storms family for more than 100 years. The familyʼs lineage is traced back to the original landowner, and one of the first in Park Ridge, Frederick Wortendyke. In 1889, the Pascack Valleyʼs first newspaper was printed in an outbuilding on the property. The paper, The Local, got its start in January of that year and was the fourth newspaper printed in Bergen County. At the time, Park Ridge had a population of 250. The paper was the project of brothers John Clifton Storms and James Banta Hall Storms, whose parents owned the house at the time. The initial investment was $125, enough to buy newsprint for a year, and the brothers churned out the newspaper using a hand press that was later donated to the collection of the Pascack Historical Society—which John C. Storms founded. The early newspaper was a four-page publication with local headlines on the cover, followed by three pages of national news. The paperʼs front page captured the nuances and minutiae of life in rural Park Ridge at the turn of the 20th

In 1894, when Park Ridge was incorporated as a borough, John C. Storms was appointed as the first borough clerk. James served in the volunteer position of borough poormaster for 39 years. The Stormsʼ original print shop burned in 1904, but by then the brothers had moved to more professional quarters on Park Avenue. The paper continued to be printed throughout the 20th century under varied ownership and with different names, such as the Pascack Valley Local and Local Review. The Storms homestead was torn down nearly 20 years ago. Around 2002, two modern homes were constructed on the property. — Kristin Beuscher

On the HFD Facebook page, upward of 500 messages of support for the injured firefighters poured in within 24 hours. Westwoodʼs Chief Woods said he was the first to the scene at the fully involved house fire, which raged skyward just after 5:30 a.m. He said firefighters were dispatched at about 5:47 and that by 6:30 only smoking rubble remained. Mill Street was temporarily closed between 7th and Lafayette avenues. Woods told Pascack Press he has been in touch with the property owners, who are “naturally upset with their loss but very happy that everyoneʼs OK.” Asked about the training that firefighters put in to prepare for such fires, he said, “The number one thing was teamwork—when we had the collapse everybody

worked together as a team to get each other into a safe place. It could have been so much worse.” Asked when the WWFD last had to tackle such a swift, consuming structure fire, Woods reached back in memory. “I want to say it was 1997 or 1998; we had a house collapse on dead-end Ash Street,” he said. The Bergen County Sheriffʼs Office was aiding the investigation.

The Park Ridge Police Department is partnering with Findʼem Scent Safe, which collects and stores peopleʼs unique scents in the event theyʼre needed later in an emergency, where police bloodhounds might be needed. “It provides peace of mind that if a loved one is lost or goes missing, their scent is ready and available to expedite the law enforcement search,” the police told Pascack Press on Feb. 25. PRPD also is partnering with Ring Inc., the home security and smart home company owned by Amazon, whereby the department can request videos from Ring users in town and have the capability to accept videos that residents would like the department to review. In Neighbors, Ringʼs appbased “neighborhood watch” feature alerts you to crime and safety events up to five miles around your home. Neighbors is built into the Ring app, which customers use with Amazonʼs Ring doorbells, Ring cameras, the Ring Alarm system, and Ring Smart Lights. How Law Enforcement Uses the Neighbors App

The Township of Washington Fire Department installed officers for 2020 and presented awards at its recent installation dinner. The officers installed for the upcoming year are Chief Kevin Zitko, Deputy Chief Jason Gugger, Battalion Chief Zach Miros, Capt. Frank Aiello, and lieutenants Chris Campo, Chris Meier, Adam Ehrenfels, and Pierce Hans. Outgoing Chief Peter Insetta (2018–2019) was presented with a plaque, among other gifts, rec-

ognizing his dedicated service. The ceremony celebrated all the department accomplishments throughout the year, which included presenting the Unit Citation Award and Holmatro Gold Pin Award. On April 26, 2019 crews were dispatched to a motor vehicle accident on the Garden State Parkway. A passenger car had careened off the roadway and sustained heavy damage. Entrapped were two occupants and two dogs. The crew immediately

The Westwood Historic Preservation Commission announces open nominations for the the 2020 Pride of Place awards to honor individuals, organizations, business, property owners, and advocates who have made a significant contribution to preserving historic properties in the Borough of Westwood. The purpose of the program is to recognize projects and individuals that preserve our valuable historic resources and heighten awareness of the importance of historic preservation. Nominated projects, properties, or participants must be within Westwood and have been executed within the past five years. Self-nominations are accepted. Local designation or listing on National or State Registers of Historic Places is not a condition

for nomination or award. Awards may be bestowed for excellence in preservation, restoration, stewardship, construction, sustainability, special projects, partnerships, and public engagement. PHHS, PVHS announce preschool registration

