We didn’t fight about it … there were no hissy fits or tears. Just the common sense gene (and you know where this came from) to call in a professional to finish the job. Any larger home improvements I now leave to the professionals. As for the rest of it, we compromise. I’m okay with painting, and fixing smallish holes in the walls, while John is now the supervisor – and he knows that only amounts to “great job, dear” and “love the colour, honey” (although he throws in the odd, “hey, you missed a spot” for comic relief). It’s a win-win situation. So there … that’s one of the secrets to a long and happy marriage. You just have family into know when to keep your mouth shut.

Municipal Issues – Trent Lakes
I certainly agree with the former Mayor, Janet Clarkson, on the issue of a centralized road depot. Our municipality is far too large to service our Public Works from one location. I had a short discussion with our former Superintendent of Public Works and he agreed in very strong terms that it would not be the best use of our limited resources. To be fair, our present Mayor, Bev Matthews, stated in the last Municipal election that she thought a centralized road depot was a good idea. The Council is elected to serve the ratepayers and provide the best possible service to the ratepayers, not to make it easy and convenient for staff. Trent Lakes Tax Hike First off, a 4.47 percent increase is double the rate of inflation. Maybe the Municipality should live within its means. For example, the new firehall seems excessive to me. Please, can someone explain to me how an increase in assessment is good news? It just means increased taxes and is not based on ability to pay.

City Hall New Ward Boundaries By Pat Warren
By the time you read this, City of Kawartha Lakes Council will have chosen the new Ward boundaries. Earlier this year, Council decided to half their size to eight from 16. The decision this week will see the City divided into four or eight Wards. From listening to previous debates and public input, it appears Council will choose Option #3 – one council representative for each of the eight Wards. • In one Ward will be all of Bobcaygeon and parts of old North Verulam, Sommerville up to Kinmount and parts west; • Lindsay and some of its surrounding rural areas will be included in two Wards; • What was the south part of Ward 13 will form a new Ward to include areas south of Bobcaygeon to Omemee; • Sturgeon Point will not be divided and will be included with Fenelon Falls Ward; • The largest Ward will include parts of Balsam Lake northward. Each Ward in Option #3 will have one Councillor representing about 10,000 people. Trent Lakes Mayor May Get A Raise By Glenna Burns
Giving yourself a pay raise is always tricky. You wonder, “what will people think?” Trent Lakes Council finds itself in that position. In November of 2016, CAO Lois O’Neill-Jackson advised Council that they needed to consider this issue. It was determined to put aside $8,000 to hire a consultant to conduct an external Remuneration Review. The Review was completed by Pesce and Associates and provided direction for implementation by July of 2017. The conclusion of the consultant was “that the current salary spread does not adequately reflect the additional legislative responsibilities of the Mayor.” It was recommended that the annual salary of the Mayor be increased by $1,425 to $32,000 annually. The remainder of council salaries should remain at their current levels. Annual salary remuneration rates are now at $30,525 for the Mayor, the Deputy Mayor receives $27,472 and each councillor takes home $25,438. The issue will come before Council again soon for their consideration.

No Debt For Trent Lakes By Glenna Burns
The Municipality of Trent Lakes is in good financial shape, according to accountant Richard Steiginga from Collins Barrow. At a recent Council meeting, Steiginga pointed out to Council that the municipality is somewhat unusual in that “its household numbers are higher than its

population.” Many people have second homes in Trent Lakes. In their annual audit, the Municipality (when compared to six other communities of similar populations and households) is doing very well financially. While most municipalities carry some form of debt, Trent Lakes has none. They also have 32.6 percent surplus dollars in reserve funds. The municipal tax rate for Trent Lakes is the lowest of the six comparable municipalities. Trent Lakes ranks second when it comes to generous salaries and benefits for its employees. While being debt free is often considered a good thing, in the world of municipal government it can also be problematic. As Steiginga observed, “it’s more difficult to qualify for provincial and federal grants if you have no debt.”

TURN OFF THE LIGHTS!
World Wide Fund for Nature (WWF) is hoping the world’s humans will get on board again in 2017 to participate in Earth Hour. On March 25 from 8:30 to 9:30, we are encouraged to turn off non-essential lights for one hour as a symbol of our commitment to the planet. In 2016, 178 countries and territories took part in an effort to change climate change. Even the International Space Station got involved! More than 400 iconic landmarks around the world dimmed their lights and millions of average people also did their part. The Peterborough Astronomical Association will celebrate the 9th annual event with a public viewing session at Armour Hill. Beginning at dusk, PAA members will have their telescopes pointed to the heavens to show Jupiter, Mars, star clusters and much more. Put on some warm clothing, grab the kids and head up to the top of the hill on Museum Drive (300 Hunter Street). It’s free and very educational. AGENT For the rest of us, we should turn off as much power as we can to focus our commitment to climate action for the rest of the year.

