OVER THE BACK FENCE
I read with interest last week a news story that the provincial government was going to issue a directive to all public schools for the 2019-20 school year that would ban cellphones from their classrooms. Exceptions to the rule would be made for medical reasons, students with special needs and when teachers want to use cellphones as part of their class lessons. I, for one, applaud this directive. Back in the olden days, when I was a mere lass, the cell phone was just an idea in someone’s futuristic brain. Push button landlines had just come into fashion and that in itself was an earthshattering innovation in our house! There was no such thing as texting, Google, Facebook or Snapchat. In school, we would pass notes back and forth under our desks so the teacher didn’t see. (Although I once got caught and had to read a very embarrassing note out loud to the whole class!) We used Encyclopedia Britannica to do our research. We talked to one another face-fo-face or called friends after school hours. There was no urgency

to let anyone in the great wide world see what we were wearing or eating for lunch. And to top it all off, if there was an emergency, the school knew how to get in touch with my parents! One of the most important lessons taught in school was how to listen. We had to be focused on what the teacher was saying in order to learn. You can’t listen effectively if you’re distracted, and cellphones have certainly become a huge distraction rather than a learning tool. Cellphones have their place in our society, but I don’t believe that place includes the classroom, dinner table or movie theatre. They certainly do not belong in the hands of those behind the wheel of a vehicle!

PROVINCIAL BUDGET COMING DOWN IN APRIL
The self-professed “Government for the People” (that’s the Ontario provincial government), will deliver their first budget on April 11, 2019. Vic Fedeli, Minister of Finance, says, “Our government’s first Budget will outline our plan to return the Province to balance in a responsible manner, and protect what matters most - preserving critical public services, including our world-class health care and education system.” The recently released Ontario 2018-19 Third Quarter Finances forecasts an improvement of $1.5 billion in the Province’s deficit to $13.5 billion. The Third Quarter improvement is largely the result of stronger economic growth, supported by Ontario’s open for business approach to government. Balancing the budget is not just a fiscal imperative, but a moral one, Fedeli said. “Every dollar that is spent on paying interest on debt is one less dollar going to our schools and hospitals. Unless we take action now, our children and grandchildren will have to bear an even greater burden. Balancing the budget will help us sustainably fund essential public services for current and future generations.” Hold onto your hats!
HAVE YOUR SAY ABOUT THE ENVIRONMENT
The Ontario government wants to take steps to reduce litter and waste in our communities and increase and improve household recycling. Included in the online “Environment Registry” are proposals to reduce plastic litter and waste, divert and reduce food and organic waste from households and businesses, and increase opportunities for the people of Ontario to participate in waste reduction efforts. This discussion paper will be available for comment until April 20. Visit https://ero.ontario.ca/ to get involved.

Home Improvement
Avoid Getting Ripped Off
By Kirk Winter
With spring rapidly approaching, many people are beginning to think about home improvements they would like to make. In 2015, the home renovation business was a $71 billion a year enterprise, with thousands of legitimate
and hard-working contractors able to provide you with the best possible service. In Canada last year, the 10 most common projects that had home owners hiring renovation professionals included bathroom updating, basement conversions, new decks, fencing, painting and decoration, kitchen renovations, tiling, flooring, roofing, and new windows and doors. In Ontario, bathroom renovations lead the way with home owners typically spending at least $25,000 on the work being done. The only problem with home renovations is avoiding the scammers and crooks that live on the fringes of this multi-billion dollar industry. The Better Business Bureau reports that they receive more complaints about shady contractors than any other line of work they compile statistics on. Last spring, a “contractor” went door-to-door where our cottage is located soliciting business. He was very professional, and his prices seemed in line with others in Haliburton. The key difference was he was available for work immediately, and homeowners found that very attractive. He made his pitch, collected dozens of down payments of typically 25 percent, and was never seen again. Rumours abound on the lake how much he took in total, but informed speculation has put it at more than six figures, all of it in cash. The Better Business Bureau recommends that you take the following steps before hiring a contractor: 1. D o your research and gather information starting at BBB.Org

