A smorgasbord of items was discussed at Council during their almost two-hour meeting on January 28.

Here are the highlights:

LOOKING FORWARD TO 2020

Deputations Two deputations were presented by Luke Woud and Paul Cross asking Council to reconsider the proposed sale of a portion of municipally owned land adjacent to Elgin Park, Lindsay. Council decided in 2019 that this piece of property would be listed and sold to the highest bidder in a public real estate sale.

Mr. Woud and Mr. Cross, who have been leasing the above property from the City for almost two decades, asked the City if they could purchase the property directly as it is vital to the operation of both of their enterprises. They promised to work together and pay full market value for the property, all real estate fees and all other fees associated with the transaction.

Much debate ensued with input from Councilor Dunn, Mayor Letham and the City Solicitor.

A decision was made that as long as the City received maximum appraised value for the property and all closing costs were picked up by the buyers, Council would approve a direct sale to Mr. Woud and Mr. Cross.

As many of you may know, the Bobcaygeon Legion Branch 239 is working hard to raise funds to have our Parking Lot replaced. We have had many events and the Campaign is doing well, but we need the community to continue their support by attending our events and helping in other ways as they did in 2019.

We are having an event each month to help with this project. On March 21, we are having our first Annual Talent Contest. Registration begins now and we are hoping to have a great fun night. There are no auditions, just register and bring your talent. Everyone is welcome. Prizes will be 50 percent of the admission/ registration fees so the more people we have, the more money for first, second and third prize. Please don’t be shy and come for fun.

We are also going to have Vendor’s Day on April 11, Elvis Tribute Show, Tragically Hip Show, Pig Roast, Steak & BBQ and another Loonie Auction (in September).

Anyone can drop into the Legion to get a calendar, check out our events board and stay to socialize and meet friends.

What you might not know is the Legion contributes to many local charities every month and the monies raised through the Poppy Campaign all go to Veterans in need.

We have been in Bobcaygeon for 90 years and the community has been a big part of our success. The Legion will continue to reach out to the community in 2020 and we are there for the community if we can help.

Kawartha Lakes Strategic Plan

Councillor Richardson called for the City to add the following statement to the Strategic Plan. The statement, she believes, would better recognize the City’s commitment to the environment: “The City will consider the environmental impact of all municipal projects in accordance with best management practices.”

The addendum was strongly supported by Councillor Seymour-Fagan and Councillor Elmslie.

Councillor Dunn spoke strongly against the suggestion.

He said, “We are already do it. We are already environmentally conscious.”

Councillor O’Reilly asked CAO Taylor about the impact for staff of the inclusion of Councilor Richardson’s words and was assured that “he had no concerns about it.”

Councillor Yeo supported the idea proposed by Councillor Richardson but wanted to see the exact wording that would be inserted and where in the Strategic Plan it would be added. A mock up of the wording was created and Councillor Yeo was satisfied with the change.

Council voted to support Councillor Richardson’s concern for the environment and the final copy of the Strategic Plan will reflect that.

Sewage backups and a City response

Councillor Dunn took the lead on this issue, as his Ward was the one most directly affected by the sewer backups that flooded approximately 30 homes on Lori Blvd. and Victoria Avenue East in January.

Dunn said that a number of the homeowners either did not have backup insurance or their coverage was inadequate. Many of the Lori Blvd. residents are looking at repairs over $50,000. Some with no insurance are trying to do the cleanup themselves.

Councilor Dunn wanted CKL to figure out how and why these properties were flooded, how it can be prevented from happening again, and what the City can do to help those who suffered backups.

Dunn received support from Council that all tipping fees for affected residents would be waived or refundedall during the ongoing clean up. Heroes!

Staff was asked to see if the Flood Prevention Subsidy was already in place and, if not, to report what kind of program needed to be in place to get more properties connected to City sewers protected by a check valve.

