Why Move Road Depot?

Trent Lakes has passed its 2017 budget with a 4.47% tax hike (7.24% municipal levy increase). One of these big ticket items is a centralized road depot on Hwy 49, between Bobcayeon and Galway, that exists miles away from where the major part of the roads are located, on a road which is maintained by the City of the Kawartha Lakes. This idea was floated approximately 3 years ago and was turned down based on the extreme size of the municipality. At the all candidates meeting in Galway, before the last election, all candidates were asked, “If you are elected, will you leave the existing roads depots alone?” The answer by all was yes. Two of these people are on council. What has changed? I was approached by a roads employee recently and asked what I thought of this crazy idea. I was shocked that it was on the table again. He said, “it can’t work”. They have enough trouble now reaching their equipment in bad conditions. I asked one of the councillors this question and he said they might have to leave trucks at the original sites in the winter and store the trucks inside these existing depots in summer. Really! And why are we building a new one?

Doesn’t sound like good planning or economy to me. I also understand it is very hard on trucks to run them with the ploughs up as all the weight is on the front end. Take a drive to this site and see for yourself. We feel that a decision this important, not only now but for the foreseeable future, should have a public meeting where all questions from concerned citizens can be heard. We do not live south of the border where our input has no value. If you are concerned by the excessive travel time employees will be making and the extra wear and tear on vehicles everyday going over roads we don’t maintain, please call or write your representative and the township. Now is the time to voice your concerns, not after you find your road not ploughed and see the overtime paid to employees who have to travel this distance before starting to work. Arts & Heritage Trail

Our “city” now has an Arts and Heritage Trail, created by Debra Soule, whose role it is to publicize the cultural, touristy aspects of our great city. Her official title is City Economic Development Officer. Hence it comes as a surprise that she appears to know so little about this city. She’s moved the Boyd Heritage Museum to Fenelon Falls. She’s confused Oakwood with Bobcaygeon (see the website, listed below, and go to “Oakwood”). And she’s made strange statements. Under “Coboconk,” she states correctly that Balsam Lake is the highest point in the Trent-Severn system, then goes on to claim that it is also “the highest point in North America where you can circumnavigate the world.” Perhaps there’s a word missing? “We’re already getting calls,” reports Ms Soule, “So I know it’s going to grow.” We can only hope she’s wrong on that last statement too. Erlandson stated, “If we are going to capitalize on our investment-to-date, it is also essential that we have the expertise and an administrative structure in place to be able to seek the grants, provide guidance and coordinate the projects.” Councillor Breadner, a new board member at KRCA (replacing Councillor Stauble) was not in favour of the motion and said it will set a dangerous precedent. “We turned it down once, it shouldn’t be coming back,” he said. In the end Council approved the funding of $157,000. Some of the projects that will now move ahead include enabling best management practices on agricultural lands; agricultural water quality and habitat restoration projects; beach improvement projects; Fenelon Falls Shoreline improvements; and Bobcaygeon Beach identification of E coli sources.

TRENT LAKES COUNCIL By Glenna Burns

Here’s a synopsis of the Trent Lakes Council meeting on February 21. Sun Sourced Energy: Council approved a 250kW solar energy project by ReneSola. The project will commence this spring if the habitat for endangered or threatened species on the 2.44 acre property at 1113 Peterborough County Road 36 is not compromised. All electricity generated at the site will be sold back to the utility provider. Love Your Lake Program: Gary Jarosz, representing the Cavendish Community Ratepayers Association, asked council to allow Trent University students to have access to GIS (geographic information systems) to facilitate the study of lake health and shoreline conditions. Property owners will receive confidential evaluations and suggestions for volunteer actions to naturalize shorelines to improve lake water quality. An agreement of use will be drawn up between the municipality and the Association for GIS usage. Age Friendly Future: The Age Friendly Peterborough Community Action Plan received council’s approval

to move forward. The plan endorses healthy and active aging, integrated connections between agencies serving seniors and hopes to foster an appreciation of the elderly. With these ideals comes the enhancement of the infrastructure that elderly citizens need to flourish in the community. Fire Fines on the Horizon: Fire Chief Don Mitchell informed council that in future, Fire Rescue may start fining people who have no working smoke and carbon monoxide detectors in the home when they make a fire call.