2. Ask the contractor for references and actually call them. Do not trust what you see on their websites or Kijiji advertisements – much of that can easily be lifted from the webpages of far more reputable home renovators. 3. Google the company name. If there have been complaints they will be somewhere. If there is nothing on the internet, your spider senses should be tingling. 4. Get a minimum of three written quotes. 5. Get everything in writing because verbal promises mean little if you have to sue your former contractor in Small Claims Court. 6. Verify that the contractor is licensed and has appropriate insurance. If one of his workers has a “slip and fall” on your jobsite and the renovator has no insurance you could be on the hook for millions of dollars in injury claims. 7. After hiring your contractor, confirm that the contractor has filed his/your plans with the township and a building permit has been issued. The homeowner is ultimately responsible for the permit, not the contractor. 8. Discuss, and get in writing, warranty coverage. Beware of contractors who offer none. 9. Arrange a payment schedule ahead of time. Never put more than 10 percent down. Do not pay in cash. Pay by cheque only if the cheque is being made out to a company. The safest way to pay is via credit card where the banks can be your best friends in tracing an erst-while contractor who
suddenly disappears and stops answering his phone. 10. Get a receipt when the job is done marked plainly “Paid in Full”. 11. Keep your contract on file just in case it is needed for warranty work later. A final point that has served me well is courtesy of my Dad. He said time and time again, “Never hire a contractor who won’t put his name on his truck. He is likely a crook.” In my experience, he has been right more than he has been wrong with this bit of wisdom. Happy building this spring, and don’t be afraid to look at the pages of The Kawartha Promoter for trusted and established home renovation pros near you. You’ll be glad you did.

LET THE SUNSHINE IN
Light is becoming a very important design element for homes and office buildings. Studies have shown that when people live and work in a well lit environment, they are happier, healthier and more productive. Unfortunately, bringing the light to the people is becoming a more expensive proposition as each year goes by. We spoke with Logan Malcolm, owner of Daylight Pro about a great way to bring it into your home. Solatube Daylighting Systems have changed the way people think about residential daylighting by offering a simple, smart alternative to traditional skylights. The Solatube not only brings in the benefits of natural light (improved moods, increased energy levels, reduced eyestrain, true colour rendering, making interior spaces appear larger) into the home or workplace, but it costs absolutely nothing to operate during daylight hours. Now that is a true energy savings! There are a few other key benefits of the Solatube Daylighting System, including flexible location options, low cost of installation and better lighting performance. Also, traditional skylights do not offer any optical enhancement devices to help increase performance. On the north side of a sloped roof, the light output from a regular skylight is significantly reduced without these devices.
Logan says, “The Solatube Daylighting System features several patented enhancement devices, which work in concert to capture more light from all angles and reflect it down the tube for higher light output during early morning, late afternoon and in the winter months when the sun is low on the horizon.” He continues, “The Solatube Daylighting System transfers the maximum amount of ambient light into a room with minimal light loss, allowing it to provide great performance even on cloudy or rainy days. In fact, it captures ambient light so well, on a fullmoon night, you can actually see a nice glow.” Whether you’re renovating for yourself or for a potential buyer, give Daylight Pro a call to talk about how to use nature’s lightbulb. Logan can be reached at 705-559-7083 www.DaylightPro.ca
WHAT HOMEBUYERS ARE LOOKING FOR
We spoke with Kent Leckie of Re/Max Allstars Realty in Bobcaygeon to find out what potential homebuyers are looking for. “It’s important to put yourself in the potential buyer’s shoes,” he says. “The closer you can get your home to looking like a magazine photo, the better.” Here’s what Kent told us is important to the buyer: Overall, your home should be bright and open, so ditch the dark window coverings and pull up the blinds. It’s key to make sure you edit your belongings and declutter the space. “A female buyer will want to visualize her furniture and how she would redecorate. As well, she’ll look at storage options, cleanliness and, outdoors, the gardens.” “The male buyer,” says Kent, “will want to know about repairs and maintenance both inside and out. When was the furnace last cleaned, are there plumbing THE issues, what about the septic and how much DANGERS OF ICE DAMAGE ON DOCKS lawn mowing and tree trimming will I have to do?”

