OVER THE BACK FENCE First of all, I’d like to thank the many readers and advertisers who have sent me personal messages of condolence on the loss of my husband. I’d also like to thank my Kawartha Promoter family for their love and support through the good days and bad. And, of course, my community, friends and family who are like my posse, keeping me grounded and moving along. Speaking of community, I have been moved by the outpouring of support and love to those affected by the tragic crash in Humboldt, Saskatchewan. It’s tough when our news cycle here at the Kawartha Promoter might make this seem like “old news”, but I would be remiss if I didn’t comment on some level. Hockey is ingrained in every community across this country. Our brothers, sisters, sons and daughters play at some point in their lives. Parents spend time and money to give their children a chance to discover what it means to be part of a team. Arenas around the country become second homes to many children and young adults who play our national game. So at times like this,
when there are families experiencing the loss of a son, brother or father in the hockey community, no matter how removed from us geographically, we come together to share their grief. There have been vigils, fundraisers, prayers, tweets, emails, Facebook posts and other gestures of support for them. NHL players put the names of the 15 Humboldt hockey players who were killed in the crash on their jerseys. Everyone has stood for a moment of silence in remembrance at almost every hockey venue across the country. We can’t imagine what the families are going through, or what the first responders are dealing with in the aftermath. But we do know that no matter where we live, we are standing with them and beside them. #humboldtstrong

POSITIVE CAREGIVER EXPERIENCE
I really am saddened with the experience that you had with your husband. I am right now going through the same thing. On February 1 of this year my husband was diagnosed with pancreatic and liver cancer. I had a totally different experience. My husband was with Kawartha Care and the PSWs and nurses were excellent. He did have to be admitted to Ross Memorial Hospital and the nurses were compassionate and willing to help me and him out at anytime. I did end up taking him home and I was amazed when they A made sure that I had everything I TRUST LOCAL AGENT
need for him. The OT came in the same day he came home to make sure I had everything that was needed. They even changed the mattress on the hospital bed so he was totally comfortable. When you are going through this with your loved one, you don’t want any hassle and they made sure of it. I did a lot of internet searching to make sure I knew what I had to do but the nurses taught me too and I helped them in the hospital. It’s important to note that these nurses and PSWs deal with people dying everyday and it must be very upsetting to them. That is a lot to deal with -- I know I couldn’t. I must say that his care at home and in the hospital was excellent and I would like to thank everyone for their kindness and compassion that we were given at this time.

City Hall PLAYGROUND UPGRADING By Pat Warren
At the Council meeting of April 10th, Council voted to consider changing the platforms in their playgrounds under swings, slides, etc. Every year, money is budgeted to upgrade or replace older playgrounds. However, this year when the tender came before Council, Councillor Strangway extracted it to see whether the tender could be changed to include a newer type of platform material. Currently, the City uses a wood composite base in their playgrounds, which meets AODA standards. However, Councillor Strangway wants to use a more durable and accessible product. This rubber compound is a recycled material that allows walkers and wheelchairs more freedom to access playgrounds. He also said that there is federal funding available. Director of Community Services, Craig Shanks suggested a “pilot project” in 2019 since the current tender was ready to go and that a grant possibility had just came to light. Councillor Strangway agreed and made a motion to have a “pilot project” in 2019, saying that “most playgrounds use this rubber composite base. Although they are more expensive, there may be less time needed to maintain the base.” Barb Condie, the Accessibility Manager told Council that a lot of staff time is needed to level the wood surfaces and there is also the possibility of animals burrowing, if the wood chips aren’t levelled. She also said the recycled composite is softer to land on if someone falls. The City will be applying to the Federal Government for an enabling grant to help fund the new park platforms and other accessibility initiatives in 2019.