Residents in the Municipality of Trent Lakes can blame increased OPP policing costs and insurance rates for their next property tax increase. Council has approved their 2017 budget that includes a 9.8 percent increase for the OPP and a 9.57 percent rise in insurance rates. Property taxes will increase by a rate of 4.47%. For the average residential property owner that translates to just over $100. The average residential property owner will pay Trent Lakes approximately $1357.03 in taxes. The total municipal levy for 2017 will be $8,714,311.85. This figure is 7.24% increase from the 2016 levy of $8,125,784.29. The municipal tax levy represents the amount of money all property owners will pay annually to fund the municipality’s activities. The good news is the average assessed residential property values in Trent Lakes, according to MPAC (Municipal Property Assessment Corporation), increased for 2017. In 2016 an average residence in Trent Lakes was valued at just over $346,000. In 2017 that value increased to almost $360,000. The total 2017 budget for the Municipality is about $2 million more than 2016. Officials say much of it (63.73 percent) is consumed by capital costs, roads and public works. The remainder is split among general government (10.63%), fire/rescue and parks/recreation (9.63%) and other protection like OPP(16.01%).

76 North Street Inc. opened its screen printing and embroidery business in Bobcaygeon on May 6, 2016 with its first order of 60 hoodies for Big Boys Burgers in Toronto. On March 2, 2017 at 10:47pm the night shift team printed its milestone 100,000 garment print as recorded on the ‘counter’ of their automatic press. The ‘counter’ also shows the machine was printing 576 pcs per hour of this 7 colour print which was shipped the next morning to the Urban Behavior national chain. “We are so proud of both our day and night shift teams along with our reps across Canada,” says Production Manager Jake Baye, “and to be so involved in the Bobcaygeon community. Obtaining a license for Canada 150 and shipping Canadawide along with 6 other countries so far, is another proud achievement for our little company located right here in Bobcaygeon. BOBCAYGEON ROAD REHAB

Work on Main Street and Duke Street has begun. The city is replacing storm sewers and “associated road construction” that could mean some headaches for local drivers. Officials say while the work won’t be completed until the end of October, construction will shut down from July 1 to September 3 for the summer tourist season. Residents in the area will continue to have their garbage and recycling picked up as per the normal schedule, but are asked to have their address marked on their bins. If the trucks are unable to access your driveway, City workers will move them to a collection point and return them after collection. Water service may be interrupted during the project, but officials say they’ll make every attempt to provide a minimum of 24 hours notice for any water service interruption. They’ll also try to perform any water shutoffs during off-peak hours.

Ted Garrels, a resident of Bobcaygeon, has been volunteering with the Big Brothers Big Sisters organization for about 20 years. Last September, Ted decided to use his canoe-making talents to help the cause. He says, “The canoe project came together with the support and caring of a number of people in the community. Their consideration and belief in our youth helped me put this fundraising project together with little or no cost to the organization.” A lot of elements were involved in the building of the stripper-type canoe. Ted says, “Let’s call it something old, something new, something borrowed, something glue. The old is the rawhide lacing used for the webbing in the seats. The new is the main material used in the construction of the vessel. The borrowed is the form on which the canoe is built and the glue, well, that’s self explanatory.” You can put in an offer to buy the one-of-akind, hand-built canoe on Kijiji in the Peterborough/ Kawartha Lakes area. All of the funds raised will go to the Big Brothers Big Sisters organization.