In response to the frequently asked question: ‘’can we leave our docks in the water for the winter’’? … There’s really no clear cut answer, however we strongly recommend taking them out. It’s not the freezing of the water that can damage your dock and floats; it’s the actual ice movement. So as a general rule, wherever lakes or rivers freeze over, it is strongly suggested that all docks be removed from all lakes and rivers, for the winter. No matter the dock or float model, brand or composition; whoever decides NOT to remove their dock from the water for the winter, is definitely taking a risk.
ice DamaGe?
•
•
Imagine in the spring the ice is melting and there’s that big remaining patch of ice in the middle of the lake… one day the winds pick up and push this big mass of ice blocks directly towards your shoreline ! Make no mistake, the weight of these big blocks of ice will push your dock against the shoreline or any obstacle and create much damage (see photos), or even destroy your dock by crushing it completely. Some small lakes or protected bays may have no ice movements at all, these could be an area where the risk is smaller. Another important concern is if the water level of your lake or river fluctuates during the winter months. Maybe your dock is placed over a rock that is very well submerged during the summer, but if the water level dropped in the fall, is suddenly only a couple of inches below the ice surface. If the ice cracks or moves, this could leave your dock vulnerable to being cracked or bent by the rock or ice itself. Interesting note: Ice cracks are often seen not too far from shorelines; these are usually created where the ice starts to float, versus where Dear Dock Owner, it’s frozen through and sitting on the shallow shoreline lake bottom. If your dock happens to be in this crack line, when the ice drops, your dock is at risk of irreversible damage….further out or closer to shore could be less risky! In response to the frequently asked question: ‘’can we leave our docks in the water for the winter’’? … There’s really no clear cut answer, however Before making your final decision on whether or not to remove your dock from the water for the winter, take a good look at your we strongly recommend taking them out. THE DANGERS OF ICE DAMAGE ON DOCKS
•
•
•
Interesting note: Ice cracks are often seen not too far from shorelines; these are usually created where the ice starts to float, versus where it’s frozen through and sitting on the shallow shoreline lake bottom. If your dock happens to be in this crack line, when the ice drops, your dock is at risk of irreversible damage….further out or closer to shore could be less risky! Before making your final decision on whether or not to remove your dock from the water for the winter, take a good look at your neighboring docks. If they’ve been left in the water all year, for many years, without being subjected to any ice damage, then the odds could be on your side… but do keep in mind that Mother Nature has a mind of her own, so there’s always a risk. As for fixed or stationary docks, these MUST always be removed from the water for the winter. No if or buts about it !

Above all, when you’re getting ready to show your home, is cleanliness and freedom from clutter. Pet areas should be clean, well organized and odour free. Bathrooms should be sparkling clean, counters free of your everyday items and towels should be hung neatly. Kent also suggests removing medications and personal items from medicine cabinets. Living areas should be thoroughly dusted and vacuumed, all wood surfaces polished and bookshelves should be neat. In the bedrooms, plump up the pillows, make sure the bedding is clean and the beds made. Kids’ toys should be put away and not strewn across the floor. Outside, you should make sure the leaves are raked and lawns are mowed, with any bicycles and toys neatly out of the way. According to Kent, there are two mindsets when it comes to potential buyers looking at your home and you have to think like the customer. “The sooner they can see themselves living in your house and mowing your lawn, the faster you’ll get an offer.”
potential headache, especially if the design and texture aren’t to their liking. It could be a ‘deal breaker’ when you’re trying to sell your home. It’s better to use fresh paint and neutral colours if you’re going to stage your home before it goes on the market.