The Family and Consumer Science Department of Pascack Hills and Pascack Valley high schools are accepting applications for their preschool programs for the 2020–2021 school year. Registration will take place between now and March 1. The preschools are part of the Early Childhood and Family Education course. The programs enable high school students to work with and observe young children while learning about child development and

parenting. High school students are also provided with new and responsible roles by working with young children, learning skills and competencies they can use as preparation for parenthood and/or child service careers. The preschoolers are provided with opportunities for educational experiences associated with children their own age, both in play and regularly scheduled activities prepared and conducted by high school students. The classes will be in ses-

sion four days per week. The anticipated schedule is Tuesday through Friday from the beginning of October through the beginning of June. There are openings in the program for children 3–4. The programs are available only to children who are at least 3 by Oct. 1, 2020 and who reside in the Pascack Valley Regional High School District. DR. KAPLAN: ‘The best way to energize in the morning’

Many people start their mornings with a cup of coffee. However, if you suffer headaches, difficulty sleeping, fatigue, anxiety, or trouDR. ERIC KAPLAN, ble with focus, drinking coffee KAPLAN BRAIN & may work BODY against you. Coffee is a stimulant and if you suffer from these symptoms, the caffeine will make it worse. Many of my patients say that every time they try to quit coffee

they get headaches. These are called rebound headaches and can occur when medications or stimulants are overused or suddenly stopped. Headaches are also seen when people quit alcohol, drugs, or sugar. In fact, if you get a rebound headache after quitting something, that means you should not be having it in the first place. If you suddenly quit eating apples, you would not get a headache. If you stopped consuming carrots, you would not get a headache. You will only get a headache if something is bad for you. In regard to getting a good nightʼs sleep, it is important to not

consume caffeine. Your sleep is controlled by your circadian rhythm, which is dictated by cortisol and melatonin. When you consume caffeine it messes up your normal circadian rhythms and therefore can interrupt sleep patterns. This causes people to have difficulty falling asleep and staying asleep. In addition, if you do fall asleep, consumption of coffee will prevent you from getting a deep, restful sleep. When you do not get a restful sleep you are not getting into the REM deep sleep pattern. When I have patients who do not get a good,

deep sleep they report waking up feeling tired or fatigued. They usually do not understand why they are always tired when they are sleeping the proper amount of hours. However, the problem is that they are not getting the deep sleep so there is no time for the body to rejuvenate and re-energize. When you experience fatigue, you are going to have a hard time focusing as well. The first reason is that the brain does not have enough oxygen to perform properly. The second reason is that the brain is overactive and cannot shut off external thoughts that could distract you from the conversation or the task at hand. The key is to relax the brain so it is not overstimulated. If the brain is overstimulated by caffeine, it may cause anxiety as well. When people have an overstimulated brain and have anxiety, they may be suffering from an imbalance in the autonomic nervous system. This will put someone in fight-or-flight mode, where they might get anxiety, as well as in increase in heart rate, blood pressure, or even breathing difficulties. In addition, valuable information from a vast array of local resources (community leaders, law enforcement officers, and treatment professionals) speak of services offered and available,” it added. Local man takes head, shoulder injury in train hit

A local man survived a glancing blow by a commuter train on Tuesday, Feb. 25. Responders said the middle-aged man had stepped in front of an NJ Transit train behind Stop & Shop off Kinderkamack Road just after 4 p.m., sustaining non-life-threatening head and shoulder injuries. The train had been traveling at 45 mph, responders said. The man was treated at Hackensack University Medical Center.

An officer traveling east on Park Avenue on the afternoon of Feb. 14 observed a white rack truck approaching west at a fast clip. As the suspect vehicle passed Homestead Place it was locked into police radar at 36 mph in a 25 mph school zone. Amber school zone lights were flashing to indicate that children were present and the speed limit is 25 mph. The officer also noted the truckʼs windshield was cracked approximately 2 feet across.

The officer turned and followed, stopping the truck on Parkview Drive. There, he noted the truckʼs license plate was secured to the vehicle by a wrapped bungee cord. In speaking with the driver, the officer detected “an overwhelming odor of a masking agent emanating from within the vehicle. Once the masking agent dissipated, I detected the odor or raw marijuana emanating from within the vehicle,” the report reads in part. The defendant explained the masking odor by saying heʼd been burning incense. Once the officer had the defendantʼs credentials, he called for another unit to respond. The defendant handed over a box cutter and confirmed that he had marijuana in his backpack. A search of the pack yielded a bud of marijuana and a black pipe that contained burnt and raw marijuana. The defendant also turned over a red plastic container containing suspected kief, or cannabis crystals, but the report says this was of insufficient quantity to test. The defendant was arrested and taken to headquarters, where he was processed and given summonses over possession of marijuana under 50 grams, possession of drug paraphernalia, improper safety glass, speeding, and fictitious plates. Just after 5 p.m. he was released from custody and given a ride back to his truck.