Public Notice CITY OF KAWARTHA LAKES WANTS PUBLIC INPUT ON SHORT TERM RENTALS The City’s Municipal Law Enforcement and Licensing Division will be hosting a Short Term Rentals Public Forum and are inviting residents to attend. When: Where:

Residents are also encouraged to complete our Short Term Rentals Survey available on the City’s website. The deadline to complete the survey is Sunday May 13, 2018. All survey responses will be kept confidential. As per Council direction, the Public Forum and survey will allow staff to gather valuable information which will be used to review how short term rentals operate in our community. The Public Forum will also provide residents an opportunity to have their questions and concerns addressed by representatives of various City departments and other agencies. The responses from the survey will be analyzed and combined with information received at the Public Forum and will be reported to Council along with options for the regulation of short term rentals in the City of Kawartha Lakes. Short term rentals are property rentals of 30 days or less in duration. This would include renting a private room in a home, an entire home, a seasonal property (cottage), or any other space for 30 days or less. Short term rentals do not include established accommodation types such as bed and breakfasts, hotels, motels, trailer parks, or campgrounds. Residents are also welcome to submit their questions and/or concerns to licensing@kawarthalakes.ca

SWING BRIDGE DELAYS
It’s that time of year when Parks Canada starts their spring maintenance program on swing bridges and sites along the Trent-Severn Waterway. This maintenance includes washing and greasing up the swing bridges and undertaking visual inspections to ensure the safe operations along the system. The Bobcaygeon Swing Bridge and Bolsover Swing Bridge are included in the maintenance that will not result in closures, but there may be short delays of about 10 minutes at a time.

Between snowstorms, freezing rain, foggy conditions and unfortunate quarantines at our residence, we have had to cancel or change arrangements for several practices. Thankfully, we were able to use the Sanctuary at Trinity United Church for our practice, showing how very lucky we are in this village to have a selection of venues to choose from. The learning process seems to be paying off and the music is beginning to sound like it should...or rather how Bob would like it to sound. Spring is in the air and days are getting longer so get out and enjoy the songs that the birds are already singing! Pretty soon the Spring peepers will be singing too! We would like to thank Deb Crossen, the Editor of the Promoter, for allowing this group to have a little space in the paper every two weeks. Our condolences go out to her on the loss of her husband recently.

SPIRITUAL EXPERIENCES

Fifteen years ago, a Catholic and a Muslim met by chance, and realized they had a common dream of bringing together the ‘children of Abraham’ to get to know one another. They invited a Jewish woman to participate in holding what was to be a one-time gathering. That gathering evolved into the Abraham Festival, now in its 15th year. This year’s festival, “Spiritual Awakenings”, will take place on Saturday, April 21 from 4 to 9pm at the Mount Community Centre in Peterborough. Admission is by donation, with a suggested amount of $10. The Festival starts with an interfaith celebration with music from the three Abrahamic faiths. This will be followed by a vegetarian finger-food potluck, then the evening presentation with a panel of three eminent speakers from the three faiths - Rev. Anne Gowans-Blinn, Dr. Dan Houpt and Shaikh Habeeb Alli - who will be sharing their experiences of spiritual awakenings, or encounters with the Divine. It seems that Mother Nature has played an April Fool’s joke…cancelling spring. Regardless, there are useful tasks for the eager gardener. Bring spring into your home by forcing branches of apple blossom, forsythia, pussy willow and other early shrubs. Cut branches on a day above freezing, plunge into warm water and cut another inch off the submerged stems. After a day, change to fresh water and enjoy spring indoors.