Mariposa Fire Hall

Council approved the awarding of a $2 million tender to MVW Construction for the designing and building of a new fire hall in Mariposa Township.

Before Councillor Yeo could vote in favour of the motion, he wanted to see in closed session the rejected bids and scoring for companies not accepted.

A possible change to what kind of information Councillors may be able to access regarding City buying was referred back to staff for an upcoming report.

Bobcaygeon Cares Bonspiel

The Bobcaygeon Curling Club is hosting the ninth annual “Bobcaygeon Cares Bonspiel” February 19 through 22.

This event is made possible by the 96 curlers, and volunteer members who participate in playing and running this event. With significant support from sponsors and member donations, this bonspiel has contributed substantial amounts to various charities in the past.

The recipient of proceeds from this year’s event will be the Community Care Foundation.

Big Brothers Big Sisters of Kawartha LakesHaliburton has begun preparations for Bowl For Kids Sake 2020. The 40th annual event is scheduled for Saturday, February 29 at Strike Point Bowling Centre in Lindsay.

The event theme for 2020 with prizes for best dressed team and individuals is: Olympics – Go for Gold!

You’re invited to get together with coworkers and friends to participate by entering a team. There is no cost to the bowler and there are three time slots to choose from -- 4:30pm, 6pm and 7:30pm. Teams consist of 4 to 6 people per team, collecting pledges

in support of Big Brothers Big Sisters. Upon registering, team members will be given a pledge sheet, to record their pledges. Pledge sheets and registration for online pledging will be available soon.

The agency is also looking for sponsors. For only $250 you can become a Lane Sponsor that entitles you to promotion at the event. You’ll also receive a tax receipt.

With your help, they can reach their goal of $35,000 that will go towards providing mentoring programs to children and youth throughout the City of Kawartha Lakes and Haliburton County.

BLIZZARDFEST IS ABOUT FAMILY TIME

Come celebrate winter, family and heritage at the Buckhorn Community Centre on Saturday, February 15 from 10am to 4pm.

Just a few more days and Emily Flack will be coming to town. The Council is thrilled to present this very talented lady. She has a soul-stirring voice and sings emotionally unfettered lyrics. We are sure you will recognize some of the presentation and more than likely hum along or tap the toes!

NEW VISITOR CENTRE FOR KSV

Kawartha Settlers’ Village is looking forward to the warmer weather as they plan to break ground on a new Visitor Centre. The new building will serve as a welcome centre, where visitors can receive a full orientation of the Village upon arrival. It will also house offices for staff and room for special exhibits, freeing up the historic Boyd Shanty.

The Boyd Shanty will be revamped and reserved as a historical resource centre. It’s a place where special books, documents and photographs can be properly stored and displayed which, until now, hasn’t been possible in an ‘open to public’ setting.

Thanks in large part to a bequest from the Elizabeth Weir estate, the funds to start this project have been established. An additional sum of $50,000 will be raised through fundraising endeavours and sponsorship.

A VALENTINE’S DAY TRADITION

If you were to ask your average Canadian about the typical gifts given on Valentine’s Day, you would probably find the list of responses relatively short: candy, cards and flowers.

Flowers, in particular, have become synonymous with February 14. Despite the fact that thousands of bouquets of lilies, gerbera daisies, carnations and tulips are bought for that special someone on Valentine’s Day, the gift of roses reigns supreme.

The two biggest sales events for florists are Mother’s Day, followed very closely by Valentine’s Day. Flower growers spend months growing and cultivating perfectly formed roses in readiness for the biggest demand season for their flowers. The day before Valentine’s Day is organized chaos in most florist shops, as preparation for the big day takes up most of the florists’ time, with sales and deliveries increasingly markedly on the day.

for Valentine’s Day, 40 percent were red roses, while 13 percent were pink roses. Mixed flowers made up 26 percent of sales, with the ever-popular potted plant making up 21 percent of all sales.