High-end kitchen While the kitchen is one of the best selling features of your home, if you’re going to spruce it up for resale, don’t go crazy with high end appliances and remodelling. There are plenty of choices when it comes to reasonably-priced counters and fixtures. WHAT COULD HELP SELL
There are small, inexpensive changes you can make that will give you a bigger bang for your buck. Bathrooms Buyers will definitely see that your bathtub or shower is beginning to show its age. Easy fixes for this include re-grouting the tile, re-caulking around the tub and making sure fixtures are clean. If the bathroom is outdated, look into a new vanity or counter top, fixtures, mirror and lights. You may also want to give it a new coat of paint to make a good first impression. Make Some Space Many homebuyers are looking for as much space as possible. So finishing the basement and turning it into usable space can help increase the

price of your home. You can also maximize the storage space, while decluttering your home for staging, with ready-to-use closet organizers, baskets and decorative units. Finish What You’ve Started There’s nothing worse for the potential homebuyer than to view a home that has many projects to be done. If you started to some renovations around the house, finish them off before you put your house on the market. Get Advice When your real estate agent does his or her first walkthrough of your home, get their opinion on what should be changed that could increase the resale value. If you need to spend some money, make sure your return on investment is worth it!

TAX MISTAKES COULD COST YOU
According to an H&R Block survey, last year more than half of Canadians filed their taxes without the assistance of a tax professional. If you’re one of these people, it’s important to make sure you
Are you eligible for pension $plitting? Split your income and save even more on your taxes. don’t make some of the most common filing mistakes. With the changing tax laws and life changes, you can easily overlook some things that could impact your taxes. According to H&R Block, here are a few of the common tax mistakes and how to avoid them. Miscalculations It’s common to make mistakes, like math miscalculations, filing status errors or even typos, and there are some tax software programs that will help you avoid some of them. But it never hurts to have a professional do a double-check of your return to make sure your mistakes don’t cost you. The Canada Revenue Agency (CRA) also has you covered on filling errors with its secure Auto-fill My Return Service. It’s a certified software that allows you to automatically fill in fields, information from previous years’ income tax and benefit return with information that the CRA has available at the time of filing. Missed opportunities With the ins and outs of tax credits and claimable expenses, it can be very confusing to know where you can save money on your taxes. Experts say moving expenses, child care expenses and credits for supporting someone with a disability are just a few of the common tax credits and deductions that are missed every year. As well, medical treatments, travel expenses for medical appointments outside your area, and even contact lenses or glasses and hearing aids, prescribed by a medical professional can be claimed. Missed Calculations If you’ve realized there were things you can claim on a previous year’s return, don’t fret. The H&R Block experts say you can request a change to your tax return by amending specific lines on your return. You should, however, wait to get your notice of assessment before changing anything on your return.

Health & Wellness CITY GAINS MEDICAL ADVANTAGE
Kawartha Lakes Health Care Initiative (KLHCI) has helped bring a prestigious program to the City of Kawartha Lakes. In conjunction with Ross Memorial Hospital (RMH), City of Kawartha Lakes family doctors and the Rural Ontario Medical Program (ROMP), the City of Kawartha Lakes (CKL) has been approved as a University of Toronto (UofT) Family Medicine Clerkship training site. Training to become a doctor includes four years of medical school, prior to completing a specialty residency. The third and fourth years of medical school are known as ‘clerkship’. During these years, 5 to 6 weeks of training in many specialties, including family medicine, are completed by the students. In October
MEDICATION-INDUCED HEARING LOSS
If you experience difficulty hearing, you might want to check the list of medications you are currently taking. While previous studies have linked pain-relieving medications with hearing loss in men, more recent research also points to over-the-counter pain relievers as a cause of hearing loss in women. According to a new analysis from the Nurses’ Health Study, women who took “non-steroidal anti-inflammatory drugs” (NSAIDs and ibuprofen, in particular) or acetaminophen (Tylenol) more than two days a week for at least six years had a ten percent increased risk of hearing loss. The good news is that hearing loss usually improves when these medications are stopped. Consult with your physician if you experience hearing problems. Finding the right person to trust with something as precious as your hearing can be difficult, but folks in the Lindsay area have a real advantage in LINDSAY EAR CLINIC. Here, we are committed to providing quality hearing healthcare to all our patients, backed by extensive education and experience. Our advanced training gives us a broad understanding of the wide variety of hearing technologies available today. P.S. According to the study mentioned, although aspirin is an NSAID, it is not associated with hearing loss when taken in low doses for heart health.