This is the ideal time to indoor-sow some easily grown annuals and vegetables such as zinnias, marigolds, squash, green beans and pumpkins. Use clean containers with drain holes and a light growing medium. Soilless mix is ideal. It’s important to follow the instructions on the package as well. Generally, germination occurs in a moist medium at a slightly warm temperature. Cover with a dome or zip lock bag. After germination, uncover, keep moist and place under lights or in a sunny windowsill to ensurevgood air circulation. Once true leaves have formed (the first ions apply.pair of leaves are “seed leaves”), carefully transplant the fragile plants into cell packs or small individual pots. After all risk of frost has passed, wait for a cloudy day to position plants in their final growing location. Remember those tender bulbs you stored last fall? The dahlias, begonias, cannas and callas await your attention. Remove all soft tissue, divide tubers if desired ensuring that there is an eye or two in each division, and re-pot in good quality potting soil or soilcompost mixture. With adequate light, moisture and possibly a bit of fertilizer, these bulbs and tubers will quickly mature. The topic of this month’s Bobcaygeon Horticultural Society meeting is vegetable gardening. Doug Ford at a Month
A very long time ago, at University of Toronto, I had the pleasure of have Paul Fox as one of my politics professors. Paul was the grand old man of the university, and a gifted lecturer. I will always remember his lecture on what a new party leader needs to do coming out of a convention: unify the party by placating the disappointed losers; roll out a platform if an election is in the offing because you have the undivided attention of the media; and never say no to an interview of any kind because they can build your brand, particularly with the casual voter. This was all supposed to happen within 30 days of a convention success. At the time of publication, as new Ontario Conservative leader, Doug Ford’s progress on this list has been spotty at best. Conservative friends of mine have hypothesized that Ford has bound the wounds of the convention by promising Christine Elliott the position of Deputy Premier, Caroline Mulroney a position in the cabinet and Tanya Granic-Allen a guaranteed nomination in a Mississauga area riding. Ford’s platform currently remains a hodge-podge of sound bites, attack lines and criticisms of Kathleen Wynne. When challenged on radio in Ottawa to list

three things he would change about the apparently reviled sex education curriculum, Ford had no answer. When the list was reduced to one thing he might change about the curriculum, he still had no answer. Ford appears to be curiously indifferent to both the education and health care portfolios he may be assuming in June if elected Premier. That is beyond concerning. Ford has also apparently rejected the label of being a social conservative, despite wearing that affiliation proudly during the leadership campaign. Anti-abortion activists take heed; you may have been duped again. For 10 days after the convention Ford followed Professor Fox’s advice and gave interview after interview, until some of the issues discussed above began to prove embarrassing. Ford has now said there will be no press bus covering his campaign directly; rather the press will have to be happy with the campaign’s canned daily press releases. Ford has thrown down a gauntlet that the press will joyfully take up. Never dare the free press to cover you. It can end very poorly. It will be difficult for Ford to duck the media for the next 10 weeks, but he is going to try. Many Ontarians await with bated breath Ford’s specific and costed solutions to our current malaise. I look forward to them also.