MEET FREDDIE TAYLOR

In 1954 at Curve Lake First Nation, Freddie Taylor was 6 years old when he and his sisters were taken out for lunch by the government Indian Agent. After that day, little Freddie didn’t see his family again until he was 16. The children were kidnapped from their parents and community and taken to the notoriously brutal Mohawk Institute residential school in Brantford, Ontario. On his first day, the little, scared boy was beaten by older boys, stripped of his identity and renamed number 39. After awhile Freddie forgot his parents’ names. He never saw his sisters, cried constantly, was starved, beaten, sexually molested and learned to survive as a prisoner of an institution. Freddie was one of 150,000 First Nations children

who suffered the atrocities of life in residential schools across Canada. The repercussions of this shameful part of Canada’s history, which didn’t end until 1996, echo down the generations of First Nations people today. “I became institutionalized at a very early age,” he says. Freddie learned to hate the authority of “big men who really hurt little kids.” He lost his language, culture and spirit. Alcohol took over his life. As an adult, Freddie felt more at home in prison than anywhere else. Yet Freddie has survived when many children did not. “The Creator gave me a gift so I won’t hurt myself and the people around me,” says Freddie. Freddie’s gift is painting. Initially, Freddie expressed his anger and frustration in his art but over time the work has helped him heal a little. Freddie Taylor’s talent and dedication to his art have carried him through some hard times. He will tell his story of healing through art on Saturday, April 8 at 10am at the Bobcaygeon Library. You can also learn more about Freddie’s story and two other survivors of residential schools in a film produced by CHEX-TV called ‘Silent Thunder: The Search for Truth and Reconciliation.’ It has been posted on TRC Bobcaygeon’s website. As a single family income home I’m always looking for ways to cut costs so we can still live comfortably while I’m at home with the kids. One thing that I found while doing our budget 2 years ago was that we were spending a fair bit on gas. WHY BUY INSTEAD OF RENOVATE?
We spoke with Kent Leckie & Desiree Clark at Remax All Stars Bobcaygeon to get the other side of the home renovation story. Sometimes a space is not worth renovating or is not able to be renovated. An example of this would be an older home where the basement may have costly issues, like foundation cracks or leads, that would need to be addressed before any aesthetic renos. If you were to lay flooring or dry wall in a damp space you would have to rip it out eventually due to damage. If the home does not have good bones, a reno isn’t worth doing. The area or neighbourhood would determine whether to renovate as well. What is the average selling price of homes in the area? If you were to invest in a full renovation, then have to sell your home, would you get your money out of the home? You’d also think about buying instead of improving if you need more space. It could be very costly to increase the footprint of a house, including permits, buildings, plans, and approvals. It just might not be in the budget. Maybe the area you are in is not critical. Leaving an area to go to another may give you the option of lower house prices -- you could get more house for your money. And finally, there are financing issues. Sometimes renovations may involve a homeowner loan or a loan from a family member. This will add another payment

Emerald Ash Borer
The emerald ash borer is a small insect that damages and kills trees within one to four years of infestation. The ash borer has just recently become more prevalent in central Ontario. The fact that it has very few natural enemies, combined with the fact that native ash trees have limited resistance to attack, these insects have become a major problem very quickly. Typically, within six years of a woodlot infestation, more than 99% of the ash trees will have been attacked and killed. The prevalence and area infested by ash borer is expected to continue to expand, mostly through the movement of infested material such as firewood. Trees affected by the ash borer become a hazard as they become weak, and because of this, it is recommended you get your ash trees inspected. If your trees have been infested, they may need to be removed to prevent further spread of disease. However, trees can also be injected with insecticides to protect them from being attacked by the ash borer. Previously when you sold your personal home – also called a principal residence – there was no requirement to report it to the government. But that changed in 2016! The new rules will require you to report every sale of a principal residence on your tax return, whether you owe tax or not. So, if you sold a home in 2016, you’ll have to provide basic information such as the original date of the purchase of the property, the proceeds of disposition (the amount you sold your home for) and a description of the property on Schedule 3 – Capital Gains Schedule, when you file your 2016 tax return. Most Canadians assume that they will not have to claim capital gains on the sale of their home because