2019, KLHCI is slated to welcome the first two UofT medical students into CKL’s Family Medicine Clerkship training program. “This initiative would not be possible without our local family physicians taking on the role of preceptors (trainers),” says Barbara van der Veen, KLHCI President. “Their experience and enthusiasm to teach is integral to the clerks’ knowledge base, on which all further learning is founded. The continuing support from the City of Kawartha Lakes and Ross Memorial Hospital is also a shining example of our forward-thinking community as KLHCI continues its efforts to become a full-time Family Medicine Residency training site.” “The more opportunities we can provide medical students to experience life in the City of Kawartha Lakes, the more young doctors will be encouraged to practice here,” says Dr. Bharat Chawla, RMH Chief of Medical Staff. “We’re proud to support efforts to mentor these talented young people, and to showcase this community and this hospital as welcoming places to build a career and a home.” “We’re pleased to now include the community of Kawartha Lakes as one of our clerkship locations,” says Dr. Azadeh Moaveni, Undergraduate Program Director at the University of Toronto Department of Family and Community Medicine. “Our students will learn from the talented doctors and health professionals in Kawartha Lakes while gaining experience in practicing family medicine in a small community. Kawartha Lakes will benefit from gaining trainees who are eager to learn about their community and patients and who will hopefully consider coming back to practice there one day.” “The Rural Ontario Medical Program (ROMP) has been developing experiences for medical students and residents in rural and regional communities in partnership with the Ontario medical schools. We are pleased to announce, and financially support, a site expansion with the City of Kawartha Lakes and the Kawartha Lakes Health Care Initiative,” says Dr. Peter Wells, Executive Director, Rural Ontario Medical Program. The KLHCI Board of Directors has representation

from throughout the City of Kawartha Lakes. The board is interested in adding new members. Being a member of KLHCI’s Board of Directors is an excellent opportunity to volunteer and be part of this vital component of our community health care, the recruitment and retention of family doctors. Anyone wishing to be part of this community effort by either volunteering or donating financially to support the ongoing family doctor recruitment and retention programs should contact Cindy Snider, Recruitment & Retention Coordinator at 705-328-6098 or visit the KLHCI website at www.KawarthaLakesDoctors.org.
Healthcare TOWN HALL
The Ontario Health Coalition and Kawartha Lakes Health Coalition are holding a Town Hall meeting Lindsay on March 27 at 6pm. The meeting is part of an urgent Health Coalition campaign across the province regarding the creation of the new “Super Agency” and massive new health care restructuring plans under the Ford government’s omnibus health care legislation. The new law is currently being rushed through the Ontario Legislature by the Ford government. The Coalitions are gearing up to protect local health care services -- from hospitals to long-term care, to home care, to community care, and mental health care -- from loss of control of local services, mega-mergers, and privatization. The Town Hall meeting is open to all residents. The meeting will take place at Faith Christian Fellowship Church, 59 Mary Street West in Lindsay.

Aquarius (Jan. 21 to Feb. 19) Look before you leap, Aquarius. There’s no shame in making sure everything in is order before you act, and that you are aware of ALL the consequences. Pisces (Feb. 20 to March 20) Pisces, it is never too late to learn something new. So, why not take a course, head to the library, or talk to someone who knows something you don’t. Your brain is waiting! Aries (March 21 to April 20) Your love life may be a little stale right now, Aries, but fear not! Try sending a lovely hand-written note to your partner (or partner-to-be?), stating in unmistakable terms your devotion. They will be impressed! Taurus (April 21 to May 21) Heart knowledge and mind knowledge are two different and separate ways of experiencing the world, Taurus. Yet, one should not operate without the other. Both are important! Gemini (May 22 to June 22) Revenge after a love-gone-wrong scenario is never a good idea, Gemini. Don’t even consider it! There are much better ways to ‘recover’ from that kind of loss – with far less drama. Cancer (June 23 to July 23) Cancer, do you realize how much you are appreciated? And deservedly so? There’s no need to underestimate your accomplishments and accolades – because everyone is admiring you from afar. Leo (July 24 to Aug. 23) A small amount of unexpected money may find its way into your pockets, Leo. This out-of-the-blue bonus is just what you’re looking for! Virgo (Aug. 24 to Sept. 23) Do what you can with what you have right now, Virgo. Good Stories from Curve Lake First Nation
THE CHEMONG PORTAGE
As told by Doug Williams to Julie Kapyrka
What we know today as the ‘Chemong Portage’, is the portage from the south end of Chemong Lake all the way to Peterborough. It was created to cut off the long arduous trip from the top end of Buckhorn Lake, to Lower Buckhorn Lake, to Lovesick Lake, to Stoney Lake, and then down south full of rapids. It was time consuming. So the Chemong Portage cut off quite a bit of time. Now, according to the stories I know, the Chemong Portage has been around a long, long time. It had a major role to play in early times when our people lived in this area, as far back as glaciation. The area here was prime hunting grounds for us. There were quite a number of animals, that don’t exist today, that we depended on. I am thinking now of ATIK (Woodland Caribou) who existed around the area. In fact, that was/is one of our main clans in our clan system that defines the way we relate to each other in terms of governance. So this portage, even up to this day, has had a lot of influence because over time the Chemong Portage has become the heavily used Chemong Road. It originally left Peterborough, at the base of the rapids which we