After three cancellations out of six rehearsals because of the weather, the choristers are back to practices for the Spring concert. Our sing-alongs on Tuesday are going well and are now interspersed with some very witty stories told by Laura Plummer. At one, we sang a rendition of Happy Birthday to our fearless leader and then he put us to work with ‘Here comes the sun’ along with some other goodies. Talking about goodies, the Retirement Suites staff delivered some delicious cookies for us to enjoy along with tea and coffee. Ron King had been in touch with Syd Jackson who used to belong to the tenor section. Syd recently moved out of town to Bradford, is happily settled and is pleased that he has found a choir to sing in. Syd was truly dedicated to the Choristers with his tape recorder, recording every practice so he could learn his part at home. We also heard from Bob Bettson who was the Minister at the Anglican Church. He is happy living in Toronto and he has found a busy choir to sing in. The Bobcaygeon Kinette Club has just finished hand-making their famous Easter Eggs. They are now ready and for sale at only $3 per egg. The Easter Eggs will be at the Kawartha Dairy, Pharma Save Drug Store, The Dunsford Store and you may also purchase them from any member of the club. Coming up on May 7, 2017 is the Kinette Club’s “Spring Fling” which will be held at the Legion in Bobcaygeon. Proceeds from this project go to Cystic Fibrosis. Leapin’ leprechauns

No discussion of St. Patrick’s Day could overlook the mischievous little folk who could grant you three wishes that would miraculously come true. Holy mackerel, if this is a religion, sign me up! Humm, leprechaunism. It sounds good to me. Now let’s get down to those three wishes. The leprechaun is a fairy in modern Irish folklore. They didn’t exist in earliest Ireland culture. They were supposedly solitary three-foot tall creatures who spent their time making and mending shoes and have a pot of gold at the end of the rainbow (I wish). Thanks to a century or two of cartoons, many of which were derogatory towards the Irish, we still imagine them as tiny bearded

men festooned in a floppy green coat and wizard-like, emeraldcoloured hats large enough to rent out to a second family. But best of all, they rejoice in wreaking havoc – especially on we humans. Leprechauns first took to the pages of literature in the medieval story known as the ‘Adventure of Fergus son of Léti’. In it a tale is woven in which the King of Ulster falls asleep on the beach. When he awakens he feels water washing upon his feet and three leprechauns dragging him into the sea. It’s not good to mess with the king, so he captures his mischievous abductors. They in turn grant him three wishes in exchange for their release. So that’s where the three wishes stories come from. And all along you thought it was Walt Disney. Let’s hope the leprechauns take March 17 off. That way we can all have a pleasant, mischieffree St. Patrick’s Day.

To most of us, St. Patrick’s Day is a day for wearing green, shamrocks, green beer and more than a few green faces the morning after. But let’s jump into my time machine and set the “goback gauge” to the early 17th century. That’s when it became an official holiday celebrating Saint Patrick and the arrival of Christianity in Ireland. We often see St. Patrick portrayed with a staff in one hand and a shamrock in the

other. Historians claim that the three-leafed shamrock may have been sacred to the pagan Irish of the time, representing their top three deities: Abellio, Airmid and Amaethon. St. Patrick cleverly repurposed them as a portrayal of the holy trinity. He is said to have used his version of the shamrock to explain Christian concepts and convert many to the Roman Catholic faith. So what’s with the colour green? The colour green has been associated with Ireland since at least the 1640s, when the green harp flag was used by the Irish Catholic Confederation. Green ribbons and shamrocks have been worn on St. Patrick’s Day since at least the 1680s. Religions aside, St. Patrick’s Day is celebrated as a national holiday in the Republic of Ireland as well as in Newfoundland and Labrador in Canada. Mind you, the rest of Canada celebrates, too. After all, we wouldn’t want to miss another opportunity to down a few pints would we? Continuing on a party-like note, St. Patrick’s Day provides a break for those who participate in Lent. For Saint Patrick’s Day, all restrictions on food and drink are put aside. Yippee, hamburgers and beer again!

One of the top 10 priorities for City of Kawartha Lakes Council is to establish a Corporate Customer Service Standard for the municipality. To help them do that, they’ve created a survey for the public’s feedback on their customer service experience with any department, division or contact with the City. The purpose of the survey is for residents and visitors to provide input on the three main communication channels – in person, telephone and the internet. The survey is available online at www.city. kawarthalakes.on.ca, in hard copy at all Municipal Service Centres, Libraries and City Hall. The survey will be open until March 31, 2017. Survey responses will be reviewed to assist in developing the Corporate Customer Service Standards which will be presented to Council in June 2017.