computer from Staples in town and having all her old files transferred over, she was surprised when a large red alert popped up on her screen asserting that “Microsoft” had detected a virus, effectively blocking her browser. The popup advised her to call a certain “helpline.” She called, and spoke with a party named “Sam” who had her use her credit card to pay him for a “virus scan.” She then allowed him remote access to her computer files, which she saw him scanning thoroughly. “Sam,” noting her banking apps, directed her to sign in to her Wells Fargo bank account so he could investigate “fraud.” When she did so, he logged sensitive information. Meanwhile, a Staples technician her husband was working with on the problem advised the couple not to provide “Sam” any information—and to turn off the computer. They complied with this excellent advice. A short time later the couple received an alert from Wells Fargo saying that someone was fraudulently trying to access her account. The bank said a “Mahendra Zasireddy” from overseas had attempted to withdraw funds through the Zelle banking app. The victim closed her bank card account. She is not out any money. Filing a report per the bankʼs recommendation, she accepted officersʼ advice to flag all her accounts through the credit reporting bureaus. Police also gave her fraud and scam prevention literature from the lobby. A detective was notified. The couple later told police they started over with a new computer, which is running proper

antivirus/anti-malware software. Note, Microsoftʼs error and warning messages never include a phone number. Microsoft does not send unsolicited email messages or make unsolicited phone calls to request personal or financial information or fix your computer. Treat all unsolicited phone calls or popups with skepticism. Do not provide any personal information.

Disturbed man with knives lunges at officers

Officers confronted, and eventually contained, an emotionally disturbed man brandishing knives on the morning of Feb. 26. According to Police Capt. John Calamari, officers received a

call to a home on Linwood Avenue involving an emotionally disturbed person experiencing an episode. When they responded, they spoke to the manʼs relatives, and then they attempted to contact the person. Calamari said the suspect lunged at an officer while holding 6-inch knives in both hands. Officers “retreated, obviously,” then regrouped and managed to disarm and subdue the man, who remained argumentative, Calamari said. Two officers accompanied the man on his ambulance ride to New Bridge Medical Center for his evaluation. RETIREMENT PLANS CAN BE SIMPLE

Editorʼs note: The following article is for informational purposes only. If you own a small business (or are selfemployed), there ERIC KOHLMEIER are many retirement plan alternatives available to help you and your employees plan your financial future. One popular option for organizations such as sole proprietorships, partnerships, corporations, and non-profit organizations to consider is the SIMPLE (Savings Incentive Match Plan for Employees) Individual Retirement Account (IRA). Unlike some retirement plans, there are specific criteria a business must meet to participate in a SIMPLE IRA plan. Here are the answers to commonly asked questions about this type of retirement plan: Can any business establish a SIMPLE IRA plan? Self-employed individuals and employers with fewer than 100 employees may adopt a SIMPLE plan. However, the business must not maintain any other employer-sponsored retirement plan where contributions are made or accrued during the calendar year in which the SIMPLE plan is effective. (This does not apply to plans that cover only union employees who are excluded from the SIMPLE plan.) What is the deadline for establishing such a plan in order for it to qualify for the 2019 tax year? The IRS deadline for establishing SIMPLE IRA plans for the current year is Oct. 1. Afterward, plans can only be established for the next tax year. An exception to Oct. 1 exists if the business is a newly established company and has never sponsored a SIMPLE IRA plan. Which employees are eligible to participate in this type of plan?

An eligible employee is one who has received at least $5,000 in compensation from the employer during any two prior calendar years (does not need to be consecutive years) and who is reasonably expected to receive at least $5,000 compensation during the current year. In the planʼs initial agreement, the employer is able to reduce the amount of compensation and the number of years required. However, there is no required participation for this plan – eligible employees can choose whether or not they want to participate and contribute. How much can employees contribute to the plan through salary deferral? The maximum salary deferral limit to a SIMPLE IRA plan for 2019 cannot exceed $13,000. If an employee is age 50 or older before Dec. 31, then an additional catch-up contribution of $3,000 is permitted. What are the maximum employer contribution limits for a SIMPLE IRA? Each year the employer must decide to do either a matching contribution (the lesser of the employeeʼs salary deferral or 3% of the employeeʼs compensation) or non-matching contribution of 2% of an employeeʼs compensation (limited to $280,000 for 2019). All participants in the plan must be notified of the employerʼs decision. When must contributions be deposited? Employee deferrals should be deposited as soon as administratively feasible, but no later than 30 days following the last day of the month in which the amounts would otherwise have been payable to the employee. These rules also apply to selfemployed individuals. The employer contributions deadline is the due date of the employerʼs tax return, including extensions.