According to the World Health Organization nearly half of the world’s population is at risk of malaria. There were roughly 212 million malaria cases worldwide that claimed 429,000 lives in 2015. Malaria is a serious and sometimes fatal disease caused by a parasite that infects a certain type of mosquito. The mosquitos then feast on humans. People who get malaria are typically very sick with high fevers, shaking chills, and flu-like illness. It’s most prevalent in Sub-Saharan Africa which is home to 90 percent of the cases. Children under 5 are more susceptible to malaria and more than two thirds of all malaria deaths occur in this age group. In 2015, 303,000 African children died before their fifth birthday. The good news is that since 2010 mortality rates have dropped 29 percent globally among all age groups and 35 percent among kids under 5. This is due in part to the efforts of young people. Students at the former Peterborough Collegiate and Vocational School raised more than $52,600 to purchase malaria nets in 2012. They took part in the “Spread the Net” student challenge by Canadian TV host Rick Mercer. One young girl in Peterborough donated her pay from Red Lobster to the cause. Students in Fort McMurray raised more than $10,000 for the cause in 2017, less than one year after wildfires forced many of them from their homes. Sleeping under mosquito nets protects against malaria. Long-lasting insecticidal nets are effective for two to three years. Between 2010 and 2015 there was an 80 percent increase in the use of the nets in Africa. Every day, 46 children and teens are shot in murders, assaults, suicides, suicide attempts, unintentional shootings, and police intervention in the United States, according to the Brady Campaign. Seven children and teens die from gun violence daily, four are murdered and three die from suicide. There
were 372 mass shootingsin the USin 2015, killing 475 people and wounding 1,870, according to the Mass S hootingTracker, which gathers information about these incidents. A mass shootingis defined as a single shooting incident which kills or injures four or more people, including the assailant. On February 14, 17 people were killed and 17 injured in what’s being called one of the world’s deadliest school massacres. A 19 year old, using an assault rifle, was charged with the murders at Marjory Stoneman Douglas School in Parkland Florida. The good news is that after the shooting some of the students decided they had had enough and embarked on a campaign for better gun control in the US. They’ve started a grassroots movement called #neveragain and it’s gaining traction. They have organized marches and sit-ins and then set their sights on the National Rifle Association. The NRA is a powerful gun rights lobbying organization in the US that seemed untouchable until these students took aim at them. They began pressuring companies to cut ties with the NRA and major retailers like Walmart, Dick’s Sporting Goods and L.L. Bean took notice. Dick’s and Walmart said they would not sell weapons to anyone younger than 21, as well. Walmart also said it would remove items from its website that look like assault weapons, including pellet guns and toys. Many others have tried before to change American gun laws without success. These students have done what many before them couldn’t do. Some people wrote off this generation saying they are too “entitled”. As Rick Mercer said, “They are entitled to a better county and a better world. And from what I’ve seen, this generation, they are going to make that happen.” And I agree. The internet can be a lovely place … or it can create havoc for the medical community! Researchers at the University of Waterloo recently conducted a study about those of us (yes, I’m guilty) who use web search engines to investigate our medical ailments or the efficacy of medical treatments. Their research shows that search engine results can significantly influence people, both in the positive and negative. Furthermore, those who participated in this particular study made more incorrect decisions when they interacted with search results biased towards incorrect information than when they had no interaction with search results at all. There’s a term now (of course there is) for a person
who compulsively searches the internet for information about particular real or imagined symptoms of illness – a Cyberchondriac. The study has concluded that search domains often present information that contradicts established medical understanding about treatment or health issues. According to the Institute of Translational Health Science in the U.S. who have also done research into this, people can be influenced by the frequency and placement of mentions of the search terms. They found that this can lead to higher levels of stress for the person doing the search, leaving them feeling overwhelmed and frightened. I must say, though, that I found the internet very useful when John was ill – not necessarily for treatments as much as symptoms. But it’s important to take any of this information with a grain of salt and talk to a medical professional.

Eric Clapton recently expressed concerns that he had tinnitus and was “going deaf.” No less a musical talent than Ludwig van Beethoven shared these same concerns as he progressed from hearing buzzing in his ears (tinnitus) at age 26 to progressive hearing loss and total deafness by the age of 44. Yet, he still continued to compose music. He was able to do so by holding a pencil in his mouth and touching the other end to the soundboard of the piano as he played. Using the same principle that makes a boneconduction hearing instrument work, Beethoven was able to conduct sound vibrations through the pencil to his teeth to his skull bones and into his inner ear. The human ear is an amazing instrument. When its parts break down or fail to function properly, however, today’s remarkable technology is doing its best to keep pace to help the hearing impaired once again enjoy the sounds of the world around them. Kawartha Conservation is launching a new Forest Bathing program this spring to help people across the watershed connect to nature and improve their physical and mental health. Beginning April 28, Kristie Virgoe, Director of Stewardship and Conservation Lands, and a certified forest therapy guide, will be leading a new Forest Bathing program at four local conservation areas. Forest Bathing is a practice based on mindfully connecting to the natural world. It is based on the Japanese practice of “shinrin-Yoku”. “Forest Bathing can help with physical, mental, and emotional wellbeing,” said Ms. Virgoe. “The many benefits of spending time in nature include reduced stress, improved immune system functioning, and improved mood. “Deepening our relationship with nature has other benefits as well,” she added. “It helps us to feel more content, to be more creative in how we approach challenges, and to feel more at ease.”