It is estimated that in the United States, 224 million roses are grown and cultivated for Valentine’s Day. Demand for the roses is so strong that flowers are brought in from Kenya, the Netherlands, Germany, France, the United Kingdom and Japan to supplement the locally available roses.

Men are the biggest purchasers of roses, buying almost 73 percent of what is sold, but surprisingly 14 percent of roses purchased are bought by women and in many cases they send the flowers to themselves on Valentine’s Day.

If you are planning on giving flowers this Valentine’s Day here is some rose etiquette that might help you make the appropriate purchase.

Buying a new car in January or February is a great idea since these are historically the slowest months for car sales and dealerships are more willing to be flexible on pricing to move product. According to the Canadian Car Dealers Association, about 60 percent of buyers lease their vehicles, leaving the other 40 percent of buyers either financing or paying cash. Leasing or financing - what is better? On my website, I have a detailed monetary comparison of the two, but my recommendation would be to finance your purchase if you plan to keep your vehicle long term. Here are some tips to keep in mind.

• Finance your purchase through the car dealer, not your local bank. Dealers have much better financing deals. Getting a car loan from your bank will often cost you more since the rate will be much higher unless you can negotiate a low rate line of credit.

• The general rule-of-thumb for all Canadian car dealers is a markup on new vehicles of about 7 to 7.5 percent. You can usually get 3 to 3.5 percent off the list price when you are negotiating. If you have a trade-in, make sure you keep this separate and get at least 3 percent off the trade-in value.

• The best time to haggle with a car dealer is at the end of the month when they want to get their sales in to meet quotas.

• The same mark-up applies for leasing new versus buying, so try to get the price down by 3 to 4 percent off the “Sticker” price, even if you plan to lease. It will make a difference in your monthly payment.

• If this is your second lease from the same dealer, you have “Loyalty Power”. You should be getting 1 percent off the current financing rate for being a repeat customer. (This is standard in the leasing business. Make sure you get it!)

• The fees to be paid on a returning lease should be paid by the dealer if you are leasing again.

Don’t get nickeled-and-dimed here on the minor repairs to the car or the fact that your tire tread might be lower than their 3mm minimum.

• On a returning lease, one thing they may not budge on is the mileage. If you are over your original agreed package, they could charge you approximately $0.30 for every KM over. If this is your first lease, make sure you get enough allowable mileage in your package so that you are not over when you return the vehicle.

Health & Wellness ONTARIO HEALTH TEAM PROGRESS

The City of Kawartha Lakes Ontario Health Team (CKL-OHT) has taken the next step toward designation as an Ontario Health Team by submitting an official progress report to the Ontario Ministry of Health.

The report, created in consultation with the many community and patient/caregiver partners, details the Health Team’s readiness to submit a full application.

The progress report serves as an addendum to CKL-OHT’s previously submitted self-assessment and demonstrates the progress the Team has made in patient/client partnerships and community engagement, patient care and experience, digital health, governance, and quality improvement since July 2019 when it was designated as “in development” by the Ministry .

A FISHY TREATMENT FOR HEARING LOSS

Recent studies at several universities and clinical institutes in Australia have shown that good nutrition reduces the risk of hearing loss, and that regular servings of fish are particularly beneficial. Fatty fish like wild salmon and trout are high in omega-3 polyunsaturated fatty acids, which researchers believe can slow the effects of agerelated hearing loss. Highly processed fish, such as those you would likely find in fast food restaurants or the fish-stick variety from the grocery store, contain far less omega-3 fatty acids and are not recommended. Fish not for you? Flax and chia seeds, walnuts, and soybeans are high in omega-3 fatty acids. Supplements can also be a part of your routine but are not as effective as a healthy diet.

Hearing loss is the third most common health problem, but few people are aware that changing their nutrition can help guard against it. Adding just a few foods to your daily diet and paying attention to the nutrients that your diet is missing may significantly impact hearing over the long term.