they believe that the principal-residence exemption (also known as PRE) will not apply to them. And for the most part they are correct. If your principal-residence was always just your home, you will still be exempt under PRE. But if you used your home or part of your home as a rental property or business operation for instance, you may be subject to capital gains upon the sale of your home. As always, the onus is on the taxpayer to understand the PRE rules, which can be quite complex. Many taxpayers may not understand what their PRE exemption actually is. Thus, in the past, they may not have claimed when there was a change of use of the property – for instance when starting to rent even a portion of their home. If you did sell your principal residence in 2016 and did not report it on your income taxes, you will have to request an amendment to your taxes. Penalties could apply, so request the amendment quickly. The penalty could be as much as $100 for each complete month the designation is late, or $8,000, whichever is less. If you have not yet done your 2016 income taxes, please make sure you report the sale. Now is a good time to start keeping track of all capital improvements you make to your home, and continue to do this in the coming years. Keep your receipts and invoices as these may increase your “adjusted cost base” and could possibly save you income taxes if you have had a change of use of your property.

Curlers to the rescue!

The Kids Concerts at the Concerts in the Park will continue, thanks to the Bobcaygeon Curling Club. Proceeds from the 7th annual Bobcaygeon Cares Charity Bonspiel were donated to the Bobcaygeon Music Council (BMC). The Kids Concerts, which have run at a deficit for some time, were on the chopping block when a tight financial position forced BMC to make difficult decisions in the fall. The Curling Club thought these particular concerts were too valuable to lose, so on behalf of the Curling Club, Warren Gill presented a cheque in the amount of $7,868 to BMC to keep the Kids Concerts alive. Peter Sutton of the Bocaygeon Curling Club said, “The success of this bonspiel in achieving its financial goals was due to the support and efforts of many organizations and individuals.” Bob Plummer, BMC Chairman said, “This generous donation will allow the Kids Concerts to continue for quite some time.”

TRILLIUMS TO HONOUR HEROES
The Kawartha Potters Guild has made more than 600 clay trilliums to commemorate the 100th Anniversary of the Battle at Vimy Ridge. Sixteen burgundy trilliums will represent Peterborough men who actually died at Vimy, while 584 represent those men who died during the First World War from the City and County of Peterborough. As well, two of the trilliums will make their way to France for installation at the Vimy Ridge Monument on April 9. All trilliums are for sale before the April 9 ceremony in Peterborough, or they may be sponsored
for $30 each. As a sponsor, you’ll get a tax receipt and the flower will be available for someone else to purchase. Fifty percent of the funds raised will be used to repair the Peterborough Cenotaph and half will go to Peterborough veterans suffering from PTSD. Although many of them have already been purchased or sponsored, there are still some available. The Kawartha Lakes Health Care Initiative (KLHCI) and Community Care Health and Care Network have done it again! They’ve recruited Dr. Emily Callery to take over from the retiring Dr. David Klein. Dr. Callery will be accepting care for all patients in Dr. Klein’s practice. Dr. Callery received her Doctor of Medicine from the Royal College of Surgeons in Ireland in 2012 and completed her Family Medicine Residency at the University of Toronto. She first became interested in the City of Kawartha
Lakes (CKL) during her participation in a Family Medicine Residents Weekend hosted by KLHCI in 2013. She has been providing locum services to the Community Health Centre since 2015. “I am pleased to accept this permanent position with the Community Health Centre and look forward to meeting those patients that I have not as yet met,” states Dr. Callery. “It has been a pleasure to work with Dr. Callery and the Community Health Centre to facilitate this recruitment. It is very rewarding to know that Dr. Klein’s patients will continue to receive their primary care at the same location and the same staff with which they are familiar,” says Cindy Snider, Recruitment and Retention Coordinator for KLHCI. No, this isn’t about blood donation. It’s about something that takes a little more discussion with family members. In 2016, according to the Trillium Gift of Life Network, deceased organ donation increased by 30 percent. More than 350 deceased organ donors and 256 living organ donors gave the gift of life to a record 1,302 transplant recipients. Officials say that’s a 40 percent increase over 2015, marking a growing trend in families choosing donation for their loved ones. Also in 2016, nearly 2,400 tissue donors enhanced the lives of thousands through the gift of eyes, bone, skin and heart valves. “As we celebrate the successes of Ontario’s donation and transplantation system, let us remember the heroic donors and compassionate families who shared the gift of life,” said Ronnie Gavsie, President and CEO of Trillium Gift of Life Network. In 2016, nearly 285,000 people joined the growing list of 3.7 million Ontarians who continue to offer hope to the 1,500 patients waiting for an organ transplant by registering their consent for donation. Currently, 30 percent of eligible Ontarians have registered their decision to donate. April is Be A Donor month in Ontario. Trillium Gift of Life Network is calling on Ontarians to register their consent for organ and tissue donation and encourage others to do the same. When families have evidence that their loved one wanted to be an organ donor, they are more likely to consent. Where there is no proof, families consent only half of the time. Once you’ve registered your consent online (www.beadonor.ca), share your reason with friends and family on social media, use #BeADonor and #MyReason. Watch those hashtags through the month of April for inspiring stories and interesting perspectives on organ and tissue donation and transplant. Sometimes it’s a tough discussion to have with your family, but it’s one that could save a life.