School suspension orders are being issued to hundreds of local students, although it’s hoped none will miss a day of school if they can update their vaccination records in time. The Haliburton, Kawartha, Pine Ridge District Health Unit has sent school suspension orders to approximately 600 students in Haliburton County, Northumberland County and the City of Kawartha Lakes. Students and their families who receive these orders are encouraged to immediately contact the Health Unit to update their vaccination records. They can do so by calling the Health Unit at 1-866-8884577, ext. 1507, or visiting www.hkpr.on.ca. The new Immunization Connection Ontario (ICON) site (http:// hkpr.icon.ehealthontario.ca) also lets families track, manage, and – most importantly – update records online. “School suspension orders are a last resort and

only issued when students and their families have not updated their vaccination records with the Health Unit,” says Marianne Rock, Manager of Communicable Disease Prevention and Control with the HKPR District Health Unit. “We encourage families who receive these suspension orders to contact us immediately so vaccination records can be updated and students won’t have to miss a day of class.” Under the Immunization of School Pupils Act, all Ontario students attending school must be fully vaccinated against diphtheria, tetanus, polio, measles, mumps, rubella, pertussis (whooping cough), varicella (chickenpox) and meningococcal disease. If vaccines are missing, Ontario health units issue school suspension orders to these students. In many cases, students have received all the required vaccines from a health care provider, but the records for these vaccines have not been shared with the Health Unit. If vaccines are still needed, the students can be vaccinated by their doctor or Health Unit nurses. Students can also be exempted from vaccination for medical reasons and issues of conscience or religious belief. If none of these options are followed, the school suspension orders will take effect in late April. “The last thing the Health Unit wants to do is suspend students, but we are legally required to

Nature is a wonderful place to recharge and the physical, mental, and emotional benefits of spending time in nature are vast, including reduced stress, improved immune system functioning, and improved mood. Beginning this spring, Kawartha Conservation is launching a 12-week program for seniors looking to connect with nature. The Senior’s Walking in Nature (WIN) program will run Wednesdays from 10 to 11:30am beginning May 16. Walks will be held at Ken Reid Conservation Area and Durham East Cross Forest. “This is a wonderful opportunity for seniors of all skills and abilities to enjoy some time in nature at our Conservation Areas,” explained Kristie Virgoe, Director of Stewardship and Conservation Lands. “Participants will be guided for a 1.5 hour hike by our staff and learn about the properties and the plants, animals and habitats that are here. A University of Minnesota study noted that in addition to helping to add some freshness to everyday life, getting outdoors also encourages seniors to increase their physical and mental activity levels, which, in turn, can contribute to warding off things like dementia, cognitive decline, immobility, and disease. Time’s running out to get your 2017 Income Tax returns done and in to the government. At midnight on Monday, April 30 the clock will start running on penalties that you might incur if you owe taxes and haven’t filed. Self-employed individuals and their spouses or common-law partners have until June 15, 2018, to file their income tax and benefit returns, but any balance owing is still due on or before April 30, 2018. The most convenient way to file is electronically. Last year, 91% of Canadians filed their return this way. Almost $10 billion was refunded by the government, with the average amount per return of $1,620. For daredevils, there’s a new MyCRA app for individuals that lets you securely access and view key portions of your tax information such as your notice of assessment, tax return status, and RRSP and TFSA contribution room. As well, the CRA BizApp is a mobile web application for small business owners and sole proprietors. The application offers secure access to view accounting transactions, pay outstanding balances, and more. It’s also time to beware, says the CRA. Taxpayers should be vigilant when they receive, either by telephone, mail, text message or email, a fraudulent communication that claims to be from the CRA requesting personal information such as a social insurance number, credit card number, bank account number, or passport number.

These scams may insist that this personal information is needed so that the taxpayer can receive a refund or a benefit payment. Cases of fraudulent communication could also involve threatening or coercive language to scare individuals into paying fictitious debt to the CRA. Other communications urge taxpayers to visit a fake CRA website where the taxpayer is then asked to verify their identity by entering personal information. The CRA does not send emails with a link asking you to divulge personal or financial information. If you receive a phone call saying you owe money to the CRA, before you agree to anything or give the caller any information, contact the CRA yourself. Be sure not to use a phone number given to you by the caller or emailer, or a link in an email. That will more than likely lead you right back to the scammer. You should report deceptive telemarketing to the Canadian Anti-Fraud Centre online or by calling 1-888495-8501. If you suspect you may be the victim of fraud or have been tricked into giving personal or financial information, contact your local police service.