SPRING THAW’S A’COMIN’

The City’s Emergency Services, Public Works, and OPP are readying for the possibility of flood activities this season. Activities involved in the ramp-up period include preparing sand bag supplies and ensuring fire vehicles, ATV’s and watercraft are available from Fire Rescue Services and OPP. The Otonabee Region Conservation Authority and Kawartha Conservation regularly issue watershed statements, based on the weather forecasts and existing conditions. At this time of year, all local rivers, streams, and lakes are extremely dangerous. Riverbanks are slippery and unsafe. Ice cover, where it exists, is becoming unstable and hazardous. Officials warn residents to stay away from water bodies, as well as water structures such as bridges, culverts, and dams. Children should be warned of dangerous conditions and caregivers should maintain a close watch on children who are outside. Residents are encouraged to prepare their home, cottage or property in case of flooding. Information is available on the City’s website at http://www.city. kawarthalakes.on.ca/flood-information.

It must have been the hottest day of the year, or at least it felt like it because I was VERY pregnant. I had the curtains drawn and all of the fans we owned pointing at me, and still I was a miserable, hot mess. I didn’t want to do a thing - it was getting closer to dinner time, and I knew I didn’t have any meat in the house. I didn’t want to drive to town and get meat (we lived in Pleasant Point at the time), and I certainly didn’t want to cook near a hot stove, but I was craving a taco!! So I asked Google. “I want a taco but I have no meat!” Google knows everything! It led me to a plant based cooking website and a walnut taco “meat” recipe. Really? That’s it!? No thawing, no standing • 1 Cup walnuts • ½ Cup of sundried tomatoes (soaked if dried) • ½ teaspoon cumin • ¼ teaspoon of garlic powder

• ¼ teaspoon of salt • Pinch of chili and cayenne if you like it hot Process in food processor until well combined, but still chunky.

As just a small example, it is said that it takes 660 gallons of water to produce just one hamburger and equals driving my car 515km!. Not to mention eating less meat reduces my risk of cancer, heart disease, obesity, and saves me money! Meatless Monday anybody? Don’t have a cow man!

The robins are back and so is your Bobcaygeon Horticultural Society. After a winter “sabbatical”, we are now busily planning for 2017, Canada’s Big Year. Look for a celebratory display of red and white tulips (if the squirrels didn’t find all of them this winter) and mass plantings of Canada’s colours in the 30 gardens that the Society maintains throughout the community as well as at Kawartha Settlers’ Village. The meetings of the Society are held at Knox Presbyterian Church on the 3rd Thursday of each month, with the exception of December, January, July and August. Speakers for 2017 include these knowledgeable individuals: Hazel Cook, peonies; Hugh Moreshead, vermicomposting; Dan Cooper, gardening from a hammock. Refreshments are served at 6:30pm, followed by the 7pm meeting. Visitors are welcome and new members are appreciated! Other activities include these summer events: May 27-Plant Sale; July 8-Garden Tour, Tea and Market; August 9-Flower & Vegetable Show and Tea.

But with improved equipment, seeds, livestock breeds and farming techniques, farms themselves have grown, from an average of 200 acres in 1931 to more than 800 acres today. There’s a complementary trend emerging, too—one that focuses on small-scale, specialized production of meat, fruits and vegetables, honey, maple syrup, eggs and more. In many cases, these farms have expanded into agritourism, which caters to a booming desire to connect with the people who produce their food, and to enjoy authentic encounters in new places. It has the added benefit of diversifying income so farmers are not dependent on a single crop or product. Local examples include pick-your-own fruit farms, corn mazes, small shops or stands selling items baked or harvested on-site, and farm bed and breakfasts. One of the most prominent agritourism businesses in Kawartha Lakes is South Pond Farms, located on Gray Road near Bethany. “We’ve worked very hard to build an agritourism experience that incorporates what we and our neighbours produce,” says Danielle French, the

owner of South Pond. “We spend well over 65% of our food dollars in the local community to buy apples, chicken, trout, beets, potatoes, eggs and much more. And then there’s our amazing local wine, beer and spirits.” The farm contributes herbs, greens, berries and honey from its own bees, as well as thousands of flowers from its glorious gardens. Its commitment to local and regional food has earned South Pond the coveted Feast ON designation as a “Certified Taste of Ontario.” While some agritourism businesses are strictly family-run, South Pond requires a considerable staff to look after the kitchens, dining area, gardens, animals and property. French hired more than 30 full- and part-time employees in 2016, the majority of them local students working to support their postsecondary education. The Community Care Health & Care Network is once again providing a free income tax return