DRUG STRATEGY SURVEY
Wanted: your ideas and input to help tackle and reduce the harm associated with drug and alcohol use in the area. For the next eight weeks – through May 15, 2017 – area residents are being asked to complete a short online survey looking at substance use in the City of Kawartha Lakes, Northumberland County and Haliburton County. The survey – available at www.hkprdrugstrategy. ca – asks people their input on harms associated with drug and alcohol use in the community, and what the priorities should be to help address those issues.
ANEMIA TIED TO HEARING LOSS
Because hearing loss is so prevalent among older individuals, researchers have sought to find factors that will help identify those at increased risk. This research has recently yielded the finding that “sudden sensorineural hearing loss” (SSHL), during which hearing is severely reduced over a three-day period, is linked with “iron deficiency anemia” (IDA). This common condition is caused by a lack of iron in the body, which leads to fewer red blood cells that carry oxygen around the body. As a result, IDA reduces the amount of oxygen available to tissues. While the exact mechanism by which anemia leads to hearing loss is unknown, IDA is easy to treat. This correlation may prompt new ways to diagnose and treat SSHL. Hearing loss has many causes such as disease or infection, ototoxic drugs, exposure to noise, tumors, trauma, and the aging process. This loss may or may not be accompanied by tinnitus, ringing in the ears. While most causes of hearing loss are well-understood, researchers are still studying all the possible causes, methods for prevention and treatment options. The survey is the first step in the development of a new regional drug strategy for the three-county area. The local drug strategy will focus on four main areas: drug use prevention, harm reduction, treatment, and justice/enforcement. Nearly 50 organizations are involved in the drug strategy, including police services, fire departments, EMS personnel, Health Unit staff, PARN treatment services, pharmacists, Family Health Teams, youth and social service agencies, mental health groups, and other non-profit groups. The regional drug strategy for Kawartha Lakes, Northumberland and Haliburton is being funded through a $285,000 grant from the Ontario Trillium Foundation.
How To Handle Picky Eaters
According to Eat Right Ontario, up to 35 percent of toddlers and preschoolers are described as picky eaters. That means a lot of families are struggling with mealtimes. At Eat Right Ontario, how to feed children is one of the most popular questions. Their recommendation for a picky eater is a strategy called the “Division of

Responsibility.” This is a way of serving and eating food that gives parents and children specific roles. For example: The parent and/or caregiver’s job is to decide: WHAT food and drinks are served at meals and snacks; WHEN food is served; and WHERE food is served. The childs job is to decide: IF they are going to eat and HOW MUCH they are going to eat. So what does this mean for family mealtime? Here are some tips: 1. Plan family meal time. Eat meals at the table as a family. Do not offer food while your child is playing, watching television or walking around. 2. Be a role model. Your child will eat better and be more willing to try new foods if he or she sees others at the table eating the same foods. Family members, including older brothers and sisters, are important role models for healthy eating. 3. Eat at regular times. Offer three meals and up to three snacks at regular times each day. Offer only water between meals and snacks. This will keep your child hydrated and will also make sure that he or she doesn’t fill up before meal time. This way he or she will come to the table hungry. But what if my child won’t eat? If your child refuses to eat at snack or mealtime, offer food only at the next scheduled time. Stick to this rule even when your child refuses dinner and has to wait until breakfast. If children eat less at one meal, they will make up for it and eat more at the next meal. 4. Promote happy meal times. Your child will eat better if he or she is enjoying mealtime. Children are more likely to have a happy meal time if you don’t pressure them to eat. 5. Avoid distractions. Meals and snacks should be served away from distractions like the television or computer. Mealtime is for eating and interacting with the family. Do not have toys at the table or on your child’s tray. Leave toys, books, television and music for playtime before or after meals. You can find out more at eatrightontario.ca.