called NOGOJIWANONG. We figure that to be around the King Street area. And the reason for this is Jackson Creek would have come out just south of that, so you had to portage just north of Jackson Creek so you wouldn’t have to cross it to get to Chemong Lake. So somewhere in there that’s where you got off to get on the portage – for practical reasons. Then you started out. And remember, in portages, you try and go as straight as you can. The problem with the Chemong Portage is you have to cross the Parkhill drumlin – ISHPADINAA (the high hill) – and yet our people did. I doubt they would have crossed it right over the top. My guess would be that they crossed to the west of it, around the hill, between Jackson Creek and the hill, and then continued on straight to Chemong Road. Then you would end up at Chemong Lake which is about 8 to 10 kilometres away. My own forebears used that portage. My great grandfather, five generations away, married a woman from Rice Lake, so he had to use that portage regularly in order to maintain his relationship with her. I am curious at times, so I tried to see where the portage exactly ran. One of the ways to do this is to look for ‘directional trees’ – where the old people would break a small sapling that would point the way. But some of these trees, even though they’re broken, continued to grow to become big trees. And I thought I would look around Chemong Road to see if there were any of those trees left. Lo and behold I found one, by a fence line beside the road about half way between the lake and Peterborough. One can also find other signs – modern society build their roads on these portages because they are well used and well packed. They became good wagon trails and then wagon trails developed into gravel roads and gravel roads developed into paved roads. Some of the longest, straightest roads in the world, like Yonge Street, are on top of ancient trails once used by my ancestors…but that is another story.

CHORISTERS’ CORNER
Submitted by April Scott
The Choristers are pleased to see Ron Needs back at practice and to hear that Graham Keevill is now home recovering. Hopefully he will be back before too long. Thankfully we have three new bass voices to help with the absentees. Our accompanist, Vivian Hetherington has been undergoing cataract surgery and has been unable to
play for us. As soon as she is able to see 100 percent she will be back. We wish her well and are very grateful to Ruth Eberts for filling in for her. Practices have been Sectional for the last few weeks. Sopranos and Altos only one week and the following Tuesday for the Tenors and Basses. With a few new numbers to learn these practices are very helpful for us all. The Choristers are still hoping to perform a Spring concert and as soon as we know when we will let you know…both here and on Facebook. Take, care, keep warm and think Spring which is just down the road.
CELEBRATE EARTH HOUR
On Saturday, March 30, for one hour between 8:30 and 9:30pm, we will be in the dark. That’s the hope of the World Wide Fund for Nature (WWF). Earth Hour is a worldwide movement held annually that encourages individuals, communities, and businesses to turn off non-essential electric lights for one hour as a symbol of commitment to the planet. The Peterborough Astronomical Association will be at Armour Hill in Peterborough, beginning at 8:30pm (weather permitting). They will have telescopes so you can look closely at the beautiful night sky and the stars in it. Visit www.peterboroughastronomy.com for more information about this event.