Through March and April, the agency will partner with the City of Kawartha Lakes housing department and local organizations to present 40 Community Volunteer Income Tax Program clinics. Local residents who meet the program’s criteria can have their income tax returns prepared free of charge by agency volunteers. Clinics will be held in Lindsay, Bobcaygeon, Fenelon Falls and Omemee. Households with single incomes of $30,000 or less in 2016, or $40,000 or less for a family can qualify for the free service. Trained Community Care volunteers complete the income tax returns. Appointments must be booked in advance by calling Community Care at (705) 324-7323. The Community Volunteer Income Tax Program is presented each year by Community Care in partnership with the Canada Customs and Revenue Agency. Returns are completed in approximately one week. Clients wishing to use the service are asked to bring all relevant information and forms, including T4 slips and statements of property tax or rental payments. Eating fads, digestive woes, picky eating, stress, and managing a disease or condition are some of the most common things that cause confusion and sour people’s relationship with food. Local residents are being encouraged to tackle these issues head on and, in the process, take the fight out of food. That’s the theme that Dietitians of Canada (www.dietitians.ca) is promoting during Nutrition Month in March. The organization wants people to follow three simple steps when trying to deal with issues like food fads that complicate how they eat: • Spot the problem. Define first what’s causing your fight with food. • Get the facts. Use facts from credible sources to decide what needs to be done to solve the problem. • Seek support. Put the plan into action with support from a Registered Dietitian, family and friends. “Food is so personal and emotional. As much as people may think they are a ‘foodie’ and enjoy preparing and eating healthy food, they may be making the unhealthy choice because there is so much misinformation about nutrition which is intimidating, confusing and frustrating,” says Elsie Azevedo Perry, a Registered Dietitian with the HKPR District Health Unit. “Improving your relationship with food and making sure you are eating healthy

starts with getting reliable information that does not promise a quick fix or involve trying to sell you something.” Registered Dietitians are a valuable resource to turn to for healthy eating advice, as they have many years of schooling and training in nutrition, Azevedo Perry notes. DETECTING TEEN HEARING LOSS

With so many youngsters exposing themselves to loud noise that can impact their hearing ability, it is important to develop new tests to detect adolescent hearing loss. If hearing loss is uncovered when it is mild, youngsters can be alerted to ways of modifying their behaviors that help to preserve their remaining hearing. With this in mind, researchers are currently suggesting that youngsters have their hearing checked in higher frequencies than are likely to be tested for at school or other non-professional settings. Normally, teens are able to hear in very high frequency ranges that escape their elders’ notice. It is important that teens’ hearing be tested in accordance with their extended hearing capability. Loss of hearing is gradual, and usually begins with the high frequencies. If your hearing loss becomes serious enough, you may risk impairing your ability to speak clearly. While listening to something too loudly and for extended periods of time is bad for your health, headphones better isolate the background noise, thus enabling you to listen at a lower volume. 10,000 children in the City of Kawartha Lakes with breakfast, snack and lunch programs offered at schools in the Trillium Lakelands District School Board and the Peterborough Victoria Northumberland Clarington Roman Catholic District School Board. The programs are supported by more than 250 volunteers. In 2016, these dedicated people helped raise funds, plan, prepare and serve over 170,000 breakfasts, 250,000 snacks and 120,000 lunches to students in the City of Kawartha Lakes. In Peterborough County, breakfast programs served almost 2.4 million meals last year! Fortyseven of the 52 publically funded schools fed 17,638 students. Programs were possible because of 1,256 dedicated volunteers and the generosity of the community.