Can there be a vesting scheduled with a SIMPLE IRA? There is no vesting schedule with this type of plan – both employer and employee are immediately 100% vested. How are withdrawals from SIMPLE IRAs taxed? Withdrawals from this type of account are taxed as ordinary income. However, if a participant is younger than age 59? and makes a withdrawal within the first two years of plan participation, he or she will owe a 25% IRS penalty and ordinary income taxes on the amount withdrawn. After the initial two years of plan participation, the 25% IRS penalty is reduced to 10% for pre 59? withdrawals. Exceptions to the 10% penalty on traditional IRAs are also exceptions to the 25% penalty for SIMPLE IRAs. Direct transfers to another SIMPLE IRA will not be subject to this penalty. Can the assets in a SIMPLE IRA be rolled over? Participants are able to roll over funds from one SIMPLE plan to another at any time. After two years of participation, employees may roll assets to a traditional or SEP IRA without tax penalties. She and her husband Edgar were just months short of their 50th wedding anniversary when he predeceased her. In the Garden: Perennial Plants of the Year!

Over the years in this column, Iʼve written about the perennial plant of the year. Usually this designation was pretty much one from a nurserymanʼs association. Seems there are other groups who have started naming “plants of the year,” and for my money thatʼs OK, because it gives us more to look at, and to ponder if we want to add a winner to our plant collection in the spring. The Perennial Plant Association named Aralia cordata “Sun King” as their winner. For all of us shade gardeners, Sun King will bring a bold pop of gold leaf color and texture to our garden. This is a native to shady forested areas in Japan. It can grow to 4 to 6 feet tall and nearly as wide. In July small cream-colored flowers appear which attract bees. Itʼs a fast grower, hardy in our Zone and thrives in part shade, and in heavy shade the color will become lime green! It can also tolerate sun, but must be watered on a regular basis. Itʼs herbaceous, meaning it dies back in the fall, likes well-drained soils, isnʼt bothered by bugs or diseases, and hereʼs the best part, deer donʼt like it! Incidentally, when I was writing this column, our Garden Club meeting took place, and our speaker, Janet Schulz, mentioned this perennial in her talk as a must have! “Denim ʻnʼ Lace” Russian Sage or Perovskia is the Proven

Winners National Plant of the Year. Many of us have grown Russian Sage and know it tends to spill over onto other plants. This plant out stands tall all season without leaning on anyone. It is also deer resistant, probably because of its scent, but it does attract bees. Plant it in poor soil, lots of sun, water occasionally and itʼs good to go, which makes it a plant-it-and-forget-it kind of perennial! Iʼve had a Perovskia for about twenty years, and at the end of the summer season last year, I noticed it had started to look down in the tooth. Turns out it did go to plant heaven, which means I can plant this Plant of the Year in my garden this spring to give its dense, woody root system time to establish before the next winter. Another group, the National Garden Bureau selects plants on their popularity, ease of growth, and adaptability. For 2020, here are the winners in the ornamentals categories: the annual of the year is Lantana; the perennial of the year is Lavender; and the shrub of the year is Hydrangea. If youʼre looking for some inspiration of recent introductions in these categories to add to your lineup they suggest Lantana “Hot Blooded Red,” which is a brand new introduction this year. Lantanas need sun, but I have grown them in less than six hours sunshine. Lantana plants are known for their rounded clusters of small, brightly-colored flowers. The flow-

ers may be yellow, orange, white, red and purple, and often colors are mixed within the same cluster, creating a bi-colored effect. Most people dislike the smell of the flowers that bloom from this plant, but the good part is the deer get turned off! Lavender “Madrid Lavish Pink” is the worldʼs first multibracted lavender. Their flowers are massive, and their foliage is fragrant. It makes a beautiful focus plant for mixed containers, meaning itʼs a “thriller” in your pot. For those of you who have not heard this terminology, a container looks great with a “thriller,” a “filler,” and a “spiller.” Lavenders need sun, and are not too fussy about soil. They tend to do better in dry soil. If you use it in a container, take the dry to heart, and select your companion plants accordingly. It does have scent, bye-bye deer! What can anyone say about Hydrangea? This is a flowering shrub that comes in dozens of colors, is much loved for its sometimes big floppy heads of flowers, and its stately appearance. It can take some shade, and needs to have good moisture. Unfortunately, the deer love this wonderful plant. As most of you know, you will need to protect it from these predators. Every year I try to keep the deer away, and generally they win, but I still love Hydrangea! I plan to try again this spring, even though fall is the best time to plant them. Until we meet again, keep your feet dry and your hands dirty.

The Park Ridge Municipal Pool Committee writes to report great summer weather in 2019, saying it hopes the trend continues into the 2020 season. A limited number of memberships will be offered to non-residents.
